REGULATIONS. 3F All announcements far insertion in the POLICE GAZETTE, and all commun ications upon them should be addressed to THE EDITOB OP TUB POLICE GAZETTE, HEW SCOTLAND YABD, LONDON, S. YV. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. B. Particulars as to stolen property will be likewise inserted m one issue, if sufficient to enable the article in question to be thereby identified. L In all cases where a reward is offered the name ana address of some person responsible for the payment must be given, and cnt exact conditions be clearly stated. C. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15.?. per portrait, and of 7s. ( id. per photograph or sketch of a stolen article, including the expense of engraving on wood. 8. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anoffi.- er of not less rank than Superintendent; ant, if the name of such person berequiredto • be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ?. Announcements concerning stolen property must be guaranteed bu an officer ofnot less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be cj^^ rehended or of stolen property bear a number, a,. dart alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted ta the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i ma if reiuH from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, eit'ier at the office, New Scotland Yard, by cheque, crossed " Drummond % Co.," Post Office Order payable at Ctianng Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 1, No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. ROBERT THOMAS FREE MAN, ( page 1) whose apprehension is sought for wilful murder— procuring abortion and thereby causing death :— Age 62, height 5 ft. 10 in., complexion sallow, hair grey, eyes supposed grey; walks with a short quick step, shuffling gait; long prominent teeth in front, which are very noticeable when talking or laughing; wears glasses ; generally dressed in black overcoat and black clerical hat; sometimes wears a silk hat. Warrant issued. Information to be forwarded to tbe Metropolitan Police Office, New Scotland Yard, London, S. W. APPREHENSIONS SOUGHT. BERKSHIRE. 2.— Abingdon ( County). — For embezzlement — HENRY PARTRIDGE, age 30, height 5 ft. 8 in., complexion fresh, hair dark brown, moustache dark, eyes brown; dress, grey jacket, supposed cord trousers, cap with soft peak. A native of Culham, Oxon. Was formerly in tho Gordon Highlanders, and has lately been employed as carman. Warrant issued. 3. — Abingdon ( CountyV — For deserting his wife, leaving her chargeable to the Abingdon Union — FREDERICK WESTBROOK, age 65, height 5 ft. 7 in., complexion fresh, thin face, hair ( long and curly) grey, eyes hazel, cut maTk over each eye, stoop3 when walking ; dress, dark coat, cord trousers, hard felt hat. A hawker ; native of Abingdon. Carries a square basket at his back. Has a hawker's license, issued in Berkshire. Warrant issued. Information to Supt. Heatb, Abingdon. 4.— Wantage ( County). — For embezzlement— SAMUEL CHARLES JOSEPH WOODWARD, a solicitor's clerk, age about 38, height 5 ft. 9 in., complexion sallow, full round face, whiskers and moustache dark sandy, chin s- liaved, scar left side of face near lip, rather prominent dark eyes, very short finger- nails; speaks with a northern accent; dress, dark bine overcoat, dark clothes, hard felt hat with flat top. Absconded 19th ins*., and may endeavour to leave the country. Warrant issued. Information to Supt. Robotham, Wantage. CHESHIRE. 5.— Macclesfield ( County). — For stealing 17F. lid. cash arcl 12s. worth of postage stamps— EDMUND POTT PENNINGTON, age 41, height 5 ft. Sf in., complexion tanned, hair light brown, eyes hazel, bracelet tattooed on right wrist, dancing girl right of right forearm, girl juggling on inside of right wrist, hear?-, cross, and anchor on front, of right arm between figures, bracelet with face on back and clasped hands on front on left wrist, '• Forget- me- not," female's face, clasped hands, laurel wreath, figure of dancing Irishman with club in right hand and pipe in hat, on left forearm, abscess mark under right armpit and left side of neck. A native of Ktttleshulme, Cheshire. Warrant issued. Information to Supt. Downes, Macclesfield. CUMBERLAND. £ 2 REWARD, c. — Cockermouth ( County).