REO- ULATIONS. 2. j All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OP THE POLICE GAZETTE, NEW SCOTLAND YABD, ' LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anofficer of not less rank than Superintendent; and, ifthe name of such person be required to , be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. T. Announcements concerning stolen property must be guaranteed by an officer of not less rank v than Inspector, or analogous thereto. 8. Announcements of all persons to he apprehended or of stolen property bear a number, and ars alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond S( Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be q, t once notified to the Editor. ( C) ( d> The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — C. I. Department.— Woodcut portrait and description of HERBERT ARCHIBALD MELVILLE, alias EDWARD FAIRCHILD, LORD FAIRFAX, CAPTAIN GRAHAM, and SELWYN, Expiree, Office No. 27637, whose appre- hension is sought for fraud and conspiracy, age 41, height 5 ft. in., complexion fresh, hair dark brown, moustache light ( sometimes dyed black), and curled at ends, scar on forefinger right hand, eye- brows elevated; dress, probably blue melton over- coat, brown suit, white silk tie with pin, brown bowler hat. Warrant issued. 2.— A Division.— For larceny from furnished lodgings— CHARLES WESTON, alias CHARLES WERE, and HENRY OLDHAM, age 25, height 5 ft. 7 in., complexion fair, hair aud moustache light, eyes blue ( slight cast in left) ; dress, black diagonal morning coat and vest, black trousers, thick brown worsted sock?, low shoes, black cloth cap with peak. Is supposed to have gone to Cardiff to seek employ- ment as under- steward on board ship. Is known in Portsmouth and Southampton. Warrant issued. 3. — G Division.— Woodcut portrait and de- scription of Expiree CHARLES EVELYN SMITH, alias GRIFFITHS, Office No. 37714, an insurance agent, late of 181, Ball's Pond- road, and 18, Hert- ford- road, Dalston, whose apprehension is sought for obtaining money by means of a worthless cheque on the London and Suburban Bank ( Mare- street, Hackney, Branch), age 40, height 6 ft. | in., com- plexion fresh, hair, moustache and goatee light ( curly), well bnilt and inclined to be corpulent, of good appearance and address, very near- sighted, and wears a pair of gold- rim eye- glasses; invariably wears a square- top hat ( pony written inside), and tight- fitting trousers. Was convicted at the Old Bailey, in September, 1835, and sentenced to 5 years penal servitude for defrauding the National Lifeboat Association. May be wanted for commit- ting bigamous marriages through advertisements in the matrimonial columns of the " People " news- paper. A warrant is now at Dalston Police Court for desertion of one of his victims, from whom he obtained a large sum of money. He usually has his letters addressed to newsagents and stationers in name of Charles Griffiths. Has relatives in Manchester, Birmingham, Liverpool, and Dublin. Warrant issued. 4.— G Division.— For obtaining jewellery by false pretences— CHARLES VANFLYMAN, age 28, height 5 ft. 9 in., complexion fresh, hair brown, very long thin light brown moustache, eyes blue, speaks English, French, German, and Dutch fluently; dress, blue double- breasted overcoat, blue serge suit, high silk hat. Gentlemanly appearance. Native of Whitechapel. Warrant issued. 5. — G Division. — For larceny ( servant) — SIDNEY WILLIAM SOUTH, age 18, height 5 ft. 4 in., complexion pale, hair dark brown, eyes grey, nose slightly turned up, ears protrude; dress, double- breasted overcoat, blue- black jacket suit, black hard felt hat, lace boots. A native of Sheerness. 6.— T Division.— For not surrendering to his bail, on a charge of violent assault— PATRICK SHEA, alias KNOCKER SHEA, a gas stoker, age 26, height 5 ft. 8 in., stout build, complexion fresh, hair dark brown, eyes brown; dress, blue 2 T H E POLICE GAZETTE. Warrant issued. 