- W POLICE GAZETT PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 3, 1892. VOL. IX., No. 880. REAITIIATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and Hie exact conditions be clearly " stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed bu an officer of not less rank than Inspector, or analoaous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 0 g. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whio/ i man reiv. lt from such publication. 11. Announcemsnts for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co." Post Office Order payable at Cnanng Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. Cc) < d) The following is a copy of the » rder which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- ations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— A Division.— For stealing, 28th ult., a lady's silver geneva watch, J- plate, " Examined by W. Braithwaite " on face ; a lady's silver open- face keyless watch, face ornamented with flowers ; 5 gold rings, viz. : 1 set 5 diamonds, square setting; 1 buckle and strap set with 3 diamonds; 1 antique, opens into 3 rings, when closed forms two clasped hands, when open discloses a gold head under- neath ; a gold mourning, " Father" engraved out- side, box with glass, containing hair; 1 dress, set circlet of emeralds; 3 brooches, viz. : 1 gold, size of florin, set coral and pearls; 1 gold bar, set with one diamond; 1 antique, 15- carat gold oval frame, twisted pattern, mother- of- pearl back with bird in centre in various coloured enamel; 2 gold bracelets, viz.: 1^- in. wide plain band, set with one diamond, pearl each side; 1 set coral and diamonds in circle, raised; 2 pairs gold earrings, viz. : 1 set coral and pearl, round; 1 diamond shape, rope edging, rose diamond in centre of each ; and 1 9- carat gold neck chain, long, old- fashioned, secret links— by A MAN who called at the house under the pretence of examining telephone wires, age 28, height 5 ft. 4 or 5 in., complexion fresh, hair ( curly) light brown, clean shaved, eyes grey; dres=, ' light tweed suit, black felt hat. 2.— D Division.— For stealing, about 19thult., a picture, subject, " The Martyrdom of St. Law- rence," painted on glass, in gilt frame, about 3ft. 6in. x3 ft., back of which opens on hinges; a white ostrich feather fan, mounted in pearl; 1 black ostrich feather fan, mounted in tortoise- shell; 1 brown bearskin carriage rug, lined with brown cloth; 1 American woollen rug; 1 antique Mexican saddle, heavily mounted in silver; 1 small round table, black marble top inlaid malachite, glass face, on gilt frame and three columns, with Cupid playing with small bird thereon— H. A. YOUNG, alias Cap- tain YOUNG, age about 35, height 5 ft. 9 in., very stout, full neck, complexion florid, round face, hair light brown, small fair moustache, full eyes, grev ; dress, light covert coat, dark under coat and vest, dark grey trousers ( very loose) with blue stripes, hard felt hat, brown leather boots, of shabby- genteel appearance. Supposed native of London. He de- scribes himself as an officer in the Army, but is sup- posed to be connected with Volunteers or Militia. Warrant issued. 3 — E Division. — For obtaining 7 sets of billiard and 1 set of pool balls, by means of a worthless cheque on the Union Bank of England Two men ( 1st) ALBERT WALKER, age 50 to 55, height 5 ft. 4. in., complexion fair, broad cheek- bones, hair, small moustache and side whiskers iron- grey ; eyes dark; dress navy- blue serge jacket suit, black bowler hat. ( 2nd) Passes as the son of the above, age 23, height 5 ft. 8 or 9 in., complexion fair, square features, hair dark, brushed up at sides and front, eyes dark brown, dress black frock coat, bowler hat. Both Germans. Warrant issued. 