— For deserting their wives and families, leaving them chargeablo to the Ccckermouth Union— PATRICK LUNDY, age 50, height about 5 ft. 8 in., slight build, ha whiskers and moustache dark, thin face, high cheek- bones. A fitter or millwright; supposed native of Cleator Moor, Cumberland. Was last heard of at Glasgow about 4 or 5 years ago— GEORGE HAMIL- TON, age 40, height about 5 ft. 8 in., square build, old scar on one ear ( snpposed left), hair and mous- tache brown, generally wears a grey suit and cap. A coal- miner; native of Dearham, Cumberland. Was in Hamilton, Lanarkshire, about a fortnight since. Warrant issued. Information to Supt. Johnstone, Cockermouth, by whom the above reward (£ 1 in each case) will be paid for the apprehension of the above. DENBIGHSHIRE. 7. — Wrexham ( County). — For stealing a quantity of linen ( recovered) — ELIZABETH SCHOFIELI), alias FIELDING, age about 45, height 5 ft. 2 in., complexion pale, thin, sharp features, hair brown ( turning grey); dress, black dress, long black jacket, trimmed with black fur, small black bonnet with black veil, small black boa, lace boots. A laundress. Warrant issued. Information to Deputy Chief Constable Vaughan, Wrexham. ESSEX. 8.— Chelmsford ( County).— For deserting his children, 17th April last ( see Case No. 14, 27th May last)— JOHN CARTER, age 38, height5 ft. 11 in., hair dark brown, clean shaved except moustache, blind in left eye; dress, drabbet jacket, cord trousers, peak cap. A native of Chelmsford. Has been on tramp and will probably be found at casual wards, & c. Warrant issued. 9.— Chelmsford ( County). — For deserting his children ( see Case No. 11, 17th June last)— WILLIAM CLARKE, age 49, height 5 ft. 8 in., stout build, complexion fresh, hair brown, eyes blue. A haybinder; native of Ingatestone. Warrant issued. 10.— Chelmsford ( County).— For neglecting to maintain his mother ( see Case No. 23, 8th July last) — WILLIAM TURNER, alias ROBBER TURNER, age 45, height 5 ft. 7 in., complexion sallow, hair dark ( turning grey), small side whiskers, no moustache or beard, eyes grey; dress, long brown or dark overcoat, cord trousers, dark soft felt hat, lace shoeB. A native of Writtle. Usually works with threshing machines. Commitment warrant issued. £ 2 REWARD. 11.— Chelmsford ( County).— For deserting his wife and children, 6th February last ( see Case No. 19, 15th April last)— WILLIAM MASON, a labourer, age about 48, height 5 ft. 4 to 6 in., com- plexion fair, hair light, slight moustache, beard and whiskers, walks badly, both legs having been broken. Warrant issued. The above reward will be paid by the Guardians of the Chelmsford Union for his apprehension. 12.— Chelmsford ( County).— For neglecting to maintain his wife and family ( see Case No. 10, 12th February last)— WILLIAM RANGER, age 32, height 5 ft. 7 in., hair dark, moustache and whiskers ( square cut) reddish, shaves chin, eyes dark, long scar on left side of head, right wrist has been broken, and right hand not quite so large as left in consequence, rather dirty appearance ; dress, long brown overcoat, brown plaid jacket and vest, cord trousers, laco boots, hard hat. A native of East- bourne. May be found at Brighton, where he has friends. Warrant issued. Information to Deputy Chief Constable Somei set, Chelmsford. 13.— Southend ( County). — For stealing a melton cloth overcoat, at Hadleigh, 21st inst.— HORACE NEILSON, age about 30, height about 5 ft. 5 in., complexion pale, broad face, hair light brown, slight moustache, no whiskers, speaks with foreign accent; dress, blue serge jacket and trousers, black hard felt hat. A compositor; native of Sweden. Warrant issued. Information to Superintendent Hawtree, Southend^ GLAMORGANSHIRE. £ 50 REWARD. 14.— Bridgend ( County).