REaULATIONS. 1. them YABD, Al: announcements for insertion in the POLICE GAZETTE, and all communications upon should be addressed to TIM JIDITOU OP THE POLICE GAZETTE, NEW SCOTLAND 1 LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POUCH GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engracing on wood. < 5. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. T. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in tki memt issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicft may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one tide of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond S( Co.," Post Office Order payable at Charing Cross, Postal Order, or tit Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. < C) < d) NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Pelice, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, • or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. ( c) The person by whom it will be paid. (<£) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSION SOUGHT. Description:— Age 39, height 5 ft. 5 in., complexion fresh, hair, moustache, and short tuft on chin, browu, eyes hazel, cross and 2 flags, figure of a woman dancing on a tub and holding a flag tattooed left forearm, E C and bracelet tattooed right forearm; dress, brown tweed jacket, black hard felt hat. Warrant issued. 3.— G Division.— For stealing, 31st ult., £ 78 gold and silver, 5 cheques ( 1 for £ 87 2s., drawn by Civil Service Supply, 136, Queen Victoria Street; 1 for £ 1 5s. 6d., drawn by Hall Ely ; 1 for 7s. lid., drawn by Rogers, Trowbridge, all crossed and favour of Eugene Gerant & Co. ; 1 for £ 37, and 1 for £ 33, payable to bearer, and drawn by Eugene Gerant & Co., on the Union Bank of London, Hoi born Branch, No. A. B. 10485 and 87 ; also £ 5 in postal orders, all crossed; and a Post Office Order for £ 1, sent by Billington, Croydon, payable to Eugene Gerant— JOHN CLAYTON, alias JOHN LUNNESS, age 20, height 5 ft. 5 in., complexion fair, very red cheeks, hair auburn, eyes grey ; dress, blue serge snit, black hard felt hat, lace boots A native of Norwood, Surrey. CITY OF LONDON. 4.— For obtaining, by means of a worthless cheque, 20th ult., a f- plate gold lever watch, plain 18- carat gold half- hunting cases, No. 48105, maker, " Goldsmiths' Alliance, Ld., Cornhill"; a gold keyless English lever hunting watch, ena- melled dial, sunk seconds, No. 9079, maker, " John Bennett, Cheapside"; a gold keyless half- hunter f- plate lever, minutes and seconds chronograph watch, 18- carat plain polished cases, " J. P., with an oval 18- carat gold reversible seal attached, hall- marked— HARRY HOBSON, age 40, height 6 ft., very red face, hair dark brown, eyes hazel, peculiar broad features, large prominent nose, walks with slight stoop, of slovenly appearance. BEDFORDSHIRE. 5.— Bedford ( County).— For stealing a coat ( recovered)— A MAN, age about 40, height 5 ft. 7 or 8 in., slight build, complexion hair and moustache ( heavy) dark, stubby beard, about 3 weeks growth; dress, old dark jacket, greasy in front, dark trousers torn at bottoms, dark peak cap, very old boots. Collects rags and bones ; accompanied by a woman, age about 35, black hair, very brown face, appear- ance of a gipsy, who hawks boot- laces, cotton and lace. Information to Supt. Quenby, Bedford. 6.— Bedford ( Borough).— For assault on 24th ult.— WILLIAM CHANDLER, age 26, height 5 ft. 7 or 8 in., complexion dark, Hair dark brown, full features, clean shftved, tattooed both arms; dress, short black diagonal jacket, cord vest, dark mixture trousers, black hard felt hat — FREDERICK MATHERS, age 20, height 5 ft. 9 in., complexion fair, hair light brown, eyes blue, thick upper lip ; dress, black diagonal jacket and vest, cord trousers, lace boots, black hard felt hat. Both men are brick- layers' labourers. Warrant issued. Information to Chief Constable Thody, Bedford. 8. — Windsor ( Borough). — For assault, 14th ult.— CHARLES HARRIS, a labourer, age 24, height 5 ft. 9i in., complexion fair, bair light browi, clean shaved; drees, black jacket, plaid vest, cord trousers, black hard felt hat, spring- side boots. May be found in the company of a prostitute, named Leonora Lilly, age 24, short and stout; or may be found in the neighbourhood of Staines. Supposed native of Reading, where his parents reside. Warrant issued. Information to Head Constable Armour, Windsor. BUCKINGHAMSHIRE. 9.