GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 18, 1892. VOL. IX., No. 928. REGULATIONS. 1. All announcements for insertion in the POIICE GAZETTE, and all communications upon them should be addressed to THE JiDiioa OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sulficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. L In all cases where a reward is offered the name and. address of some person responsible for the payment must be given, and the exact conditions be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15J. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, a,. dart alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted t* the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co." Post Office Order payable at Cnaring Cross, Postal Order, or u> Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( o) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. S. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan folice Force at which Notices can be posted. SPECIAL NOTICE. METROPOLITAN POLICE! DISTRICT. TIIE NATIONAL DETECTIVE AGENCY, NEW INN CHAMBERS, WYCH- STREET, STRAND, W. C. ( C. O., C. I. D. Correspondence, No. 80343.) Numerous applications have been received at New Scotland Yard as 1o the bona fides of this business. The inquiries made indicate that the amount of business transacted by the Agency is wholly inadequate to justify the appointment of agents throughout the provinces, and therefore the fees demanded from applicants seem to be scarcely honest. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— T Division.— For rape — REMINGTON OSBORNE, a professor of languages, age 26, height 5 ft. 7 in., slight build, complexion dark, hair and moustaehe dark brown; of smart appearance and good address. Warrant issued. 2. — Y Division.— For obtaining £ 9 12s. by means of a worthless cheque on the Lancashire and Yorkshire Bank, Ltd., Blackburn Branch, EDWIN TAYLOR, alias RAVENS, a doctor's assistant, age 25 to 30, height 5 ft. 9 in., complexion pale, hair and slight moustache dark brown, eyes hazel; speaks with a north country accent; dress, blue reefer suit, light tie, black hard felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CAMBRIDGESHIRE. 3. — Cambridge { Borough). — For stealing, 14th inst., a book, " The Vicar of Wakefield," ty Goldsmith, illustrated by Rowlandson, 1 vol., large 8vo., calf, 1817— A MAN, age 36, height 5 ft. 6 in., complexion dark, small moustache ; dress, dark over- coat, black hard felt hat; carried a black bag, rather worn. Information to Chief Constable Innes, Cam- bridge. DERBYSHIRE. 4..— Chesterfield { Borough). — For obtaining goods by false pretences, on 7th inst. MILL- SON, alias WILSON, and WILKINSON, age 18 or 19, height 5 ft. 2 or 3 in., complexion fair, hair light; dress dark- brown tweed jacket suit, light cloth cap with peak. His practice is to call upon confectioners, tem- perance hotel keepers, etc., asking them to supply tea for 100 poor children at one of the local chapels or schoolrooms, and then endeavour to obtain a commission on the order. He also calls at religious book stores and orders a large quantity of books for " prize distribution," and takes a sample for which he does not pay. He stated that his father travels with the Bible van of the British and Foreign Bible Society, Wesleyan Mission, and that he had been to Leeds and Manchester. Warrant issued. DORSETSHIRE. 5. — Weymouth { Borough). — For obtaining money by false pretences— JANET UNDERHAY, a widow, age about 30, height 5 ft. 5 in., complexion sallow, hair and eyes black; dress, dark dress, light ulster or red knitted shawl, black sailor hat, button boots ; of shabby appearance. A teacher of music; born in France. May be found travelling with some troupe, probably the " Zulu Minstrels," who are on tour in the west and south of England. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. DURHAM. 6. — Castle Eden { County). — For stealing a watch ( recovered) at Tbornley, ilth inst.— ROBERT WANLESS, alias LOWRIE, age 19^, height 5 ft. 7 or 8 in., complexion dark, hair dark brown, slight dark moustache, high cheekbones, long features; dress, dark brown jacket mixed with red, light low waistcoat, dark trousers, red scarf, light cap. A native of Normanton, Yorks. Has been to sea twice, and for the last six weeks he worked at Thornley Colliery. Warrant issued. Information to Supt. Webster, Castle Eden. ESSEX. 