Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to be inserted, in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whii/ l may result from such publication. 11. Announcements for the Friday issue should be forxarded so as to be received not later than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. ' 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Co.," Post Office Order payable at Cnarmg Cross, Postal Order, or in Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. ( C) < d) The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- ations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of prop. erty or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— E Division.— Woodcut portrait and de- scription of LOUIS LEON GOLDSTEIN, alias HARRY ROBERTS, a theatrical agent, jeweller, & c., whose apprehension is sought for fraud, con- spiracy, and indecent assault— Age about 40, height about 5 ft. 10 in., complexion dark, hair ( inclined to curl) and eyebrows black, small black side whiskers and moustache curled at ends, rather high forehead, of Jewish appearance. A native of London. Absconded about 5th ult., and is said to have opened a shop for the sale of mock jewellery at Liverpool. Warrant issued. 2.— H Division.— For falsifying accounts and embezzlement— CHARLES MAY, age 56, height 5 ft. 8 or 9 in., complexion, hair, and eyes ( restless) dark, very long dark beard, walks with peculiar gait; wears gold- rimmed pince- nez; dress, blue witney overcoat, black diagonal coat and vest, dark trousers, square- crowned hard felt hat. Likely to be found at Southampton or Ringwood. Warrant issued. 3.— K Division.— For obtaining, 6th inst., £ 6 by means of fraudulent cheques upon the Hull Banking Co., J. R. ROBERTS, age 29, height 5 ft. 6 in., complexion fresh; hair brown, very light moustache ( small), eyes blue, speaks with provincial accent and with closed teeth ; dress blue serge suit ( superior make), white collar, black silk tie, black hard felt hat. Late of the firm of Roberts & Sut- cliff, smack owners, Grimsby. During conversation he spoke of being owner of the steam trawler " Fair- dale." Well known in Dover, Ramsgate and Hull. Warrant issued. 4.— K Division,— For stealing a piano- organ ( 48 stops), and a barrow COX, age 18, height 5 ft. 6 in., cast in one eye; dress, cord trousers, skull cap. May be found playing the organ in the streets at Yarmouth, Southend, or other sea- side resort. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BANFFSHIRE. 5. — Banff ( County). — For stealing a watch ( recovered), in the Burgh of Buckie, between 31st December, 1891, and 10th February — MATTHEW SEATON HARDY, age about 25, height 5 tt. 5 or 6 in., complexion, hair ( bushy and curly), small side whiskers, and moustache dark, lost a front tooth in upper jaw, one or more fingers of left hand contracted ; dress, dark single- breasted overcoat, grey tweed trousers, hard felt hat, wore a pair of brown kid gloves, and carried a blackthorn cane. A music teacher; native of Skene, Aberdeen, shire. He was in Lossiemouth, on 23rd January last, and in Nairn on 25th February, going in the direction of Auldearn, but has not been heard of since. He represents himself as a piano tuner, and has been known to state that he was representing the firms of " Collard & Collard, of London," and " Messrs. Logan, Inverness," although it is not believed that he is possessed of knowledge necessary to a piano tuner. Is supposed to he wanted for an offence committed in Rossshire, and to be the same as described in the HUE & CBY of 1st inst., for stealing a watch in Stirling. Warrant issued. Information to Chief Constable Haig, Banff. BERKSHIRE. 6.