W. Particulars concerning person? whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sul/ icient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted m one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, ind the exact conditions be cleariy stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lo.?. per portrait, and of 7s. Rd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed bu an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, atrd art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted im the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion m the next issue. 10. In all cases, the officer signing the request f or insertion of any announcement, will be wholly responsible for any proceedings whi- m may result from such publication. 11. Announcements for the Friday issue should be for. carded so as to be received not later than noon 011 Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " DrummondSf Co.," Post Office Order payable at Cnarmg Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the ratesj/ n application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( eJ) That the name and address of the printer appear thereon. J. No expression must be used in such an advertise- ment, in relation to pioperty stolen, or criminally taken or disposed of, holdi g out any expectation that the reward will be paid on its return without the offender being brought to tria or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1 — Convict Supervision Department.— Woodcut portrait and description of License Holder ROBERT HOLROYD GOAT, alias ROBERT and HERBERT GOAT, Offi: No. 43280, whose appre- hension is sought for stealing, 10th inst., a grey bag purse ( 2 clasps), containing £ 4 10s. gold; 2 meerschaum cigarette holders with amber mouth- pieces, in brown morocco leather cases lined with blue silk, initials " R. E." inside; and a brown morocco cigarette case— Age 23, height 5 ft. 6 in., complexion fresh, hair brown, eyes blue, propor- tionate build, scar left temple, 3 right knee, and 1 front of left leg. Sentenced at Middlesex Sessions, 8th October, 1888, to 5 years penal servitude for larceny. Licensed 21st July last. Was lately employed as a clerk by Messrs. Gask & Co., 132, Oxford- street, and may seek similar employ- ment. He is an expert dwelling- house thief, well educated, and of good appearance. Is also wanted at Biggleswade, see Case No. 8. 2.— A Division. — Portrait and description of RALPH NORMAN, sergeant King's Royal Rifles, lately employed in the Army Pay Department, Chatham, whose apprehension is sought for forging and uttering Army money orders, and obtaining the sum of £ 200, at the Birmingham and Chester Post Offices, on 5th and 6th ult.— Age 28£, height 5 ft. 5f in., complexion muddy, hair and heavy moustache dark brown, eyes brown, dots tattooed back of left wrist, mole on back. A native of Ottawa. He enlisted at Winchester, 26th August, 1887. Was last seen travelling from Campden, Gloucester, to Paddington, on 8th nit., and had with him a brown leather portmanteau with initials " A. B." on outside, containing 2 or 3 suits of clothes. He is also wanted as a deserter. ( See Case No. 84, 20th September.) 3.— B Division.— For attempting to obtain paintings, value £ 250, by false pretences — S. P. LESLIE, age 60, height 5 ft. 2 in., complexion fair, thin face, hair and whiskeis grey; dress, dark morning coat, vest and trousers, square- crowned felt hat. Supposed native of Inverness. Warrant issued. 4.— G Division. — Woodcut portrait and de- scription of RAYMOND WHEELER, whose appre- hension is sought for embezzlement— Age 50, height 5 ft. 8 or 9 in., stout build, complexion florid, hair dark brown ( turning grey), eyes ( puffy) hazel; dress, tweed cutaway coat and vest, grey mixture 2 THE POLICE GAZETTE. Has a brother, a bank manager, at Clifton, near Bristol; and a brother at Cheltenham, where he is likely to go. He changed a cheque on the South Wales Bank, Market Branch, Liverpool, on 6th inst. Warrant issued. 5.