All announcements for insertion in the Polios GAZBTTI, and all communications upon them should be addressed to THE EDITOB OI THI POLIOS GAZBTTI, NBW SCOTLAND YABD, LOUDON, S. W. 8. Particulars concerning persons whose apprehension is sought will be inserted in one issue oftht POLIOB GAZBTTH, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. Qd. per photograph or sketch of a stolen article, including the expense of engraving on wood. fl. livery announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and mre alphabetically arranged by counties. ' g. The force which causes particular! concerning delinquents or stolen property to be inserted in the POLIOB GAZBTTB, must, on their apprehension or recovery, at once transmit to the Edit* notice of the fact, referring to the number of the announcement for insertion in the next issue 10. In all cases, the officer signing the request for insertion of any announcement toill be wholly responsible for any proceedings whic/ i may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of orime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed in relation to the following points— ( 0) The amount of the reward. ( 1) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Folia Force at which Notices can be posted. NOTICE. METROPOLITAN POLICE DISTRICT. 1.—" WILSON, JENNER& Co. The British and Foreign Debt Recovery and Accountancy Offices : Head Office, Finsbury Square Buildings, 1 & 2, Chiswell Street, Finsbury Pavement, London, E. C." For some years past the Metropolitan Police have received complaints from all parts of the country about this Firm. Though they have not yet suc- ceeded in discovering who the man is who trades as above, or where he lives, the inquiries made give proof that the numerous complaints received are well founded, and that the business is thoroughly fraudulent. The Assistant Commissioner, Criminal Investigation Department, will be prepared to assist any one who has been defrauded and wishes to prosecute. Meanwhile, he wishes to give this warning to other Police Forces, as the man has agents in various provincial towns, and advertises in provincial newspapers. If such an advertisement appears in any London paper, the Metropolitan Police will warn the Editor that it is a fraud. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 2. — ( Convict Supervision Depart- ment). — Woodcut portrait and description of Expiree WILLIAM SKINNER, alias WILLIAM HY. STRINGER, Office No. 36019, whose apprehen- sion is sought for housebreaking at Penge, on 26th ult., also on a warrant for failing to report while on license, age 33, height 5 ft. 6 in., complexion dark, hair dark brown, eyes hazel, scars back of head, on right eyebrow, left side top lip, inside left forearm and on left shin, cupping marks on breast, blue mark ( faint) on left wrist and back of hand. Sentenced at Central Criminal Court, 16th September, 1884 to 5 years penal servitude for housebreaking. Licensed 7th September, 1888. Information to the Assistant Commissioner, Con- vict Supervision Department, New Scotland Yard, S. W. 3. — C. I. Department. — For forgery in Germany — MICHAEL LEWIN, age 40, height 5 ft. 7 in., complexion fresh, hair dark, moustache light, eyes grey, smallpox marks on nose, defective teeth ; dress, black summer overcoat, blue cloth coat, blue striped stockings, and side- spring boots. A German. Extradition warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 4.— For larceny ( servant) — HERMANN M. DANZIGER, late of 11, Bow- lane, Cheapside, age 45 to 50, height 5 ft. 7 in., complexion swarthy, hair and small side whiskers dark, large nose, stoops, drags his left foot, and generally carries an umbrella to assist him in walking ; dresses respectably and wears gold- framed spectacles. BERKSHIRE. 