THE POLICE GAZETTE PUBLISHED BY AUTHORITY- NEW SERIES. FRIDAY, MARCH 11, 1892. VOL. IX., No. 85G. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD LONDON, SW. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of IBs. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to I be mserted, and no warrant is in force against him, the requisition must be signed by the chief • officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank REGULATIONS. \ than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property hear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond l{ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the • circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken • or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT 1.— E Division.— For conspiracy and fraud— LOUIS LEON GOLDSTEIN, alias HARRY ROBERTS, a Jew, age about 40, height 5 ft. 10 in., complexion rather pale, hair ( curly) and moustache black, eyes dark, of good appearance. A native of London. Warrant issued. 2. — Y Division.— Woodcut portrait and des ription of FREDERICK SMEDLEY, whose apprehension is sought for fraud by uttering fic- titious cheques on the London and Westminster Bank, Southwark Branch ; age 28, height 5 ft. 11 in., complexion, hair, beard ( cut short), moustache, and eyes dark, scar right side of lower jaw, thick neck, stands erect, of gentlemanly appearance; dress, light covert coat, light tweed suit, brown hard felt hat. A native of Nottingham. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 3.— For fraud— D. R. DARNLEY, a stock and share broker, late of Walbrook House, E. C., age 40, height 5 ft. 6 or 7 in., complexion pale, hair, mous- tache, and supposed beard light ( turning grey), wears gold- rimmed eye- glasses, with chain attached ; dressed respectably, and usually wears fashionable low brown felt hat. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, London, E. C. BERKSHIRE. 4— Maidenhead ( Borough).— For attempting to obtain money by false pretences, viz., for the benefit of the National Disabled Firemen's Insti- tution— A MAN, age 24, height about 5ft. 7 in., complexion fresh, hair brown, small light mous- tache, eyes clear and bright, of gentlemanly appearance and good address; dress, dark over- coat, buttoned over and tight- fitting, hard black felt hat. Carried a leather pocket- book with gilt letters, names written inside in pencil. Warrant issued. 5— Maidenhead ( Borough). — For stealing, 29th ult.— A bay mare, 6 years, 14 hands 2 in., long black mane and tail, few grey hairs on hind fetlocks, recently shod; a set of black leather silver- plated harness; and a dogcart, stained and varnished light, dark mahogany slip, wheels and shafts painted yellow, picked out black, " Warner Bros., Maiden- head," on caps of wheels, 2 lamps ( 1 cracked), a blue horse- hair cushion, and cocoa fibre mat with blue border— A MAN, age about 26, height 5 ft. 6 in., com- plexion fresh, round face, hair and small moustache brown, of good address; dress, blue overcoat, dark trousers, dark red necktie, brown hard felt hat; wore brown gloves and a gold albert chain. Warrant issued. Information to Supt. Taylor, Maidenhead. CARNARVONSHIRE. 6— Carnarvon ( County). — For stealing, 4th inst., £ 157, the money of his employers — JOHN WILLIAM OWEN, age 32, height 5 ft. 6 in., slender build, hair light brown, thin on top of head, reddish nose as if he was addicted to drink, mous- tache light, no whiskers, slightly bow- legged, toes of right foot turn inwards; dress, brown mackintosh with cape, dark clothes. A native of Cardigan, near Plinlimmon, where his father was captain of mines. Was at one time a clerk at the Dowlais Iron Works ; afterwards in the Excise, and lately employed at a slate quarry at Mantle, near Carnarvon. He left Carnarvon at 12.30 P. M. on 4th inst., supposed with the intention of going abroad. Had been for some years in California. Warrant issued. Information to Deputy Chief Constable Danes, Carnarvon. DERBYSHIRE. 7.