All announcement* for insertion in the POLICE GAZETTE, and all communications upon tliem shoula oe addressed to THE I- DITOU OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. VV. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the PoLICK GAZETTK, if they are suffh'ient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in quest/ on to be thereby identified. 4 In alt cases where a reward is offered the name and address of some person responsible for the payment must he given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property. Will he prominently inserted, with detailed particulars, at a cost of 15.?. per portrait, and of 7s. Hd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of anofficer of not less rank than Superintendent; ana, if the name of such person berequired to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to le apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noonon Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. Alt payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. ( C) Cd) NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( à) The amount of the reward. ( á) The conditions on which it is payable. { c) The person by whom it will be paid. { d) That the name and address of the printer appear i . , thereon. 2. No expression must be used in such an advertise went, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the . reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan \ Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— C. I. Department- — Woodcut portrait and description of ROBERT RUTTER, alias WRIGHT and WILSON, whose apprehension is sought for conspiracy and fraud, age 01, height 6 ft. 1 in., stout build, very broad shoulders, com- plexion fresh, hair, moustache, and beard dark grey, full face; dress, usually Scotch tweed suit or black cloth. He is a magsman, and frequents race meetings, occasionally making a book. Is well known at Newcastle, Manchester, Birmingham, and Reading, and is said to have been convicted of larceny by confidence trick, on the last occasion at Kings Lynn, Norfolk, where he was sentenced to a months imprisonment in April last. Warrant issued. 2.— A Division.— For forging 50 £ 5 shares of the Maxim- Nordenfelt Guns & Ammunition Com- pany, Limited— JOHN SUTHERLAND, a clerk, age 30, height 5 ft. 7 in., complexion, hair ( inclined to curl), and slight moustache dark, eyes dark brown, slightly bow- legged; dress, black cutaway coat, dark or light tweed trousers, felt hat. Supposed native of Dingwall, Ross- shire. Warrant issued. 3.— V Division.— For stealing, 30th ult., £ 150 — FRANK JARRATT, age 28, height 5 ft. 11 in., complexion sallow, hair and eyes ( full) dark, slight impediment in his speech, stoops when walking, downcast appearance ; dress, black serge coat and vest, dark mixture trousers, black soft felt hat. Has been a parochial clerk. Native of Lough- borough, Leicestershire. Warrant issued. 4.— V Division. — For obtaining money by fictitious cheques— JAME8 BURRELL, alias W. MILLS, and ANDREWS, age 37, height 5 ft. 4 or 5 in., complexion, hair ( thin on top), and whiskers ( short) dark, thin face, wears gold frame eyeglasses ; __ dress, supposed dark clothes. A traveller and organist. Supposed native of Surbiton. Absconded 6th inst. Warrant issued. 5.— V Division.— For embezzling £ 1 4s. 2d.— FREDERICK DICKINS ROGERS, age 28, height 5 ft. 4 or 5 in., complexion pale, hair ( slightly bald on top), moustache, and side whiskers brown ; dress, pepper- and- salt jacket and vest, light cloth trousers, brown felt hat. A traveller. His wife resides at 29 or 31), Gordon- road, Aldershot, and he has a friend named Edmonds, at gasworks, Kenilworth, Warwick. Warrant issued. 6.— V Division.— For absconding, 10th inst. from Kingston Union, and stealing £ 1 13s. 6d.— JOHN MUDGETT, age 50, height 5 ft. 7 in., com- plexion, hair and moustache dark.