Particulars concerning persons whose apprehension is sought will he inserted in one issue of the 1- OLICE UAZETTB, if they are sufficient to enable action to be taken upon them by another force. 3. Every announcement, if for the apprehension of a person, must be guaranteed by the signature _ of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police or his immediate deputy, of the county, city, or borough, as the case may be. ' ^ nouncements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be c^ rrehended or of stolen property bear a number a,. dart alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement will be wholly responsible for any proceedings whim mat/ result from such publication. 11. Announcements for the Friday issue should be forjoarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday m- jrning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Caaring Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125 Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in oircular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may he at onoe notified to the Editor. The following is a copy of the order which governs the eirculation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand bills, or other advertisements, offering it reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, o* of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable, ( a) The person by whom it will be paid. ( i). That the name and address of the printer appear *" thereon. 1 No expression must be used in such an advertise- ment, in relation to pioperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. 1 ' ' ' ' NOTE.— There are 177 Station of the Metropolitan police Force at which Notices can be posted. METROPOLITAN POLICE DISTRICT. 1.— D Division. — For stealing £ 103 3s.— WALTER SPENCER RICHARDSON, alias ROBERTS, and PILMER, age 28, height 5 ft. 7 in., complexion fair, hair light brown, eyes blue, recently clean shaved, speaks slowly ; Jresp, blue serge suit, black felt hat. A clerk ; native of Stoke Ne wiugton. Is supposed to be known at Dartford, Hastings and Gravesend. Warrant issued. 2.— E Division.— For stealing, 2nd inst. — 3 double- barrel breeob- loading guns, 12 bore : 1st, a top lever hammerless, cross- bolt passing through the extension ; 2nd, top lever, low hammer, pistol stock; 3rd, top lever, low hammer, plain stock, " Charles Boswell, 126, Strand, London, W. C." on barrels, " Chas." or • « Charles " on locks— A MAN, age about 30, height 5 ft. 5 in., complexion and moustache dark; dress, dark suit, wore a white apron. Appearance of a workman. 3.— E Division.— For embezzling £ 9 5s. 6d.— H. C. KEMP, age 30, height 5 ft. 5 in., complexion sallow, hair, moustache, and side whiskers dark; wears eyeglasses; respectable appearance; dress, dark clothes. A clerk ; native of Sudbury, Suffolk. Warrant issued. 4.— K Division.— For stealing, on 8th inst.— A fawn - coloured inare pony, 11 hands, two wind bladders under fore- leg close to belly- band, in good condition; a set of brass- mounted harness; a coster's cart, painted green ; and 16s. cash — HARRY GOOCH, age 22, height 5 ft. 2 or 3 in., complexion fair, hair light; dress, light striped coat and vest, cord trousers, cloth cap, lace boots. A native of Limehouse. May be found at markets or horse sales. 5. — Y Division.— For fraud, by means of worthless cheques on the London & South Western Bank, Hampstead Branch— NASS1B ABDOUTLAH SHlBLEY, age 26, height 5 ft. 7 in., complexion and eyes dark, hair and moustache very dark ; dress, blue serge suit, brown felt hat. A native of Beyrout, Syria. May visit Eastbourne. Warrant issued. 6. — Y Division. — For uttering fictitious cheques on the London & South Western Bank, Hampstead Branch — Mrs.. SHlBLEY, age 28, height 5 ft. 3 in., complexion fresh, sharp features, hair brown, eyes hazel; dress, dark stuff costume, grey cape, dark straw hat. A native of Camden Town. May visit Eastbourne. Warrant issued. 7.— Y Division.