All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. " 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be take » upon them by another force. - 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to I, be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank • than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicA may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. 1.— The composition of the Friday No- of the " Police Gazette" will be found arranged for easy reference as follows:— ( a) Regulations at top of 1st page. ( b) Apprehensions Sought. ( 1). Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be « vt once motified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the vew& rd will be paid on its return without the offender being brought to trial, or without enquiry. NOTI.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— B Division.— For stealing four £ 50 notes on the Bank of Australia, Adelaide Branch— C. H. BLACKMAN, age 34, height 5 ft. 7 in., complexion sallow, hair and moustache dark brown, very sun- burnt ( having just returned from Australia) ; dress, dark ribbed coat and vest, light check trousers, black hard felt hat. 2.— T Division.— For not surrendering to his bail at North London Sessions to answer a charge of indecent assault— WILLIAM HOWE, age 42, height 5 ft. 6 in., complexion fair, hair, beard and moustache light, eyes blue, nose broken; dress, black and white check jacket suit, lace boots, black hard feltj| hat. A bricklayer's labourer; native of Notting Hill, London. Warrant issued. 3. — Y Division. — For embezzling £ 28 — ALFRED HEMNERTON, age 20, height 5 ft. 6 in., slender build, complexion, hair, slight moustache, and eyes, dark, loDg red pointed nose ; dress, black diagonal jacket and vest, dark brown trousers with blue stripes, black hard felt hat, lace boots. A journeyman baker, formerly in the employ of Mr. Puhls, baker, High- street, Ealing. Has relatives residing at the " Star" public- house, Burton- on- Trent. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 4.— Clewer ( County). — For stealing, 7th inst, a long black cloth overcoat, nearly new, rather rough material, plain collar, pocket left breast, two hip pockets outside, no inside pockets— LLOYD BURGESS, alias RUSSELL, and GARNETT, age 28 to 30, height 5 ft. 10 or 11 in., complexion fair, hair light brown, moustache, otherwise clean shaved, scar on left side of upper lip ; dress, black cutaway coat, pockets behind, black vest, light trousers, patent low ankle boots, may be wearing the stolen overcoat. Has the appearance of having beeD in the Army. Supposed to have been a footman. Stated he was a private detective in a divorce case. Warrant issued. Information to Supt. Blake, Clewer. 5.— Wantage ( County).— For stealing a postal order for 15s., on 11th inst.— JOHN HERBERT, alias " TOZER," age 46, height 5 ft. 6 in., com- plexion ruddy, small side whiskers, wound on side of neck, nose slightly bent, lost three fingers right hand; dress, old dark brown suit, black felt hat. Appearance of a stableman. Warrant issued. Information to Supt. Robotham, Wantage. BUCKINGHAMSHIRE. 6. — Chesham ( County). — For deserting his wife and family, 23rd November last, leaving them chargeable to the Amersbatn Union — JOHN HAWKES, age 36 to 40, height 5 ft. 10 or 11 in., complexion dark, hair, whiskers, and moustache dark brown, bloated appearancp, is much addicted to drink ; dressed in shabby clothes. A shoemaker ; native of Chesham. Warrant issued. Information to Inspector Clarke, Chesham. 7. — Newport Pagnell ( County). — For uttering a forged cheque, on 1st inst.