All announcements for insertion in the POLICE GAZETTE, and all communications upon them should le addressed to THE KDIIOU OF THE POLICE GAZETTE, NEW SCOTLAND YAED LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person he required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. t Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. ft- TIOKTS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. f). Tie force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In ail cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicA may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a cove. ing letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond S( Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persona, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. " NOTE.— There are 177 Stations of the Metropolitan Folic « Force at which Notice » can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. I. Department-— Woodcut portrait and description of CHARLES GRAND Y, alias MAURICE, and CHARLES GRANT, LE GRANDE, & c., " The French Colonel," whose apprehension is sought for demanding, with menaces, the sum of £ 500, 17th July last— Age 40 to 50, height 0 feet, complexion sallow, hair ( thin on top) light brown, moustache and beard ( cut to point) light, ( at present only a moustache), eyes hazel, receding forehead, haggard appearance, speaks with slight foreign accent; dress, dark melton overcoat, with velvet collar, dark morning coat and vest, light trousers, and black French silk hat ( narrow at top) with mourning band, or grey suit, and narrow brim low black felt hat, generally carries an umbrella; respectable appearance. Describes himself as a private enquiry agent. Was sentenced at the Central Criminal Court, in June, 1889, with a woman named Demav, to 2 years imprisonment for a similar offence. A native of Denmark. Warrant issued. 2. — D Division. — For stealing £ 430 — JERROLD SMITH, a clerk, age 30, height 5 ft. 6 in., rather stout build, complexion pale, hair and eyes brown, round face, prominent eyes, slightly round- shouldered ; dress, black diagonal coat and vest, dark tweed trousers, turn- down collar, broad black tie, black hard felt hat. Absconded 11th inst. 3.— K Division.— For embezzlement — CHAS. WILLIAM REDWOOD, a musical instrument salesman, age 30, height 5 ft. 7 in., complexion fair, hair, moustache, and side whiskers light, eyes blue; dress, black diagonal reefer jacket and vest, light tweed trousers, black hard felt bat. 8th ult. Native of London. Warrant issued. Absconded 4. — P Division. — For larceny ( servatit) — GEORGE WARNER, age 30, height 5 ft. 1 or 2 in., complexion fair, hair light brown, eyes blue, rather deaf ; dress, light check suit, or may be wearing a dark diagonal suit. Native of Peckhim. Warrant issued. 5.— v Division.— For stealing, 11th inst., a black gelding pony, 11 hands, over on fore legs, small white mark on back, short tail, no foretop, in good condition — WILLIAM COOPER, age 16, height 5 ft., complexion and hair dark ; dress, brown check suit, cloth cap. Native of Kingston- on- Thames. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For embezzlement— CHARLES CAMPBELL ATTFIELD, late of Belgrave House, Beauchamp- road, Clapham Junction, age about 33, height about 5 ft. 9 in., hair ( straight), small side whiskers, moustache, and eyes ( restless) black, Jewish appear- ance; dress, dark jacket suit, hard felt hat. A clerk. Absconded 2nd inst. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. CAMBRIDGESHIRE. 7.— Cambridge ( Borough). — For stealing, 10th ult., 3 hand saws— A MAN, age 35 to 40, height 5 ft. 4 in., complexion sallow, whiskers and mous- tache light brown, walks lame from crippled leg or injury to foot; dress, long black coat, dark vest and trousers, old boots, shabby appearance. Stated he was a spokeshave maker, from Sheffield, and was collecting saws to be sent there for repairs. Stays at common lodging- houses. Supposed to be dis- posing of saws in villages. Information to Chief Constable Innes, Cambridge. CARNARVONSHIRE. 