Announcements of all persons to be c^ rrehended or of stolen property bear a number, a,. d art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, toill be wholly responsible for any proceedings whicfi may result from such publication. 11. Announcementsfor the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Ctiarmg Cross, Postal Order, or tit Stamps. 13. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— c. I. Department. — For fraud and con- spiracy im connection with the Liberator Building The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( fl) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 1, No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. P. for Burnley, age 50, but looks at least 5 years older, height about 5 ft. 6 in., very corpulent, broad shoulders, short neck, legs have the appearance of being too weak for weight of body, hair ( thin on top, parted in centre) dark, turning grey, eyes ( prominent) grey, very thin straggling whiskers and beard dark ( turning grey), moustache dark brown, very fat flabby face. The photograph from which woodcut is prepared, was taken 10 years ago, since which time Balfour has aged much in appearance. Usually dressed in dark or black jacket suit, high black hat. Formerly resided at Burcot House, Burcot, Oxford- shire, and Whitehall Court, S. W. Warrant issued. 2.— B Division.— For stealing a pair of very large diamond single- stone ear- rings, claw setting, screw fastening ; 2 gold bracelets, one set half round with 2 rows of diamonds, and one with single row, silver setting ; and a large diamond spray— LOUIS MOSS, age 24, height 5 ft. 7 in., complexion, hair, and small moustache dark, thin face ; speaks with strong American accent; is well educated, and speaks French; dress, dark Inverness cape, grey tweed suit, black hard felt hat. A native of New York.— MRS. MOSS, age 26, height 5 ft. 7 in., com- plexion dark, hair black, attractive appearance; supposed dressed in black with high frill round neck. Warrant issued. 3— C. I. Department. — Woodcut portrait and description of ARTHUR CLARKE KELLMAN NEWS AM, late Stipendiary Magistrate and Warden of Cedros, whose apprehension is sought at Trinidad on a charge of embezzlement, 1st December last, age 45, height 5 ft. 10 in., full beard and whiskers fair ( turning grey), eyes blue, round shoulders, mole or wart on one cheek ( supposed left), about an inch from the ear and on a line with the corner of the mouth. Absconded, 12th ult., for New Orleans or New York, and will probably make his way to the United Kingdom. Warrant issued under Fugitive Offenders Act. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For obtaining £ 3,500, by false pretences— CAPTAIN CHARLES JAMES NAPIER, late of 31st Regiment, Jury, Dulverton, Somerset, and Hotel Victoria, Northumberland Avenue, W. C., age about 35, height 5 ft. 9 in., complexion fresh, hair and heavy moustache very dark, large nose, good- looking ; dresses well, with constant change of clothing. His father, General Napier, resides at Oaklands, Cosham, near Havant, Southampton. Warrant issued. 5— For obtaining £ 49,000 by fraud— ALBERT BENHAM, late of Waring" & Co., solicitors, 2, Circus- place, Finsbury— Age about 41, height 5 ft. 3 in., hair and moustache dark, Jewish appearance, slightly bow- legged, walks with a short quick step ; dresses well. Warrant issued. 6. — Portrait and description of KEN YON BENHAM ( Case No. 13, 3rd inst.), whose appre- hension is sought for obtaining £ 49,000 by fraud, 2 T H E POLICE GAZETTE. Absconded 24th ult. Warrant issaed. Information to Supt. McWilliam, 2t>, Old Jewry, EC. BERKSHIRE. 7.— Reading ( County).