— Windsor ( Borough). — For obtaining a quantity of saddlery, rugs, & c., by false pretences — HENRY WINDLEBANK, age 45 to 50, height about 5 ft. 8 in., complexion fair, thin featuies, slightly pockmarked, hair grey, clean shaved ; dress, green melton overcoat, grey and black striped trousers, black hard felt hat. A groom; native of Farnham, Surrey. Has served in the 1st Royal Dragoons, and now belongs to the Army Reserve, and has been employed by officers of the Royal Horse Guards. Will probably seek employment at livery stables, & c. Supposed known to Metropolitan Police ( B Division). This man hires a stable, and orders goods to be sent there, on the pretence that his master is following with horses, and then decamps. Warrant issued. Information to Head Constable Armour, Windsor. BRECONSHIRE. 7.— Crickhowell ( County). — For non- pay- ment of a fine of £ 1 13s. 3d. for lighting a fire on 2 T H E POLICE GAZETTE. FRIDAY, APRIL 15, 1892. the highway— ARTHUR PRICE, alias SAMSON PRICE, age 50 to 55, height about 5 ft. 7 in., complexion, hair, and whiskers ( very thin) dark; dress, old dark grey monkey jacket, old grey cloth trousers, grey soft bowler hat with seams, appears to have been made with three corner pieces. A travelling razor- grinder. Is accompanied by a woman and seven children ( 4 boys and 3 girls), the eldest a young man about 20, the youngest about 4. Had two donkeys, one drawing a small cart, the other carrying a tent; also two terrier dogs and two razor- grinding machines. They travel the counties of Hereford, Monmouth, Shropshire, Brecon, Car- marthen, Cardigan, Pembroke, and Radnor. Warrant issued. Information to Supt. Winterson, Crickhowell. BUCKINGHAMSHIRE. 8.— Chesham ( County). — For forging and nttering a bill of exchange— CHARLES LONG, age 35 to 40, height 5 ft. 7 or 8 in., complexion, hair, moustache and eyebrows dark, thin straggling whiskers, of good address; dress, dark suit, may be wearing a light dust or dark- blue overcoat, a high or black hard felt hat. Carries an umbrella and a hand- bag. A boot and shoe manufacturer, of Ches- ham. Has a retail depot at Bridge street, South- ampton. May endeavour to leave the country for America. Warrant issued. Information to Inspector Clarke, Chesham. 9.— SlOUgh ( County).— For failing to report— License Holder EDWARD WARE, Office No. 42626, age 42, height 5 ft. 3i in., complexion sallow, hair brown, eyes blue, scar between shoulder- blades, and back of lst left finger. Sentenced at Aylesbury, 11th January, 1883, to 10 years penal servitude for burglary. Licensed 15th ult. C J 262. Information to Supt. Sutton, Slough. CAMBRIDGESHIRE. 10.— Isle of Ely ( County).— For embezzlement at Doddington, on 7th inst.— JOHN GILLINGS, or JENNINGS, a labourer, " age about 18, height 5 ft 5 or 6 in., complexion fresh, hair light brown, rather round- shouldered; dress, grey jacket and trousers with brown patch on each knee, black vest, heavy lace boots, yellow and black mixture cap. Talked about going into Yorkshire and went in that direction. Warrant issued, 11.— Isle Of Ely ( County).— For larceny ( bailee) at March, on 30th ulto.— A MAN, age about 30, height 5 ft. 3 in., complexion and hair dark, clean shaved, is slightly deformed from an injury to his back, leans a little to one side and walks with a short quick step. He professes to be very religious, attends the services at some chapel, and so gains th< confidence of some of the people. He is by trade a tailor, but sometimes does odd jobs at gardening. Warrant issued. Information to Deputy Chief Constable Burrows, March, Isle of Ely. CARNARVONSHIRE. 12— Conway ( County).— For fraud — CHAS. M. BARBER, age about 50, height 5 ft. 11^ in., hair and eyes dark brown, heavy dark moustache, imperial and side whiskers; dress, fawn- coloured covert coat, light brown check suit. Is addicted to drink. Warrant issued. Information to Supt. Williams, Conway. CHESHIRE. 13.— Runcorn ( County).