Particulari concerning persons whose apprehention is i ought will he inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 1. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4 In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. f. Portraits of persons whose apprehension is sought for serious offences, and engravings of Itolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief qfflcer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stole* property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be ittrUd im the POLICB GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edit ion not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by m covering Utter. 12. All payments must be tn advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond if Co.," Post Office Order payable at Charing Cross, Postal Order, or im Stamps. 13. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed liand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. • ( c) The person by whom it will be paid. ( rf) That the name and address of the printer appear thereon. ' 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — J Division. — Woodcut portrait and description of M A. J0R SLUCE, whose apprehension is sought for embezzling £ 40— age 25, height 5 ft. 8 in., complexion fresh, hair, moustache ( slight), and side- whiskers ( small) dark, rather long nose, smart appearance, of good address, and fond of music; dress, black diagonal coat and vest, dark tweed trousers, black felt hat. A butcher; native of Clapton, Middlesex. Warrant issued. 2.— N Division.— For indecent assault on male persons, acts of gross indecency with boys; also absconding from his bail— FREDERICK MAUDE, surgeon, age 30, height 5 ft. 7 in., complexion sallow, hair, moustache, and slight side whiskers brown, slightly bald on top of head, pockpittcd, prominent forehead; dress, brown plaid suit, side- spring boots, hard felt hat; of gentlemanly appearance. Warrant issued. 3.— V Division. — For breaking into an office on 18th ult., and stealing about £ 5 gold and silver — ALFRED SMITH, age about 25, height 5 ft. 4 in., complexion fair, hair light, no whiskers or moustache; dress, dark jacket, cord trousers, heavy lace boots. Is accompanied by a Woman, ago 24, short and stout, hair and eyes dark, who is very near her confinement, and a female child about 18 months old. May be found at common lodging houses. 4.— V Division. — For stealing, 22nd ult., a lady's silver geneva watch, No. 38212, with small gold link neckchain attached; a lady's gold open face geneva, No. 8526, with small link gold neck- chain, and oval locket, containing photographs of two young men, attached; 3 gold rings ( 1 hands clasped, heart in centre, 1 set 4 bine stones, 1 set 5 stones, large one in centre) ; and a small black handbag— ANNIE HUGHES, a prostitute, age 18, height 5 ft. 3 in., complexion fair, hair dark brown; dress, black skirt, black woollen shawl, small black hat, trimmed red and yellow shaded ribbon. Stated that she was servant to Mrs. Moran, High street, Henley, and that her father was a foreman at a coal mine, in Staffordshire. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. 5 — B Division. — SAMUEL HAGGER, Case No. 2, 17th ult., not to be apprehended. CITY OF LONDON. 6.— For forgery — JACOB FRANZ, a German, late of 38, Charles- street, Hatton Garden, age 26, height 5 ft. 6 or 7 in., complexion dark, hair and small moustache black, very thin, speaks very little English ; dress, cutaway coat and vest, dark trousers, high hat. Had with him a tin trnnk and a black portmanteau ; also had in his possession three £ 5 Bank of England notes, No. 76851- 2- 3, dated 11th December, 1890. Abconded 27th ult. Warrant issued. 7. — For stealing, 24th ult., 750 Danish crowns entrusted to him to change— JOHANN ANDER- SON, a Dane, age about 40, height 6 ft., complexion, hair and heavy moustache dark, eyes hazel; dress, blue serge jacket suit, soft black felt hat ( dent at top). Warraut issued. 8.— For forgery — THEODORE BOCK, a Ger- man, late of Crosby- buildings, Crosby- square, and 11, St. George's- avenue, Tufnell- park, age 50, height 5 ft. 5 in., hair, whiskers, and slight mou- stache dark, thin face. Stoops and turns his toes in. Has a peculiar expression about the mouth ; dress, frock coat and high hat, old and greasy. Warrant issued. Information to Supt. McWilliam, 26, Old Jewrv, E. C. ANGLESEY. 