GAZETTE PUSL3SHED BY AUTHORITY. NEW SERIES. FRIDAY, APRIL 22, 1892. VOL. IX., No. 868. REGULATIONS. 2. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. VV. 2. Particulars concerning person.-: whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if tliey are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offercn 6,' ic nmns and address of some person responsible for the payment must be given, and i/ u exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. Erery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed hy the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed bu an officer of not less rank than Inspector, or analogous thereto. 6 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. ^ 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their avprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request f or insertion of any announcement, will be wholly responsible for any proceedings whii/ i may remit from such publico/ ion. 11. Announcem *, itsfor the Friday issue should be Jjrxarded so as to be received not later than noonon Wednesday, and for the Tuesday editionnot later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. « 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Co.," Post Office Order payable at Cnanng Cross, Postal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be Ht once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- ations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— E Division.— Woolcut portrait and de- scription of LOUIS LEON GOLDSTEIN, alias HARRY ROBERTS, a theatrical agent, jeweller, & c., whose apprehension is sought for fraud, con- spiracy, and indecent assault—- Age about 40, height about 5 ft. 10 in., complexion dark, hair ( inclined to curl) and eyebr. iws black, 6mall black side whiskers and moustache curled at ends, rather high forehead, of Jewish appearance. A native of London. Absconded about 5th ult., and is said to have opened a shop for the sale of mock jewellery at Liverpool. Warrant issued. 2.— J Division.— For stealing, at Hackney, 10th inst.— A chestnut mare pony, 12 hands ; a set of silver- plated harness ; and a low well- bottom trap, painted chocolate, picked out black, " W. B. Robinson" on caps of wheels, " J. W." in gold letters on back— A man who gave the name of WALLACE, of 37, Hassett- road, Homerton ( false), age 30, height 5 ft. 6 in., dark moustache; dress, dark clothes, black hard felt hat; of respectable appearance. 3. — K Division — For obtaining £ 11 by means of false cheques on the Grimsby Branch of the Hull Banking Company— WILLIAM ANDREWS, age 29, height 5 ft. 6 in., complexion fresh, hair brown, very light slight moustache, eyes blue, speaks with provincial accent and with closed teeth ; dress, blue serge suit of superior make, white collar, black silk tie, hard felt hat. A native of Grimsby. Was lately master of the steam trawler " Greencastle of Lowestoft." Is well known at Hull, Grimsby, Ramsgate, Dover, Brighton, and Cuxhaven. Is identical with J. R. Roberts, Case No. 3, 15th inst. Warrant issued. 4. — T Division-— For stealing £ 38 gold and silver, from a dwelling house where he was employed as a painter's labourer MARSHALL, age 32, height 5 ft. 4 or 5 in., stout build, complexion, hair and moustache dark, walks very quickly; dress, dark grey tweed coat, light trousers, black hard felt hat. Is accompanied by his wife, age 29, height 5 ft. 2 in., slim build, dressed in black cloth jacket, light cotton frock, and their four children, named Etty, Floria, Arthur, and Valentine, ages I year to 7 years. 5.— X Division.— For obtaining by false pre- tences, a black mare, 14 hands 2 in., off hind leg white, star on forehead; a set of brass- plated harness ; a Ralli pattern panelled cart, back board of seat slightly broken, painted black, picked out blue; a whip ; and a dark and light fawn striped rug— JAMES POWLEY ( supposed false), age 24, height 5 ft. 4 in., complexion fair, hair and mous- tache light, scar on side of month; dress brown overcoat, black felt hat. Warrant issued. light 6. — Y Division. — For embezzlement — WM. JOHN BURNETT, age 24, height 5 ft, 6 in., com- plexion, hair, moustache, and slight side- whiskers dark, eyes hazel, shaves top of head; dress, dark jacket suit, black hard felt hat. Warrant issued. 