— For stealing £ 3 5s. 0d. from a boat's cabin— SAMUEL WILLIAMS, age 40 to 45, height 5 ft. 6 in., complexion sallow, hair dark brown, clean shaved, fat bloated face; dress, blue pilot cloth jacket, new vest, dark corduroy trousers, blue neckerchief with white spots, faded blue cap with peak, blucher boots. A boatman, native of Manchester. Is well known on the Shrop- shire Union, Rochdale, Bridgewater and Stafford- shire Canals. Warrant issued. Information to Supt. Atherton, Runcorn. about 30, height 5 ft. 8 or 9 in., hair brown, moustache light, eyes hazel; dress, blue overcoat, black coat and vest, blue striped trousers, and sup- posed brown felt hat. A watchmaker; native of Aberdeen. Warrant issued. Information to Chief Constable Mackay, Carlisle. DENBIGHSHIRE. 15.— Llanrwst ( County).— For stealing £ 13 J. C. BARBER, age about 45, height 5 ft. 10 in., complexion sallow, moustache and tuft on chin black, speaks slowly and with a drawl, is addicted to drink and quiet in company; dress, light fawn dustcoat, dark grey suit ( trousers a little soiled), black bowler hat. Stated he has been to Africa and was captain in the 24th Rrgiment, and out in Zulu war. ( See also Case No. 82, 18th ult.) Warrant issued. Information to Supt. Jones, Llanrwst. DORSETSHIRE. 16.— Beaminster ( County). — For failing to appear in answer to 2 summonses for assault and breach of Licensing Act- SAMUEL WAREHAM, a gipsy, age about 30, height 5 ft. 6 or 7 in., stout build, complexion swarthy, hair dark brown, stubby beard, short neck, dirty appearance. Travels the country with an old blind grey horse and a cart, with name " S. Wareham, Farnham, Dorset," thereon, selling silver sand. Is accom- panied by a young child and a woman, who sells clothes pegs. Left Bridport about 23rd ult. Warrant issued. Information to Supt. Freeman, Beaminster. CUMBERLAND. 14.— Carlisle ( City).— For stealing £ 100 in gold, 11th inst.— WILLIAM SUTHERLAND, age DURHAM. 17.— Houghton- le- Spring ( County). — For warehousebreaking and larceny, at South Hylton, on 30th ult. and 7th inst.— ROBERT BANKS, age 20, height 5 ft. 7| in., slight build, hair dark brown, eyes grey; dress, black jacket and vest, fustian trousers, black silk cap, strong lace boots.— JOHN LAWS, age 20, height 5 ft. 6 in., stout juild, hair dark brown, eyes grey ; dress, dark grey jacket and vest, fustian trousers, old lace boots. Labourers ; late of Pallion. Warrants issued. Information to Supt. Wilkinson, Houghton- le- Spring. * ESSEX. £ 10 REWARD. 18.— Brentwood ( County). — For stealing a horse ( recovered) at Billericay, 3rd inst.— A MAN, ^ ige 23, height 5 ft. 6 or 7 in., stout build, complexion dark, hair dark brown, slight dark moustache and side whiskers; dress, black cloth coat and vest, dark trousers with stripe, stand up collar, black hard felt hat. A groom. The above reward will be paid by Mr. Dalton, of Billericay, Brentwood, for such information as will lead to the apprehension and conviction of the thief. ( Since apprehended, see Case No. 86.) Information to Supt. Dobson, Brentwood. £ 2 REWARD. 19.— Chelmsford ( County). — For deserting his wife and children, 6th February last— WILLIAM MASON, age about 48, height 5 ft. 4 or 6 in., com- plexion fair, hair light, slight moustache, beard and whiskers, walks badly, both legs having been broken. A labourer. Warrant issued. The above reward will be paid by the Guardians of the Chelmsford Union fcr his apprehension. Information to Deputy Chief Constable Somerset, Chelmsford. M 20. — Southend ( County). — For indecently assaulting a child, age 9 years, at Prittlewell, on 26th ult.— FREDERICK JAMES PERRY, age about 28, [ height ' 5 ft. 8 or 9 in., thin build, com- plexion fresh, hair light brown, very slight light moustache ; dress, when seen in Southend, in March, old dirty brown ( jacket and vest, light corduroy trousers, blue]] neckerchief, dirty black cap, with ear- flaps tiedj on top. A bricklayer's labourer; native of Prittlewell. Has served in the Essex Regiment, and now belongs to the Army Reserve. May seek employment in a brickfield. Warrant issued. Information to Supt. Hawtree, Southend. 