GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, DECEMBER 9, 1892. VOL. IX., No. 934. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, SW. 2. Particulars concerning personswhose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. I. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and die exact conditions be clearly stated. !>. Portraits of persons whose apprehension ii sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. . Announcements concerning stolen property must be guaranteed bu an officer of not less rank than Inspector, or analogous thereto. 6 8. Announcements of all persons to be apprehended or of stolen property bear a number, a.. d art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ t may result from such publication. 11. Announcements for the Friday issue should be forxarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Jf Co.," Post Office Order payable at Cnaring Cross, Postal Order, or ta Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 1 No expression must be used in such an advertise- ment, in relation to pioperty stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan folice Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— B Division.— For obtaining £ 5 by means of a worthless cheque on the London and West- minster Bank— WILLIAM TURNER, alias J. W. RUSSELL HEYLAND, age 30, height 5 ft. 8 in., complexion dark, hair black and curly, moustache about a fortnight's growth, eyes grey, shuffling gait; dress, rough black cloth jicketsuit, black felt hat or light tweed cap. 2.— E Division.— For stealirg c'ot'ning from hU lodgings — HARRY ATKINSON, age 21, height 5 ft. 5 in., complexion fair, hair carroty, eyes blue, thick underlip; dress, dark jacket and vest, light tweed trousers, sidespring boots, black hard felt hat. Warrant issued. 3.— K Division.— For stealing a gold keeper ring, stamped 18- carat, and chased flowers, and the sum of £ 3, on 28th ult.— JOHN NELSON, age 27, height 5 ft. 4 in., complexion dark, hair very dark brown, eyes dark, teeth very large and some are deficient in upper jaw, lame right leg from deformed hip; dress, navy blue serge jacket, dark vest, slate- colour trousers, hard felt hat. A tailor; native of London. 4.— K Division.— For stealing funds belonging to the Ancient Order of Foresters Friendly Society — J. M. TAITE, a man of colour, age about 58, height 5 ft. 8 in., whiskers and moustache grey; dress, black overcoat, dark suit, hard felt hat, with flat top. A shipwright. May be found at Salvation Army barracks. Warrant issued. 5-— K Division. — For stealing a gold ring, on 28th ult.— CHARLES GRAY, ago 2.5, height 5 ft. 7 in., complexion and hair dark, eyej blue, third finger of both hands deformed, walks with short quick step ; dress, black velvet coat and vest, light tweed tfousers, lace boots, black felt hat, A native of Manchester. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, London. S. W. AYRSHIRE. 6.— Ayr ( County).— Portrait and description of WILLIAM PETTIGREW, boot and shoe traveller, whose apprehension is sought for embezzlement, at Maybole, between 15th March and 26th ulto.— Age 23, height 5 ft. 7 in., complexion fresh, hair brown, slight light moustache, eyes hazel, smart and respectable appearance, walks with a swinging gait; dress, black serge jacket and vest, light tweed trousers, stand- up collar, white scarf, black hard felt hat. BANFFSHIRE. 7.— Banff ( County). — For fraud, forgery, and embezzlement — RICHARD BARLOW, age 34, height 5 ft. 8 or 9 in., complexion fresh, long face, hair and moustache brown, eyes blue or grey, left leg bent inward at knee and is a little lame, rocking gait; dress, grey Scotch tweed or black corded cloth suit, and hard felt hat. An insurance agent; native of Banff. Absconded 17th ult., accompanied by his wife, age 29, height about 5 ft. 6 in., complexion sallow, hair black, laTge dark eyes, very small mouth, which has a contracted appearance. They had with them their daughter, age about 2 years. Have friend" in Glasgow, Liverpool, and at Slavemore, co. Mayo, where the wife's father resides. It is requested that enquiries may be made at shipping offices aud insurance agent3. Warrant issued. Information to Chief Constable Haigh, Banff. CARNARVONSHIRE. 