T H J E J POUCE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEiMBER 25, 1891. VOL. VIII., No. 808. 1. Alt announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOK OP THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Part iculars concern ing persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; ana, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. » Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. REGULATIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicfi may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morn ing. They m ust be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Xeic Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted at advertisements. R AvrjRRSoy, Editor. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. ( C) ( d) NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations iu force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( as) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. I. Department.— Woodcut portrait and description of CHARLES GRANDY, alias MAURICE, and CHARLES GRANT, LE GRANDE, & c., " The French Colonel," whose apprehension is sought for demanding, with menaces, the sum of £ 500, 17th July last— Age 40 to 50, height 6 feet, complexion sallow, hair ( thin on top) light brown, moustache and beard ( cut to point) light, ( at present only a moustache), eyes hazel, receding forehead, haggard appearance, speaks with slight foreign accent; dress, dark melton overcoat, with velvet collar, dark morning coat and vest, light trousers, and black French silk hat ( narrow at top) with mourning band, or grey suit, and narrow brim low black felt hat, generally carries an umbrella; respectable appearance. Describes himself as a private enquiry agent. Was sentenced at the Central Criminal Court, in June, 1889, with a woman named Demay, to 2 years imprisonment for a similar offence. A native of Denmark. Warrant issued. 2. — E Division. — For larceny ( person) — MONTAGUE, alias EDWARD JARVIS, TEDDY MARKEE, Expiree, Office No. 17693, age 38, height 5 ft. 5 in., complexion dark, hair and heavy mous- tache brown, eyes brown, full eyebrows; dress, black jacket suit, with silk facings, black hard felt hat. A native of London. May be found at race meetings. Warrant issued. 3. — L Division. — For stealing £ 30— WM. BAKER, age 23, height 5 ft. 10 in., complexion dark, hair dark brown, moustache ( slight) dark, eyes hazel, top front teeth decayed ; dress, light suit ( cutaway coat), brown or black hard felt hat. Supposed native of Dover. 4.— V Division.— For stealing a lady's gold geneva watch ; 2 brooches, 1 gold ( representing bunch of blue grapes and vine leaves), 1 silver filigree ; 2 gold rings ( 1 old wedding, 1 lady's dress, with cluster of turquoise, 1 stone deficient) ; 1 gold and vulcanite ear- ring; 1 lady's metal chain— WILLIAM JONES, age 26, height 5 ft. 3 in., rather stout build, complexion fair, hair and slight mous- tache light; dress, dark jacket, cord trousers, skull cap, with peak, lace boots. Native of Ditton, Surrey. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5.— For stealing 20 watches ; £ 2 ; and a quantity of watchmaker's tools— M. ROBINSON, a Russian, age 25, height 5 ft. 5 in., complexion pale, hair ( not parted), and small moustache dark, eyes bfown, pug nose; dress, black morning coat and vest, grey trousers, small black stripe, light brown hard felt hat. A working jeweller. Warrant issued. 6.— For embezzlement— CHARLES CAMPBELL ATTFIELD, late of Belgrave House, Beauchamp- road, Clapham Junction, age about 33, height about 5 ft. 9 in., hair ( straight), small side whiskers, moustache, and eyes ( restless) black, Jewish appear- ance ; dress, dark jacket suit, hard felt hat. A clerk. Absconded 2nd inst. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. ANGLESEY. 7. — Holyhead ( County). — For larceny — ELIZABETH ELLEN GOOSEY, of 7, Celtic- street, Liverpool, age 22, height 4 ft. 10 in., slight build, complexion dark, hair supposed dark brown, right eye has been under operation, decayed teeth; dress, black dress and hat, black waterproof cloak ( stolen). Warrant issued. Information to Deputy Chief Constable Davies, Holyhead. AYRSHIRE. 