ATI announcements for insertion in the POLICE GAZETTE, and all communications upon them siould be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. C. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person berequiredto • v Reinserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed bu an officer of not less rank • Han Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolenproperty bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, tciU be wholly responsible for any proceedings whizti ma1/ result from such publication. 11. Announcements for the Friday issue should be forxarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morn ing. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Keic Scotland Yard, by cheque, crossed " DrummondSf Co.," Post Office Order payable at Cna.-, ng Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points- fa) The amount of the reward. ( 6) The conditions on which it is payable. ( c) The person by whom it will be paid. (<£) That the name and address of the printer appear thereon. S. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Folice Force at which Notices can be posted. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. Numerous complaints have been received by the Metropolitan Police for years past abont the undermentioned persons, who, it is believed, are systematically defrauding the public. The follow- ing particulars give the modus operandi of the frauds in each case, but it must be clearly under- stood that no action can be taken by Police against the offenders unless process is first obtained by some person defrauded. MESSRS. DOREY LESTER & CO., KILBURN. ( C. O.— C. I. D. Correspondence, No. 62292.) This firm distribute circulars in Great Britain and abroad, describing jewellery and other articles which they offer for sale at an exceptionally low price, giving some special reason for the charge being so small, and representing the real value to be much greater than the sum asked for. They enclose a coupon to be signed and returned with the purchase- money, and, on the article being sup- plied, it is found to be of little or no value. In some instances the property purchased is never received at all. LANCELOT DOREY LESTER is the only representative of the firm, and he is a dealer in mock jewellery and other worthless goods. ERNEST DAT, 439, OLD KENT ROAD, S. E. ( C. O.— C. I. D. Correspondence, No. 56664.) This man is a waste- paper dealer, and forwards letters to persons— mostly in a good social position— stating that some portrait, picture, ancestral arms, or crest of a late member of the family to which the person he is addressing belongs, has come into his possession owing to the death of his mother, who received it from one of the family in question, and he regrets that, owing to straightened circumstances, he is compelled to sell the article, and he offers it for two or three guineas, and, if necessary, he will forward it on approval. The articles he thus deals in are worthless, and are, no doubt, expressly collected by him with a view to defraud. THE REV. JOSEPH HOLMES, BLOOMSBURY MANSIONS, BLOOMSBURY SQUARE. ( C. O.— C. I. D. Correspondence, No. 47741.) An American named JAMES HOLLAND rents an office at the above address, and advertises largely in daily newspapers in London and provincial towns. The advertisement is headed " A Card," anddescribes " The Rev. Joseph Holmes' Mexican Prescription No. 1" as a certain cure for weakness, nervous debility, & c., and, on being communicated with. forwards copyright of the prescription and circular describing how it was discovered, & c. " The Rev. Joseph Holmes " is a myth, and the name is simply used to mislead the public. THE REY. J. " WOOD, BUSBY HOUSE, 5, BUSBY PLACE, N. W. ( C. O.