Fart iculars concer n ing persons whose apprehension is sought will he inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3 Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 45 Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7 » Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. ^ 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ l mag result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It 13 particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Potice Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — A Division- — For larceny — JOHN SANDERS, age 35, height 5 ft. 10 or 11 in., com- plexion sallow, hair, moustache and side whiskers sandy; dress, black diagonal coat and vest, dark tweed trousers with red stripe, black hard felt hat. ™ 2.— D Division.— Woodcut portrait and de- scription of HENRY JOHN TYON, alias DYER and JACK CONWAY, whose apprehension is sought for stealing £ 90 on 27th ult., age 27, height 5 ft. 11 in., complexion pale, hair and moustache dark brown, eyes blue, smart military appearance; dress, light tweed jacket suit, and probably heavy tweed ulster, and tweed cap or black felt hat. Has been employed as barman and public house manager, and will probably seek similar employment in the provinces. A native of London. 3. — G Division. — For embezzlement — FREDERICK MALLINDINE, a porter, age 25, height 5 ft. 6 in., complexion fresh, hair and slight moustache light brown, eyes blue ; dress, black morning coat and vest, light grey trousers, brown felt hat, Oxford shoes, smart appearance. A native of London. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. ANGLESEY. 4.— Holyhead ( County). — For stealing a Chesterfield overcoat, felt hat, silk umbrella, bank cheque- book on the National Provincial Bank of England, a box of cigars, and 7s. or 8s. in money— FRANCIS MAXWELL LIVINGSTONE, age about 36, height 5 ft. 7 to 9 in., complexion sallow hair ( thin in front) dark brown, eyes ( rather large) dark, 1 upper tooth missing, very talkative, fond of smoking cigars, and, in conversation, referring to Livingstone's works ; dress, brown plaid suit ( jacket round and short), blue serge cap or felt hat, and may be wearing the stolen overcoat ( a greenish brown Chesterfield). Answers the description of the man wanted going under the name of Lieut. Brooks. Has a lady's tricycle with him. Warrant issued. Information to Deputy Chief Constable Davis, Holyhead. BERKSHIRE. 5.— Wokingham ( County).— For stealing from a coach- house, at Sandhurst, during the night of 8th inst.— 3 pairsof old carriage lamps, silver- plated inside, makers " Fleming, Reading," " Peters, London," and " Lush, Wokingham "— A man who gave the name of W. WHITE, age about 45, height 5 ft. 6 or 7 in., hair, small side whiskers, and mous- tache ( turning grey) dark ; dress, long dark brown overcoat, dark trousers, button boots ( very much worn), black hard felt hat. Was traced to Walton- on- Thames Railway Station, and from there to Hampton Court- road, carrying a canvas bag, sup- posed to contain the stolen lamps. Information to Supt. Atkin, Wokingham. 6.— Maidenhead ( Borough). — For embezzle- ment — WILLIAM FARMER, age 21, height 5 ft. 6 or 7 in., complexion fresh, hair light brown, moustache ( slight) light, eyes blue, square shoulders, walks quickly ; dress, brown jacket, striped trousers ( worn at bottoms), canvas boots, light cap with peak. A native of Brentford, Middlesex. Warrant issued. Information to Supt. Taylor, Maidenhead. 7.— Windsor ( Borough). — For embezzling £ 19 17s. 9d., on 2Sth August last — ROBERT PAGE KEIGHLEY, a dairy manager, age 50 to 55, height about 5 ft. 8 in., complexion, hair, whiskers, and moustache ( turning grey) dark, wears spectacles, round - shouldered ; dress, dark tweed suit, black hard felt hat or grey polo cap, which he wears at back of head. Warrant issued. Information to Supt. Armour, Windsor. BUCKINGHAMSHIRE. 8.— Slough ( County).— For obtaining money by false pretences— J. DADFORD, age about 40, height 5 ft. 4 in., complexion fresh, hair brown, whiskers and moustache auburn, rather long red nose, stoops when walking, and carries a stick; dress, black diagonal coat, dark grey striped trousers, white collar and tie. hard felt hat, with flat top. CAMBRIDGESHIRE. 0.— Isle of Ely ( County). — For stealing a mackintosh coat ( recovered), at Chatteris, on or about 26th ult.