9.— Holyhead ( County).— For eausing grievous bodily harm— HENRY WILLIAMS, alias HARRY BARD SLY, a sailor, age about 24, height 5 ft. 10 or 11 in., complexion dark, hair ( inclined to curl) black, small dark moustache, eyes supposed brown. The appearance of a pugilist. Native of Holyhead. Warrant issued. Information to Deputy Chief Constable Davies, Holyhead. BEDFORDSHIRE. 10. — Leighton Buzzard ( County). — For larceny, at Leighton, on 13th ult.— JOHN COURSE, 8 T H E POLICE GAZETTE. FRIDAY, APRIL 17. 1891. age 28 to 30, height about 5 ft. 8 in., complexion pale, hair brown ; dress, dark jacket, light trousers and hard felt hat. May be found in the neighbour- hood of Knightsbridge. Warrant issued. Information to Deputy Chief Constable Shepherd, Leighton Buzzard. BERKSHIRE. 11.— Reading ( County).— For assaulting police, 18th ult.— GEORGE MEADE, age30, height 5 ft. 7 in., complexion fresh, hair brown, eyes hazel — JOHN MEADE, age 26, height 5 ft. 7 in., com- plexion sallow, hair brown, eyes dark.— CHARLES MEADE, age 20, height 5 ft. 6 in., complexion pale, hair light brown, eyes grey; all are dressed in navvies' clothes. Warrant issued. Information to Supt. Pocock, Reading. 12.— Woki ngharn ( County).— Woodcut portrait and description of WILLIAM CUTLER, a corn Works, and left there on 8th ult. Will probably be found on one of the other sections of the works. Warrant issued. Information to Chief Supt. Hindley, County Hall, Birkenhead. and coal merchant's traveller, whoso apprehension is sought for embezzling £ 11 14s. Gd., on 2nd ult., age about 37, height 5 ft. 4 or 5 in., complexion fresh, hair ( slightly bald on top), moustache, and beard sandy, eyes light blue, slight scar on bridge of nose, very offensive breath ; dress, light large- pattern check suit, drab mackintosh ( sleeves have been lengthened and joined above wrist), lace boots, brown bowler hat. Absconded 2nd ult., and may endeavour to leave the country, for Canada or the United States. A native of Binfield, Berks. Warrant issued. Information to Supt. Atkin, Wokingham. BUCKINGHAMSHIRE. 13.— Slough ( County).— For attempted rape, at Datchet, at 5 p. m. 28th ult.— A MAN, age 28, height 5 ft. 7 or 8 in., complexion, hair, and side- whiskers dark; dress, supposed brown jacket, brown guernsey ( torn down front), cord trousers, black and- white plaid cap with double peak. Information to Supt. Sutton, Slough. CAMBRIDGESHIRE. 14.— Isle of Ely ( County).— For stealing money at March, on 29th ult.—" JIMMY," age 50 to 53, height about 5 ft. 3 in., clean shaved, hair nearly grey, eyes weak and watery, sickly- looking, stoops slightly, slavers when talking, of dirty appearance ; dress, old dark coat, black greasy vest, cord trousers, with marks of leggings at bottom, blucher boots, black hard felt hat. He calls upon clergymen and others for work in gardens. Has been traced into Lincolnshire. Warrant issued. Information to Depnty Chief Constable Burrows, March. CHESHIRE. 15.— Birkenhead ( County).— For committing an offence under the Criminal Law Amendment Act, at Ellesmere Port, on 29th March and 4th April.— CHARLES BLAKE, known as " NOBBY," age 18, height 5 ft. 5 in., complexion, hair ( wavy) and eyes dark, very round- shouldered; dress, grey plaid jacket, white cord trousers, double- breasted cord vest with pearl buttons, side- spring boots, black hard felt hat. A labourer, supposed native of Bristol. Was employed as " Wheeler " on one of the steam navvies on the eastern section of the Ship Canal CORK ( NORTH). 16— Cork ( City). — For stealing £ 27, and a cheque on Bank of Ireland for £ 7, on 21st ult.— FRANK TAYLOR, age 23, height about 5 ft. 4 in., complexion fresh, hair light brown, eyes hazel; dress, grey tweed suit. Is a private soldier and officer's servant, and is a deserter from Shropshire Regiment. A native of Salop, and has friends residing at Sliortheath, near Wolverhampton. Warrant issued. Information to District Inspector Bourchier, Cork City. DEVONSHIRE. 17.— Barnstaple ( County).