THIA POLICE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, SEPTEMBER 11, 1891. VOL. VIII., No. 804. 2. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by thesignature of an officer of not less rank than Superintendent; and, if the name of such person be required to l be inserted, and no warrant is in force against him, the requisition must be signed by the chief f officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. • Announcements concerning stolen property must be guaranteed by an officer of not less rank \ than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for inssrliw. in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will b; wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as tj be re.- eired not later than noon on Wednesday, and for the Tuesday edition not later than Saturday m trninj. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Ya'd, by cheque, crossed " Drummond iSf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear tliereon. 2. No expression must lie used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Po'ice Fore; at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. I. Department.— For fraudulent bank- ruptcy— ROBERT BATES, age 65, height 5 ft. 8 in., complexion medium, hair ( very scanty) iron- grey, moustache dyed black, eyes grey, rather round- shouldered, looks on ground when walking, rather thin face; dress, usually black morning coat and vest, black hard felt hat. Is well known at Cam- bridge and Godmanchester. Has a brother at Ramsey. Native of Huntingdon. Warrant issued. 2. — N Division. — For embezzlement — WILLIAM SORRELL, a milk carrier, age 30, height 5 ft. 7 or 8 in., complexion, hair, and mous- tache dark, eyes brown; dress, dark tweed suit, cloth cap. Supposed native of Colchester. Warrant issued. 3.— S Division.— Eor stealing 1 counterpane ; 1 blanket; 1 umbrella ; books ; brush and comb ; boots; and 1 door - key — CHARLES HAWES ( supposed false), age about 34, height 5 ft. 5 or 6 in., complexion, hair, slight side- whiskers, and moustache dark ; dress, black cutaway coat and vest, brown check trousers, black hard felt hat, and supposed stolen boots. His wife, age about 30, height 5 ft. 4 in.; dress, black skirt, scarlet bodice, grey woollen ulster. They had with them two girls : one, age about 2, dressed in drab clothing ; the other, age 4 or 5 months. They travel from place to place, take lodgings, and get into debt at shops, & c., and then leave; stealing what they can. They have a wicker bassinette with them. Wanted at Luton for similar offences. 4.— v Division. — For obtaining money by fictitious cheques on the London & South Western Bank ( Wimbledon Branch) — HORACE BARR, late of New Maiden, Surrey, age 40, height 5 ft. 9 in., complexion fair, hair brown, moustache light; dress, black diagonal morning coat and vest, mixture tweed trousers, black hard felt hat. Frequents race meetings. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 5. — For stealing securities to the value of £ 674 IPs. GJ.— CLIFFORD PEASE FEGAN, late of Temple Cross, Westcombe Park, Blackheath, age 21, height 5 ft. 4 or 5 in., complexion fair, hair reddish brown, moustachc ( slight) light, blotched face, looks on the ground when speaking, well dressed; a stockbrokers' clerk, absconded in July last. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BRECONSHIRE 6.— Crickhowell ( County).