—" WILLIE HENRY PHEASANT, age 30, height 5 fr„ 4 in., complexion fresh, hair ( parted in centre) light brown, small light mous- tache, heart, anchor, and bracelet tattooed right arm, anchor and tombstone left arm ; dress, blue serge jacket, brown cloth vest, white moleskin trousers, patched at knees, brown cloth cap, with peak, may be wearing a while hoi land jacket. A native of Barnwell, near Oundle, Northamptonshire. He belongs to the Army Reserve. Warrant issued. Information to Inspector Dockerill, Chatteris. CARNARVONSHIRE. 10.— Conway ( County).— Woodcut portrait and description of WILLIAM HENRY DAVIES, whose DORSETSHIRE. 14.— Poole ( Borough). — For embezzlement — JOHN WESTON, age about 21, height about 5 ft., complexion dark, hair ( cut very short) dark brown, slight moustache, eyebrows thick and meet over nose, walks peculiarly owing to rupture; dress, black diagonal coat and vest, light striped trousers, plaid peak cap, may be wearing black bowler hat. A native of London. His father and brothers reside at 8G, Regent- street. Left Poole on 3rd inst., booking for Southampton. Warrant issued. Information to Supt. Hunt, Poole. DUMFRIESSHIRE. 15.— Dumfries ( County).— For fraud, Septem- ber last, by advertising ferrets, fruit, & c., for sale— License Holder JAMES RIDGEWAY, alias WIL- LIAM HENRY REYNOLDS, W. M. DUXBURY, H. R. DUNSYRE, and JOSEPH CUFFE, Office No. 41478, age 70 ( looks younger), height 5 ft. 8 in. without shoes, complexion sallow, hair grey, whiskers and moustache may be shaved, eyes blue, cataract on each, but most prominent on right, oval face, scar right eyebrow, right knee and chest, several scars rt shoulder- blade, mole near elbow joint, varicose veins right leg, scar left side of head, left knee, and left middle finger. He gives the address of a rural post office, where he calls for letters or writes for them to be forwarded to another post office. Is also wanted in Lanarkshire, and for failing to i- eport, see tabular list, POLICE GAZETTE, 7th August last. Previous convictions :— Fraud at Chester, 28th March, 1857, and sentenced to 4 years penal servi- tude ; Carlisle, 20th October, 1874, to 7 years penal servitude and 7 years police supervision; Manches- ter, for breach of P. C. Act, 20th January, 1882, and sentenced to 9 months imprisonment; Durham, 15th October, 1883, to 10 years penal servitude. Liberated 18th June last. A native of Birmingham. Warrant issued. It is requested that inquiry he made at post offices, lodging and workhouses. Information to Chief Constable Gordon, Dumfries turning grey, eyes hazel, 6 scalp scars, miner's mark left eye, 3 cuts over right eye, scars right thumb, right knee, right instep, and right forearm, pitmark right elbow, 2 bluo coal marks above left elbow, lost third and fourth left fingers, 5 coal marks on left shoulder, 4 coal marks centre of back. Sentenced at Manchester Assizes, 11th July, 1878, to 15 years penal servitude for rape. E 754. Licensed 28th December, 1889. Information to Supt. Hewitt, Hurst. 20.-- Old Swan ( County).— For stealing from his lodgings, at Fairfield, 27th ult., a Gladstone bag, and a grey leather purse, containing £ 15 gold, and 10s. silver— ERNEST MORDAUNT, alias WM. MORTON or NORTON, age 24, height 5 ft. 2 or 3 in., rather stout build, complexion fresh, hair light; of gentlemanly appearance and good address; dress, blue reefer jacket, with black silk facings, light trousers, pale blue tie, white shirt, patent leather boots, brown hard felt hat. A native of Dublin. Information to Supt. Bryning, Old Swan, near Liverpool. 21.— Oldham ( Borough).— For failing to report — Supervisee WILLIAM CARTWRIGHT, age 34, height 5 ft. 4f in., complexion fair, eyes hazel, hair dark drown, large scar right side crown, scar top of head, cut right eyebrow, wart left side of forehead, scar back of head, blue spot on right wrist, 2 scars back of right hand, boil scar near right collarbone, anchor left wrist, scar left wrist, scar left groin, scar outside buttock. Sentenced at Manchester Sessions, on 23rd June, 1879, to 7 years penal servitude, and 7 years police supervision for felony. Licensed 2nd March, 1885. F 540. Information to the Chief Constable, Oldhani. apprehension is sought for embezzlement, age 32 to 35, height 5 ft. 6 or 7 in., complexion fresh, hair ( short and slightly turning grey) brown, moustache sandy, full facc, tip of noae sliglnly flattened and turned on one side, ling tattooed on finger of left hand, also Indian ink marks on left hand and arm, walks with a short step ; is addicted to drink and fond of gay company, and appears auxious to make himself agreeable; slightly dissipated appearance. A solici- tor's clerk, native of Rh} l, but knows London well, where he has been living for years. May endeavour to emigrate or go over to France. Warrant issued. Information to Supt. CHESHIRE. 