5. — Wallingford ( County). — Escaped from Moulsford Lunatic Asylum— JOHN BLOY, age 44, height 5 ft. 1 in., complexion fresh, hair light brown, eyes blue, squints, 3 scars left arm, 1 right, 4 wounds left shin, 3 right shin, right 3rd finger deformed ; dress, blue serge suit. Information to the Chief Constable of Berkshire, Reading, or to Supt. Borlase, Wallingford. BUCKINGHAMSHIRE. 6— Buckingham ( County). — For bigamy — WALTER CLARK PERKINS, age 28, height 5 ft. 2 in., complexion fair, hair light brown, eyes grey, scar on forehead, cut mark on left little finger; dress, dark overcoat, brown- striped suit, light leg- gings, black tie and horseshoe pin, plain or brown cap. A groom; native of Luton, Bedfordshire. Warrant issued. Information to Supt. Shepherd, Buckingham. * CAMBRIDGESHIRE. 7. — Bottisham ( County). — For attempted rape, 5th inst., at Cherryhinton — EDWARD HATLEY, age 33, height 5 ft. 11 in., complexion sallow, bloated face, hair dark, moustache brown, eyes hazel, slightly knock- kneed ; dress, brown cloth jacket, worsted guernsey, check cord trousers ( tight fitting), black round felt hat, with broad brim and elastic guard and bar. A labourer, native of Cherry- hinton. Warrant issued. Information to Inspector Redhouse, Bottisham. 2 T H E POLICE GAZETTE. TUESDAY, FEBRUARY 17, 1891. CARMARTHENSHIRE. 8.— Llanelly ( County).— For stealing £ 5 7s., on 25th ult.— ARTHUR JONES, age 21, height 5 ft. 5 or 6 in., slight build, complexion dark, whiskers nnd moustache about a month's growth, thin face, tattooed on arms, scar extending across forehead under hair ; dress, moleskin jacket ( dirty about sleeves) and vest, dark ribbed trousers, old leather leggings, heavy nailed boots, and cap. Pre- vious to 17th March, 1685, he was an inmate of the Middlesex Industrial School, Feltham, and since then has been employed as a farm servant, and for t short time supposed to have l> een employed as labourer at a colliery near Neath. Warrant issued. Information to Supt. Scott, Llanelly. CARNARVONSHIRE. 9.— Conway ( County).— For horse- stealing and setting fire to an out- building, whereby 3 cows were burnt to death— ELIAS ROBERTS, alias ELIAS PENRALLT, age 59, height 5 ft. 8 in., complexion sallow, hair and whiskers ( turning grey) brown, eyes hazel, heavy eyebrows, oval face, stoops a little when walking; dress, bine linen jacket, fustian trousers, and " jimcrow " hat. DURHAM. 10.— Durham ( City).— For failing to report— License Holder THOMAS TAYLOR, alias SCOTT, Office No. 40765, age 55, height 5 ft. 9j, complexion fresh, hair dark brown, eyes brown, scar on bridge of nose, and a bullet scar above left knee, birth- mark on right thigh, 1st and 4th right fingers crooked, M. TAYLOR and mole on left forearm, D on left ribs. Sentenced at Newcastle, 5th January, 1887, to 5 years penal servitude for larceny. C N 1500. Information to the Chief Constable, Durham. ESSEX. 11.— Chelmsford ( County).— For deserting his children, leaving them chargeable to the Chelmsford Poor Law Union— CHARLES TRUSSELL, alias WARREN and " BOSS," age 35, height 5 ft. 7 or 8 in., complexion fresh, hair light brown, moustache and side whiskers sandy, has rather a roman nose, is fond of drink, has been a soldier ; dress, black coat, cord trousers, hard hat or double- peak cap. A native of Great Baddow. Usually works with threshing machines. Warrant issued. 12. — Chelmsford ( County). — ALFRED HENDERSON BARNETT, alias BURRIDGE, Case No. 11, 30th ult., has not yet been apprehended, and is now believed to have enlisted in the Army. It is requested that enquiry be made at recruiting stations, barracks, & c. Photograph can be seen on application. Information to Deputy Chief Constable Somerset, Chelmsford. FLINTSHIRE.. 13.— Mold ( County).— For stealing a blue cloth Inverness coat and cape— JOSEPH EYANS, alias " DODGER," age 50 to 55, height 5 ft. 5 or 6 in., complexion fresh, hair grey, cut mark down centre of forehead, left arm broken; dress, dark plaid suit, light brown felt hat; maybe wearing the stolen coat. Stated he had recently been training horses for Lord Combermere. Supposed native of near Ruthin, Denbighshire. Warrant issued. Information to Deputy Chief Constable Bolton, Mold. GLAMORGANSHIRE. 