— JAMES JEN- KINS, age Gl, height 5 ft. 10 in., complexion sallow, hair and moustache turning grey. Labourers, and may be employed on farms. Both are dressed in cord trousers and vest, stripe shirt, black billycock hat, workhouse clothing and marked K. U. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. AYRSHIRE. T.— Ayr ( Burah).— Absconded from the Boys' Industrial School, Ayr, on 6th inst— JAMES MON- TEITH, age 14, height 4 ft. 6 in., complexion fresh, hair light brown, prominent nose; dress, brown tweed jacket and vest, corduroy trousers, blue and white striped shirt stamped " Nc. 16, Ayr Boys' Industrial School," grey socks, stamped " No. 16," lace boots. Was born in Belfast, and admitted to School from Hamilton, on 19th April, 1886. His father, William Monteith, a labourer, has resided at English Buildings, Craig Newton, Motherwell. Information to Supt. McKay, Police Chambers, Ayr, or to Supt. Ross, Industrial School, Ayr. BEDFORDSHIRE. 8.— Bedford ( Borough). — For burglary, 31st ult., and stealing 1 small piece of pure gold, 1 small piece of rough honeycomb gold, 1 small micro- scope with ring attached, and about 17s. in money — PATRICK BROOKS, a private of the 16th Regiment of Foot, age about 19, height 5 ft. 4 in., complexion fair, hair light brown, eyes light blue, faintly tattooed above left wrist, scar on forehead and right upper arm ; will probably have changed his uniform for plain clothes. Native of St. Martin's, Wolverhampton. Information to Chief Constable Thody, Bedford. 2 T H E POLICE GAZETTE. FRIDAY, JUNE 12, 1891. CHESHIRE. 9.— Hazel Grove { County). — For stealing a heifer ( recovered) from a field at Cheadle Hulme, on 5th inst., and who, the same evening, escaped from the custody of the Lancashire police— a man who gave the name of ROBERT BROWAN, age 2G to 28, height 5 ft. 6 in., slight build, complexion fresh, hair brown, moustache sandy, prominent nose ; dress, dark blue serge jacket and vest, grey check trousers, black hard felt hat; carried an umbrella. Stated his father occupied Thomp- son's Farm, Alderley Edge ( false). Information to Supt. Uollingworth, Hazel Grove, Stockport. 10.— Chester ( City).— Absconded on 2nd inst., taking with her some of the clothing belonging to the Female Home of which she was an inmate— ELIZA ANN HOLT, age 15, stout build, com- plexion very pale, hair light, rather thick lips, grey dress, & c., belonging to the Home. Was sent to prison early in the year from Sandbach, where her father then resided. Formerly of Dark - lane, London- road, Manchester. It is requested that inquiry be made at work- houses, refuges, & c. Information to Chief Constable Fenwick, Town Hall, Chester. DEVONSHIRE. 11. — Torrington ( County). — For stealing £ 4 4s., larceny ( bailee) — DAN or DANIEL O'DONOHUE, age about 31, height 5 ft. 9 in., complexion fresh, hair light, face blotched from drink; dress, dark coat and vest, dark striped trousers ( may have " Boyle, Bideford " on buttons), hard bowler hat. Supposed native of Bideford. Warrant issued. Information to Supt. Buchanan, Torrington. ESSEX. 12.— Brentwood ( County).— For stealing coals ( recovered)— EDWARD HAWKINS, a carpenter, age about 40, height about 5 ft., complexion fresh, whiskers and moustache sandy; dress, black pilot jacket, heavy lace boots, black hard felt hat. Information to Supt. Dobson, Brentwood. 13. — Chelmsford ( County). — Sentenced at Chelmsford Petty Sessions, 29th ulto., to pay £ 2 12s. fine and costs, or 1 month's imprisonment, for an offence against the Poaching Preventive Act— JOHN CRANFIELD, alias KING, age 47, height 5 ft. 5 in., complexion fresh, hair brown, eyes grey; dress, dark coat, dark cord trousers, soft billycock hat. Warrant of commitment issued. 14.— Chelmsford — ( County). — For wilfully obstructing the highway on 5th inst.— WILLIAM GUMBOLL, alias GEORGE WILLIAMS, a travel- ling hawker, age 40 to 45, height about 5 ft. 8 in., complexion fair, hair light, beard about a week's growth; dress long cloth sleeve waistcoat ( the butttons thick down the front), cord trousers, old black felt hat. His vans were last heard of at East Hanningfield. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. GLAMORGANSHIRE. 15.— Neath ( County).— For obtaining food and lodgings by false pretences, and £ 6 16, « . 9d. by means of a fictitious cheque— J. D. EDWARDS ( supposed false), age about 45, height about 5 ft. 8 in., stout build, complexion swarthy, hair ( cut close) very dark, walked as if paralyzed left side, spoke with a slight London accent; dress, light check suit, and light bowler hat. May be found at an hotel at some seaside resort. Warrant issued. Information to Supt. Thomas, Neath. 16. — Cardiff ( Borough). — For embezzling £ 15— RICHARD JAMES, or JEANES, age 45, height 5 ft. 6 or 7 in., complexion pale, hair and moustache brown, turning grey, thin prominent nose, is fond of drink ; dressed, when last seen, in new light suit. He has been to sea as a ship's steward, and may endeavour to again obtain a berth on board ship. Supposed native of Jersey. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 17.— Gloucester ( County).— For stealing a pony ( recovered) — WILLIAM JORDAN, alias ARTHUR JORDAN, HENRY WILLIAMS, and CHARLES NICHOLLS, a sadd'ler„ age 45, height 5 ft. 1 in., complexion fair, hair light brown, eyes blue, clean shaved, pockmarked, scar right elbow and arm, ulcer scar right shin, flesh wart under left shoulder blade, scar bend of left elbow, wrist, and back of left thigh; dress, dark blue or green dust coat, stitched round collar and cuffs, dark suit, trousers fit tight similar to stablemen's, hard howler hat, lace boots with pointed toes. He is a notorious horse stealer. Warrant issued. Information to Deputy Chief Constable Chipp, Gloucester. HAMPSHIRE. 18.— Alton ( County).— For larceny— THOMAS CR1TTLE, age 38 to 40, height 5 ft. 8 in., com- plexion fresh, hair brown, short whiskers and mous- tache, inclined to be sandy, eyes blue, thumb of one hand slightly injured on top ; dress, dark jacket and vest, blue serge trousers, with large patch of a darker material on seat, cream- colour wrapper with brown stripe forming squares, lace boots, tipped and nailed, black hard felt hat. Supposed native of Sittingbourne, Kent. Warrant issued. Information to Supt. Rapkins, Alton. 19.— Gosport ( County).— For stealing, 27th ult., 2 silver bracelets, 2 in. wide, encircled with 2 rows of pointed studs and filigree work; 1 silver and red coral baby's rattle, with 5 silver bells; 1 gold seal with bloodstone, engraved lion with laurel leaf in mouth, and underneath a shield with 2 liens and 4 bars ; 1 scent- bottle, cut glass, silver- gilt top ; 1 small agate box in. wide and long, A MAN, age about 19, height 5 ft. 8 in., hair light, clean shaved, eyes blue; dress, brown coat and vest ( patches of white paint on coat), black and white check trousers, black hard felt hat, brown leather shoes. Supposed a deserter from the army. Information to Supt. Catchlove, Gosport. KENT. 20.— Chatham ( County).— For obtaining by false pretences, 8th inst., a heavy gold diamond and sapphire gipsy ring, large diamond in centre and sapphire each side ; a pearl and diamond star pendant with brooch fittings, and a gold band necklet edged with pearls— JAMES FARRELL ALEXANDER, a Jew, late of the firm of Alexander Brothers, 16, Hatton Garden, London, age about 40, height 5 ft. 8 in., complexion rather dark, bald on forehead and top of head, full eyes, wears a mous- tache which turns up at ends, and beard on chin. He was hawking pictures at Dover about 3 weeks cince and assumed the name of " Marks." Warrant issued. Information to Supt. Coppinger, Police Court, Chatham. 21.