— For obtaining a quantity of oilcloth by false pretences— Two men : 1st, JOHN DAVIES, age about 32, height about 5 ft. 9 in., complexion fair, hair dark, small light moustache, eyes blue; dress, light plaid coat and vest, dark broad cord trousers, blue silk spotted neckerchief, lace boots, light plaid cap with peak. A native of Cheltenham. Travels the country with a pony, about 12 hands, aged, and a cart painted bright yellow, wheels red, hawking oilcloth, accom- panied by his wife named " Rose," and 2 children ( boys), one about 2 years, and the other G or 7 weeks old- 2nd, WILLIAM SCARETT, age about 30, height 5 ft. 2 or 3 in., complexion fair, hair and moustache light brown; dress, dark brown coat, similar to that worn by gamekeepers, dark vest, light brown trousers, lace boots, round hard felt hat. Supposed native of Gloucestershire. Travels the country with a waggon, covered black, painted yellow, wheels red, drawn by a horse and small brown donkey, hawking oilcloth, accompanied by his wife and 5 children. Both men left Brynmawr on night of 16th ult., and are supposed to be making their way into Gloucestershire. Warrant issued. Information to Supt. Winterson, Crickhowell. BUCKINGHAMSHIRE. 7. — Chesham ( County). — For embezzling, 20th June last, £ 20 5s.— JOHN ELLIOTT, alias INGSTON, a shoemaker, age 35, height 5 ft. 7 or 8 in., complexion fair, hair brown, moustache light brown, eyes grey, near sighted, and wears glasses. Is well known in Northamptonshire, where he has formed branches of the National Union of Boot aud Shoe Operatives. Native of Brighton. Warrant issued. Information to Inspector Clarke, Chesham. CAMBRIDGESHIRE. 8.— Cambridge ( Borough). — Woodcut por- trait and description of CHARLES ROLFE, whose apprehension is sought for withholding money be- longing to a Building Society — Age 42, height 5 ft. 6i in., complexion fair, hair and moustache light brown, eyes grey, prominent nose ; dress, dark brown plaid suit, white shirt, black hard felt hat. A native of Camden Town, London. About 6 or 7 years since lie lived with his wife and daughter at. Hadley, when he occupied 2 rooms in a row of houses near Hadley Highston, and worked as a bricklayer. Has also resided at Stanhopc- street, 2 T H E POLICE GAZETTE. FRIDAY, SEPTEMBER 11, 1891. Hampstead, London, and worked for many building firms in London. His father, who died about 2 years since, is supposed to have resided in Drummond- street, near Euston Station. Absconded 5th ult. Warrant issued. Information to Chief Constable Innes, Cambridge. CARNARVONSHIRE. 9. — Conway ( County). — For stealing £ 100 ( gold), at Llandudno, 14th ult. — THOMAS HETHER1NGTON, alias " CURLY TOM," age about 23, height 5 ft. 3 in., hair ( curly) dark, with brownish tinge when quite dry, clean shaved, oval face, impediment in speech ; dress, when last seen, fine black diagonal cloth coat, grey tweed trousers, brcwn hat, and shoes. Is a circus man, and well known among circus and theatrical persons by the name of " Curly Tom." Warrant issued. Information to Supt. Williams, Conway. CHESHIRE. 10.— Chester ( City).— For uttering a forged cheque, with intent to defraud, 11th ult.— A man who gave the name of Sir WILLIAM SCOTT, Bart., age about 52, height 5 ft. 9 or 10 in., complexion sallow, hair grey, rather bushy eyebrows, beard ( short) and moustache grey ( evidently had been sandy), slightly aquiline nose, rather round- shouldered, quiet manner ; dress, dark brown check suit, brown hat. He stayed at a first- class hotel for three days, and in discharge of his bill tendered a cheque, payable to Sir William Scott, Bart., or bearer, receiving the change in cash. The cheque, which purported to bo drawn on the Finsbury Park Branch of the London and South Western Bank, Limited, by A. Edwards & Co., has since been re- turned marked " no acccount." Enquiries have shown that the cheque was one of a book of twenty- five obtained by fraud on the 10th July last, from the above bank ; one has been uttered at each of the following places— Bangor, Buxton, King's Lynn, Lincoln, Cambridge. It is believed he has also represented himself as ARTHUR WILSON, Sir GEORGE WELSH, Sir CHARLES SMYTHE, Colonel HECTOR MACKENZIE, Sir R. ELSON, Ac. Warrant issued. Information to Chief Constable Fenwick, Chester. DORSETSHIRE. 