T U B POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, OCTOBER 2, 1891. VOL. VIII., No. 810. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to TUE EDITOU OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. - 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. Portraits of persons whose apprehension it sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of IDS. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 4). Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anofficer of not less rank than Superintendent; and, ifthe name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. Y. I Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn mag result from such publication. 11. Announcementsfor the Friday issue should be fortcarded so as to be received not later than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, bg cheque, crossed " Drummond tlf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. < C) < d) NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points- fa) The amount of the reward. ( 6) The conditions on which it is payable. ( « ) Tie person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— B Division. — For obtaining money by falsely representing himself to be on the staff of the " Daily Telegraph"— ARTHUR BURLEIGH, alias ALFRED EDWARDS, age about 30, height 5 ft. 5 in., complexion sallow, hair brown, rather sunken eyes, slight cut marks inside fingers of right hand ; dress, light grey tweed suit, high hat, wears an inverness coat with cape. Warrant issued. 2.— D Division. — For embezzling £ 12 — WILLIAM LONG, age 26, height 5 ft. 6 in., com- plexion fair, hair light, eyes blue, turns his feet out when walking; dress, black jacket and vest, blue and black striped trousers, lace boots, black hard felt hat. A native of Worcestershire. Absconded 22nd ult. Warrant issued. 3 — M Division. — For stealing a lady's half- hoop diamond ring, set 3 stones, and other articles of jewellery which have been recovered— JULIA HUGGINS, age 24, height 5 ft. 6 in., complexion sillow, hair brown, eyes dark; dress, red and grey striped skirt, black velvet cape, trimmed black lace, black bonnet. Supposed native of London. 4.— M Division. — For obtaining £ 4 by fraud — GEORGE RAY, alias ROBERTS and " JUMBO," an ostler, age 23, height 5 ft. 6 in., complexion fair, hair light, eyes grey, long thin nose; dress, light check suit. Is known to Mr. Weston, jobmaster, High Wycombe. Warrant issued. 5. — v Division. — For stealing, at Maiden, 21st nit., a bay horse- cob, about 15 hands, rising 5 years, white star on forehead, short mane and tail, no shoes, supposed white hind fetlock— TWO MEN : lst, age 32; dress, black coat, black hard felt bat. 2nd, age 36, height 5 ft. 6 in.; carricd a bundle, supposed to contain jacket and hard felt hat; wore a light coat and peak cap. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For embezzlement — CHARLES WILKIN- SON, late of 67, Great Ormond street, W. C., acre 22, height 5 ft. 5 or 6 in., complexion fair, hair light, clean shaved, thin face, bad teeth ; dress, slate- colour jacket suit, brown felt hat. A clerk. Warrant issued. Information to Supt. Con- nolly " ; 1 black grenadine dress; 1 sable tail muff ; 1 sealskin muff; 1 opera cloak, white, with brown feather trimming, lined with pale green silk, trimmed with white fur ; 1 opera cloak, blue amazon cloth, lined with pale green silk, trimmed with white fur; 1 dress, pink nunveiling, trimmed with cream laoe and beads; 1 pink silk dress, trimmed with white beads ; 1 orange silk dress, nunveiling ; 1 pink satin dress ; 1 white satin unpicked dress ; 1 white crape dress, red and floral design; 1 overall cloak, terra- cotta colour, lined with coral pink satin; 1 large black tin box, fastened with padlock; and 1 black tin hat box, oval shape top—- TWO MEN: lst, age about 30, height 5 ft. 9 in., slender build, com- plexion pale, hair ( closely cut) light brown, whiskers ( all round face, thin, and closely trimmed) and moustache sandy, round bald spot on back of head, left side, delicate and sickly appearance; dress, blue serge suit, white stand- up collar turned down at points, dux shape, dark mixture scarf, canvas sand shoes, very much worn down at heels; carried the stolen malacca stick. 