7. — Y Division. — For embezzlement — FREDERICK YOUNG, age 20, height 5 ft. 6 in., complexion fair, hair very light, sunken eyes ( grey), scar 6 in. long on inside of right arm ; dress, dark jacket, serge vest, striped trousers, black hard felt hat. A carman. Warrant issued. Information to be forwardel to the Metropolitan Police Office, New Scotland Yard, S. W. BANFFSHIRE. 8. — Banff ( County). — For stealing a watch ( recovered), in the Burgh of Buckie, between 31st December, 1891, and 10th February — MATTHEW SEATON HARDY, age about 25, height 5 ft. 5 or 6 in., complexion, hair ( bushy and curly), small side whiskers, and moustache dark, lost a front tooth in upper jaw, one or more fingers of left hand contracted ; dress, dark single- breasted overcoat, grey tweed trousers, hard felt hat, wore a pair of brown kid gloves, and carried a blackthorn cane. A music teacher; native of Skene, Aberdeen- shire. He was in Lo3? iemouth, on 23rd January last, and in Nairn on 25th February, going in the direction of Auldearn, but has not been heard of since. He represents himself as a piano tuner, and has been known to state that he was representing the firms of " Collard & Collard, of London," and " Messrs. Is supposed to be wanted for an offence committed in Rossshire, and to be the same as described in the HUE & Cnv of 1st inst., for stealing a watch in Stirling. Warrant issued. Information to Chief Constable Haig, Banff. BERKSHIRE. 9.— Windsor ( Borough). — For obtaining a quantity of saddlery, rugs, & c , by false pretences — HENRY WINDLEBANK, age 45 to 50, height about 5 ft. 8 in., complexion fair, thin features, slightly pockmarked, hair grey, clean shaved ; dress, green melton overcoat, grey and black striped trousers, black hard felt hat. A groom; native of Farnham, Surrey. Has served in the 1st Royal Dragoons, and now belongs to the Army Reserve, and has been employed by officers of the Royal Horse Guards. Will probably seek employment at livery stables, etc. Supposed known to Metropolitan Police ( B Division). This man hires a stable, and orders goods to be sent there, on tho pretence that his master is following with horses, and thin decamps. Warrant issue j. Information to Head Constable Armour, Windsor. BRECONSHIRE. 10.— Crickhowell ( County). — For non- pay- ment of a fine of £ 1 13s. 3d. for lighting a fire on the highway— ARTHUR PRICE, alias SAMSON PRICE, age 50 to 55, height about 5 ft. 7 in., complexion, hair, and whiskei' 3 ( very thin) dark; dress, old dark grey monkey jacket, old grey cloth trousers, grey soft bowler hat with seams, appears to have been made with three corner pieces. A travelling razor- grinder. Is accompanied by a woman and seven children ( 4 boys and 3 girls), the eldest a young man about 20, the youngest about 4. Had two donkeys, one drawing a small cart, the other carrying a tent; also two terrier dogs and two razor- grinding machines. They travel the counties of Hereford, Monmouth, Shropshire, Brecon, Car- marthen, Cardigan, Pembroke, and Radnor. Warrant issued. Information to Supt. Winterson, Crickhowell. BUCKINGHAMSHIRE. 11— Chesham ( County). — For forging and uttering a bill of exchange— CHARLES LONG, age 35 to 40, height 5 ft. 7 or 8 in., complexion, hair, moustache and eyebrows dark, thin straggling whiskers, of good address ; dress, dark suit, may be wearing a light dust or dark- blue overcoat, a high or black hard felt hat. Carries an umbrella and a hand- bag. A boot and shoe manufacturer, of Ches- ham. Has a retail depot at Bridge- street, South- ampton. May endeavour to leave the country for America. Warrant issued. Information to Inspector Clarke, Chesham. CAMBRIDGESHIRE. 12.