8.— Conway ( County). — For obtaining £ 5 by false pretences— G. BRUNCKER, alias VINCENT JOHNSON, age 26 to 30, height 5 ft. 4 or 5 in., stout build, complexion fair, hair and moustache brown, blind right eye, the ball of which is white ; dress, when last seen, new rough blue cloth jacket suit, dark blue overcoat with velvet collar, black hard felt hat, occasionally high silk hat, stand- up collar, light tie, lace boots; had a brown cheque ulster, and carried a medium size brown leather Gladstone bag; good appearanceandaddress. It is snpposed that he is now in the company of S. G. HardiDg, age about 28, looks younger, height about 5 ft. 8 or 9 in., slight build, complexion sallow, hair ( rather long) dark, no whiskers or moustache, eyes light grey; dress, new navy- blue reefer coat, trousers and vest to match, black hard felt hat, lace boots, nearly new. DERBYSHIRE. 9.— Belper ( County). — For stealing wearing apparel ( recovered), on 2nd inst. — HARRY BORREY, age 25, height 5 ft. 8 in., slender build, complexion fair, hair light brown ; dress, dark grey jacket, shepherd plaid trousers, brown check cap and scarf. Warrant issued. Information to Supt. McDonald, Belper. ESSEX. 10. — Grays ( County). — For embezzling £ 6 6s. 8d. — HERBERT VIER, age 22, height about 5 ft. 6 in., complexion fair, hair brown, no whiskers or moustache; dress, tweed suit, and dark double- breasted overcoat. A journeyman baker; native of Aston, Warwick. Warrant issued. Information to Snpt. Gordon, Grays. FORFARSHIRE. 11. — Dundee ( City). — For attempting to commit fraud— J. H. MALCOLM, alias HARRY or HENRY NORTON, age 30 to 35, height about 5 ft. 6 in., complexion fresh, hair light or light brown, cut short, small light moustache and beard; cat short, speaks softly with English accent, looks short- necked ( probably owing to blue or dark blue double- breasted overcoat coming high up), small fashionable round black felt hat; may be wearing dark overcoat with cape. He has written to clergymen in this country and in several of the British Colonies, representing that he has been requested by a gentleman, whom he names and describes as a philanthropist, but who in reality does not exist, to offer them an iron church for £ 100, which is as good as new, and which cost £ 500. He stipulates for £ 50 being paid on acceptance of offer, to cover cost of taking down, packing, & c., the rest of the purchase- money to be paid by easy instalments, but when a request is made as to where the church can be seen, he stops the correspondence. GLOUCESTERSHIRE. 12. — Fishponds ( County). — For failing to report — Supervisee WILLIAM MARTIN, alias GEORGE MORRIS, JAMES WHITE, WILLIAM ERANKCOMBE, HENRY COLLINS, and JOHN WILLIAMS, Office No. 43743, age 26, height 5 ft. 7 in., complexion and hair fair, eyes blue, blue dot each side of right forearm. Sentenced at Bristol, 1st April, 1892, to 6 months hard labour and 7 years police supervision for larccny and assault. Information to Supt. Matthews, Fishponds. KENT. 13. — Margate ( Borough). — Portrait and description of FRANCIS MILES BROWN, alias FRANCIS MONTAGUE BROWN, LIEUTENANT BROWN, MONTAGUE DE BEAU- VOIR, RALPH HAMPSHIRE, & c., whose appre- hension is songht for obtaining £ 7 12s. by means of a fictitious cheque* 19th Sept. last— Age about 26, height 5 ft. 8 in., complexion, hair, and moustache dark, round features ; of gentlemanly appearance and address; dressed, when last seen, in dark suit, short jacket, black hard felt hat. A native of Norwich. His modus operandi is to call upon some tradesman and use some local medical man's name, stating that the doctor having run out of cheques, and the bank being closed for the night, he would be glad if ho ( the tradesman) would give him two blank cheques, as he wishes to send them away by post at once. He forges some other tradesman's name, purchases something, gets the change, and absconds. In this case he cashed the second cheque at Bristol ( see Case No. 21, 30th Sept. last). Warrant issued. LANCASHIRE. 