POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JANUARY 15, 1892. VOL. IX., No. 840. REG- ULATIOISrS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by anotherforce. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6- Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of los. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. <>. Every announcement, if for the apprehension ofaperson, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief " Officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. y. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property tole inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ l may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed ' Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in • the date OF delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing • delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly - expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- iaa ent, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the • reward will be paid on its return without the offender being brought to trial, or without enquiry. ; NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can he posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT- 1.— E Division. — For larceny from hotels— ALBERT LEA, alias G. B. HAMMOND, and DAVIDSON, age 24 or 25, height 5 ft. 4 or 5 in., complexion fair, hair light, thin features, appearance of a jockey; dress, light dust overcoat, white muffler, brown hard felt hat. Friends reside at 34, Roland- road, Birmingham. Warrant issued. 2. — E Division.— For obtaining money by fraud— WILLIAM RAYNOR, age 50, height 5 ft, 10 in , complexion fair, hair, full beard, and moustache light ( turning grey), eyes blue ; of gentle- manly appearance; dress, dark clothes, black silk hat. A native of London. He answers advertisements from persons who waut to borrow money, offers to lend same, obtains fees for enquiries, but grants no loan. Warrant issued. 3.— P Division. — For obtaining £ 183 by false pretences— GEORGE ELSDON, age 40 to 45; height 5 ft. 10 in., complexion swarthy, hair ( short and curly) dark, side- whiskers and beard ( cut short) dark, nioustache dark, curled at ends, scar on fore- finger left band and on forehead, left jaw has been injured, which he is in the habit of holding whilst eating ; dress, dark overcoat and suit, and hard felt hat. A private enquiry agent; native of Yarmouth. Has a revolver and a pair of handcuffs in his posses- sion, also stationery headed " The Anglo- American Detective Agency, 27, John- street, St. John's- wood, G. E. Elsdon, Manager." Is well known to enquiry agents in provincial towns. May endeavour to leave the United Kingdom. Warrant issued. 4— S Division. — HENRY PALMER, alias WILLIAM WILSON, Office No. 40393 ( see GAZETTE 1st inst., . Case 4), was sentenced at Central Criminal Court, 31st March, 1879, to 5 years penal servitude, for possessing housebreaking implements, to 5 months hard labour, at Herts Assizes, 5th August, 1884, for burglary ; and 5 years penal servitude, at Oxford Assizes, 24th October, 1885, for burglary, at Maidenhead. He was in Glasgow, in Mar., 1891, when he was suspected by police. Is a travelling thief, and attends horse fairs, & c. 5.— X Division.— For obtaining the sum of 5s., by falsely representing that he had been engaged as master at the Waverley House School, Eastbourne, and required the money to pay his railway fare— BRUNO - VON HOHNFELDT, a tutor, age 40, height 5 ft. 9 in., thin build, complexion sallow, hair and moustache dark, turning grey, stoops slightly when walking; dress, dark overcoat, black frock coat, dark trousers, shabby- genteel appearance. Supposed native of Hull. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. C.— New Windsor ( Borough).— For deserting his wife and four children, 21st ult.