7.— Braintree { County). — For stealing a quantity of carpenter's tools ( recovered), also a light livery cloth overcoat, rather dirty, brown velvet collar, black bone buttons, hip pockets and ticket- pocket right side, both pockets on right side torn at corners— A man, who gave the name of NASH, age 60, height about 5 ft. 7 in., complexion fresh, hair, whiskers and moustache grey, shaved on chin ; dressed in stolen overcoat, light cord trousers, torn at bottom, old dark cloth peaked cap, light blucher boots, cracked at sides. Stated he lived at Epping. Information to Supt. Elsey, Braintree. 6 THE POLICE GAZETTE. TUESDAY, NOVEMBER 656, 1892. GLAMORGANSHIRE. £ 50 REWARD. 8.— Bridgend ( County).— Portrait and descrip- tion of JAMES LOVE LUCK, whose apprehension is sought for embezzlement and forgery— Age 54, height 5 ft. 6 in., round, full and very red face, hair, " whiskers and moustache grey, eyes dark, red nose, short neck, thick hands, long fingers, short legs, is subject to severe attacks of coughing; speaks French ; usually dresses in dark clothes. A ship- broker and merchant; late of Aberavon, which place ho left on the 18th July last, for Paddington. Warrant issued. The above reward will be paid by Evan Evans, Esq., Aberavon, Glamorganshire, to any person giving such information as will lead to the appre- hension of Loveluck. Information to Supt. Thomas, Bridgend. HAMPSHIRE. 9.— Portsmouth ( Borough).— For stealing a lady's open- face gold geneva watch, chased back, gold face, " Examined by Freeman " inside, black chain attached ; a blue jacket with black astrachan round neck and sleeves, braided front, rather long ; 1 fur cape ; 1 black dress; 1 pair of shoes ; 1 hat; and 10s. cash— DENE HOFFMAN, age about 25, height 5 ft. 4 or 5 in., complexion sallow, hair and eyes dark, hair very thin on eyebrows, stoops slightly when walking; dress, black dress, cloth jacket, black hat with white feather.— MINNIE BLACKMAN, age 17, short and stout, complexion fair, hair light brown, eyes grey ; dress, green dress, black or blue cloth jacket. Both are of immoral habits, and may be found at brothels, resorts of low women, or at some home for fallen women. Warrant issued. Information to Chief Constable Cosser, Town Hall, Portsmouth. HERTFORDSHIRE. 10. — Watford { County). — For obtaining a situation as a butler with a false and forged certifi- cate of character— GEORGE GRIFFITHS, age 36, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes brown ; pompous in manner and walking. A native of CliftoD, Bristol. Warrant issued. Information to Deputy Chief Constable Pearson, Watt'ord. KENT. 11— Canterbury ( City).— For stealing a silver watch— ALBERT COWDEN, age about 26, height 5 ft. 6 in., complexion fair, full face, hair auburn, slight light moustache, no whiskers, eyes blue; dressed, when last seen, in black coat and vest, brown striped trousers, black hard felt hat. May be found working at small watch- shop3. Warrant issued. Information to Chief Constable Farmery, Can- terbury. 12.— Dover ( Borough).— For stealiDg, 29th ult., 2 blue cloth overcoats, 1 black and grey ditto with cap3, 4 pairs socks, 2 pairs cuffs, 3 collars, and 1 vest— HENRY ROBERTS, a journeyman tailor, age about 30, height 5 ft. 6 in., complexion pale, hair and small whiskers dark, peculiar walk, takes very long slow strides ; dress, dark coat, black hard felt hat. Warrant issued. 13.— Dover ( Borough).— Far bigamy— JOHN COWEN, age 27, height 6 ft., complexion fair, hair brown, eyes blue ; generally dressed as a labourer in dark clothes. A millwright's labourer; native of Hull. Warrant issued. 14.— Dover ( Borough).— For embezzlement— EDWARD O'NEILL, age about 26, rather tall and slight, complexion fair, hair light brown, dressed respectably in dark clothes and black hard hat. Supposed native of London. He was employed as bookstall clerk at Dover Harbour Railway Station. His wife resides at Sutherland- road, Old Ford, Bow, E. Warrant issued. 15.— Dover ( Borough).