14.— Rawtenstall ( County).— Portrait and description of WALTER YERE STALLON, whose apprehension is sought for embezzling £ 200, the monies of the Corporation of Rawtenstall : Age 40 to 45, height 5 ft. 7 or 8 in., stout build, complexion very fresh, hair and moustache dark brown, slight side whiskers, eyes brown, prominent nose, walks very erect, has a deep SODOTOUS voice and speaks with a slight nasal twang; good- looking and of gentlemanly appearance and address; may be dressed in light tweed suit, dark overcoat or black Inverness waterproof; sometimes wears knicker- bockers and thick woollen stockings, high stand- up collar, light tie with gold and diamond pin, and black billycock hat. May endeavour to go abroad. Warrant issued. Information to Supt. Procter, Rawtenstall. 15.— Rochdale ( Borough). — For stealing, 5th inst.— A rough black cloth coat, pockets inside hips and outside left breast, black lining, and cloth covered buttons, vest to match, lined with yellow sateen, watch pocket both sides— A man who gave the name of GEORGE WALTON, age abont 25, height 5 ft. 9 or 10 in., complexion fresh, clean shaved, long features ; dress, dark clothes, fawn- colour double- breasted overcoat to knees, velvet collar, two rows large ivory buttons down front, soft black hat. The appearance of a theatrical. He took lodgings at the house and only stayed a few minutes. Stated he was a music hall artiste. Information to Chief Constable Wilkinson, Roch- dale. NORTHAMPTONSHIRE. 16.— Daventry ( County).— For stealing £ 10, 9th ult.— A MAN, age about 35, height 5 ft. 9 in., com- plexion sallow, thin fare, hair and moustache light browD, lost upper front teeth ; dress, black shooting coat, brown corduroy trousers, lemon color corduroy vest, dark woollen shirt, light muffler, horse- shoe pattern, brown rough double- peak cap, lace boots, clothing nearly new. The theft was committed while he was engaged disinfecting a bedroom for the Sanitary Inspector. He stated that he had been similarly employed at Sheffield about 4 years ago. Calls himself JACK, or TOM. Warrant issued. 17.— Daventry ( County).— For stealing, 9th ult., an old grey check suit; 1 pair dark trousers ; 1 pair black cloth trousers ; 1 white shirt, nearly new; I white necktie; 1 black hard felt hat, and a red hankerchief— HENRY EAST, age about 35, height 5 ft. 7 or 8 in., complexion fresh, hair light brown, moustachc inclined to bo sandy. Several old scars about the head, 2 or 3 on back of head ; supposed dressed in the stolen clothes, as his own were left behind. He plays a tin whistle in public houses and boasts of having been in battles when in the Army. Is an old offender. Native of Rickmanswortb, Herts- Warrant issued. Information to Supt. STAFFORDSHIRE. 18.— Stoke- upon- Trent ( County).— For fail- ing to report— License Holder JAMES WILKIN- SON, alias CHARLES WILSON, and THOMAS HALL, Office No. 43970, age 55, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes hazel, scars right side of head, left side of neck, 3 back of neck ( boils), 1 on right elbow, left forearm, each hip, and 3 on spine ; dress, brown plaid tweed suit, black hard felt hat. Sentenced at Stafford, 7th Nov., 1882, to 10 years penal servitude, and remanet of former sentence, for burglary. Licensed 10th Nov., 1892, Sentence expires 28th June, 1894. Z I 95. SUSSEX ( EAST). 