— G Division. — Portrait and description of ALFRED HAYWARD, a clerk aud cashier, whose apprehension is sought for stealing £ 300, on lst inst.— Age 33, height 5 ft. 5 in., still build, com- plexion fair, hair and stubby moustache light, large indent scar on left cheek ; dressed in dark clothes. A native of Hampshire. Has fiiends at Croydon and Milson Farm, Hampshire. May be found in the company of prostitutes. Warrant issued. 6.— K Division. — For larceay ( lodger) — W. COX, age 50, height 5 ft. 4 in., stout build, com- plexion fair, hair and whiskers ( cut short) light, turning grey, very bad teeth ; dress, dark mixture or blue overcoat, blue striped trousers, black hard felt hat, low shoes. A ship's cook or steward ; native of Oxford. Served on board s. s. " Una," of Hull, from 7th February to 13th March, 1891, gave his address as 16, Paradise- place, Hull; on board the " Chippewa" from June to Sept., 1891, gave his address as 17, High- street, Gloucester; and on board the " Loch Katrine," of Glasgow, from 4th Nov., 1891, to 20th July last, gave his address as 18, Spring- street, Govan, Scotland. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 7.— Ayr ( Burgh). — For obtaining by fraud, 10th inst., a lady's gold geneva watch, and a gold albert ( recovered) — A woman who gave the name of CLARA McGREGOR, age 20 to 25, height 5 ft. 6 in., slender build, complexion pale, long thin face, hair black or dark brown, eyes and eyelashes dark, small neat hand, speaks with English accent, wore eye- glasses ; good manner ard genteel appear- ance; dress, black jacket, loose shape, high collar plait at back, ribbons hanging from near neck behind, black dress, black felt hat, broad scooped shape, turned up behind, trimmed with black ribbon and black bird's wing, yellow kid gloves, gold bracelet, chain pattern, with tassel — clothing good and fashionable. Left behind a white- handled umbrella. She made an unsuccessful attempt to obtain fur mantles to the value of £ 36, and immediately left Ayr by 5.5 p. m. train, booking for Prestwick, but travelled to and left the train at Paisley. Is sup- posed to be wanted at Paisley and Gourock for similar offences. Warrant issued. Information to Supt. M'Kay, Ayr. BEDFORDSHIRE. 8. — Biggleswade ( County). — For stealing, 13th inst.— A gold ring set with several diamonds, one set with 1 diamond, one set with a ruby, and 2 gold dress rings ( I set with coloured stone), one pair of gold earrings set with 1 diamond in each, and one pair of acorn- shaped gold earrings, one gold locket ( containing photograph) with chain attached, one set of gold studs, 2 or 3 pairs of silver earrings, one silver watch, one silver toothpick, and one wedding card " C. H. Burton and Ellen Elizabeth Taylor " thereon— License Holder ROBERT HOL- ROYD GOAT, Office No. 43280 ( see woodcut por- trait and description, Case No. 1); dress, rough black cloth double- breasted overcoat, new black hard felt hat ( narrow brim), dark undercoat, vest and trousers, white necktie and cuffs. Stated that he was commissioned to obtain apartments for a Major Darnell, of 50 Cambridge- road, Petorboro'. Information to Supt. Smith, Biggleswade. BERKSHIRE. 9.— Wantage ( County). — For housebreaking, 20th inst.— A MAN, age 40 to 50, keight 5 ft. 10 in., hair and moustache grey, drags one foot, supposed from frostbite; dress, old grey overcoat, and peak cap. Has been in the Army. Is supposed to be a tramp. Information to Supt. Robotham, Wantage. 10.— Wokingham ( County).— For housebreak- ing at Hurst, on 22nd inst., and stealing a black twill jacket, pockets on hips, outside left breast and inside right breast ; a blue serge jacket, black bone buttons with anchor thereon on sleeves ; a blue and whits striped cotton shirt; a pair of men's lace boots, recently repaired; a white neckerchief; and a red and white handkerchief— WILLIAM MARK- HAM, age 2d, height 6 ft. 1 in., complexion fair, full face, hair dark brown, no whiskers or moustache, walks rather lame ; dress, black jacket, dark cordu- roy trousers, brown billycock hat. A painter's labourer ; native of Yarmouth, where he has friends and is supposed to have gone. Warrant issued. Information to Supt. Atkin, Wokingham. BUCKINGHAMSHIRE. 