14. — Pontypridd ( County). — For stealing money, 21st nit.— CHARLES LEE HUTCHINGS, a county court bailiff, age about 28, height 6 ft., stout build, complexion fair, hair light brown, very little moustache, walks erect; dress, when last seen, drab overcoat with cape, and cap with peak. Was seen at Bristol on 22nd ult. Is an ex- member of the Metropolitan Police. His father resides at Bide ford, where he is supposed to be chief bailiff. Warrant issued. Information to Deputy Chief Constable Matthews, Pontypridd. 15.— Cardiff ( Borough).— For stealing a photo- graphic lens, j- plate, " Delemere " patent, maker's name, " Dtilymaris, London," on brass- plate on side — GEORGE WILLIAMSON, a photographer, age 30, height 5 ft. 7 in., complexion fair, moustache sandy; dress, dark small- plaid suit, blue necktie with white spots, and horse- shoe pin, black bowler hat. May endeavour to obtain employment, as an " all- ronnd hand," with photographer in small way of business. Warrant issued. Information to Head Constable McKonzie, CarditT. GLOUCESTERSHIRE. 16. — Fishponds ( County). — For larceny ( bailee) — WILLIAM GREEN alias WILLIAM RODGERS, a labourer, age 23, height 5 ft. 2 or 3 in., complexion dark, hair and small moustache dark brown, eyes ( small) very dark; dress, old dark clothes, long blue butcher's jacket, old blue serge cap. Native of St. George's, near Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. HEREFORDSHIRE. 17.— Bromyard ( County). — For unlawfully wounding, 20th ulto., at Bishop Frome— HARRY PHELPS, alias BREWER, age 20, height 5 ft. 4 in., complexion pale, feminine features, hair ( rather long and curly) light, thin side- whiskers, eyes blue; dress, brown plaid jacket, dirty white slop, cord vest and trousers, strong lace boots. May be found working at farm- houses or with hauliers. Native of Dymock. Warrant issued. Information to Supt. Ovens, Bromyard. HERTFORDSHIRE. 18.— Hertford ( County).— For embezzlement— CHARLES ROBERT FLITTON, age 40 to 45, height 5 ft. 10£ in., complexion dark, hair ( parted in centre and thin on top) dark brown, rather slight side whiskers, dark, moustache inclined to sandy, chin shaved, walks erect, very fond of smoking and talking when in company, can speak French and German, pleasant and gentlemanly appearance; dress, black diagonal morning coat and vest, dark stripe trousers, black hard felt hat, spring- side boots, generally wears a gold watch and chain. Warrant issued. Information to Supt. Parish, Hertford. KENT. 19.— Chatham ( County). — For stealing, 26th ulto.— A pair of maltese round gold ear- rings, with red stone ; a maltese gold brooch, long, with black figured stone; a gold mourning ring, with hair; and a small morocco leather watch box, " Benson, London " inside— A man who lodged in the house and gave the name of W. EDMONDS, age about 25, height 5 ft. 10 in., complexion, hair, small mous- tache, and eyes dark, eyelids droop; dress, short blue cloth overcoat, with velvet collar, grey under- coat, dark brown trousers, blue and red stripe silk scarf, black hard felt hat. Stated he was business agent in advance for Mr. Edward Graham Falcon's Dramatic Company. He has a number of gold- edge cards in his possession, bearing that company's name, which he produces when applying fer private lodgings. Information to Supt. Coppinger, Chatham. 20.— Sevenoaks ( County).