19.— Eastbourne ( Borough). — For stealing, 30th ult., a mason's full- size trowel, small handle, slightly burnt; two iron chisels ( one 12 in. long, square make, the other 4 in. long, round make)— A man, who gave the name of TURNER, age about 35 or 40, height 5 ft. 8 or 9 in., hair brown, heavy dark ginger military moustache ; dress, blue serge jacket ( which he keeps buttoned), drab fine cord trousers, black round hard felt hat, lace military boots. A stonemason. Warrant issued. Information to Chief Constable Fraaer, East- bourne. SUSSEX ( WEST). 20. — Arundel ( County). — For stealing £ 2, 29th ult.— EMILY BAILEY ( supposed false) age 22, height 5 ft. 6 or 7 in., hair very light, eyes large and prominent; dress, dark blue serge dress, black jacket, with large black buttons, broad brim black hat, white flowers, old button boots. This woman is a domestic servant out of a situa- tion, and goes to small villages where she tolls a pitiful tale, and thus gets taken in for a day or two, and then steals what she can and absoonds. Warrant issued. Information to Supt. Kennett, Arundel. YORKSHIRE ( EAST RIDING). 21.— Bridlington ( County). — For failing to report— License Holder JAMES WILSON, Office No. 42889, age 33, height 5 ft. 8 in., complexfon fresh, hair dark brown, eyes grey ( slight cast in each, wears glasses, and is nearly blind in right), scar on right cheek- bone, between eyebrows, corner of left eyebrow and top of left forefinger; dress, dark grey tweed suit, black hard felt hat, strong boots. Sentenced at Beverley, 4th Jan., 1887, to 7 years penal servitude, and 5 years police super- vision, for larceny. Licensed 9th May, 1892. E N 642. Information to Supt. Winpenny, Bridlington. 22.— Hull ( Borough).— For obtaining a cheque for £ 10 by false pretences — HENRY BARBER, age 36, height 5 ft. 5 or 6 in., complexion ruddy, hair ( bald on top and front) dark brown ; a wine and spirit merchant's clerk, and may seek employ- ment at Leicester; Bristol, or Kettering. A native of Frog Island, Leicester. Warrant issued. Information to Capt. Gurney, Chief Constable, Hull. PERSONS IN CUSTODY. CARNARVONSHIRE. 23.— Carnarvon ( County).— Sentenced to 14 days imprisonment for fraudulently obtaining alms — JOHN WILLIAM WILKINSON, age 27, height 5 ft. 6 in., complexion fair, hair brown, eyes grey, long light moustache, lost right foot; dress, light grey coat and vest, brown tweed trousers, with FRIDAY, DECEMBER i), 1892. States he is a tailor ( false), and that he was in the Royal Engineers, Chatham Division, for about 6 yeirs, leaving in the beginning of 1832, also that he lived at Ryde, isle of Wight, for ten years. Information to the Deputy Chief Constable, Car- narvon. GLOUCESTERSHIRE. 24.— Dursley ( County).— Sentenced to 3 months imprisonment for professing to tell fortunes — HENRY HARDING, alias BRUCE, PROFESSOR HENRI, and XENOPHON, ago 33, height 5 ft. 8 in., slight build, complexion pale, hair ( rather long) dark brown, eyes brown; dress, brown tweed suit, dark overcoat, hard black bowler hat, lace boots. A reporter and advertising agent, and advertises in different papers to tell future husbands, & e. A native of Birkenhead. Has been twice convicted for similar offences. Information to Supt. Hopkins, Dursley. 25.— Gloucester ( County). — Committed for trial, for housebreaking— JOHN THOMPSON, alias WILLIAM WOODCOCK, age 19, height 5 ft. 7 in., complexion fair, hair brown, eyes grey, scar inside right wrist and left heel, ragged dress, tramp- like appearance. A native of 2, Sculcoate's- lane, Hull. Information to Deputy Chief Constable Philpott, Gloucester. HERTFORDSHIRE. 26.— Ware ( County).