REGULATIOKTH. { JT All Notices intended for insertion in the Hue- and- Cry are to be transmitted under cover, addressed to the Inspector- General, Royal Irish Constabulary, Dublin Castle, authenticated by a Separate Communication. No Description can be inserted unless an Information shall have been Sworn j but it iB not necessary to forward the Informations to the Inspector- General. Notices respecting all Felonies and such Misdemeanours as arc of an aggravated nature will be inserted. All Descriptions of persons whose apprehension is sought on a charge of Misdemeanour should be accompanied by a statement that a Warrant has been issued, and by tho name of the person in whose hands it is. But the Constabulary should remember that they cannot arrest a person charged with an offeuco of this nature unless they have the Warrant in thoir possession when making the arrest. %* Should irregularities arise in the dolivery of the Ilue- and- Cry, it will bo necessary to forward, one of the covers, or give the number it boars, as without this information the mistake cannot be rectified. Prison and Police Authorities are particularly requested to be good enough to inform the Inspector- General, Royal Irish Constabulary, Dublin Castle, of the abolition of Gaols, Stations, ike., and of any circumstances rendering the supply of the " Iluo- and- Cry " no longer necessary. Description of a MAN, name and native place unknown, who stands charged with having, on the 6th March, 1893, in tfce barony of Lower Toome, parish of kirkinriola, assaulted and attempted to stab with a knife Rose Gilmer, and threatened to murder her:— Very dary eyes, regular nose, dark swarthy complexion, full face, stout n ako, 5 feet 6 inches high, abo& t 30 jears ol age, dark lair, no whiskers or beard, may have a slight moustache; wore a black greasy cap, dark cr black coat, dark trowsers and vest; trade or occupation unknown; has the appearance of an engine fitter, mechanic, or sailor on tramp. ( 21220 c.— 10717) PATRICK SCULLION, alias JORDAN ( firing at the person), described in Hce- andOy of 24th March, not arrested. ( 19619 76€ 0) cavan. Description of JOHN M'GURRIN, native of Gorteen, county Fermanagh, who stands charged with having, on the night of 17th March, 1893, in the barony of Tullyhaw, parish of Tomregan, seriously assaulted one Thomas Donohue, by stabbing him with a knife:— Heavy brown moustache, gray eyes, regular nose, pale sallow complexion, thin face, slight activo rnake, 5 feet 10 inches high, about 42 years of age, 4^ jown hair turning gray ; wore a blue frock- coat, • tweed trowsers, tweed vest, black soft hat with a red thread through it. Description of JANE M'ENROE ( supposed fictitious) native place unknown, who stands charged with having, on the 22rd day of February, 1893, in tho barony of Upper Loughtee, parish of Urney, abardoned her infant child ( under 2 years), EO as to endanger its life:— Sullen appearance; small suken eyes, slightly hooked nose, esllow complexion, long full fcco. stout make, 5 feet 3 or 4 inches high, sbont 21 years of age, black hair, with a monkey fringe; wore a black dress and jacket, with a flow en d pritt jacket tntJerneBtb, a black hat, with some reddish flowers, and carried an umbrella; supposed to bo^ farmer's servant. Description of THOMAS DUIGNAN, native of Fatron, Ardlogher, county Cavan, who stands charged with bavin?, on the 2nd January, 1^ 93, in the barony of Loughtre Lower, parish of Tomregan, caused the death of Ellen M'Kiernan by blows and kicks:— Gray eyes, short thick nose, sallow com plexion, tlin face, stout active make, 5 feet 6 inches high, about 22 yetrs of age, dark brown hair; wore a peak cap, light coat, light tfreer1 trowsars and vest; is a labourer. Killeshandra, 11th Jan. 1893, ( 20286 C.