7. — Y Division. — For fraud, by means of fictitious cheque — FREDERICK SMEDLEY, age 28, height 5 ft. 11 in., stont build, complexion, hair, beard, moustache ( ent short), and eyes dark, thick neck, stands erect, scar on left side of lower jaw dress, light covert coat, light tweed suit, brown hard felt hat; of gentlemanly appearance. Has friends at Woodball Spa, Lincolnshire. Warrant issued. 8. — Y Division-— For fraud, by means of a fictitious draft on Messrs. John Watson & Co., ship- owners, 118, Leadenhall- street — CAPTAIN J. T. COWEN, age 50, height 5 ft. 4i in., slight build, complexion sallow, hair dark grey, eyes grey, oval face, flat- footed, boilmark back of neck, small scar right eyebrow, anchor tattooed right forearm, bine mark third finger left hand ; dress, light tweed ulster, grey trousers, high silk hat. A native of Brooklyn, America. Is identical with License Holder James Theodore Paget, Office No. 41665. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. 9.— Ayr ( County). — Woodcut portrait and de- scription of DAVID FERGIE, whose apprehension is sought for stealing, between 24th June, 1889, and 1st inst., a large quantity of grain ( value upwards of £ 200) entrusted to him to be ground into meal— age 40, height 5 ft. 10 in., stout build, complexion ruddy, hair brown, whiskers and moustache sandy, Scotch dialect; dress, light coloured overcoat, dark grey tweed suit, ' lace boots, brown hard felt hat. Absconded from Trvine Mill on 1st inst. May seek employment in a grain mill, or endeavour to leave the country. It is requested that immediate enquiry be made at shipping and emigration ports. Warrant issued. Information to the Chief Constable, Ayr. DORSETSHIRE. 10.— Poole ( County).— For stealing, at Park- stone, 12th inst.— A large silver tea- pot; 2 silver sugar basins ; 2 silver cream jugs; a small silver pot; an oblong silver tray, about 18 in. by 12 in., with " Millhie Thompson, from her uncle, Robert Thompson, 30th April, 1878" inscribed thereon; 4 silver salts, scallop shape; 1 large silver cup, with " Dorset Volunteer Association, 1878. Presented by Lieutenant- Colonel Steward. Won by Sub- Lieut. T. D. RawliDgs," inscribed thereon; 2 small silver cups, with the inscriptions " Dorset Volunteer Association, Member's Cup, 1875 ( or 1876)" on one, and '• F Company, Dorset Volunteer Monthly Challenge Cup. Presented by Lieutenant Lloyd Jones. Won by Sub- Lieutenant T. D. B. Rawlings, May, June, July, November, 1875 ( or 1876) " on the other ; 6 children's silver cups, name of Rawlings initials inscribed on each ; a silver sugar basin, " Kenward Davis Rauthenell Rawlings, from his loving Godmother, Auntie Millie," inscribed thereon ; a silver fish slice and fork ; an electro cream scoop ; 4 silver fruit spoons, fern pattern ; and a sugar sifter, gold, chased with silver.— A man who gave the name of LOUIS DUPONT, a Swiss, age abont 24, height about 5 ft. 6 in., complexion fair, hair light, no whiskers or moustache, round features, bullet head ; dress, dark clothes, brown hat or light cap. Carried a dark leather bag. Speaks broken English, and stated he can speak four different languages. This man obtained a situation as indoor servant, at the house from which the articles were stolen, by a fictitious character. Ho advertised in the " Morning Post," giving as reference the name of Madam De Castilman, 11, North- street, St. Leonards. He left behind some bottles labelled " St. Leonards- on- Sea," and a French cap with " Interpreter " in silver braid, and " L. L." thereon. Supposed to be one of a gang of thieves. Warrant issued. Information to Supt. Hains, Poole. ESSEX. 11.— Chelmsford ( County).— For neglecting to maintain his wife and family — WILLIAM RANGER, age 32, height 5 ft. 7 in., hair dark, moustache and whiskers ( cut square) reddish, shaves chin, eyes dark, long scar left side of head, rather dirty appearance; dress, long brown overcoat, brown plaid jacket and vest, cord trousers, hard hat, lace boots. A groom and coachman ; native of Eastbourne. