REG- tJLATIONS. 3*-, All announcements for insertion in the POLICE GAZETTE, and all communications upon them • should be addressed, to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YAED, ' LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the : POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. Portraits of persons whose apprehension is sought for serious offences, and engravings of _ stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature , of anojfficer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. • 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank • than Inspector, or analogous thereto. 4. 5. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ l may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morn ing. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— ' 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. . - 2. No expression must be used in such an advertise tnent, in relation to property stolen, or criminally taken Or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. O. A native of Wetheringsett, Suffolk. Warrant issued. 5.-— T Division.— For stealing £ 2 14s. from his lodgings— WILLIAM STEPHEN GREENWAY, age 14, height 5 ft. 5 in., complexion fair, hair light, eyes blue, scar under left eye; dress, dark grey overcoat, black diagonal coat and vest, plaid trousers, dark skull cap, worn at back of head, blucher boots. A telegraph messenger; native of Manchester. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. License Holder HENRY JAMES SHARPE, Office No. 41785, whose apprehension is sought for forging a certificate of character— Age 42, height 5 ft. 4 in., complexion pale, hair black ( turning grey), eyes brown, scar under left eye, a tooth deficient in right lower jaw ; dress, brown overcoat, stand- up cellar, striped trousers, high silk hat. Sentenced at Central Criminal Court, 12th September, 1887, to 5 years penal servitude for bigamy, after previous convictions of fraud and embezzlement. Licensed 22nd Ausr., © ' 1891. A solicitor's clerk, and may seek employ- ment as such with forged characters. He is a native of Grantham, and is known at High Wycombe. Warrant issued. 2.— C. O. Sentenced at Swansea, 2nd August, 1887, to 5 years penal servitude for fraud. Licensed 17th July, 1891. Warrant granted. FRIDAY, FEBRUARY 26, 1892. is sought for stealing, between 24tli June, 1889, and 1st inst., a large quantity of grain ( value upwards of £ 200) entrusted to him to be ground into meal— age 40, height 5 ft. 10 in., stout build, complexion ruddy, hair brown, whiskers and moustache sandy, Scotch dialect; dress, light coloured overcoat, dark grey tweed suit, lace boots, brown bard felt hat. Absconded from Irvine Mill on 1st inst. May seek employment in a grain mill, or endeavour to leave the country. It is requested that immediate enquiry be made at shipping and emigration ports. Warrant issued. Information to the Chief Constable, Ayr. BRECONSHIRE. 8.— Builth ( County).— For obtaining a quantity of carpet by false pretences, at Builth, on 4th December last— A man known as " BOB," who travels the country making and selling hassocks, age about 40, height 5 ft. 8 or 9 in., rather slight build, complexion fair, hair dark brown, moustache brown, long bushy beard, smart appearance ; dress, brown plaid coat, grey trousers, lace boots, grey plaid cap with peak of same material. Was last heard of at Monmouth on 13th inst. Generally stops at common lodging- houses. Warrant issued. Information to Supt. Joseph, Brecon, or to Sergeant Watkins, Builth. DERBYSHIRE. 9. — Chapel- en- le- Frith ( County). — For brutal assault on a female — HENRY TENNIS, alias GINGER TINE Y, age 26, height 5 ft. 5 or 6 in., complexion fresh, hair and moustache sandy, eyes very large, round- shouldered; dress, dark grey mixture jacket, moleskin trousers, black hard felt hat, wears straps round calf of leg. A navvy; is well known on railway and public works. Has a brother called " Black Tiney.' 1 Warrant issued. Information to Supt. Hallam, Chapel- en- le- Frith. prominent, large thick nose, full face, scar and large dents on top of head caused by blows from a poker, left arm burnt from shoulder to elbow, abscess marks on right side of head. Has with ber a child about 8 months old, which does not belong to ber. This woman is of low character, and will most likely be found in common lodging- bouses or low public- houses. Has been convicted at Cardiff, and sentenced to 12 months imprisonment for receiving stolen property, and is well known there and at Swansea. Warrant issued. Information to Supt. Sentenced at Swansea, 5th April, 1887, tc 5 years penal servitude for housebreaking. Licensed 17th March, 1891. Information to Supt. Jones, Pontypridd. DORSETSHIRE. 