11 — Middlewich ( County).— For obtaining £ 12 5s., the monies of the Ancient Order of Mieplierds, by false pretences— SAMUEL COT- TERILL, age about 2* 3, height 5 ft. 8 or 9 in., complexion very sallow, hair and eyes black, two front teeth in upper jaw very prominent, turns light foot outwards, very round- shouldered, and walks with a swinging gait; dress, dark cloth coat, corduroy trousers, lace boots, and cap with flat top. Warrant issued. 12— Middlewich ( County).— For stealing, at Sandbach, 1 pair black cloth troupers, 1 black cloth vest, and 1 yellow and black plaid ulster with cape —" TOM," age about 40, height 5 ft. 9 or 10 in., complexion pale, hair ( cut short) brown, clean > haved, long teatures, two teeth deficient front of upper jaw; dress, blue pilot jacket, blue linen j i ktt, grey vest, dark cloth trousers, side- spring i oots, 1 ard felt hat. Information to fc'upt. Plant, Middlewich. GLAMORGANSHIRE. 1G.— Cardiff ( Bwough).— For stealing various sums of money, between 17th April and 27th June, 1891— CHARLES H. J. OSBORNE, a cashier, lately living at Peulline House, Conybeare- road, Canton, age 27, height 5 ft. 6^ in., slight build, complexion pale, hair light brown, small brown moustache, and side- whiskers, thin features, hollow cheeks, high cheek- bones, wears spectacles when reading, is of a quiet retiring disposition, and is a good amateur performer on the violin; usually dresses in a slate- coloured tweed or worsted suit, light brown dust coat, and black hard felt hat. Absconded 15th ult. At one time he kept a greengrocery shop in Cardiff, and may set up a similar business in a small way in another town. Has also been employed in a shipbroker's office, and may attempt to go abroad. Warrant issued. Information to Head Constable McKeuzie, Cardiff. DERBYSHIRE. 13.— Chesterfield ( County).— For stealing, as bailee, the bum of Jb'tjO 10s., at Whittington Moor, <. n 23. d ult.— GEORGE TURNER, age 29, height '•> It. 8 or 9 in., complexion sallow, hair, side whiskers, and monsta- cbo daik brown, walks a little lame, scar l>. ick of right hand. A grocer's carter; supposed native of Windsor, lias been employed in a similar capacity in Stieffie'd. Warrant, issued. Information ' 3 cunt. HoIIingwoith, Chesterfield. KENT. 17.— Mailing ( County).— For embezzling £ 20 at Wateringbury, between 20th and 28th ulto.— S. EDMONDS, grocer's assistant, age about 27, height 5 ft. 8 or 9 in., complexion, hair and mous- tache dark, very prominent eyes, full face; dress, black coat, light tweed trousers, black hat, carried a bag. Supposed native of Camberwell. Is well known at 12, Bossington- street, Clapton, London. Warrant issued. 18.— Mailing ( Cotmty).— For deserting his children, leaving them chargeable to the Mailing Union, at Wateringbury, 16th ulto.— WILLIAM COOPER, age about 45, height about 5 ft. 7 in., complexion fair, hair, whiskers, and moustache light brown, rather thin face ; dress, old long black over- coat, and old lacc boots. Is supposed to belong to the neighbourhood of Limehouse. Has a married daughter named Ambrose, residing at Chapel Lane, Gravesend. Warrant issued. Information to Supt. Lane, West Mailing. NORFOLK. 22.— Norwich ( City).— For shopbreaking and stealing property, Case No. 63, 25th ult.— HENRY BAYNE, age 26, height 5 ft. 11 in., complexion, sallow, hair and eyes brown, upper front teeth project, long visage, walks erect; dress, dark browrt coat and vest, brown check cloth trousers, white collar, dark necktie, hard felt hat. A native of Norwich. He lodged at Ipswich on 5th inst., where he disposed of some of the property, and left'seven. watches in a common lodging house. ( See Case No. 65, 9th inst.) RUTLAND. £ 5 REWARD. 23.— Oakham ( County).— Woodcut portrait and description of WILLIAM MANNING, whose uppre- LANCASHIRE. 19.— Hurst ( Count]/).— For failing to report— License Holder EDWARD CARR, Office No. 38840, age 42, height-] 5 ft. 6 in., complexion fair, hair hension is sought for receiving £ 172 gold, well knowing the same to have been stolen, at Ham- bledon, on or about 24th August last— Age 24, ' height about 5 ft. 9 in., complexion fresh, hair brown, smart appearance, and of good address. A groom; native of Brampton, Northampton. Has been in service at Holdenby, Northampton; Badby House, Daventry; Rugby ; in Devonshire Mews, Portland- square, London, and accompanied the horses from there to the Isle of Wight. Has also lived in other places in and about London, where he is supposed to have gone. He left Hambledon on 2nd ult., riding a safety bicycle ; usually dresses in bicycle suit. The above reward will be paid by the Chief Constable of Rutland, for the apprehension and FRIDAY, OCTOBER 1G, 1891. SHROPSHIRE. 