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 12.— Epping ( County).— For embezzling£ 3 12s. at Lamborne, 30th September last— ALBERT FORD- HAM, age 27, height 5 ft. 11 in., complexion fair, hair and slight moustache light, eyes blue, short neck, broad shoulders, rather flat chest, walks erect, but is rather awkward about the feet; dress, light tweed jacket and vest, brownish cloth trousers, light cap, heavy lace boots, shabby. Was employed, about nine months ago, as horseman by Messrs. Marshall & Snellgrove, Oxford- street. Supposed native of Great Chesterford, Essex. Warrant issued. Information to Supt. Womack, Epping. GLAMORGANSHIRE. 13. — Bridgend ( County). — For stealing, at Cowbridge, 11th December last— A fur cape ; a black hat; a black silk scarf; 12 yards of new linsey; and a Welsh flannel shawl — MARY EVANS, age 45 to 50, height 5 ft. 5 or 6 in., com- plexion dark, hair ( cut short) black, eyes large and prominent, large thick nose, full face, scar and large dents on top of head caused by blows from a poker, left arm burnt from shoulder to elbow, abscess marks on right side of head. Has with her a child about 8 months old, which does not belong to her. This woman is of low character, and will most likely be found in common lodging- houses or low public- houses. Has been convicted at Cardiff, and sentenced to 12 months imprisonment for receiving stolen property, and is well known there and at Swansea. Warrant issued. Information to Supt. Thomas, Bridgend. GLOUCESTERSHIRE. 14.— Cheltenham ( County).— For stealing a watch and chain ( recovered)— WILLIAM HENRY BURROWS, age 32, height 5 ft. in., complexion fresh, hair brown, eyes grey, mole between shoulder- blades, scald between breast bones, top part of right ribs, and front of right shoulder near breast, 2 fresh scars inside lower part of right leg; dress, dark cloth cardigan jacket and vest, corduroy tiousers, black cloth cap with peak, striped check shirt, lace boots. A native of Liverpool. His mother resides at 14, Denton's Green- lane, St. Helen's, Lancashire. Warrant issued. Information to Supt. McRae, Cheltenham. 15.— Dursley ( County).— For stealing from his lodgings, 30th ulto., a new pair of plaid cloth trousers, razor and case, and photograph of a child.— FREDERICKERNEST GREEN, aZwsIUCHINGS, age 21, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, eyes brown, lost front teeth, which he states were knocked out with a cricket ball; dress, double- breasted blue serge jacket, light cloth trousers and vest, heavy lace boots ( cut down fronts), and dark cloth cap, which he wears on back of head, showing his hair in front which is curly. A labourer ; native of Cirencester. Warrant issued. Information to Supt. Harrison, Dursley. HAMPSHIRE. 16.— Winchester ( City).— For stealing from an hotel, 7th inst., 1 lady's gold watch, open face, gold dial; 1 lady's silver geneva watch, open face; 1 gentleman's silver geneva lever hunting watch, maker " Marriott, Lymington " ; 1 lady's 9- carat gold albert chain, composed of 3 small chains, ball in centre, tassel at end, and spring ring fastening; 1 lady's 18- carat gold dress ring, set with 1 diamond and 2 rubies; 1 gentleman's 18- carat gold signet ring, initials " MP" reversed; 1 gold albert chain, 9- carat, with 9- carat gold compass attached ; and 1 gold circular brooch, gold coils, pearl in centre, surrounded by a blue enamel star, points filled in with small diamonds— TWO MEN : 1st, age 20 to 25, height about 5 ft. 6 in., complexion fair, hair very short, moustache light; dress, dark tweed jacket, dark vest and trousers, low hard felt hat. 2nd, age 20 to 25, height about 5 ft. 8 in., slight build, complexion rather dark, hair and moustache dark brown ; dress, dark jacket, striped vest, dark tweed trousers. Information to Head Constable Morton, Win- chester. HERTFORDSHIRE. 