— Portrait and descrip- tion of CHARLES HOWARD, whose apprehension is sought for ladder larceny at Sunninghill, on 20th nit. ( see Case No. 49), age 40, height • r> ft. 7 in., complexion fair, hair light brown, eyes blue, figure of a man and woman tattooed left upper arm, 2 flags, shield and bracelet right arm and wrist; dress, dust overcoat, white wrapper round neck, cloth cap. Was sentenced to 15 months im- prisonment at Chester on SOth June, 1885, for housebreaking, and at Worship- street Police Court, 17th MaFch, 1890, to 3 months imprisonment for assaulting police. Warrant issued. Information to Colonel Blandy, Chief Constable of Berks, Reading. 8-— Reading ( Borough). — For stealing money and a gentleman's brown mackintosh coat with cap, second- hand, has a large black ink stain behind at the bottom, from his lodgings, on 14th ult.— A man, who gave the name of FRED. SILVESTER, age 35, height 5 ft. 10 in., slight build, hair and moustache dark, large wart over right eye; dress, black clothes, black hard felt hat; shabby appearance. Sometimes wears a short black coat with sateen collar, and at other times carries the same coat under his arm for the purpose of showing his work, saying he has made it himself. May seek employment at tailors and outfitters. Warrant issued. 9- — Reading ( Borough). — For obtaining money by means of a fictitious cheque, on 31st January last— G. W. CLARK, age 30, height 5 ft. 4 or 5 in., full face, hair dark brown, light mous- tache, slight side whiskers. Was employed in Reading as a traveller on commission for provisions and groceries, and styled himself a concert agent and manager of a piano club. Was formerly employed as a traveller for Messrs McCluskie & Co., Expert Chemists, of Gnildford- street, Liverpool. Has been also employed by a Guarantee Society, 22, Great George- street, Westminster. Was accompanied by his wife, age 30 to 35, medium height, hair dark brown, is far advanced in pregnancy, dressed smartly, and a girl age 2. The cheque was worded " 61 and 62, Chancery- lane, London, 30tli January, 1893. The Manager, National Mutnal Banking Society Limited. Pay Mr. Clark, or Bearer, the sum of four pounds, and debit to my deposit account. Alf. West." Warrant issued. Information to Head Constable Tewsley, Reading. DORSETSHIRE. 10— Poole ( County).— For stealing £ 200 in October, 1891— JOSEPH SMITH, alias JOHN STAGG HARRIS, age about 45, height about 5 ft. 6 or 7 in., stout build, complexion fair, hair and moustache brown ( turning grey), eyes fall, wart over one eye, military appearance ; generally dressed in blue serge suit and dark overcoat. Has been in the army. Warrant issaed. 11.— Poole ( County).— For deserting his wife and children, leaving them chargeable to the Poole Union— ALEXANDER WATTS TUCK, age 56, height about 5 ft. 4 in., complexion fair, hair whiskers and moustache dark brown, eyes blue; birthmark of four fingers on right cheek; generally dressed in dark clothes. A brush maker; native of Poole. Warrant issued. Information to Deputy Chief Constable Harris, Poole. ESSEX. 12.— Chelmsford ( County). — For assaulting Police, on 11th ult. — THOMAS COOK, alias " TOMMY THE DEVIL, " and " LITTLE TOMMY," ( see Case No. 86, 24th ult.); ago about 35, height 5 ft. 4 or 5 in., complexion pale, hair, whiskers, and moustache ( about in. long) brown, eyes grey. Supposed native of Suffolk. Warrant issued. £ 2 REWARD. 13. — Chelmsford ( County). — For deserting his wife and children, leaving them chargeable to the Chelmsford Poor Law Union, on 23rd January last— SAMUEL BARKER, age 40, height 5 ft. 7 or 8 in., complexion, hair, and whiskers dark. An ironfounder's labourer; native of Chelmsford. Warrant issued. The above reward will be paid by the Guardians of the Chelmsford Poor Law Union, for his appre- hension. Information to Deputy Chief Constable Somerset, Chelmsford. FLINTSHIRE. 14.— Holywell ( County).