8. — Ayr ( County). — For embezzling £ 17— JAMES PRYCE, a carter or vanman, age 28, height 5 ft. 9 in., complexion swarthy, hair ( cut short) dark, slight dark moustache and side whiskers, smart appearance, Scotch dialect; dress, dark grey tweed suit, and grey tweed cap with jockey peak. BERKSHIRE. 9.— Abingdon ( County). — For embezzlement — FREDERICK CHARLES BOWLER, age 22, height 5 ft. 10 in., complexion pale, hair ( cut short) very dark, eyes ( small) dark, tender on feet; dress, black diagonal coat and vest, light grey trousers, black hard hat ( worn at back of head), shoes. Native of Crawley, East Sussex. Warrant issued. Information to Supt. Heath, Abingdon. DEVONSHIRE. 17.— Exeter ( City).— For fraud— CHARLES HAMLYN, alias HOWARD, HARRINGTON, CHARLES, and COOK, a clerk, age about 26, height 5 ft. 7 in., complexion rather pale, long features, prominent nose, hair brown, moustache light, , weak voice, has a peculiar walk, slight scar right brow, four small scars lower end of spine; dress, brown suit and bowler hat. Is supposed to be travelling as an insurance agent. Was last seen at Barnstaple on 9th inst., when he booked for Tor- rington. Had with him two black bags. Has been a soldier. Warrant issued. Information to Chief Constable Le Mesurier, Exeter. BUCKINGHAMSHIRE. 10.— Aylesbury ( County).— For fowl stealing— THOMAS ENGLAND, age 39, height 5 ft. 6 in., complexion fresh, hair brown, eyes hazel, anchor and star tattooed back of left hand; dress, long grey coat, imitation sealskin vest. Supposed to be working as a gas stoker in Old Kent- road. Native of Aylesbury. Warrant issued. 11. — Aylesbury ( County). — For larceny— EMMA KIMBER, age 40, height 5 ft. 5 in., stout build, complexion fresh, full face, hair brown, large mouth. Is a married woman, and is supposed to be residing with her husband, John Kimber, a gas stoker, employed in the Old Kent- road. Native of Aylesbury. Warrant issued. Information to Deputy Chief Constable Webb, Aylesbury. 12.— Buckingham ( County). — For obtaining money by false pretences— WILLIAM HANSLOW, age about 35, height 5 ft. 7 or 8 in., slender build, complexion pale, hair brown, small side whiskers, rather heavy moustache; dress, dark mixture ( or pepper- and- salt) jacket and trousers, hard felt or straw hat. Native of Banbury. Warrant issued. Information to Supt. Shepherd, Buckingham. CHESHIRE. 13. — Birkenhead ( County). — For stealing, between 8th and 9tli inst., at Liscard— I trying plane ; 1 jack do., both marked " Wm. Waterson " ; 1 smoothing plane; 1 tenon saw; 1 hammer; 1 wooden mallet ( all marked " James Christian ") ; l wood chisel ; 1 iron do. ; 1 pair compasses; 1 reel of chalk line ; 1 spirit level; 1 joiner's bass ; 1 2- ft. rule; 1 bevel; and 2 squares — A MAN, age about 35, height 5 ft. 10 or 11 in., complexion sallow, hair and moustache dark brown, walks erect; dress, round chcck jacket, moleskin trousers, boots. Information to Chief Supt. Hindley, Birkenhead. 14.— Runcorn ( County).— For stealing a quan- tity of joiner's tools ( recovered)— CHARLES CAMPBELL, age about 34, height 6 ft., complexion sallow, hair and moustache dark, walks erect; dress, round cloth jacket, moleskin trousers, patched at knees, red scarf, button boots. Has been a soldier native of Warrington. Warrant issued. Information to Supt. Large, Runcorn. ESSEX. 18. — Brentwood ( County). — For carnally knowing a girl, age 14— SAMUEL JATER, age 46, height 5 ft. 6 in., complexion fair, hair dark brown, moustache ( clipped at edges) light, eyes grey, downcast look, turns his feet out, bow- legged, wears pilot jacket and cap. A brewer's labourer. Native of Grays, Essex. Warrant issued. 19.— Brentwood ( County). — For assaulting police, 12th inst., at Grays, A MAN, age about 40, height 5 ft. 8 in., complexion fresh, moustache light, pock- marked, will have a truncheon mark on one side of head, wears long brown coat. Warrant issued. Information to Supt. Dobson, Brentwood. 