11.— Newport Pagnell ( County). — For larceny ( bailee), 10th inst.— A man, who gave the name of THOMPSON, a tramping watch and clock repairer, age about 45, height 5 ft. 10 in., stout build, hair brown, whiskers and moustache ( long) turning grey ; dress, dark cloth suit, much worn, white collar and front, black hard felt hat, wore a lady's silver watch and steel chain, and carried a small black Gladstone bag. Is accompanied by his wife, who is deaf. Warrant issued. Information to Inspector Pitson, Newport Pagnell. CAMBRIDGESHIRE. 12.— Isle of Ely ( County).— For stealing 3 pigs — JOHN NELSON, age 45 to 50, height 5 ft. 4 or 5 in., complexion dark, hair and whiskers dark, turning grey ; dress, serge jacket and ve3t, brown leggings, hard felt hat. A native of Norfolk. Left Thrapstono on morning of 19tk inst., with grey cob and cart, and chestnut horse tied behind, accom- panied by his wife and two children, going in the direction of Northampton. Warrant issued. Information to Inspector Burrows, Whittlesey. 13. — Cambridge ( Borough). — For stealing, 19th inst., a nearly new cross- framed, solid tyre safety bicycle, 30 by |- in. diameter, ball bearings, centre steering, rubber ball pedals slightly bent, mud guards, combination saddle, valise, spanner, oil can, and alarum — A MAN, age about 30, height about 5 ft. 6 in., side whiskers; dress, dark coat and vest, knickerbockers, light peaked cap, gloves. Warrant issued. Information to Chief Constable Innes, Cambridge. CHESHIRE. 14. — Altrincham ( County). — For stealing £ 37— GEORGE WALE, alias FINNEY, a gipsy, age 21 or 22, height 5 ft. 4 in., complexion fresh, hair very light, no whiskers or moustache, very thick lips, one eye appears to be partly closed; dress, black melton single- breasted jacket, raised seams, patched pockets ; brown narrow ribbed, tight fitting cord trousers, blue muffler with white spots, square toed lace boots. Hawks skin rugs and wickerwork. Warrant issued. Information to Supt. Walker, Altrincham. 15.— Middlewich ( County).— For failing to surrender at Knutsford Quarter Sessions, 17th inst., on a charge of felony— THOMAS WELSH, age 25, height 5 ft. 6 in., complexion fresh, hair dark brown, small dark moustache, eyes brown, scar on left temple. A native of Middlewich. Warrant issued. Information to Supt. Large, Middlewich. DENBIGHSHIRE. 16. — Denbigh ( County). — For stealing at Ruthin, 4th inst., a valuable oil painting ( by Hug- gins) of a black retriever dog, white on breast, size If ft. by 1 ft., taken out of frame— TWO MEN ( lst) age 25 to 30, height about 5 ft. 10 in., slight build, hair and moustache dark ; dress, dark over- coat, hard felt hat. ( 2nd) age about 22, height 5 ft 2 in., hair and moustache light; dress, light suit and cap. Both are supposed to be expert thieves. Information to Supt. Jones, Denbigh. DERBYSHIRE. 17.— Bel per ( County).— For stealing at Crich, on 10th inst., a silver lever watch, No. 6677 — CHARLE8 DAFT, age 26 to 30, height 5 ft. 7 in., complexion fresh, hair light brown, small sandy side whiskers; drees, black coat and vest, light trousers, red scarf, black bard felt hat. A collier ; supposed native of Danes Moor, Derbyshire. Warrant issued. Information to Supt. McDonald, Belper. FORFARSHIRE. 18.— Montrose ( Burgh).— For stealing a bank cheque for £ 23, 13th inst.— WILLIAM MASON SMITH, age about 40, height about 6 ft., slender build, complexion fresh, hair light brown, slight light moustache, no whiskers, eyes blue, large feet, stoops when walking, and has a rather shuffling gait, broken- down appearance; dress, blue cloth jacket, grey trousers ( too short for him), white collar and cuffs, black felt hat. Carries a walking stick. An insurance agent; native of Kincardine- shire. Warrant issued. Information to Supt. Wilson, Montrose. GLAMORGANSHIRE. £ 50 REWARD. 19.