— For sheepstealing— THOMAS ROBERTS, age 30, height 5 ft. 6 in., complexion fresh, hair light brown, eyes blue, clean shaved, large features, nervous twitching of the upper lip when talking; dress, blue serge suit, black felt hat. A native of Trawsfynnydd, Merionethshire. Warrant issued. Information to Supt. Hughes, Holywell. HAMPSHIRE. 15.— Gosport( CWi< 2/)-— For stealing, 25th ult. — A postal order for 10s., No. 966696 ; and one for 3s., No. 996786, payable to J. W. Cheetham, issued at Camden Town, Gosport, 24th February, 1893; 1 gold- rimmed Good Templar's regalia ; 1 pair slipper tops, worked in gold and silk, made in Burmah— JAMES DUFFY, a deserter from the King's Royal Rifles, age 27, height 5 ft. 4f in., complexion sallow, hair light brown, eyes grey. A native of co. Louth, Ireland. Information to Supt. Lawler, Gosport. HERTFORDSHIRE. 16.— Ware ( County).— For trespassing in pursuit of game— GEORGE KING, alias " THE LINCOLN- SHIRE WANDERER," age 61, height 5 ft. 3| in., stout build, complexion fresh, hair grey, bald on top of head, eyes blue. A tailor; late of Hertford. Warrant issued. Information to Captain Wymer, Supt., Ware. KENT. 17.— Ashford ( County).'— For stealing, 20th ult., a horse and set of harness ( recovered)— WALTER DAVIS, known as " DARKIE DAVIS " and " WASHINGTON DAVIS," a man of colour, age about 28, height 5 ft. 6 in., well built; dress, brown frieze overcoat or light dust coat, patent leather boots, black hard felt hat, carries a small handbag. He is an itinerant vendor of " electrical nervine snuff;" frequents busy thoroughfares in the Metropolis, a » d attends race meetings, where he is well known as " McLeod, the Canadian tipster." Warrant issued. Information to Supt. Wenham, Ashford. 18.— Margate ( Borough).— For neglecting to maintain his daughter, whereby she became charge- able to the Isle of Thanet Union, on 27th January last — FREDERICK WESTON, alias G. F. TOWNSHEND, M. PAVEY, and JAMES LESTER, age 45 to 50, height about 5 ft. 6 in., complexion florid, hair light, curls in front, light stubby moustache; dress, snuff coloured double- breasted overcoat with velvet collar, dark trousers, brown hard felt hat, sometimes wears a black hard felt hat, lace boots. He is well known in London and other places, and is likely to communicate with house agent3 under the pretence of opening business premises. He left Margate on 17th ult. la also wantod at Hove and Tunbridge Wells. He is generally accompanied by his son, whom he calls " Bertie," age about 16, complexion pale, top lip projects; dress, dark grey ulster, dark grey mixture suit, black cloth cap with peak and black velvet band. Warrant issued. Information to Chief Constablo Buck, Margate. LANCASHIRE. 19. — Leigh ( County). — For embezzlement — JOHN SMITH, age about 35, height 5 ft. 4 in., stout build, complexion fair, round features, hair light, clean shaved; dress, dark jacket and vest, tweed mixture trousers, cap and clogs. A rag gatherer; supposed native of Green Bank, St. Helen's. Warrant issued. Information to Supt. Higginbotham, Leigh. 20.— Old TrafFord ( County).— Absconded from Barnes Home Industrial School, Heaton Mersey, oa 20th ult.— FREDERICK McNEIFF, age 15, height 4 ft. 10 in., complexion fresh, hair brown, eyes grey, left- handed, limps with right foot which he turns upward, stoops a little, tattooed on arms; dress, grey tweed suit, doable - breasted jacket, tweed peak cap, blue woollen muffler, home - knitted woollen socks, Army grey flannel shirt, lace boots, stamped inside No. 68. 21.— Old Trafford ( County).— For larceny— A MAN, age about 30, height 6 ft., complexion fresh, hair light, clean shaved; dress, drab tweed jacket, cord trousers, lace boots, black cap with tassel on top. A native of Wilmslow. Is also wanted at Altrincham for felony. Information to Supt. Bent, Old Trafford. 