— F. LING, alias G. PEIRCE, age about 65, height 5 ft. 9 in., complexion sallow, hair ( inclined to curl) turning grey, moustache a « d whiskers on chin ( dark), believed to have been dyed, large nose, stoops a little, recent scars on forehead caused by being thrown from a horse; of good appearance and address; dress, dark blue overcoat with velvet collar, dark cloth jacket and vest, grey cloth trousers, black soft deerstalker hat, has eye- glasses with gold frames. Carries a travelling bag con- taining new black cloth double- breasted reefer coat and vest. This man represents himself to be in the employ of Truman, Hanbury, Buxton & Co., of Burton- on- Trent, brewers ( false), presents his card with " F. Ling " and " Truman, Hanbury, Buxton & Co." printed thereon. Has in his possession cheques with " Truman, Hanbury, Buxton & Co., Burton- on- Trent" printed thereon, on Lloyd's Bank, Limited, Burton - on - Trent, and signed E. T. Hanbury, manager, which are forged. Warrant issued. Information to Inspector Pitson, Newport Pagnell. 8— SlOUgh ( County).— For stealing, 18th inst., 2 pairs of boots ( recovered), and a meerschaum pipe in case, bowl very large, and has an elephant carved thereon— A MAN, age about 30, height 5 ft. 10 or 11 in , complexion sallow, hair and eyes dark, clean shaved; dress, dark overcoat, black coat, dark mixture trousers with blue stripe, black hard felt hat. Stated he was connected with Edmund's Theatrical Company, which was visiting the town ( false). Supposed identical with man, Case No. 52, 18th inst. Information to Supt. Sutton, Slough. CAMBRIDGESHIRE. 9 — Cambridge ( Borough).— For stealing a clock, on 3rd inst.— ALEXANDER HUGHES, age 30, height 5 ft. 7 in., well built, complexion M : 2 THE POLICE GAZETTE. TUESDAY, MARCH 15, 1892. pale, hair light brown, small pointed moustache, otherwise clean shaved; dress, dark green cloth overcoat with velvet collar, dark striped cloth trousers, red silk neckerchief, light brown felt hat, lace boots, worn rather thin at toes; of respectable appearance. Supposed to be a lawyer's clerk, and known in the neighbourhood of Chelmsford. Warrant issued. 10.— Cambridge ( Borovgh)).— For stealing a quantity of painter's tools ( partly recovered)— HERBERT DAVIES, nge 35 to 40, height 5 ft. 5 in., complexion fresh, slight ginger whiskers, otherwise clean shaved, 6harp features; dress, black cloth cutaway coat, dark trousers with light stripes, black hard felt hat, brown socks, low shoes. A painter, said to be a good workman. Absconded 9th inst. Supposed to have gone to Northampton, and may be at work there for a Mr. Matthews, a builder, or te found at Dudley Bridge, near Worcester. Warrant issued. Information to Chief Constable Innes, Cam- bridge. CARNARVONSHIRE. 11— Carnarvon { County).— For stealing £ 157, 4thinst.— JNO. WM. OWEN, age 32, height 5ft. 6 in., slender build, hair light brown, thin on top of head, reddish nose as if he was addicted to drink, mous- tache light, no whiskers, slightly bow- legged, toes of right foot turn inwards; dress, brown mackintosh with cape, dark clothes. A native of Cardigan, near Plinlimmon, whero his father was captain of mines. Was at one time a clerk at the Dowlais Iron Works ; afterwards in the Excise, and lately employed at a slate quarry at Mantle, near Carnarvon. He left Carnarvon at 12.30 P. M. on 4th inst., supposed with the intention of going abroad. Had been for some years in California. Warrant issued. Information to Deputy Chief Constable Danes, Carnarvon. 12.— Conway ( County).— For fraud — CHAS. M. BARBER, age about 50, height 5 ft. 11£ in., hair and eyes dark brown, heavy dark moustache, imperial and side whiskers; dress, fawn- coloured covert coat, light brown check suit. Is addicted to drink. Warrant issued. Information to Supt. Williams, Conway. CHESHIRE. 13.— Runcorn ( County).— For bigamy— JOS. PARTINGTON ANKERS, alias JOSEPH JONES, THOMAS JONES, and THOMAS PARKER, age 27, height 5 ft. 7 in. without shoes, complexion fresh, hair and eyes brown, usually weak moustache, but now clean shaved ; dress, brown overcoat, dark coat and vest, light plaid trousers, black hard felt hat. Is a cordwainer, and will seek employment as a shoe repairer. Photograph may be seen on application. Warrant issued. 14.— Runcorn ( County).