20.— Southend ( County).— For stealing, 8th iust., a No. 3 Star safety bicycle, makers, Sharrat and Lisle, handle bar bent.— A man who gave the name of WILLIAM WEBB, of 26, Lambeth- road ( false), age about 19, height 5 ft. 6 or 7 in., com- plexion fair, moustache ( slight) light, wearing very light trousers and bicycle cap. He hired the machine for 3 hours and has not returned. Information to Supt. Hawtree, Southend. 21.— Colchester ( Borough).— For uttering a fictitious cheque for £ 42— HENRY HUMPHRIES ( supposed false), age 29, height 5 ft. 7 in., com- plexion pale, hair and moustache ( clipped) dark brown, eyes blue, three small red scars at back of head ; dress, black suit, short black overcoat ( new), black billycock hat, lace boots. Warrant issued. 22. — Colchester ( Borough). — For stealing 2 pairs Oxford shoes, size 6— GEORGE ASHTON, age 18, height 5 ft. 1 in., slight build, complexion fresh, hair brown, eyes blue; dress, dark navy blue suit, light cap, brown angola socks. Warrant issued. Information to Chief Constable Coombs, Col- chester. GLOUCESTERSHIRE. 25.— Fishponds ( County).— For stealing, 28th ult., at Eastville, a grey pony, 13 hands, aged, H branded on shouldor ( supposed near); a gig, blue picked out with broad white stripe, wood splashboard, iron spars back of seat; a set of silver mounted harness; 1 pair brass harness ; 1 rush collar— A MAN, who hired the samo and has not returned, age about 27, height about 5 ft. 5 in., complexion fresh, slight light moustache, speaks with north country accent; dress, dark suit, black bowler hat, blue tie. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 26.— Fareham ( County).— For stealing, 7th inst., a watch and guard ( recovered) — ALBERT EDWARD BATES, age 19, height 5 ft. 6 iu,, com- plexion fair, hair light brown, eyes grey; dress, light brown tweed suit, and high crown felt hat. A baker; native of Portsmouth. Information to Deputy Chief Constable Stephenson, Fareham. DENBIGHSHIRE. 15.— Denbigh ( County). — For attempting to commit a rape upon a girl, age 14, on 17th inst.— ROBERT JONES, alias " BOB GRAVY," age about 35, height 5 ft. 5 or 6 in., sandy hair, side whiskers and moustache, chin shaved, two very large front teeth project very much, is fond of singing in public- houses; dress, black cloth suit, and felt hat; carried an umbrella. A farm labourer; native of Denbigh. Occasionally works at collieries. Warrant issued. Information to Srpt. Vaughan, Denbigh. DERBYSHIRE. 16. — Chapel - en- le- Frith ( County). — For forging a cheque for £ 20, 26th ult,— MARGARET WILSON, a domestic servant, age 23, height about 5 ft., complexion sallow, hair dark brown, scar near right ear, teeth much decayed; dress, light brown dress, brown plush jacket, black hat trimmed with black lace aud velvet, black Inverness mackintosh. A Scotch woman. Warrant issued. Information to Supt. Hallam, Chapel- en- le- Frith. FLINTSHIRE. 23.— Mold ( County).— For obtaining food and lodgings by false pretences — C. PENNISTON BROOKE, or " LIEUTENANT " BROOKE, age about 36, height 5 ft. 7 to 9 in., slender build, com- plexion sallow or pale, thin featnres, and broad across forehead, hair dark brown, rather thin long face, eyes ( rather large) supposed dark, an upper front tooth missing, supposed to have shot marks in both ears, limps left leg, very talkative ; fond of drink and smoking, can speak or write several languages; dress, brown small plaid tweed suit ( jacket round, and seemed very short), blue serge cap, strong lace boots. Stated he had travelled in Norway, France, Italy, and America. Warrant issued. Information to Deputy Chief Constable Bolton, Mold; or to Inspector Minshull, Connahs Quay. GLAMORGANSHIRE. 24.— Pontypridd ( County).— For burglary at Ynysybwl, and stealing £ 120 ( about £ 40 in silver)— ROBERT PUGH, alias THOMAS JONES, age 26, height 5 ft. 4^ in., complexion pale, hair ( thin on crown) brown, slight moustache, eyes blue, scar on bridge of nose, upper teeth project; dress, old dark grey coat and vest, corduroy trousers, dark bowler hat. Was convicted for burglary at Aberdare and Maesteg about two years since. May endeavour to leave the country. Information to Supt. Jones, Pontypridd. HEREFORDSHIRE. 