24. — Bridgnorth ( County). — For house- breaking, 12th inst., and stealing a small silver geneva watch, No. 15322, with metal curb albert chain, and metal patent winding key attached; also £ 4 12s. Gd. gold and silver— A MAN, age about 35, height 5 ft. 9 or 10 in., complexion rather dark, little or no whiskers, appearance of a tramping groom ; dress, light plaid jacket, light cord trousers, old boots ( left one slit along little toe), black hard felt hat. Information to Supt. Walters, Bridgnorth. SUSSEX ( WEST). 25.— Steyning ( County).— For obtaining money by means of fictitious cheques on Messrs. Molinonx, Whitfield, Whitfield, Molyneux, Bankers, Lewes— HENRY WOOD ( supposed false), age about 35, height 5 ft. 6 or 7 in., complexion fresh, whiskers brown, moustache sandy ; dress, light tweed jacket, dark tweed trousers, lace boots, may be wearing a tweed cap, and carrying or wearing a dark grey overcoat. He also gave the names of " Stokes" and " Benten," and described himself at some places as a traveller, and nephew of " Wood, jam merchant, Kent," and at other places as a salesman in Covent Garden Market. He appears, by his conversation, to have a knowledge of farming and steam- plough- ing tackle. Usually stays at middle- class public- houses, and pays with the fictitious cheques. Warrant issued. BRECONSH I RE. 26.— Crickhowell ( County). — Sentenced to 1 month imprisonment, 2nd inst., for larceny ( person) — MARY ANN WORTH1NGTON, age 40, height 5 ft. 4 in., complexion fresh, hair light brown, eyes grey; dress, old light linsey dress, white apron, black straw hat. A native of Farnham. She is fond of drink, and gives recitations at public- houses. Sentenced to 1 month imprisonment for receiving stolen property from the above — WILLIAM WORTHINGTON, age 43, height 5 ft. 7 in., com- plexion fair, hair light blown, eyes blue, ruptured left side, scar left wrist; dress, dark monkey jacket, dark trousers, light brown plush vest, white muffler, dark cloth cap with patent- leather peak. States he is a collier and native of Yorkshire, and that he has lived at Swansea and Hirwain. Sings ballads at fairs, & c. Supposed wanted for other offences. Information to Supt. Winterson, Crickhowell. CHESHIRE. 27.— Chester ( City).— Committed for trial at next Chester Assizes for passing bogus cheques to hotel keepers— FRANCIS JOHN SMYTHE, age 67 ( looks about 60), height 5 ft. 9j in., complexion fresh, hair and beard grey, ruptured left side. A doctor of medicine; native of Norfolk. He has represented himself as Francis John Smythe, M. D., - Cantab., Sir G. Webster, Bart., Sir Arthur Elton, Bart., Sir Chas. Smythe, Bart., Sir William Scott, Bart., Sir William Parker, Bart., Sir Charles Palmer, Bart., Sir William Price, Bart., Col. Hector Mackenzie, Mr. A. Howard, Mr. Arthur Wilson, & c. Had in his possession a list of estates for sale, and certain memoranda from which it would appear that he contemplated forming a company. It maybe that he has been a promoter of companies. Information to the Chief Constable, Town Hall, Chester. CUMBERLAND. 28.— Whitehaven ( County).— Committed for trial at the next County Assizes, for attempted murder— a negro sailor, named PRINCE LORD THOMPSON, ago 20, height 5 ft. 7 in., flat nose, thick lips, woolly hair. A native of Texas. Sup- posed to have been convicted elsewhere. Information to Supt. Thornburrow, Whitehaven. DORSETSHIRE. 29.— Beaminster ( County). — Remanded till 17th inst., for larceny ( dwelling) — AUGUST SCHWARTZ, a merchant seaman, age 20, height 5 ft. in., complexion fair, hair light brown, eyes blue, slight scars on each hip, strong build, small features ; dress, old brown coat, blue trousers, old brown vest, brown shoes, cloth cap with peu, k— AUGUST ROBRA, a merchant seaman, age 22, height 5 ft. 6f in., complexion sallow, hair brown, eyes grey, a musical instrument called a lebi ( the nature of harp) and a stand tattooed on right arm below elbow ; dress, old leather jacket, brown striped trousers, cloth cap with peak, brown shoes. Both natives of Hamburg. Information to Supt. Freeman, Beaminster. ESSEX. 30. — Southend ( County). — Committed for trial at the Quarter Sessions at Chelmsford, on 21st inst., for housebreaking— WM.
