.. . » . i , ^ THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 30, 1891. VOL. VIII., No. 818. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE JLDITOU OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. -' 5. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the arlicls in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. • i). Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. § d. per photograph or sketch of a stolen article, including the expense of engraving on wood. ' 5. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ami, if the name of such person be required to be inserted, and no warrant is in forceagainst him, the requisition must be signed by the chief • officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ^. » Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. & 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transm it to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummoud § Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. R. ANDERSON, Editor. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It ia particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crin> e. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering x reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points- fa) The amount of the reward. ( 6) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. 3.— Convict Supervision Department. — Woodcutportrait of expiree EDWARD JARVIS, apprehension is sought for larceny in America, age about 40, height 5 ft. 9 or 10 in., complexion sallow, whiskers and moustache sandy ( turning grey), sunken eyes. An accountant; native of West Indies, but brought up in Australia. Warrant issued. 8.— E Division.— For stealing £ 10. — WM. BURT, age 42, height 5 ft. 8 in., complexion, hair ( thin on top), side whiskers, and moustache dark, eyes grey, square features, flat- footed; dress, blue overcoat with velvet collar, black Melton coat and vest, dark tweed trousers, lace boots, black felt hat. Supposed native of the neighbourhood of Penzance. Warrant issued. 9.— E Division. — For embezzling £ 8 17s. 8d. — JAMES ORWELL PIKE, age about 38, height 5 ft. 7 in., complexion sallow, hair and moustache very dark ( turning grey), squints with left eye, long nose ; dress, dark suit, usually wears a high silk hat. A commercial traveller, native of Brighton. Warrant issued. 10. — G Division. — For embezzlement — PHILIP MORTON, a jeweller's traveller, age 32, height 5 ft. 6 in., complexion pale, hair, whiskers ( straggling) and moustache light brown, long thin nose, high cheek- bones; dress, dark jacket suit, usually carries a brown leather bag with " P. M." in bronze letters on side. Resided, up till 18th inst., at 26, Barkdale Grove, Eccles, near Manchester. Has in his possession 6 pairs 9- carat gold folders, and 4 pairs of gold spectacles, stamped " T. K. & Co."; 27 gold bars ; 18 gold hooks ; 46 gold swivels ; 12 gold earring hooks; 12 gold earring sleepers; 60 gold split rings ; 12 gold spring rings ; 84 gold jump rings; 6 gold scarf pins, set with single stone ( paste); 6 gold scarf pins, set with paste in clusters; 8 gold combination pin and stud, set with single stone ( paste) ; 3 gold combination pin aud stud, set with paste and pearls; also a quantity of small silver goods. Warrant issued. 11.— G Division.— For obtaining, 13th inst., by means of a false cheque on the " North and South Wales Bank, Hamilton- street, Birkenhead "— 2 pairs 15- carat gold diamond earrings, square shape, rounded corners, diamond in centre ; 3 15- carat gold brooches, oval shape, lj inch long, and 1 inch wide, diamond in ccntre; 6 lady's 18- carat gold rings, and 1 gold triplet ring— C. M. WILSON, alias GEORGE WATSON, HAMMOND, and WILLIAMS, age 43, height 5 ft. 11 in., complexion fresh, hair and moustache light brown, slight impediment in speech, walks with a short step, of gentlemanly appearance; dress, dark clothes. Has still in his possession a number of similar cheques. Is also wanted by Birkenhead Police, in name of George Watson. Warrant issued. 12.— G Division.— For perjury — CHARLES HENRY BROWN, age 29, height 5 ft. 8 in., com- plexion very fair, hair light, eyes blue, thick bottom lip, split in centre ; dress, black diagonal coat and vest, black cloth trousers, black hard felt hat. A native of Sproughton, Suffolk.