Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTK, if they are saf/ ivienc to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and th ixacc conditions be cleariy stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on ivood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person he required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. X. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or nnnloaoux thereto. REGULATIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and or* alphabetically arranged by counties. , 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request / or insertion of any announcement, will be wholly responsible for any proceedings whin. n may re.-. w't from such publication. 11. Announcements for the Friday issue should be for^ uraed so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Cnar. ng Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to tho non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be » t once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, en account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a Toward for the discovery of property or the detection of erime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( cf) That the name and address of the printer appear thereon. 3. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which, Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1. — C. I. Department.— Woodcut portrait and description of ROBERT AIREY JAMES, late of 7, Cambourne- terrace, Richmond, and the Rock Freehold Land Society, 112, Westminster Bridge- road, London, age about 48, height 5 ft. 8 or 9 in., stout build, hair ( very thin on top of head), whiskers, moustache, and very long and flowing beard, dark brown, small eyes, broad low forehead, usually wears black frock coat and high hat. He ; s a company promoter, and formerly held a prominent position in the " Rock Freehold Land Society," " The Rock Trust," " The Crown Bank," and other companies, at 56, Cheapside. May be found living quietly at some watering- place, accompanied by his daughter, age 21. Warrant issued. 2.— A Division. — For stealing £ 25 in Bank of England notes ( traced)— J. RICHARDS, age 35, height 5 ft. 9 in., complexion fresh, hair ( wavy), whiskers, and moustache light, eyes grey; dress, light overcoat, black morning coat and vest, dark striped trousers, tall hat, sometimes wears brown hard felt hat, wears foldingglasses; of gentlemanly appearance. Supposed native of Bristol. He establishes an office and advertises in the daily newspapers for clerks, and obtains deposits of money for personal security, with intent to fraud. Warrant issued. 3.— D Division.— For absconding" from bail at North London Sessions, about 20th January last, charged with attempted larceny from the person, on the Metropolitan Railway— HENRY RING, alias KING, & c., age 24, height 5 ft. 8 in., complexion fair, thin face, hair brown, very slight light mous- tache, full blue eyes, smart appearance; dress, dark blue cloth overcoat with velvet collar, plaid coat and vest, dark mixture trousers, black hard felt hat button boots. Supposed native of London. WILLIAM JACKSON, alias THOMPSON, & c., age 37, height 5 ft. 6 or 7 in., complexion fresh, oval face, hair dark brown, slight light moustache, peculiar cast in eyes, scar on left cheek, indistinct marks in blue ink on left forearm ; dress, blue cloth overcoat with velvet collar, grey double- breasted jacket and vest, dark striped trousers, black felt hat, lace boots; of respectable appearance. Supposed native of Birmingham. They are expert pickpockets, and will be found with thieves and prostitutes. Warrants issued. 4— N Division.— For obtaining money by false pretences — FREDERICK HARDY RUFFEL, age 33, height 5 ft. 8 in., slight build, complexion sallow, hair dark brown, moustache cut short, eyes dark green, leans slightly forward when walking, peculiarity in speech, roof of mouth affected; dress, dark blue melton overcoat, dark grey tweed trousers, black hard felt hat. A native of Portsmouth; is well known there and at Southsea and Isle of Wight. Warrant issued. 