— Derby ( Borough).— For obtaining by false pretences, 24th and 25th ult., a gold albert ( recovered) ; a gentleman's single- stone diamond gipsy ling; aud a gentleman's three- stone diamond gipsy ring— GEORGE ARTHUR ARGYLE, age 20, height 5 ft. 6 or 7 in., slender build, complexion fair, hair light, slight side- whiskers light, supposed slight light moustache, nose rather broad and slightly turned up at end; dress, when last seen, on 25th ult., 2 THE POLICE GAZETTE. TUESDAY, MARCH 15, 1892. dark grey overcoat', brown check coat and vest, dark striped trousers, black hard hat. Of good address, and respectable appearance. Falters in his speech when conversing. A watchmaker and jeweller. May seek similar employment, as he has some tools with him. Is said to be a good workman. Has expressed his intention of enlisting. Inquiries requested at jewellers, watchmakers, regimental depots, and at Young Men's Christian Associations. Warrant issued. Information to Chief Constable Delacombe, Derby. DEVONSHIRE. 8.— Exeter ( City). — For stealing, 21st ult., about £ 5 10s. in gold and silver, a lady's gold chain ( recovered), and a pair of silver earrings made of jubilee sixpences— A woman, who gave the name of JANET FRASER, alias THOMAS, LA FRENDE and POLLARD, age about 28 to 30, medium height, complexion pale, hair dark, has an abscess on one side of nesk ( supposed left), one tooth decayed in front upper jaw, rather good- looking, well educated; dress, navy- blue skirt, black bodice, short black- braided jacket, turned out at collar with silk, black boa, black felt hat, boat- shaped, trimmed with black feathers, black veil, long brooch with blue and white stone, wears three rings on third finger left hand, brown- red gloves, shoes, and grey stockings. States she is an American ; drinks brandy freely. Her modus operandi is to take lodgings at refresh- ment houses, gain confidence with the proprietors, and steal anything that she can get at and decamp. May be found in the company of soldiers. DORSETSHIRE. 9. — Weymouth ( Borough).— For embezzle- ment— WILLIAM SHEPPARD, alias CROW, age about 30, height 5 ft. 6 in,, hair and eyes very dark, clean shaved ; dress, when last seen, light plaid suit and black bowler hat. A groom; knows Salis- bury and Reading well. May seek employment at livery stables. Warrant issued. Information to Chief Constable Eacock, Wey- mouth. ESSEX. 10. — Chelmsford ( County). — For larceny ( serranO- ALFRED JENNINGS, alias ERNEST JOSEPH JENNINGS, age about 21, height 5 ft. 1 or 2 in., complexion and hair dark; dress, short black coat, black cardigan jacket under, tight fitting cord trousers, black peaked cap. An ostler; native of Colchester. Absconded from Rettendon, 28th u. lt. May endeavour to enlist. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. GLOUCESTERSHIRE. 11. — Coleford ( County)..— For stealing, at Tidenham, on 1st inst., a double case silver English lever watch, No. 38156, maker H. J. Norris, Coventiy; a grey woollen shirt with red stripes; and a black leather purse— JAMES WILLIAMS, age 30, height 5 ft. 5 in., complexion, hair, mous- tache ( slight) and eyes dark; dress, brown plaid jacket and vest, dirty cord trousers, heavy lace boots, soft black bowler bat. A farm labourer; native of Burgliill, Herefordshire. Carried two bundles, and had with him a light brown lurcher dog. Warrant issued. Information to Supt. Ford, Coleford. HAMPSHIRE. 12.— Portsmouth ( Borough). — For illegally pawning watches— EDGAR F. HINDLE, age about 30, height about 5 ft. 6 or 7 in., stout build, full face, hair very light, moustache very thick, otherwise clean shaved, eyes bine ; dressed usually in blue overcoat with velvet collar and large bone buttons, or a light brown striped waterproof Inverness, blue serge jacket and vest, dark striped trousers, high whi'e co'lar with turned down corners, large white tie, brown hard felt hat or soft tweed cap with peak, thick lace boots. Has been an insurance agent, and may endtavour to obtain a similar situation. Is accompanied by his wife, Elizabeth Hiudle, age about 28, height about 5 ft. 6 or 7 in., hair and completion dark, thin features; dresp, long dark check tweed jacket, tight fitting, small black hat. Had with them a child named Amy, age about 8, complexion very fair, loDg light hair. Warrant issued. Information to Chief Constable Cogser, Portsmouth. HERTFORDSHIRE. 