22.— Burnley ( Borough).— For failing to report — Supervisee WM. DALY alias WM. CLIFFORD, Office No. 44249, age 30, height 5 ft. 6 in., com- plexion fresh, hair brown, eyes grey, scars right side and centre of forehead, right cheek, bridge of nose, each knee, and each eyebrow, end of left thumb ha9 been crushed, MAUD and dot outside left forearm. Sentenced at Preston, 11th January, 1892, to 12 months hard labour and 3 years police super- vision for larceny. Supervisee CHARLES KENNY alias CHARLES SMITH, and JOHN BURKE, Office No. 31984, age 31, height 5 ft. 3 in., complexion dark, hair dark brown, eyes light grey, blue scar bridge of nose, scar front of head, on crown, and both sides fore- head, back of right hand, below right breast, back of left hand, shoulderblade, and buttock. Sentenced at Salford, 8th January, 1883, to 5 years penal ser- vitude and 7 years police supervision for larceny. J 70. 23.— Burnley ( Borough).— For stealing £ 2 10s. from two offertory boxes at St. Matthew's CJinrch, on 3rd inst.— A MAN, age 26 or 27, height 5 ft. 6 in., complexion dark, thin face, hair dark brown, supposed slight moustache, high cheekbones ; dress, dark suit, hard felt hat, turn- down collar. He got into the church under the pretence of photographing the interior. Is identical with HERBERT BOUNTALL, wanted for a similar offence at Hanley, Staffordshire. Information to Chief Constable Harrop, Burnley. 24. — Rochdale ( Borough). — For stealing a watch and guard ( recovered) — ROBERT BUR FRIDAY, MARCH 10, 1893. THE POLICE GAZETTE. ' A " ROWS, a labourer, age about 40, height 5 ft. 10 or 11 in., stout build, complexion fresh, hair and moustache light brown, walks badly ; dress, old grey coat, cord vest, black cord trousers, blue smock under jacket, black billycock hat and boots. Fre- quents low public houses, beerhouses, and lodging- houses. He is said to be well known at Holme, and in the neighbourhood of Underbarrow and Crooklands, Westmoreland. Has worked at several places in Yorkshire, and expressed his intention of going to Bradford. Was convicted at Milnthorpe, About 2 years ago, for stealing a spade. Information to Chief Constable Wilkinson, Roch- dale. 25.— Salford ( Borough).— For failing to report — License Holder ROBERT JONES, alias MOSES CHAPPLE, PAUL WALMSLEY, and ALEXNDR. COLLINS, Office No. 44,149, age 36, height 5 ft. 2 in., complexion dark, hair dark brown, eyes hazel, scars bridge of nose, above right ear, on right temple, right eyebrow, 1st and 4th right fingers, and 4th left finger, birthmark front of left hip, left leg broken and shortened, walks lame. Sentenced at Liverpool Assizes, 8th May, 1884, to 10 years penal servitude for burglary. Information to the Chief Constable, Salford. STAFFORDSHIRE. 26.— West Bromwich ( County).— For failing to report— License Holder WM. LITTLEWOOD, Office No. 45218, age 23, height 5 ft. 7\ in , com- plexion fresh, hair browD, eyes blue, scar base of right thumb, mole near rt armpit, bend of left arm, back of left forearm, front of left thigh, and several centre of back. Sentenced at Stafford, 31th March, 1889, to 5 years penal servitude for larceny. Licensed 16th January, 1893. Information to Chief Supt. Whiteharst, West Bromwich. YORKSHIRE ( WEST RIDING). 31.— Pontefract ( County).— For stealing a new square oak- painted tin box, about 24 in. long, con- taining £ 6 in gold and silver; 4 spoons, marked M"; 2 woollen shirts; and 4 pairs of worsted tockings— A MAN, age 20, height 5 ft. 7 in., com- plexion fresh, hair and eyes brown; dress, brown suit, reefer jacket, black hard felt hat, collar and tie, light lace boots. A native of South Kirkby. Information to Supt. Whincup, Pontefract. 32.