All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOU OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. ~ 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enableaction to be taken upon them by another force. 3. Part iculars as to stolen property will be likewise inserted in one issue, if sufficient to enable . the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Qd. per photograph or sketch of a stolen article, including the expense of engraving on wood. < 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not lessrankihan Superintendent; and, if the name of such person berequired to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. T. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to he apprehended or of stolen properly bear a number, and are alphabetically arranged by counties. 9. The force which causes part iculars concerning delinquents or stolen property to be inserted « i » the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, toll be wholly responsible for any proceedings ichic/ l mat/ result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturdau morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Neu> Scotland Yard, by cheque, crossed " Drummond tSf Co.," Post Office Order payable at Charing Cross, Postal Order, or ut Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in • the date OF delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of . crime, whether printed and issued by the Metropolitan ' Police, or distributed and exhibited, with the sanction of ' the Commissioners, on the application of private persons, • or of the Police of any County or Borough, must be clearly • expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear —-— thereon. " 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRCIT. 1.— D Division.— For conspiring to obtain leases and possession of houses aud shops, by means of false references, with intent to defraud—( Ist), STEPHEN FREDERICK SMART, age 45, height 5 ft. 6 in., complexion fresh, hair and whiskers ( short and turning grey) dark brDwn, eyes grey ; dress, dark frock coat, vest, and trousers, high silk or hard felt hat, worn very much over eye3, wears glasses, walks with \ ery quick step, generally carries a small black bag; of respectable appearance. A native of Newington, London. ( 2nd), ALBERT HENRY WALTERS, alias ROBERTS, LAW- RENCE, and STEVENS, age 36, height 5 ft. S in., complexion pale, hair and moustache black, eyes brown, round- shouldered; l- uptu.- ed, and wecrs a truss; dress, grey or brown plaid woollen overcoat with cape, dark undercoat, vest, and trou- ers, high silk or hard felt hat. A native of Newington, London. These men may be found in some provincial town, carrying on business as outfitters or boot and shoe dealers under various names, bat really com- mitting long urm frauds. Warrants issued. 2.— E Division. — For embezzling £ 7 10s.— GERARD L. HOPE, age 28, height 5 ft. 7 in., complexion fair, hair and moustache light, effeminate voice, forefinger right hand deformed, of good address ; dress, dark clothes, felt hat. A native of Derby. Warrant issued. 3.— J Division.— For stealing £ 51, and em- bezzling £ 200— DAVID HESLOP, age 34, height 5 ft. 7 or 8 in., complexion pale, hair and moustache light, eyes grey, broad shoulders, smart build, speaks with Scotch accent; dress, grey overcoat, black serge coat and trousers, high silk hat. A native of Cumnock, Ayrshire. Warrant issued. 4.— R Division.— For stealing two suits of clothes from his lodgings— HUGH FARRELL, age 30, height 5 ft. 9 in., complexion dark, hair dark brown, eyes hazel, deep dent on bridge of nose, teeth deficient in front; dress, black diagonal coat, and vest, light tweed trousers, lace boots, brown Eton cap. A turner; supposed native of Gateshead. Is well known at Messrs. Armstrong's, Elswick. Pre- vious address, 87, Hawes- street, Newcastle. 5.