Particulars concerning personswhose apprehension is sought will be inserted in one issue of the POLICB GAZBTTB, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property mill be likewise inserted m one issue, if sufficient to enable the article in question to be thereby identified. 4. In aU cases where a reward is offered the name and address of some person responsible far the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension t » sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of lbs. per portrait, and of Is. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank Han Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted iss - the POLICB GAZEITB, must, on their apprehension or recovery, at once transmit to the Bdittr notice of the fact, referring to the number of the announcement for insertion in the next issue, 10. In all cases, the officer signing the request for insertion of any announcement, trill it wholly responsible for any proceedings whicA may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later thorn noon on IFednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be IN advance, either at the office, New Scotland Yard, by cheque, crossed " Vrummond 3( Co.," Post Office Order payable at Charing Cross, Postal Order, or im Stamps. 13. Advertisements are accepted for the POLICB GAZETTE through Mr. James Willing, 12J, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed iu relation to the following points- fa) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan To1 ice Fore i at which Notices can be posted. NOTICE. METROPOLITAN POLICE DISTRICT. 1.—" WILSON, JENNER & Co , The British and Foreign Debt Recovery and Accountancy Offices." Attention is again requested to the notice about this firm, which appeared in the POLICE GAZETTE of the 13th, 20th, and 27th February. It has since been ascertained that the man who carries on this business is one DAVID HARDIE, living at Creek End, Chertsey- road, Shepperton, and he has lately moved his office to 63, Outer Temple. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 2.— A Division.— For embezzlement— JAMES LONG, a solicitor's clerk, age 40, height 5 ft. 8 or 9 in., completion florid, hair light brown, clean shaved, eyes blue, long thin face, thin nose ; dress, dark blue overcoat, black coat and vest, light trousers, and high hat. A native of Wandsworth, Surrey. Associates with betting men. Warrant issued. 3.— G Division— For stealing £ 29 — JAMES CODMAN, a draper's manager, age about 33, height 5 ft. 6 in., complexion pale, hair brown, eyes blue, clean shaven; dress, dark grey overcoat with band, black coat and vest, tweed trousers, low black felt hat. A native of Walsingharn, Norfolk, where he may visit his relations. Absconded 30th ulto. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BERKSHIRE. 4.— Wokingham ( County). — For stealing, 19th ult., a quantity of carpenter's tools ( recovered) — TWO MEN: lst, age about 30, height 5 ft. 8 in., complexion fresh, hair and moustache light brown ; dress, pepper- and- salt suit, black hard felt hat, blucher boots. 2nd, age about 25, height 5 ft. 7 or 8 in., complexion and moustache dark ; dress, dark suit, black cap with peak, blucher boots. They had the appearance of having been soldiers; supposed tramps. These men were traced to Clewer, where they were seen on the morning of 20th; one of them was carrying a basket of tools, which was sub- sequently found in a meadow there. Information to Supt. Atkin, Wokingham. 5.— Windsor ( Borough). — For illegally pawn- ing a watch, 10th January last — FREDERICK PRAGNELL, ajwatchmaker, age about 25, height 5 ft. 5* in., complexion fair, hair light brown, slight moustache, eyes blue, turns in one foot when walk- ing dress, black^ coat and vest, black and white mixture trousers, brown hard felt hat, blue tie, low shoes. Supposed native of Sherbourne, Dorset, where his father resides. Warrant issued. Information to Head Constable Armour, Windsor. DERBYSHIRE. 6.— Chapel - en - le - Frith ( County). — For stealing jewellery ( Case No. 51, 13th ult.)