— Isle of Ely ( County).— For embezzlement at Doddington, on 7th inst,— JOHN GILLINGS, or JENNINGS, a labourer, age about 18, height 5 ft. 5 or G in., complexion fresh, hair light brown, rather round- shouldered ; dress, grey jacket and trousers with brown patch on each knee, black vest, heavy lace boots, yellow ani bla? k mixture cap. Talked about going into Yorkshire and went in that direction. Warrant issued. 13.—[ sle Of Ely ( County).— For larceny ( bailee) at March, on 30th ulto.— A MAN, age about 30, height 5 ft. 3 in., complexion and hair dark, clean shaved, is slightly deformed from an injury to his back, leans a little to one side and walks with a short quick step. He professes to be very religious, attends the services at some chapel, and so gains the confidenec of some of the people. He is by trade a tailor, but sometimes does odd jobs at gardening. Warrant issued. Information to Deputy Chief Constable Burrows, March, Isle of Ely. CARNARVONSHIRE. 14.— Conway ( County).— Vox- fraud — CHAS. M. BARBER, age about 50, height 5 ft. lli in., h. iir and eyes datk brown, heavy dark moustache, imperial and sido whiskers; dress, fawn- coloured covert coat, light brown check suit. Is addicted to drink. Warrant issued. 15.— Conway ( County).— For indecentlyassault- ing a girl under 13 years of age— BRYAN CASEY, alias RILEY", age about 32, height 6 ft., com- plexion fresh, hair and moustache brown ; dress, dark brown suit and cap. A native of Car- narvon. Has been in the Army. Travels the country, mending umbrellas, & c., and may be accompanied by a woman, called " Rosie," a pedlar, age 30 to 35, height about 4 ft. 10 in., complexion fresh, hair brown; dress, red skirt, and light plaid shawl. Warrant issued. Information to Supt. Williams, Conway. CHESHIRE. 16— Runcorn ( County).- rFor stealing £ 35s. 0d. from a boat's cabin— SAMUEL WILLIAMS, age 40 to 45, height 5 ft. 6 in., complexion sillow, hair dark brown, clean shaved, fat bloated face ; dress, blue pilot cloth jacket, new vest, dark corduroy trousers, blue neckerchief with white spots, faded blue cap with peak, blucher boots. A boatman, native of Manchester. Is well known on the Shrop- shire Union, Rochdale, Bridgewater and Stafford- shire Canals. Warrant issued. Information to Supt. Atherton, Runcorn. CUMBERLAND. 17.— Cockermouth ( County).— For carnally knowing a child 11 year3 of age at Maryport, on 25th February last— JOSEPH SHARP, age 42, height 5 ft. 7 or 8 in., complexion fresh, hair, whiskers, and moustache sandy, slightly bow- legged; dress, inverness overcoat, dark brown tweed suit, brown hard felt hat, wears a broad plain gold ring on little finger of left hand. A mariner, and sails as chief mate on steamers. Abscoaded 1st ult. Was lately seen in Newport. Warrant issued. Information to Supt. Johnstone, Cockermouth. 18.— Penrith ( County).— For stealing from a safe, on 14th inst., a canvas bag, with piece of stamped paper gummed on, bearing the words " Farmers' Club Subscriptions," containing about £ 9 5s. ; and a canvas bag containing £ I 7s. 2d.; also a cheque for £ 2 3s. 6d. on the Carlisle and Cumberland Bank, drawn by William Teas- dale, of Hunsonby — A MAN, age 50 to 60, height 5 ft. 10 in., complexion dark, liair grey, clean shaved except upper lip, nose rather flat; dress, when last seen, black melton coat, datk small check vest, grey striped trousers, lace boots, black hard felt hat. A clerk; native of Edinburgh. ' o He came to Penrith on 30th ult. on tramp, and obtained an appointment as clerk in au auctioneer's office, signing his initials " W. W." Stated he had be< n in Borneo, West Indies, and left there in 1872, also that his name was W. Jackson, and that he belonged to Edinburgh. Warrant issued. Information to Supt. Russell, Penrith. 19.— Carlisle ( City).— For stealing £ 100 in gold, llth inst.