17.— Hitchin ( County).— For burglary, 29th ult. — GEORGE JACOBS, age 30, height 5 ft. 8 in., complexion sallow, full face, hair black, slight mous tache, dark, few scanty whiskers, eyes hazel, noso rather flat; dress, black morning coat and vest, dark trousers, black hard felt hat, dirty collar and front, dark tie— all old. An engineer's labourer native of Hitchin. Warrant issued. Information to Supt. Reynolds, Hitchin. LANCASHIRE. 18.— Bolton ( County).— For causing the death of his daughter, by neglect and starvation —• THOMAS HARVEY, age 25, height 5 ft. 2 in., complexion sallow, hair light brown, anchor sup- posed tattooed on left arm. A native of Hampshire. Warrant issued. Information to Supt. Baxendale, Bolton. 19.— Chorley ( County).— For obtaining money by false pretences, 7th inst., at Heath Charnock— A MAN, age about 32, height 5 ft. 6 or 7 in., com- plexion dark, hair and moustache dark sandy ; dress, dark tweed jacket and vest, cord trousers, hard felt hat, carried an overcoat. He called at a house and arranged to take lodgings, stating he belonged to the'Royal Engineers, and was about to renew the telegraph wires in district, and expected another man to join him, whom he said was a Quartermaster- Sergeant. He was lent 3s., which he represented was to pay for a cab to convey his luggage from Chorley Railway Station, and has not since been heard of. 20.— Chorley ( County). — For stealing, 13th inst.— An old English lever watch, broken glass, " T. Lancaster " engraved on inside case ; a black worsted overcoat, nearly new, lined with dark plaid, pocket each side and one outside left breast, cloth- covered buttons ; and £ 2 10s. gold.— A man who gave the name of GEORGE THOMPSON ( supposed fictitious), age about 30, height 5 ft. 7 or 8 in., rather stout build, full round face, hair ( very short) brown, small light moustache, red scar ( resembling a burn) on back of left hand, large and peculiar shaped head ; dress, light brown plaid check suit, monkey jacket with light velvet collar let in at front, brown bone buttons, horse- shoe shape, light tweed cap, collar and tie. May be wearing a black billycock hat. Respectable appearance. He took lodgings on the 12th inst., representing himself as a canvasser or agent for the Pearl Insurance Com- pany, and 6tated he was a native of Leeds ; when in the house he talked a great deal about music and singing. Information to Supt. Norris, Chorley. 21.— Old Trafford ( County).— For stealing, 8th inst.— 1 H- in. rip saw; 1 16- in. square; 1 bevel; and 1 smoothing plane, all stamped " J. Brighton" — A man, who pledged the saw and smoothing plane in Stockport, and who gave the name of JAMES RIGHTON, of 33, Edward- street, Stockport ( false), age abont 25, height 5 ft. 8 or 9 in., complexion fair, full round face, moustache light; dress, dark coat and vest, dark tweed cap, and dark neckerchief. Has the appearanco of a joiner. 22. — Old TrafFord ( County). — For larceny ( lodger), 10th inst.— A man who gave the name of TUESDAY, FEBRUARY 23, 1892. T H E POLICE GAZETTE. 3 GEORGE HARVEY, age about 2G or 27, height 5 ft. 3 or 4 in., complexion sallow, slight dark mous- tache ; speaks with. London nccent; dress, round black coat, light trousers, silk mufHer with dark squares, black high hat, low shoes, plain fronts, worn down at one heel He stated he was signalman at No. 3 Box, at Cranbrook, which is false. Information to Supt. Bent, Old Trafford. 23. — Wigan ( County). — For stealing £ 9, between 6th and 9th inst. — A YOUTH, age 17, height 5 ft. 7 in., hair red, eyes blue, freckled face ; dress, black worsted cloth jacket and vest, blue cloth trousers with black stripe down side of leg, brown tie, light cloth cap with " Legs of Man " in front, lace boots. Information to Supt. Brassington, Wigan. 