— 8878.) description of WILLIAM HEWITT, Junior ( Brother's surname M'Meikle), native of Drum connick, Cavan, wbo stands charged with having, on the 13th December, 1892, in the barony of Upper Loughtee, parish of Urney, stabbed one Moses Rourke with a penknife, and being bound by recognizance to appear at Oav& n Petty Sessions on 19th Decem- ber, 1892, has absconded from his bail:— Prominert teeth, square shoulders, active sppoarance; dark eyes, slightly hooked nose, dark complexion, regular face, slight make, 6 feet 1 inch high, about 28 years of age, dark hair; wore a black hard hat, dark coat, trowsers, and vest; is a farmer's son. Description of a WOMAN, name and native place unknown, who stands charged with having, on the 12th April, 1893, in the barony of Bunratty Lower, parish of Bunralty, abandoned a male child, aged about 6 months, whereby the life of said child was endangered :— Very freckled face ; blue eyes, regular nose, pale complexion, long thin lace, medium make, 5 feet 2 inches high, about 33 years of age, red hair; wore an old red dress, old gray shawl, no boots ; is a tramp. ( 16138 1869.) Down, LicansedlConvict JOSEPH KELLY, or CONNOR described in issue of 24th March, not arrested. ( 526 H. C.) Dublin. Description of JOSEPH DOREY, native of Naul, county Dublin, who stands charged with having, on the 4th April, 1893, in the barony of Rathdown, parish of Taney, escaped from Dundrum Criminal Lunatic Asylum, where he was confined during tho pleasure of Her Majesty:— Lost some of his front teeth, broad stooped shoulders, steps short when walk- and turns in his toes; high chcek bones, high forehead, shaves faco except moustache and side whiskers, which it is likely he will got removed, blue sunken eyes, regular nose, florid complexion, long face, stout make, 5 feet 10 inches high, about 35 years of age, light flaxen hair; wore a black morning coat, black trowsers and vest, all of same material, descrip- tion of hat not known ; is a coachman. Dorey was indicted for the murder of his wife at Naul, but deemed to be of unsound mind, he was committed to this Asylum. Dundrum, 13th April, 1893. ( 21881 c.— 12072). Information required concerning THOMAS MARTIN, native place unknown, who ' tards clarged with tav n?, on the 21st December, 1892, in tbo barony of Magheraboy, parish of Inishmacsaint, ob- tained goods by false pretences from James Earls, Slavin, Belleek. It is supposed that he has committel otter siaiilar ofemns. His " molus operandi" is to get into correspondence with poultry and game dealers, Ac., and obtain largo cor sign men'. s of goods, for which he cannot pay, being an undischarged bankrupt. Kerry PATRICH SHEA ( murder), described in Hm- and- Cry of 2ht March, 1893, not ar. esttd. ( 20169 c.— 873'.) Kilkenny. Description of MICHAEL READE, native of Kilmoganny, who stands charged with having, on the 8th June, 1892, in the barony of Municipal Borough, parish of St. Mary's, stolen a silver Geneva wstah from one James Blanchford. The watch was found on the accused when arrestsd, and he was bound by recognizance to appear at Thomastown Petty Sessions on 7th March, If- 93, but failed to appearand bsr absconded:— Dark brown eyes, regular nose, palu. complexion, thin face, slight mako, 5 feet inches high, atoat 20 or 21 yoari of age, dark hair, no b^ ar J or whiskers ; wore a tweed cap, tweed coat, light tweed trowsers and vest, is good looking and of respectable appearance; is a groom or stabloboy. Description of JOSEPH O'REILLY, native of Limerick City, who stands charged with having, on the 20th March, 1892, in the borough of Limerick, parish of St. Michael's, embezzled the sum of £ 20 and upwards, the property of his employer, Mr. John Murphy:— Heavy dark brown moustache, long feet, respectable looking, dark eyes, regular nose, dark complexion, thin face, slight make, 6 feet high, about 26 years of age, dark brown hair ; wore a tweed sack- coat, striped trowscrs, tweed vest; is an assistant goods agent. Warrant for his arrest in the hands of the Head Constable at William- street, Limerick. Limerick, 28th