— Portrait and descrip- tion of JAMES LOVELUCK, whose apprehension is sought for embezzlement and forgery— Age 54, height 5 ft. 6 in., round, full and very red face, hair, whiskers and moustache grey, eyes dark, red nose, short neck, thick hands, long fingers, short legs, is subject to severe attacks of coughing; speaks French ; usually dresses in dark clothes. A ship- broker and merchant; late of Aberavon, which place he left on the 18th July last, for Paddington. Warrant issued. The above reward will be paid by Evan Evans, Esq., Aberavon, Glamorganshire, to any person giving such information as will lead to the appre- hension of Loveluck. Information to Supt. Thomas, Bridgend. 15.— Cardiff ( Borough).— For failing to report — License Holder JOSEPH BUTLER, alias THOMAS DAVIS, JOHN SWALLOW, DOW- NEY, WOOD, and PHILLIPS, Office No. 43147, age 76, height 5 ft. £ in., complexion dark, hair dark brown, eyes brown, deaf, scars on head, left side nose ( long), front of right wrist ( deep), inside left knee and bend of left leg, blue mark right side fore- head, ears pierced, small brown birthmark right side back, small fleshy lump outside lower right thigh, M. A. H. on right arm. Sentenced at Hull, 8th April. 1886, to 7 years penal servitude and 5 years police supervision for larceny, and has been convicted in London, Cardiff and Swansea. H M 954. Supervisee THOMAS McCARTHY, Office No. 38533, age 55, height 4 ft. 11£ in., complexion dark, hair dark brown, eyes blue, scars on each eyebrow, tip of nose, and back of first left finger, ruptured right side. A coster- monger; native of Winchester. May be found working as a bricklayer's labourer. Warrant issued. 17. — Winchester ( City). — For stealing, 19th inst.— 3 gold rings, viz.:— 1 wedding, 1 keeper, 1 snake pattern with crack in centre; 1 silver albert chain; 1 silver watch key; 1 large silver heart, glass on one side and figured flower on the other; 1 old- fashioned Bilver hunting verge watch, engine- turned, maker, " J. Brown, London," No. 623; 2 alberts ( I steel, 1 silver) attached; £ 14 in gold; and a Jubilee shilling with loop — CHARLES REARDON, ago 40, height 5 ft. 6 or 7 in., com- plexion dark, hair ( very curly) and heavy moustache dark, eyes very dark ; dress, dark coat ( supposed serge), dark vest with light stripes, dark brown trousers, soft felt hat, dented at top, very old boots. A cabinet maker ; supposed native of Leeds. States he has been twice to Egypt. Is supposed to have a wife and children residing at Leeds. Warrant issued. KENT. 18. — Sittingbourne ( County). — For em- bezzlement, 18th inst.— ROBERT BURNABY THWAITES, age 40, height 5 ft. 5 or G in., com- plexion sallow, hair brown ( turning grey), rather heavy moustache, rather hollow cheeks, walks quickly ; dress, dark blue pilot overcoat, dark cloth suit, brown eloth cap with peak. He was employed as confidential clerk and accouutant at Lloyd's Paper Mills, Sittingbourne. About 9 months since he lived at Upton Park, West Ham. Has been private secretary to Messrs. Baring Brothers, bankers. Warrant issued. Information to Supt. Licy, Sittingbourne. 19.— Dover ( Borough).— For embezzlement— EDWARD O'NEILL, age about 26, rather tall and slight, complexion fair, hair light brown, dressed respectably in dark clothes and bl ick hard hat. Supposed native of London. He was employed as bookstall clerk at Dover Harbour Railway Station. His wife resides at Sutherland- road, Old Ford, Bow, E. Warrant issued. 20.— Dover ( Borough).— For stealing, 12th inst. a very old gold repeater watch, chimes the hours and quarters — PATRICK RYAN, age 25, height 5 ft. 5f in., complexion fair, hair btown, eyes grey, woman tattooed on right forearm, leaf between thumb and finger; dress, black and white check tweed suit, checks about an inch square, light clcth cap with peak. A native of Liverpool. He is a deserter from the Northumberland Fusiliers. Information to Supt. Sanders, Town Hall, Dover. 