11.— Wimborne ( County).— For deserting his fam. ly— HARRY DAUNCEY GOULD, age 33, height 5 ft. 5 in., stout build, complexion pale, hair and heavy moustache very dark, eyes dark brown, full face; dress, black frock coat, blue and white vest, light trousers, stand- up collar, silk hat, wears a gold albert ; has also with him a serge suit, with anchor buttons, and a light suit. A draper ; native of South Barrow, Somerset. Was last seen at Waterloo Station, 20th ult. Warrant issued. Information to Supt. Marsh, Wimborne. ESSEX. 12.— Epping ( County).— For failing to report— Supervisee JAMES LAMBERT, alias TRUNDLE, Office No. 41514, age 29, height 5 ft. 5 in., com- plexion fresh, hair brown, eyes brown, scars left of forehead, left kneecap, mole light shoulderblade. Sentenced at Preston 30th June, 1886, to 5 years penal servitude and 7 years police supervision for larceny. M. 332. Information to Superintendent Lennon, Epping. 13.— Southend ( County).— For stealing, 5th inst, a No. 2 Singer's straight steerer 36 in. tricycle, stamped 60590— A man who gave the name of SERGEANT KENNEDY, and stated he lived at Slioeburyness ( false), age about 26, height about 5 ft. 11 in., complexion and hair dark, heavy mous- tache, and eyes brown, freckled face, hollow cheeks, military appearance ; dress, check suit and cap. Warrant issued. Information to Supt. Hawtree, Southend. GLOUCESTERSHIRE. 14.— Coleford( County).— For burgl ary 26 th ul t., and stealing a watch ( recovered) — A MAN, age 27 to 30, height 5 ft. 9 in. slight build, complexion fresh, hair and moustache dark, long face and nose; dress, dark tweed suit and cap, white collar ; carried an umbrella; respectable appearance. Stated he was a commercial traveller. The watch was found to have been pledged at Pontypool, 28th ult. Information to Supt. Ford, Coleford. HERTFORDSHIRE. 15.— Hemel Hempstead ( County). — For stealing a horse, cart, and harness ( recovered), at Great Berkhampstead, 14th ult. — JOHN KER- SHAW, age 45 to 50, height 5 ft. 10£ in., slight build, complexion fresh, hair ( inclined to curl) dark, eyes ( sunken) brown, moustache dark, bald top of head, several teeth deficient lower jaw, walks erect; dress, dark coat and vest, dark tweed trousers, brown hard felt hat:— MARTHA KERSHAW, age about 40, height 5 ft. 2 in., complexion fresh, hair dark; drtss, dark cashmere ulster, fur lined, dark cashmere dress, bonnet trimmed with black velvet. They are supposed to have resided in the North of England, the man being employed by a tram car company. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. 16. — Hitchin ( County).— For assault, 4th ult., at Lilly— THOMAS RALLEY, a brass finisher, age about 35, height about 5 ft. 9 in., stout build, heavy shoulders, complexion sallow, round face, hair very dark, black moustache, eyes hazel, dressed as a foundry man, i3 known as a boxer. Native of Northampton. Late of Luton. Warrant issued. Information to Supt. Reynolds, Hitchin. LANCASHIRE. 17.— Old TrafFord ( County).— For an indecent assault, 3rd inst.— A MAN, age about 35, height about 5 ft. 7 in., hair and moustache dark, beard of 2 or 3 days growth, one side of face swollen ; dress, dark overcoat, cord trousers, light colour peak cap, heavy boots, has the appearance of a horse dealer or wakesman. Is in company of a man with 3 horses, and supposed to have gone to Turton fair. Information to Supt. Bent, Old Trafford. 18.— Liverpool ( City).— For failing to report — Supervisee ELLEN STIRZAKER, Office No. 40319, age 20, height, 5 ft. 4 in, complexion pale, l a r brown, eyes grey, mole back of neck and right cheek. Sentenced at Preston, 9th April, 1890, to 6 months hard labour, and 3 years police supervision, for larceny. — Supervisee WILLIAM SMITH, Office No. 41471, age 39, height 5 ft. 2 in., com- plexion p ile, hair sandy, eyes black, mole top of left breast, left of neck and left of back. Sentenced at Manchester, 9th October, 1890, to 8 months hard labour, mid 2 years police supervision for larceny. Information to the Chief Superintendent, De tective Department, Liverpool. 