4. — E Division. — For embezzlement — ROBERT JOHN THORNE, a traveller and collector, age 38, height 5 ft. 7 in., stout, com- plexion, hair and slight moustache dark, very full fat face; dress, black frock coat and trousers, high silk hat; of gentlemanly appearance. A native of Walworth. Warrant issued. 5.— J Division.— For obtaining £ 4 2s. by means of a worthless cheque on the Northampton- shire Union Bank, Limited, Bedford— CHARLES PICKERING, age 28, height 5 ft. 8 in., complexion sallow, full face, hair and moustache brown; dress, brown tweed suit, black felt hat; of respect- able appearance. Is well known at Bedford. Sup- posed wanted for other offenccs. Warrant issued. 6.— S Division. — For stealing a number of watches entrusted to him to repair — THOMAS BAKER, a working jeweller, age 28 to 35, height about 5 ft. 7 in., complexion very pale, hair light brown, very slight side whiskers and moustache, restless blue eyes, is fond of the society of betting men, and frequents gambling clubs; generally dressed in dark tweed suit, but sometimes in black diagonal frock coat and vest, melton overcoat with astrachan collar, black felt hat. A native of London. May open a small working jeweller's shop in some provincial town or village under an assumed name. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 7.— Reading ( Borough). — For stealing, 25th ult., a black horse pony, aged, hog mane and tail; a set of silver- mounted harness, and a small two- wheeled gig, yellow wheels picked out black, brown cushions, light check rug; and a whip which has been repaired with brass ferrule in centre— A man, who gave the name of CLARKE, age about 30, height 5 ft. 7 in., moustache dark, no whiskers ; dress, dark coat, black hard hat. Warrant issued. 8.— Reading ( Borough).— For stealing, between 13th and 16th ult, a silver geneva watch, a gentle- man's waltham lever watch, No. 179675; a silver lever hunter watch, No. 60863, a fine gold wire bracelet with 3 Indian berries, a shark's tooth and a small shell attached; and a silver brooch with bird 2 T I I E POLICE GAZETTE. HALLETT, age 40 height 5 ft. 9 or 10 in., slight build, complexion dark, moustache dark brown, otherwise clean shaved, eyes hazel, one arm has been injured ( supposed right) ; dress, light suit, light cap with peak. His modus operandi is to go aronnd to houses, stating that he has just left some big firm of jewellers in the town, and is going to start business for himself, and, when he gets watches, & c., to repair, he absconds. Warrant issued. 9.— Reading ( Borough). — For stealing furni- ture on 29th March last.— WILLIAM WHITE, alias SHARPE, age 36, height 5 ft. in., stout build, complexion dark, hair, whiskers and mous- tache dark brown, eyes hazel; may be passing himself off as a clergyman and is probably accom- panied by a woman, age about 38, height 5 ft. 5 in., stout build, complexion and eyes dark. They have in their possession a small brown pony and a trap with red wheels, and may be driving about the country. The man was apprehended for this offence on 17th nit., and remanded till 20th ult., when he was allowed bail, to which he failed to appear. Warrant issued. Information to Head Constable Tewsley, Reading. CHESHIRE. 10.— Altrincham ( County). — For stealing a mare ( recovered), at Hale, on 28th February last— THOMAS SMITH, age 40 to 50, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair grey. A horse dealer; late of Manchester. Was last heard of at Harrogate, Yorks. Was formerly a publican. Warrant issued. Information to Supt. Walker, Altrincham. 11— Birkenhead ( Borough). — For failing to report— Supervisee SAMUEL DAVIS, Office No. 28625, age 50, height 5 ft. 8 in., complexion sallow, hair dark brown, eyes hazel, S. D. E. G. and anchor inside right arm, crossed fla^ s and dots inside left arm, right hip, and 3rd left finger fractured, 4 boil scars on left and 2 on right shoulderblade. Sentenced at Kirkdale, 20th January, 1880, to 7 years penal servitude and 7 years police supervision for larceny. W G 703. Information to the Chief Constable, Birkenhead. DUMFRIESSHIRE. 