NEW SERIES. FRIDAY, AUGUST 26, 1892. VOL. IX., No. 904. GAZETTE PUBLISHED BY AUTHORITY. REGULATIONS. 2. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerningpersons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. pen portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed bu an officer of not less rank than Inspector, or analooous thereto. 8. Announcements of all persons to be apprehended or of stolen property hear a number, a,. d art . alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion m the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office. New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Cnaring Cross, Postal Order, or is Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( o) The amount of the reward. ( 6) The conditions on which it is payable. ( c) The person by whom it will be paid. (<£) That the name and address of the printer appear thereon. f 1 No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holdi g out any expectation that the reward will be paid on its return without the offender being brought to tria , or without enquiry. NOTE.— There are 177 Stations of the Metropolitan VcUce Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— T Division. — For obtaining money and books by fraud— CHARLES IRWIN, ago about 38, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, cross- eyed, and wears eye- glasses, thin face ; dress, black diagonal frock coat and vest, dark mixture trousers, black hard felt hat. A native of Leytonstone, Essex. He is a book- canvasser, and is supposed to be travelling Norwich, Cambridge, and other provincial towns. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 2.— Ayr ( County). — For larceny at Cumnock, 8th inst.— WILLIAM M'DONALD, a miner or labourer, age 28, height 5 ft. 6 in., st > ut build, hair ( thin on forehead) brown, very light moustache, speaks with Scotch dialect, rose and bracelet tattooed on right wrist, K. P. and dot on right forearm, anchor and~ three dot3 back of right hand, ten blue marks and K P in red on left forearm, two rings on middle finger left hand, bayonet scar left side, scar above left eyebrow, blue mark on back of neck, scar from flogging on back, scar on left knee ; dress, dark brown tweed jacket suit, brown tweed double- peaked cap ( in fair condition). Absconded 9th inst., and was seen going in the direction of Strathaven. Associates with pugilists and sporting men, and is much addicted to drink. Is well known about Newton, Lanarkshire. Was sentenced to 60 days imprisonment on 15th December, 1886, at Glasgow, for theft; to 14 days imprisonment, on 24th January, 1888, at Glasgow, for theft; to 7 months imprisonment, on 20th August, 1889, at Glasgow, for housebreaking; and to 8 months imprisonment, on 16th June, 1891, at Ayr, for housebreaking. I, v CHESHIRE. 3.— Runcorn ( County). — For stealing, 20th inst., at Acton Grange, 3 three- year- old bullocks, viz.: 1 red with cocked horns, ring- worms on shoulders and hind quarters, 1 red and white with cocked horns, 1 red and white with round horns ( all fat)— A MAN, age about 45, height 5 ft. 8 in., complexion, hair, and moustache dark ; dress, grey tweed suit. Had the appearance of a farmer. Information to Supt. Atherton, Runcorn. CUMBERLAND. 4.— Penrith ( County).— For housebreaking, at Raven Bridge, Renwick, 18tli inst.— CHARLES WEBSTER, alias THOMPSON, a returned convict, age 48, height 5 ft. 3|. in., complexion dark, hair dark ( turning grey), moustache and whiskers cut short, eyes hazel, scar back of right of neck, scar on right hip, and two on right knee, varicose veins left leg, mole left side of body, " Nil desperandum, Star of Independence " on left arm ; dress, dark coat and trousers, black soft felt hat, lace boots; carried a yellow coloured oilskin coat. A gardener ; native of Kendal. Was last seen at Bleatarn, near Warcop, Westmoreland, on 19th inst., when he was going in the direction of Tebay. Information to Supt. Russell, Penrith. DERBYSHIRE. 