— Y Division. — For illegally pawning furni- ture— HENRY HILL, age 55, height 5 ft. 6 in., complexion fair, hair and slight side- whiskers dark ( turning grey), eyes hazel; dress, black frock coat and vest, dark striped trousers, high silk hat. A retired publican ; stated to have friends at Hudders- field, where he is likely to go. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yaid, S. W. AYRSHIRE. 6.— Ayr ( County). — For fraud, between 19th and 24th October last— THOMAS McCAXN, alias MEIKLE and TRAINER, a travelling packman, age 41 ( looks older), height 5 ft. 6 in., complexion fresh, hair and moustache sandy, mixed with grey, otherwise shaved, eyes blue, face oval; Irish dialect; dress, heavy grey marled tweed ulster, dark tweed coat and vest, light striped tweed trousers, black hard round hat, lace boots, wore on little finger of left hand a silver ring, with heart- shaped stone. Was convicted for a similar offence at Aberdeen, on 4th May, 1889 ; was liberated on bail, from Ayr Prison, on 5th ult. Warrant issued. Information to the Chief Constable of Ayrshire, Ayr. BERKSHIRE. 7.— Wantage ( County).— For night- poaching and assault— A man, suppose named JOHN HILL, alias JONES aud " DARKEY," age about 30, height 5 ft. 10 or 11 in., complexion fresh, whiskers and mous- tache dark ( may be shaved off) ; dress, dark pilot jacket, cord trousers, black hard felt hat, heavy lace boots. Supposed known in Berkshire and Wiltshire. Warrant issued. Information to Supt. Robotbam, Wantage. 8. — Wokingham ( County). — For embezzle- ment— JAMES WILLIAM WARD, age 24, height about 5 ft. 71 in., complexion fresh, hair dark brown, moustache ( sometimes shaved off) dark, prominent hazel eyes, is very short- sighted and wears spectacles, many warts on both hands; dress, dark check jacket and vest, light cloth trousers, stand- up collar and front combined, blue cotton necktie tied iu sailor's knot, lace boots, supposed wearing light cloth gaiters. A baker ; native of Cropedy, Banbury. Is known at Woodstock, Ban- bury, Oxford, Long Handborough, and. Hilperton, near Trowbridge. Warr nt issued. Informatiod to Supt. Atkin, Wokingham. BUCKINGHAMSHIRE. 9— Slough ( County).— For stealing, 30th ult., a black inverness mackintosh ( nearly new), " Anderton, maker," on tab ; a malacca cane, slate- coloured crook- shaped horn handle, silver ferrule at top, brass ferrule at bottom; and 2s.— A man, giving the name of HOWARD LEIGH, age 20, height 5 ft. 7 or Sin., slight build, complexion fair, clean face; dress, fawn- coloured tweed suit, light brown hard felt hat, lace shoes, respectable appearance, and is well educated. He takes lodgings at re- spectable public and private houses, states he is a student at Guy's Hospital, and is in the country for 4 THE POLICE GAZETTE. CAMBRIDGESHIRE. 10.— Isle of Ely ( County).— For stealing a pair of boy's boots, size 4, railed, heel and toe- plated— TIM KERRY, or LESTER, age SO to 60, short and stout, hair turning grey ; dress, dark clothes, soft hat; a native of Leicester; has lately been living at Peterborough and Cambridge. Hawks pictures, brushes, & c. Information to Supt. Wright, Ely. DERBYSHIRE. 11.— Belper ( County).— For indecent assault at Belper, on 16th ult.— W ILLI AM SELBY, a collier, age 24 or 23, height 5 ft. 6 in., complexion sallow, hair light brown, small light moustache, thin face. Warrant issued. Information to Supt. McDonald, Belper. DEVONSHIRE. 12.— Exeter ( City).— For stealing from lodgings, 7th ult, a lady's gold watch ( recovered) ; and a gentleman's gold- plated buckle- ring— A MAN, age about 30, height 5 ft. 6 in., complexion pale, mous- tache and whiskers ( small) light, clean shaved on chin, high forehead, has good teeth, walks erect, of good address; dress, black morning coat and vest, black and white check or plaid trousers ( rather loose), black hard felt hat, light silk tie; carried a black mackintosh with grey lining, and a black bag or small portmanteau. This man gave the name of Wilson and Batger, and represented himself to be a commercial traveller. May be found at refreshment houses. Warrant issued. Information to the Chief Constable, Court House, Exeter. HERTFORDSHIRE. 13.