12.— Dumfries ( County).— For embezzling up- wards of £ 1,000— JAMES DALZIEL McVEIGH, age 45, height 5 ft. 7 in., complexion florid, hair ( tinged with grey) browD, nearly clean shaved, eyes ( large) grey, thin face, sharp nose, dresses well, smart appearance and of plausible address. A native of Dumfries. Has been in America and resided in London several years ago. An accountant and estate agent. Warrant issued. Information to Chief Constable Gordon, Dumfries. ESSEX. 13.— Brentwood ( County). — For obtaining £ 10, at Hornchurch, by means of a false cheque on the Grimsby Branch of the Hull Banking Co., on Dth ult.— C. W. ROVER, alias WM. ANDREWS and J. R. ROBERTS, age 30, height 5 ft. 6 in., complexion and moustache fair; dress, blue serge suit, hard felt hat. Wore a gold chain, with charm attached, and carried a silk umbrella ( silver mounted) in case. Represented himself to be a veterinary snrgeon, and stated that he wanted to take a public- house. Warrant issued. 14.— Brentwood ( County).— For stealing 3 live tame rabbits, on 25th ult.— HARRY EVERETT, age 20, height 5 ft. 6 in., slight build, complexion fresh, hair, slight moustache, and eyes dark ; dress, dark blue cloth coat and ve3t, pearl buttons down the front, dark cord trousers, black hard felt hat. A hay cartcr; native of South Weald, Brentwood. Warrant issued. Information to Supt. Dobson, Brentwood. 15.— Chelmsford ( County).— For carrying a gun without a licence— SAMUEL ODDY, age 26, height 5 ft. 3 in., complexion sallow, hair brown, very thin face, is fond of drink and gets very excited when the worse for drink; dress, light tweed jacket, light riding breeches, light cloth leg- gings, and grey cap. A groom ; native of Stock, Essex. Warrant of commitment issued. Information to Deputy Chief Constable Somerset, Chelmsford. GLOUCESTERSHIRE. 16.— Cheltenham ( County).— For failing to report.— License Holder GEO. DIX, Office No. 42674, age 22, height 5 ft. 7f in., complexion fresh, hair red, eyes hazel, face freckled, blue spot tip of nose, scar on upper lip, over right eye, and 2 on thumb, 2 moles on neck. Sentenced at Cheltenham, 4th April, 1888, to 5 years penal servitude and 3 years police supervison for felony. Licensed 22nd March, 1892. O 139. Information to Supt. McRae, Cheltenham. HERTFORDSHIRE. 17.— Hemel Hempstead ( County). — For stealing, 26th ult., at Great Berkhampstead, an old- fashioned tricycle, steering- wheel in front, leather cushion seat, steel axle, red gutta- percha tyres, new gong and lamp— A LAD, age about 14, complexion fair; dress, light brown jacket ( much worn), cord trousers, peak cap. Carried a wicker basket. He inquired the way to London. Information to Supt. Frogley, Hemel Hempstead. LANCASHIRE. 18.— Salford ( Borough).— For stealing, 31st ult., a gentleman's grey double- breasted reefer coat, lined with black Italian cloth, striped lining in sleeves, usual pockets, grey bone buttons, vest to match, with striped lining ( in good condition), inside breast- pocket of coat contained a memo, book, papers, and some old tickets relating to a Mr. Lane's benefit concert; a gentleman's very light brown covert coat, light brown Italian lining, cloth buttons to match, usual pockets, nearly new ; and a lady's plain gold ring, worn very thin, set with one diamond, plain setting— A MAN, who arranged for lodgings at a restaurant, and said he was employed as booking- clerk at the Central Railway Station, Manchester, age about 19, medium build and height, hair light brown; dress, striped coat, vest, and trousers, shabby boots. He wa, s allowed to go up- stairs on the pretence of washing himself, and shortly afterwards decamped with the above articles. Information to the Chief Constable, Town Hall, Salford. SHROPSHIRE. 19.— Bridgnorth ( County).