8. — Conway ( County). — For stealing £ 100 ( gold), at Llandudno, ~ 14th ult. — THOMAS HETHER1NGTON, alias " CURLY TOM," age about 23, height 5 ft. 3 in., hair ( cnrly) dark, with brownish tinge when quite dry, clean shaved, oval face, impediment in speech ; dress, when last seen, fine black diagonal cloth coat, grey tweed trousers, brewn hat, and shoes. Is a circus man, and well known among circus and theatrical persons by the name of " Curly Tom." Warrant issued. Information to Supt. Williams, Conway. 18 T H E POLICE GAZETTE. CHESHIRE. 9-— Runcorn ( County). — For stealing a quan- tity of joiner's tools ( recovered)— CHARLES CAMPBELL, age about 34, height 6 ft., complexion sallow, hair and moustache dark, - walks erect; dress, round cloth jacket, moleskin trousers, patched at knees, red scarf, button boots. Has been a soldier; native of Warrington. Warrant issued. Information to Supt. Large, Runcorn. DERBYSHIRE. 10. — Chapel - en - le - Frith ( County). — For forging a cheque for £ 20, 26th ult.— MARGARET WILSON, a domestic servant, age 23, height about 5 ft., complexion sallow, hair dark brown, scar near right ear, teeth much decayed; dress, light brown dress, brown plush jacket, black hat trimmed with black lace and velvet, black Inverness mackintosh. A Scotch woman. Warrant issued. Information to Supt. Hallam, Chapel- en- le- Frith. DEVONSHIRE. 11.— Exeter ( City).— For fraud— CHARLES HAMLYN, alias HOWARD, HARRINGTON, CHARLES, and COOK, a clerk, age about 26, height 5 ft. 7 in., complexion rather pale, long features, prominent nose, hair brown, moustache light, [ weak voice, has a peculiar walk, slight scar right brow, four small scars lower end of spine; dress, brown suit and bowler hat. Is supposed to be travelling as an insurance agent. Was last seen at Barnstaple on 9th inst., when he booked for Tor- rington. Had with him two black bags. Has been a soldier. Warrant issued. Information to Chief Constable Le Mesurier, Exeter. DORSETSHIRE. 12.— Wimborne ( County).— For deserting his family— HARRY DAUNCEY GOULD, age 33, height 5 ft. 5 in., stout build, complexion pale, hair and heavy moustache very dark, eyes dark brown, full face; dress, black frock coat, blue and white vest, light trousers, stand- up collar, silk hat, wears a gold albert ; has also with him a serge suit, with anchor buttons, and a light suit. A draper ; native of South Barrow, Somerset. Was last seen at Waterloo Station, 20th ult. Warrant issued. Information to Supt. Marsh, Wimborne. DURHAM. 13.— South Shields ( Borough).— For failing to report— Supervisee GEORGE STEELE, Office 40570, age 37, height 5 ft. 10 in., complexion dark, hair dark brown, eyoe brown, 2 men holding a flag on breast, woman on each forearm, I. I. on right arm. Sentenced at Middlesex Sessions, 10th August, 1885, to 5 years penal servitude and ' 2 years police supervision for larceny ( person). L 424. Information to the Chief Constable, South Shields. ESSEX. 14. — Brentwood ( County). — For carnally knowing a girl, age 14— SAMUEL JATER, age 46, height 5 ft. 6 in., complexion fair, hair dark IwDwn, moustache ( clipped at edges) light, eyes grey, downcast look, turns his feet out, bow- legged, wears pilot jacket and cap. A brewer's labourer. Native of Grays, Essex. Warrant issued. 15.— Brentwood ( County). — For assaulting police, 12th inst., at Grays, A MAN, age about 40, height 5 ft. 8 in., complexion fresh, moustache light, pock- marked, will have a truncheon mark on one side of head, wears long brown coat. Warrant issued. Information to Sapt. Dobson, Brentwood. 16.— Southend ( County).— For stealing, 8th inst., a No. 3 Star safety bicycle, makers, Sharrat Lisle, Uxndle bar bent.— A man who gave the name of WILLIAM WEBB, of 26, Lambeth- road ( false), age about 19, height 5 ft. 6 or 7 in., com- plexion fair, moustache ( slight) light, wearing very light trousers and bicycle cap. He hired the machine for 3 hours and has not returned. Information to Supt. Hawtree, Southend. FLINTSHIRE. 17.— Mold ( County).