— Hertford ( County).— For stealing a cob, from a field at Little Berkhampstead, on 5th ult.— SAMUEL MILES, age about 31, height 5 ft. 5 in., stout build, complexion fair, hair, moustache, and side whiskers light brown ; dress, dark brown suit. A native of Statham, Norfolk. Warrant issued. Information to Supt. Parish, Hertford. 5 ft. 10 in., slight build, complexion fair, hair light brown ; dress, lightish tweed knickerbockers, dark stockings, " Tam- o- Shanter" cap or brown hard felt hat; carried a white mackintosh. Warrant issued. 17.— Dover ( Borough).— For failing to report- Supervisee JOHN JORDAN, Office No. 40976, age 50, height 5 ft. 5 in., complexion fresh, bald, eyes brown, scars under ri<; ht calf, black scar right shin, large scar left side of back, black scar left shin. Sentenced at Dover Sessions, 14th April, 1890, to 10 calendar months hard labour, and 5 years police supervision for stealing a coat. Information to Supt. Sanders, Dover. 18.— Tun bridge Wells ( Borough).— For em- bezzlement — CHARLES JOHN BOUTWOOD, age 24, height 5 ft. 3 in., slight build, complexion dark, hair dark brown, clean shaved. A native of Hastings. Keeps company with a young woman of Alfred- street, St. Leonard's. He has worked at a grocer's shop in Croydon. His father resides at Marina, St. Leonard's, or Kite's Nest Farm, near Ore. Warrant issued. Information to Chief Constable Allison, Tunbridgo Wells. 19.— Canterbury ( Prison). — Escaped from Canterbury prison on the night of 30th ult., whilst awaiting trial on a charge of burglary at Folkestone — EDWARD O'BURKE, alias TOOMEY, age 24, height 5 ft. 7 in., complexion fre> h, hair dark brown, eyes blue, scar top of left collarbone, 2 scars left groin, scar left knee, second toes on each foot crooked; dress, brown cloth jacket, striped bluish trousers, hard felt hat, prison shirt, socks, and flannels. A tailor; native of New York. Was discharged from Pentonville Prison on 24th Sep- tember last, after serving 5 years penal servitude. Has a knowledge of New York, and wishes to return to America. His mother, Mrs. Toomey, resides at 29, Blackwall- lane, East Greenwich. Information to the Governor, H. M. Prison, Can- terbury. ISLE OF WIGHT, 14.— Newport ( County).— For stealing, 23rd ult., a small silver Geneva watch, monogram of two letters on back, one being " H.", small silver albert chain, without bar, attached; a Waterbury watch, silver albert chain, single links, with gold locket, containing hair, blue enamelled, and set with pearls, and silver swivel seal attached ; a pair of speckled grey ribbed tweed trousers and vest— ARTHUR NEAL, age about 20, height 5 ft. 6 or 7 in., com- plexion sallow, hair and eyes dark, no whiskers or moustache, limps when walking; dress, black diagonal jacket, dark striped trousers, black hard felt hat, a 1 very old. A machinist; native of Luton, Bedfordshire. May endeavour to enlist. Information to Detective Inspector Ayres, New- port. KENT. 15.— Cranbrook ( County).— For stealing a set of harnes- ( recovered) at Rolvenden, on 25th ulto.— HARRY BEANEY, age 30 to 40, height 5 ft. 4 or 5 in., complexion dark, hair dark brown, generally clean shaved or stubby beard, & c., eyes dark, rather large head, full face, short neck; dressed in a dealer's suit of nearly new grey clothes, raised seams, velvet collar, bound with velvet on sleeves, hack of jacket and vest pockets, about 18 buttons down front of vest, and large soft black hat. Alow horse, dealer, native of East Sussex. Travels the country with a house- cart and light pony, accompanied by his wife and 6 or 7 children. Warrant issued. Information to Supt. Bartlett, Cranbrook. 10.— Dover ( Borough).— For stealing a double- barrel gun, 12- bore, central fire, " Smith" on barrels— A. F. MANBY, age 35 to 40, height about LANCASHIRE. 20.— Salford ( Borough).— Supervisee DANIEL DOWNS, Office No. 42034, age 39, height 5 ft. 2 in. complexion sallow, hair dark brown, eyes brown, blue scar top of head, scar right groin, outside left forearm, blotched face. Sentenced at Manchester Sessions, 16th April, 1891, to 6 months hard labour and 3 years police supervision for stealing coals. 