19.— Burnley ( Borough).— For failing to report Supervisee JOHN WILLIAM CLOUGH, Office No. •' 38590, ago 28, height 5 ft. 2 in., complexion fresh, hair and eyes brown, a weaver, scar outer angle right eye, right cheekbone, base of right thumb, and inside right wrist, two warts back of neck, eyes sunken. Sentenced at Preston, 3rd July, 1889, tc 4 months hard labour and 3 years police supervision for lar- ceny. — Supervisee FRANK NUTTALL, alias MCLAUGHLIN and MYLES, office No. 40258, age 21, height 5 ft. 1 in., complexion fresh, hair brown, eyes grey, a painter, boil scar centre of fore- head, two blue dots base of left thumb, one outside left forearm. Sentenced at Preston, 9th April, 1890, to 15 months hard labour, and 5 years police super- vision, for shopbreaking. Information to the Chief Constable of Burnley. LINCOLNSHIRE. 20- Bourn ( County).— For stealing, 26th nit., at Little Bytham, £ 8 lis. ( including a jubilee shil- ling) JONES, age about 19, height 5 ft. 7 or 8 in., slender build, complexion fair, hair light; dress, brown speckled cloth jacket, blue guernsey under, blue cloth navy trousers, black cheesecutter cap, patent- leather band across front, with brass buttons at sides, old lace boots. He left Bytham Railway Station the same day, taking a ticket for Leicester. He stated he belonged to the West Surrey Militia, and had been up for training. Warrant issued. Information to Supt. Brown, Bourn. NORFOLK. 21— Pulham Market ( County).— For stealing a lady's silver geneva, watch, with flowers round hands, enamel face ( damaged), small gold chain attached— GEORGE GRAHAM, age 20, height 5 ft. 4 in , complexion dark, hair light brown, scar left cheek ; dress, light coat and vest, dirty light brown check trousers ( small hole in left knee), old light peak cap, shoes, brown socks, blue tie. Information to Supt. Short, Pulham Market. NORTHAMPTONSHIRE. 22.— Peterborough ( Liberty of).— For steal ing, 7th ult., 1 pair of calico sheets, 2 towels, 4 glass tumblers, and 2 brown earthenware teapots— THOMAS DIVERS, a scissors grinder, age about 26, height about 5 ft. 1 or 2 in., slight build, com- plexion and hair dark ; dress, dark clothes, black hard felt hat. Has with him a scissors grinding machine, " Thomas Divers" painted thereon : MARY ANN TEBBITT, age about 24, height about 5 ft. 2 or 3 in., complexion fresh, hair light or sandy ; dress, light print dress, black jacket, white straw bonnet trimmed with light ribbon. Warrant issued. Information to Inspector Blackman, Peterborough. NOTTINGHAMSHIRE. 23.— Nottingham ( Borough).— For failing to report— Supervisee GEORGE BAGNALL, Office No. 40581, age 28, height 5 ft. 1 in., complexion fresh, hair light brown, eyes blue, scar left eyebrow, and several left breast. Sentenced at Nottingham 2nd April, 1890, to 8 months hard labour and 1 year police supervision for larceny.— Supervisee MARTIN HARVICAN, Office No. 41535, age 49, height 5 ft. 2 in., complexion pale, hair brown, eyes blue, 3 scars on forehead, 2 on left cheek, 1 back of left hand, and front of left forearm, several blue dots front of left forearm. Sentenced at Nottingham 2nd April, 1890, to 15 months hard labour and 1 year police supervision for larceny. Information to the Chief Constable of Nottingham. SHROPSHIRE. 24.