— EDWARD GEORGE LAMBERT, age 31, height 5 ft. 4 in., stout build, complexion and eyes dark, hair dark brown. Has served twelve years in the band of the Royal Horse Guards, and will probably try to get employment at some theatre or music- hall. Plays a bass instrument, supposed euphonium. Has friends residing at 62, Torriano- ioad, N. W., and at Holloway. Warrant issued. Information to Head Constable Armour, New Windsor. CARMARTHENSHIRE. 7.— Llanelly ( County). — For stealing an over- coat ( recovered), on 7th inst. — CHARLES O'CONNOR, age about 37, height about 5 ft. 9 in., complexion fair, moustache light, walks erect, of military appearance; speaks with an Irish accent, is fond of frequenting public houses, and talking of what he has seen and done while in the Army; dress, brown suit, and brown hard felt hat, may be wearing a black- and- white plaid vest. He served about 18 years in the Royal Artillery, and is now a pensioner. His wife lives at Penally, Pembroke- shire. He left Llanelly on 7th inst., stating that he intended applying for employment at Sir William Armstrong's Gun Factory. Information to Captain Scott, Superintendent, Llanelly. CUMBERLAND. 8— Cockermouth ( County).— For deserting his wife and family, leaving them chargeable to the Cockermouth Union— JOSEPH VICKERS, age 26, height 5 ft 6 in., slender build, complexion fresh, hair light, eyes brown. A hair- dresser; native of Keswick, which place he left in 1890, and has sub- sequently been seen several times in Manchester. He is of drunken habits, and associates with low company. DERBYSHIRE. 9.— Alfreton ( County). — For manslaughter, at Wessington, on 26th ult.— THOMAS BYARD, age 29, height 5 ft. 8 ins., complexion fair, hair light brown, eyes grey, mole on back of neck, one or two teeth deficient in front upper jaw, smart appearance, has been in the Army; dress, black coat and vest, light tweed trousers, white collar, lace boots, black hard felt hat. A native of Alfreton. Coroner's warrant issued. Information to Snpt. Eyre, Alfreton. DEVONSHIRE. 10.— Exeter ( County). — For stealing a gold oblong brooch, with diamond stud in centre; i small safety- pin brooch, imitation pearl and sham rock; a small cameo safety- pin brooch; a gold brooch, set diamond chips and brilliants ; a pearl spray brooch ; a lizard skin purse, " E. A. W." at back- JOHN SCHMID, alias CHARLES SMITH, age about 60, height 5 ft. 8 or 9 in., complexion dark, hair, moustache, and full beard brown, turning grey, slight squint in right eye, speaks with a foreign accent; dress, dark brown double- breasted overcoat, dark trousers, black hard felt hat with flat top, wore dog- skin gloves, and carried a light walking- stick. Information to Deputy Chief Constable Jesse, Exeter. GLOUCESTERSHIRE. 11.— Cheltenham ( County).— For stealing a bicycle ( recovered)— W. EARLE SHAW, age about 30, height 5 ft. 4 in., complexion and hair dark, full short dark beard, lost thumb and forefinger left hand, is very talkative; dress, mackintosh or inver- ness with cape, grey suit, high silk hat, patent leather boots with gaiters. He is very fond of dis> playing imitation rings on fingers. Visits music halls, and is very fond of the company of music hall performers. A native of Birmingham. Is also wanted at Aston, Warwickshire, for obtaining goods by false pretences. ( See Case No. 38, 24th ult.) Warrant issued. Information to Supt. McRae, Cheltenham. 12.— Gloucester ( County). — For stealing a cash- box and £ 14 from a till— ALFRED ISANSEE, age about 20, height 5 ft. 6 in., complexion pale, hair dark brown, scar left side of upper lip, large red mark left side of forehead, very large fingers, two upper front teeth deficient: dress, black coat and vest, white aud brown striped trousers, black bowler hat, collar and front combined, blue tie with red spots, grey- coloured muffler, side- spring boots, plain fronts. A slippermaker; native of Cardiff. Is a pugilist. — CHARLES JOHNSON, alias DOONEY, age about 20, height 5 ft. 3 or 4 in., complexion dark, hair dark brown, inclined to curl, very dark eyebrows, scar on forehead; dre3s, black coat and vest, very light trousers ( new) with black stripe, black bowler hat, blue and yellow silk neckerchief, low shoes, nearly new. Had in his possession an open- faced eilver watch and metal chain. Warrants issued. Information to Deputy Chief Constable Chipp, Gloucester. HAMPSHIRE. 