— Remanded till 14th inst., for housebreaking— THOMAS MURRAY ( sup- posed false), age 61, height 5 ft. 10£ in., without shoes, complexion fair, whiskers, beard and mous- tache grey, head bald, eyes blue, angel, cross with saint thereon, head within garter, crown over crossed cannons below, surrounded with trophy of flags, elephant, tiophy of American flags tattooed right arm, vase of flowers, flower- pot containing rose, shamrock and thistle, woman riding an eagle holding a starred banner, tiger rampant, and goddess of liberty— left arm— these emblems, which are all in red and blue, are tattooed in above order, com- mencing at shoulder. KENT. 27.— Sevenoaks ( County). — Remanded for burglary and sacrilege — RICH A RD FRANCIS, age 43, height 5 ft. 4i in., complexion sillow, hair dark ( very short), moustache brown, " B" tattooed left forearm, scar over left eye ; dress, dark clothes and black hard hat.— MICHAEL ROBINSON, age 33, height 5 ft. in., complexiou fresh, hair and moustache dark browr., " Michael Robinson" tuttcoed in scroll on right arm, " M. R." back of right wrist, sore and weak eyes : dres--, dark clothes and black billycock hat.— WILLIAM SULLIVAN, age 26, height 5 ft. 5 in., complexion fresh, hair dark brown, heartsease and bracelet tattooed left arm, ring on back of left hand, cross flags, anchor, star, heart with sword, cross, & c., on right arm, horseshoe, heart and three rings right hand ; dress, dark clothes and hard hat. It is supposed they come from Drury- lane, and Bell- street, Marylebone. Are well known in the London prisons. Information to Supt. Waghorn, Sevenoaks. LANCASHIRE. 28.— Leigh ( County).— Remanded for obtaining money by false pretences— ALICE SMITH, age 22, height 5 ft. 1 in., complexion fresh, hair light brown, eves blue, oval features, prominent nose, burn mark li in. long, on left side of neck; dress, long black astrachan jacket, black straw hat, trimmed with red and green flowers, lace boots, black gloves. States she lived at Barnsley, York, for two years, and worked at Taylor's cotton- mill as a reeler, but that she left there on 28th ult. Information to Supt. Higginbotliam, Leigh. LEICESTERSHIRE. 29.— Market Harborough ( County).— Sen- tenced to 3 months imprisonment, 6th inst., for breaking and entering saddle- rooms at Saddington — WALTER SCOTT, a waggon- builder, age 36, height 5 ft. in., complexion pale, hair, whiskers, and moustache dark brown, eyes grey, oval features, two cross flags tattooed left forearm, squint left eye, impediment in speech; dress, blue cloth double- breasted jacket, corduroy trousers. States he is a native of Airdrie, Lanarkshire, where his parents reside, that he has been on board a trading vessel, and is known at Newport Pagnel. He worked for the last 6 months on the Midland Railway Extension at Leicester. Information to Supt. Shilcock, Market Har- borough. LINCOLNSHIRE. 30.— Spalding ( County).— Committed for trial at next Quarter Sessions, 5th prox., for larceDy— WILLIAM COLLINS, alias ARNOLD, age 34, height 5 ft. 8 in., slender build, complexion, hair, whiskers and moustache dark ; dress, old dark clothes and hard hat. Anative of Scu- borough. Hasbeencon- victed at Hull, York, Gateshead and Middiesborough, for larceny. Photo, can be seen on application. Information to Supt. Jarvis, Spalding. MONTGOMERYSHIRE. 31.— Welshpool ( Countxj). — Remanded till 13th inst., for obtaining food, lodgings and money by false pretences— JOHN PARDO THOMAS, age 27, height 5 ft. 6h in., hair brown, small moustache light brown, eyes hazel; dress, black cloth suit, brown hard felt hat, lace boots; carries a black walking- stick. His modus operandi is to engage rooms in private houses, stating that h) is a land surveyor, and that six men will be coming to join him on the following day, and are to remain in the neighbourhood for six weeks. States he is a native of Bridge End, Travine, Pembrokeshire; and is a collier. Supposed to have been previously convicted, and to be wanted for similar offences.