— For stealing, 15th ult., at Ilfracombe, 2 leather purses, containing £ 11 in gold— ANNIE MURPHY, age 25, short, complexion fair, hair very dark ( has been cut short, and now growing), eyes ( weak) dark; dress, black - and - white stripe bodice, black skirt, plain black stockingette jacket, bound with black braid, black bone buttons half way down in front, small black sailor hat, trimmed with black ribbon, thick lace boots; wears small pearl brooch. Native of Liverpool. Warrant issued. Information to Supt. Hobbs, Barnstaple. 18.— Exeter ( City).— For larceny ( lodgings)— LUCY GILL, alias ANGEL, age 20 ( looks older), height 5 ft. 5 in., slight build, complexion fresh, hair ( cut short and parted at side) dark brown, eyes hazel, heavy dark eyebrows, teeth much decaycd, cut mark left forefinger; dress, plain black dress, black double- breasted jacket, small black sailor hat, black gloves, boots worn at heels, small black brooch, respectable appearance. Her modus operandi is to obtain private lodgings, by representing that she is the daughter of a well known tradesman of an adjoining town, and has either lost her purse or missed the train. Warrant issued. Information to the Chief Constable, Court House, Exeter. 19.— Devonport ( Borough).— For deserting his wife and family, leaving them chargeable to the parish of Stoke Damerel— WILLIAM HENRY MOORE, age 33, height about 5 ft. 6 in., slight build, hair, moustache, and side whiskers dark, thin face, very red and blotchy, has peculiar eyes, one being black, the other grey, large scar behind right ear, husky voice; dress, dark blue short overcoat, black diagonal coat and vest, striped trousers, black hard felt hat; carried a black mackintosh. Had with him a large yellow tin trunk, a new leather portmanteau, a sugar box, with " Tate's Cube Sugar" thereon, and a basket containing a light brown suit, a suit of 2nd Devon Volunteer uniforn, and two clarionets. Has served in the 11th Devon Regiment, and was lately employed as toll collector in the Devonport Market. Absconded 24th March. Warrant issued. Information to Head Constable Evans, Devonport. ESSEX. 20. — Saffron Walden ( County). — For embezzlement — HENRY COTTELL, age 46, height 5 ft. 5 in., complexion fresh, hair, whiskers and moustache light brown, chin shaved, eyes grey, thin face, thick lips, fingers ( supposed left hand) contracted; dress, dark clothes and hard felt hat. A coach builder. Native of Saffron Walden. Warrant issued. Information to Supt. Simmonds, Saffron Walden. GLAMORGANSHIRE. 21.— Cardiff ( Borough).— For stealing a pony ( recovered) on 19th ult.— HARRY STAMP, alias " JONICHER," a horse- coper, age about 60, height 5 ft. 1 in., slight build, whiskers and moustache grey ( may have shaved), thin face and lips, nose much marked by smallpox, walks lame, the effects of a broken leg. May be found at low public- houses, and in company of low horse- dealers at fairs. Warrant issued. Information to Head Constable McKenzie, Cardiff HEREFORDSHIRE. 22.— Hereford ( City).— For stealing a canvas bag containing £ 57 10s. gold and 30s, silver— HANNAH REARDON, age 34, height 5 ft. 6£ in., complexion dark, hair very dark brown, large dark eyes, has lost the greater part of front teeth in uppor jaw; dress, black dolman mantle, brown staff dress ( too short for her), strong boots, bonnet and fall. A native of Abersychan, near Pontypool. Warrant issued. Information to Chief Constable Richardson, Here- ford. HERTFORDSHIRE. 23.— Hertford ( County).— For housebreaking, at Newgate- street, 12th ult., and stealing a sovereign and jubilee half- crown— WILLIAM HART, nick • name " TOPPER," age 37, height 5 ft. 7 in., com- plexion, hair, whiskers ( rather bushy) and mou- stache dark, supposed scar under one ear, apparently from burn ; dress, long dark overcoat, cord trousers ( fastened below knee with string or straps), light neckerchief tied in sailor's knot, heavy lace boots, dark cap with peak and small tassel each side. A native of Goose Green, Hoddesdon, Herts. Warrant issued. Information to Supt. Parish, Hertford. KENT. 24.— Ashford ( County).— For setting fire to printing offices at Ashford, on night of 12th ult.