13. — Aldershot ( County). — For stealing a tricycle, wheels of same size, 30- in., two spokes broken right wheel, maker " Griffiths, Wolver- hampton," on 2nd inst.— JAMES RYAN, age 29, height 5 ft. 7 in., complexion fresh, hair red, eyes grey, tattooed cross- flags, R. and crossed- swords on right forearm, woman, bead, heart, and two crosses on left forearm. Has been a gunner in the 32nd Battery Royal Artillery, and is now in the Army Reserve. Is well known at Somers Town, London, and has lately been residing at 39, Little Clarendon - btreet. He left Ash Vale Railway Station at 9 p. m., 2nd inst., with the tricycle in his possession, and booked to Waterloo Station. Warrant issued. Information to Supt. Brinson, Aldershot. 14.— Bournemouth ( County).— For stealing a lithographic machine ( recovered)— WILLIAM PARRETT, age 35, height 5 ft. 8 or 9 in., complexion sallow, side whiskers and moustache dark, very thick lips, speaks very slowly, upright appearance ; dress, long dark overcoat, dark trousers, black hard felt hat. Is believed to have a con- siderable amount of money in his possession, and may endeavour to go abroad. Warrant issued. Information to Supt. Knapton, Bournemouth. 15.— Portsmouth ( Bor'dugh). — For fraud — J. HILLDIER, age 45 to 50, height 5 ft. 9 in., complexion fresh, hair ( inclined to curl), full beard and moustache dark, turning grey; dress, dark blue striped morning coat and vest, plaid troosers with large squares ( the squares being formed with a lighter stripe than the other material), stand- up collar, cream- colour tie, with chocolate spots, black hard felt hat. His modus operandi is to call on tradespeople, and ask them to take an agency for the sale of powder which he styles " The Giant Non- poisonous Vermin Exterminator," and offers to advertise them as sole agent for the district. such representations he induces persons to buy a quantity of the powder, which he represents to be a genuine article, but which on being analyzed is found to be worthless. He has several newspapers with him, containing advertisements relating to tho sale of the powder, one of which is a Devonshire paper, and one pub- lished in Wales. Warrant issued. HERTFORDSHIRE. 16.— Hitchin ( County).— For sheep - stealing, at Little Wymondley, on Uth ult.— EDWARD GATES, age 25, height 5 ft. 5 in., complexion fresh, hair light brown, whiskers and moustache slight, eyes blue, scar on left knee ; dress, generally old long brown coat, cord trousers ( rather tight in leg), heavy boots, hard felt hat. A sheep- drover; native of Stevenage, Herts. Supposed to be staying at Lincoln, or vicinity, with friends. Warrant issued. 17.— Hitchin ( County).— For stealing 5 sheep from a field at Little Wymondly, 16th ult.— EDWARD GATES, age about 25, height 5 ft. 5 in., complexion fresh, hair light brown, slight mous- tache and whiskers, eyes blue, scar on left knee; dresses generally in an old long light brown coat, cord trousers, rather tight in leg, hard felt hat, lace boots. A sheep drover ; native of Stevenage, Herts. Supposed to be in the city of Lincoln or neighbour- hood. Warrant issued. Information to Supt. Reynolds, Hitchin. 18.— Ware ( County).— For housebreaking— A MAN, age 31 to 35, height 5 ft. 8 in., complexion fresh, hair light brown, whiskers and moustache light, eyes ( very sharp and piercing) dark ; dress, shabby very dark overcoat, darned on right lappel and pinned down, breast pocket torn, grey mixed waistcoat, check trousers, black hard felt hat, white handkerchief. Carried a black bag and a brown paper parcel with a brown leather strap round it. Information to Captain Wymer, Supt., Ware. 19. — Watford ( County). — For larceny at Rickmansworth, on 26th and 27th nit.— HENRY EAST, age 30, height 5 ft. 7 in., complexion fresh, hair light brown, eyes blue. A native of Rick- mansworth. Warrant issued. Information to Supt. Hummerstone, Watford. 