2 nd, age about 35, height about 5 ft. 7 in., stout build, complexion fresh, hair, whiskers, and heavy moustache dark; dress, dark overcoat, dark cloth suit, dark low hard felt hat. These men are supposed to be clever and daring thieves. The above reward will be paid by Mr. F. R. Antsell, The Scottish Alliance Insurance Company, 3, Romford- street, Liverpool, to any person giving such information as will lead to the apprehension and conviction of the thief or thieves, and the recovery of the property, or in proportion to the amount recovered. Native of Northwich.— THOMAS WOODIER, age about 80, height 5 ft. 8 in., complexion fresh, hair dark brown, whiskers sandy ( supposed, now, mous- tache only), high cheek- bones, dirty appearance; dress, long blue pilot ooat, dirty moleskin trousers, dirty brown scarf, sort billycock hat, square- toed clogs. Native of Witton, Northwich. Warrant issued. Information to Supt. Large, Runcorn. CORNWALL. 9.— Truro ( Citi/).— For embezzlement — GEORGE HENRY WYATT, age 33 to 35, height 5 ft. 6 or 7 in., slight build, small moustache, with little or no whiskers; dress, supposed light grey suit. Formerly a dealer in fruit, sweets, & c., and will probably trade in the same line again. Absconded about the middle of September. Warrant issued. Information to Supt. Angel, Truro. ESSEX. 10.— Epping ( County).— For failing to report— Supervisee CHARLES SMITH, Office No. 37575, age 35, height 5 ft. 5 in., complexion dark, hair dark brown, eyes brown, soars ball of right thumb, first left finger, right calf and left shin. Sentenced at Chelmsford, 27th November, 1883, to 7 years penal servitude and 3 j ears police supervision for fowl stealing. J1011. Information to Supt. Womack, Epping. 11. — Southend ( County). — For violently assaulting police, 7th ult.— A MAN, age 35, height 5 ft. 8 in., stout build, complexion, hair, moustache, and small side- whiskers dark, eyes hazel, full face, the appearance of a hard drinker; dress, black suit, black hard felt hat. Carried an umbrella, the knob of which was left behind, having been broken off. Warrant issued. Information to Supt. Hawtree, Southend. HERTFORDSHIRE. 12— Hertford ( County). — For stealing, 12th ult., a lady's long black corded jacket, trimmed with astrachan all round; 1 pair lady's button boots, kid uppers, patched at toe of left boot; 2 aprons ( one coarse and one white), and 1 child's grey cloth cap, with peak— LOUISA SESSIONS, age 14 or 15, height 5 ft. 4 or 5 in., hair brown, tied behind and hanging down back, fringe on forehead; dress, black dress, light jacket, white apron, brown cloth cap. Native of Chiswick, London. Warrant issued. Information to Supt. Parish, Hertford. 13.— St. Albans ( City).— For obtaining £ 1 by a fictitious cheque on the Staines Bank— A man who signed his name WALTER WHYMAN, age about 23, height 5 ft. 6 or 7 in., slender build, com- plexion pale, hair and slight moustache dark, thin features, and rather sunken checks, well educated, and of gentlemanly appearance; dress, black diagonal cloth coat and vest, grey trousers, black felt hnt, light spotted tie in sailor's knot, with small gold scarf- pin, size of a small bead, stand- up collar, brown kid gloves. Warrant issued. Information to Head Constable Wood, St. Albans. for London, and was then dressed in a brown striped tweed suit, large check brown cap. He is supposed to have a sister employed as chambermaid at High Cliff Mansion Hrftel, Bournemouth, and to be well known at the Three Compasses Hotel, 146, High Holborn, London. He alsoappeared to know a deal about Leman- street, Whitechapel, and Earl- street. Several pawntickets were seen in his possession, for goods pawned in Old Kent- road, London. May obtain employment as waiter at a seaside hotel. Was convicted at Chichester Quarter Sessions, on 15th January last, for stealing a bag, & c., from the grand stand at Goodwood races, and sentenced to 3 months imprisonment. Whilst in prison he re- ceived a letter from a woman, who, he said, was his wife, and who gave the name of Mary, Queen's Head Hotel, Great Yarmouth; he afterwards re- ceived a letter from the same person, addressed from Cable- street, Whitechapel, which referred to a child they had. Warrant issued. Information to Chief Constable Buck, Margate. complexion dark, slightly bow- legged ; dress, black coat, grey trousers and vest, groy cap, generally worn at back of head. A printer; native of Hoxton. — FRED GEOliGE, age 21, height 5 ft. 7 in., slight build, complexion fair, light moustache; dress, dark coat, grey trousers, vest, and cap. A printer, but may seek employment as a bottle- washer. Warrant issued. Information to Head Constable Morant, Redhill. LANCASHIRE. 15.— Blackburn ( County).