— For obtaining £ 60, by fraud — HERMAN M. LEVY, a Polish Jew, age about 35, height 5 ft. 5 in., complexion and hair dark, small dark brown moustache, rather greasy and rough full face, rather gruff voice, talks about his family, and shows his photographs; speaks English with a foreign accent, also Spanish, French, Italian, and a little Danish; smokes cigars in a twisted rope- shaped holder ; dress, dark tweed Inverness over- coat, dark coat and vest, stand- up collar. Has with him a long dark travelling coat with rough black dogskin collar, brownish lining, a light grey summer coat, striped silk lining, a travelling rug, grey- and- red one side, blue- and- grey check the other, a black bag, hold- all strap and umbrella, a grey foreign travelling trunk, 3 ft. by 2 ft. He obtained the above amount by producing a letter of credit purporting to have come from Dunkirk, and drawn upon the credit of " Lyonnais, London," and a cheque for £ 272 15s. 6d., drawn by Saunders & Knott, in favour of Herman M. Levy. On the night of 11th January last, a burglary was committed at Colney Hatch Asylum, and among other articles stolen was a 21 cheque - book, Nos. 42841 to 42864, on the London and Provincial Bink, New Southgate Branch. The cheque used on this occasion was one out of the book, No. 42844. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 8.— Portrait and description of KENYON BENHAM ( Case No. 13, 3rd inst.), whose appre- hension is sought for obtaining £ 49,000 by fraud, also for perjury ; age about 43, height 5 ft. 3 in., stout build, full face, hair, whiskers ( cut short), and moustache black, short neck, bald headed, weaiS glasses, of Jewish appearance. Absconded 24th ult. Warrant issued. 9.— For obtaining £ 3,500, by false pretences— CAPTAIN CHARLES JAMES NAPIER, late of 31st Regiment, Jury, Dulverton, Somerset, and Hotel Victoria, Northumberland Avenue, W. A native of Wilmslow. Is also wanted at Altrincham for felony. 30.— Old Trafford ( County). — For stealing from a school at Moss Side, 6tli inat., children's clothing ( recovered)— A MAN, age 35 to 40, height 5 ft. 7 or 8 in., slight build, complexion dark. 31. — Old TrafFord ( County). — For stealing from a shop, at Eccles, 6th inst.— A pair of lady's black kid button boots, size 3, flat heels, square toes, yellow band inside tops— A WOMAN, age 60, height 5 ft. 2 in., complexion fresh, hair grey; dress, Russian cloak, flowered pattern, black bonnet; carried a black satchel; of ladylike appearance. Information to Supt. Bent, Old Trafford. 32.— Burnley ( Borough).— For stealing £ 2 10s. • from two offertory boxes at St. Matthew's Clinrch, on 3rd inst.— A MAN, age 26 or 27, height 5 ft. 6 in., complexion dark, thin face, hair dark brown, supposed slight moustache, high cheekbones ; dress, dark suit, hard felt hat, turn- down collar. He got into the church under the pretence of photographing the interior. Is identical with HERBERT BOUNTALL, wanted for a similar offence at Hanley, Staffordshire. Information to Chief Constable Harrop, Burnley. 33.— Rochdale ( Borough). — For stealing a white metal lever watch, No. 6962, " Manchester, Bury, Rochdale & Oldham Tramway Company" marked on dial; also 9s. 2d. cash — GEORGE PLATT, age about 35, height about 5 ft. 10 in., complexion, hair, and eyes dark; dress, black coat and vest, old military trousers with stripe taken off, regulation boots, black billycock hat. He served 12 years in the Lancashire Fusiliers, and is now a sergeant in the 3rd Battalion Lancashire Fusiliers ( Militia). Warrant issued. 34. — Rochdale ( Borough). — For stealing a watch and guard ( recovered) — ROBERT BUR- ROWS, a labourer, age about 40, height 5 ft. 10 or 11 in., stout build, complexion fresh, hair and moustache light brown, walks badly ; dress, old grey coat, cord vest, black cord trousers, blue smock under jacket, black billycock hat and boots. Fre <[ nents low public houses, beerhouses, and lodging- houses. He is said to be well known at Holme, and in the neighbourhood of Underbarrow and Crooklands, Westmoreland. Has worked at several . places in Yorkshire, and expressed his intention of going to Bradford. Was convicted at Milnthorpe, about 2 years ago, for stealing a spade. Information to Chief Constable Wilkinson, Roch- dale. LINCOLNSHIRE. 