22.— West Mailing ( County).— For bigamy, on 13th September last — CHARLES ELIJAH SOLLY, alias WICKHAM, age 40, height 5 ft. 7 or 8 in., complexion fresh, hair sandy; dress, white slop, cord trousers and vest. A labourer; native of Maidstone. Sometimes works as a brick- layer, Is known at Swauley and Frittenden, Kent, Warrant issued. 23— West Mailing ( County).— For arrears of bastardy— LIONEL W. BARTRAM, late of Ton- bridge, age 26, height 5 ft. 6 or 7 in., complexion dark, hair dark brown, eyes dark, usually wears a slight dark moustache, good- looking, and of gentle- manly appearance. Warrant issued. Information to Supt. Lane, West Mailing. LANARKSHIRE. 24.— Lanark ( County).— For violent assault, on I4tb Nov. last — WILLIAM COUTTS, age 28, height 5 ft. 5 in., stout build, complexion fresh, eyes blue, hair and moustache fair, whiskers and beard shaved off, scar and blue dot on right wrist, cut mark on right cheek, three blue dots r ght side of forehead, blue mark on right side of nose, cut mark above right eye; dress, grey tweed suit, sometimes wears black corded coat. A miner. Was apprehended at Bedlington, Northumberland, in April last, for an assault on police in this county. Warrant issued. Information to Supt. Dewar, Lanark. LANCASHIRE. 25.— Liverpool ( City).— For failing to report — Supervisee ANDREW GALLOWAY, alias ANDREW SHARPE, Office No. 26954, age 57, height 5 ft. 5 in., complexion fresh, hair grey, eyes blue, bald top of head, cut scar both eyebrows, bum mark back of left wrist and back of left elbow. Sentenced at Liverpool City Sessions, 7th January, 1884, to 12 calendar months hard labour and 7 years police supervision for stealing a gold watch. Information to the Chief Supt., Liverpool. HUNTINGDONSHIRE. 20.— Norman Cross ( County).— For stealing, at Fletton, 9th inst., a silver lever watch, No. 710 " Newsome, Tottenham," on dial— JOHN CLARK ( supposed false), age 38, height 5 ft. 7| in., stout build, complexion fresh, full face, clean shaved, hair and moustache dark, tattooed on right wrist; dress, brown check jacket and vest, dark cord trousers, black hard felt hat, red neckerchief, heavy lace boots. A labourer. Warrant issued. Information to Snpt. Allen, Norman Cross. KENT. 21. — Chatham ( County). — For feloniously assaulting his step- daughter, at Denton, on 8th August last— JAMES JOHN MILLHAM, a barge- master, age about 50, height 5 ft. 6 or 7 in., com- plexion fair, hair ( turning grey) dark, clean shaved ; dress, monkey jacket, moleskin trousers, cord vest, heavy lace boots, cloth cap with peak. A native of the east end of London. Warrant issued. Information to Supt. Coppinger, Chatham. LEICESTERSHIRE. 26.— Leicester ( Borough).— For stealing, 21st ult., blankets, sheets, and a quantity of wearing apparel ( recovered) — SARA. H WHITE, alias MARY KING, WILSON, and WILMOT, age about 28, height 5 ft. 1 or 2 in., stout build, full red faeo, hair and eyes dark ; dress, black dress, short black jacket, trimmed with military braid, small brown hat, rim bound with brown velvet, trimmed with three brown feathers. Her modus operandi is to take lodgings in quiet back streets, generally in poor neighbourhood, stating that she has work to go to in two or three days. She makes herself very agreeable, and assists in the housework, thus gaining the landlady's con- fidence. She remains indoors until an opportunity presents itself, and then steals everything she can conveniently remove to pawnbrokers, and decamps to fresh lodgings. Warrant issued. LINCOLNSHIRE. 27.— Spilsby ( County).— Portrait and descrip- tion of HERBERT RICHARDSON BELLAMY, stationer, & c., late manager of the Spilsby Branch of the Stamford, Spalding, and Boston FRIDAY, JANUARY 15, 1892. T H E POLICE GAZETTE. 