27.— Bromyard ( County).— For stealing, 6th inst., at Thornbury, a brown tweed jacket, small light stripe, four pockets outside— A MAN, age 4- 5, height 5 ft. 7 or 8 in., complexion fresh, hair dark, small side whiskers, eyes blue, walks very erect; dress, light cord vest with drab back and sleeves, dark cloth tiousers, dark cap with two peaks, strong lace boots. A tramping labourer. Information to Supt. Ovens, Bromyard. 28.— Hereford ( City).— For stealing a parcel of grocery, with 2 other men in custody— JASON SKARRATT, alias JAKE SKARRATT, age 24, height 5 ft. 5^ in., blotched face, hair light brown, body supposed blotched ; dross, dark blue plaid coat and vest, light woollen plaid trousers, cap, white silk neckerchief, side- spring boots, may be wearing a black- and- red stripe jersey. Native of Bicester, Oxfordshire. Information to Head Constable Richardson, Hereford. HERTFORDSHIRE. 29. — Hemel Hempsted ( County). — For stealing a dog ( recovered), 12th inst.— FRE DE RICK WILCOX ( supposed false), age about 30, height 5 ft. 4 in., oomplexion fresh, hair, small side whiskers and moustache dark, left leg withered, and walks with 2 crutches ; dress, dark velvet corduroy jacket and vest, old dark stripe trousers, black hard felt hat; a boot finisher. May be found begging at street corners. Supposed gone to London. Warrant issued. Information to Inspector Frogley, Hemel Hemp- sted. 30.— St. Albans ( City).— For obtaining, 4th inst., by false pretences^ a rustic cart, cob size, stained body, black wheels, picked out red, garter on tail- board with initials " J. M." in centre, and " St. Albans " ou garter— A man who gave the name of " STEVENS," age about 45, height 5 ft. 5 or6iu., complexion, hair ( curly), whiskers, moustache, and eyes dark, lump ( size of an egg) on back of neck; dress, blaci coat, dark trousers, bl tck felt hat. Supposed belongs to Clerkenwcll, London. Warraut issued. Information to Head Constable Wood, St. Alba, ns. KENT. 31.— Ashford ( County).— For non- payment of £ 1 13s., poor rates and costs, in default of payment, 1 month imprisonment — WILLIAM GUY, age about 45, height 5 ft. 5 in., oomplexion, hair ( turning grey), whiskers, moustache, and eyes dark, heavy dark eyebrows; dress, generally, dark tweed clothes, and hard felt hat. Formerly kept a sscond- hand clothes shop, at Ashford, aud may again have taken a similar business. Warrant issued. Information to Sapt. Wenhara, Ashford. 32.— Cranbrook ( County).— For housebreaking at Cranbrook, 15th inst., and stealing a light brown tweed suit ( nearly new) ; 1 black overcoat, plaid lining, pockets on hips and left breast; 1 pair men's light lace boots, specks on heels; 1 pair worsted TUESDAY, SEPTEMBER 15, 1891. T H E POLICE GAZETTE. socks, colour, red, white and bine; 1 speckled tie, with small gold pin, star pattern; 3 silk hand- kerchiefs ( one yellow, one pale blue, and one red and white}— PRESNAIL, alias GEORGE PAGE, age 35, height 5 ft. 9J in., complexion fresh, hair and moustache ginger, eyes grey, " Susan" tattooed right arm, and " S. W." on left arm. Is well known at Maidstone. Information to Supt. Bartlett, Cranbrook. 33. — Dartford ( County). — For obtaining a banker's cheque and order, value £ 4 8s. 2</., by false pretences, at Dartford, on 17th inst.— GORDON LENNOX MORISON, a clerk, age about 25, height 5 ft. 10 in., com * lexion fair, hair brown, no whiskers or moustache ; dress, light tweed suit, black hard felt hat. Warrant issued. Information to Supt. Webster, Dartford. • 34— Seven oaks ( County).