March, 1893. ( 21596 c 11493.) of Kilnamanagh Upper, parish of Toem, stolen a purse belonging to Alice Lloyd, c mtaining one pound and ten shillings, also with obtaining goods by falsi pretences:— Prominent frcnt teeth, slight space between them, lisps when speaking and generally laughs when spekan to; darkejes; swarthy com- plexion t mediom mate; 5 feet high ; about 35 years of age ; black hair, curly in front; wore an old black dress, old black sbawl, laced boots, and wore a neck- lace with beads; tramp and seivant girl. Description of JOHN RYAN " PLUNKHAM" ( Mother's surname Ryan, " Plunger"), native of Curraghmore, who stands charged with having, on the 30th December, 1892, in the barony of 0* ncy and Ana, paruh of Kilmastulla, fired at the person of Martin Troy:— Has marks of old cuts on his hjad; if good looking; prominent gray eyes, regular nose, fresb complexion, round face, stout make, 5 feat 6 inche* high, abont 26 years of age, fair hair; wore a hard hat, snuff coloured tweed coat, trowsers, and vest j is a labourer. Description of JOHN M'NALLY ( mother's sur- name M'Quaid), native of Ohill, who stands charged with having, on the 6th December, 1898, in tbe barony of Longford, parish of Killoe, seriously assaulted John Corrigan, of Melkagh, by stabbing him with a knife :— Square broad shoulders, swaggering gait, gene- rally walks with his hands in his pockets; gray or blue eyes, long nose, pale complexion, round face, stout make, about 5 feet 9 inches high, about 27 years of age, fair hair; wore a black cap, dark coat, trow- sers, and vest; is a farmer's $ on. BRADFORD, ali. s WILLIAM HUTTON, is in Omagh Gaol on remand to Ballygawley Petty Sessions on 21st inst, charged with cbtaining a gold watch and a bicycle by false pretences:— Gray- blue eyes, regular ncsa, fair com- plexion, round full face, stout make, 5 feet 5 inches high, 25 years of age; has been a farm labourer and shop assistant. Is believed to have committed hand elsewhere. Information to District Inspector Gamble, Anghnacloy. Aughnacloy, 14th Feb., 1893. ( 20873 10C01). Description of JAMES COLLINS, alias BEATTY, supposed to be a native of Glasgow, who stands charged with having, on the 15th December, 1892, in the barony of Strabane Upper, parish of Badoney Lower, unlawfully stolen £ 17, in single notes, and a small single- barrelled pistol from the house of one Daniel M'Goldrick ( small farmer), with whom he was a hired servant:— Two upper front teeth black, brown flyes, regular nose, pale complexion, soft white face, slight make, 5 feet 4 inches high, about 16 years of age, very black hair ; wore a two- peaked whitish cap, dark sack coat and old dark trowsers, patched on seat with corduroy; is a farm servant. Warrant issued. Newtownstewart, 16thDec., 1892. ( 19869 c— 8146). brown tair, blue eyes, oidinary ncre, ordinary month, oval or rouad visage, formerly belonged to Roundtown, county Dublin; " P" and other tattoo marks on right atm, cro'ses, Ac., on hit. ^ \ The School Dress, all with Reformatory Stamp, consists cf:— Clcth cap ( S. otch make), cor'uroy jacket, moleskin trowsers ard vest, and only light slippers, No. 2,312. When this boy was away as an absoender in 184), he lodged at Byrne's- lane, Potter's- alley, and at Mrs. M'Gawley's, 57, Mabbot- street, Dublin, for a con- siderable tine ; I have heard that Mrs. M'Gawley now resides in Meckbnburgli- stmt. He may try to enlist. The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the nearest Justica, on remand, and will reward tha person who nay capture him with £ 1. SOth March, 1393. Description of the und rnamed young offerder, who, on the 19th March, 1893, absconded from the Saii. t Kevin's Reformatory School at Glencree, ccunty Wicklow:— THOMAS PERRY, No. 2,441, abcut 19 or 20 years of age, 5 feet 4 inches high, stout make, fair complexion, brown hair, hazel eyes, large nose, ordinary mouth, oval or round visage, and rather rour- looking ; formerly belonged to ? 