— For failing to report— License Holder JOHN MA. NSELL, alias BENJAMIN OWEN', Office No. 42915, age 26, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes grey, scar on right little finger, three large vaccination marks on left arm. Sentenced at Here- ford, 13th July, 1888, to 5 years penal servitude for larceny. Licensed, 16th May, 1892. O 249. Information to Supt. Walters, Bridgnorth. STAFFORDSHIRE. 20.— Wolverhampton ( Borough). — Portrait and description of JAMES HENRY JONES, a clerk, whose apprehension is sought for embezzling about £ 2,000 by falsification of books— age 21, height 5 ft. 6 or 7 in., complexion sallow, hair brown, slight light moustache, face blotched as if from drink, twitches his mouth when talking, ends of fingers turn up, shuffling gait in walking ; dress, when he absconded, rough blue overcoat, light tweed trousers, lace boots, black felt hat; generally fastens tie with gold ring, set one diamond. Is probably accompanied by AMY CLARK, or CLARKSON, passing ES his wife, age about 17, height 5 ft. I or 2 in., complexion pale, hair dark; dressed, when she left, in brown close- fitting hat trimmed green ribbon, drab cloak, terra- cotta lining" to hood, crushed strawberry dress. The day before absconding Jones sought and obtained a highly flattering testimonial from the Rev. Mr. Keble, St. Peter's, Wolverhampton, which he may attempt to make use of. He is musical and a thorough hypocrite. It is requested that enquiry be made at hotels, shipping offices, and other likely places. Warrant issued. Information to Captain Burnett, Chief Constable, Wolverhampton. WARWICKSHIRE. 21.— Birmingham ( City).— For stealing the sum of lis. 3d., and other amounts, on 19th ult.— ALFRED VINCENT, a clerk, age 18 or 19, height 5 ft. 6 or 7 in., complexion very dark, hair ( worn long and projecting at sides) black, curly, walks with a rolling gait, suffers from bunions on one toe, and has boot cut for ease ; dress, black serge suit, jacket double- breasted. Is well known in the Black Country. His father is stationmaster at Oldbury, Staffordshire. Warrant issued. 22.— Birmingham ( City).— For stealing, 24th ult., a gold horse- shoe pin, set pearls and coral; and a small diamond scarf- pin, set in silver, very old- fashioned — CHARLES SMITH, age 18, height 5 ft. 6 in., complexion fair, impediment in speech, walks erect, of good address; dress, light brown suit, and black hard felt hat. Visited Dudley and Kidderminster on 25th ult. Warrant issued. 23.— Birmingham ( City).— For fraudulently obtaining money by representing that he was authorized to collect for the Middlemores Homes— DAVID BAYNES, age 45, height 5 ft. 4J in., rather stout, complexion fresh, hair ( turning grey) brown, moustache and small side whiskers, eyes grey, scar corner of left eye extending downwards, of gentlemanly appearance and good address ; dress, dark grey jacket suit, black hard felt hat, wore a gold curb chain and a diamond scarf pin. Has been previously convicted at Birmingham and Stafford for similar offences. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. YORKSHIRE ( NORTH RIDING). 24.— South Stockton ( County).— For em- bezzling £ 2 16s. 8d., on 24th ult.— JAMES BELL, alias BARKER, age about 45, height about 5 ft. 7 in., complexion dark, rather freckled face, hair dark ( slightly turning grey), eyes supposed dark j dress, brown loose- fitting cloth jacket, brown broad- ribbed cord trousers, double- peaked cap ; had a blue and a brown cloth top- coat with him. A groom; native of Dnnnington, near York. Formerly resided at West Chiltington, Sussex. Has lately been employed by farmers. Warrant issued. Information to Supt. Wright, South S Nekton. BRECONSHIRE. 23.— Crickhowell ( County).— Committed for trial at the Quarter Sessions, 29th inst., for an attempted unnatural offence— JOHN PRICE ( see Case No. 28, 27th ult.), age 24, height 5 ft. 6 in., complexion and hair dark, slight light moustache, eyes brown; dress, dark coat and vest, dirty mole- skin trousers, lace boots; a native of Coalbrookdale, Shropshire. States that his father resides at Hanley. 