— FREDERICK DAY, age 23, height 5 ft. 2 or 3 in., complexion fresh, hair brown, eyes grey, stout build, thick- set, slightly bandy- legged, blind one eye ( supposed right) ; dress, black diagonal suit, black hard felt hat. A compositor; native of Maid- stone. Is very fond of football and cricket. Plays the clarionet, and has been in Volunteer band. Warrant issued. Information to Supt. Wenham, Ashford. 25.— Folkestone ( Borough).— For deserting his wife and child— MAURICE WOODS, age 25, height 5 ft. 7 or 8 in., hair light, slight moustache, eyes blue, thick lips, high forehead, peculiarly- shaped head. Has been employed at the Albert Docks, and lodged at Lady Ashburton's Sailor's Home, Canning Town. Is now supposed to be employed on a tram- car at East Greenwich, and said to be known at Thames- street, North Woolwich. Warrant issued. Information to Supt. Taylor, Town Hall, Folke- stone. 26.— Tunbridge Wells ( Borough).— For em- bezzlement — HENRY KEMP, alias JUMBO, a baker, age 23, height 5 ft., hair and moustache light, thin face, has a peculiar walk. Was employed here by a firm of mineral water manufacturers as carman. Is known at Eastbourne, and supposed to be in some town in Kent or Sussex. Warrant issued. Information to Chief Constable Embery, Tun- bridge Wells. LANCASHIRE. 27— Leigh ( County).— For stealing, 26th ult., a gentleman's silver chronograph watch, centre seconds, white dial, steel hands; a man's brown, blue, and grey mixture tweed jacket, brown buttons, blue striped cotton lining in sleeves, body lining dark brown; a dark brown plaid tweed vest, brown buttons, black- and white cotton lining; a black hard felt hat marked " M. T." in ink on leather lining; a pair of men's side- spring boots, broad toes, size 8, newly soled and heeled; a white cotton muffler; and two white pocket handkerchiefs— A man, who lodged in the house and gave the name of RICHARD HODGSON, age about 22, height 5 ft. 2 or 3 in., complexion dark, hair dark brown, moustache ( slight) dark, lost little finger of one hand; dress, mixture tweed coat ( skirts rather long), black and brown tweed trousers and vest, lace boots ( worn low at toes), . either the stolen hat or light plaid cap with peak. Was employed with Sedwick's circus as lamp- man. Stated his father keeps a chip, potato, tripe, and oyster shop in or near Bradford. Information to Supt. Higginbotham, Leigh. LEICESTERSHIRE. 28.— Belgrave ( County).— For obtaining money by means of forged cheques, at Aylestone Park— HUGH TUDOR JONES, age 40, height 5 ft. 6 in., FRIDAY, APRIL 24, 1891. THE POLICE GAZETTE. 8 complexion fresh, hair brown, round face ; dress, brown overcoat, dark mixture coat and trousers, black hard felt hat, usually wears leggings. A car- penter or builder; native of Penrhyn, Wales. Has been a sub- contractor on sewage works at Aylestone Park. Warrant issued. Information to Supt. Ormiston, Belgrave. 29— Leicester ( Borough).— For stealing boots. — ARTHUR SIMPSON, shoefinisher, age 29, height 4 ft. 11 in., complexion pale, hair brown, heavy dark moustache, eyes grey, four moles left side of face, stab- mark left groin ; dress, brown jacket ( small plaid pattern), dark cloth trousers, plaid cap. Is in the habit of frequenting low beer- houses, singing songs. Warrant issued. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 30.— Lincoln ( City). — For stealing £ 65— FREDERICK GODFREY, late a colour- sergeant in the Lincoln Regiment, age 29, height 5 ft. 6 in., complexion fresh, hair light brown, eyes grey, scar on upper lip, ship tattooed on breast, " F. D. G." on one wrist, woman on forearm, peacock on leg ; dress, light suit, and brown hat, wears a heavy plain gold ring, and as a disguise may wear spectacles. Is fond of attending race- meetings. A groom; native of St. Pancras, London. Absconded 29th ult. Information to Chief Constable Mansell, Lincoln. MONTGOMERYSHIRE. £ 1 REWARD. 31.— Llanidloes ( County).— For deserting his wife and family— RICHARD EVANS, a farm labourer, age 50 to 55, height 5 ft. 6 or 7 in., com- plexion pale, hair and side whiskers brown. A native of Llandinam, Montgomery. Was last heard of in February last, at Llwynogrant Farm, near Cardiff, in which neighbourhood he is supposed to be working. The above reward will be paid by the Guardians of Newton and Llanidloes Union for the arrest of Evans. Warrant issued. Information to Sergeant Humphreys, Llanidloes. NORFOLK. 