3 Bank, whose apprehension is sought for stealing £ 35 12s., and other monies ; age about 30, height 5 ft. 3 or 4 in.,' complexion fair, hair and moustache light brown, eyes grey, somewhat bow- legged, toes incline inward ; dress, grey check overcoat with cape, and black felt hat. Absconded 6th ult. Had • with him a portmanteau, and a considerable amount of money. Is fond of betting and billiard playing. Knows London well. Warrant issued. Information to Supt. Sowden, Spilsby. MERIONETHSHIRE. 28.— Dolgelly ( County).— For obtaining money " by false pretences, 25th ulto.— HENRY STANLEY, age 35, height 5ft. 5 in., complexion sallow, hair dark ( turning grey), moustache dark, bald spot on crown, tattoo mark prominent on left hand ; dress, brown jacket, striped trousers, hard felt hat. He calls on people who have relatives in the United States, professing to be on very friendly terms with them. Warrant issued. Information to Snpt. Hughes, Dolgelly. NORFOLK. 29.— Walsingham ( County).— For stealing a black gelding, about 14^ hands, mane and tail long and thick ; a square luggage cart, with wood dash- board and brass rim on top, painted green, back of cart broken on off- side, two iron plates, one at top and one below; a set of harness; a cart; and a chaff- cutter— THOMAS VERGERSON, age about 44, height 5 ft. 9 in., stout build, complexion < lark and sallow, hair, whiskers, and moustache dark, whiskers and moustache may be shaved off, eyes dark brown; dress, either brickmaker's clothes, or a suit of black cloth with piece of black crape on sleeve. A brickmaker and lime- burner ; native of Thursford, Norfolk. May seek employment at brickyards, & c. Is accompanied by his wife, age 43, eyes dark and staring, long thin face. They have relatives residing in the East End of London. Warrant issued. 30.— Walsingham ( County).— For unlawfully and carnally knowing a girl under the ago of 16— ISAAC SEAMAN, age 30, height 5 ft. 8 in., com- plexion fresh, hair and eyes brown, two teeth in front of upper jaw deficient, mole spot on one cheek ; dress, mixed tweed coat, and hard brown hat. A stable groom ; native of West Barsham, Norfolk. May seek employment at stables or mews. Has been id the Army. Warrant issued. Information to Supt. Murrell, Walsingham. St. Ives, Huntingdonshire; is known at Leeds and other towns. Warrants issued. Information to Capt. Terry, Chief Constable, Morpeth ; or to Supt. Harkes, Hexham. NORTHAMPTONSHIRE. 31. — Kettering ( County). — For carnally knowing a girl, between the age of 13 and 16 years, at Kettering, on 1st inst.— RUPERT PANTHER, age 20, height 5 ft. 8 in., complexion pale, hair, slight moustache and eyes dark, rather long nose, youthful appearance; dress, grey or brown suit, wears a gold safety pin with miniature horseshoe in tie. A draper's assistant; native of Kettering. Knows London and Birmingham well. Warrant issued. Information to Supt. Heasher, Kettering. NOTTINGHAMSHIRE. 33. — Mansfield ( County). — For obtaining £ 9 2s., by forged cheque, on 1st inst — A man who gave the name of J. COLLIS ( supposed false), age about 60, height 5 ft. 9 or 10 in., round- shouldered, complexion fair, hair brown, beard and moustache ( rather long) turning grey, shaved about 2 in. down side of face, bald on top of head, very prominent nose ; of good appearance and address ; dress, rough blue serge jacket and vest, grey cloth trousers, dark brown felt hat, low shoes, and brown gaiters; had with him a heavy blue overcoat, one button sewn through inside pocket, also a black bag. A com- mercial traveller. He stated he was employed by Truman, Hanbury & Co., Brewers, & c., Burton- on- Trent ( false). When in this town he lodged at a temperance hotel nine days, and made agreement with the proprietor to find cellarage, and become agent for the district for his firm's ales and stout. He afterwards produced a letter with printed head- ing of liis firm, sanctioning his appointment as agent, and handed the proprietor a false cheque for £ 7 10s., bearing the name of his firm, on " Lloyd's Bank, Limited, Burton- on- Trent," in payment for a quarter's rent of cellarage in advance. He then produced a similar cheque for £ 4 2s., which he stated he had received for travelling expenses, and obtained cash.