26.— Crickhowell ( County).— Committed for trial at Breconshire Quarter Sessions, 28th inst., for larceny— STEPHEN SIMPK1NS ( see Case No. 6, 27th ult.), age 30, height 5 ft. 4| in , complexion TUESDAY, JUNE 14, 1892. Has been in the Royal Artillery, and previously convicted for fraud and horse stealing, and has served several terms of imprison- ment in Devizes gaol. Information to Supt. Winterson, Crickhowell. 2 CAMBRIDGESHIRE. 27.— Cambridge ( Borough).— Remanded till 8th inst., for stealing a silver watch — GEORGE WELDON COOPER, age 43, height 5 ft. 5£ in., complexion fresh, hair brown, eyes light hazel, oval face, f. car left temple, back of head, under left knee- cap, above right wrist, and inside right forearm, mole right groin, bust of man and sword tattooed right forearm, " G. C." left forearm. A carpenter. States he was born at Empingham, Rutland, and that his wife is living at Y" arwell, Northamptonshire. Information to Chief Constable Innes, Cambridge. 3 in., complexion fresh, hair brown, eyes blue; dress, dark cloth suit, black tie, lace boots, black bowler hat. A native of Salisbury. Information to Supt. Philpott, Stroud. CUMBERLAND. 28.— Penrith ( County). — Remanded till 4th inst, for stealing a cash- box— WILLIAM BROWN ( supposed false), age 24, height 5 ft. 4 in., com- plexion dark swarthy, hair black, clean shaved except moustache, eyes brown, third finger left hand broken at second joint, bine mark top of nose, scar on forehead above [ right eye; dress, black serge coat and vest, dark striped trousers, lace boot3, hard felt hat— all much worn. A native of London. States he was brought up as a shoeblack and newspaper vendor in the streets of London and lived in common lodging houses, but has lately travelled the country earning bis living by shaving and cutting hair of tramps in common lodging bouses. He has the appearance of a travelling thief, and may be wanted elsewhere. Information to Supt. Russell, Penrith. DEVONSHIRE. 29.— Exeter ( County).— Committed for trial at the next Devon Sessions for embezzlement at Kings- bridge — CHARLES HEDGER, alias HARRY IRVIN, age about 28, height 5 ft. 11 in., well built, complexion fresh, hair and moustache brown, blue line ( about ^ in. long) tattooed left wrist; dress, dark coat, brown mixture trousers, black hard hat or cloth cap. A butcher; supposed na'ive of London. Has lived in Kent and Wales. 30.— Exeter ( County).— Committed for trial at the next Devon Sessions, for housebreaking WILLIAM HARRIS, age about 45, height 5 ft. 6 in. slight build, complexion sallow, hair and moustache grey, no whiskers, eyes blue ; dress, dark coat and vest, striped trousers, black bowler hat, side- spring bcots. A native of London. Information to the Chief Constable of Devon Exeter. GLOUCESTERSHIRE. 31. — 14 days alms by to Northleach ( County). — Sentenced imprisonment on 27th ult, for obtaining false pretences— JAMES GORDON ( sup posed false), age 30, height 5 fr. 9 io., complexion fresh, liair dark brown ( turning grey), moustache brown, no whiskerp, eyes grey, of military and gentlemanly appearance ; dres.^, f. hoit dark serge jacket and vest, black cloth vest, grey tweed trousers, black bowler hat, blue lie with white spots 2 piirs eocks ( I fair biown, the other pair white with blue stripes), old boots. A bookkeeper native of London. Had in hin possesMi n 3 looks, viz.: " Oxford Diccesan Calendar and Clergy List, 1892, " Lewis's Handy Guide to Liveipool," and " The Rift in the Clouds," " For Mr. Satchel], with best wishes from his old fiiend C., March 4th, ' 92' written inside, photo of a little girl, age about and 2 pawntickets relating to 2 coats, - viz., one pledged with Mr. Shepherd, Birmingham, in name of Satchel], Shefnall- 6treet, the otler at Bristol, in the name of Robin, on 10th ult.