5. — Chapel- en- le- Frith ( County). — For stealing at Hayfield—£ 12 gold, a woollen check shirt, a black and white cricket coat, white cloth cap, and black leather purse— SARAH ANN ROWLEY, alias MARY LEONARD, late of 4, Liverpool- street, Attercliffe, Sheffield, age 17, height about 5 ft. 1 in., complexion, hair ( enrly), and eyes dark; dress, blue blouse with white spots, black skirt, brown leather Swiss belt, dark fur boa, dress shoes. Warrant issued. Information to Supt. Hallam, Chapel- en- le- Frith. FLINTSHIRE. 6.— Holywell ( County). — For obtaining £ 10 by false pretences, at Rylil— A MAN, age about 40, height 5 ft. 4 in., complexion fair, hair brown, whiskers and moustache dark brown, closely cut, eyes ( large and prominent) grey, stoops slightly; dress, black cloth. Warrant issued. Information to Supt. Hughes, Holywell. HAMPSHIRE. 7.— Basingstoke ( County). — For stealing, 20th inst.— A small square metal carriage clock, " Presented to Miss Mary Joyce" engraved on front— A man who gave the name of HOWARD LEVISON, age 20 or 22, height 5 ft. 5 or 6 in., complexion very fair, hair light brown, no whiskers or moustache ; dress, light brown tweed suit, and single peak cap to match, patent leather boots; of gentlemanly appearance. His modus operandi is to call on house agents, stating he requires a house or lodgings for his mother. He takes lodgings for himself at a private house, remains a few days under the pretence that he is waiting for his mother, and then decamps, taking with him anything he can lay his hands on. Information to Supt. Kinshott, Basingstoke. KENT. 8.— West Mailing ( County). — For deserting his wife and child at Snodland, 25th ult.— GEO. JAMES EFFORD, age 21, height 5 ft. 7i in., stout build, complexion, hair, and eyes dark, slight dark moustache, tip of left middle finger cnt off; dress, 2 THE POLICE GAZETTE. Lane, West Mailing. 9. — Tunbridge Wells ( Borough). — For obtaining money by means of a worthless cheqne on the London Chartered Bank of Australia, 2, Old Broad - street, E. C. — J. HITCH INS, alias J. ROGERS, J. E. FREEMAN, and TAYLOR, age • 40 ( looks younger), height 5 ft. 5 or 6 in., com- plexion, hair, and slight moustache dark. About 7 years since he was employed as draper's assistant at Brighton. Warrant issued. Information to the Chief Constable, Tunbridge Wells. LANCASHIRE. 10.— Leigh ( County).— For stealing a " B Swift" safety bicycle, fork at back out of repair, no guards — WILLIAM THOMAS, age about 30, height 5 ft. 4 in., slight build, complexion and moustache dark, small cut mark back of head, lame in left leg; dress, dark cloth jacket, light tweed vest and trousers, plain grey cap, low shoes ( much worn). A collier; stated he belonged to Burslem, Stafford- shire, where his parents reside, and where his sister keeps a public- house. Warrant issued. Information to Supt. Higginbotham, Leigh. 11— Manchester ( City) — For forging and uttering two cheques— CAROLINE CADBURY, alias JANE FELL, age 50, medium height, com- plexion fair, hair dark, tumour on right side of back of head, wears eye- glasses when reading; when sit- ting she occasionally twitches to the left. Is well educated. The cheques weie stolen from a cheque- book at Malverr, on 12th inst., by a housekeeper named Jane Fell. Fell and Cadbury are one and the same person. Cadbury wrote to Messrs. Nash and Sons, bankers of this city, saying that a letter was awaiting her at the General Post Office, and that as she thought she would be too ill herself to come to Manchester, requested them to obtain the letter the following day at the post office, and remit the amount to her. This letter of Cadbury's purported to come from the Midland Hotel, Derby. The following day she came to Manchester, called on the bankers referred to, and obtained about £ 90 on the two cheques. Warrant issued. Not to be apprehended ont of the United Kingdom. Information to Deputy Chief Constable Smith, Manchester. LINCOLNSHIRE. 