35.— Horncastle ( County). — For stealing a ham and other articles— JOHN STUART, alias CONNOR, and CURLEY, age 30 to 35, height 5 ft. 9 or 10 in., complexion fresh, hair ( inclined to curl) dark, slight cast in one eye; dress, dark mixture suit, hard felt hat. Is well known at all race meetings, where he is generally employed by outside bookmakers to call the numbers from the ring. Has been convicted at Sheffield, and acquitted at Edinburgh, for larceny ( person). Warrant issued. Information to Supt. Costar, Horncastle. LINLITHGOWSHIRE. 36. — Linlithgow ( County). — Portrait and description of JAMES MEIKLE, a clerk, whose apprehension is sought for embezzlement, at Armadale— Age 25, height 6 ft. 3 in., complexion fresh, hair brown, moustache dark brown, eyes dark, thin cheeks, hangs his head forward, and stoops slightly when walking, two first fingers of right hand recently severely lacerated and not yet healed; respectable Appearance; dress, blue serge jacket and vest, dark grey tweed trousers, light ' grey tweed cap, light lace boots. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Deputy Chief Constable Robinson, Linlithgow. SOMERSETSHIRE. 37.— Bath ( City).— For obtaining £ 3 15s. 6d., by false pretences, on 15th ult.— C. J. ROSE ( sup- posed false), age 38 to 40, height 5 ft. 9 or 10 in., complexion fair, hair and moustache dark, full face, talks quickly, slight impediment in speech; dress, plaid mackintosh with cape, brown plaid suit, black hard felt hat with flat top ; carries a leather hand- bag and 2 leather cases. His modus operandi is to call upon shopkeepers, representing himself to be the proprietor of " Rose's Marking Ink and Times Cement, 56, St. Peter's- street, Mile End, London" ( false), aud stating that he intends to appoint paid agents in every town, thereby inducing tradesmen to buy at a low price a large quantity of ink, which is afterwards found to be quite worthless. Warrant issued. Information to Lieut.- Colonel Gwyn, Chief Constable, Bath. WORCESTERSHIRE. 42.— Dudley ( County).— For failing to report- License Holder ANNIE WILSON, alias ANN HUGHES, JANE JONES, ANN JAMES, JANE SMITH, ANN SMITH, and ANN WILSON, Office No. 44499, age 52, height 4 ft. 10 in., com- plexion pale, hair light brown, eyes hazel, scar right side of forehead, over left eye, centre of left upper arm, and on chest, mole on upper lip, birthmark on back, lost two bottom and two top teeth. Sentenced at Stafford, 20th October, 1835, to 7 years penal servitude for larceny, aud liberated on second license, 8th inst. E L 52. Information to Chief Supt. Burton, Dudley. 43— Stourbridge ( County).— For obtaining a revolver, watch, bicycles, & c., by fraud, through the " Bazaar, Exchange and Mart "— A man who gave the name of GEORGE PHILPS, age about 26, height 5 ft. 5 or 6 in., complexion tallow, hair and slight moustache dark, full round face, of good address; dress, blue serge suit, lace boots, black hard felt hat. This man engaged lodgings at Bewdley, on 20th February, which he said he would occupy on 27th. On 28th he arrived, when he received a large number of parcels, 2 bicycles, & c., and left on lst inst., stating he was going to Bristol. At that time he was riding one of the bicycles. Warrant issued. Information to Supt. Pugh, Stourbridge. SUSSEX ( EAST). 38. — Patcham ( County). — For stealing at Rottingdean, 5th inst.— A lady's gold dress ring, set opal surrounded with brilliants — A MAN, age 25 to 30, height 5 ft. 6 or 7 in., very slight baild, complexion dark, hair dark brown, clean shaved, smart appearance; dress, light overcoat, white silk scarf round neck, black bowler hat. A singer and musician. Information to Supt. Tucker, Patcham. 39.— Brighton ( Borough). — For stealing the sum of £ 4 — JOSEPH JEWELL, age 17 ( looks younger), height 5 ft., complexion fresh, hair dark, eyes dark brown, 2 front teeth in upper jaw wide apart; dress, long black overcoat, dark coat and vest, brown cord trousers, black cap. A native of Brighton. Warrant issued. Information to Chief Constable Terry, Brighton. WARWICKSHIRE. 