— JOSEPH CHAS. BAILEY, age 21, height 5 ft. 4^ in., complexion fair, hair brown; dress, grey jacket, dark trousers and vest. A native of Hoxton. Warrant issued. 13.— S Division.— For stealing a horse ( re- covered), 10th inst.— JOHN BROWN, age 35, height 5 ft. 3 in., complexion fair, hair ( cut short) light; dress, plaid jacket, light cloth trousers, lace boots, cloth cap with peak. May be found at fairs, markets, & c. 14.— v Division.— For obtaining £ 14 by means of two forged cheques, drawn by Joseph Symes in favour of A. Withall, on the London and County Banking Company, Hackney Branch— A MAN, age 25, height 5 ft. 8 in., complexion and hair dark, clean shaved, appearance of a gentleman's servant; dress, blue serge jacket, striped trousers, black hard felt hat. Wairant issued. 15.— V Division.— For deserting his wife and family— ALFRED RICHARDS, alias THOMSON, age 30, height 5 ft 7 in., complexion dark, hair and moustache dark brown, cub mark o. ver left eye; dressy black coat, bluo serge vest,, cord trousers, cloth cap with double peak. A native - of Shaoklegate- lane, Teddington. May be found at Datchett, near Windsor. Warrant issued. 16.— V Division.— For deserting his wife and family — ALFRED WILLIAM CROMER, alias GRAHAM, age 36, height 5 ft. 8 in., stout build, complexion dark, hair and moustache dark; an actor, is a good musician and pianist, and has been engaged as ring man with circus company. Supposed to be in the neighbourhood of Manchester. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 17.— For embezzling £ 531— WALTER O'BRIEN, late of 71, Clyde- road, Croydon, age 25, height 5 ft. 7 in., complexion sallow, hair and moustache dark, slightly round- shouldered ; dress, dark clothes brown felt hat. A clerk. Absconded 9th inst. Warrant issued. 18.— For embezzlement— GEORGE BALL, late of 70, Kingsbury- road, Balls- pond- road, age 29, height 5 ft. 8 in., complexion pale, hair, small side- whiskers and moustache black, receding forehead, round face ; dress, blue serge jacket suit, black felt hat. He occasionally sings at small music- halls in name of COMPTON. May be accompanied by a woman named Compton, and may visit Northampton or Birmingham. Warrant issued. 19.— For embezzling £ 900— CHARLES GRA HAM BENNETT, late of 1, Broad- lane, Tottenham, age 35 to 40, height 5 ft. 6 or 7 in., stout build, complexion fair, moustache and small side whiskers light, walks covert coat and vest, round brown felt hat. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C hard felt hat or grey polo cap, which he wears at back of head. Warrant issued. Information to Supt. Armour Windsor. hair cut short ( turning grey), round face, very erect; dress, light brown cutaway or AYRSHIRE. 20.— Ayr ( Burgh). — For larceny — THOMAS SMITH, alias DOOLAN, CAIRNEY, CAIRNS, DAVID LARYIN, and JOHN KELLY, age 28, height 5 ft. 8 in., complexion ruddy, hair and moustache dark brown, eyes blue, varicose veins right leg, cut mark right temple and ear; dress, light grey check tweed jacket suit, red- coloured scarf, brown felt hat. A native of Liverpool. Travels with a sparring booth, and is well known as an associate of pugilists at fairs and similar gatherings. May seek employment at railways or waterworks in course of construction. Warrant issued. Information to Supt. McKay, Ayr. BUCKINGHAMSHIRE. 23.— Chesham ( County).— For stealing, 10tl » inst., a dark brown mare pony, 8 years, about 12 hands, recently clipped, small star on forehead, brand mark near side, hidden by saddle, in fair condition ; a set of black leather brass- mounted harness; a light village spring cart, black body, buff- coloured spars and splash- board, 3 spokes near wheel damaged, " Charles Darvell, Chesham," painted on off shaft; and a brown rug, with stripes, " C. Darvell " in coloured wool thereon— FREDK. CLEMENTS, a journeyman house- painter, age 25- to 27, height 5 ft. 4 or 5 in., slight build, complexion pale, hair brown, moustache ( small) light brown; dress, dark tweed jacket, gtey tweed trousers, black hard felt hat. A native of Haydon- road, South Wimbledon. Was accompanied by a woman, age about 25, tall and fair, light brown hair. Warrant issued. Information to Inspector Clarke, Chesham. 24.— Slough ( County).— For obtaining money by false pretences— J. DADFORD, age about 40, height 5 ft. 4 in., complexion fresh, hair brown, whiskers and moustache auburn, rather long red nose, stoops when walking, and carries a stick; dress, black diagonal coat, dark grey striped trousers, white collar and tie, hard felt hat, with flat top. He is a photographer, and visits gentlemen's houses soliciting orders, accompanied by a boy about 12 years of age. Warrant issued. Information to Supt. Sutton, Slough. BERKSHIRE. 