— Dartford ( County). — For burglary at Crockenhill, Eynsford, on 31st ult., and stealing a metal keyless watch, maker " Perry, Viaduct, London"— THOMAS GREEN, age 43, height 5 ft. 11 in., complexion fresh, hair brown, scars on back of neck, eyebrows, centre of forehead, and left cheek, has a peculiar look about one eye; dress, old grey cloth jacket, coloured neckerchief, dark cloth cap with fancy stitching on peak, knob on top. Is a notorious and dangerous thief, and was convicted at West Kent Sessions, Maidstone, on 17th October, 1884, and sentenced to 5 years penal servitude for fowl stealing. Is accompanied by a man, age 30, height 5 ft. 4 or 5 in., complexion, hair, and mous- tache dark ; dress, dark mixture suit, cloth cap with peak and kuob on top. Warrant issued. Information to Supt. Webster, Dartford. 22.— Sittingbourne ( County).— For stealing a pony and cart ( recovered)— JAMES NEIL, age about 65, height about 5 ft. 3 in., hair and eyes grey, is very talkative and fond of taking snuff and offering it to others; dress, black cloth overcoat, Balmoral boots, black soft felt hat. A wheelwright; native of Tunbridge Wells. Warrant issued. Information to Supt. Mayne, Sittingbourne. 23.— Margate ( Borough). — Woodcut portrait and description of WILLIAM BRAND LEY, late stationmaster of the South Eastern Railway, whose apprehension is sought for embezzlement— Age 50, height about 5 ft. 6 in., slight build, complexion fresh, hair brown, whiskers and moustache cut close ( may shave), scar on bridge of nose, slightly knock- kneed, is fond of drink and gambling ; when last seen he was dressed in blue cloth overcoat, single- breasted, velvet collar, with letters " S. E. Ry." worked in silk theraon, blue cloth trousers with braid on legs, silk hat. Was seeu at Victoria Station, London, at 12 noon, 29th ult., when he was dressed as described, and he then stated that he was going to the Oaks races. Is supposed to have had in his possession at that time about £ 20. He has two brothers in business at Bidden, and two daughters married, one to a man named Weiderman, in the public- house trade, either at Wolverhampton or Maidenhead, and one to a booking clerk on the Great Western Railway, name and station unknown. May endeavour to go to America, where he has two sisters. Warrant issued. 24— Margate ( Borough).— For stealing, 3rd inst., a Sanspareil special safety bicycle, No. 8945, black hubs, Bownd's plain pedals, red cushion tyres, Cycle Association private mark, viz., a shamrock leaf and figure 8, under handle bars — EDWARD GIBSON, of 12, Ethelbert Gardens, Margate, age about 22, height 5 ft. 10 in., complexion pale, no whiskers or moustache, rather prominent nose, is said to have a sore on right knee, and walks slightly lame at times; dress, grey suit and cloth cap with peak to match. He also hired a bicycle on 26th nit., which has since been disposed of by him. He is or has been a jockey, and known to Mr. Matthew Dawson, trainer, Newmarket. Is also well known to the Dover, St. Albans, and Metropolitan Police, and is a companion of James White, alias " Skinny White," of London, in whose company he may be- found. Warrant issued. Information to Chief Constable Buck, Margate. 25.— Rochester ( Borough). — For carnally knowing his two daughters, aged 10 and 7 years respectively — GEORGE EDWARD PHILLIPS, age 41, height 5 ft. 7 in., slight build, complexion pale, hair dark brown, moustache ( slight) light, rather long face; dress, light brown striped suit, lace boots, cloth cap, with peak. A labourer, and usually works unloading ships. Is supposed to- be at or near Barking, Essex. Warrant issued. Information to Supt. Broadbridge, Rochester. 26. — Tunbridge Wells ( Borough). — For fraudulently obtaining a cheque for £ 100, in January, 1890— HARRY S. STRANGE, age 32, height 5 ft. 4 in., complexion fresh, hair dark. A native of Tunbridge Wells. He has a London office at 29 and 30, King Street, Cheapside, and has been living at Southwold, Suffolk. At one time he was secretary of a financial paper called " The Lighthouse." Warrant issued. Information to Head Constable Embery, Tunbridge Wells. KINCARDINESHIRE. 27.— Stonehaven ( County).