10.— Poole ( County).— For stealing, at Park- stone, 12th inst.— A large silver tea- pot; 2 silver sugar basins ; 2 silver cream jugs ; a small silver pot; an oblong silver tray, about 18 in. by 12 in., with " Millhie Thompson, from her uncle, Robert Thompson, 30th April, 1878" inscribed thereon; 4 silver salts, scallop shape ; 1 large silver cup, with " Dorset Volunteer Association, 1878. Presented by Lieutenant- Colonel Steward. Won by Sub- Lieut T. D. Rawlings," inscribed thereon; 2 small silver cups, with the inscriptions " Dorset Volunteer Association, Member's Cup, 1875 ( or 1876)" on one, and " P Company, Dorset Volunteer Monthly Challenge Cup. Presented by Lieutenant Lloyd Jones. Won by Sub- Lieutenant T. D. B. Rawlings, May^ June, July, November, 1875 ( or 1876) " on the other; 6 children's silver cups, name of Rawlings initials inscribed on each ; a silver sugar basin, " Kenward Davis Rauthenell Rawlings, from his loving Godmother, Auntie Millie," inscribed thereon ; a silver fish slice and fork ; an electro cream scoop ; 4 Bilver fruit spoons, fern pattern ; and a sugar sifter, gold, chased with silver.— A man who gave the name of LOUIS DUPONT, a Swiss, age about 24, height about 5 ft. 6 in., complexion fair, hair light, no whiskers or moustache, round features, bullet head; dress, dark clothes, brown hat or light cap. Carried a dark leather bag Speaks broken English, and stated he can speak four different languages. This man obtained a situation as indoor servant, at the house from which the articles were stolen, by a fictitious character. He advertised ill the " Morning Post," giving as reference the name of Madam De Castilman, 11, North- street, St. Leonards He left behind some bottles labelled " St. Leouards- on- Sea," and a French cap with " Interpreter " in silver braid, and " L. L." thereon. Supposed to be one of a gang of thieves. Warrant issued. Information to Supt. Hains, Poole. GLAMORGANSHIRE. 11. — Bridgend ( Coimty). — For stealing, at Cowbridge, 11th December last— A fur cape ; a black hat; a black silk scarf; 12 yards of new linsey; and a Welsh flannel r, hawl — MARY EVANS, age 45 to 50, height 5 ft. 5 or 6 in., com- plexion dark, hair ( cut short) black, eyes large and GLOUCESTERSHIRE. 13.— Cheltenham ( County).— For stealing a watch and chain ( recovered)— WILLIAM HENRY BURROWS, age 32, height 5 ft. in., complexion fresh, hair brown, eyes grey, mole between shoulder- blades, scald between breast bones, top part of right ribs, and front of right shoulder near breast, 2 fresh scars inside lower part of right leg; dress, dark cloth cardigan jacket and vest, corduroy trousers, black cloth cap with peak, striped check shirt, lace boots. A native of Liverpool. His mother resides at 14, Denton's Green- lane, St. Helen's, Lancashire. Warrant issued. Information to Supt. McRae, Cheltenham. 14.— Dursley ( County).— For stealing from his lodgings, 30th ulto., a new pair of plaid cloth trousers, razor and case, and photograph of a child.— FREDERICKERNEST GREEN, aZias RICHINGS, age 21, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, eyes brown, lost front teeth, which he states were knocked out with a cricket ball; dress, double- breasted blue serge jacket, light cloth trousers and vest, heavy lace boots ( cut down fronts), and dark cloth cap, which he wears on back of head, showing his hair iri front which is curly. HAMPSHIRE. 15.— Aldershot ( County).— For stealing from Officers' Quarters, 13th inst.— 1 pair silver- plated field glasses ; and a quantity of gold lace— GEORGE HATCH, aliau CHURCH, a painter, age 44, height 5 ft. 8 in., complexion fair, hair light brown, eyes blue, scar left leg below knee, cut mark right wrist, crucifix tattooed right forearm. Has been to sea. Warrant issued. Information to Supt. Brinson, Aldershot. 16.