— Bridgend ( County). — For embezzlement and forgery— JAMES LOVELUCK, age 54, height 5 ft. 6 in., round, full and very red face, hair, whiskers and moustache grey, eyes dark, red nose, short neck, thick hands, long fingers, short legs, is subject to severe attacks of coughing; speaks French; usually dresses in dark clothes. A ship- broker and merchant; late of Aberavon, which place he left on the 18th July last, for Paddington. Warrant issued. The above reward will be paid by Evan Evans, Esq., Aberavon, Glamorganshire, to any person giving such information as will lead to the appre- hension of Loveluck. Information to Supt. Thomas, Bridgend. 20.— Cardiff ( Borough).— For unlawfully with- holding the sum of £ 1 18s. 8d., the moneys of the Operative Bricklayers' Society, Barry Branch— HENRY BURRIDGE, alias GINGER CHARLIE, a bricklayer, age about 30, height 5 ft. 9 in., stout build, moustache light, very freckled, stoops and carries his head a little to the right. A native of Devonshire, but removed to London when young. Was working at Newport ( Mon.) about 12 months since, where he is supposed to be wanted for assaulting police. Warrant issued. 21.— Cardiff ( Borough).— For stealing a watch and chain ( recovered), 10th inst.— FRANK TRYN- KOWSKI, or FRANKS, a Russian Pole, age 30, height 5 ft. 81 in., thin build, complexion fresh, brown hair, which stands upright, long light mous- tache, small lump, like wart, on right of face, two teeth missing from front of upper jaw, slightly bow- legged; smart military appearance; is well educated, and speaks six languages including English ; dress, when last seen, fancy black ribbed reefer suit, fawn- coloured hard felt hat; may wear an eye- glass. Was lately employed as a tramcar con- ductor. Absconded 10th inst. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 22.— Portsmouth ( Borough).— For stealing from a dwelling- house, 7th inst.— A lady's gold TUESDAY, OCTOBER 25, 1892. THE POLICE GAZETTE. 8 watch, open face, white dial ; a lady's gold ring, set rubies ( one deficient) ; 1 gold brooch, oval shape, set one pearl; 1 pair of gold drops, with one pearl in each; 1 small gold brooch, raised centre, which is larger than the ends; 1 oval- shape gold cameo brooch, representation of female's head; 1 small gold albert chain, snake pattern; 1 silver locket; 1 string of beads ; a child's silver bracelet; and a few odd gold studs and earrings— TWO MEN, who stated they had been sent to examine the water- fittings : 1st, age about 22, height 5 ft. 7 in., com- plexion pale, hair black, small dark moustache; dress, short black coat, grey mixture tweed trousers, dark cloth cap with peak ; 2nd, age 30 to 40, height 5 ft. 8 or 9 in., complexion, hair, whiskers and moustache dark, eyes brown ; dress, long black over- coat, black trousers, black hard felt hat. 23.— Portsmouth ( Borough).— For obtaining food by false pretences— GEORGE CRISP, alias PARKER, age about 23, height 5 ft. 3 or 4 in., slight build, complexion dark, pointed features, hair and small moustache black, otherwise clean shaved, eyes very dark ; dressed, when last seen, in black louDge coat and vest, grey striped trousers, white linen shirt front and cuffs, very old twill shirt, black felt hat, side- spring boots with protectors— all much worn. Stated he had been a booking- clerk on the railway. Absconded 26th ult. Warrant issued. 24.— Portsmouth ( Borough).— For failing to surrender to his bail, at the Quarter Sessions, 21st inst.— JAMES SMITH, alias RAYMOND, RAY- MOND SMITH, JAMES RAY, and ARTHUR BAKER, age about 25, height 5 ft. 7 or 8 in., com- plexion fair, hair and moustache brown, eye3 blue, rather prominent cheek- bones, hollow cheeks, lame right leg through injury to knee, leg somewhat wasted below the knee, turns right foot out when walking; generally uses a walking- stick; dress, blue coat, trousers, and vest, white stand- up collar with points turned back, brown leather boots, cloth cap with peak, sometimes wears soft felt hat. Is ot respectable appearance, and good address. Has been canvasser to insurance companies. Warrant issued. Information to Chief Constable Cosser, Town Hall, Portsmouth. Was accompanied by a woman, age 24, height about 5 ft. 5 in., reddish hair, good- looking, lady- like manners; wore a long bluish mantle. Warrant issued. 