40.— Aston ( County).— For obtaining £ 1 by means of a worthless cheque— DAWSON, age 40, height 5 ft. 6 or 7 in., complexion sallow, hair ( turning grey) and eyes dark, appearance of a foreigner; dressed respectably. He tendered a worthless cheque for £ 2 10s., on the London and Westminster Bank, City Branch, as a deposit for apartments he had taken for a student, obtained £ 1 change and absconded. ( See also Case No. 10, 3rd inst.). Warrant issued. Information to Supt. Walker, Aston. 41. — Atherstone ( County). — For burglary, 4th inst., and stealing 6 white silk handkerchiefs, in company with JOSIAH WOOD, who is in custody, and remanded till 22nd inst. ( see Case No. 59, 10th inst.)— JOSEPH HORTON, age 22, height about 5 ft. 8 in., complexion pale, hair brown, carries his head forward when walking; dress, dark jacket, light trousers, hard felt hat. A hatter, but has worked as a miner; native of Baddesley, Ensor, Warwickshire. Warrant issued. Information to Supt. Hannah, Atherstone. YORKSHIRE ( EAST RIDING). 41.— Hull ( Borough). — For stealing furniture ( recovered), between lst Sept., 1892, and 20th ult. — CHARLES HENRY BLACKBURN, age about 32, height 5 ft. 9 in., complexion fresh, hair and moustache light, respectable appearance ; dress, long dark overcoat, dark suit, tourist hat. An oil miller; native of Driffield. Wa3 employed about 12 months since as goods guard on the Caledonian Railway, Hamilton, near Glasgow, and has recently- been a publican in Hull— ELIZABETH BLACK- BURN, age about 30, height 5 ft., complexion very pale, thin face, hair light. Warrant issued. Information to Capt. Gurney, Chief Constable, Hull. YORKSHIRE ( WEST RIDING). 45.— Pontefract ( County).— For stealing a new square oak- painted tin box, about 24 in. long, con- taining £ 6 in gold and silver; 4 spoons, marked " M"; 2 woollen shirts; and 4 pairs of worsted stockings— A MAN, age 20, height 5 ft. 7 in., com- plexion fresh, hair and eyes brown; dress, brown suit, reefer jacket, black hard felt hat, collar and tie, light lace boots. A native of South Kirkby. Information to Supt. Wfcincup, Pontefract. 46.— Doncaster ( Borough).— For stealing, 27th ulto.— A small leather case, containing hymn- book and prayer- book; a magnifying glass about the size of a crown piece, silver rim and black handle about 3 in. long ; 4 white linen pocket- handkerchiefs and 2 large cotton ditto, all supposed marked " J" in red cotton in one earner— A woman who gave the name of GERTRUDE ELEANOR DOUGLASS, age about 24, height 5 ft. 3 or 4 in., stoutish build, complexion pale, hair black, eyes blue, scar centre of forehead, lost 3 or 4 fiont teeth from upper jaw, speaks with Scotch accent; dress, black three- quarter jacket, black dress, green waist, dark blue mantle or cloak, lace boots; had with her two black straw hats, one trimmed with broad red ribbon, and the other with black feathers and black and green ribbon. Is wanted at York for a similar offence on 6th ulto , and at Sheffield on 4th inst. Information to Chief Constable Lister, Doneaster. PERSONS IN CUSTODY. AYRSHIRE. 47,— Ayr ( County).— Sentenced to 4 months imprisonment, 28th ult., for breaking into a signal box, and stealing from automatic machines at rail- way stations— THOMAS ANDERSON, a labourer, age 16 ( looks older), height 5 ft. 4 in:, complexion sallow, hair black, eyes blue, scar right forearm, slightly deaf, speaks with Scotch accent. Is wanted for similar offences at BellsbiU, Lanarkshire, and at Greenock, and strongly suspected of being wanted elsewhere. 4 T H E POLICE GAZETTE. CAMBRIDGESHIRE. 48.— Cambridge ( County). — Remanded till 18th inst., for housebreaking, at Oakir- gton, on 9th inst.