I THB POLICE A GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, FEBRUARY 12, 1892. VOL. IX., No. 848. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension if a person, must be guaranteed by the signature of anofficerofnot less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or h\ s immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. KEAULATIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or t » Stamps. 13. Advertisements are accepted for the POLICB GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Department. — For perjury — WILLIAM PETERS, age about 38, height 5 ft. 5 or 0 in., complexion very fresh, hair light brown, full round face, inclined to corpulency, heavy gait, side whiskers and moustache ( may now be shaved) light brown ; dress, when last seen, grey mixture or check overcoat with cape, felt hat. A photographer and promoter of counting and other competitions; native of Wellingborough, Northamptonshire. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, or to Supt. Hensher, Northamptonshire Constabulary, Ket- tering. 2. — C. I. Department.— Woodcut portrait and description of HERBERT ARCHIBALD age 34, height 5 ft. 8 in., complexion dark, hair black, eyes grey, cast in left eye, scrofula scars round throat. Sentenced at Liverpoo', 20th Feb- ruary, 1880, to 5 years penal servitude and 7 years police supervision for larceny ( person), and at Middlesex Sessions, 5ih January, 1885, to 5 years penal servitude for warehousebreaking. This man is an expert housebreaker, and was associated with City Road burglars, convicted at Central Criminal Court, 20th ult., and men now in custody at Liverpool for housebreaking. When last seen had beard and whiskers shaved. Warrant issued. An inventor has patented a composi- tion for taking casts of footprints in any soft ground, and Government has acquired the right to use this invention in any part of the United Kingdom. It is anticipated that it will prove of value occasionally in criminal cases, especially in rural districts, and any Police Force that wishes to have particulars of it, is invited to apply to the Home Office confidentially for that purpose. ( This intimation is given by desire of the Secretary of State.— Ed.). MELVILLE, alias EDWARD FAIRCHILD, LORD FAIRFAX, CAPTAIN GRAHAM, and SELWYN, Expiree, Office No. 27637, whose appre- hension is sought for fraud and conspiracy, age 41, height 5 ft. in., complexion fresh, hair dark brown, moustache light ( sometimes dyed black), and curled at ends, scar on forefinger right hand, eye- brows elevated; dress, probably blue melton over- coat, brown suit, white silk tie with pin, brown bowler hat. Warrant issued. 5. — G Division.— Woodcnt portrait and de- scription of Expiree CHARLES EVELYN SMITH, alias GRIFFITHS, Office No. 37714, an insurance agent, late of 181, Ball's Pond- road, and 18, Hert- ford- road, Dalston, whose apprehension is sought for obtaining money by means of a worthless cheque on the London and Suburban Bank ( Mare- street, Hackney, Branch), age 40, height 6 ft. i in., com- plexion fresh, hair, moustache and goatee light ( curly), well built and inclined to be corpulent, of good appearance and address, very near- sighted, and wears a pair of gold- rim eye- glasses; invariably wears a square- top hat ( pony written inside), and tight- fitting trousers. Was convicted at the Old Bailey, in September, 1885, and sentenced to 5 years penal servitude for defrauding the National Lifeboat Association. May be wanted for commit- ting bigamous marriages through advertisements in the matrimonial columns of the " People " news- paper. A Warrant is now at Dalston Police Court for desertion of one of his victims, from whom he obtained a large sum of money. He usually has his letters addressed to newsagents and stationers in name of Charles Griffiths. Has relatives in Manchester, Birmingham, Liverpool, and Dublin. Warrant issued. 6.— K Division. — For obtaining money by fraud— FRANCIS WEBSTER, ago 35, heieht 5 ft. 9 in., complexion fair, hair, moustache ( heavy and curled at points) dark brown, eyes dark brown, walks with a swinging gait, and generally carries an umbrella; dress, navy- blue serge suit, dark waterproof overcoat with cape, lace boots, black hard felt hat. A native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7. - For larceny ( bailee) — ALFRED LEWIS ELBOROUGH, late of 24, Ravenscourt- gardens, Hammersmith, age about 40, height about 5 ft. 6 in., thick- set, complexion fair, hair light, eyes blue, slightly bald, of gentlemanly manners and address ; dresses well. Warrant issued. Information to Supt. McWilliams, 26, Old Jewry, E. C. AYRSHIRE. 