— Doncaster ( Borough).— For stealing, 27th ulto.— A small leather case, containing hymn- book and prayer- book; a magnifying glass about the size of a crown piece, silver rim and black handle about 3 in. long ; 4 white linen pocket- handkerchiefs and 2 large cotton ditto, all supposed marked " J " in red cotton in one corner— A woman who gave the name of GERTRUDE ELEANOR DOUGLASS, age about 24, height 5 ft. 3 or 4 in., stoutish build, complexion pale, hair black, eyes blue, scar centre of forehead, lost 3 or 4 front teeth from upper jaw, speaks with Scotch accent; dress, black three- quarter jacket, black dress, green waist, dark blue mantle or cloak, lace boots; had with her two black straw hats, one trimmed with broad red ribbon, and the other with black feathers and black and green ribbon. Is wanted at York for a similar offence on 6tli ulto , and at Sheffield on 4th inst. Information to Chief Constable Lister, Doncaster. SUSSEX ( EAST). 27. — Patcham ( County). — For stealing at Rottingdean, 5th inst.— A lady's gold dress ring, 6et opal surrounded with brilliants — A MAN, age 25 to 30, height 5 ft. 6 or 7 in., very slight bnild, complexion dark, hair dark brown, clean shaved, smart appearance; dress, light overcoat, white silk scarf round neck, black bowler hat. A singer and musician. Information to Supt. Tucker, Patcham. 28.— Brighton ( Borough). — For stealing the sum of £ 4 — JOSEPH JEWELL, age 17 ( looks younger), height 5 ft., complexion fresh, hair dark, eyes dark brown, 2 front teeth in upper jaw wide apait; dress, long black overcoat, dark coat and vest, brown cord trousers, black cap. A native of Brighton. Warrant issued. Information to Chief Constable Terry, Brighton. WARWICKSHIRE. 29.— Aston ( County).— For obtaining £ 1 by means of a worthless cheque— DAWSON, age 40, height 5 ft. 6 or 7 in., complexion sallow fhair ( turning grey) and eyes dark, appearance of a foreigner j^ dressed'respectably. He tendered a worthless cheque for £ 2 10s., on the London and Westminster Bank, City Branch, as a deposit for apartments he had taken for a student, obtained £ 1 change and absconded. ( See also Case No. 10, 3rd inst.). Warrant issued. Information to Supt. Walker, Aston. YORKSHIRE ( EAST RIDING). 30.— Hull ( Borough). — For stealing furniture ( recovered), between 1st Sept., 1892, and 20th nit, — CHARLES HENRY BLACKBURN, age about 32, height 5 ft. 9 in., complexion fresh, hair and moustache light, respectable appearance ; dress long dark overcoat, dark suit, tourist hat. An oil miller; native of Driffield. Was employed about 12 months since as goods guard on the Caledonian Railway, Hamilton, near Glasgow, and has recently been a publican in Hull— ELIZABETH BLACK BURN, age about 30, height 5 ft., complexion very pale, thin face, hair light. Warrant issued. Information to Capt. Gnrney, Chief Constable Hull. on left arm, 3 dots left wrist, and 5 dots back of left hand. A sailor; native of Goole, Yorkshire. la supposed to have been recently convicted in Lincoln- shire and Yorkshire. Information to Deputy Chief Constable Haws, Poole. HERTFORDSHIRE. 37.— Bishop's Stortford ( County).— Commit- ted for trial at the next Qnarter Sessions for stealing carpenters' tools — ED WARD CROWE, alias GEO. WANFORD SOOTT, JOHN SMITH, and JOHN CROWE ( see Case Nu. 21, 18th March, 1892), age 44, height 5 ft. 11 in., complexion fresh, high cheek- bones, hair light brown, thin ginger whiskers and monstache. eyes blue, burn mark over left, eye ; dress, rough dark grey overcoat, dark mixture coat and vest, cord trousers, dark grey soft hat. A tramping wheelwright, native of Woodhnrst, St. Ives, Huntingdonshire. Has been convicted for similar offences at Peterborough aud Ely. Is supposed to have been previously convicted and wanted elsewhere.