— For obtaining food and lodgings by false pretences — C. PENNISTON BROOKE, or " LIEUTENANT " BROOKE, age about 36, height 5 ft. 7 to 9 in., slender build, com- plexion sallow or pale, thin features, and broad across forehead, hair dark brown, rather thin long face, eyes ( rather largo) supposed dark, an upper front tooth missing, supposed to have shot marks in both ears, limps left leg, very talkative; fond of drink and smoking, can speak or write several languages; dress, brown small plaid tweed suit ( jacket round, and seemed very short), blue serge cap, strong lace boots. Stated ho had travelled in Norway, France, Italy, and America. Warrant issued. Information to Deputy Chief Constable Bolton, Mold; or to Inspector Minshull, Connahs Quay. GLAMORGANSHIRE. 18.— Cardiff ( Borough).— For failing to report — License Holder THOMAS DAVIDSON alias DAY, Office No. 41297, age 43, height 5 ft. 3^ in., complexion dark, hair dark brown, eyes hazel, slight cast in left eye, sear on bridge of nose, round- shouldered, crucifixion front of left and a naked female front of right forearm. Sentenced at New- castle, 6th July, 1883, to 10 year's penal servitude for larceny. Licensed 27th April, 1891. B J 1080. Information to the Head Constable of Cardiff. GLOUCESTERSHIRE. 19.— Co I ef O r d ( County) .— For burglary 26th ult., and stealing a watch ( recovered)— A MAN, age 27 to 30, height 5 ft. 9 in. slight build, complexion fresh, hair and moustache dark, long face and nose; dress, dark tweed suit and cap, white collar; carried an umbrella; respectable appearance. Stated he was a commercial traveller. The watch was found to have been pledged at Pontypool, 28th ult. Information to Supt. Ford, Coleford. 20.— Fishponds ( County).— For stealing, 28th ult., at Eastville, a grey pony, 13 hands, aged, H branded on shoulder ( supposed near) ; a gig, bine picked out with broad white stripe, wood splashboard, iron spars back of seat; a set of silver mounted harness; 1 pair brass harness ; 1 rush collar— A MAN, who hired the same and has not returned, age about 27, height about 5 ft. 5 in., complexion fresh, slight light moustache, speaks with north country accent; dress, dark suit, black bowler hat, blue tie. Information to Supt. Matthews, Fishponds. HERTFORDSHIRE. 24.— Hemel Hempstead ( County). — For stealing a horse, cart, and harness ( recovered), at Great Berkhampstead, 14th ult. — JOHN KER- SHAW, age 45 to 50, height 5 ft. 101 ini) slight build, complexion fresh, hair ( inclined to curl) dark, eyes ( sunken) brown, moustache dark, bald top of head, several teeth deficient lower jaw, walks erect; dress, dark coat and vest, dark tweed trousers, brown hard felt hat:— MARTHA KERSHAW, age about 40, height 5 ft. 2 in., complexion fresh, hair dark; dress, dark cashmere ulster, far lined, dark cashmere dress, bonnet trimmed with black velvet. They are supposed to have resided in the North of England, the man being employed by a tram car company. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 25.— Hitch in ( County).— For assault, 4th ult., at Lilly— THOMAS RALLEY, a brass finisher, age about 35, height about 5 ft. 9 in., stout build, heavy shoulders, complexion sallow, round face, hair very dark, black moustache, eyes hazel, dressed as a foundry man, is known as a boxer. Native of Northampton. Late of Luton. Warrant issued. Information to Supt. Reynolds, Hitchin. 26.— St. Albans ( City).— For obtaining, 4th inst., by false pretences, a rustic cart, cob size, stained body, black wheels, picked out red, garter on tail- board with initials " J. M." in centre, and " St. Albans " ou garter— A man who gave the name of " STEVENS," age about 45, height 5 ft. 5 or 6 in., complexion, hair ( curly), whiskers, moustache, and eyes dark, lump ( size of an egg) on back of neck; dress, black coat, dark trousers, black felt hat. Supposed belongs to Clerkenwell, London. Warrant issued. Information to Head Constable Wood, St. Albans. HAMPSHIRE. 21.— Fareham ( County).— For stealing, 7th inst., a watch and guard ( recovered) — ALBERT EDWARD BATES, age 19, height 5 ft. 6 in., com- plexion fair, hair light brown, eyes grey; dress, light brown tweed suit, and high crown felt hat. A baker ; native of Portsmouth. Information to Deputy Chief Constable Stephenson, Fareham. HEREFORDSHIRE. 22.— Bromyard ( County).