12. — Boston ( Boroujh). — For stealing £ 24 4i. 3d., on 22nd ulto.— JOHN STAINES, a time and store keeper, age about 40, height 5 ft. 3 or 4 in., complexion sallow, hair aud moustache dark. He left Boston on 16th inst., accompanied by his wife and two daughters, one age 1( 3, and the other 7 year?. Warrant issued. Information to Head Constable Bellamy, Boston. SHROPSHIRE. 13.— Church Stretton ( County). — For feloniously c insiDg grievous bodily harm to a police constable — A tramp who gave the name of MATTHEW SMITH, age about 35, height about 5 ft. 7 or 8 in., complexion sallow, round features, hair dark brown, heavy light moustache; dress, brown cloth jacket, dirty corduroy trousers, patched with piece of cloth on seat, brown felt hat; was barefooted, and carried a bundle wrapped in a red handkerchief. Is supposed to be making his way to Birmingham. Warrant issued. Information to Inspector Lewis, Church Stretton. SOMERSETSHIRE. ] 4.— Somerton ( County).— For committing an unnatural offence with an ass, at Aller— SAMUEL SHEPPARD, age 18, height 5 ft. 8 or 9 in., com- plexion fresh, hair light, eyes blue, impediment in speech ; dress, light tweed suit and black hard felt hat, or light coat and vest, brown cord breeches and gaiters, double- peak cap. A native of Aller, near Langport. Warrant issued. Information to Supt. Perry, Somerton. STAFFORDSHIRE. 15.— Burslem ( County).— For stealing £ 2 £ from his ledgings at Wolstanton, on 16th inst.— JOSEPH REDDISH, age 18, height 5 ft. 7 in., complexion fair, hair dark brown, eyes blue, lost first finger right hand from second joint, aud third finger has recently betn crushed and is now bandaged ; dress, blue cloth jacket and vest, light plaid trousers, lace boots, black cap. A shoemaker; native of Macclesfield. Warrant issued. Information to Supt. Hill, Burslem. 16. — Longton ( County).— For embezzling £ 1 15s.— CHARLES HENRY WHITEHURST, age 18, height 5 ft., complexion, hair, and eyes dark, right side of face slightly drawn, caused by fits ; dress, black coat and vest, blue check trousers, blue check cap with peak, low shoes. A native of Nor- macott. Warrant issued. Information to Supt. Evans, Longton. 17.— Tettenhal) ( County).— For stealing, 12th inst.— A quantity of hair from the manes and tails of 5 horses— WILLIAM ELKS, alias WILLIAM TURNER, and THOMAS DAVIS, age 52 ( looks older), height 5 ft. 7 or 8 in., complexion fresh, hair and moustache brown, oval face, scar on right eye- brow, mole under right breast; dress, old dark pilot jacket with hole in back, brown cord trousers, white muffler, lace boots, black felt hat. A native of Sc. George's, Salop. Warrant issued. Information to Snpt. Cook, Tettenhall, Wolver- hampton. SURREY. 18.— Reigate ( Borough).— For stealing, 23rd inst.— A bay gelding, about 4 years, 15 hands, long tail, white star on forehead, hair scratched off along off side, hiud fetlocks white; and a saddle and bridle— A MAN, age about 30, height 5 ft. 7 or 8 in., side whiskers and moustache dark ; dress, light coat with raised seams, light trousers, black hard felt hat; appearance of a gipsy. Was traced to Epsom, going in the direction of London. 19.— Reigate ( Borough).— For stealing, 23rd inst. — A silver geneva hunter watch, much worn ; a grey mixture coat and vest; a pair of trousers rather light in colour; and a black diagonal coat— A man who took lodgings for the night, and gave the name of CHARLES FREDERICK WEST, age about 28, height 5 ft. 7 or 8 in., complexion fair, moustache light, impediment in speech, has a peculiar way of screwing his face when talking; dress, black jacket and vest, grey trousers with brown stripe, heavy nailed boots, black hard felt hat. Stated he was a cabinet maker, and worked for Maple & Co., London. Information to Head Constable Morant, Reigate. SUSSEX ( EAST). 20.