— For stealing, 12th inst., a very old gold repeater watch, chimes the hours and quarters— PATRICK RYAN, age 25, height 5 ft. 5f in., complexion fair, hair brown, eyes grey, woman tattooed on right forearm, leaf between thumb and finger; dress, black and white check tweed suit, checks about an inch square, light cloth cap with peak. A native of Liverpool. He is a deserter from the Northumberland Fusiliers. Information to Supt. Sanders, Town Hall, Dover. LANCASHIRE. 16.— Leigh ( County).— For stealing, 10th inst., a man's brown plaid tweed jacket, pocket on each hip and one left breast; a pair of men's dark blue- and- black striped tweed trousers, patent buttons.— FREDERICK JAMES BLEAKLEY, age 20, height 5ft. 4 or 5 in., complexion fresh, hair dark brown, eyes blue, slight light moustache, round features; dress, light check tweed suit, lace boots, black hard felt hat. Works as a labourer at foundries and coal pits. Is supposed to have gone to Liverpool. 17.— Ormskirk ( County).— For stealing, 15th September last, at Bickerstaffe, a lady's silver watch, No. 2227, " P. 596 " scratched inside back of case— SAMUEL STOCKLEY MONEY, age 40, height 5 ft. 8 in., complexion fresh, hair dark ( turning grey), moustache brown, short side whiskers, eyes dark, smart appearance and good address; usually dressed in dark clothes and soft black felt or black billycock hat. A jobbing watchmaker; native of Preston, near Liverpool. Warrant issued. Information to Supt. Jervis, Ormskirk. 18.— Rawtenstall ( County). — Description of WALTER VERE STALLON, whose apprehen- sion is sought for embezzling the sum of £ 200, the monies of the Corporation of Rawtenstall: Age 40 to 45, height 5 ft. 7 or 8 in., stout build, complexion very fresh, hair and moustache dark brown, slight side whiskers, eyes brown, prominent nose, walks very erect, has a deep sonorous voice and speaks with a slight nasal twang; good- looking and of gentlemanly appearance and address; may be dressed in light tweed suit, dark overcoat or black Inverness waterproof; sometimes wears knicker- bockers and thick woollen stockings, high stand- up collar, light tie with gold and diamond pin, and black billycock hat. May endeavour to go abroad. Warrant issued. Information to Supt. Procter, Rawtenstall. MONMOUTHSHIRE. 19.— Newport ( Borough).— For stealing £ 141, 25th September last— THOMAS E. FRANKLAND, a clerk, age 22, height 5 ft. 7 or 8 in., complexion dark, rather long thin face, hair dark brown, clean shaved; of gentlemanly appearance and address ; dressed, when last seen, in dark coat and vest, light trousers, black hard bowler hat. Was formerly employed at Messrs. Woolland Bros., 6, Lowndes- terrace, Knightsbridge, and at Mr. Arthur Ander- son's, 30, Throgmorton- street, London. Is said to have a brother in business somewhere in Surrey, and relatives at Taplow. Warrant issued. 20.— Newport ( Borouqh).— For forgipg and uttering a cheque for £ 7 i5s., 20th ult.— JAMES EVANS ( supposed false), age about 26, height 5 ft. 8 or 9 in., slight build, complexion fair, moustache dark brown; dress, rather short dark overcoat, black hard felt hat. This man entered a shop and asked the proprietor to oblige a doctor living near with a couple of cheques, as his cheque book had run out, and that he was the doctor's assistant. Two cheques were given to him, and in a Bhort time he presented one of them, filled in for £ 7 15s., to an innkeeper, who cashed it. The second cheque was cashed at Aldershot. Warrant issued. Information to Head Constable Sinclair, Newport. STAFFORDSHIRE. 21.— Burslem ( County).— For stealing, 12th inst., a silver Waltham lever watch. No. 2528663, and 30s. cash— EMILY K1LGALLON, alias EMILY BARTLEY KILGALLON, and BROWN, age 28, height 5 ft. 3 in., complexion pale, hair brown, eyes grey. A native of Dawley, Salop. Has been seven times convicted of petty larceny, and was only liberated from Stafford Gaol on 9th inst. Information to Chief Supt. Hill, Burslem. SUFFOLK. 22.— Ipswich ( Borough).