8.— Ayr ( County).— For stealing, between 24th June, 1889, and 1st inst., a large quantity of grain ( value upwards of £ 200) entrusted to him to be ground into meal— DAVID FERGIE, age 40, height 5 ft. 10 in., stout build, complexion ruddy, hair brown, whiskers and moustache sandy, Scotch dialect; dress, light coloured overcoat, dark grey tweed suit, lace boots, brown hard ielt hat. Absconded from Irvine Mill on 1st inst. May seek employment in a grain mill, or endeavour to leave the country. It is requested that immediate enquiry be made at shipping and emigration ports. Warrant issued. Information to the Chief Constable, Ayr. ESSEX. 9. — Chelmsford ( County).— For trespass in pursuit of game, at Mashbury. 28th December last— CHARLES WILLIAM FLETCHER, age 20, height about 5 ft. 6 in., hair dark. A labourer; lately resided at Mashbury, Essex. Warrant issued. 10.— Chelmsford ( Cotmty).— For neglecting to maintain his wife and family — WILLIAM RANGER, age 32, height 5 ft. 7 in., hair dark, moustache and whiskers ( cut square) reddish, shaves chin, eyes dark, long scar left side of head, rather dirty appearance; dress, long brown overcoat, brown plaid jacket and vest, cord trousers, hard hat, lace boots. A groom and coachman ; native of Eastbourne. Warrant issued. Information to the Deputy Chief Constable, Chelmsford. 11.— Epping ( County).— For embezzling£ 3 I2s. at Lamborne, 30th September last— ALBERT FORD- HAM, age 27, height 5 ft. 11 in., complexion fair, hair and slight moustache light, eyes blue, short neck, broad shoulders, rather flat chest, walks erect, but is rather awkward about the feet; dress, light tweed jacket and vest, brownish cloth trousers, light cap, heavy lace boots, shabby. Was employed, about nine months ago, as horseman by Messrs. Marshall & Snellgrove, Oxford- street. Supposed native of Great Chesterford, Essex. Warrant issued. Information to Supt. Womack, Epping. 12.— Southend ( County).— For stealing from a bedroom— A lady's small silver watch, white enamel face, black hands, engine- turned case, shield at back— A MAN, age about 27, height about 5 ft. 8 in., complexi n fair, hair ( curly) sandy, eyes grey; dress, dark coat and vest, trousers of lighter material, black hard felt hat, shoes much worn. Information to Supt. Hawtree, Southend. GLOUCESTERSHIRE. 13.— Cheltenham ( County). — For failing to report — License Holder HENRY MITCHELL, Office No. 42122, age 27, height 5 ft. 9 in., com- plexion pale, hair brown ( curly), eyes dark grey, scar right eyebrow, right of neck, between right thumb and finger, and on knuckle of 1st right finger, mole top of left collar- bone and on left shoulderblade, bald patch left side of head. Sen- tenced at Norwich, 11th November, 1887, to 5 years penal servitude for wounding. Liberated 6th No- vember, 1891. N 502. Information to the Chief Constable of Gloucester- shire, Cheltenham. 14.— Dursley ( County).— For stealing from his lodgings, 30th ulto., a new pair of plaid cloth trousers, razor and case, and photograph of a child.— FREDERICKERNESTGREEN, aZia « RICHINGS, age 21, height 5 ft. 6 or 7 in., complexion fresh, hair dark brown, eye3 brown, lost front teeth, which he states were knocked out with a cricket ball; dress, donble- breasted blue serge jacket, light cloth trousers and vest, heavy lace boots ( cut down fronts), and dark cloth cap, which he wears on back of head, showing his hair in front which is curly. HAMPSHIRE. 15.— Winchester( C%)-— For stealing from an hotel, 7th inst., 1 lady's gold watch, open face, gold dial; 1 lady's silver geneva watch, open face; 1 gentleman's silver geneva lever hunting watch, maker " Marriott, Lymington "; 1 lady's 9- carat gold albert chain, composed of 3 small chains, ball in centre, tassel at end, and spring ring fastening; 1 lady's 18- carat gold dress ring, set with 1 diamond and ^ rubies ; 1 gentleman's 18. carat gold signet ring, initials " MP" reversed ; 1 gold albert chain, 9- carat, with 9- carat gold compass attached ; and 1 gold circular brooch, gold coils, pearl in centre,, surrounded by a blue enamel star, points filled in with small diamonds— TWO MEN : 1st, age 20 to- 25, heigHt about 5 ft. 6 in., complexion fair, hair very short, moustache light; dress, dark tweed jacket, dark vest and trousers, low hard felt hat- 2nd, age 20 to 25, height about 5 ft. 8 in., slight build, complexion rather dark, hair and moustache- dark brown ; dress, dark jacket, striped vest, dark tweed trousers. HERTFORDSHIRE. 16.— Hitchin ( County).