28.— Salford ( Borough).— For failing to report — Supervisee FREDERICK TUTE, Office No. 43409, age 31, height 5 ft. 7f in., complexion fresh, hair brown ( bald), eyes brown, scars centre of forehead, left side back, back of left shoulder, 2 left side forehead, and 1 back of right hand ( scald), T. F. outside left forearm, mole left breast and left shoulder. Sentenced at Manchester, 5th Feb., 1891 to 18 months hard labour and 3 years police super- vision for larceny. Information to the Chief Constable, Salford. NORFOLK. 29.— Norwich ( County).— For failing to sur- render to his bail at the Norfolk Quarter Sessions, 19th inst., on three charges of stealing turkeys— SAMUEL COSSEY, age 45, height 5 ft. in., complexion very fresh, hair and whiskers dark, eyes brown, slightly round- shouldered ; supposed dressed in dark tweed suit, cardigan jacket under, brown hard hat, sidespring boots, all new. A general dealer; native of Norfolk. May be found in the company of William Fisher, Case No. 33, 14th inst. Warrant issued. Information to Inspector Harvey, Norwich. STAFFORDSHIRE. 34.— Stone ( County).— For stealing a single- breasted dark brown overcoat, and a check cloth jacket and vest— CHARLES WEST, age about 20, height 5 ft. 6 or 7 in., complexion pale, hair dark brown, both hands are covered with warts; dress, sleeve waistcoat with cord front and moleskin sleeves, black cloth vest, dark brown trousers, collar, front and white shirt, lace boots, black cloth cap with peak and ear- flsps. A native of London. Warrant issued. Information to Supt. Chapman, Stone. 35. — Hanley ( Borough). — For stealing 29th ulto.— A lady's 18- caratgold geneva watch, gold dial; a lady's 9- carat gold albert, fancy pattern, with tassel and pencil case attached; and two 9- carat gold shirt stnds— FREDERICK ROBERT BALL, alias WILLS, a house painter, age about 35, height ft. 4 in., complexion, hair, whiskers, and moustache dark, chin shaved, squints with both eyes; dress, old brown overcoat, with fur on collar and cuffs, white slop, dark striped trousers, lace boots, slate- colour cap. Is accompanied by a woman ( not wanted), age about 26, ( but looks younger), height 5 ft. 6 or 7 in., very thin and pale- looking, speech very imperfect on account of nasal disease. They tramp the country, stopping at common lodging houses. Warrant issaed. Information to Chief Constable Windle, Hanley. KENT. 25.— West Mailing ( County). — For stealing £ 5, and a bill of acceptance for £ 60 ( useless), pay- able at London & County Bank— D. MACDONALD. alias F. CHABdr, age about 26, height 5 ft 6^ in., complexion rather dark, hair and mous- tache dark, no whiskers, speaks very quickly; dress, dark diagonal cloth coat, check trousers, hard felt hat, kid gloves, light boots, has a coat with him ; very respectable appearance; carried a brown portmanteau and walking.- stick. A chemist's assistant or traveller, and thoroughly understands the chemist and druggist business. Is a socialist, and stated that he writes articles for the " Clarion," a socialist paper. His modus operandi is to obtain situations with chemists, by false characters, probably written by himself, remain a few days, rob his employer and decamp. States he is known at Greenwich, Sheffield, Nottingham, Birmingham, and Peter- borough. Warrant issued. Information to Supt. Lane, West Mailing. 26.— Rochester ( City).— For attempted till robberies— GEORGE COLLINS, alias GEORGE SCAMP, age 22, height 5 ft. 6 or 7 in., lost left hand, and wears an iron hook ( left behind) fitted in wood as a substitute; dress, dirty light mixture jacket, dark trousers, cloth peaked cap ; sometimes wears a long dark blue overcoat, dark jacket and vest, hard felt hat. May have a silver- knobbed walking- stick, and be wearing a ring on finger of right hand. May be found at markets and fairs.