— For stealing a black diagonal morning coat, bound edge; a black diagonal frock coat, bound edge; a blue beaver Chesterfield overcoat, grey check lining, velvet collar— ALEX- ANDER FISCHER, age about 60, height 5 ft. 10 in., weight about 14 stone, complexion fair, pock- pitted, blotchy face, bullet headed, hair light brown ( nearly bald), very slight moustache and whiskers ( if any), eyes ( screwed up) light, large feet; dress, blaick lounge coat, mixed tweed vest, brown mixed trousers, whole- fronted boots. A native of Germany. Has the habit of constantly saying " Excuse me." Is generally accompanied by his wife, a French woman, height nearly 6 ft., masculine appearance, large mouth, teeth, and hands; dress, grey shawl, black dress and bonnet. Warrant issued. Information to Lt.- Col. Russell, Chief Constable, Ipswich. SURREY. 23.— Reigate ( Borough).— For burglary, 8th inst., and stealing a brown leather purse, with steel knob fastenings, containing 2 sovereigns; a dark leather purse, with brass frame, containing about 17s. in silver ( some threepenny- pieces) ; also about 2 doz. cigars— A MAN, age 25 to 30, height 5 ft. 2 or 3 in., moustache dark, no whiskers; dress, long black overcoat ( old and greasy), very tight- fitting trousers, old rusty black hard felt hat, which appeared too large for him. 24.— Reigate ( Borough).— For deserting his 4 children— GEORGE PINION, age 34, height 5 ft. 5 or 6 in., complexion very fresh, hair light brown, small side whiskers, full round face, slightly bow- legged, is much addicted to drink and associates with low women ; dress, black morning coat with raised seams, drab breeches and leggings, lace boots, cloth cap. May seek employment as fly- driver or stableman. Has been traced to Eastbourne, and is now supposed to be in the South of England. Warrant issued. Information to Head Constable Moiant, Redhill. SUSSEX ( EAST). 25. — Eastbourne ( Borough). — For stealing, 1st inst.— A long light brown waterproof overcoat with cape, no sleeves, two hip pockets, horn buttons to match coat, plated chain tab, " Cow, Hide, & Co., Cheapside," supposed on tab; a dark grey diagonal Oxford overcoat, usual pockets, " Col. Chamberlain" supposed written on piece of tape inside breast pocket; a black hard felt hat, size 6f, " C" inside; and a pair of gentleman's light boots, size 8, with five patent buttons — A. RICHARDSON, alias HENRY RICHARDSON, age about 40, height about 6 ft., complexion florid, hair ( parted in centre FRIDAY, NOVEMBER 18 1892. TPIE POLICE GAZETTE. 3 and thin in front.) and moustache brown, eyes prey, hands shake very much : dress, shabby dark slate- coloured suit ( shoit coat), may be wearing one of the stolen overcoats and the hat. A waiter ; supposed native of London. Is known at the Salvation Army Labour Department, 101, Queen Victoria- street, E. C. Warrant issued. Information to CLief Constable Fraser, East- bourne. WARWICKSHIRE. £ 5 REWARD. 20.— Leamington ( B'< r„ iu, l, y— Portrait and description of THOMAS CORLRY,* butler, whose apprehension is sought for stealing— 1 dozen silver dessert spoons, fiddle pattern, marked D in old English ; 1 dozen silver tea spions, with same mark ; 1 round silver cream jug ( shallow), fluted, very old, marked D in old English ; 1 small silver cream jug, narrow neck, stands on three legs, one of which has been repaired, maiked at bottom with letters H. M.; ' 23 large white handle knives ( new); 12 small ditto, all marked " J. Wolstenholm & Son's Celebrated IXL Cutlery". Age 37, height 5 ft. 7 in,, complexion fair, clear skin, hair light brown, clean shaved, except a little side whiskers; dres*. black suit with overcoat, and bowler hat. He also took with him a shabby black bag, which is supposed to Lave contained the stolen property. Was employed for some years as waiter at the Grosvenor Hotel, London; has also been in servico in Paris, and can speak French fairly well. Miy endeavour to leave the country or obtaiu employment as a waiter. Absconded 25th ulto. Warrant issued. The above reward will be paid by Mr. J. W. Hassall, Solicitor for the Lf- aminaton Old Association for the Prosecution of Felons, for the apprehension of Corley. ( Apprehended, and property recovered, in London, see Latest Information, Case No. 78). 27. — Leamington ( finmngb).