— For burglary, 29th ult.. — GEORGE JACOBS, age 30, height 5 ft. 8 in., complexion sallow, full lace, hair black, slight mous- tache, dark, few scanty whiskers, eyes hazel, nose rather flat; dress, black morning coat and vest,, dark trousers, black hard felt hat, dirty collar and front, dark tie— all old. An engineer's labourer ^ native of Hitchin. Warrant issued. Information to Supt. Reynolds, Hitchin. LANCASH IRE. 17.— Bolton ( County).— For causing the death* of his daughter, by neglect and starvation — THOMAS » HARVEY, age 25, height 5 ft. 2 in.,, complexion sallow, hair light brown, anchor sup- posed tattooed on left arm. A native of Hampshire. Warrant issued. Information to Supt. Baxendale, Bolton. 18.— Salford ( Borough).— For failing to report — License Holder PETER CONNOR, alias WIL- LIAM SKINNER, JOHN ROCKLIFF, JOHN LUMB, and CHARLES O'GRADY, Office No. 42373, age 31, height 5 ft. 8 in., complexion pale, hair light brown, eyes grey, face pockmarked, scar heel of right hand and outside right knee, 2nd left finger has been fractured. A painter. Sentenced at Hertford, 2nd May, 1887, to 5 years penal servitude for chapel breaking. Liberated 19th January, 1892. I N 714. Information to the Chief Constable of Salford. NORTHAMPTONSHIRE. 19.— Northampton ( County).— For larceny— License Holder GEORGE PERKINS, alias JOHN HICKERSON, and JOHN HICKSON, Office No. 42348, age 47, height 5 ft. 4J in., complexion fresh, hair light brown ( bald), moustache, beard and whiskers fair ( turning grey), beard pointed, eyes light grey; dress, black pilot coat, black vest and' trousers, black hard felt hat, laced boots ( as sup- plied to convicts on liberation). Sentenced at Northampton, 28th June, 1882, to 10 years penal servitude, and 7 years police supervision, for felony. Licensed 30th Dec., 1891. This man is tramping the country in search of work ; he reported at High Wycombc, 5th inst., and may report elsewhere in the neighbourhood. He is a gardener and stable- man ; is believed to be without means, and may seek admittance to workhouses, & c. Warrant issued. Information to Supt. Alexander, Northampton. RENFREWSHIRE. 20.— Paisley ( Burgh). — For fraud — ALEX. JAMES ARTHUR, alias ARTHUR ST. JAMES, a chairmaker, age 19, height 5 ft. 3 in., hair light, no beard or moustache, thin pale face, smart appear- ance, scar on right cheek, anchor and " M. C."' tattooed left arm, he either is or pretends to be deaf; dress, black corded cloth jacket and vest, black corded cloth or grey and black striped tweed trousers, black hard felt hat. On 22nd ult. he- obtained a quantity of underclothing, a pair of boots, and board for a week, by representing that he was an apprentice sailor, and had fallen from the mast, injuring his head, thereby causing deafness, and that the shipping company wore to pay him £ 40- compensation next day. Warrant issued. Information to Supt. Sutherland, Paisley. STAFFORDSHIRE. 21.— Brierley Hill ( County). — For stealing £ 35 gold— JAMES ARTHUR COOPER, age 19, height 5 ft. 4 in., complexion fair, hair light brown, no whiskers or moustache, eyes hazel ; dress, dark TUESDAY, FEBRUARY 23, 1892. Woollaston, Brierley Hill. 22. — Wolverhampton ( Borougl-).— For un- lawfully withholding, on 31st December last, the sum of £ 22 lis., belonging to the Wolverhampton District Branch of the Independent Order of Odd Fellows, Manchester Unity Friendly Society— • JOSEPH SEXTON, age 44, height about 5 ft. 7 in., complexion dark, hair, whiskers and moustache black ( may have shaved), eyes dark, good square shoulders, hair long and curly, is in the habit of jerking his head and of thrusting his hands into his trousers pockets when in conversation. Is by trade • an iron brazier, but has been employed for several years as a foreman at a japanner's. May now seek • employment at either trade. Warrant issued. YORKSHIRE ( EAST RIDING). 23.— Sproatley ( County).— For obtaining, by means of a fictitious cheque on the York City and • County Banking Company, a black cart horse, 10 jrears, 15 hands 2 in., rough hocks, tail undocked, goes very wide behind— THOMAS BENNETT, alias BISP, age 45, height 5 ft. 6 in., stout build, com- plexion fresb, moustache ginger ; dress, grey check suit, black hard felt hat. Resided at Grimsby until the end of December last. Warrant issued. Information to Supt. Burniston, Sproatley. 24.— Hull ( Borough).— For absconding bank- ruptcy— WALTER JAMES REED, age 73, height 5 ft. 11 in., complexion sallow, high cheek- bones, hair grey, whiskers and moustache point upwards which make the features somewhat conspicuous; generally wears grey hat. A solicitor; native of Hull. Is. a member of the firm, of Reed, Winter, and Henson, and clerk to the Hull Board of Guardians. He left Hull on or about the 24th December last. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Captain Gurney, Chief Constable, Hull. PERSONS IN CUSTODY. DEVONSHIRE. 25.— Honiton ( County). — Committed for trial : at the next Quarter Sessions, for indecent assault— GEORGE DAWSON, alias BEATON, age about : 21, height 5 ft. 1 in., complexion fresh, hair brown, eyes blue, anchor tattooed left arm, lost top of fore- finger right hand ; dress, black cloth coat, light blue trousers, with pair of brown mixture cloth under- neath, old striped shirt, old pair of army boots ( Wellingtons), and dark cloth cap. States he is a stoker in the merchant service, and native of Lon- don. Information to Supt. De Schmid, Honiton. 5 ft. in., complexion fair, hair light brown ( thin over temples), heavy brown eyebrows, small light moustache, eyes grey, regular nose, good front teeth, but back ones missing, square face, cut scar on back of head and right of forehead, buru scar left side of neck, cut scar over left collar- bone, 3 vaccination marks left arm and 7 on right arm, cut scar on left hip and right knee, cross tattooed on middle finger left hand. A militiaman. States he has been a blacksmith, and is a native of Leicester. Supposed previously convicted for similar offences. Information to the Head Constable, Cardiff. GLOUCESTERSHIRE. 28.— Cheltenham ( County). — Committed for trial at the next Assizes for burglary— ROBERT SWAILES, age 20, height 5 ft. 3 in., complexion light, hair dark brown, eyes grey, small mole on right shoulder and right blade- bone, tattooed right forearm ( I inside, F indistinct outside), dot right hand between thumb and finger, scar right side of back, small scar left side of neck; dress, brown mixture tweed jacket, navy- blue cloth trousers, flap fronts, white guernsey, black cloth cap with peak, black and red foot- ball stockings, brown boots, partly blacked— ail old and much worn. A native of the vicinity of Newcastle- on- Tyne. GEO. ARCHER ( supposed false), age 26, height 5 ft. 4^ in., com- plexion swarthy, hair brown, eyes blue, tattooed woman's bead inside and 4 dots outside ( rather in- distinct) left forearm; dress, old black coat, fine ribbed worsted cloth, " Kino Brothers, High Hol- bofrn, London," on piece sewn in back, grey striped trousers, grey military shirt, grey worsted socks, white drawers, " W. H. Roberts " stamped thereon, white handkerchief round neck, black bowler hat, light button boots— all old and much worn. States he is a native of Athlone. Information to Supt. McRae, Cheltenham. 29.— Stroud ( County).— Committed for trial, at the next Gloucester Assizes, [ for larceny ( person)— GEORGE HURD, age 29, height 5 ft. 9 in., com- plexion fresh, hair and moustache light brown, eyes blue, star tattooed right forearm, flag left forearm ; dress, drab jacket, black and light striped vest, small cord trousers, lace boots, black hard felt hat. A native of Horse Hay, Shropshire. Information to Supt. Philpott, Stroud. FORFARSHIRE. 2G. — Dundee ( County). — Remanded, for larceny ( till)— GEORGE ROGER, alias CHARLES MAY, RODGER, and WRIGHT, age about 40, height 5 ft. 6 in., hair dark brown, moustache reddish, otherwise clean shaved, eyes hazel, large nose, dissipated appearance, all teeth in upper jaw- missing ; speaks with English accent ; dress, dark - corded cloth jacket and vest, dark grey stripe trousers, black hard felt hat, light lace boots. Stated he was a pedlar or tailor. Is supposed to be an Englishman. Was convicted of larccny, 14th May, 1S84, at Stonehaven, in the name of Charles May; on the - 6th January, 1886, at Kirkcaldy, in the name of < Charles Rodger ; on the 17th January, 1889, at Ayr, in the name of Charles Wright ; and on 21st No- vember, 1889, at Dunfermline, in the name of • Charles Rodger, alias Wright. CO.— Alton ( County).— Committed for trial at the next Hants Assizes, for burglary— CHARLES KENNEDY, age 22, height 5 ft. 4 in., complexion pale, hair dark brown, eyes hazel, mole right side of neck, sailor and female tattooed muscle of left arm, sailor and cannon, crown, ship, cross flags, and rose left forearm, bracelet left wrist, 2 anchors, cross- flags, and rose back of left hand, ring second and third fingers left hand, 3 dots inside left leg, ship, coat- of- arms with Y. R. at top, " W. Adams " and female's head right forearm, bracelet right wrist, flower back right hand, ring third finger right hand; dress, blue serge jacket and trousers, black cloth trousers underneath, dark green vest, Cardigan vest, new lace boots, tipped and nailed, black- and- white flannel shirt, brown hard felt hat.