— THOMAS MITCHELL, age 36, height 5 ft. in., complexion fresh, hair brown, eyes light hazel, scar on each temple, over each eye, under left eye, back of head, left ahoulderblade, and left fore- arm, cross and flags tattooed right forearm, anchor left arm, 2 dots back of right hand ; dross, long black coat, light mixture trousers, blue neckerchief, black hard felt hat. A native of Limerick. States he was discharged from the West Surrey Regiment in 1887. Is known at Birmingham and Manchester. Had in his possession a blue check shirt ( nearly new), marked " G. T. Page," on a piece of tape. Information to Supt. Whitechurch, County Police Office, Cambridge. DORSETSHIRE. 49.— Poole ( County).— Committed for trial at the next Quarter Sessions, at Poole, for larceny ( dwelling) — HERBERT OLDRIDGE THOMP- SON, age 21, height 5 ft. in., complexion dark, hair dark brown, eyes hazel, " H. Thompson " and clasped hands, which he states were recently tattooed on left arm, 3 dots left wrist, and 5 dots back of left hand. A sailor; native of Goole, Yorkshire. Is supposed to have been recently convicted in Lincoln- shire and Yorkshire. Information to Deputy Chief Constable Hains, Poole. for obtaining money by false pretences, age 61, height 5 ft. 5 in., complexion sallow, hair sandy ( turning grey), eyes grey. An Irishman. He served 12 years in the 61st Gloucestershire Regi ment, and was discharged 12 years ago. Information to Chief Constable Broadbridge, Rochester. NORFOLK. 53. — Dereham ( County). — Remanded for larctny from a shop at East Dereham— ALFRED TAYLOR, age 29, height 5 ft. hf in., complexion fresh, hair light brown, ejes hazel, scar on left side of nose; dress, long dark overcoat, dark jacket, trousers, and vest, blue necktie with small light spots, black hard hat, plain 6ide- spring boots States he is a native of St. John- street, Peter- borough. Information to Supt. Chambers, East Dereham. HEREFORDSHIRE. 50.— Ledbury ( County).— Committed for trial at the next Quarter Sessions for housebreaking— THOMAS FRANKLIN ( supposed false), age 23, height 5 ft. 9 in., complexion fresh, hair brown, moustache light, eyes hazel; dress, dark jacket, brown trousers, grey soft tweed hat, grey woollen military shirt ( iuitials cut out), military shoes, stamped " 4157 = 11 ft, 3.92," braces marked " Ae S. H. 4629." An Iiishmau. Is supposed to be a deserter from the Army. States he has been in prison at Edinburgh and Limerick. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 51.— Bishop's Stortford ( County).— Commit- ted for trial at the next Quarter Sessions for stealing carpenters' tools— EDWARD CROWE, alias GEO. WANFORD SCOTT, JOHN SMITH, and JOHN CROWE ( see Case No. 21, 18th March, 1892), age 44, height 5 ft. 11 in., complexion fresh, high cheek- bones, hair light brown, thin giDger whiskers and moustache, eyes blue, bnrn mark over left eye ; dress, lough dark grey overcoat, dark mixture coat and • est, cord trousers, dark grey soft hat. A tramping wheelwright, native of Woodhurst, St. Ives, Huntingdonshire. Has been convicted for similar offences at Peterborough and Ely. Is supposed to have been previously convicted and wanted elsewhere. Had in his possession an old carpenter's basket, containing a two- foot rule, two- fold brass slide, a pair of compasses, and a square and gimlet. Information to Supt. Tripp, Bishop's Stortford. Whincup, Pontefract. 67.— Doncaster ( Borough). — Committed for trial at the next Borough Sessions, for obtaining goods by false pretences— HENRY WILLIAMS, alias STAMP, and WILLIAM HENRY BALM, age 38, height 5 ft. in., stout build, complexion, hair, and moustache dark, eyes brown. A navvy; supposed native of Wales. This man, after working for a few weeks as a ganger on a new railway, had a quantity of bill- heads printed, describing himself as sub- contractor for the new line. He then called upon several tradesmen and represented himself as 6ucb, and ordered large quantities of tools, harness, corn, & c., part of which he got possession of, and immediately sold. Was sentenced to 6 months imprisonment in the name of Henry Stamp, at Glamorganshire Sessions, on 6th July, 1888, and to 12 months in the name of Wm. Henry Balm, at Swansea Assizes, on 1st August, 1891, for obtaining goods by false pre- tences. Is supposed to have been convicted else- where, and to be wanted for other offences.