— For failing to re- port— Supervisee JAMES HARWOOD, Office No. 41673, age 18, height 5 ft. 4 in., complexion fresh, hair light brown, eyes blue, 4 small holes and a scar centre of forehead, scar right cheek near ear, burn scars inside right and outside left forearm. Sen- tenced at Preston, 15th October, 1890, to 9 months hard labour and 2 years police supervision for house- breaking. Information to Supt. Myers, Blackburn. 16.— Burnley ( County).— For failing to report— Supervisee JAMES PHELAN, alias PHERAN, Offico No. 41206, age 39, height 5 ft. 9 in., com- plexion fresh, hair dark brown, eyes brown, D. E. W. inside left and J. P. inside light forearm, boil scar back of neck. Sentenced at Salford, 7th July, 1890, to 9 months hard labour and 3 years police super- vision for larceny. 1975. KENT. 14.— Margate ( Borough).— For stealing from a Shop, < 3th August last, 1 gold mourning locket ; 4 half- gold lockets, 1 9- carat mourning locket; 7 9- carat gold, engraved, lockets; 2 gold seals and keys; 2 doz. chains, 1 15- carat bar, swivel and tassel; 1 pair of opera glasses, in leather case; 5 silver- mounted hair albcrts; 3 plated hair alberts; 1 sil ver ring, gold mounted; 1 9- carat gold swivel; 2 gold- mounted ivory tooth- picks ; gold sleeper ear wires; silver- twisted stick knobs; 1 long silver curb Chain ; 2 silver alberts ; 6 silver thimbles ; 3 plain silver collar studs ; 4 plated collar studs ; 2 black hair alberts ; 4 coral stones and lapis lazuli; and 1 plain 18- carat enamel locket— HENRY FOSTER, a waiter, age 27, height 5 ft. 6^ in., complexion and hair dark, eyes brown, long face, high cheek- bones, cut- mark under right eye, mole on left breast, faint blue dot on right forearm, scar on right elbow, 2 scars both buttocks and 1 left knee, prominent teeth ; is fond of the company of betting- men, and frequents races; said to be very plausible when speaking. He left Ramsgate by boat on 7th Aug. 17.— Stafford ( County). — For robbery with violence, 28th August — A MAN, age about 20, height 5 ft. 5 or 6 in., slender build, complexion pale, hair dark brown, slight moustache; dress, dark jacket, red paint on left sleeve, dark stripe trousers, two round patches on seat, blue neckerchief with white spots, new black billycock hat, new laoe boots, toe- capped. He booked to Manchester from Penkridge, 28th August, his ticket being collected at Stockport. Supposed native of Birmingham. Information to Deputy Chief Constable Oswell, Stafford. STIRLINGSHIRE. 18.— Stirling ( Burgh).— For stealing, 21st ult., a watch and a vest ( recovered), and a silver albert chain, round links— HUGH ANDREWS, age about 28, height 5 ft. 3 in., stout build, complexion fresh, hair reddish fair, moustache and small side- whiskers sandy; dress, heather mixture cloth jacket, blue cloth vest, yellow stripe trousers, light single- peak cap, old lace boots. A painter, but working as a labourer. Supposed his wife resides in South- side, Glasgow. Information to Supt. Ferguson, Stirling. SURREY. 19 — Reigate ( Borough).— For stealing, 28th ult., two tricycles— 1st, direct steering, " Pilot " engraved on handle bar, light horn handles, black enamelled, usual bright parts plated, tyre of steering wheel has been cut and spliced, enamel chipped off . spokes and frame in several places, socket steering, band brake, leather chain guard, four bearings on axle, plain pedals, balls throughout; 2nd, a Marlboro' Club tricycle, " Coventry Machinist Company" on front stem, black enamelled, usual bright parts plated, black ebony handles, new tyre on front steering wheel, one handle loose— TWO MEN, 1st, age about 22, height - 5 ft. 8 or 9 in., stout build, no whiskers or moustache, lame right leg; dress, light tweed suit, dark tie with red stripes, shoes much worn, black hard felt hat; 2nd, age about 21, height 5 ft. 6 or 7 in., hair brown, light moustache; dress, dark blue jacket, red tie, brown shoos. 20.— Reigate ( Borough).— For assault— WM] ADAMS, age 19, height 5 ft. 5 in., stout build, SUSSEX ( EAST). £ 100 REWARD. 21.