— For stealing £ 3 5s. Od. from a boat's cabin— SAMUEL WILLIAMS, age 40 to 45, height 5 ft. 6 in., complexion sallow, hair dark browD, clean shaved, fat bloated face ; dress, blue pilot cloth jacket, new vest, dark corduroy trousers, blue neckerchief with white spots, faded blue cap with peak, blucher boots. A boatman, native of Manchester. Is well known on the Shrop- shire Union, Rochdale, Bridgewater and Stafford- shire Canals. Warrant issued. Information to Supfc. Atherton, Runcorn. 15.— Chester ( City). — For housebreaking, between 5th and 7th inst.— Two men : lst, JAMES DEMPSEY, age about 28, height 5 ft. 7 or 8 in., hair and moustache dark, full dark face and eyes, large head, appearance of a bully; dress, dirty black suit, trousers very greasy and worn at knees, black billycock hat; may have since changed his clothiDg. 2nd, age about 30, height 5 ft. 7 or 8 in., hair brown, moustache light brown; dress, light brown check coat, dark trousers, black billycock hat. Has a pedlar's certificate, said to have been taken out at Chester, but the name cannot be ascertained. They are accompanied by a woman; medium height, complexion and hair dark, reddish nose; dress, blue skirt, atd a mixture plaid shawl, which she wore over her head. Warrant issued. Information to the CLief Constable, Town Hall, Chester. CUMBERLAND. 16.— Carlisle ( County).— For stealing from a dwelling- house at Harraby Green, 19th inst.— 2 lady's gold rings, viz. : one set with blue stones, the other with pearls, rubies, and green stone in centre; a heavy silver bracelet, buckle pattern; a gold bracelet, set with pearls and rubies, resembles a round brooch, glass at back for photo or hair; a round gold brooch, damaged at back, glass missing; a pair of silver sleeve studs, large size, chased pattern ; a lady's small gold geneva watch ; a small iron cash- box, oak colour, handle on top, containing an old silver verge watch, gold- mounted hair albert guard, an insurance policy with the Economic Insurance Co., on the life of Thomas Beaty, and other papers; 2 gold masonic ornaments, one a compass and squire, with arch keystone, the other capitals round circle in centre, ribbon attached, both in morocco cases, one case marked " Wheatley, Carlisle " inside ; a terra- cotta dress, trimmed with watered silk, two rows down each side of skirt; a plush and Malta silk mantle, feather trimming at neck and shoulder ornaments, quilted silk lining; a lady's Inverness grey tweed over cloak with cape and hood, lined with grey silk, may have " Shool- bred, London," on hanger at neck; a cardinal dressing gown, white pearl buttons down front ; a blue felt bat, trimmed with ostrich feathers, one blue and one grey, marked on inside " Moses, New castle- on- Tyne " ; a white lace apron; and a pair of new slippers— EDITH GUTHRIDGE, or GELD- RIDGE, alias JANE McWILLIAMS, age about 33, height 5 ft. 4 in., complexion sallow, hair dark, rather flat full face; dress, green dress, velvet or plush trimming on front, dark hat or bonnet, clothing worn a good deal. Was engaged at the house for about 10 days as domestic servant, and absconded 19th inst., about 7 p. m., when she booked to Penrith, where she pledged the gold watch described, rebooked to Man- chester by 12.9 midnight train, but broke the journey at Preston. At Penrith, she dressed her- self in the terra cotta dress, feather trimmed mantle, and some of the stolen jewellery, and carried the other property in a bundle tied up in a white cotton sheet. Is supposed to be a widow, and to have been to America. Stated that she is known to a Mrs. John Slight, stewardess on board one of the White Star steamers. Information to Supt. Graham, Carlisle. DENBIGHSHIRE. 17.— Llanrwst ( County).