— For burglary, at Sevenoaks, 14th ulto., and stealing 4 gravy spoons; 6 table spoons ; 10 soup spoons ; 15 dessert spoons ; 24 tea spoons ; 10 large forks ; 17 small forks; 2 sauce bowls ; 12 fish knives and forks ; 12 dessert knives and forks ; 1 sugar sifter, all electro- plated ( the plate is very old- fashioned, rat- tail pattern, the forks have only three prongs, with crest— a griffin with six stars holding a feather) ; 1 gold enamelled bonbonier box; 1 silk carriage rug; 1 heavy Inverness cape ; 2 light Inverness capes ; 1 covert coat; 1 heavy brown overcoat and other coats; 1 brown felt hat; and 1 silk umbrella, with " F. T." in silver on top— TWO MEN, 1st, age 35 to 40, height 5 ft. 10 or 11 in., complexion, hair, and whiskers dark; dressed in stolen overcoat, and black hard felt hat. 2nd, age about 30, height 5 ft. 6 or 7 in., complexion pale, sickly- looking; dressed in stolen overcoat and hat. They left Sevenoaks for Ton- bridge, by first down train, where they re- booked for London Bridge. Information to Supt. Waghorn, Sevenoaks. 21.— Margate ( Borough).— For obtaining money by false pretences in December last— S. NICHOLS, age 30 to 35, height 5 ft. 7 in., complexion fresh, moustache ( slight) light,! small side - whiskers, shabby- genteel appearance; carried a small black bag. He called on several shopkeepers, stating he was a canvasser for the Kent and Sussex Trades Directory, and obtained orders for advertisements, giving receipts on a memorandum form, with " R. Arnold, Kent and Sussex Trades Directory for 1891; 241, Mayhall- road, Brixton," thereon. Warrant issued. Information to Chief Constable Buck, Margate. LANCASHIRE. 22. — Ormskirk ( County). — For stealing a shirt and a pair of boots— A YOUTH, age 15, height 4 ft. 7 in., complexion fresh, hair brown, eyes blue, lost third and fourth fingers right hand, six blue dots left arm. His mother resides at 19, Mill- street, Kirkham. He has been convicted for stealing timber, sleeping out, and stealing a watch and chain, on 16th February, 1887, and sent from Preston Sessions to Reformatory at Birkdale, from which place he absconded on 17th ulto.; dressed in the uniform of that institution. Said to be making his way to Bolton. Information to Supt. Jervis, Ormskirk. 23.— Liverpool ( City).— For failing to report— Supervisee THOMAS SIMPSON, alias SIMS and MORTIMER, Office No. 37662, age 54, height 5 ft. 6 in., complexion fresh, hair and eyes brown, ring on 2nd right finger, lost all teeth, scar on right eyebrow and back of neck. Sentenced at Salford, 28th May, 1888, to 12 months hard labour and 4 years police supervision for stealing boots. Supervisee ELLEN HOLGATE, alias WIN- STANLEY, TAGUE, and MARY JANE SMITH, Office No. 33906, age 51, height 5 ft. 1 in., com- plexion sallow, hair brown, eyes blue, spot left side neck. Sentenced at Birkenhead, 18th April, 1887, to 6 months hard labour and 5 years police super- vision for larceny. Information to the Chief Supt., Detective Depart- ment, Liverpool. 24.— Manchester ( City). — Woodcut portrait and description of JOSEPH TITHER, whose appre- hension is sought for embezzlement and falsification of accounts, age 27, height 5 ft. 7 or 8 in., com- plexion fair, hair brown, moustache ( thin under nostrils aud long at ends) light. Is an athlete and fond of sports and billiard playing. Warrant issued. Not to be apprehended out of the United Kingdom. Information to the Deputy Chief Constable, Manchester. 25— Manchester ( City).— For failing to report - Supervisee ANN McNAMARA, Office No. 38729, age 49, height 4 ft. 7J in., complexion sallow, hair brown, eyes hazel, scar on left eyebrow, lost most front teeth, no nail on 3rd right finger. Sentenced at Manchester, 12th June, .1890, to 6 months hard labour and 3 years police supervision for larceny. Supervisee JAMES SULLIVAN, Office No. 39713, age 42, height 5 ft. 7 in., complexion dark, hair dark brown, eyes brown, scars on forehead, each eyebrow, centre of forehead, back of ncck ( boil), rt. side chin, back of rt hand and on each knee, 2 moles on each cheek. Sentenced at Manchester, 12th Dec., TUESDAY, FEBRUARY 10, 1891. THE POLICE GAZETTE. 