— Shrewsbury ( County). — For burglary, 31st ult. and 1st inst., at Bromfield, Onibury, and Stapleton, and stealing a tobacco pouch, horse- shoe shape, with clasp ; a dark melton overcoat; a pair of men's lace boots, hooks on tops, and nailed with bnnches of three nails— A MAN, age about 30, height 5 ft. 8 or 9 in., slender build, complexion pale, hair and moustache dark brown, smart appear- ance ; dress, dark suit, long dark mackintosh, whiti stand- up collar, white tie ( supposed blue stripes), dark brown peak cap, and the stolen boots. Carried an umbrella with knob handle, imitation of man's head. He represented himself as a railway official. Supposed to be the same man described in Case No. 14. Information to Supt. Edwards, Whitchurch. 25. — Whitchurch ( County). — For stealing £ 1 5s.. 27th ult, at Hungry Hatton— EDITH STEVENSON, alias GREEN, age 18, height 4 ft. 10 in., stout build, complexion fresh, hair light; dress, navy blue dress with orange stripe, black jacket, brown hat trimmed brown velvet, fur tippet, strong lace boots ; a general servant. Has relations at Stafford, Stoke- upon- Trent, Walsall, and in the neighbourhood of Eccleshall, Staffordshire. Warrant issued. Information to Supt. Edwards, Whitchurch. FRIDAY, SEPTEMBER 11, 1891. T H E POLICE GAZETTE. 3 WORCESTERSHIRE. 26.— Stourbridge ( County). — For stealing, 27th ult.„ 1 black worsted coat and vest ( new) ; 1 pair of light cloth trousers ( nearly new) ; 1 gentle- man's umbrella; and a print shirt— A man known as " MANCHESTER," a tramping tailor, age about 24, height 5 ft. 4 in., stout build, complexion and hair dark, weak eyes, full face, deeply pockmarked. Supposed dressed in the stolen clothing. Warrant issued. Information to Supt. Wheeler, Stourbridge. 27.— Upton ( County). — For stealing a gold watch and chain ( recovered), 12th ult. — A man who gave the name of E. SMITH, age about 55, height 5 ft. 9 in., stout build, complexion fair, sandy whiskers, and heavy moustache, turning grey; dress, light coat, black felt hat. Information to, Supt. Drury, Upton. i YORKSHIRE ( EAST RIDING). 28.— Pocklington ( County).— For stealing, 2nd inst., from an inn; 1 silver candle- holder or travelling candlestick, 6 or, 7 in. long, with extinguisher and chain fastened thereto; 6 dessert knives ; 1 carving knife and fork ( all white handle) ; 10 square 2- oz. packets, and 8 round 2- oz. packets of tobacco marked " Lambert & Butler, London, Honey Dew "— A MAN, who Blept at the Inn, and left without paying his bill, age 25 to 30, height 5 ft. 9 in., slender build, light moustache; dress, black and white check suit, black hat, low shoes cracked at sides ; had in his possession a black bag and dark mackintosh, travels on a tricycle. Information toSupt. Farrah, Pocklington. 29.— S P r oat I ey ( County).— For housebreaking at Preston, 22nd ult., and stealing a silver lever watch, No. 4097, " Nut^ ey, Alford," on works; gold albert guard, curb pattern ; and steel chain, with key and seal— JOHN KEY SCOTT, alias JOHN WESLEY NEWDICK, age 29, height 5 ft. 4 in., hair light browD, whiskers and moustache ginger, eyes hazel, prominent front1 teeth in upper jaw, circle with cross in centre tattooed right forearm ; dress, brown cord suit, breeches and leggings, or trousers which button at bottom in shape of leggings. A native of Thetford, Norfolk. Is known at Derby, Nottingham, Ashbourne, and Hull, where he has been previously convicted. Warrant issued. Information to, Supt. Burniston, Sproatley. j 30.— Beverley ( Borough). — For stealing, 3rd inst., from a hotel, 2 pairs striped cloth trousers; 1 pair light check ditto; 1 pair black cloth ditto; all of superior quality, and only slightly worn; Holmes & Son, Beverley, on buttons— A MAN, who stayed at the hotel and left without paying his bill, age 25 to 30, height 5 ft. 9 or 10 in., rather slender build, complexion fresh, moustache ( slight) and side whiskers brown ;' dress, light check suit, black hard felt hat, carries a black bag. This man is going about the country on a tricycle which he leaves at some inn, and takes lodgings at another. Warrant issued. Information to Head Constable Knight, Guildhall, Beverley.