— For stealing £ 13— J. C. BARBER, age about 45, height 5 ft. 10 in., complexion sallow, moustache and tuft on chin black, speaks slowly and with a drawl, is addicted to drink and quiet in company ; dress, light fawn dustcoat, dark grey suit ( trousers a little soiled), black bowler hat. Stated he has been to Africa and was captain in the 24th Rrgiment, and out in Zulu war. ( See also Case No. 82, 18th inst.) Warrant issued. Information to Supt. Jones, Llanrwst. DORSETSHIRE. 18.— Weymouth ( Borough).— For embezzle- ment— WILLIAM SHEPPARD, alias CROW, age about 30, height 5 ft. 6 in., hair and eyes very dark, clean shaved ; dress, when last seen, light plaid suit and black bowler hat. A groom; knows Salis- bury and Reading well. May seek employment at livery stables. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. 19.— Chelmsford ( County).— For stealing a nearly new ground stock whitewash brush, bound with copper wire, red paint on handle, SAMUEL COATES, age about 44, height 5 ft. 6 in., com- plexion fair, hair inclined to be red, heavy light moustache, small side whiskers; dress, light jacket with plaid stripe, brown trousers, light peaked cap, light boots. A painter; supposed native of Biller- icay or Finchingfield, Essex. Carries in his pockets a photo of his son, about 14 years of age, which he is fond of showing in public houses. Is fond of imitating a cornet with his mouth. Has been several times convicted of felony. 20.— Chelmsford ( County)— For stealing a gun, at Little Baddow, in October, 1891 ( recovered) — Expiree CHARLES FRANKLIN, alias JOHN LEE, Office No. 38420, a native of Aldershot, age 35, height 5 ft. 11| in., complexion dark, hair dark brown, eyes dark hazel, cross right forearm, part ring 2nd right finger, cross and characters with C. L. on left forearm, blue figure above, part crown on left wrist, 2 indistinct letters and 6 dots back of left hand, several designs centre of chest. Sentenced at Chelmsford, 15th October, 1884, to 5 years penal servitude for housebreaking. Accompanied by SARAH FIRMIN, age 40, height about 5 ft. 4 in., hair dark ( puffed up in front), blue eyes ( large), large mouth and thick lips; a native of Maiden, Essex. (. See also Case 92, 23rd October, 1891). A photograph can be seen on application. Information to the Deputy Chief Constable, Chelmsford. GLAMORGANSHIRE. 21.— Neath ( County).— For stealing a bridle ( recovered)— THOMAS ARNOLD, a coachman, age about 30, height 5 ft. 7 or 8 in., complexion fresh, bair dark brown, clean shaved ; dress, dark overcoat, dark suit, brown bowler hat. A native of near Torquay, Devonshire, where his mother resides. Absconded 11th ult. Warrant issued. Information to Supt. Thomas, Neath. GLOUCESTERSHIRE. 22.— Chipping Sodbury ( County).— For embezzling £ 1 5s. 2d.— SAMUEL HIGGINSON, age 57, height 5 ft. 7- J- in., complexion sallow, hair light brown, eyes ( sunken) light grey, coal mark under right eyebrow and right side of nose, slightly pockmarked, round and high shoulders, downcast appearance; dress, black overcoat with velvet collar, black and grey check jacket and vest, brown striped trousers, lace boots, hard felt hat. A native of Wolstanton, Staffordshire. Warrant issued. Information to Supt. Critchley, Chipping Sodbury. 23. — Coleford ( County). — For stealing, at Tidenham, on lst inst., a double case silver English lever watch, No. 38156, maker H. J. Norris, Coventry ; a grey woollen shirt with red stripes ; and a black leather purse— JAMES WILLIAMS, age 30, height 5 ft. 5 in., complexion, hair, mous- tache ( slight) and eyes dark; dress, brown plaid jacket and vest, dirty cord trousers, heavy lace boots, soft black bowler hat. A farm labourer; native of Burghill, Herefordshire. Carried two bundles, and had with him a light brown lurcher dog. Warrant issued. Information to Supt. Ford, Coleford. HAMPSHIRE. 