— For stealing, 6th inst., at Thornbury, a brown tweed jacket, small light stripe, four pockets outside— A MAN, age 4- 5, height 5 ft. 7 or 8 in., complexion fresh, hair dark, small side whiskers, eyes blue, walks very erect; dress, light cord vest with drab back and sleeves, dark cloth tiousers, dark cap with two peaks, strong lace boots. A tramping labourer. Information to Supt. Ovens, Bromyard. 23.— Hereford ( City).— For stealing a parcel of grocery, with 2 other men in custody— JASON SKARRATT, alias JAKE SKARRATT, age 24, height 5 ft. in., blotched face, hair light brown, body supposed blotched; dress, dark blue plaid coat and vest, light woollen plaid trousers, cap, white silk neckerchief, side- spring boots, may be wearing a black- and- red stripe jersey. Native of Bicester, Oxfordshire. Information to Head Constable Richardson, Hereford. LANCASHIRE. 2 7.— Old TrafFord ( County).— For an indecent assault, 3rd inst.— A MAN, age about 35, height about 5 ft. 7 in., hair and moustache dark, beard of 2 or 3 days growth, one side of face swollen ; dress, dark overcoat, cord trousers, light colour peak cap, heavy boots, has the appearance of a horse dealer or wakesman. Is in company of a man with 3 horses, and supposed to have gone to Turton fair. Information to Supt. Bent, Old Trafford. 28.— Blackburn ( Borough). — For failing to report— Supervisee AGNES ANN BURNS, alias CROSS, Office No. 41385, age 29, height 4 ft. 1H in., complexion fair, hair brown, eyes brown, scar between eyebrows and back of right thumb, 3 moles on left cheek, small one on both sides neck, and a Jarge brown mole under right thigh. Sentenced at Preston, 26th November, 1890, to 6 months hard labour and 3 years police supervision. Information to the chief Constable of Blackburu. 29.— Bootle ( Borough). — For stealing, 10th inst., a mare ( recovered)— J. WILLIAMS ( sup- pose fictitious), age 28 to 30, height 5 ft. 7 or 8 in., complexion fresh, hair light brown, slightly| pock- marked, recent cut mark back of head ; dress, dark clothes and hard billycock hat. Has been living for some time in Liverpool. 30.— Bootle ( Borough). — For maliciously wounding, 29th ult.— CHRISTOPHER GEARITY, age about 50, height 5 ft. 7 in., complexion fresh, hair turning grey and slightly bald, whiskers ( turning grey) brown, top and under lip shaved, slightly pockmarked, long nose, broad shoulders, stoops ; dress, blue pilot jacket and trousers, black cloth vest, stripe cotton shirt, black and white muffler, hard felt hat, water- tight boots. A dock labourer. Native of Ball. ymahon, near Moate, or Athlone. Is a member of the Dock Labourers' Union. Absconded 30th ult. Warrant issued. Information to the Chief Constable, Borough Police, Bootle. 31.— Rochdale ( Borough).— For embezzlement — RICHARD BOND COCKS, age about 36, height 5 ft. 6 or 7 in., complexion ruddy, hair and mous- tache brown. A carter, but has lately been em- ployed as a brewer's storeman. Native of Hyde. Warrant issued. Information to Chief Constable Wilkinson, Roch- dale. * FRIDAY, SEPTEMBER 18, 1891. T H E POLICE GAZETTE. 3 LINCOLNSHIRE. 32.— Bourn ( County).— For stealing, 26th ult., at Little Bytham, £ 8 lis. ( including a jubilee shil- ling) JONES, age about 19, height 5 ft. 7 or 8 in., slender build, complexion fair, hair light; dress, brown speckled cloth jacket, blue guernsey under, blue cloth navy trousers, black cheesecutter cap, patent- leather band across front, with brass buttons at sides, old lace boots. He left Bytham Railway Station the same day, taking a ticket for Leicester. He stated he belonged to the West Surrey Militia, and had been up for training. Warrant issued. Information to Supt. NORFOLK. 33.— Pulham Market ( County).— For stealing a lady's silver geneva watch, with flowers round hands, enamel face ( damaged), small gold chain attached— GEORGE GRAHAM, age 20, height 5 ft. 4 in., complexion dark, hair light brown, scar left cheek; dress, light coat and vest, dirty light brown check trousers ( small hole in left knee), old light peak cap, shoes, brown socks, blue tie. Information to Supt. Short, Pulham Market. NORTHAMPTONSHIRE. 34.— Peterborough ( Liberty of).