0. Jervis- strect, Dnblin; mother and brother reside at 57, Great Strand- street, Dublin; UI" and " J. P." tattooed on right forearm. The School dress, all with Reformatory S amp, consists of:— Moleskin trowsers and vest, cloth cap ( Scotch make), stiong nailed boots, No. 2,441. This boy worked as a shoemaker for some time in Skerries, county Dublin. He will eedt avour to leave the c untry and probably to enlist, if he cannot get wo-. k at the ihoemaking. The Manager of tbe Reformatory will defray tbe expenses of his conveyance, if arretted, to the nearest Justice, on remand, and will reward the person who may capture him wit'o £ 1. 2) th March, 1893. ( 513 H. C.) DUBLIN METROPOLITAN FOLIOS, G Division. Particulars relative to convict GEORGE CAMPBELL, otherwise SAMUEL ROBINSON, c 55, convicted at Downpatrick, connty Down, at Assises, on 13th March, 18f 6, for larceny and previous conviction, and sentenced to 7 years' penal servitude, and 851 deys of a foiirrr sentence:— 55 years of age, married, is a saddler, born in Larne, his friends reside near Larne; brown hair tcroing gray, gray eyes, dark brown eyebrows, large hooked ncs>, large mouth, fresh complexion, broad visage, ftont make, 5 feet 6 inches high; cut- mark on bail of left thumb, lost nearly all front teeth. This man wss released from Mountjoy Prison on 6th inst., and reported himself to the Dublin Metro- politan Police. He stated he would return and notify his residence, bat he has not done so, and his present whereabouts is unknown. In the event cf his arrest ho ihonld be dealt with under 31 and 35 Vic., rap. 112, sec. 6, as amended by Penal Servitude Act, 1891. 13th March, 1893. ( 542 H. C.) Particulars relative to convict THOMAS BURKE, c 313, convicted at Limerick at County Quarter Sessions, cn fth April, 1889, for breaking into a shop end stealing, and sentenced to 5 years' penal servitude, and 2 jeirb' police supervision:— 53 years of age on conviction, single, is a labourer; born in Dublin; resided before cor viction in 1 imerick; dark brown bair, blus eyes, light brown eyebrows, large nose, regular month, fresh . complexion, oval vitaj; e, medium make, 5 feet 10 inches high; cuts on head, cross and dot cn back of right writ, varicose veins in right lag. This man was released from Maryboro' Prison on 4th January, 1893, and went to Cork. He left bis residence, 2, Old George's street, in that city, on 6th alt;, without reporting to Royal Irish Constabulary, and his presaet whereabouts is unknown. In the event of his arrest he should bo dealt with under 34 and 35 Vic., cap. 112, tec. 5, as amended by Penal Servitude Act, 1691. 13th Mtrch, 1893. ( 542 H. o ) Description of CHARLES FLUDGATE, who stands charged with stealing, on 89th ult., a horse, saddle, and bridle from Portobello Barracks, Dublin, the property of the Commander- in- Chief of Her Majesty's Forces :— He is 24 years old, 6 feet 4 inches high, medium make, dark bair aad complexion, shaved face except small dark moustache; when last seen was dressed in a brown jerry hat, a light coloui^ check lounge suit, and black cloth top eoat; is a^^ Army Reservist and a native of Dublin. Warrant in the hands of the Chief Superintendent, Dublin Castle, ( 5 2 3 h. C,) meath. Description of PATRICK TUITE, native of county Mcath, who stands charged with having, on the 2nd April, 1893, in the barony of Lower Deece, parish of Knockmark, stolen from a dwelling, one ten pound and one five pound note ( numbers not known or bank from which issued), three sovereigns and ten shillings in silver :— Neglccted appearance, keeps his eyes shut when speaking, blue or gray eyes, regular nose, red complexion, small face, slight make, 5 feet 7 inches high, about 65 or 70 years of age, gray beard whiskers and moustache cut short, long gray hair; wore a corduroy jacket over brown drab coat, corduroy trowsers, no vest; is a tram p labourer. Warrant issued. Dunshaughlin, 4 th April, 1893. ( 21719 c.