E, EC3- XJX.- A- TX01SRS. 3V All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YAED, LOXDOJT, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person berequiredto be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted, at advertisements. R. AXDERSOX, Editor. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the * 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, \ or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken • or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— B Division.— For stealing 7 18- carat gold watches ( one calendar, No. 18272. others various) ; 3 scarf- pins, with screws to form studs ( one single- stone diamond, one cluster diamond, and ruby horse- shoe with nine stones) ; 2 pairs of earrings ( one diamond and sapphire cluster, 1 single - stone diamond); 72 gold wedding rings, 22- carat| 116 ladies' and gentlemen's diamond, ruby, and sapphire rings, 15 and 18- carat ( one and three stones, gipsy and other settings) ; 30 gold signet rings, 15 and 18- carat ( some bloodstones, cornelian, sardonyx and onyx); 99 lady's gold fancy dress rings, 15andl8- carat ( various stone?, the whole of the rings scratchcd inside with the words " Despair not.")— YANTJS VLADIMERS, alias WILLIAMS, a Russian Pole, age 22 ( looks older), complexion ruddy, hair and moustache reddish, eyes grey, sunken cheeks ; dress, black double- breasted jacket, blue striped trousers, high silk hat, maker " Gisbourne, Warwick- street, Pimlico." 2.— E Division. — Woodcut portrait and de- scription of FREDERICK DE YALERO, alias msmu& sm FLASH FRED " and FREDERICK WHEELER, Expiree, Office No. 18593, whose apprehension is sought for being concerned with two men in custody for forgery, age 43, height 5 ft. 7 in., com- plexion sallow, consumptive- looking, hollow cheeks, hair ( curly and tnrning grey) black, heavy dark moustache brushed up or curled at ends, may now be growing whiskers and beard, eyes hazel, scar on right wrist and left groin; usually well dressed. Speaks French. Sentenced to 10 years penal servi- tude, for forgery, at Central Criminal Court, 22nd September, 1873, and to 15 months imprisonment, for larceny ( person) in Paris, on 2nd May, 1890. 3.— P Division.— For house- breaking.— GEORGE ADDISON, alias FREML1N and MILLS age 17, height 5 ft. 4 in., complexion fair, hair dark, eyes grey; dressed respectably. A native of East Dulwich ; may be found lodging in coffee- houses or may endeavour to emigrate. 4.— S Division. — For failing to surrender to his bail at Marylebone Police Court, 18th ult., charged with having housebreaking implements in his possession at night, & c.— HENRY PALMER, Expiree, Office No. 40393, age 41, height 5 ft. 6 in., complexion fair, hair and moustache dark brown ( said to be now clean- shaved), mole on both collar- bones, scar back and top of head, and right cheek, mole riebt cheek, side of nose, and front of left ear, figure of a female and of a yacht tattooed on left forearm, portion of a bracelet left wrist; dress, brown diagonal overcoat with velvet collar, morning coat and vest, dark tweed trousers, lace boots, black hard felt hat. Is identical with Figure 18, Illustrated Circular, No. 32. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5.— For obtaining1 a cheque for £ 550, by false pretences — ETHEL FLORENCE OSBORNE, age 26, height 5 ft. 5 or 6 in., complexion pale, hair ( thick) dark, shews her teeth very much when talking, is of Jewish appearance, and in delicate health ; dresses fashionably. Supposed accompanied by a lady and gentleman. Warrant issued. 6 — For embezzling £ 41 15s. lOd. — WILLIAM RUXTON", age 42, height 5 ft. 7 or 8 in., hair, whiskers, beard and moustache sandy ( turning grey), red face; dress, drab Chesterfield overcoat ( rather long), tight- fitting trousers, square- topped felt hat. A collector; late of 37, Cranbnry- road, Wandsworth Bridge- road. Has friends residing at 13, Oakbury- road, Wandsworth Bridge- road. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. CUMBERLAND. 7— Carlisle ( City).— For failing to report- Supervisee HENRY THOMPSON alias Mc- NAUGHTON and CLASPER, Office No. 42031, age 40, height 5 ft. 6 in., complexion fresh, hair brown, eyes hazel, scar right side of head, scrofula murks each side of neck, scar right side lower part of belly, right groin, abscess scars lower part of back, H. M. inside right arm, 20 blue dots back of right wrist, scar front of right thigh ( upper part), right hip, and small scar front of right foot, both ears pierced. Sentenced at Cumberland Quarter 4 T H E POLICE GAZETTE. TUESDAY, JANUARY 12, 1892. Sessions, 14th October, 1884, to 7 years penal servitude, and 2 years police supervision, for larceny. G K 665. Information to the Chief Constable, Carlisle. 8.— Cockermouth { County).— For deserting his wife and family, leaving them chargeable to the Cockermouth Union— JOSEPH VICKERS, age 26, height 5 ft 6 in., slender build, complexion fresh, hair light, eyes brown. A hair- dresser; native of Keswick, which place he left in 1890, and has sub- sequently been seen several times in Manchester. He is of drunken habits, and associates with low company. Warrant issued. Information to Supt. Johnstone, Cockermouth. HAMPSHIRE. 9. — Bournemouth { County). — For stealing, 23rd ult., a quantity of forks, spoons, & c. ( see Case No. 34)— RICHARD YAEGER, alias JOHANN REINHARDT, a German, age 24 or 25, height 5 ft. 2 or 3 in., complexion fair, small light moustache and whiskers, something peculiar about one of his eyes, Eometimes wears glasses, speaks English very imperfectly; dress, brown overcoat with velvet collar, dark blue suit, brown hard felt hat, blue or white tie. Carried a brown bag or portmanteau, which is supposed to have contained the stolen property. This man is recognised as a good waiter, and may probably open a small eating house, and the articles stolen may be used in his trade. Warrant issued. Information to Supt. Knapton, Bournemouth. HEREFORDSHIRE. 10.— Ledbury { County).— For night- poaching at Eastnor, on 15th ult.— GEORGE BRYAN, rabbit catcher, age 38, height 5 ft. 10 in., muscular build, complexion sallow, hair dark brown, small side whiskers, eyes grey, wart left upper arm, moles on left shoulderblade and left side of back, scar left elbow, walks with a springing gait; dress, light plaid shooting coat and vest, cord or fustian trousers, strong boots, black soft felt hat. A native of Ledbury; carried a bundle tied up in a slop on his back. Warrant issued. Information to Supt. Phillips, Ledbury. HERTFORDSHIRE. 11 — Hemel Hempstead { County). — For obtaining £ 1 15s. by false pretences, at Tring, on 7th nit.— J. TAIT ( supposed false), age about 55, height about 5 ft. 6 in., complexion dark, hair dark ( turning grey), moustache and whiskers cut close and pointed at chin, has a Jewish appearance ; dress, brownish overcoat, dark frock coat, light plaid trousers, low shoes. Stated he was a traveller for Messrs. T. Pease & Co., Darlington, but such firm is not known. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 12.— Ware { County).— For housebreaking— A MAN, age 31 to 35, height 5 ft. 8 in., complexion fresh, hair light brown, whiskers and moustache light, eyes ( very sharp and piercing) dark ; dress, shabby very dark overcoat, darned on right lappel and pinned down, breast pocket torn, grey mixed waistcoat, check trousers, black hard felt hat, white handkerchief. Carried a black bag and a brown paper parcel with a brown leather strap round it. J Information to Captain Wymer, Supt., Ware. LANARKSHIRE. 13.— Lanark { County).