— WILLIAM SUTHERLAND, age about 30, height 5 ft. 8 or 9 in., bair brown, moustache light, eyes hazel; dress, blue overcoat, black coat and vest, blue striped trousers, and sup- posed brown felt hat. A watchmaker; native of Aberdeen. Warrant issued. Information to Chief Constable Mackay, Carlisle. DENBIGHSHIRE. 20.— Llanrwst ( County).— For stealing £ 13— J. C. BARBER, age about 45, height 5 ft. 10 in., complexion sallow, moustache and tuft on chin black, speaks slowly and with a drawl, is addicted to drink and quiet in company ; dress, light fawn dustcoat, dark grey suit ( trousers a little soiled), black bowler hat. Stated he has been to Africa and was captain in the 24th Regiment, and out in Zulu war. ( See also Case No. 82, 18th ult.) Warrant issued. Information to Supt. Jones, Llanrwst. 21.— Wrexham ( County). — For indecently assaulting a girl, age 15, in a railway carriage, between Wrexham and Ruabon, on 5th inst.— WILLIAM SMITH, age 30, height 5 ft. 6 in., com- plexion fresh, thin face, large sandy moustache, lost cartilage of nose, large cut over right eye, face much truised ( caused by jumping from the train). A draper's assistant or traveller. May endeavour to leave the country. Has a brother at Oswestry, ono at Whitcburcli, and father at Rochdale, all in the drapery business. Warrant issued. Information to Deputy Chief Constable Yaughac, Wrexham. DORSETSHIRE. 22.— Beaminster ( County). — For failing to appear in answer to 2 summonses for assault and breich of Licensing Act — SAMUEL WAREHA. M, a gipsy, age about 30, height 5 ft. 6 or 7 in., stout- build, complexion swarthy, hair dark brown, stubby beard, short ncck, dirty appearance. Travels the country with an old blind grey horso and a cart, with name " S. Wareham, Farnliam, Doriet," thereon, selling silver sand. Is accom- panied by a young child and a woman, who sells clothes pegs. Left Bridport about 23rd ult. Warrant issued. Information to Supt. Freeman, Beaminster. ESSEX. £ 2 REWARD. 23.— Chelmsford ( County). — For deserting his wife and children, 6th February last— WILLIAM MASON, age about 48, height 5 ft. 4 or 6 in., com- plexion fair, bair light, slight moustache, beard and whiskers, walks tadly, both legs having been broken, A labourer. Warrant issued. Tho above reward will be paid by the Guardiax. s of the Chelmsford Union fcr his apprehension. Information to Deputy Chief Constable Somerset, Chelmsford. 24.— Grays ( County).— For stealing, at Chadwell St. Mary, 15th inst.— A gentleman's silver English lever watch, open face, No. A143939, gold albert, small curb pattern, attached; a lady's open face silver watch, chased back, No. A213505 ; and a gold albert chain, large square links, with blue seal attached— WILLIAM WALLER, age about 18, height 5 ft. 5 or 6 in., complexion, bair and small moustache dark, scar on right cheek, human figures tattooed on arms ; dress, light tweed suit, Welling- ton boots, low bard felt bat. A native of 40, Bush- road, Lower- road, Deptford. Travels the country with a piebald pony and cart, selling toys and small earthenware. Warrant issued. Information to Supt. Jordan, Grays. 25. — Southend ( County). — For indecently assaulting a child, age 9 years, at Prittlewell, on 26th ult.— FREDERICK JAMES PERRY, age about 28, height 5 ft. 8 or 9 in., thin build, com- plexion fresh, hair light brown, very slight light moustache ; dress, when seen in Southend, in March, old dirty brown jacket and vest, light corduroy trousers, blue neckerchief, dirty black cap, with ear- flaps tied on top. A bricklayer's labourer; native of Prittlewell. Has served in the Essex Regiment, and now belongs to the Army Reserve. May seek employment in a brickfield. Warrant issued. Information to Supt. Hawtree, Southend. 26.— Colchester ( Borough). — For obtaining food and lodgings by false pretences— ALFRED WRIGHT, alias DOWNES, age 38, height 5 ft. 6 in., complexion fresh, hair dark brown, moustache and eyes brown, blotches on nose, face slightly freckled; dress, black suit, dark chocolate necktie ( heart- shaped), Oxford shoes. States he travels as an agent for the Singer Sewing Machine Company ( false). Warrant issued. Information to Chief Constable Coombs, Col- chester. GLAMORGANSHIRE. 