3 1889, to 6 months hard labour, and 2 years police supervision, for possessing counterfeit coin. Supervisee WM. SINCLAIR, alias ST. CLAIR, Office No. 40306, age 24, height 5 ft. 6 in., com- plexion fresh, hair dark brown, eyes blue, scars on left wrist, inside left thumb, back of right hand, on both elbows, and right shin. Sentenced at Preston, 9th April, 1890, to 6 months hard labour, and 2 years police supervision, for fraud. Supervisee PETER SALISBURY, alias PO- LAND, Office No. 40454, age 26, height 4 ft. 11 in., complexion dark, hair dark brown, eyes brown, nose inclines to the left, scars right side of forehead, over left eyebrow, 2 on left cheek, mole back of right shoulder, anchor outside right forearm, cross, P., and dot on left forearm. Sentenced at Manchester, 1st August, 1889, to 15 months hard labour, and 3 years police supervision, for larceny. Supervisee JOHN THOMPSON, alias ROGERS, Office No. 40424, age 63, height 5 ft. 4 in., com- plexion fresh, hair grey, eyes hazel, bald on top of head, nose broken, scars left side of forehead, bridge of nose, right breast, back of neck, right elbow, right shin, inside loft wrist, and on left knee and shin. Sentenced at Manchester, 24th October, 1889, to 12 months hard labour, and 3 years police super- vision, for larceny. Supervisee ANN JACKSON, Office No. 38458, age 33, height 4 ft. 10J in., complexion fresh, hair brown, eyes grey, " JOHN RYDER " outside left upper arm. Sentenced at Manchester, 8th April, 1889, to 0 months hard labour, and 3 years police super- vision, for larceny. License Holder GEORGE HALL, Office No. 39290, age 54, height 5 ft. H in., complexion sallow, hair light brown, eyes hazel, scar back of forehead, crown and anchor on right forearm, brace- let on right wrist, shamrock, rose, thistle, and 1850 on left forearm, crossed flags, bracelet, heart and anchor back of left hand, right knee- cap enlirged. Sentenced at Wakefield, 5th April, 1886, to 5 years penal servitude and 5 years police supervision for larceny. Licensed 29th March, 1890. Supervisee CHARLES CHANDLER, alias CHANDLEY and PATNTER, Office No. 40757, age 53, height 4 ft. ll£ in., complexion fresh, hair brown, eyes grey, scar top of head and on left thumb, part anchor on right forearm, blue mark back of right shoulder, ruptured right side. Sentenced at Salford, 10th January, 1881, to 10 years penal servitude and 7 years police super- vision for felony. Liberated 9th January last. t 26.— Manchester ( City). — For failing to report— Supervisee JOHN PATRICK O'NEILL, alias THOMAS LISTER, Office No. 38951, age 27, height 5 ft. in., complexion fresh, bair brown, eyes grey, scars on head, right side of forehead, boil scar top of right shoulder and on right collar- bone, and a scar about 4 inches long right side head, nose has been broken. Sentenced at Manchester, 8th April, 1889, to 9 months hard labour and 3 years police supervision for larceny. Information to the Deputy Chief Constable, Manchester. 27. — St. Helen's ( Borough).— For embezzle- ment— WILLIAM GUY, a carter, age 34, height 5 ft. 5 or 6 in., broad set, complexion fresh, hair and moustache dark brown, eyes dark, straight nose; dress, sleeve corduroy vest and trousers, cap, lace boots. Has been employed as a coal carter at Waterloo, Formby and Birkdale. Native of Tarvin, Cheshire. Warrant issued. Information to Chief Constable Wood, St. Helen's. 28.— South port ( Borough).— Escaped, 5th inst., from the cells whilst on remand, charged with larceny — HARRY SMITH, alias HARRY HARVEY, and HARRY DALEY, age 21, height 5 ft. 5 in., complexion fresh, hair and eyes brown, sharp features, woman tattooed right arm, tattoo mark left, boil marks right elbow and wrist, mole chest and small of back, long scar back of right thigh ; dress, rough black worsted jacket, brown tweed vest, black worsted trousers, stripe cotton shirt, yellow merino singlet and drawers, white linen collar and front, plaid tic, black billycock hat, spring- side boots, broad toes.