— For violent assault, on 14th Nov. last — WILLIAM COUTTS, age 28, height 5 ft. 5 in., stout build, complexion fresh, eyes blue, hair and moustache fair, whiskers and beard shaved off, scar and blue dot on right wrist, cut mark on right cheek, three blue dots r: ght side of forehead, blue mark on right side of nose, cut mark above right eye; dress, grey tweed suit, sometimes wears black corded coat. A miner. Was apprehended at Bedlington, Northumberland, in April last, for an assault on police in this county. Warrant issued. Information to Supt. Dewar, Lanark. LINCOLNSHIRE. 14.— Spilsby { County).— Portrait and descrip- tion of HERBERT RICHARDSON BELLAMY, stationer, late manager of the Spilsby Branch of the Stamford, Spalding, and Boston Bank, whose apprehension is sought for stealing £ 35 12s., and other monies; age about 30, height 5 ft. 3 or 4 in., complexion fair, hair and moustache light brown, eyes grey, somewhat bow- legged, toes incline inward; dress, grey check overcoat with cape, and black felt hat. Absconded 6tk ult. Had with him a portmanteau, and a considerable amount of money. Is fond of betting and billiard playing. Knows London well. Warrant issued. Information to Supt. Sowden, Spilsby. MERIONETHSHIRE. 15.— Dolgelly { County).— For obtaining money by false pretences, 25th ulto.— HENRY STANLEY, age 35, height 5ft. 5 in., complexion sallow, hair dark ( turning grey), moustache dark, bald spot on crown, tattoo mark prominent on left hand ; dress, brown jacket, striped trousers, hard felt hat. He calls on people who have relatives in the United States, professing to be on very friendly terms with them. Warrant issued. Information to Supt. Hughes, Dolgelly. NORTHUMBERLAND. 16.— Hexham { County).— For obtaining 2 horses by fraud, viz., a bay horse, 4| years, white face, and a brown mare, 5 years, clipped body, white hind legs, white stripe down face— 1st.: a man, who gave'the name of T. MARCH, age 26, height 5 ft. 6 in., complexion pale, hair and moustache dark, no whiskers, eyes b! ue ; dress, dark overcoat with velvet collar, dark coat and vest, light trousers ; walks lame from effects of broken leg; of respect- able appearance. Is accompanied by a woman, who stated she was a native of Derby, and had been on the stage.— 2nd. : a man, who gave the name of JOHN BROWN, right name ( supposed) PAYNE, age about 40, height 5 ft. 2 or 3 in., stout build, hair and moustache dark ( turning groy), no whiskers, round full red face, has a Jewish appear- ance, and is known by horsedealers as " the little Jew;" dress, reefer overcoat, check tweed suit, ( large check, brown and lighter in centre), light striped cap or hard felt hat. Supposed native of St. Ives, Huntingdonshire ; is known at Leeds and other towns. Warrants issued. Information to Capt. Terry, Chief Constable, Morpeth ; or to Supt. H irkes, Hexham. SHROPSHIRE. 17.— LudlOW { County).— For housebreaking at Knowbnry, on 17th ult., and stealing £ 13 3s.— ALBERT EDWARD GILL, age 35, height 5 ft. 10 in., complexion sallow, hair brown, moustache dark sandy, eyes ( sunken) blue, anchor tattooed left arm with small dots round it, is very deaf, and has an impediment in speech; dress, coarse brown diagonal overcoat, black coat and vest, light striped trousers, red muffler, browa plush cap with ear- flaps tied on top, strong lace boots— all new. A labourer; native of Cheltenham. Has been to sea. His mother- in- law resides in Cheltenham, and a brother in Plymouth. Warrant issued. Information to Supt. Simcox, Ludlow.^ SUFFOLK. 18.— Ipswich { County).— For shopbreaking at Baylham, on 12tli ult. — RICHARD FRANCIS, age 41, height 5 ft. H in., complexion pale, hair brown, never looks anyone in the face, but drops his eyes and looks on the ground ; dress, long black overcoat, black monkey- jacket, torn under left arm. and roughly sewn together again, cord trousers, black hard hat, shooting boots ( stolen), fine kid uppers, rivetted and thickly nailed with large hob nails ; sometimes carries a small frail. A native of Bawdsey, Suffolk; has been in the Army. This man tramps the eastern counties, and stops at common lodgiDg- houses. Last heard of at Lowes- toft, on 16th ult., when he disposed of some of the stolen property. Warrant issued. Information to Deputy Chief Constable Fisher, Ipswich. SUSSEX ( EAST). 