24. — Portsmouth ( Borough). — For illegally pawning watches— EDGAR F. HINDLE, age about 30, height about 5 ft. 6 or 7 in., stout build, full face, hair very light, moustache very thick, otherwise clean shaved, eyes blue; dressed usually in blue overcoat with velvet collar and large bone buttons, or a light brown striped waterproof Inverness, blue serge jacket and vest, dark striped trousers, high white collar with turned down corners, large white tie, brown hard felt hat or soft tweed cap with peak, thick lace boots. Has been an insurance agent, and may endeavour to obtain a similar situation. Is accompanied by his wife, Elizabeth Hindle, age about 28, height about 5 ft. 6 or 7 in., hair and complexion dark, thin features; dress, long dark check tweed jacket, tight fitting, small black bat. Had with them a child named Amy, age about 8,. complexion very fair, long light hair. Warrant issued. Information to Chief Constable Cosser, Portsmouth. HERTFORDSHIRE. 25. — Bishop Stortford ( County). — For stealing a carpenter's brace and 34 bits ( recovered at Cambridge), on 26th ult.— ED WD. CROWE, alias GEO. WANFORD SCOTT, age about 40, height 5 ft. 10 or 11 in., complexion fresh, hair light brown, whis- kers and moustache ginger ( thin), eyes blue, good teeth, carries his head a little forward ; dress, dark pilot coat, cord trousers and vest, hard felt hat, right boot cut about two inches over little toe. He tramps the country, and applies to wheelwrights and carpenters for work or relief, but when he obtains work only remains a short time. States he FRIDAY, MARCH 1 1, 1892. T H E POLICE GAZETTE. 25 is a widower, and that he has two sons working in Norfolk. Warrant issued. Information to Supt. Tripp, Bishop Stortford. LANARKSHIRE. 26. — Glasgow ( City). — For perjury and fraudulent bankruptcy— PATRICK DOCHERTY, an Irishman, age 35 to 40, height about 5 ft. 6 in., stout build, complexion fresh, hair ( cut short) light, mixed with grey, clean shaved except movistache, piercing eyes, short thick neck ; usually dressed in grey tweed jacket suit, and black felt hat. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 27.— Sacup ( Borough).— Forembezzling£ 7 5s. 4^ d. — WILLIAM INGHAM, a butcher, age about 24, height 5 ft. 9 in., slender build, complexion fresh, hair brown, slight moustache, no whiskers, eyes blue, scar on left arm and ( supposed) right side of head; dress, dark brown cloth jacket with two pockets at side with flaps, and one pocket outside left breast, corduroy trousers and vest with sleeves, cap, heavy- nailed boots, may be wearing a white and blue striped leather collar. Of rather smart appearance, and is fond of drink and low company. Warrant issued. Information to Chief Constable Harland, Bacup. M O NTGO M ERYSHIR E. 28. -— Newtown ( County). — For an offence under the Criminal Law Amendment Act — WILLIAM DAYIES, age about 26, height 5 ft. 3 or 4 in., complexion fresh, hair ( getting bald on top) brown, moustache dark brown, small dark eyes, which are unusually close to each other; dress, dark double- breasted pilot jacket, new white slop underneath, cotton cord trousers, red scarf, strong lace boots, black hard felt hat. A labourer ; supposed native of Denbighshire. May be at work at some secluded farm- house or on public works. Does not speak very good English. Warrant issued. Information to Deputy Chief Constable Crowden, Newtown. NORTHAMPTONSHIRE. 29.— Kettering ( County).— For stealing har- ness, on 5th inst., JOHN LONG ( snpposed false), & ge about 30, height 5 ft. 6 or 7 in., complexion fresh, hair brown, moustache, slight impediment in speech; dress, long black overcoat ( rather worn), red muffler, black felt hat with flat top, black leather leggings. A tramping labourer; late of Rowell. Warrant issued. Information to Supt. Hensher, Kettering. 30.— Peterborough ( City). — For stealing, from a public house, 2nd inst., £ 13 14s. in gold and silver, and a small silver geneva watch, with silver dial and wreath of flowers round dial— W. EDMONDS, alias J. HOPPER, age about 28, height 5 ft. 9 or 10 in., hair dark, clean shaved, eyes dark; dress, dark coat, dark striped trousers, black Lard felt hat, red silk muffler. He booked by Great Northern train for Birmingham at 3.35 p. m., 2nd inst.