— Winchester ( City)-— For stealingfrom an hotel, 7th inst., 1 lady's gold watch, open face, gold dial; 1 lady's silver geneva watch, open face; 1 gentleman's silver geneva lever hunting watch, maker " Marriott, Lymington " ; 1 lady's 9- carat gold albert chain, composed of 3 small chains, ball in centre, tassel at end, and spring ring fastening; 1 lady's 18- carat gold dress ring, set with 1 diamond and 2 rubies; 1 gentleman's 18- carat gold signet ring, initials " MP" reversed ; 1 gold albert chain, 9- carat, with 9- carat gold compass attached ; and 1 gold circular brooch, gold coils, pearl in centre, surrounded by a blue enamel star, points filled in with small diamonds— TWO MEN : 1st, age 20 to 25, height about 5 ft. 6 in., complexion fair, hair very short, moustache light; dress, dark tweed jacket, dark vest and trousers, low hard felt hat. 2nd, age 20 to 25, height about 5 ft. 8 in., slignt build, complexion rather dark, hair and moustache dark brown ; dress, dark jacket, striped vest, dark tweed trousers. KENT. 17.— Canterbury ( County).— For deserting his wife and family— WILLIAM JOHN HOLNESS, age 35, height 5 ft. 7 or 8 in., complexion fresh, hair dark brown, reddish whiskers and moustache; wears small gold earrings; generally dressed in blue pilot jacket and vest, cord trousers, heavy lace boots. A farm labourer ; native of Chislett. Warrant issued. Information to Supt. Wood, Canterbury. 18. — Ramsgate ( Boiotigh). — For stealing a quantity of coke, the property of the Ramsgate Corporation— FREDERICK YATES, age 51, height 5 ft. 6 or 7 in., complexion pale, hair ( turning grey) brown, large grey eyes; dress, plain brown over- coat, dark jacket, brown mixture trousers, brown hard felt hat, blue tie with white spots, side- spring boots. LANCASHIRE. 19.— Bolton ( County).— For causing the death of bis daughter, by neglect and starvation —• THOMAS HARVEY, age 25, height 5 ft. 2 in., complexion sallow, hair light brown, anchor sup- posed tattooed on left arm. A native of Hampshire. Warrant issued. Information to Supt. Baxendale, Bolton. 20.— Chorley ( County).— For obtaining monej by false pretences, 7th inst., at Heath Charnock— A MAN, age about 32, height 5 ft. 6 or 7 in., com- plexion dark, hair and moustache dark sandy ; dress, dark tweed jacket and vest, cord trousers, hard felt hat, carried an overcoat. He called at a house and arranged to take lodgings, stating he belonged to the Royal Engineers, and was about to renew the telegraph wires in district, and expected another man to join him, whom he said was a Quartermaster- Sergeant. He was lent 3s., which ho represented was to pay for a cab to convey bis luggage from Chorley Railway Station, and has not since been heard of. 21.— Chorley ( County). — For stealing, 13th inst.— An old English lever watch, broken glass, " T. Lancaster" engraved on inside case; a black worsted overcoat, nearly new, lined with dark plaid, pocket each side and one outside left breast, cloth- covered buttons; and £ 2 10s. gold.— A man who gave the name of GEORGE THOMPSON ( supposed fictitious), age about 30, height 5 ft. 7 or 8 in., rather stout build, full round face, hair ( very short) brown, small light moustache, red scar ( resembling a burn) on back of left hand, large and peculiar shaped head ; dress, light brown plaid check suit, monkey jacket with light velvet collar let in at front, brown bone buttons, horse- shoe shape, light tweed cap, collar and tie. May be wearing a black billycock hat. Respectable appearance. He took lodgings on the 12th inst., representing himself as a canvasser or agent for the Pearl Insurance Com- pany, and stated he was a native of Leeds ; when in the house he talked a great deal about music and singing. Information to Supt. Norris, Chorley. 22.— Leigh ( County).— For failing to report— 1 Supervisee JAMES ENTWISTLE, Office No. 42510, age 26, height 5 ft. 10 in., complexion fresh, hair brown, eyes hazel, slender build, oval face, scar on right elbow and buttock, mole outside right upper arm, back of right shoulder and left of belly. A spinner. Sentenced at Salford, 18th February, 1891, to 12 months hard labour, and 3 years police supervision for larceny. Information to Supt. Higginbotham, Leigh. 23. — Wigan ( County). — For stealing £ 9, between 6th and 9th inst. — A YOUTH, age 17, height 5 ft. 7 in., hair red, eyes blue, freckled face ; dress, black worsted cloth jacket and vest, blue cloth trousers with black stripe down side of leg, brown tie, light cloth cap with " Legs of Man " in front, lace boots. Information to Supt. Brassington, Wigan. 