— C. I. D. Correspondence, No. 78041.) In this case advertisements are inserted in news- papers, headed " Nervousness, " Weakness, <£ c.," and stating that a minister who has suffered in this way will forward free of charge, on receipt of stamped envelope, physician's prescription which cured him; address " The Rev. J. Wood, Busby House, 5, Busby Place, N. W. On being written to, copyright of recipe and circular describing " The Rev. J. " Wood's Corrossa Compound," stating the prescription will be for- warded at cost price, viz., 18s. 9d. There is no such person at the address given, and the prescription is believed to be worthless. The business is carried on by a couple of irascible women, who meet complaints by a threat to throw water over the inquirer. THE IMPERIAL PORTRAIT ASSOCIATION. ( C. O.— C. I. D. Correspondence, No. 74139.) This business is carried on at 9 and 11, Grace Hill- avenue, Folkestone, " President, CHARLES BERESFORD." The man advertises by circular letter, offering to make " two- guinea life- size Fnsain portraits, free of charge, and send them as adver- tisments to chosen houses throughout Great Britain and France." He exacts a promise from the re- cipient to " have the portrait suitably framed," and this is construed to mean " framed BT HIM." The picture supplied is an enlarged photograph worth but a few shillings, and every effort is made to enforce a fraudulent and exorbitant claim for a frame. WILLIAM LORD MOORE, 5, INGERSOLL- ROAD, SHEPHERD'S BUSH. ( C. O.— C. I. D. Correspondence, No. 7655S.) This man advertises in America and elsewhere to catch people who are supposed to be entitled to money from next- of- kin or otherwise. His business is fraudulent. NOTICE TO POLICE. A Mr. G. W. SARGENT, a chemist, of 75, Chnrch- street, Kensington, is writing to the police throughout the country about alleged violations of the Pharmacy Acts. He is a troublesome and crack- brained busybody, and iu the Metropolitan Police District no notice is taken of his letters. 2 THE POLICE GAZETTE. FRIDAY, JULY 15, 1892. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— C. I. Department — Portraits and de- scription of two men, whose apprehension is sought for murder at Paris— 1st. THEODULE JOSEPH CONSTANT MEUMER, alias CHARLES HER. NARL), a Frenchman, age 31, height 5 ft. 2 in., complexion sallow, pale anil thin face, delicate and sickly- looking, hair very dark brown or black, moustache black, long at ends, not heavy, eyes brown, with a quick, piercing expression, high fore- head, deep dimple on chin, nearly hunchbacked from some spinal disease, oval chested, scar on first finger of left hand ; a cabinet maker. 2nd, JOHN PETER FRANCOIS, alias FRANCIS, a French- man, age 36 ( looks older), height 5 ft. 5 in., hair ( bushy and inclined to curi) dark, eyebrows dark, reddish- brown beard and moustache, high forehead, large conspicuous mole with hair growing thereon on left side of chin ; a cabinet maker. Both of these men are violent anarchists, and may possibly be residing with other anarchists in some provincial town, or enleavour to leave for America. Warrant i - med. 2. — C- I- Department — Woodcut portrait and description of A. D. VILLERS, alias AUGUS- TUS VICTOR DELMAS, whose apprehension is imperial, which ho may cut off, blue- grey eyes, open countenance, slight impediment in speech, flat- footed; dress, light dust overcoat, dark clothes, wears a sapphire and diamond pin, and carries a silk umbrella, cherrywood handle, with gold band, having initials A. D. V. thereon. Supposed a Frenchman. Warrant issued. 3. — A Division. — For stealing £ 30, from Lndgate Circus Post Office, 8th ult.— WILLIAM HENRY HOLLAND SHARPE, alias HOLLAND and W. A. WHITELEY, age 24, height 5 ft. 11 in. complexion fair, weight 156 lbs., chest measurement 38 to 39 in., hair brown, brushed back, small light moustache, eyes blue or bluish grey, high prominent forehead, 4 vaccination marks right arm, 2 left arm dress, fawn- coloured covert coat, black uniform vest and trousers, mohair braid down seams of trousers, black round felt hat ( shabby), brown lace boots. A native of Ashton- under- Lyne, Lancashire. Warrant issued. 4.— M Division. — Suspected of murdering Rosetta Ann Lee, in a stable at Bermondsey, on 28th ult.