5.— S Division.— For obtaining money by fraud— F. KING, age 26, height 5 ft. 8 in., slight build, complexion fair, hair and moustache dark, otherwise clean shaved, large scar on right cheek, supposed from burn ; dress, brown plaid waterproof with cape, dark trousers, brown felt hat, flat top, sometimes wears large light overcoat with cape to match. Carries a black Gladstone bag. His modus operandi is to call at houses in a quiet neighbourhood, sells what he calls a special kind of tea, promises to those who buy a half- pound a dinner service, to be delivered next day, but which he does not send. Price of tea 3s. per lb., but is worth about 9d. States he is an agent for Messrs. Lever Bros., Sunlight Soap Company ( false). Warrant issued. Information to be forwarded to the Metropolita* Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6. — For stealing £ 200 — JOHN MILLAR CRICHTON, age 27, height 5 ft. 7 or 8 in., slight build, complexion pale, hair dark, thin face, speaks with Scotch accent; dresses respectably in dark clothes. Late of No. 7, St. Ann's- terrace, St. John's Wood, London. Formerly a bank clerk at Leith. Is fond of theatricals, and sings in the name of HARRY BELMONT. Absconded 23rd ult. Warrant issued. 7. — For embezzling large sums of money— ALEXANDER HOLLANDER, a Hungarian, age about 32, height about 5 ft. 6 in., slight build, com TIIE POLICE GAZETTE. FRIDAY, APRIL 8, 1892. plexion very dark, high cheekbones; dresses well, may be wearing a light Scotch tweed ulster with cape, and a high hat. Late of 109, Petherton- road, Canonbnry. Has been manager of a shipping firm. Absconded about 5th ult. Warrant issued. • 8.— For stealing £ 50 in gold and silver, 26th ult. — W. C. NUNN, age 23, height 5 ft. 8 in., com- plexion sallow, hair and slight moustache dark, otherwise clean shaved, round- shouldered; dress, black overcoat, velvet collar, brown coat and vest, low black felt hat. Of respectable appearance. Late of 48, Brnnswick- road, Walthamstow, Essex. Warrant issued. ~ 9. — For'conspiring with another in custody, i » obtaining £ 1,400 from the English Crown Spelter Co.— EDWIN FOX, age about 50, height 5 ft. 6 or 7 in., complexion pale, nearly bald, beard, whiskers, and moustache brown ( turning grey), has peculiar eyes; dress, dark grey overcoat, dark clothes, high black hat. Late of No. 5, Billiter- street, E. C., and The Gales, Woodford, Essex. He assumes the name of Bell, Seadon Atkinson, and Watkins. Supposed well known at Manchester, Birmingham, and Sheffield. Warrant issued. Information to Supt. McWilliam, 26 Old Jewry, London, E. C. BERKSHIRE. 10— Windsor ( Borough).— For obtaining a quantity of saddlery, rugs, & c., by false pretences — HENRY WINDLEBANK, age 45 to 50, height about 5 ft. 8 in., [ complexion fair, thin features, slightly pockmarked, hair grey, clean shaved; dress, green melton overcoat, grey and black striped trousers, black hard felt hat. A groom; native of Farnham, Surrey. Has served in the 1st Royal Dragoons, and now" belongs to the Army Reserve, and has been employed by officers of the Royal Horse Guards. Will probably seek employment at livery stables, & c. Supposed known to Metropolitan Police ( B Division). This man hires a stable, and orders goods to be sent there, on the pretence that his master is following with horses, and then decamps. Warrant issued. Information to Head Constable Armour, Windsor. BRECONSHIRE. 11— Crickhowell ( County).