— 11730). Tipperary. Description of PATRICK DALY, no fixed place, who stands charged with having, on the 13th day of March, 1893, in the barony of Clanwilliam, parish of Tipperary, failed to notify to the police at Tipperary his ehange of residence, being a convict on ticket of leave:— Cut mark front of head and left side of forehead, lost a front upper tooth, kick mark on left shin ; gray eyes, long slight hooked nose, fresh com- plexion, oval face, stout make, 5 feet 8 inches high, about 51 years of age, brown hair; wore a hard round jerry hat, gray tweed coat, tweed trowsers, and tweed vest; is a labourer. Tipperary, 27th March, 1893. ( 546 H. c.) Description of Gunner JAMES MORRISSEY, No. 95238, a desarter or absentee without leave from 3rd Sub- Depot, Co. So. D. R. A:— 24$ years ol age, 5 feet 9 inches high, fresh complexion, dark biown bair, gray cyoa, date and place cf desertion cr absence, 14th February, 1893, at T< m plena ore; date and place of enlistnrent, 21st January, 1893, at Templemore; boin in the parish of Saint Catherine's, Dublin; mole under right ear; is a groom; dresjed in reg; mentalfc Under 6 months' servico, Templemore, 17th Feb., 1893. Description of MARY MOLONEY, native of connty Limerick, who stands charged with having, on tbe 28th January, 1893, at Ballyhane, in the barony Description of PATRICK MEENAN ( mother's surname M'Court), native of Aldrummond, who standi charged with having, on tbe 8th December, 1892, in the barony of Strabane Upper, parish of Cappagh, unlawfully fired a gun at Andrew Wasson, a game- keeper to Sir William M'Mahon:— Gray or blue eyes, regular nose, fair complexion, regular face, medium make, 5 feet 6 inches high, about 80 years of age, fair hair; wore a black peak cap, dark coat, gray trowsers, and vest; is a faimtr's son and labourer. ( Warrant in tbe hands of A. S. Mann, Royal Irish Constabulary, Mountfield, for his arrest; Newtownstewart, 10th December, 1898. ( 19744 c.— 7901.) Wicklow. Description of the undernamed young offender, who, on the 19th March, 1893, absconded from the St Kevin's Reformatory School at Glencree, county Wicklow :— OWEN REILLY, No. 2,339, about 20 years of age, 5 feet 5 inches or 5 feet 6 inches high, stout make, fresh complexion, brown hair, blue eyes, ordinary nose, ordinary mouth, round visage; formeily belonged to Santry, county Dublin ; his parents are dead ; lost first joint of little finger of left liand, and has tattoo marks on his arms. The School dress, all with Reformatory Stamp, con- sists of:— Moleskin trowsers and vest, long frieze coat, cloth cap ( Scotch make), strong nailed boots, No. 2,339. He will endeavour to leave the country and enlist in the army as he did whilst away as an absconder in 1891. . Some time ago his brother, William, resided at Cloghran, county Dublin, and his brother James at 35, Commons- street, Dublin. He has a sister in High- park Reformatory, Drumcondra. The Manager of the Reformatory will defray the expenses of his conveyance, if arrested, to the nearest Justice, on remand, and will reward the person who may capture him with £ 1. 20th March, 1893. Cheshire. THREE MEN charged with robbery of jewellery, and described in issue of 18th April, not arrested. ( 545 H. C.) Cambridgeshire, W. . T. AINSBURY ( assault), Ilue- and- Cry, 18th April, not arrested. ( 531 H. c.) Essex. Description of JOSEPH RAWLINGS, native of Billericay, Essex, late Bethnal Green, London, wanted at Brentwood, Essex, lor stealing a horse, cart, and a set of harness ( recovered), at South Weald, on the 17th March, 18V3 : - Bald top of head, scar left cheek, scar left side of neck, right side large scar inside leg from fracture, red mole spine; 70 years of age, very active of his age, 5 feet 6 inches high, fresh com- plexion, stout build, gray hair, generally dyed very dark, blue bushy eyebrows; wore a round haid felt hat and dark clothes.