— Eastbourne ( Borough). — For stealing, 17th ult., 1 transparent onyx fly- pattern brooch, pearl head and wings ; 1 pearl pin brooch, diamond horse- shoe centre ; 1 gold brooch, set diamonds and pearls; 1 diamond cluster brooch; 1 old Indian coin brooch; 1 Burmese silver coin brooch ; 1 pearl collet chain necklace, set in gold, 5 pearls and diamond rose clusters ; 1 lady's broad geld band ring, set 1 large turquoise; 1 lady's half- hoop riDg, carved, set 5 large diamonds, inscription " God bless you, 24th November, 1886," thereon; 1 lady's triple cluster ring, 2 large diamonds and 1 coral, sur- rounded with small diamonds ; 1 lady's gold cluster ring, 1 pearl, surrounded with diamonds; 1 diamond star with screw fastening, forming head ornament; 1 paste buckle; 1 lady's black oxydized watch, black dial, gold figures, makers, " Aird and Thompson, Glasgow," in black leather wristlet; £ 25 in gold— A man ( supposed BARTER), age about 25, height 5 ft. 6 in., complexion fair, hair and moustache light brown, eyes bright, pointed chin ; dress, brown tourist's suit, black hard felt hat, lact- boots; good appearauce and address. He left behjnd a brown leather portmanteau, with torn labels there- on, " Mr. A. J., 12, George- street, Louth, Lincoln- shire," " London to Louth," " Victoria to Margate," " Herne Bay to Victoria," containing a water melon, 2 vases, a bundle of shavings, a quart bottle of pickles, a brush and comb, a pair of nail scissors, rt new brown soft peak- cap, collar and tie; a small new Gladstone bag, nickel lock and fastenings, contain- ing 2 coloured bordered handkerchiefs, a tie and an old blue vest; and a small common black American cloth hand- bag, containing 2 fancy metal gas orna- ments, shape of a tulip, and 3 keys wrapped in a piece of the " Bournemouth Observer and Chronicle," of 22nd Aug., 1891, an iron case- opener, aud a small1 saw with brass ridge in handle, which is covered with rubber. Information to Chief Constable Fraser, East- bourne, by whom the above reward will be paid for such information as shall lead to the apprehension and conviction of the thief, and the recovery of tbe property, or in proportion to the amount recovered. SUSSEX ( WEST). 22.— Chichester ( City).— For stealing a horse ( recovered)— WILLIAM DIXON, alias DICKEN- SON, a dealer, of 9, Harper- street, New Kent- road, London, age about 33, height 5 ft. 7 or 8 in., com- plexion, hair and moustache ( heavy) dark; dress, dark tweed ccat and vest, grey tweed trousers, occasionally wears a bard felt hat, but more often a cap. Is accompanied by a woman, who passed as his wife, and who stated she was in an advanced state of pregnancy, which is believed to be false. Left their lodgings, near Tring, Herts, on or about 18th ult. Warrant issued. Information to Deputy Chief Constable Clarke, Chichester. WARWICKSHIRE. 23.— Aston ( County).— For obtaining, by false pretences, 12th ult., a bay mare cob, 14J hands, aged, pen- toed, large scar on off fore- foot above hoof, half- bred — JOHN STUART MILLS, age about 36, height 5 ft. 6 in., complexion fresh ; dress, brown tweed suit and brown hat. Was accompanied by a man who he stated was his groom, height about 5 ft. 5 in., complexion, moustache, and side- whiskers dark, lost front teeth; dressed as a groom. Warrant issued. Information to Supt. Walker, Aston, Birmingham. WORCESTERSHIRE. 24— Upton ( County). — For obtaining food, money, and lodgings by false pretences, at Great Malvern— T. OLIVER STURGES JONES, ago about 30, height 5 ft. 8 in., complexion dark, bai: ( short and parted down centre) very dark, eyes FRIDAY, OCTOBER 2, 1891. T H E POLICE GAZETTE. 3 > t, dark, clean- shaved, sharp- looking, of good appear- ance, is rather deaf, speaks thickly, is rather musical; dress, dark grey suit, check Norfolk jacket and knickerbockers, wore a gold chain and ring. Had with him a portmanteau, hat- box, and a light calf square dressing- bag ( best quality). Is well known iD Benson's Theatrical Company, and the Pelican Club, London. He was a student at Balliol College, Oxford. His father resides at West Lodge, Chichester, Sussex, and his uncle at Kenilworth, Warwickshire. He stops at hotels and boarding houses, runs up an account, then writes out a cheque, on blank paper, on the Chichester Bank, for the amount due, stating that his bank- book has not beehsent to him, but is on the way. It is requested that inquiry be made at hotels, & c , with a view to apprehend this man, as it is believed he is going about the country committing these frauds. Warrant issued. 25-— Upto n ( County). — For stealing a horse ( recovered) — A. man who gave the name of GEORGE HAZLEWOOD, age about 25, height ft, 2 or 3 in., complexion, hair and moustache dark, very small features, gipsy appearance; dress, grey dust coat, dirty cloth cap. Sentenced at Liverpool County Sessions, 15th July, 1884, to 9 months imprisonment for pocket- picking ; and at Chester Assizes, 17th March, 1890, to 18 months imprisonment for false pretences.