— Portrait and description of E. EDWARDS, alias TURNER, whoso apprehension is sought for obtaining money by false pretences, viz , b>' an advertising swindle and fictitious cheque. Aga about 40, height 5 ft 8 in., stoutish build, complexion sallow, long nose, hair dark brown, rather heavy moustache and mutton- chop whiskers, eyes blue; dress, dark- coloured over- coat with velvet collar, black morning coat, vest and trousers, high silk hat with broad black band, black bow necktie, sometimes wears a light grey tennis cap; had with him a black bag and brown paper parcel. His modus operandi is to call upon tradesmen, soliciting advertisements for portfolio covers for the " Illustrated London News," " Graphic," " Queen," " Punch," " Tit- Bits," & c., promising, on behalf of " The Union Company," to supply the foregoiDg papers free for twelve months to all the principal hotels in the town. He has covers of different sizes with him, gets the advertisements printed and gums them on the covers, and draws payments, after which no more is heard of hiin or the free papers He lodged at a good hotel, and, upon leaving, induced the manageress to change him a cheque for £ 7 5s., drawn on Messrs. Itansom, Bouverie & Co., 1, Pall Mall East ( amalgamated long since with Barclay's), by J. Harding & Co., iu favour of E. Edwards, since returned marked " no account." At the address.. 10, Thavies Inn, be has bad a small base- ment office for about two months. Was apprehended in London on 28th July last, and committed for trial, but failed to surrender to his bail. Warrant issued. Information to Chief Constable Brabner, Leaming- ton. WORCESTERSHIRE. 28.— Worcester ( County).— For obtaiDj'ng the sum of 10s. 4d. by false pretences, at Wolverton Hall, near Persliore, on 21st nlto. — ROBERT CHARLES WELLS ( supposed false), age 45 to 50, height 5 ft. 10 in. to ( 5 ft, complexion, hair and whiskers, dark; dressed in sailor's jacket and cap and dark striped trousers. He represented himself as a steward on board the ss. Seafell, which had just arrived at Bristol from Bombay, and that he was entrusted, on the home voyage, with goods which were then lying at the Customs House, Bristol, and that the money asked for was to defray the customs duty. Warrant issued. Information to Deputy Chief Constable Wheeler, Worcester. YORKSHIRE ( WEST RIDING). 29. — Pontefract ( County). — For fowl stealing — JOSEPH MARSHALL TOWELL, age 17, height 5 ft. 3 or 4 in., complexion fresh, hair dark, eyes blue, 3 sores on face and forehead; dress, long blue nap cloth overcoat, blue striped trousers, velvet and cloth cap with peak, block front boots. A labourer ; native of Ferrybridge. Information to Supt. Whincup, Court House, Pontefract. 30.— Skipton ( County).— For stealing 2 horses at Grassington, on 2nd inst.— ARTHUR HAYNES, age 28, height 5 ft. in., complexion fair, mous- tache light; dress, light grey coat and vest, dark tiousers, lace boots, hard felt hat. He belongs to the Army Reserve. Warrant issued. Information to Supt. Lumb, Skipton. 31.— Leeds ( Borough).— For obtaining a horse, trap, and set of harness by fraud, 18th ult.— JOSEPH HIRST, a horse coper, age about 30, height 5 ft. 5 in., stout build, full face, moustache light; dress, blue overcoat with velvet collar, brick- coloured jacket suit. He obtained a situation as draper's traveller by means of a false chaiacter, and, after ten weeks, absconded, taking with him the sum of £ 30, and was afterwards apprehended at Isleworth, Middlesex. Was convicted at the Central Criminal Court in December, 1888, for fraud and sentenced to 6 months imprisonment. It is suspected that there ate other convictions against him. Information to Supt. He represented that he was authorised by a firm, who printed an Apartment List, at 20, Cannon- street, London, to canvass for orders, & c. ( false). Was sentenced, in the name of George Kemp, at Middlesex Sessions, on 12th April, 1890, to 2 years imprison- ment for housebreaking. ROBERT EMMETT, age 23, height 5 ft. 5£ in,, rather stout build, complexion fresh, hair dark brown, eyes brown, rather flat nose, which has been broken, scar over left eye, left ear deformed from abscess ; of respectable appearance. Both wore blue overcoats with velvet collars, and hard felt hats. Had in their possession a black bag, containing several packets of Eureka Sanitary Tablets, for which they stated they were agents. Their modus operandi is to call at respectable houses in quiet neighbourhoods, under the pretence of examining the drains, but really to gain knowledge of the premises.