— Slough ( County). — For stealing a saddle and bridle ( recovered) and a light colour macintosh — ALBERT BOND, alias WALTER WALLACE QUARTERMAN, age about 30, height 5 ft. 5 in., complexion fair, slight brown moustache; dress, light tweed jacket and vest, dark tweed trousers, canvas shoes, pink and white stripe shirt with cuffs and turn- down collar, pink and white cricket cap; has a pair of white flannel tronsers which he some- times wears. Has been convicted for larcenies in the name of Quarterman, at Hertford, St. Albans, Aylesbury, and Reading. Warrant issued. Information to Supt. Sutton, Slough. endeavour to enlist. He is well known at Sherborne, Dorset, Carshalton, Surrey, and 64, Ledbury- road, Bayewater, London. Photograph will be forwarded on application. Not to be apprehended out of tne United Kingdom. BERKSHIRE. 7. — Windsor ( Borough). — For obtaining £ 2 38. 6d. cash, and food and lodgings to the value of £ 1, by false pretences— PATRICK BURNS, a labourer, age about 36, height about 5 ft. 9 in., complexion fresh, hair dark brown, moustache light, tattoed right forearm, silver plate let in on top of head, and wound in stomach caused by a bullet; dress, brown tweed suit, lace boots ( new), black hard felt hat. Warrant issued. CHESHIRE. 10.— Runcorn ( County).— For stealing, 24th ult., at Ashton- by- Sutton, 1 side filster plane, 1 rabbet do., 6 beading planes, 3 turning tools, 5 paint brushes ( new), 1 joiner's bass, 1 2- ft. rule, all stamped " T. S."—" JAMES HARRISON" ( sup posed false), age about 33 or 34, height 5 ft. 4 or 5 in., complexion pale, hair dark, moustache black, large aquiline nose; dress, black coat and vest, light cloth trousers, white collar, blue tie. Warrant issued. Information to Supt. Large, Runcorn. DENBIGHSHIRE. 11.— Wrexham ( County).— For stealing one sovereign, one half- sovereign, one jubilee half crown, one four- shilling piece, one five- shilling piece, and a silver lever watch ( out of repair), " London, Patent Lever" on face, " Registered in March, 1884" ( year not certain) on inside :— FRANCIS GEORGE SELWAY, age about 25, height 5 ft. 8 or 9 in., slight dark moustache, smart appearance; dress, grey suit, lace boots, brown hat. Worked as a painter, but stated he had been employed as a waiter, and in gentleman's service. Belongs to the Army Reserve, and is supposed to be a Scotchman.— EMILY SELWAY ( wife of above), age about 24, height 5 ft. 3 or 4 in., complexion fair, short neck; dress, plush jacket, black dress trimmed with'water- wave silk, black hat with pink bows and yellow rose. A native of Bolton and speaks with Lancashire accent. They booked per Great Western Railway at 6.5 p. m., 19th ult., and had with them a small oval tin box, painted light oak colour, a round tin box, a brown paper parcel, and a square market basket. Warrant issued. Information to Depnty Chief Constable Wilde, Wrexham. ESSEX. 14. — Chelmsford ( County). — For obtaining 3 heifers by false pretences, 11th June last— HENRY ARTHUR BUNN, a dealer, age about 24, height 5 ft. 5 or 6 in., complexion fresh, hair, small side whiskers and moustache dark brown, eyes grey, romau nose, swinging gait, carries his head forward, is very fond of smoking, usually using a wooden pipe, always writes with his left hand; dress, when he absconded from Rettenden, on 17th July, short dark jacket and vest, light check trousers, lace boots, hard felt hat, carried a walking stick. A native of Rettenden, Essex. He may be in the company of a girl, age about 17, height 4 ft. 10 in. or 5 ft., complexion pale, hair dark, rather large brown eyes, dark dress and sailor hat. May en- deavour to leave the country. Warrant issued. 15.— Chelmsford ( County).— For stealing 3 fowls, 14th ulto. — AARON, alias DICK and CHARLES BRITTON, a dealer, age 33, height 5 ft. 6 in., complexion fair, hair dark brown, eyes blue, 2 moles right of chest, 1 centre of belly, and 1 left of back; stutters very badly. Native of Roothing, Essex; last residence, Blackmore, Essex. Was sentenced at Dunmow, 30th July, 1883, to 2 months imprisonment for fowl- stealing, and Essex Quarter Sessions, 2nd March, 1889, to 7 months imprisonment for stealing chaff, in name of Aaron Britton. Photo may be seen on application. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. HERTFORDSHIRE. £ 10 REWARD. 16.— Bishop Stortford ( County).