— Woodcut portrait and description of ANDREW MILNE HENDER- SON, whose apprehension is sought for forgery and uttering, age 28, height 5 ft. 8 in., slender build, complexion fresh, hair dark brown, heavy dark moustache, long thin face, abscess mark left of neck, left arm deformed through an operation; dress, dark brown check tweed jacket suit, black hard felt hat, light lace boots, drab- coloured overcoat. FRIDAY, JUNE 19, 1891. THE POLICE GAZETTE. • 321 He served his apprenticeship as a bank clerk, and afterwards visited Calcutta, where he has a brother. He worked his passage home as a seaman. Has been engaged in the fish trade at Gonrdon for the last 3 years, which place he left 30th ult. May endeavour to leave Mie country and take an engagement as a seaman. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Chief Constable George, Stone- haven. LANCASHIRE. 28.— Manchester ( City).— For embezzlement — JOE CAM, alias CLARKE and NEILL, age about 20, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache light, eyes blue, smart appear- ance, full face, is very sociabledress, double- breasted heavy light- brown tweed reefer jacket, dark- brown check tweed trousers and vest, square- toed boots, black felt hat with small rim. Warrant issued. 29.— Manchester ( City).— For embezzlement — WILLIAM STREET, age 30, height 5 ft. 8 in., complexion fresh, hair brown, whiskers and mous- tache light brown, eyes brown. His wife and family reside at Percy- road, Birmingham. Warrant issued. 30.— Manchester ( City).— For embezzlement — GEORGE WILLIAM MASON, age 3G, height 5 ft. 7 in., completion fresh, hair brown, whiskers and moustache daik, eyes dark. Is accompanied by his wife and three children. Warrant issued. Information to Deputy Chief Constable Smith, Manchester. 31.— Rochdale ( Borough).— For stealing, 12th inst., a white metal centre- seconds chronograph stop- watch, No. 23792 ; a brass handle knife with two blades, one of which is peculiarly shaped similar to those used by veterinary surgeons— A MAN, age about 35, height 5 ft. 8 in., hair and moustache sandy, very red prominent nose; dress, old black cloth coat and vest, dirty cord trousers, grey scarf, lace boots, black billycock hat. Stated he was a moulder, and that he belonged to Marsden, Yorks, where his wife and family resided. He is supposed to be identical with Thomas Shepherd, wanted at Lancaster ( at which place he said he was well known), at Preston and Bristol. 32.— Rochdale ( Borough).— For stealing the snm of 15s. from a boy in the street on the 13th inst— A MAN, age 30, height about 5 ft. 6 or 7 in., hair and moustache dark brown ; dress, pepper- and- salt mixture suit, stand- up collar, without tie, black billycock hat, wore a silver watchguard with small silver coin as pendant. Information to Chief Constable Wilkinson, Rochdale. 33.— Salford ( Borough).— For robbery with violence— WILLIAM FLETCHER, alias SOLDIER and STRONG ARM BRUMMY, age about 30, height 5 ft. 5 or 6 in., stont build, complexion sallow, pockmarked. He escaped from custody whilst being con- veyed to the police station at 1 a. m., 6th inst., leaving behind a moleskin coat, cardigan jacket, vest, and muffler, which he was wearing at the time. A native of Wolverhampton. Information to the Chief Constable, Borough Police, Salford. ! 1 LEICESTERSHIRE. 34.— Leicester ( Borough). — For obtaining £ 1,000 by false pretences, on 17th March last— GEORGE A. ASHBY, age 23, height about 5 ft. 8 in., complexion, hair and moustache dark, wears eye- glasses, and sometimes wears a light striped vest. He frequents good hotels and smoking- rooms. Supposed to be a native of Lincolnshire, but has lately been residing at Quenby Hall, Leicestershire. He may endeavour to leave the country. Warrant issued. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 35.— Brigg ( County).— For burglary, at Red- bourne, 9th inst., and stealing the following postal orders— Nos. A | 18 906344 to 906350, for Is.; Nos. B | 12, 573429 to 573430, for Is. 6d.; Nos. C 16, 802172 to 802180, for 2s.; Nos.