13. — Bishop Stortford ( County). — For stealing a carpenter's brace and 34 bits ( recovered at Cambridge), on 2Gth ult.— GEORGE WANFORD SCOTT, age about 40, height 5 ft. 10 or 11 in., complexion fresh, hair light brown, whiskers and moustache ginger ( thin), eyes blue, good teeth, carries his head a little forward ; dress, dark pilot coat, cord trousers and vest, hard felt hat, right boot cut about two inches over little toe. He tramps the country, and applies to wheelwrights and carpenters for work or relief, bnt when he obtains work only remains a short time. States he is a widower, and that he has two sons working in Norfolk. Warrant issued. Information to Supt. Tripp, Bishop Stortford. KENT. 14. — Ramsgate ( Borough). — Portrait and description of FREDERICK YATES, whose . M ~ ', y r '• W apprehension is sought for stealing a quantity of coke, the property of the Ramsgate Corporation ; age 51, height 5 ft. 6 or 7 in., complexion pale, hair brown, turning grey, large grey eyes, walks with very slouching gait; dress, plain brown overcoat, dark jacket, brown mixture trousers, blue tie with white spots, sidespring boots, brown hard felt hat. A native of Ramsgate. May seek employment at gas works. Warrant issued. Information to Chief Constable Buss, Ramsgate. LANCASHIRE. 15.— Wigan ( County).— For stealing, at Gol- borne, 7th inst., an English silver lever watch, No. 53 or 58, cream- coloured dial, gold hands, seconds hand sunk, outer case gold garter and flowered ; an English silver lever watch, No. 43299, silver dial, steel hands, seconds hand, gold numerals, much worn; an old blue pilot cloth overcoat, single breasted, 3 pockets outside ; a brown plaid jacket, 3 pockets outside, much worn ; and a pair of laco boots, soles newly repaired at toes— WILLIAM COX, age 19, height 5 ft. 1£ in., complexion fresh, hair light brown, eyes grey, blue scar under left eye, bow- legged ; dressed in stolen clothes and boots. He enlisted in the Army, at Warrington, about two years ago, was bought out, and will probably again enlist. 16.— Wigan ( County).— For stealing, at Hindley, 4th inst.— A silver geneva watch, No. 26826— A YOUTH, age 17, height about 5 ft. 6 in., hair ( rather long and curly) light; dress, black worsted jacket, dark cloth vest, light cloth trousers, with dark patch on back of one leg, black cloth cap with peak. Was working in the neigh- bourhood of St. Helens up to a fortnight since. Information to Supt. Brassington, Wigan. 17. — Manchester ( City). — For failing to report— License Holder RICHARD WHITE, alias HENRY RTCHARD HALSTEAD, Office No. 42508, age 35, height 5 ft. 4 in., complexion fresh, hair brown, eyes grey, Ecars on bead, back of left hand, and on I ight buttock, wart on back and below left shoulder- blade, ruptured right groin. Sentenced at Liverpool, 2nd July, 1883, to 10 years penal servitude for shopbreaking. Licensed 12th Feb.. 1892. A J 508. Information to the Deputy Chief Constable, Manchester. 18.— Bacup ( Borough).— For stealing a light blue cotton skirt — Supervisee MARGARET LYONS, alias INGLE, and MARGARET JANE THOMPSON, Office No. 39715, age 28, height 5 ft., complexion fair, hair sandy, eyes grey, oval face, proportionate build, scars left jaw, left elbow, and bend of right arm ( burn) ; dress, supposed stolen skirt, brown shawl over head, and clogs. A char- woman ; native of Wigan. May be found in common lodging- houses, and may seek employment as a charwoman or yarn- washer at dye- works. Sentenced at Preston, 27th November, 1889, to 6 months hard labour and 2 years police supervision for larceny. 19.— BaCU p( J5oroMgrfe).