— THOMAS WHELPTON PEEL, alias WTLLIAM DENT, age 44 ( looks older), height 5 ft. 8^ in., complexion fresh, hair ( turning grey) light, eyes hazel, clean shaved, sharp features, high forehead, lost nearly all his teeth, speaks quickly and stammers slightly, is splay- footed ; dress, black cutaway coat with pockets on hips, grey vest, dark trousers, lacc boots, black hard felt hat. He occupied farms at Wymering, Ashouse, and Bishop's Waltham, Hants, and at Hughenden Buckinghamshire. 5.— T Division.— Woodcut portrait and de- scription of CHARLES FREDERICKS, alius sought for 1 eavy frauds through the " Matrimonial News" and other newspapers, ago 45, height 5 ft. 10 in., complexion fresh, hair curly ( but getting bald) c'ark brown, tmall dark moustache and HITCHCOCK, a barman, whose apprehension is sought for stealing about £ 80, on 26th ult., age 24, height 5 ft. 11 in., complexion, hair and very slight moustache dark, scar from abscess on right side of neck, boil on chin, mole on back of neck, very large feet, awkward gait, stoops when walking; dress, black reefing coat and vest, striped trousers. He is an amateur illusionist. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6. — For stealing £ 35 cash and two £ 5 Bank of England notes, Nos. 71396, dated 16th April, 1892 and 0. 5556— FRANK SEYMOUR JONES, a clerk, late of 168, Yictoria- park- road, London age 22, height 5 ft. 5 in., hair and slight moustache light; dress, black coat and vest, light trousers, and black felt hat which he wears at back of head. Absconded 2nd inst. Warrant issued. Information to Supt. McWilliam, 26, Old Jew ry, E. C. 8.— Wokingham ( County).— For stealing from his lodgings at Sandhurst, 2nd inst.— A laly's silver lever watch, No. 82628, maker " Borelli, Reading " chased on back ; silver albert chain, flat and round links, with silver tassel attached, bar broken— A MAN, ago about 32, height 5 ft. 8 or 9 in., com- plexion dark, hair, moustache, and side whiskers dark brown, eyes dark ; dress, dark grey ribbed cloth jacket, black vest, brown cloth striped trousers, worn at bottoms, black hard felt hat, lace boots. A tramping painter; stated he came from South- ampton, and was on his way to London. Information to Supt. Atkin, Wokingham. 9. — Windsor ( Borough). — For cruelty to animals — ROWLAND EVANS, age about 32, height 5 ft. 6 or 7 in., complexion pale, hair, thick moustache, and side whiskers dark, thin face ; dress, black coat and vest, light trousers. Warrant issued. Information to Head Constable Armour, Windsor. CAMBRIDGESHIRE. 10.— Newmarket ( County).— For stealing a portmanteau containing clothes, & c. ( recovered at Bishop Stortford), on 6th inst.— A MAN, age 21 or 22, height 5 ft. 3 or 4 in., complexion, hair and eyes dark, clean shaved; dress, dark jacket and vest, grey trousers, flannel cricketing shirt, grey cloth cap. Stated he had been in service as footman, and had lived in London. Supposed same as described in Case No. 24, 8th inst. This man was at Bishop Stortford, on 11th inst., where he endeavoured to obtain some watches by false pretences. Information to Deputy Chief Constable Long, Newmarket. BERKSHIRE. 7.— Faringdon ( County).— For night poaching at Buscot— HARRY MAJOR, age about 30, height 5 ft. 6 in., complexion fresh, hair brown, pointed Roman nose; dress, grey plaid tweed suit, pockets in side aiid breast of coat, peaked cap with ear- flaps, generally wears a white muffler. A native of Bristol. Has the appearance of a groom. Has a small light lurcher dog and a quantity of netting with him, and is usually accompanied by a woman. Warrant issued. Information to Supt. Beetcher, Faringdon. CHESHIRE. 11. — Altrincham ( County). — For obtaining 10s. by false pretences— GEORGE SHINGLER, age about 23, height 5 ft. 4 or 5 in., complexion fair, hair light brown, slight brown moustache, eyes blue, lost front upper teeth, turns one toe in ; dress, dark blue suit ( rather shabby). A native of Crowton, near Chester. May be heard of at Chorley, Southport, Blackburn, Blackpool, Preston, or Lancaster. Warrant issued. Information to Supt. Walker, Altrincham. 