— THOMAS WHITING, alias CULLE, age about 24, height 5 ft. 7 or 8 in., slight build, complexion fair, hair light, moustache slight, figure of a woman tattooed on one arm, and heart with spear through on the other; dress, dark ribbed overcoat, grey navvy's jacket, black vest, grey trousers, blue neck- erchief, with round white spots, hard felt hat. A navvy. Supposed native of Birmingham. May seek work on new railways or other public works. Warrant issued. Information to Supt. Hallam, Chapel- en- le- Frith. 7.— Derby ( County). — Woodcut portrait and description of WILLIAM SMITH PORTER, alias SHIRLEY WYNNE, CHARLES GREGORY, HENRY WOODS, GEE, GALLOWAY, and EDWARD ELLIS, a solicitor's clerk, late of New- market, whose apprehension is sought for obtaining £ 50 by means of bogus deeds at Long Eaton, 4th ult., age 36 ( looks older), height about 5 ft. 2 or 3 in., complexion dark sandy, bloated, pimpled face, red uose, hair brown, large drooping moustache sandy, thick eyebrows, sharp piercing eyes, large head; gentlemanly appearance and good address, jocular, though of serious appearance when not in conversation, short, quick step, carries left hand in trousers pocket, swings right arm freely. Fre- quents good hotels, and is fond of bitter beer. Wears eye- glasses with gold thread attached. He has a book of cheques on Messrs. Smiths' Bank, Long Eaton," and also one on " London and County 2 T H E POLICE GAZETTE. FRIDAY, APRIL 3, 1891. Bank, Maidstone," but lias no account at either Native of Hilgay Fen, Isle of Ely. It is requested that bankers be informed of this man, and that he be detained, should he present any of the above cheques, or spurious deeds. Warrant issued. 8.— Derby ( County).— For stealing £ 1 3s. 10£ d., 11th ult., at Littleover— JOHN SALT, a farm- servant, age 24, height 5 ft. 5 or 6 in., complexion, hair, and moustache light, boil mark right of neck; dress, - white slop, fustian trousers, grey stripe cap, white neckerchief, heavy nailed boots. Native of Denstone, Staffs. Warrant issued. Information to Deputy Chief Constable Hunter, County Police Office, Derby. ESSEX. 9. — Southend ( County). — For stealing a watch- chain ( recovered), and a silver locket and chain, 1st inst.— BEATRICE HUNTLEY, age 43, height 5 ft. 7 in., hair dark brown, eyes hazel, red face, walks quickly, very stout build; dressed in black, having recently lost her husband. A laundress. Supposed native of Ipswich. Warrant issued. Information to Supt. Hawtree, Southend. FLINTSHIRE. 10.— Mold ( County). — For embezzlement — THOMAS PERRY, age 35, height about 6 ft., complexion sallow, hair and eyes brown, walks with a long slow stride and bends forward at knees, long legs; dress, black cloth jacket, cloth vest with yellow stripes, fustian ribbed trousers, lace boots, black hard felt hat. Is used to farm- work, attend- ing horses, & c. Warrant issued. Information to Deputy Chief Constable Bolton, Mold. GLAMORGANSHIRE. 11.— Cardiff ( Borough).— For unlawfully and maliciously wounding a female, lGth ult.— WILLIAM MORRIS, age 24, height 5 ft. 8| in., complexion fair, hair light and curly, moustache ( slight.), is of drunken habits, and will be found in the company of prostitutes. A boilermaker's helper; native of Bristol. Is known at most sea- port towns. His father resides at Kingsland- road, St. Phillip's, Bristol. Warrant issued. Information to Head Constable McKenzie, Cardiff. HAMPSHIRE. 12.— Gosport ( County). — For stealing, 20th ult.— 1 large silver spoon ; 3 silver dessert spoons; 3 silver forks ; and 1 silver tea spoon, all old- fashioned silver with double bevel on handle, and engraved with crest— raven with two wings in crown ; 1 silver afternoon tea spoon, twisted handle, with figure of a man at end— A MAN, age about 50, height 5 ft. 8 or 9 in., whiskers and beard ( short) white; dress, brown or grey suit, brown hat; carried a green case containing combs and buttons, which he hawks. Information to Supt. Catchlove, Gosport. HERTFORDSHIRE. 15.