19.— Lewes { County).— For stealing 15s. and a silver locket and chain— A woman, who gave the name of MRS. HARDMAN, age about 30, height medium, complexion, hair, and eyes dark ; dress, imitation sealskin jacket, edged with fur, navy blue dress, black hat with blue feather. Supposed native of Brighton. Was accompanied by a girl named Nelly, age 11, dressed in blue cloak, red hat, and grey gaiters. Warrant issued. Information to Supt. Osbon, Lewes. YORKSHIRE ( NORTH RIDING). 20.— Northallerton { County). — For stealing from his lodgings, 24th ult., 3 silver bracelets, viz. — one about 1^- in. wide, with buckle wider than bracelet; one f- in. broad, embossed with gold forget- me- nots ; one snake pattern, chased: a jet bracelet about li- in. wide, has imitation gold oval buckle with the elastic thread broken; a gold oval pendant with small gold ring attached, red paste stone on one side, grey and fair hair with glass in front on the other; a jubilee half- crown; a gold ring with tur- quoise and pearls; a gold garnet ring broken in halves, and a gold eardrop with small btfnch of gold grapes attached— A MAN, age 25 to 30, height 5 ft. 9 or 10 in., complexion dark, hair dark brown, slight moustache, of smart appearance, is of good address and well educated ; dress, blue overcoat, dark striped jacket and trousers with small light stripe between, black felt hat, " Leeds" inside, brown tan kid gloves, lace boots, white tie with blue stripe, tied in sailor's knot, turn- down collar, had a lady's small gold watch in vest pocket. Stated he was a native of Chelsea. He took lodgings at a public house, representing he was a telegraph inspector, but previously stated ho was a commercial traveller from Newcastle, stayed one night and left without paying his bill. Warrant issued. Information to Deputy Chief Constable Hutchin- son, Northallerton. 21.— South Stockton { County).— For steal- ing an overcoat ( recovered)— JOHN WATSON, aga about 30, height 5 ft. 4 or 5 in., complexion, hair, and moustache dark, no whiskers, rather hard of hearing, supposed suffering from sores or wounds on thighs; dress, black suit nearly new, but pledged his CDat at Hartlepool and bought a blue cotton jacket, black hard felt hat. Supposed native of Birkenhead ; has formerly been engaged at sea, but recently as labourer at ironworks. May endeavour to obtain admission to some hospital, or may go to sea again. Warrant issued. Information to Supt. Wright, South Stockton. 22. — Middlesborough { Borough). — For stealing monies belonging to No. 81 Branch of the National Labour Union, of which he was treasurer — JAMES LAWTON, a shipyard labourer, age 38, height about 5 ft. 4 or 5 in., hair light brown, ginger moustache, and under chin very scanty, red nose, very sore eyen, bald- headed; generally dressed in brown overcoat, light cloth trousers, collar and tie, brewn hard felt hat, usually carries a walking- stick May bo accompanied by his wife, age about 30, and their two children— Sophia, age 8 years, and the other, 16 months old. Accused is a good templar, and belonged to the " Cyrus " and " Star of Hope " lodye3. Warrant issued. Information to Chief Constable Ashe, Middles- borough. FRIDAY, JANUARY 15, 1892. THE POLICE GAZETTE. 3 YORKSHIRE ( WEST RIDING). 23.