— For de- serting his three children, on 22nd October, 1886, leaving them chargeable to the common fund of the Bishop Stortford Union, where they now are— WILLIAM TADGELL, age 54, height 5 ft. 6 or 7 in., stout build, complexion dark, bushy whiskers and moustache grey, eyes brown, full face, low forehead, very bow- legged, stoops a little, and walks with a quick step. Is a maltster and thatcher, or labourer of any kind. Was seen in London about nine months since, and is now supposed to be living in Deptford. A native of Sheering, Essex. Warrant issued. The above reward will be paid by the Bishop Stortford Board of Guardians for the apprehension of Tadgell. Information to Supt. Tripp, Bishop Stortford. DEVONSHIRE. 12.— Barnstaple ( Borough).— For committing certain gross acts of indecency with male persons— REV. WILLIAM EWER RYAN, late Vicar of Pilton, Barnstaple, age 43, height 5 ft. 11 in., rather thin, hair, whiskers, very long beard and moustache, black, eyes dark; dressed in clerical attire when he left Barnstaple, on 31st nlto. An Irishman. Warrant issued. . Information to Head Constable Songhnrst, Barn- staple. DORSETSHIRE. 13.— Sturminster Newton ( County).— For embezzlement— JOHN JAMES COLLINS, age 23, height about 5 ft. 9 in., complexion fair, hair light brown, moustache and small side whiskers, ( which may be shaved off) sandy, mark from blow visible at back of head when hair is cut short; dress, when he absconded, 11th May last, black and white striped overcoat with cape, light plaid suit, dark brown hard felt hat, carried a walking stick with initials " J. C." on silver band. A journeyman baker and confectioner ; native of Chettle, Dorset. May seek employment in provision stores, or KENT. 17.— Margate ( Borough).— For being concerned with prisoners in case No. 30.— A MAN, age 25 to 30, height 5 ft. 7 in., hair ( peculiar in front) light, slight light moustache, wears his hat slightly behind the head to show his hair in front, very talkative, dressed in light clothes. 18.— Margate ( Borough).— For deserting his wife and children— WILLI AM HENRY WALS- HAM, age about 35, height 5 ft. 9 or 10 in., slight build, complexion fair, hair light, slight whiskers and moustache, thin face, high cheekbones, Fpeaks with strong cockney accent. A costermonger or photographer. May be found at spme seaside resort. Warrant issued. Information to Chief Constable Buck, Margate. LANCASHIRE. 19.— Accrington ( Borough). — For obtaining money by false pretences, 29th ulto.— A man, who gave the name of JAMES JOHNSON, age about 35, height about 5 ft. 3 or 4 in., slender build, hair and small moustache brown, appears to squint with one eye ; dress, light dust- coat, light striped trousers, muffler, shoes, and billycock hat, all rather shabby. He called at several houses where the authorised bill distributor of Gordon Furnishing Company, I FRIDAY, AUGUST 7, 1891. T H E POLICE GAZETTE. Burnley, had l^ ft some bills, stated he was a repre- sentative of that firm, obtained several orders, and then induced them to pay a deposit. For each deposit he gave a receipt. Warrant issued. Information to Chief Constable Beattie, Accring- ton. 20.— Widnes ( County).— For stealing £ 5, by menaces, 8th ult.— TIMOTHY CONROY, age about 35, height 5 ft. 10 or 11 in., complexion fresh, hair arid moustache light brown, eyes grey, small black dot under left eye; dress, blue cloth jacket and vest, light tweed trousers, black billycock hat, smart appearance. A hawker of pictorial maps. Has served in the Liverpool and Bradford Police Forces, also held a beerhouse licence at Bradford, in which town his wife and family now reside. May endeavour to leave the country. Warrant issued. Information to Snpt. Noblett, Widnes. 21. — Oldham ( Borough). — For stealing £ 133 0s. 9( 2.— GEORGE SILK, late Secretary to the Oldham Provincial Card and Blowing Room Association, age 33, height 5 ft. 7 or 8 in., stout build, complexion pale, hair, whiskers and mous- tache dark brown, ( hair and whiskers cut short), respectably dressed, last heard of at Chester, 18th inst. Has expressed his intention of emigrat- ing to Australia. A native of Barkway, near Royston, Cambridge. Warrant issued. Not to be apprehended out of the United Kingdom. NORTHAMPTONSHIRE. 22.— Oundle ( County).— For stealing from his lodgings, between 19th and 22nd ult., a brown leather purse, containing a half- sovereign, a four- shilling jubilee piece, and other coins, value about 30s.