21.— Colchester ( Borough). — For obtaining food and lodgings by false pretences— ALFRED WRIGHT, alias DOWNES, age 38, height 5ft. 6 in., complexion fresh, hair dark brown, moustache and eyes brown, blotches on nose, face slightly freckled; dress, black suit, dark chocolate necktie ( heart- shaped), Oxford shoes. Slates he travels as an agent for the Singer Sewing Machine Company ( false). Warrant issued. Information to Chief Constable Coombs, Col- chester. FIFESHIRE. 22.— Cupar ( County).—— Portrait and description of JULIA MADALENA SULLIVAN, or DENNIS- TON, whoso apprehension is sought for deserting and exposing a female child, age about 3 months, in September, 1891— age about 25, height 5 ft. 1 or 2 in., long light hair, eyes blue, wants whole or part of forefinger supposed left hand, speaks with English accent. She is, or is said to be, the wife of William Denniston, a brushmaker and Army Reserve man. The child was said to have been born either in Queen Charlotte's or Magdalene Hospital, Maryle bone, London. Warrant issued. Information to Chief Constable Bremner, Cupar. GLAMORGANSHIRE. 23.— Swansea ( Borough). — For forgery — JOHN GUEST, an insurance agent, age 38 to 40, thick set, complexion fresh, very dark brown full long beard, hangs his head when walking; dress, black morning coat, striped trousers, black bowler hat, may be wearing a drab colour mackintosh coat ( much worn). Supposed native of Gornal, Stafford- shire. Stated he had been a bailiff for the High Court in Manchester ; also agent for the Prudential Insurance Company at Leeds. His wife resides at Caswell Bay Hotel, Mumbles. Warrant issued. Information to Chief Constable Colquhonn, Swansea. GLOUCESTERSHIRE. 24. — Chipping Sodbury ( County). — For embezzling £ 1 5s. 2d.— SAMUEL HIGGINSON, age 57, height 5 ft. 7^ in., complexion sallow, hair light brown, eyes ( sunken) light grey, coal mark under right eyebrow and right side of nose, slightly pockmarked, round and high shoulders, downcast appearance; dress, black overcoat with velvet collar, black and grey check jacket and vest, brown striped trousers, lace boots, hard felt hat. A native of Wolstanton, Staffordshire. Warrant issued. Information to Supt. Critchley, Chipping Sodbury. HAMPSHIRE. 25 — Aldershot ( County).— For stealing, 18th ult., a silver watch ( recovered)— EDWARD GIB- SON, age about 25, height about 5 ft. 9 or 10 in., slight build, complexion dark or sallow, hair dark and thick, eyes dark ; dress, black cloth cutaway coat, black vest, dark striped trousers, cloth cap. When he left here, on 18tli ult., he had with him a Singer bicycle ( hired). Stated that he was a private FRIDAY, APRIL LF>, 1892. T H E POLICE GAZETTE. 3 detective, and eng- jged in a divorce case. Has the appearance of a servant or footman. Warrant issued. Information to Supt. Brinson, Aldershot. 26.— Portsmouth ( Borough).— For stealing £ 1 7s. 2id.— WILLIAM BIRCII, alias S TILLMAN, age 17, height 5 ft. 2 or 3 in., complexion fresh, hair dark brown, pyes hazel, thick Hps, teeth project slightly, lisps a little when speaking; dress, light or grey check jacket, light trousers - with dark stripe, black hard felc hat— all much worn. May frequent coffee taverns or common lodging houses. Warrant issued. 27.— Portsmouth ( Borough).— For larceny— GEORGE DIXON, age 26, height 5 ft. in, complexion sallow, hair dark brown, moustache dark, eyes grey ; dress, black diagonal cloth coat and vest, bound with black braid, light grey trousers, black hard felt hat. Is a deserter from the Royal Engineers. Will probably endeavour to leave the country. Information requested at hotels, shipping offices, and out- bound vessels. Warrant issued. Information to Chief Constable Cosser, Portsmouth. KENT. 28.