— Hastings ( Borough). — For deserting his wife and family— FREDERICK ADDISON, age 48, height 5 ft. 7 in., complexion fair and fresh, hair brown, bald on top of head, tuft on chin, sometimes wears a beard, eyes hazel; dress, usually house- painter's working clothes. Is of very intemperate habits. A journeyman house- painter; native of St. Leonards, Hastings. Warrant issued. 21.— Hastings ( Borough).— For being concerned with another man named LESTER, in obtaining money by false and fraudulent pretences, on or about 31st ult.— ARNOLD TATE, late of 16, St. Helen's- road, Hastings, age about 45, height 5 ft. 5 or 6 in., hair dyed, small side- whiskers and mous- tache, eyes giey, slightly ball at back of head, pointed nose and chin, throws his head back when walking, false teeth in upper jaw, speaks quickly; dress, brown coat and vest, brown and grey striped trousers, dark brown boots, white straw hat. Sup- posed to be an American. Stated he was theatrical manager for Captain Brabazon, Paris, and advertised for young ladies, from whom he obtained money under the pretence that it was for costumes. Warrant issued. Information to Chief Constable Glenister, Hastings. SUSSEX ( WEST). 22. — Shoreham ( County). — For stealing mackerel nets ( recovered)— GEORGE WHEELER, alias SMITH, ago 25 or 26, height 5 ft. 6 in., com- plexion fresh, hair brown, small light moustache ( turned up at ends), front teeth lower jaw inclined inwards ; dress, dark jacket, cardigan under, dirty dark trousers, blucher boots, black hard felt hat or peak cap. He has sailed in fishing smacks from Yarmouth, and may be found in fishing ports on the East Coast. Warrant issued. Information to Supt. Byrne, Steyning. YORKSHIRE ( NORTH RIDING). 23.— Northallerton ( County).— For stealing, 4th inst., a blue woollen cloth jacket, 2 pockets on hips, and one outside left breast, 4 black bono but- tons down front and two on each cuff, bound with black braid, blue and white 6triped lining, vest of same material ; a pair of grey cloth trousers with brown stripe, fly fronts, lined white calico; a single- breasted brown cloth overcoat, with red mixture stripe, cape attached, 2 pockets outside ou hips, one outside left breast, ticket pocket, 6 buttons down front, and 2 on each cuff, dark lining, small bright chain on collar ; a pair of light lace boots, goloshed round, kid tops, perforated toe- caps, brass eyelets and hooks on top, one hook missing from right boot; all articles man's size, and in good condition; a black wooden pipe bound with silver, straight black bone stem— JOHN SAUNDERS, age 18, height 5 ft. 6 or 7 in., complexion fresh, hair brown, no- whiskers or moustache, eyes blue; dress, stolen clothing, dark worsted jacket and vest, black hard felt hat. Carried a white bundle. A farm servant; supposed to be a native of Harlston, Norfolk. Has relatives residing at Harlston, and Northfleet, Kent. Is in company of a farm servant named Fuller, of same age and height, who has relatives residing at Newton, near Cambridge. Stated they were going to Liverpool, but will probably make for the places named, or seek employ- ment amongst farmers. Warrant issued. Information to Deputy Chief Constable Hutchin- son, Northallerton. YORKSHIRE ( WEST RIDING). 24.— Barnsley ( County).— For being concerned in stealing property described in Case 96, L9th inst. — License Holder HENRY MILLS, alias RICHARD MILLS, HENRY MOULSON, HENRY MUL- LINS, and RICHARD MILNES, Office No. 43063, age 52, height 5 ft. 4j in., complexion fresh, hair light brown ( beard and moustache sandy), eyes blue, scrofula round neck, scars left side forehead, right eyebrow, left elbow, right armpit, lobe of right ear, and above right buttock ; dress, dirty grey mixture suit, grey cap, white collar and front, red tie; carried a grey overcoat, an old black handbag, and two bundles, one of which was tied in a spotted handkerchief. Has sold part of the property referred to. Was sentenced at Manchester, 2nd November, 1882, to 10 years penal servitude for sacrilege. Licensed 9th June last. I 1095. 