32.— King's Lynn ( Borough).— For stealing a lady's small silver geneva watch, No. 22416, blue flower on dial; a pair of light trousers ( new) ; a brown muffler; a sailor's white bag; and 5s.— JOHN GREENHAM, age 17, height 4 ft. 10 in., complexion fair, hair ( long) dark brown, small eyes, large head and nose, one arm has been broken ; has been a short time at sea; dress, black greasy over- coat, dirty grey trousers, naval cap, with drooping peak. Native of Cambridge. Late of Finchley, London. Information to Chief Constable Ware, King's Lynn. NORTHAMPTONSHIRE. 33.— Northampton ( Borough).— For stealing, 16th ult., £ 34— CHARLES PARR, a cashier, age 25, height 5 ft. 10 in., rather stout, slight light moustache, eyes light blue, respectable appcarance, wears patent leather boots. A good football player. Left Northampton on the morning of the 17th inst., booking for Dover, but no doubt changed his route for either London or Liverpool. May endeavour to leave the country or to enlist. Enquiries are requested at shipping offices and recruiting depots. Warrant issued. 34.— Northampton ( Borough).— For attempt- ing to obtain property by means of a fictitious cheque— A man who gave the name of. PERCIVAL GRANT, age 25 to 30, height 5 ft. 3 or 4 in., com- plexion and hair dark, small dark moustache of about a fortnight's growth, otherwise clean shaved, left eye bloodshot; dress, dark clothes, black billy- cock hat, sometimes wears a brown covert coat, and two ( supposed imitation) diamond rings; respectable appearance. This man calls upon refreshment and lodging- house keepers, furniture dealers, and jewel- lers, representing to those who let apartments that he is an tigent and manager of the London and Provincial Apartments Agency and Guide, 4A, Fleet- street, London, and produces printed cards to this effect. Upon visiting jewellers and furniture dealers, he makes purchases, and presents a check in pay- ment, and also requests that the change ( if any) may be handed to him. On 21st ult. he presented a cheque for £ 19 upon the bank of G. Barker & Co., Mark- lane, London, which has been returned " no account." Warrant issued. SHROPSHIRE. 35.— Shrewsbury ( County). — For obtaining money by false pretences- SAMUEL WESTON, age 70 ( looks younger), height 5 ft. 3 in., com- plexion fresh, hair ( turning grey) brown, eyes blue, prominent nose, scars both eyebrows, right cheek- bone, and left elbow, both big toes deformed; dress, drab slop, grey cloth trousers, patched at knees, black or brown hard felt hat, strong lace boots, may be wearing a brown overcoat. WARWICKSHIRE. 40.— Leamington ( Borough). — For obtaining money by false pretences— PERCIVAL GRANT, alias EDWARD MORYILLE, age 25, height 5 ft. 3 in., thick set, complexion pale, hair light brown, moustache slight, high cheekbones, wide mouth, left eye bloodshot; dress, grey dust overcoat, brown plaid jacket and vest, blue trousers, shabby thick lace boots, brown hard felt hat, and brown kid gloves; wore a steel watch- chain and two large imitation diamond rings; carried an ebony stick with silver- plated knob. This man called at a number of places where apartments were to let, took the same for three months, stating they were for his wife and com- panion, who would follow in a few days. He then produced a cheque- book, saying he would pay in advance, and wrote a cheque for a larger amount than was required, and drew the balance. A six- chambered revolver loaded in four chambers was found near the body. Has in his possession a tourist's guide for England, a photo of a lady and two children, also a letter from Thomas A. Ashton, Esq., Sheffield, treasurer of the Young Men's Christian Association there ( supposed a forgery), which states thf t Lundberg acted as guide to the English delegates at the World's Young Men's Christain Association, held at Stockholm three years ago, and speaks highly of him. States that he got money from a Mr. Rathkens, at Sheffield, also the " Pastor" at Grimsby. He represents that he is second officer of one of the Wilson liners of Hull.