— Margate ( Borough).— For stealing from an hotel, a lady's silver watch ( recovered), on 30th ult.— A man, who gave the name of CAPT. PRISTOWE, age about 35, height 5 ft. 10 or 11 in., stout build, full face, bait- and moustache dark, no whiskers, eyes hazel, has had a boil on left side of neck, over which be wears plaister, large feet, smart military appearance ; dress, shabby blue cloth over- coat, raised seams, light brown trousers, black hard felt hat. Came to the ho^ el on 26tli ult. and left without paying. Left behind a small brown portmanteau, and pledged a travelling rug, brown and yellow stripes, large red squares and fringe, size 6 ft. by 5 ft., in the name of J. Gardnar, Gracechurch- street. Warrant issue!. Information to Chief Constable Buck, Margate. KIRCUDBRIGHTSHIRE. 29.— Kircudbright ( County).— For obtaining money by fraud in November and March last— D. ARNOLD, age 25, height 5 ft. 8 in., stout build, complexion fresh, hair and moustache light, speaks with English accent; dress, light tweed suit, dark felt hat, may have a light overcoat; wears rings on fingers. A. SMITH, age 26, height 5 ft. 5 in., stout build, complexion swarthy, hair and moustache dark, of Jewish appearance, speaks with English accent; dress, dark overcoat with velvet collar, dark tweed suit, daik felt hat. Represented themselves as travellers selling stra- monium cigarettes, and appointing agents for the firm of Messrs. Prises, Michaels & Co., Cigarette Manufacturers, 17, Globe- road, Mile- end- road, Lon- don, E. These men take orders, appoint agents, and get payment for cigarettes delivered on first transacti > n. The cigarettes are of little value. Warrant issued. Information to Chief Constable Davidson, Kir- cudbright. LANARKSHIRE. 30.— Glasgow { City).— For embezzling £ 220— ALEXANDER McCONNELL, age 22, height 5 ft. 7 or 8 inches, complexion fresh, hair dark red, face shaved but may be growing a moustache; dressed, when he absconded, on 24th ult., in light tweed short top coat, tweed vest and trousers, black felt hat. Native of Glasgow ; and lately resided at 14, Strone- terrace, Byar's- road. Warrant issued. 31.— Glasgow ( City). — For embezzling £' 5, the monies of the United Society of Brushmakers — JAMES LAWTHER, or LOWTHER, a brush- maker, age 27 to 30, height 5 ft. or 6 in., bait- dark, moustache brown ; dress, supposed black cord jacket and vest, dark tweed trousers, black felt hat. An Irishman. Absconded 5th inst. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 32.— Bury ( County).— For stealing, 5th inst.— A canvas bag, containing £ 15 gold ; about £ 8 silver ; and a bunch of 16 keys ( 2 Milner's safe keys), with a label attached, belonging to the " Scottish Key Registry Association," No. 1108. Also for failing to report— Supervisee THOMAS POTTER, alias JOSEPH HARRISON, Office No. 40515, age 27, height 5 ft. 6 in., complexion fair, hair light brown, eyes blue, scars left side forehead, end of nose, and outside each ankle, mole back of neck and on right wrist, varicose veins right calf; dress, blue reefer jacket and vest, black- and- white striped trousers, light brown or chocolate- coloured cap with peak, collar and tie, lace boots, respectable appearance. A joiner or bookkeeper; native of Blackburn. Sentenced at Preston, 1st December, 1886, to 5 years penal servitude and 7 years police supervision for felony, and has also been convicted at Liverpool. M 572. Information to Supt. Noblett, Bury. 33.— Old Trafford ( County).— For obtaining, by false pretences, from a dwelling- house at Moss Side, on 7th inst.— A lady's black stuff umbrella, recently re- covered, black ebony stick, loop handle, silver tip on end, and silver band— A MAN, age 29 to 30, stout build, complexion fresh, moustache and side- whiskers ; dress, black jacket, brown cord trousers, brown hat, aud boots.