24.— Liverpool ( City).— For failing to report— License Holder WM. ROBERTS, alias JOHNSON, and JAMES ROSS, Office No. 42400, age 45, height 5 ft. 5^ in., complexion fresh, hair brown ( bald), eyes hazel ( piercing). Sentenced at Liverpool Assizes, 17th February, 1888, to 5 years penal servitude for office- breaking, larceny, and forgery. Licensed 25th January last. O 130. THE POLICE GAZETTE. 5 26. — Rochdale ( Borough). — For stealing a black Cardigan jacket, and a pair of lace- up boots from his lodgings — License Holder JAMES WILLIAMS, Office No. 42106, age 50, height 5 ft. 4 in., complexion fresh, hair brown ( turning grey), eyes blue, mole top of left shoulder, back of neck and right of back, bow- legged ; dress, blue pilot cloth trousers, brown overcoat, black billycock hat, brown • woollen knitted waistcoat, and the property stolen. Sentenced at Liverpool, 10th November, 1887, to 5 year3 penal servitude for bigamy. Liberated 30th October, 1891. N 561. ( See also Case 21, 18th December, 1891.) Information to the Chief Constable, Rochdale. 27.— Salford ( Borough).— For failing to report — Supervisee MICHAEL FRANCIS BURKE, alias MICHAEL BURKE, Office No. 39146, age 71, height 5 ft. 4 in., complexion fresh, hair grey, eyes grey, scar over each eyebrow, on right breast, and several small of back, mole outside left upper arm, and 2 left shoulder- blade. Sentenced at Manchester, 23rd Nov., 1888, to 15 months hard labour, and 3 years police supervision, for larceny. Information to the Chief Constable, Town Hall, Salford. LEICESTERSH IRE. 28.— Loughborough ( County).— For obtain- ing food and lodgings by false pretences— THOMAS DAWSON, alias SCOTTY, age 36 to 40, height 5 ft. 8 or 9 in., complexion dark, hair dark brown, eyes dark, promineur, nose, large scar over right eye- brow, lost part of one or two fingers ( supposed right hand) ; dress, black coat and vest, dark brown cord trousers ( new), black and white necktie, black single- peaked cap with corded band around it. His modus operandi is to take private lodgings, representing himself as a surveyor of railway bridges, engaging the lodgings by the week, and agreeing with the parties to find him in food, and stating that a fellow- workman will shortly come and lodge with him. Warrant issued. Information to Deputy Chief Constable Smith, Loughborough. NORFOLK. 29.— Norwich ( City).— For embezzlement — WILLIAM HENRY SCOTTER, age 28, height about 5 ft. 6 or 7 in., complexion fresh, hair and moustache ( curled at ends) sandy, eyes brown, walks erect, smart military appearance, is a quick and fluent speaker; dress, brown check overcoat with cape, or light dust overcoat, light tweed knicker- bocker suit, and cap to match. Has served 12 years in the Royal Artillery. Is fond of riding" a bicycle, which he may have with him. A native of Norwich. Warrant issued. Information to Chief Constable Hitchman, Nor- wich. NORTHAMPTONSHIRE. 30.— Peterborough ( City).— For stealing two horses— ROBERT HUTCHINSON, age 53, height 5 ft. 6 in., slight build, complexion fair, hair brown, turning grey, slight side whiskers, otherwise clean shaved, blue or grey eyes, several front teeth deficieut; dress, generally, blue overcoat, blown tweed suit, and brown hard felt hat. Is well known at Burton- on- Trent, where he kept a public- house, and i^ also supposed to be known in Birmingham and Wolverhampton. Warrant issued. Information to Chief Constable Lanson, Peter- borough. NOTTINGHAMSHIRE. 31.— Nottingham ( Borough). — For failing to report— Supervisee THOMAS WALKER, alias JOSEPH WALKER and BLACKHAM, Office No. 42369, age 22, height 5 ft. 2£ in., complexion fresh, hair dark brown, eyes brown, scar top of centre of forehead, dimple on chin. Sentenced at Derby, 8th April, 1891, to 9 months hard labour and 2 years police supervision for larceny. Information to the Chief Constable, Nottingham. RENFREWSHIRE. 32.— Paisley ( Burgh). — For fraud — ALEX. JAMES ARTHUR, alias ARTHUR ST. Supposed native of Garson, Hampshire. Has served in the 25th Regiment, and was discharged with ignominy. Was an inmate in Fareham Asylum in 1887 and 1888, and he also states that he has been in Derby and Nottingham Asylums. Was convicted of vagrancy at Gosport on 13th June, 1887; at Lymington, on 2nd July, 1887, for vagrancy and assaulting police, and at Chelms- ford on 2nd October, 1891, for an assault upon a boy.