— Hitchin ( County).— For using snares to take game, and assaulting gamekeepers at Kings- walden and Offley, on 1st November, 1890 — ALFRED BUTTERFIELD, age 33 or 34, height 5 ft. G in. without shoes, complexion fresh, hair light brown, eyes blue, scar on nose; dressed as a labourer. A native of Luton, Bedfordshire. GEORGE TAYLOR, alias GEORGE THOMAS TAYLOR, age about 25, height 5 ft. 9 in., com- plexion fair, hair brown, eyes grey, long face, ring tattooed first, second, and third fingers left hand, birth- mark right blade- bone; dressed as a labourer. A native of Luton, Bedfordshire. These men are notorious poachers, and may be committing offences in other districts. Warrant issued. Information to Supt. Reynolds, Hitchin. HEREFORDSHIRE. 13.— Ledbury ( County).— For stealing £ 7, the money of her parents— ALICE PHILLIPS, age 17, height 5ft. 2 in., complexion pale, hair dark, eyes grey, scars on chin from bite of a dog, two moles on right cheek; dress, black curly jacket with large buttons, grey dress with white stripes, black hat trimmed with red and bunch of forget- me- nots on top. May be found in the company of prostitutes. A native of Colwall. 14.— Ledbury ( County). — For burglary at Colwall, 28th ult., and stealing a piece of beef; a wild rabbit; a yellow dish, containing lard ; a large red muffler, with white spots; and a pair of men's nailed boots, with toe- caps, three or four nails out of the toe of right boot— TWO TRAMPS, 1st, age about 25, height 5 ft. 7 in., beard sandy; dress, short dark jacket, moleskin trousers, black cap; supposed wearing the stolen bouts. 2nd, age about 30, height 5 ft. 8 in , complexion dark; dress, long overcoat, moleskin trousers, bhick hard felt hat. Information to Supt. Cope, Ledbury. LANCASHIRE. 16.— Ashton- under- Lyne ( Borough). — For stealing, 30th ult., a large tin cash- box with brass handle on top, containing £ 15 10s. in gold; 1 lady's gold watch, had attached a silver guard, small links, a gold fiddle, gold harp, silver kettle and locket, and a silver coin attached ; 4 gold rings ( 2 keepers, 1 heavy, set corals, one missing, and 1 extra heavy) ; a jubilee 5- shilling- piece brooch; 1 pair gold ear- rings, long drops— MICHAEL DWYER, age 18, height about 5 ft. 4 in., complexion fresh, hair dark brown, sharp nose, scar under right cheek- bone; dress, sleeved vest, brown velveteen front, moleskin back, 5 black buttons down front, light tweed trousers, two- peaked cap, lace boots. Supposed native of Manchester or Salford. Information to Chief Constable Snell, Ashton- under- Lyne. 17.— Salford ( Borough).— For stealing £ 30 WILLIAM DURRANT, age about 20, height 5 ft. 8 in., complexion pale, hair dark, slight mous tache, lumpy face, right cheek swollen ; dress, grey coat, black hard hat, strong boots. Has been employed as a workhouse porter or labourer. Native of Norfolk. Warrant issued. Information to the Chief Constable, Town Hall, Salford. LINCOLNSHIRE. 18. — Grantham ( County). — For stealing, at Honnington, 24th ult. — 1 silver scent bottle, round sides, ribbed, blank places left for initials; 1 plain silver box, about 3 inches long and 1 inch wide, con- taining a pair of silver scissors, a knife and a silver bodkin; 1 small silver box, shape of a heart, with crown on lid; 1 silver- gilt box, washed over with gold, about 5 inches long and 2 inches wide, chased on top— GEORGE BURGESS, age about 30, height 5 ft. 9 in., complexion dark, hair and moustache black, supposed to have a hare lip which his moustache covers; dressed in black coat which comes below knees, and brown hard felt hat. A wood- carver ; native of Penzance. His modus operandi is to call upon the clergy and gentry with a begging letter, which states he is deaf and dumb, and, in order to answer any questions which may be put to him, he carries a few papers and pencils in his hand to write down questions and answers. He is neither deaf nor dumb. Warrant issued. Information to Supt. Taylor, Grantham. NOTTINGHAMSHIRE. 19.— Mansfield ( County).