21.— Wo ki ngh am ( County).— For stealing from a coach- house at Finehampstead, during the night of 17th inst.— 2 blue cloth knee rugs, with white metal centres, both lined with plaid material ( one dark green, the other blue and green, with a red stripe) ; a white waterproof rug, lined with plaid material, metal centre; a pair of carriage lamps, square, silver- plated inside, maker's name " Gough Brocknell " on candle sockec— A MAN, age about 45, height 5 ft. 6 or 7 in., complexion, hair, and small side- whiskers dark, moustache ( cut short) turning grey; dress, long dark brown overcoat, dark trousers, button boots ( very much worn), black hard felt hat. A parcel, supposed to contain the stolen property, wa3 sent to Kingston by rail from Bagshot, where it was claimed by a man answering the description of above, who signed his name " W. White" in receipt book on J9th inst. This man committed a similar larceny at Sandhurst on night of 8th inst. ( See Case No. 5, 16th inst.) 22.— Windsor ( Borough). — For embezzling £ 19 17s. 9d., on 28th August last — ROBERT PAGE KEIGHLEY, a dairy manager, age 50 to 55, height about 5 ft. 8 in., complexion, hair, whiskers, and moustache ( turning grey) dark, wears spectacles, round - shouldered; dress, dark tweed suit, black CAMBRIDGESHIRE. 25. — Isle of Ely ( County).— For stealing a mackintosh coat ( recovered), at Chatteris, on or about 26th ult.— WILLIE HENRY PHEASANT, age 30, height 5 ft. 4 in., complexion fresh, hair ( parted in centre) light brown, small light mous- tache, heart, anchor, and bracelet tattooed right arm, anchor and tombstone left arm ; dress, blue serge jacket, brown cloth vest, white moleskin trousers, patched at knees, brown cloth cap, with peak, may be wearing a white holland jacket. A native of Barnwell, near Oundle, Northamptonshire. He belongs to the Army Reserve. Warrant issued. Information to Inspector Dockerill, Chatteris. 26.— Wisbech ( County).— For obtaining £ 2 10s. by false pretences, 16tli inst.— A man calling himself Captain S. MILLER, age 35 to 40, height 6 ft., hair, whiskers, and moustacho brown, well- made and of gentlemanly appearance; dress, light mixture suit, brown top hat, wears eye glass fastened to vest. Had with him an old black portmanteau. This man came to Wisbech on 16th inst., and engaged rooms, stating his uncle was coming in a day or two, and that tliey were going to settle down here. He then went to a tradesman and ordered goods to the amount of £ 1, presenting a cheque for £ 3 10s. on the Adelphi Bank, Manchester ( cheque- book obtained by false pretences) ; asked that the goods might be sent to his address, and obtained the balance of £ 2 10s. He left the same day by the 3.40 P. M. train for Lynn. Has recently been con- victed for a similar offence. Information to Supt. Dockerill, Wisbech. CHESHIRE. 27.— Runcorn ( County).— For stealing 30£ lbs. of brass pedestals ( recovered) from a pumping engine at the Ship Canal Works — HENRY CRAIG, age about 30, height about 5 ft. 9 in., com- plexion pale, hair and moustache dark ; dress, dark coat smeared with china clay, corduroy trousers, peak cap. A native of Runcorn. Has been in the Army— THOMAS RAWLINSON, age 35, height 5 ft. 3^ ins., complexion fresh, hair and moustache light brown, eyes grey, T. R., bracelet, and 1875 tattooed left arm; dress, dark coat, corduroy trousers, brown hard felt hat. A native of Widnes. Warrant issued. Information to Supt. Large, Runcorn. CORNWALL. 28.— St. Austell ( County).— For embezzle- ment— Supervisee JOHN CRIPPS, alias JAMES FRIDAY, OCTOBER 30, 1891. THE POLICE GAZETTE. 3 CRIPPS, Office No 41556, age 48, height 5 ft. 7 in., complexion fresh, hail- dark brown, eyes hazel, scar left of neck. Sentenced at Devonport, 3rd January, 1890, to 18 months hard labour and 2 years police supervision, for shopbreaking. Liberated 2nd July, 1891. Warrant issued. Information to Superintendent Beare, St. Austell. DERBYSHIRE. 29.— Chesterfield ( County).— For stealing, as bailee, the sum of £ 60 I0s„ at Whittington Moor, on 23rd ult.