12.— Runcorn ( County).— For stealing, 10th inst.— 1 red- striped cotton shirt, 1 white flannel singlet, I pair grey woollen drawers, 1 pair blue worsted stockings ( all new), and a large shawl ( dark material)— PEGGY WAKEFIELD, age about 30, height 5 ft. 4 or 5 in., very red face, hair sandy, light moustache, eyes grey, short thick- set appear- ance ; dress, black monkey jacket with black bone buttons, moleskin trousers, black cloth cap with peaks, clogs. A canal boatman ; native of Runcorn. Warrant issued. 13.— Runcor n( County).— Forlarceny( pmo) t)— MARTHA JANE WHELAN, alias PARTINGTON, a prostitute, age 25, height 5 ft., complexion fresh, hair light brown, eyes blue, large mouth, prominent front teeth ( one tooth very much so) ; dress, old grey shawl, worn overhead, brown winsey dress, and old sidespring boots. A native of Widnes. Warrant issued. 14.— Runcorn ( County).— For stealing, 7th inst. 1 plaid cloth coat, 1 brown corduroy jacket, 1 corduroy vest, 1 brown cloth jacket ( all mado in navvy fashion), 1 pair of strong lace boots, 1 pair light lace hoots, and two drab- colour slops — Three men: 1st, KELLY, age about 50, height 5 ft. 6 in., complexion dark, hair dark brown, clean shaved; 2nd, JAMES SMITH, age 35 to 40, height 6 ft., complexion fresh, hair dark brown, heavy brown moustache; 3rd, EDWARD HEDLEY, age 25 to 30, height 5 ft. 5 or 6 in., complexion dark, hair dark brown, clean shaved. All three were lately employed as navvies on the Ship Canal works, but are boatmen by trade. Warrant issued. Information to Supt. Atherton, Runcorn. A native of Derby. Has been previously convicted at Belper and Leeds for exposing his person, and at Derby for housebreaking and burglary. M 530. Warrant issued. Information to Supt. GLAMORGANSHIRE. • 21.— Cardiff ( Borough).— For fraud— JOHN REES, a plater's helper, age about 30, height 5 ft. 8 in., complexion sallow, hair dark brown, small brown moustache, wears his hair combed over fore- head, has a peculiar manner of blinking his eyes when talking; dress, black cloth suit, black cloth cap with peak, and sometimes black hard felt hat. He has been Secretary of the " Bristol, West of England and South Wales Operative Trade and Provident Society." Has also been to sea as donkeyman, and wrought as a plater's helper at Middlesbro about 4 years ago. Absconded 5th April last. Warrant issued. Information to Head Constable McKenzie, Cardiff. DORSETSHIRE. 16.—' Wimbourne ( County).— For stealing £ 14 at Kinson, 22nd ult.— CHARLES STEVENS, age about 44, height 5 ft. 7 in., very stout, complexion fresh, hair ( turning grey and getting bald) brown, whiskers and moustache brown, erup- tion left side of face, back of neck and on one arm ; dress, black coat or jacket and vest, grey trousers, black hard bat. A journeyman baker ; stated he is a native of Tunbridge. Is a heavy drinker, takes great interest in racing and betting, and knows London and neighbourhood well. Warrant issued. Information to Supt. Marsh, Wimborne. HAMPSHIRE. 22.— Winchester ( City).— For obtaining by false pretences, 24th ult., a double- barrel 12- bore hammerless gun, makers " Hammond, Bros., Win- chester," Anson and Deeley action, stock has been lengthened with horn heel- plate, barrels newly browned, in a black japanned canvas case, crimson lining, brown straps— J. MEDES, alias Colonel J. C. CARLETON, age 60, height 5 ft. 10 in., stout build, complexion dark, hair and moustache grey, • omething peculiar about one eye; dress, light brown dust- coat, black frock coat, black vest, light eloth trousers, brown hard felt hat. Gave his address as The Grange, Southsea ( false), and 22, High- street, Kensington. He frequents military stations, buying officers' jewellery, clothing, & c., and is supposed to sell cigars. Tendered in payment cheque, No. 20674, D 2.92, on Sir Charles R. McGregor and Co.' s Bank, London, for £ 16 16s., signed J. C. Carleton, Col. The book from which this cheque was taken is found to have been stolen. Warrant issued. Information to head Constable Morton, Win- chester. ESSEX. 