— For embezzlement — JOHN WHITEN, age 26, height 5 ft. 6 in , com- plexion fresh, hair brown, full beard, whiskers and moustache dark sandy; dress, black pilot jacket, dark cloth trousers, strong lace boots, black hard felt hat. A coal agent, but may now seek employment at collieries. Absconded 27th February. Warrant issued. Information to Supt. Tomasson, Mansfield. STAFFORDSHIRE. 20.— Brierley Hill ( County).— For stealing a brown leather bag and a case containing a quantity of surgical instruments ( recovered) — JAMES CLARKE ( supposed false), age about 40, height 5 ft. 10 in., slight build, complexion pale, hair, whiskers, and moustache ( cut short) brown, stubby beard, about 14 days' growth, eyes dark; dress, short brown cloth jacket, corduroy or moleskin trousers, white muffler, heavy lace boots, light- coloured cloth cap. Stated he was a native of Leicester. Is supposed to be tramping the country accompanied by a boy, age 8, dressed in corduroy knickerbocker suit ( much worn), old button boots, and cloth cap. They usually sing songs or hymns in the streets. Warrant issued. Information to Supt. Woollaston, Brierley Hill. SUFFOLK. 21.— Ipswich ( County).— For stealing a silver watch ( found pledged in Ipswich in name of Henry Bennett)— A man who gave the name of HORN, age about 40, height 5 ft. 4 in., hair, whiskers, and moustache dark, large head, full, bloated face; dress, dark clothes, and hard felt hat. He is a tramping watchmaker and clock- cleaner, stays at common lodging- houses, and carries a small black leather bag, containing his tools. Supposed to have left Ipswich about a month since, and is likely to be found in London. This man stayed in a lodging, house in Ipswich, and went out into the villages round getting watches and clocks to clean, some of which he has returned, and some not. Stated he was a native of Belgium. Speaks with a foreign accent. Warrant issued. Information to Deputy Chief Constable Fisher, Ipswich. SURREY. 22.— Guildford ( Borough).— For stealing union clothing — DENNIS DORAN, a tramp, age 45, height 5 ft. 8 or 9 in., thick- set, complexion, hair ( turning grey), and eyes dark, shamrock tattooed on one arm, bugle on the other; dressed in union clothing, drab corduroy suit ( new), marked " Guild- ford Union," new boots, marked " G. U." Stated he was a bricklayer ; may be working at his trade. Absconded from Guildford Union, 29th ult. Information to Head Constable Berry, Guildford. SUSSEX ( EAST). 23.— Eastbourne ( County). — For stealing a cash box, cheques, money, watch, & c.— HUGH FRANCIS THOMAS, alias DOCTOR THOMAS, THORNTON, and BROWN, age about 42, height about 5 ft. 10 in., complexion sallow, hair ( thin on top) and moustache ( thin) light brown, eyes ( sunken) steel- grey, appeared slightly crossed, cut mark down forehead, across nose and left cheek, small head; dress, dark overcoat, dark blue striped frock coat with silk facings and vest to match, striped trousers, black tie, and pin with brown oblong stone, black hard felt hat. Supposed native of Australia. Photograph will be forwarded on application. ( See Case No. 34, 13th ult.) Information to Supt. Newnham, Eastbourne. WARWICKSHIRE. 24.— Aston ( County).— For falsifying accounts— THOMAS OLIVER WILLIS, a cashier, age 26, height about 5 ft. 11 in., slender build, complexion fresh, hair light brown, moustache light, eyes grey, pock marks on cheeks. Native of Birmingham. Warraut issued. Information to Supt. Walker, Aston. 