9389. 21.— Salford Borough).— For embezzling £ 18, on 21st ult.— JOHN WILLIAM WALCH, age 30, height 5 ft. 5 or 6 in., complexion fair, hair light ( rather thin), eyes grey, slight light moustache; dress, blue- black meltou overcoat, with velvet collar, dark cloth suit, lace boots, high hat. A butcher native of Harpurhey, Manchester. Warrant issued. Information to the Chief Constable?, Town Hall, Salford. MONTGOMERYSHIRE. £ 2 REWARD. 22.— Newtown ( County).— For deserting his family — URIAH MORRALLE, age 42, height 5 ft. 7 in., complexion sallow, hair dark brown, eyes blue, high cheekbones, upper front teeth projecting. A labourer; native of Denbighshire. The above reward will be paid by the Guardians of Llanfyllin Union for the apprehension of Morralle. Warrant issued. Information to Deputy Chief Constable Crowden, Newtown. OXFORDSHIRE. 24. — Burford ( County). — For stealing at Clanfield, 19tli ult.— a silver double- cased English lever watch, " Wl Yells " marked on inner case ; a lady's gold geneva watch ; a long gold chain, small links, broken and tied with black cotton ; a gold locket, chased both sides, glass broken, gold chain attached ; a gold dress ring, set with diamonds^ 1 ditto, set with 3 pearls; a gold mourning ring, set with 3 pearls, and made to contain hair; a gold ring, set with pearls and rubies ; a gold seal, set with turquoise; a small locket, chased; a pair of gold earrings, oval shaped ; and about £ 2, the contents of a money- box ; supposed by a woman who had lived in the house since 26th Oct. as mother's help, and left on 19th ult. by an express train from Alvescott Station to Paddington, arriving there about 5.30 P. M.— Mrs. L. POWELL, age 45 to 50, height about 5 ft., very stout build, complexion florid, hair dark ( turning grey); dress, black braided jacket, brown dress, black hat, trimmed red; and black, black veil; is addicted to drink, especially beer. Obtained situation through character being sent by a Mrs. Easton, 43, Brixton- road, London. Warrant issued. Information to Supt. Leech, Whitney, or Inspector Cooke, Burford. 25.— Witney ( County).— For obtaining a set of brass- mounted harness, by falsa pretences — W. DADSON, age 30 to 35, height 5 ft. 9 or 10 in., weight about 16 stone, complexion florid, hair light brown, clean shaved; dress, black coat, drab trousers, or navy blue suit, hard felt hat. Is sup- posed to belong to the theatrical profession. Warrant issued. Information to Supt. Leech, Witney. NORTHAMPTONSHIRE. 23.— Kettering ( County).— For stealing 30th ult., 7s. 3d. and a brown leather purse— MARY WILMOT, alias WILSON and KING, age 28, height 5 ft., complexion fresh, hair dark brown, eyes brown; dress, black dress, short black jacket, braid on shoulders, black hat, elastic side'boots— all shabby. A native of Northampton. Her modus operndi is to obtain lodgings amongst poor people. She remains indoors under the pretence that she has work to go to in a few days, steals money or wearing apparel and decamps. Supposed wanted at Northampton and Welling- borough for similar offences. Information to Supt. Hensher, Kettering. SHROPSHIRE. 26.— Bridgnorth ( County).— For stealing two geese ( recovered), at Spring- hill, Madeley, 23rd ult. — RICHARD SMITH, alias DORSETT, age 27, height 5 ft. 8 or 9 in., slender build, hair light brown, slight light moustache, no whiskers, eyes grey, two upper front teeth deficient; dress, black pilot jacket, grey trousers and vest, white muffler, black hard hat or cloth cap, strong lace boots. A miner or labourer; native of Madeley, Salop. This man is a thief and poacher, and will probably be found in such company, or low public- houses, and may seek employment in collieries or well- sinkings. Warrant issued. Information to Snpt. Walters, Bridgnorth. STAFFORDSHIRE. 27.— Burslem ( County). — For embezzling £ 4 8s. 9d„ on 28th ult.