— Forembezzling£ 75s. 4^ d. — WILLIAM INGHAM, a butcher, age about 24, height 5 ft. 9 in., slender build, cppjplexion fresh, hair brown, slight moustache, no whiskers, eyes blue, scar on left arm and ( supposed) right side of head; dress, dark brown cloth jacket with two pockets at side with flaps, and one pocket outside left breast, corduroy trousers and vest with sleeves, cap, heavy- nailed boots, may be wearing a white and blue striped leather collar. Of rather smart appearance, and is fond of drink and low company. Warrant issued. Information to Chief Constable Harland, Bacup. 20.— Bury ( County). — Supervisee WILLIAM NIGHTINGALE, Office No. 36092, Case No. 34, 21st August, 1891, not now wanted. MONTGOMERYSHIRE. 21. — Newtown ( County). — For an offence under the Criminal Law Amendment Act — WILLIAM DAVIES, age about 26, height 5 ft. 3 or 4 in., complexion fresh, hair ( getting bald on top) brown, moustache dark brown, small dark eyes, which are unusually close to each other; dress, dark double- breasted pilot jacket, new white slop underneath, cotton cord trousers, red scarf, strong lace boots, black hard felt hat. A labourer; supposed native of Denbighshire. May be at work at some secluded farm- house or on public works. Does not speak very good English. Warrant issued. Information to Deputy Chief Constable Crowden, Newtown. NORTHAMPTONSHIRE. 22.— Peterborough ( City). — For stealing, from a public house, 2nd inst., £ 13 14s. in gold and silver, and a small silver geneva watch, with silver dial and wreath of flowers round dial— W. EDMONDS, alias J. HOPPER, age about 28, height 5 ft. 9 or 10 in., hair dark, clean shaved, eyes dark; dress, dark coat, dark striped trousers, black hard felt hat, red silk muffler. He booked by Great Northern train for Birmingham at 3.35 p. m., 2nd inst. Was at one time engaged by Mr. Coleman Davis as stage manager in a play called " No Escape," and he described himself on this occasion as agent in advance for a Diorama Company. Supposed same as described in Case No. 34, 4th inst. Information to Chief Constable Lawson, Peter- borough. NOTTINGHAMSHIRE. 23.— Newark ( Borough).— For stealing 3 shoe- maker's irons and Is. 6d. cash— JAMES DUNK, age about 33, height 5 ft. 7 or 8 in., complexion and hair dark, eyes brown, lost left leg and wears a wooden substitute; dress, blue cloth suit. Is a shoemaker, and may be found working at some cheap shoe repairer's shop. Warrant issued. Information to Chief Constable Challen, Newark, OXFORDSHIRE. 24. — Oxford ( County). — For breaking into Thame Railway Station, between 2 and 4 a. m., 4th inst., and stealing the contents of an orphanage box and a Gladstone bag, which was subsequently found on the London road— TWO MEN: 1st, age 24, FRIDAY, MARCH 1 1, 1892. THE POLICE GAZETTE. 11 height 5 ft. 7 in., complexion and hair dark ; dress, dark coat and trousers, hard felt hat. 2nd, age 20, height 5 ft. 11 in., complexion, hair, and moustache dark; dress, blue serge suit, hard felt hat. Information to the Chief Constable, County- Police Station, Oxford. 25.— Watlington ( County). — For larceny — THOMAS GUNTRIP, age 29 ( looks older), height 5 ft. 6 in., complexion fresh, hair light brown ( curly), straggling sandy whiskers; dress, dirty working clothes. A brickmaker; native of Brill, Bucks. Warrant issued. Information to Supt. Oakley, Watlington. SOMERSETSHIRE. 26.— Bridgwater ( County). — For stealing a horse at Sutton Mallet, on 23rd ult.— WILLIAM EDWARDS, age 48 ( looks younger), height 5 ft. in., complexion fresh, hair ( thin on top) dark brown, moustache, otherwise clean shaved, eyes grey, cut scars over each eyebrow and back of left thumb, three boil marks on right buttosk and one at bottom of back, toes of each foot are cramped, which cause him to turn his feet slightly inwards when walking; dress, blue cloth or serge suit, black bowler hat, blue check shirt, blue flannel under- shirt and drawers, blue worsted stockings, blue- and- red striped necktie, black- and- white plaid scarf, lace boots. A stoker or seaman; native of Bridgwater. This man is also wanted for stealing at Calcott, on 21st ult., a quantity cf carpenter's tools, which he pledged at Bath on the following day. Was liberated from H. M. Prison, Shepton Mallet, on 2nd ult., after serving 12 months imprisonment for cattle stealing. Warrant issued. Information to Supt. Vowles, Bridgwater. YORKSHIRE ( EAST RIDING). 