— For stealing, 18th inst., at Shoreham, a dark bay cart gelding, 6 years, about 15 hands 3 in., small white streak down face, black points, in good condition, value, £ 50; an old square market cart, " A. Hale, Shoreham, Kent," painted on off side; and a set of black leather harness, A S. on brasses— CHARLES FAITHFUL, alias VINSON, age about 34, height 5 ft. 10 in., slight build, small features, hair dark brown, slight light moustache; dress, dark jacket and vest, blue guernsey, light tweed trousers, generally wears peak cap, heavy lace boots. A labourer; native of Leicester ROSE GRANGER, age about 30, height 5 ft. 2 or 3 in., ginger wavy hair. Her mother resides at 3, Hale- street, Broadway, Deptford. Warrant issued. Information to Supt. Waghorn, Sevenoaks. ^ 5.— West Mailing ( County).— For unnatural offence with a sow, at Burham, on 1st inst.— JAMES HOLE, commonly callcd " GEORGE," late of " Burtonm, age about 42, height 5 ft. 10 in , com- plexion and hair dark, bald on top of head, and carries his head on one side; dress, corded suit, jacket with moleskin back and sleeves, trousers tied below knees, black cap, with knob on top. Warrant issued. Information to Acting Supt. Lane, West Mailing. 36.— Maidstone ( Borough). — For stealing a brown gelding pony, about 12^ hands, brass- mounted harness, brown reins, cart, under- carriage painted bright, red, picked out black, body all black— RICHARD LARKING, age about 55, height about 5 ft It or 10 in., very stout; dress, grey faint check coat, brown tweed trousers, wide brim high felt hat. Native of Maidstone. Left 15th inst. Warrant issued. Information to Head Constable Dalton, Maid- stone. LANCASHIRE. 37.— Leigh ( County).— For failing to report— Snpe. visee ALFRED TURNER, Office No. 41517, age 35, height 5 ft. 1 in., complexion fresh, hair dark brown, eyes grey, scars centre of chest, left elbow, and 1st left fiDger, smallpox marks bend of right arm. Sentenced at Liverpool, 15th July, 1884, to 7 years penal servitude and 5 years police super- vision, for housebreaking. E K 716. Information to Supt. Higginbotham, Leigh. 38.— Liverpool ( City).— For failing to report — Supervisee ELIZABETH JONES, alias SARAH JACKSON, and ELLEN WILLIAMS, Office No. 38078, age 55, height 4 ft. 11 in., complexion sallow, hair brown, eyes hazel, left leg fractured, wears a high- hceled boot, and walks with a stick. Sentenced at Oldham, 25th January, 1889, to 6 month hard labour and 5 years police supervision for larceny. B.," black kid lace shoes, brown silk neckerchief, brown cotton gloves, while linen hand- kerchief, marked " D. B." Carr ied a black silk umbrella, crook handle, and a small new wicker basket containing shells, Ac. Had in her possession a lady's silver geneva watch, silver dial, gold figures No. 8210r and silver twisted albert with tassel, and a brown leather purse containing H< Z. Supposed her name is " Doris." Now in Eastbourne Workhouse Infirmary. Information to Chief Constable Fraser, East- bourne. MISCELLANEOUS. METROPOLITAN POLICE DISTRCT. POLICE NOTICE. 77.— In April last a number of forged coupons of 20 florins each, relating to the 4 per cent. 40| years bonds on the Austro- Hungarian Bank, were uttered to various Vienna banking houses and money- changers, and it is expected that attempts will be made to utter more of these forged coupons, prob- ably in England. The forgeries are on vellum paper, and lithographed on the German and also the Hungarian side, with the exception of the black number of the bond, surrounded by blue, which is printed in typographic characters. By looking at the forged coupons in front of a light, fine pin- holes are visible in some of the figures, and on other parts of the coupon, and the ornamental fignres in the various parts of the brown ground are irregular as compared with the genuine coupons, especially in the square part of the star ornament. All writings and ornaments appear raised, and this is caused by their being printed on an engraved plate. POLICE NOTICE. 78.— An attempt is being made to place in circu- lation forged £ 5 Bank of England notes. Those hitherto uttered are all numbered P/ 35 99358, and dated Plymouth, 15th November, 1889. They may be detected by the inferior quality of the paper and by the entire absence of watermark, which can always be easily distinguished in a genuine note.