— A tramping tailor, who gave the name of FRED, age about 40, height 5 ft. 5 in., complexion fresh, hair dark brown, clean shaved, eyes dark, long neck, hollow back, carries his head very forward, walks with a quick shuffling gait; dress, black cloth dress coat, trousers and vest, red and black scarf, low light shoes, black soft felt hat. Warrant issued. Information to Deputy Chief Constable Noble, Oundle. SUFFOLK. 23.— Ipswich ( Borough).— For larceny— ELIZA BURROWS, alius TREVANGAN, age 28, height 5 ft. 2 or 3 in., weight abont 9 stone, complexion fresh, hair browii, eyes dark grey, mole left shoulder, scar right thigh, mole right hip, scar left of head ; dress, green frock and long red cloak. Has with her a girl named Lizzie, age 7, and another child, about 10 months. Frequents Salvation Army meetings.— HENRY JAMES JONES, age 17, height 5 ft. 3 or 4 in., weight 8 st. 12 lbs., complexion fresh, hair light reddish tinge, eyes light grey, large scar left knee. Natives of Ipswich. They left Ipswich together 22nd ult. Warrant issued. Information to Lt.- Col. Russell, Chief Constable, Ipswich. SUSSEX ( EAST). 24.— East Grinstead ( County).— For house- breaking at Copthorne, and violently assaulting a police constable— JAMES BEENEY, age 26 or 27, height 5 ft. 10 or 11 in., complexion fair, hair light, moustache very light, little or no whiskers, eyes blue; dress, light tweed suit, hard felt hat, may be wear- ing a dark coat. Supposed native of Portsmouth. Has worked in a brickfield, and stated he served in a Hussar Regiment in India. Has been previously convicted for felony and assault. Warrant issued. Information to Deputy Chief Constable Berry, East Grinstead. WARWICKSHIRE. 25.— Birmingham ( City).— Woodcut portrait and description of FREDERICK WILLIAM KNIGHT, whose apprehension is sought for em- bezzling £ 40— age 40 to 45, height 5 ft. 5 or 6 in., stout build, weight about 14 stone, complexion fresh, cheeks ruddy, hair brown, moustache dark brown, eyes blue or grey, thumb- nail of one hand deformed, slight halt left leg ; ' gentlemanly address, and has a fair knowledge of French ; dresses fashion- ably and usually wears a diamond ring, diamond collar stud and coral and gold pin, carries a chest- nut walking- stick with crook handle and silver tip, or silk umbrella with long ivory handle. He has been engaged as salesman and collector in the foreign meat trade. Absconded 30th ult., will probably endeavour to emigrate. Stays at good hotels. Native of Birmingham. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. WORCESTERSHIRE. 26.— Oldbury ( County).— For obtaining money by means of a begging letter and doctor's forged certificate, stating that Joseph Davis was a poor man, and had a painful wound in his abdomen, and re- quired a special surgical apparatus— A WOMAN, age about 40, height 5 ft. 3 in.; dressed in long black dolman and dark bonnet. Information to Supt. Speke, Oldbury. PERSONS IN CUSTODY. METROPOLITAN POLICE DISTRICT. 27.— F Division.— Committed for trial at the Central Criminal Court Sessions, 14th prox., for burglary— JOHN SMITH ( snpposed false), age 62 ( looks much younger), height 5 ft. 6 in., complexion fresh, hair light brown, whiskers light ( turning grey), eyes blue, scars both elbows, left cheek, left thumb, over It eye, second finger left hand, back of neck, and right shin, mole back of left shoulder, varicose veins both legs, blue dot left thumb ; dress, black coat and vest, dark grey striped trousers, blue tie, white collar, blue check shirt, reddish- brown hard felt hat. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, London, S. W. ESSEX. 28.— Brentwood ( County).— Sentenced to one months imprisonment in Her Majesty's Prison, Chelmsford, for stealing a copper ( recovered) at Upminster, 29th ult— WILLIAM CARTER, age 63, height 6 ft., complexion fresh, hair, whiskers, and moustache light brown, turning grey, eyes brown ; dress, long overcoat, tweed trousers, lace boots, soft wideawake hat, all very ragged and dirty. A labourer; native of Somersham, Suffolk. Had in his possession a pedlar's certificate, No. 48409, Office Reg. No. 274K, issued 3rd Feb- ruary, 1891, which has been cancelled. — FRED- ERICK TAYLOR, a discharged soldier, age 32, height 5 ft in., complexion fresh, hair and eyes brown, no whiskers or moustache, sailor, half brace- let, trophy of flags, and star tattooed right forearm, girl in highland costume, and half bracelet left fore- arm ; dress, dark grey tweed coat and vest, cord trousers, heavy lace boots, black hard felt hat. A native of Framsden, Suffolk. It is strongly suspected that he is wanted for some offence. Information to Supt.