27.-- Pockli ngton ( County).— For feloniously assaulting a female at Mewton- upon- Derwent, on 3rd inst.— HARRY WEST, age about 40, height 5 ft. 6 in., complexion fair, hair light, short side whiskers ; dress, fustian jacket, velvet collar, new cotton cord trousers, soft felt hat, lace boots. A farm servant, late of Newton- upon- Derwent. Is a South countryman. May seek employment amongst farmers. Warrant issued. Information to Supt. Farrar, Pocklingtoa. PERSONS IN CUSTODY. CHESHIRE. 28.— Broxton ( County).— Committed for trial for stealing a silver verge watch, makers " Brook- hound & Mustiff, Derby," JSTo. 2G33, and a silver geneva watch, No. 51156— ARTHUR MAXTED, age 19, height 5 ft. 3£ in., complexion fresh, hair brown, eyes hazel, two brown scars centre of fore- head, scar left cheek, long deep scar back of right forearm, [ near elbow, two scars near elbow joint, small dot indistinctly tattooed back of left forearm. A native of Fulham, Middlesex. Had in his possession a double- case silver keyless watch, No. 6788, " T. S. " in monogram on case. Information to Deputy Chief Constable Cope, Broxton. DEVONSHIRE. 29.— Chudleigh ( County). — Committed for trial at the Assizes at Exeter, 22nd inst., for burglariously entering a dwelling house at Ilsington, 1st inst., with intent to commit a felony— ELI KELLY, age 45, height 5 ft. in., stout build, complexion dark, hair dark ( turning grey), slight whiskers and moustache sandy ( turning grey), eyes dark, anchor tattooed on left arm ; dress, dark coat, vest, and trousers, peak cap, lace boots. A native of Bovey Tracey, Devonshire ; has served 10 years in the Navy, and has since been in the merchant service. Supposed previously convicted, as he speaks about prison life. Information to Supt. Moore, Chudleigh. DURHAM. 30.— Castle Eden ( County).— Committed for trial at the next Durham Assizes for marslaughter, at Thornley, on 12th ult.— THOMAS GOODHEAD, alias CLEMONS, age 34, height 6 ft., complexion sallow, hair and eyes dark, face slightly pockpitted, walks erect. A native of Walsall, Staffordshire; has been in the Army. Has resided in this district 4 months, and has been 5 times before the magis- trates. Is a very violent character. Supposed convicted elpewhere. Information to Supt. Webster, Castle Eden. 31.— Durham ( City).— Committed for trial, at the next Quarter Sessions, for larceny ( person)— JOHN BELL, age 68 ( looks younger), height 5 ft. 5f in., stout build, complexion fresh, hair grey, thin on top, whiskers and moustache, eyes blue, slightly pock- pitted, lost several teeth in front of upper jaw; states he is a musician and native of Belfast; dress, black worsted overcoat, black worsted coat and vest, black and grey striped trousers, white collar, black tie with white spots, silk hat, lace boots ; carried a dark cloth dust overcoat with soft felt hat in pocket, and umbrella; of respectable appearance. Was convicted at the Western Police Court, Glasgow, on 28th October last in the name of JOHN FOYN, for pocket- picking in tramcars, and sentenced to 60 days imprisonment. Dominion about 5 months ago, had with him about 360 dollars which he has spent; has been nearly all over England and Scotland on a bicycle, and was on his way to Liverpool to return to America when he committed the larceny. When arrested, he had with him a safety bicycle, nearly new, pneumatic tires, No. 714 inside centre of handles, and the same number, upside down, on brake handle, no lamp, appears to he a good machine. States that he bought it from a man named Thompson, who advertised it in the " Daily Chronicle " 5 months ago.