21. — Margate ( Bornngli). — Portrait and description of FRANCIS MILES BROWN", alias FRANCIS MONTAGUE BROWN, LIEU- TENANT BROWN, MONTAGUE DE BEAU- " VOIR, RALPH HAMPSHIRE, & c., whose appre- hension is sought for obtaining £ 7 12s. by means of a fictitious cheque, 19th Sept. last— Age about 26, height 5 ft. 8 in., complexion, hair, and moustache dark, round features ; of gentlemanly appearance and address; dressed, when last seen, in dark suit, short jacket, black hard felt hat. A native of Norwich. His modus operandi is to call upon some tradesman and use some local medical man's name, stating that the doctor having run out of cheques, and the bank being closed for the night, he would be glad if he ( the tradesman) would give him two blank cheques, as he wishes to send them away by post at once. He forges some other tradesman's name, purchases something, gets the change, and absconds. In this case he cashed the second cheque at Bristol ( See Case No. 21, 30th Sept. last). Warrant issued. LANCASHIRE. 22.— Bury ( County).— For failing to report— License Holder, CHARLES GOUGH, Office No. 41621, age 33, height 5 ft. 5^ in., complexion fresh, hair dark, eyes hazel, scars left side back of head, inside right wrist, heel of thumb, and outside left shin. Sentenced at Liverpool, 6t" n Feb., 1886, to 10 years penal servitude for an unnatural offence. M 96. Information to Supt. Noblett, Bury. 23.— Old Trafford ( County).— For being con- cerned with two men in custody for felony :— Two men, 1st, ALFRED ROWLEY, alias RUTLAND, and MILLINGTON, age 25 to 27, height 5 ft. 4 in., complexion fresh, hair and moustache light brown, eyes blue, woman, star, and bracelet tattooed right arm, sailor, two flags, A. M. and bracelet left arm; dress, black worsted jacket and vest, brown cord trousers, white muffler with blue spots, army boots, black hard felt hat. Was convicted at Manchester for shopbreaking, in April, 1890, and sentenced to 3 months imprisonment, and in February, 1891, for housebreaking, and sentenced to 3 months im- prisonment— 2nd, WILLIAM GREGORY, age 24. height 5 ft. 2 or 3 in., complexion dark, hair and moustache dark brown, eyes brown ; dress, black jacket and vest, light check trousers, white muffler, black hard felt hat. Information to Supt. Bent, Old Trafford. 24.— Ormskirk ( County).— For stealing. 15th September last, at Bickerstaffe, a lady's silver watch, No. 2227, " P. 596 " scratched inside back of case— SAMUEL STOCKLEY MONEY, age 40, height 5 ft. 8 in., complexion fresh, hair dark ( turning grey), moustache brown, short side whiskers, eyes dark, smart appearance and good address; usually dressed in dark clothes and soft black felt or black billycock hat. A jobbing watchmaker; native of Preston, near Liverpool. Warrant issued. Information to Supt. Jervis, Ormskirk. 25.— Rawtenstall ( County).— Portrait and description of WALTER YERE STALLON, whose apprehension is sought for embezzling £ 200, the monies of the Corporation of Rawtenstall : Age 40 to, 45, height 5 ft. 7 or 8 in., stout build, complexion very fresh, hair and moustache dark brown, slight side whiskers, eyes brown, prominent nose, walks very erect, has a deep sonorous voice and speaks with a slight nasal twang; good- looking and of gentlemanly appearance and address; may be dressed in light tweed suit, dark overcoat or black Inverness waterproof; sometimes wears knicker- bockers and thick woollen stockings, high stand- up collar, light tie with gold and diamond pin, and black billycock hat. May endeavour to go abroad. Warrant issued. Information to Supt. Procter, Rawtenstall. LEICESTERSHIRE. 26.— Loughborough ( County).— For stealing £ 2 on 12th inst.— ROBERT FROST, alias " BOB THE GROOM," and " FLASH BOB," age 43, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes hazel, left little finger contracted ; dress, dark jacket, white cord or fustian breeches and leggings, black hard felt hat; carries a long stick. A native of Mansfield. Warrant issued. 27.— Loughborough ( County).— For stealing a watch and chain ( recovered), and a jacket, at Quorndon, on 17th ult.- JOHtf HENDERSON, age 19, height 5 ft. 6 or 7 in., complexion pale, hair brown, crooked nose, slightly round- shouldered, " J. H." tattooed right arm ; dress, blue serge jacket ( worn at elbows), white slop, black cloth vest, brown mixture trousers, lace boots, light plaid single- peak cap. Supposed native of Bolton. Warrant issued. Information to Deputy Chief Constable Smith, Loughborough. 28.— Leicester ( Borcwgh).