— GEORGE TURNER, age 29, height 5 ft. 8 or 9 in., complexion sallow, hair, side whiskers, and moustache dark brown, walks a little lame, scar back of right hand. A grocer's carter; supposed native of Windsor. Has been employed in a similar capacity in Sheffield. Warrant issued. Information to Supt. Hollingworth, Chesterfield. 30.— Derby ( Borough).— For stealing a watch { recovered)— JOSEPH BELL, age about 41, height 5 ft. 7 in., hair and moustache turning grey; a native of Leeds. Supposed to be an architect. Is much addicted to drink. Warrant issued. 31.— Derby ( Borough). — For embezzlement— CHARLES CANE, age 34, height 5 ft. 7 in., stout build, complexion fresh, hair brown, slight light moustache, eyes grey, bald front of head, slightly bow- legged, has a swinging gait; dress, • drab Chesterfield overcoat, dark cloth trousers, and black hard hat. Was employed as carter to a mineral water manufacturer, and has been a cab- driver and bus conductor. May seek similar em- ployment. Absconded 8th inst. Warrant issued. Information to Lt.- Col. Delacombe, Chief Con- stable, Derby. HAMPSHIRE. 35.— Basingstoke ( County).— For cruelty to a horse— FRANCIS GREEN, alias BOW, age 21, height 5 ft. 11 in., complexion fresh, hair light brown, eyes grey, scar on bottom lip, burn mark on breast; dress, brown jacket, cord trousers, heavy lace boots, black billycock hat. A gipsy. I § well known in Hampshire, Wiltshire, and Dorsetshire. Commitment warrant for 1 month issued. Information to Supt. Kinshott, Basingstoke. A native of London. His father and brothers reside at 86, Regent- street. Left Poole on 3rd inst., booking for Southampton. Warrant issued. Information to Supt. Hunt, Poole. ESSEX. 33— Chelmsford ( County).— For stealing, on or about 8th inst., at Little Baddow— A gun and 2 powder flasks ( recovered, except 1 copper powder flask)— Expiree CHARLES FRANKLIN, Office No. 38420, ago 33, height 5 ft. 11^ in., complexion • dark, hair dark brown, eyes dark hazel, scar back of head, cross on right forearm, cross and characters and C. L. on left forearm, with blue figure above ; part of crown on left wrist, 2 indistinct letters and 6 dots back of left hand, several designs centre of chest; dress, light overcoat and light felt hat Sentenced at Essex Sessions, 15th October, 1884, to 5 years penal servitude for horse- stealing. Last seen at Maldon, 9th inst. Information to the Deputy Chief Constable, Chelmsford. GLAMORGANSHIRE. 34.— Cardiff ( Borough).— For stealing various snms of money, between 17th April and 27th June, 1891— CHARLES H. J. OSBORNE, a cashier, lately living at Peulline House, Conybeare- road, Canton, age 27, height 5 ft. 6£ in., slight build, • complexion pale, hair light brown, small brown moustache, and side- whiskers, thin features, hollow cheeks, high cheek- bones, wears spectacles when reading, is of a quiet retiring disposition, and is a good amateur performer on the violin; usually dresses in a slate- coloured tweed or worsted suit, light brown dust coat, and black hard felt hat. Absconded 15th ult. At one time he kept a greengrocery shop in Cardiff, and may set up a similar business in a small way in another town. Has also been employed in a shipbroker's office, and may attempt to go abroad. Warrant issued. Information to Head Constable McKeuzie, Cardiff. YORKSHIRE ( EAST RIDING). 89.— Hull ( Borough). — Supposed stolen on Wednesday, 21st inst., a female child, 9 days old— By a WOMAN, described as 30 to 40 years of age, height 5 ft. 4 in., hair dark, thin face ; dress, black dolman, trimmed with beads, black crape bonnet, and black fall with crapc on bottom. This woman visited the mother on different occasions, and represented she was a sick visitor belonging to the Church of England, at Leeds. About 7 P. M. on the above date, she, in company with two other females ( woman and girl) proceeded to St. Andrew's Church, Hull, for the purpose of having the child christened, but they arrived too late to have the ceremony carried out. On leaving the church, the woman took possession of the child, and sent the girl to a pleasure fair, which was held close by, and the woman to a shop under the pretence of procuring a parcel which contained clothing for the child. The woman, who is described as of ladylike appearance, has not since been heard of, but the following morning a portion of the child's clothing was found in the street with a piece of paper attached, on which was written in very inferior handwriting, " Your child is now on the way to Leeds."