— For non- pay- ment of a fine of £ 1 13s. 3d. for lighting a fire on the highway— ARTHUR PRICE, alias SAMSON PRICE, age 50 to 55, height about 5 ft. 7 in., complexion, hair, and whiskers ( very thin) dark; dress, old dark grey monkey jacket, old grey cloth trousers, grey soft bowler hat with seams, appears to have been made with three corner pieces. A travelling razor- grinder. Is accompanied by a woman and seven children ( 4 boys and 3 girls), the eldest a young man about 20, the youngest about 4. Had two donkeys, one drawing a small cart, the other carrying a tent; also two terrier dogs and two razor- grinding machines. They travel the counties of Hereford, Monmouth, Shropshire, Brecon, Car- marthen, Cardigan, Pembroke, and Radnor. Warrant issued. Information to Supt. Winterson, Crickhowell. CARNARVONSHIRE. 12.— Conway ( County).— For fraud — CHAS. M. BARBER, age about 50, height 5 ft. 11^ in., hair and eyes dark brown, heavy dark moustache, imperial and side whiskers; dress, fawn- coloured covert coat, light brown check suit. Is addicted to drink. Warrant issued. Information to Supt. Williams, Conway. CHESHIRE. 13.— Runcorn ( County).— For bigamy— JOS. PARTINGTON ANKERS, alias JOSEPH JONES, THOMAS JONES, and THOMAS PARKER, age 27, height 5 ft. 7 in. without shoes, complexion fresh, hair and eyes brown, usually weak moustache, but now clean shaved ; dress, brown overcoat, dark coat and vest, light plaid trousers, black hard felt hat. Is a cordwainer, and will seek employment as a shoe repairer. Photograph may be seen on application. Warrant issued. 14.— Runcorn ( County).— For stealing £ 3 5s. 0d. from a boat's cabin— SAMUEL WILLIAMS, age 40 to 45, height 5 ft. 6 in., complexion sallow, bair dark brown, clean shaved, fat bloated face ; dress, blue pilot cloth jacket, new vest, dark corduroy trousers, blue neckerchief with white spots, faded blue cap with peak, blucher. boots. A boatman, native of Manchester. Is well known on the Shrop shire Union, Rochdale, Bridgewater and Stafford- shire Canals. Warrant issued. Information to Supt. Atherton, Runcorn. 15.— Chester ( City). — For housebreaking, between 5th and 7th ult.— Two men : 1st, JAMES DEMPSEY, age about 28, height 5 ft. 7 or 8 in., hair and moustache dark, full dark face and eyes, large head, appearance of a bully; dress, dirty black suit, trousers very greasy and worn at knees, black billycock hat; may have since changed his clothing. 2nd, age about 30, height 5 ft. 7 or 8 in., hair brown, moustache light brown; dress, light brown check coat, dark trousers, black billycock hat. Has a pedlar's certificate, said to have been taken out at Chester, but the name cannot be ascertained. They are accompanied by a woman; medium height, complexion and hair dark, reddish nose; dress, blue skirt, and a mixture plaid shawl, which she wore over her head. Warrant issued. DENBIGHSHIRE. 16.— Denbigh ( County).— For failing to report— License Holder OWEN DAVIS, alias GEORGE BO WEN, Office No. 42285, age 34, height 5 ft. 3 in., complexion fresh, hair dark brown ( thin), eyes blue, scar back of right wrist, right shoulderblade, and right buttock, blue mark back of right hand and base of each thumb; a billiard- marker or tailor. Sentenced at Ruthin, 19th July, 1887, to 5 years penal servitude for larceny. Licensed 23rd December, 1891, G N 575. Information to Supt. Jones, Denbigh. 17.— Llanrwst ( County).— For stealing £ 13— J. C. BARBER, age about 45, height 5 ft. 10 in., complexion sallow, moustache and tuft on chin black, speaks slowly and with a drawl, is addicted to drink and quiet in company; dress, light fawn dustcoat, dark grey suit ( trousers a little soiled), black bowler hat. Stated he has been to Africa and was captain in the 24th Regiment, and out in Zulu war. ( See also Case No. 82, 18th ult.) Warrant issued. Information to Supt. Jones, Llanrwst. ESSEX. 18.— Brentwood ( County). — For stealing a horse ( recovered) at Billericay, 3rd inst.— A MAN, age 23, height 5 ft. 6 or 7 in., stout build, complexion dark, hair dark brown, slight dark moustache and side whiskers; dress, black cloth coat and vest, dark trousers with stripe, stand up collar, black hard felt hat. A groom. Information to Supt. Dobson, Brentwood. 19.