27.— Swansea ( Borough).— For shop breaking—• TWO MEN, ( 1st) age about 25, height 5 ft. 6 in., complexion fair, small light moustache ; dress, dark brown suit, bowler hat. Goes by the name of " Cockney ;" ( 2nd) supposed " Tommy Brock," age about 35, height 5 ft. 4 or 5 in., complexion and moustache dark, black clothes and bowler hat. Both are French polishers, and one carries a frail. They are accompanied by a boy, age about 14, the son of Brock, who is a very good dancer, and may be found dancing and singing in public houses. FIFESH1RE. 28.— Cupar ( County).— Portrait and description of JULIA MADALENA SULLIVAN, or DENNIS- TON, whose apprehension is sought for deserting ar. cl exposing a female child, age about 3 months, in September, 1891— age about 25, height 5 ft. 1 or 2 in., long light hair, eyes bine, wants whole or part of forefinger supposed left hand, speaks - with English accent. She is, or is said to be, the wife of William Denniston, abrushmaker and Army Reserve man. The child was said to have been born either in Queen Charlotte's or Magdalene Hospital, Maryle bone, London. Warrant issued. • Information to Chief Constable Bremner, Cupar. GLAMORGANSHIRE. 29.— Swansea ( Borough). — For forgeiy — JOHN GUEST, an insurance agent, age 38 to 40, thick set, complexion fresh, very dark brown full long beard, hangs his head when walking; dress, black morning coat, striped trousers, black bowler hat, may be wearing a drab colour mackintosh coat ( much worn). Supposed native of Gornal, Stafford- shire. Stated he had been a bailiff for the High Court in Manchester ; also agent for the Prudential Insurance Company at Leeds. His wife resides at Caswell Bay Hotel, Mumbles. Warrant issued. Information to Chief Constable Colquhoun, Swansea. KENT. 32.— Canterbury ( City).— For housebreaking, 8th inst.— EDWARD SHEA, age 18, slight build, complexion fresh, hair brown, no whiskers or moustache ; dress, dark brown check suit, black bard felt hat; of very respectable appearance. Native of London. Warrant issued. Information to Chief Constable Farmery, Canter- bury. 33. — Dover ( Borough). — For neglecting to maintain his two children — ETHELBERT HORACE KEMP, age 41, height 5 ft. 6 or 7 in., complexion, hair, and moustache ( turning grey) dark, clean shaved. A flyman; native of Ramsgats. Warrant issued. Information to Supt. Sanders, Dover. £ 2 REWARD. 34.— Margate ( Borough).— For stealing, 15th inst.— A diamond Referee pattern safety bicycle, 28- in. wheels, 1- in. red rubber solid tyres to both wheels, southern patent cranks ( bent to escape the chain and bottom stay), ball pattern plain pedals, rather worn ; cranks, handle- bars and pillar plated down to lamp bracket, other parts black, nearly new, no caps to oil- holes in either wheel— A MAN, who gave the name of Collins, age about 21, height about 5 ft. 7 in., complexion fair, no whiskers or moustache, smart appearance; dress, short black coat, grey trousers, hard felt hat. The above reward will be paid by Mr. R. Mitchell, Cycle Stores, 21, Marine Drive, Margate, for the apprehension and conviction of the thief and recovery of the property. 35.— Margate ( Boiough).— For stealing from an hotel, a lady's silver watch ( recovered), on 30th ult. — A man, who gave the name of CAPT. PRISTOWE, age about 35, height 5 ft. 10 or 11 in. stout build, full face, hair and moustache dark, no whiskers, eyes hazel, has had a boil on left side of neck, over which be wears plaister, large feet, smart military appearance ; dress, shabby blue cloth over- coat, raised seams, light brown trousers, black hard felt hat. Came to the ho'iel on 26th ult. and left without paying. Left behind a small brown portmanteau, and pledged a travelling rug, brown and yellow stripes, large red squares and fringe, size 6 ft. by 5 ft., in the name of J. Gardner, Gracechurch- street. Warrant issued. Information to Chief Constable Buck, Margate.