— For embezzling £ 49 10s., on 20th August last— JOHN BLOXHAM PRATT, a flour merchant, age 55 to 60, height 5 ft. 10 in., stout build, complexion fresh, short thick neck, hair light brown, whiskers and mous- tache, chin shaved; dressed respectably in dark clothes, short overcoat, usually wears a Miiller hat with flat crown. Warrant issued. 29. — Leicester ( Borough).— For an offence under the Prevention of Cruelty to Children Act, WILLIAM PARKER, age 40, height about 6 ft., complexion fresh, hair, moustache and beard, brown, eyes grey. A navvy, may be found working on railway or canal works. Warrant issued. Information to Chief Constable Duns, Leicester. MONMOUTHSHIRE. 30.— Newport ( Borough).— For stealing £ 141, 25th September last— THOMAS E. FRANKLAND, a clerk, age 22, height 5 ft. 7 or 8 in., complexion dark, rather long thin face, hair dark brown, clean shaved; of gentlemanly appearance and address; dressed, when last seen, in dark coat and vest, light trousers, black hard bowler hat. Was formerly- employed at Messrs. Woolland Bro3., 6. Lowndes- terrace, Knightsbridge, and at Mr. Arthur Ander- son's, 30, Throgmorton- street, London. Is said to have a brothar in business somewhere in Surrey, and relatives at Taplow. Warrant issued. 31.— Newport ( Borough).— For forging and uttering a cheque for £ 7 15s., 20th ult.— JAMES EVANS ( supposed false), age about 26, height 5 ft. 8 or 9 in., slight build, complexion fair, moustache dark brown; dress, rather short dark overcoat, black hard felt hat. This man entered a shop and asked the proprietor to oblige a doctor living near with a couple of cheques, as his cheque book had run out, and that he was the doctor's assistant. Two cheques were given to him, and in a short time he presented one of them, filled in for £ 7 15s., to an innkeeper, who cashed it. The second cheque was cashed at Aldershot. Warrant issued. OXFORDSHIRE. 32.— Oxford ( City).— For wilfully abandoning and deserting her child, 16tli inst.— A WOMAN, age about 25, short stature; dress, dark dress, sir rt black jacket, slate - coloured felt hat. Is accom- panied by a boy, age about 4 years, dressed in pilot coat, dark knickerbockers, blue peaked cap. The deserted child is a boy, age 7 or 8 months; dress, cream pelisse and cape, trimmed with lace to match, white woollen cardigan jacket, red twill frock, red woollen cap, striped flannelette petticoat, and dark red woollen shoes. Was left in the THE POLICE GAZETTE. FRIDAY, NOVEMBER 25, 1892. London and North- Western Railway Station - waiting room. Warrant issued. Information to Chief Constable Head, Police Office, Oxford. This man called at a small grocer's shop in a country village, representing himself to be the Inspector of Weights and Mtasures, and told the shopkeeper that the Committee had received letters of complaint about the scales being improperly stamped. He then gave the keeper a note which he stated would protect her until the scales could be adjusted, for which he charged 10s. 6d., signing his name " Rumford Beaucroft." Warrant issued. At out 11 years ago he served for 2 years in WILTSHIRE. 38.— Swindon ( County).— For stealing £ 7, and a yellow canvas purse, from his lodgings, 17th inst. — ARTHUR PEET, alias HARRY BROOK, and NELSON, age 25, height 5 ft. 8 or 9 in., complexion fresh, hair brown, clean shaved, but may have a slight moustache, large Roman nose; dress, blue double- breasted reefer jacket, blue vest, dark blue trousers with red stripes down seams, dark blue cloth cap with peak. Has the appearance of a rail- way gojds guard; a native of Long Eaton, near- Derby. Stated he was employed on night duty at the Great Western Railway, at Swindon ( false). This man has collected, under various names, several small amounts of money at Hastings, Dover, Margate, Ramsgate, Broadstairs, and other places on the south coast, for the purpose, as he alleged, of bringing out a " Visitors' Furnished Apaitments List." He represented that he was authorised by a firm, who printed an Apartment List, at 20, Cannon- street, London, to canvass for orders, & c. ( false). He takes furnished apartments and arranges to board with the family, and after staying a week departs without paying.