25. — Leamington Spa ( Borough). — For obtaining goods by false pretences— A man giving the name of W. P. PILKINGTON, alias CAPTAIN PETRE, age 55 to 60, height about 5 ft. 6 in., broad build, complexion pale, moustache and side- whiskers grey, eyes blue, very peculiar, unsettled, nervous expression, fat hands, very hairy on the backs; dress, dark suit, high hat, also has in his possession a black bowler hat, a cap with peak and white flaps, a light suit, and long dark overcoat— by all of which he varies his appearance. Had in his posses- sion a prescription, alleged to have been written by Sir Wm. Gull, about which ho talks a great deal. Is accompanied by a WOMAN ( whom he calls his wife), ago 45 to 50, somewhat taller than the man, thin build, pale face, small features, hair light brown, eyes blue ( cast in right) ; dress, navy- blue dress with red trimmings, long dark jacket, brown hat with fur brush, may be wearing a black velvet mantle. They take furnished lodgings, obtain goods on credit, under various pretences, from tradesmen, chiefly drapers, tailors, and wine merchants, and decamp. They left here, 16th ult., by the 10 a. m. train for Birmingham, but may have gone on to FRIDAY, MARCH 3, 1891. THE POLICE GAZETTE. 5 some other station further down the line. Had with them a large sqnare basket with American- cloth cover, a large black portmanteau, a hamper, and a black enamelled square tin- case with two straps. Warrant issued. WORCESTERSHIRE. 26— Great Witley ( County).— For stealing a leather strap and 4 shoemaker's awls, 28th February last— THOMAS BARRETT, alias " PEG LEG," age about 40, height 5 ft. 7 in., complexion fresh, hair and moustache brown, eyes supposed grey, lost left leg; dress, dark blue overcoat, with velvet collar, dark tweed jacket and vest, dark cloth trousers, lace shoe, black bard felt liat. A shoemaker. Native of Bayston Hill, Salop. Warrant issued. Information to Sergeant Haynes, Tenbury. 27.— Upton - on - Severn ( County). — For breaking into a wash- house at Longdon, 29th ult., and stealing about 8 lbs. of green bacon ; a white tea towel, with small red stripe forming a square about an inch ; a small net window blind ; 2 old blacking brushes; and an ash boiler stick, about 3 ft. long.— TWO MEN, 1st, age about 27, height 5 ft. 6 or 7 in., slight build, complexion fair, hair brown, clean face ; dress, drab jacket, cord or mole- skin trousers, drab cap. 2nd, age 30 to 35, height 5 ft. 5 or 6 in., complexion very dark, hair dark, small moustache ; dress, dark jacket, cord or mole- skin trousers, red neckerchief, black hard felt hat; carried an oval- shape white twig basket; one had boots with half- inch tips on heels, the other had square- headed nails round heels. Appearance of tramps. Information to Supt. Drury, Upton- on- Severn. YORKSHIRE ( EAST RIDING). 28.— Pocklington ( County).— For stealing, be- tween 19th and 22nd ult., at Market Weighton, a black diagonal ribbed cloth coat, 2 pockets behind, an inside right breast ticket pocket; a vest of same material; 1 pair light grey stripe trousers, " Crowell" stamped on buttons; 1 pair enamelled leather boots, kid tops, patent leather lace; 1 white silk hand- kerchief, and a one- dollar note— A MAN, who slept at the Londesbro' Hotel, and left without paying his bill, age about 25, height 5 ft. 9 in., complexion fair, hair and moustache light; dress, black mackin- tosh, dark coat and vest, light trousers, brown felt hat, blue and white tie, lace boots. Had in his pos- session a brown leather bag. Information to Supt. Farrah, Pocklington. PERSONS IN CUSTODY. METROPOLITAN POLICE DISTRICT. 29.— N Division.— Committed for trial at the Central Criminal Court, 6th inst., for obtaining sums of money from young men as premiums to supply them with outfit, and get them a situation as steward on board ship — GEORGE PAGE, alias HENRY FRASER, CONYERS, and CHALKLEY, age 35, height 5 ft. 5 in., complexion fair, hair brown, moustache light, eyes grey ; dress, light check over- coat, black jacket, brown striped trousers, lace boots, high silk hat. A native of Traro, Cornwall.— JOHN PAGE, alias KELLY and PAYNE, age 26, height 5 ft. 5 in., complexion fair, hair brown, mous- tache light, eyes grey; dress, dark overcoat, with velvet collar, blue cloth jacket, with silk facings, lace boots, high silk hat. A native of Truro. 30— P Division.— Committed for trial at Maidstone Quarter Sessions, 9tli inst., for house- breaking— WILLIAM SKINNER, alias WILLIAM HENRY STRINGER, JEFFREY, BUTCHER, COCKNEY BILL, and DARKIE ( see Case No. 1, 6th February last). Has visited Leicester and Cambridge during present year.