— THOMAS BICKERTON, alias BRUSH, age 39, height 5 ft. 9 in., complexion fresh, hair brown, whiskers and moustache rather sandy, eyes grey, oval face ; dress, dark brown plaid jacket and vest, brown cloth trousers, black hard felt hat, lace boots. A fish salesman or greengrocer; native of Burslem. Warrant issued. Information to Chief Supt. Hill, Burslem. 28. — Stoke- upon- Trent ( County). — For obtaining goods by fraud— CHARLES BERNARD BARRETT, age 27, height 5 ft, 3 or 4 in., com- plexion fresh, hair very light, eyes blue, cross- eyed, crooked nose ; dress, plaid cloth coat and vest, dark grey Scotch tweed trousers, soft felt hat, strong lace hoots. Warrant issued. Information to Acting Supt. Harding, Stoke- upon- Trent. 29. — Wednesbury ( County).— For obtaining £ 10 13s. by means of a false cheque on the Bir- mingham and District Bank, at Smethwick, on 1st inst.— JOHN STEWART MILLS, alias WILLIAM SMITH, age about 40, height 5 ft. 7 in, stout build, complexion fresh, hair and whiskers brown, mous- tache turning grey, slight impediment in speech, bow- legged, large feet, of drunken habits ; dress, brown overcoat, dark grey vest, lace boots, black hard felt hat, yellow kid gloves. Warrant issued. Information to Supt. Walters, Wednesbury. YORKSHIRE. 30.— Dewsbury ( Borough).— For failing to report— Supervisee JOHN BUCKLEY, Office No. 42095, age 39, height 5 ft. 6 in, complexion fair, hair sandy, eyes blue, 2 scars back of head, 1 right FRIDAY, NOVEMBER2,0, 1891. YORKSHIRE ( NORTH RIDING). 31. — South Stockton ( County). — For stealing, 5th inst.— A small- ribbed black cloth Newmarket overcoat, and a pair of boots, size 8, with protectors on soles and heels— WILLIAM O'BRIEN, alias BROWN, SMITH, and THOMP- SON, age 50, height 5 ft. 3 in., complexion dark, hair and moustache grey, eyes brown, abscess mark left side of neck, and suppuration right side of neck, small blue mark right side of forehead, two burn marks centre of back, and three on left shoulder, scar first joint left thumb; dressed in stolen overcoat and boots, black Cardigan jacket, • check cloth trousers, white collar and tie, black hard felt hat. Was wearing two common finger rings and Albert watch - chain, with compass attached. Supposed native of Newcastle- upon- Tyne Warrant issued. Information to Supt. Wright, South Stockton. PERSONS IN CUSTODY. CAMBRIDGESHIRE. 32.— Cambridge ( Borough)'— Remanded till 14th inst., for larceny ( dwelling).— CHARLES ATKINSON, age 18, height 5 ft. 6 in., complexion dark, hair and eyes dark brown, oval face, 2 moles left side of neck, mole under left shouldsrblade and on left buttock, scar back of left hand; dress, black coat and vest, dark striped trousers, black hard felt hat, lace boots, white front with turn- down collar. States he was born at Portsmouth. Had in his possession a seaman's discharge certificate from s. s. " Atrato," date of employment and engagement 2nd January, 1890, at Southampton; date of dis- charge, 7th March, 1890. Information to Chief Constable Innes, Cam- bridge. ESSEX. 33.— Brentwood ( County). — Committed for trial at the next Essex Quarter Sessions, for ware- housed eaking— PATRICK WALSH, alias BOSS, » ge 40, height 5 ft. 4 in., complexion dark, hair dark brown, eyes blue, cast in right eye ; dress, long dark or ere at, cord trousers, lace boots, black felt bat. BEDFORDSHIRE. 80.— Biggleswade ( County).— Remanded for larceny— A man giving the name of ARTHUR BEDDOE, alias HORACE BOSWORTH, and ARTHUR BLANCHARD, age 21, height 5 ft. in., complexion fresh, hair and moustache dark, eyes ( large) dark, cast in right eye ; dress, dark tweed coat, black vest and trousers, black hard felt hat, button boots; generally wears a silver albert. His modus operandi is to take lodgings at private houses, stating that he is employed in the telegraph, department at railway stations, and that he has been promoted and transferred to some distant town. He stays a few days and loiters about railway stations talking to cabmen, & c., and at the first opportunity steals the lightest and most valuable articles, and then absconds.