17. — Brentwood ( County). — For stealing a silver geneva watch, maker " Thomas Roskill, Liverpool," white dial, steel hands ; a lady's small gold watch; a clerical coat, and a white straw hat with black band— A MAN, age 40 to 50, height 5 ft. 7 or 8 in., complexion and hair dark, small dark moustache, no whiskers; dress, dark cardigan jacket, brown striped trousers, white collar and striped tie, white straw hat or soft billycock. Information to Supt. Dobson, Brentwood. 18.— Chelmsford! ( County).— On commitment to pay £ 1 lis., or go to prison for 28 days, for neglecting to maintain his mother, who is charge- able to the Chelmsford Union— WILLI AM TUR- NER, alias ROBBER TURNER, age 45, height about 5 ft. 7 in., complexion sallow, hair ( turning grey) dark, eyes grey, small side whiskers, no beard or moustache ; dress, long brown or dark overcoat, cord trousers, lace shoes, soft dark felt hat. A native of Writtle, Essex. Usually works with threshing machines. Warrant of commitment issued. Information to Deputy Chief Constable Somerset, Chelmsford. 19.— Saffron Walden ( County).— For stealing a pony, cart, and harness ( recovered), at Quendon, Essex, 2nd inst. — WILLIAM WATERS, alias VANE, age about 25, height 5 ft. 5 in., complexion fair, hair dark brown, small moustache, no whiskers, eyes hazel; dress, black jacket and vest, light cloth trousers, cap with peak. Warrant issued. Information to Supt. Simmonds, Saffron Walden. FORFARSHIRE. 20.— M ontrose ( Burgh).— For stealing a bicycle ( recovered), 24th ult.— JOHN GRIEVE, alias JOHN YOUNG, a traction engine driver, age about 34, height 5 ft. 8 or 9 in., stout build, complexion fresh, hair reddish, brownish side whiskers and moustache, clean shaved; dress, blue serge or dark tweed suit, blue cap with peak. Is wanted for a similar offence at Forfar Burgh. Has been previously convicted. Warrant issued. Information to Supt. Wilson, Montrose. Stated he was a fireman on London and North- Western Railway, and that he was on his holidays. 26— Old Trafford ( County).— For obtaining 2s., by false pretences, at Cadishead, 5th inst.— A MAN, age about 30, rather short stature, com- plexion, hair, side whiskers, and moustache dark, chin shaved, of good manners and address; dress, shabby dark cloth suit, black felt hat. This man called at a grocer's shop, represented himself to be an inspector under the Food and Drugs Act, and asked for some butter, coffee, and a loaf to analyze. He stated that the butter was not pure, told the proprietress that she was liable to a heavy penalty, arid obtained the sum of 2s., which he said was his fee. 27.— Old Trafford ( County).— For stealing a horse ( recovered) at Prestwich, 20th ult.— A MAN, age about 26, height 5 ft. 5 in., complexion fresh, hair light brown, moustache light, eyes light blue ; dress, grey twped coat and vest, black hard felt hat, collar and tie, strong lace toots. Is accompanied by his wife, age about 30, rather short, carrying in her arms a child about 6 months old, and a boy age about 14 years, dressed in blue serge knickerbocker suit and round cap, who almost always accompanies his father. This man calls on publicans and beersellers, soliciting orders for advertisement cards, stating that he is travelling for " J. J. Whitman, Edgware- road, London " ( false). He draws money on account, stating that the cards will follow in a few days, and gives a receipt for the amount on a printed form. Had with him a black bag with straps round, con- taining blocks of wood for printing purposes, and sample caids bearing the name of " J. J. His modus operandi is to ascertain the names of persons having relatives in America or India, and then call upon them, stating that he has just arrived in this country from abroad, and is the bearer of valuable luggage and parrots, which have been sent home to them, and by such representations succeeds in obtaining money, food, and lodgings.