— Colchester ( Borough). — For obtaining food and lodgings by false pretences— ALFRED WRIGHT, alias DOWNES, age 38, height 5 ft. 6 in., complexion fresh, hair dark brown, moustache and eyes brown, blotches on nose, face slightly freckled; dress, black suit, dark chocolate necktie ( heart- shaped), Oxford shoes. States he travels as an agent for the Singer Sewing Machine Company ( false). Warrant issued. Information to Chief Constable Coombs, Col- chester. FIFESHIRE. 20.— Cupar ( County).— Portrait and description of JULIA MADALENA SULLIVAN, or DENNIS- TON, whose apprehension is sought for deserting and exposing a female child, age about 3 months, in September, 1891— age about 25, height 5 ft. 1 or 2 in., long light hair, eyes blue, wants whole or part of forefinger supposed left hand, speaks with English accent. She is, or is said to be, the wife of William Denniston, a brushmaker and Army Reserve man. The child was said to have been born either in Queen Charlotte's or Magdalene Hospital, Maryle- bone, London. Warrant issued. Information to Chief Constable Bremner, Cupar. GLAMORGANSHIRE. 21. — Swansea ( Borough). — For forgery — JOHN GUEST, an insurance agent, age 38 to 40, thick set, complexion fresh, very dark brown full long beard, hangs his head when walking; dress, black morning coat, striped trousers, black bowler hat, may be wearing a drab colour mackintosh coat ( much worn). Supposed native of Gornal, Stafford- shire. Stated he had been a bailiff for the High Court in Manchester ; also agent for the Prudential Insurance Company at Leeds. His wife resides at Caswell Bay Hotel, Mumbles. Warrant issued. Information to Chief Constable Colquhoun, Swansea. GLOUCESTERSHIRE. 22.— Chipping Sodbury ( County).— For embezzling £ 1 5s. 2d.— SAMUEL HIGGINSON, age 57, height 5 ft. in., complexion sallow, hair light brown, eyes ( sunken) light grey, coal mark under right eyebrow and right side of nose, slightly pockmarked, round and high shoulders, downcast appearance; dress, black overcoat with velvet collar, black and grey check jacket and vest, brown striped trousers, lace boots, hard felt hat. A native of Wolstanton, Staffordshire. Warrant issued. Information to Supt. Critchley, Chipping Sodbury. HAMPSHIRE. • 23.— Aldershot ( County).— For stealing, 18th ult., a silver watch ( recovered)— EDWARD GIB- SON, age about 25, height about 5 ft. 9 or 10 in., slight build, complexion dark or sallow, hair dark and thick, eyes dar^ ; dress, black cloth cutaway coat, black vest, dark striped trousers, cloth cap. When he left here, on 18th ult., he had with him a Singer bicycle ( hired). Stated that he was a private detective, and engaged in a divorce case. Has the appearance of a servant or footman. Warrant issued. Information to Supt. Brinson, Aldershot. 24.— Portsmouth ( Borough).— For stealing £ 1 7s. 2id.— WILLIAM BIRCH, alias STILLMAN, agq 17, height 5 ft. 2 or 3 in., complexion fresh, hair dark brown, pyes hazel, thick lips, teeth project slightly, lisps a little when speaking; dress, light or grey check jacket, light trousers with dark stripe, black hard felt hat— all much worn. May frequent coffee taverns or common lodging houses. Warrant issued. 25.— Portsmouth ( Borough).— For larceny— GEORGE DIXON, age 26, height 5 ft. in, complexion sallow, hair dark brown, moustache dark, eyes grey; dress, black diagonal cloth coat and vest, bound with black braid, light grey trousers, black hard felt hat. Is a deserter from the Royal Engineers. Will probably endeavour to leave the country. Information requested at hotels, shipping offices, and out- bound vessels. Warrant issued. THE POLICE GAZETTE. 3 KENT. 2G.— Margate ( Borough).— For stealing from an hotel, a lady's silver watch ( recovered), on 30th ult. — A man, who gave the name of CAPT. PRISTOWE, age about 35, height 5 ft. 10 or 11 in., stout build, full fac9, hair and moustache dark, no' whiskers, eyes hazel, has had a boil on left side of neck, over which he wears plaister, large feet, smart military appearance ; dress, shabby blue cloth over- coat, raised seams, Jight brown trousers, black hard felt hat. Came to the ho^ el on 26th ult. and left without paying. Left behind a small brown portmanteau, and pledged a travelling rug, brown and yellow stripes, large red squares and fringe, size G ft. by 5 ft., in the name of J. Gardner, Gracechurch- street. Warrant issued. Information to Chief Constable Buck, Margate. LANARKSHIRE. . 