— For steal ing, 7th ult., 1 pair of calico sheets, 2 towels, 4 glass tumblers, and 2 brown earthenware teapots— THOMAS DIVERS, a scissors grinder, age about 26, height about 5 ft. 1 or 2 in,, slight build, com- plexion and hair dark ; dress, dark clothes, black hard felt hat. Has with him a scissors grinding machine, " Thomas Divers " painted thereon : MARY ANN TEBBITT, age about 24, height about 5 ft. 2 or 3 in., complexion fresh, hair light or sandy ; dress, light print dress, black jacket, white straw bonnet trimmed with light ribbon. Warrant issued. Information to Inspector Blackman, Peterborough. SHROPSHIRE. 35— Shrewsbury ( County). — For burglary, 31st ult. and 1st inst., at Bromfield, Onibury, and Stapleton, and stealing a tobacco pouch, horse- shoe shape, with clasp; a dark melton overcoat; a pair of men's lace boots, hooks on tops, and nailed with bunches of three nails— A MAN, age about 30, height 5 ft. 8 or 9 in., slender build, complexion pale, hair and moustache dark brown, smart appear- ance ; dress, dark suit, long dark mackintosh, white stand- up collar, white tie ( supposed blue stripes), dark brown peak cap, and the stolen boots. Carried an umbrella with knob handle, imitation of man's head. He represented himself as a railway official. Supposed to be the same man described in Case No. 14. Information to Supt. Edwards, Whitchurch. WARWICKSHIRE. ' 36.— Birmingham ( City).— For embezzlement — WILLIAM PIN FIELD, age 36 ( looks older), height 5 ft. 5 in., complexion sallow, hair and mous- tache ( turning grey) dark, thin face, wears several silver rings, and usually has a flower in his coat; dress, pepper and salt mixture coat, bound with broad black braid, stripe trousers, hard black hat, stand up collar, respectable appearance. An axle forger, but has lately been employed as a photo- grapher's canvasser and collector. Native of Broms- grove, Worcester. Warrant issued. 37.— Birmingham ( City).— For embezzlement — ROBERT NEWTON NEEDLE, a merchant's clerk, age 24 ( looks older), height 5 ft. 8 in., com- plexion ruddy, hair and moustache black, eyes dark ; dressed, when last seen, in black suit, usually wears silk hat, carries an umbrella with twisted pattern silver crutch shape handle. Has been in the Volun- teer Artillery; good appearance. Warrant issued. Information to Chief Constable Farndale, Birming- ham. YORKSHIRE ( WEST RIDING). 41.— Wakefield ( City).— For uttering a forged cheque, 20tli ult., a mau, who gave the name of THOMAS SMITH, but whose real name is supposed to be THOMAS SAUNDERS, age about 40, height 5 ft. 6 or 7 in., complexion and hair dark, short side whiskers, small face and mouth ; dress, dark coat, mixture trousers and vest, black billycock hat, smart appearance. The cheque was cashed by a hotel keeper, being drawn on the Manchester and Liverpool District Banking Company, Stoke- upon- Trent, by Jolin Edey. Enquiries have shown that the cheque was one of a book of 30, obtained 10th October last from the above Bank by a man giving the name of Camp bell Thomas, 141, Norwood Road, Herne Hill. Said to be a native of Wales, and was working with Albert Edey ( in custody, committed for trial for forgery). Warrant issued. A betting clerk of Birmingham. Is known at Liverpool. He was in custody at Bristol, 13th April last, for stealing a purse and money, but was discharged. POLICE NOTICE. 85.— In April last a number of forged coupons of i20 florins each, relating to the 4 per cent. 40^ years bonds on the Austro- Hungarian Bank, were uttered to various Vienna banking houses and money- changers, and it is expected that attempts will be made to utter more of these forged coupons, prob- ably in England. The forgeries are on vellum paper, and lithographed on the German and also the Hungarian side, with the exception of tho black number of the bond, surrounded by blue, which is printed in typographic characters. By looking at the forged coupons in front of a light, fine pin- holes are visible in some of the figures, and on other parts of the coupon, and the ornamental figures in the various parts of the brown ground are irregular as compared with the genuine coupons, especially in the square part of the star ornament. All writings and ornaments appear raised, and this is caused by their being printel on an engraved plate.