24.— Liverpool ( City).— For failing to report— License Holder JAMES MORAN, alias JAMES HUNTER, Office No. 41411, age 41, height 5 ft. 5 in., complexion dark, hair dark brown, eyes dark grey, M. and crossed swords inside left forearm, bracelet and pendant left wrist, bracelet, anchor, and dots on right hand and wrist. Sentenced at Liverpool, 11th November, 1882, to 10 years penal servitude for burglary. Licensed 5tli June, 1891. B I 668. Information to the Chief Superintendent, Detective Department, Liverpool. RENFREWSHIRE. 25.— Paisley ( Burgh). — For fraud — ALEX. JAMES ARTHUR, alias ARTHUR ST. JAMES, a chairmaker, age 19, height 5 ft. 3 in., hair light, no beard or moustache, thin pale face, smart appear- ance, scar on right cheek, anchor and " M. C." tattooed left arm, he either is or pretends to be deaf; dress, black corded cloth jacket and vest, black corded cloth or grey and black striped tweed trousers, black hard felt hat. On 22nd ult. he obtained a quantity of underclothing, a pair of boots, and board for a week, by representing that he was an apprentice sailor, and had fallen from the mast, injuring his head, thereby causing deafness, and that the shipping company were to pay him £ 40 compensation next day. Warrant issued. Information to Supt. Sutherland, Paisley. STAFFORDSHIRE. 26. — Wolverhampton ( Borough). — For un- lawfully withholding, on 31st December last, the sum of £ 22 lis., belonging to the Wolverhampton District Branch of the Independent Order of Odd Fellows, Manchester Unity Friendly Society— JOSEPH SEXTON, age 44, height about 5 ft. 7 in., complexion dark, hair, whiskers and moustache black ( may have shaved), eyes dark, good square shoulders, hair long and curly, is in the habit of jerking liis head and of thrusting his hands iuto his trousers pockets when in conversation. Is by trade an iron brazier, but has been employed for several years as a foreman at a japanner's. May now seek employment at either trade. Warrant issued. Information to Captain Burnett, Chief Constable, Wolverhampton. WARWICKSHIRE. 27.— Acocks Green ( County).— For stealing a cab, trap, and harness, Case No. 62, 5th inst. ( re- covered at Oxford, 3rd inst.)— A MAN, age about 30, height 5 ft. 8 in., stout build, full red face, moustache dark, remainder of face shaved; dressed, when last seen, in dark clothes, which are shiny from wear, black hard felt hat. This man generally lodges at coffee- houses or third class commercial hotels, at several of which places he has stolen clothing, & c. Information to Sapt. Yardley, Acocks Green. WILTSHIRE. 28.— Chippenham ( County).— For stealing, at Calne, 1st inst., a dark blue diagonal cloth overcoat, and a pair of dark brown cloth trousers— HERBERT KITCHENS, age 20, height 5 ft. 6 in., complexion fresh, hair light brown, eyes blue; dress, supposed stolen clothes. A labourer, native of Calne, Wilt- shire. Warrant issued. Information to Supt. Barrett, Chippenham. YORKSHIRE ( EAST RIDING). 29.— Sproatley ( County).— For obtaining, by means of a fictitious cheque on the York City and County Banking Company, a black cart horse, 10 years, 15 hands 2 in., rough hocks, tail undocked, goes very wide behind— THOMAS BENNETT, alias BISP, age 45, height 5 ft. 6 in., stout build, com- plexion fresh, moustache ginger ; dress, grey check suit, black hard felt hat. Resided at Grimsby until the end of December last. Warrant issued. Information to Supt. Burniston, Sproatley. 30.— Hull ( Borough).— For neglecting his wife and family — JAMES MALADY, a? e 40, height 5 ft. 4 in., stout build, complexion dark, hair dark ( turning grey), clean shaved, eyes brown, has lost second and third fingers from the second joint. A cabman ; native of Liverpool. May be found amongst cabmen. Was last heard of about 2 months ago, when he was making his way to Manchester. Warrant issued. 31.— Hull ( Borough).— For neglecting his family — RICHARD F.