— Pontefract ( County). — For stealing a light grey mixture suit ( since found pledged at Doncaster); a black worsted slack back coat and vest; a pair of dark cloth striped trousers; and a lady's silver geneva watch, No. 39844, flowered cases, with albert guard, curb pattern, and ten- cent coin attached— JOHN GAMBELL, alias CHARLES SEMISTER, age 30, height 5 ft. 10 in., complexion fresh, hair brown, eyes dark brown, burn mark on left leg, two scars back of head, rose, thistle, and shamrock combined tattooed on wrist; dress, dark brown cloth overcoat, dark cloth vest and trousers shoes ( all much worn), cap with peak. Native of Wigan, Lancashire. Has been previously convicted. Information to Supt. Whinoup, Pontefract. PERSONS IN CUSTODY. GLOUCESTERSHIRE. 24.— Dursley ( County).— Sentenced, on 24th ult., to 14 days imprisonment for larceny ( shop)— ARTHUR HOLT, a tramping pedlar, age 21, height 5 ft. 3 in., complexion pale, hair dark brown, eyes blue; dress, brown mixture cloth jacket, cord trousers, lace boots, red silk neckerchief, black hard felt hat. Had in his possession a pedlar's certificate, issued at Swansea, ou 24th January last, which has been forfeited. 25.— Dursley ( County).— Sentenced, on 24tli nit., to 14 days imprisonment for larceny ( shop) — ARTHUR CHARLES STACK, a tramping ped'ar, age 28, height 5 ft. in., complexion fresh, hair dark brown, eyes grey; dress, black cloth jacket, cord trousers, lace boots, black and white plaid woollen muffler, black hard felt hat. Had in his possession a pedlar's certificate, issued at Portsmouth, on 16th January last, which has been forfeited. Information to Supt. Harrison, Dursley. SUSSEX ( EAST). 26. — Hove ( Town).— Sentenced to 2 months imprisonment, at Lewes Assizes, 17th ult., for steal- ing from the person. ( See Case No. 35, 4th ult.)— JAMES SMITH ( supposed false), age 52, height 5 ft. 5^ in., complexion sallow, hair brown, mou- stache and beard dark brown, turning grey, bald, scar on bridge of nose; dress, black coat and vest, dark corduroy trousers, black Oxford hat. States he is an engineer. Last residence, 19, John- street, Brighton. Information to Major Teevan, Chief Constable, Hove. PROPERTY STOLEN. BUCKINGHAMSHIRE. £ 100 REWARD. 27.— SlOUgh ( County).— 28th ult., by house- breaking at Riching's Park, Iver— 1 gold bangle with cat's- eye centre, set in diamonds; 1 old fashioned narrow gold bracelet, embossed in squares with roses, patterns divided by sets of 3 small emeralds, fine gold chain ends ; 1 gold narrow bracelet with medallion and gold embossed pattern of owls at intervals; 1 gold strap bracelet; 1 Holbein gold locket, enamelled in different colours, large emerald in centre surrounded with 4 large diamonds, emerald in pendant, earrings to match, in ruby velvet case; 1 gold double watch chain, with gold balls at intervals, revolving gold seal, set bloodstone, engraved small round gold locket, with onyx in centre at watch end of chain; 1 plain gold bangle, with gold pencil attached; 1 bogwood brooch, shape of a tortoise, small diamond feet and eyes ; 1 neck- lace, composed of 7 rows of small pearls, with pearl and gold clasp; 1 paste brooch and earrings; 1 steel necklace, with large arrow and earrings ; 1 pair of silver bracelets, supposed African make, fasten with pin with coral head, large pointed bosses surrounded with silver knobs ; 1 chased bright silver bracelet, Grecian armlet pattern, embossed, fastens with plain silver pin ; 1 tortoiseshell bonnet pin, with small diamond on top. The above reward will be paid by Major Meeking, Riching's Park, Iver, for such information as will lead to the apprehension and conviction of the thief or thieves, and recovery of the property. Information to Supt. Sutton, Slough. CHESHIRE. 28.— Altrincham ( County). — 18th ulto., by burglary, at Bowdon— A lady's Swiss half- hunter silver keyless watch, No. 8447, " Ollivant & Bots- ford " engraved on inner case, blue enamelled figures round opening in case ; a lady's 18- carat double albert, with bar, very thin pattern; a pair of gold folding eyeglasses; a gold scarf pin, lover's knot pattern ; and about £ 5 in gold and silver.