27.— Glasgow ( City).— For embezzling £ 220— ALEXANDER McCONNELL, age 22, height 5 ft. 7 or 8 inches, complexion fresh, hair dark red, face shaved but may be growing a moustache; dressed, when he absconded, on 24th ult., in light tweed short top coat, tweed vest and trousers, black felt hat. Native of Glasgow ; and lately resided at 14, Strone- terrace, Byar's- road. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 28.— Bury ( County).— For stealing, 5th inst.— A canvas bag, containing £ 15 gold ; about £ 8 silver; and a bunch of 16 keys ( 2 Milner's safe keys), with a label attached, belonging to the " Scottish Key Registry Association," No. 1108. Also for failing to report— Supervisee THOMAS POTTER, alias JOSEPH HARRISON, Office No. 40515, age 27, height 5 ft. 6 in., complexion fair, hair light brown, eyes blue, scars left side forehead, end of nose, and outside each ankle, mole back of neck and on right wrist, varicose veins right calf; dress, blue reefer jacket and vest, black- and- white striped trousers, light brown or chocolate- coloured cap with peak, collar and tie, lace boots, respectable appearance. A joiner or bookkeeper; native of Blackburn. Sentenced at Preston, 1st December, 1886, to 5 years penal servitude and 7 years police supervision for felony, and has also been convicted at Liverpool. M 572. Information to Supt. Noblett, Bury. 29. — Liverpool ( Citi/).— For failing to report— License Holder WILLIAM SMITH, alias WILLIAM SWAINE, Office No. 42401, age 24, height 5 ft. 8 in., complexion fresh, hair dark brown, eyes hazel, scar on nose and bridge depressed, scar right thumb and left shin, small mole each side neck, 2 on left breast, 3 on back and 1 on each thigh. Sentenced at Central Criminal Court, 2nd July, 1888, to 5 years penal servitude for horse- stealing. Licensed 25th January last. O 344. Information to Chief Supt., Detective Depart- ment, Liverpool. 30.— Manchester ( City).— For embezzlement — ROBERT SHAW MAKIN, age 24, height 5 ft. 3 or 4 in., slight build, complexion sallow, hair dark brown, clean shaved ; dress, dark suit, short jacket, hard felt hat. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Deputy Chief Constable Smith, Manchester. 31.— Bootle ( Borough).— For obtaining money by false pretences, 27th Feb. last— MARGARET McKELVIE, alias RICHARDSON, HUNTER, McLEAN, CAMERON, YOUNG, McPHERSON, HUGHES, GRAY, and WALKER, age 32 ( looks older), height 5 ft. 1 in., stout build, complexion fresh, hair brown, eyes grey, deeply pockpitted, speaks with broad Scotch accent, but said to have been born in America ; generally dresses in dark dolman and bonnet. Was convicted at Kirkcudbright, on 5th Dec., 1876, for fraud; at Jedburgh, on 24th Jan., 1877, for theft; at Nairn, on 7th March, 1884, for theft; at Northampton, on 9th March, 1885, for fraud; at Stafford, on 10th May, 1886, for theft; and on 26th May, for fraud ; at Liverpool County Sessions, on 1st March, 1877, for larceny and fraud; at Knutsford Sessions, on 4th July, 1888, for fraud ( 3 cases) ; at Welshpool, on 16th October, 1890, for fraud ; at Birkenhead, on 21th August, 1891, for fraud. Warrant issued. Information to Chief Constable Cumming, Bootle. LEICESTERSHIRE. 32.— Leicester ( Borough).— For embezzling £ 12 13s. 8d.— WILLIAM HENRY NEYLANIJ, age 30 to 35, height 5 ft. 7 or 8 in., complexion pale, hair sandy, light shaggy moustache, small side whiskers; dress, dark clothes, black billycock hat. Has been in the service of the Midland Railway Company as a booking clerk. He is known at Leeds, Morecambe, and Cambridge, also in St. John's Wood, London, where his wife's relations reside.