25.— Barnsley ( County).— For sacrilege, 18th inst., at St. Thomas's Church, Worsbro' Dale, near Barnsley, and stealing 1 maroon velvet altar cloth, embroidered with various shades of yellow silk; 1 maroon velvet pulpit cloth, richly embroidered with yellow silk; 1 maroon velvet reading- desk cloth to match pulpit cloth, with three tassels; 1 large and 4 small white linen Communion cloths; 2 scarlet silk and 2 scarlet cloth alms bags, embroidered with red; 4 black silk stoles, each embroidered with three crosses; 1 Oxford B. A. black silk hood trimmed or lined with white fur; the white fur of another hood; 4 brown holland dust covers, marked " St. Thomas's Church" in black ink; 1 white towel with narrow pink border, marked " St. Thomas's Church" in black ink; ^ doz. new grey calico dusters ; 1 fine linen surplice; 1 piece of valuable foreign lace ; 1 small hammer and 1 small screw- driver— A MAN, age about 45, height 5 ft. 2 or 3 in., complexion pale, hair, beard, and moustache sandy, bow legged; dress, dark cloth suit, white collar and front, grey cap. Was carry- ing a grey overcoat over his arm, and two bundles in white and spotted handkerchiefs. He offered some of the stolen articles for sale in public houses at Barnsley. Information to Supt. Kane, Barnsley. 26. — Don caster ( County). — For failing to report— License Holder JOHN MARSDEN, alias JOHN SMITH, Office No. 43015, age 37, height 5 ft. 7| in., complexion fresh, hair brown, eyes brown, bald top of head, scar left eyebrow, face and neck freckled, small mole near left nostril, 3 front of left shoulder, 1 left side of neck, and top and bottom of back. Sentenced at Rotherham, 6th July, 1888, to 5 years penal servitude, and 3 years TUESDAY, AUGUST 16, 1892. T H E POLICE GAZETTE. 505 police supervision for larceny. Licensed 6th June last. O 247. Blake, Doncaster. 27— Wakefield ( County).— For embezzling £ 15 lis. lid.— JOHN NEWALL DUFF, age abont 35, height 5 ft. 4 in., complexion sallow, hair dark brown, slight moustache, no whiskers, eyes grey, small scald marks on face and neck, slightly rouud- shoulderad, carries one shoulder higher than the other, is well educated ; dress, black cloth jacket • and vest, dark mixture trousers, lace boots. Warrant issued. Information to Supt. Shepley, Court House, Wakefield. 28.— Leeds ( Borough).— For embezzling about £ 300— JOHN SUTTON BALDWIN, a grocer'd assistant, age 24, height about 5 ft. 6 in., thin build, hair light brown, no whiskers or moustache; dress, blue serge jacket and trousers, white vest, fawn- colour hard felt hat; carried a light tweed overcoat in leather strap. A native of Elsham, near Brigg, Lincolnshire. Was la « t heard of at Inverness, • travelling in the name of JACKSON. Warrant issued. Information to Chief Constable Webb, Leeds. PERSONS IN CUSTODY. CAMBRIDGESHIRE. 29.— Cambridge ( County). — Remanded till 31st inst., for being found on enclosed premises, • with intent to commit a felony, 19 th inst. — WILLIAM JONES ( supposed false), age 33, height 5 ft. 3^ in., complexion fresh, oval face, hair sandy, eyes grey, scar on left temple, 2 scars on right eye- brow, scar left cheek and back of head, mole on right shoulderblade and back of left upper arm ; dress, blue serge suit, black hard hat. A native of Aylsham, Norfolk. Had in his possession 2 flag baskets ; a small box with tailors' patterns, marked " H. N. & Co.' s B Trousering3,1890- 91," snap fastening; a silver clasp fruit knife ; a cornelian pendant; 5 razors, viz., 3 loose and 1 pair white handled, in case, " A. F. Donogan, Trinity st., Cambridge" inside lid; 4 posket knives; a purse; several collars; studs; sleeve links ; small pencil- cases ; rings and scarf- pins; 10 linen collars; and 6 doz. mohair laces. Information to Supt. Whitechurch, Cambridge, • or to Inspector Everitt, Caxton. All had a Jewish appearance.
