All announcements for insertion in tie POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB o » THI POLICE GAZETTE, NEW SCOTLAND YAM, LONDON, S. W. a. Particulars concerning persons whose apprehension is sought will be inserted in one issue oftht POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. B. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per • portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. • 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number and art alphabetically arranged by counties. g. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to th « Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whic\ may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter, 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond % Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLIOB GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Cities and Boroughs therein, arranged in strict alphabetical order. 2.— Any additional copies of the GAZETTE beyond the number at present supplied will be forwarded on application in the form set forth in circular of the 7th of November, 1883. 3.— It is particularly requested that any com- plaints as to the non- delivery or of irregularity in the date of delivery of the POLICE GAZETTE, may be at once notified to the Editor. APPREHENSIONS SOUGHT. < c) ( d) NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, whose offices are now at New Scotland Yard, London, S. W., instead of 21, Whitehall Place. The following is a copy of the order which governs the circulation, by the Metropolitan Police, of advertisements, or reward bills, for the discovery of property or the detec- tion of crime. The Editor inserts it, in hope of preventing • delays which sometimes occur in publishing such notices, on account of their not being in accordance with the regu- lations in force in the Metropolis :— 1. Printed hand- bills, or other advertisements, offering a reward for the discovery of property or the detection of crime, whether printed and issued by the Metropolitan Police, or distributed and exhibited, with the sanction of the Commissioners, on the application of private persons, or of the Police of any County or Borough, must be clearly expressed iu relation to the following points— ( a) The amount of the reward. ( b) The conditions on which it is payable. ( c) The person by whom it will be paid. ( d) That the name and address of the printer appear thereon. 2. No expression must be used in such an advertise- ment, in relation to property stolen, or criminally taken or disposed of, holding out any expectation that the reward will be paid on its return without the offender being brought to trial, or without enquiry. NOTE.— There are 177 Stations of the Metropolitan Police Force at which Notices can be posted. METROPOLITAN POLICE DISTRICT. 1.— B Division.— For stealiug 9 lady's gold rings: 1st, set large diamond in centre, small ones round edges, old fashioned, 2nd, half hoop, set rubies and diamond, open setting, 3rd, small, plain, set emeralds and diamonds, 4th, set old paste diamonds, 5th, half hoop, set 5 diamonds, 6tli, small fancy, set emeralds and diamonds, 7th, massive, set large dia- mond in centre, with inscription on inside, 8th, plain gold, set with a tooth, 9th, large, wide, chased all over; 2 pairs gold earrings : 1st, set large diamond, 2nd, filigree, set pearl drops, with 3 pearls on each ; I pair gold eyeglasses, with small gold chain attached; 1 gold pin, with small pin attached, set 1 large diamond; 2 gold brooches: 1st, set with several diamonds, 2nd, very old filigree, hair in centre, set aqua- marine ( stone locket shape) ; 2 gold brace- lets : 1st, plain double- chain pattern, to form necklet or bracelet, 2nd, chain bangle, to receive watch, diamond round edge ; 2 silver snuff- boxes, " C. J. W." on lid of one, and " J. E. W." on the other ; 1 silver mandoline, very small; 1 silver locket, containing photo of lady and gentleman, chain attached— FRITZ WITTNER ( supposed false), a footman, age 19, height 5 ft. 3 or 4 in., complexion dark, hair dark brown, no whiskers or moustache, very large outstanding ears ; dress, dark grey livery suit, and hard felt hat, which he wears on one side. A German. May endeavour to leave for France or Germany. 2.— C Division. — For fraud and larceny— BARON GRUNEBAUM, age 30, height 5 ft. 7 in., slight build, complexion very dark, hair dark, eyes dark, thin face, very long black moustache; dress, brown rough overcoat, with velvet collar, dark trousers, and silk hat. Warrant issued. 3.— G Division.— For abducting, 15th inst., Kate Tebbutt, age 16, height 5 ft., slender build, complexion very fair, hair flaxen, eyes dark blue, dark eyebrews ; dress, when last seen, navy- blue dress, navy- blue pilot jacket, brass- anchor buttons, high collar, black felt hat, trimmed blue ribbon, bird in front, black astrachan muff, lace boots, wore an enamelled shilling- brooch; an accomplished singer — ALBERT CHARLES PATTON, a chef, age 32, height 5 ft. 8 in., complexion fair, hair, moustache, and side- whiskers ( slight) brown, recently lost left little finger- nail; dress, brown overcoat, velvet collar, black diagonal coat and vest, dark stripe trousers, pale- blue tie, turn- down collar, black hard felt hat, lace boots. They have luggage with them, and may endeavour to go to America or Australia. Warrant issued. 4— 1\| Division — Eor stealing £ 14 14s.— WILLIAM DEARSLET, alias WILLIE ED- MUNDS, age 27, height 5 ft. 10 in., slight build, complexion sallow, hair, moustache ( slight), and eyes dark, thick lips, eye- lids droop; dress, long inverness coat and cape, pepper- and- salt mixture trousers, round hard felt hat. A native of Kentish Town. Was employed as manager to the " Held by the Enemy" Dramatic Company, now on tour in the provinces. He is committing larcenies from lodgings in country towns, and represents that he is still manager to the above company. He may visit Sevenoaks, Ashford, Sittingbourne, Favor - sham, Canterbury, Sheerness, and Tonbridge. The special attention of provincial police is called to this man. ( See Case No. 20). Warrant issued. 5.— p Division. — For obtaining 10s. 6d. by- false pretences, 12th inst.— JOHN REEVES, alias WESTERHAM, age 35, height 5 ft. 7 in., com- plexion fair; dress, dark plaid coat, cord trousers, lace boots, black hard felt hat, dirty appearance. A labourer. Native of Bromley, Kent. Is known at Westerham and Brastead, Kent. x Warrant issued. 6.— T Division.— For stealing, 6th inst.— A £ 5 Bank of England note, and about £ 15 gold— GEORGE CROTTON, age 19, height 5 ft. 5 in., complexion pale, hair and eyes dark, both little fingers crooked; dress, black overcoat, with velvet collar, black diagonal coat and vest, blue sergo trousers, and hard felt hat. Has been in the Royal Navy and Army. A native of Fulham. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 7.— For stealing a quantity of jewellery — ARTHUR COOPER, late of 194, Great College- street, Camden Town— A jeweller's assistant, age 22, height 5 ft. 2 in., complexion pale, hair and mous- tache dark brown, thin but muscular build, inclined to be bow- legged; dress, blue overcoat, light muffler, black hard felt hat, may be wearing a black frock coat, with silk facings, or dark tweed coat and trousers ; carried a light stick, with silver mount. Is fond of billiards and music halls. May assume the name of " MELTON." Absconded 14th inst. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 8.— Biggleswade ( County). — For stealing a tweed jacket and vest, lined with dark linsey, cord trousers, and lace boots, marked inside " B'wade Union"— THOMAS WRIGHT, age 50, height 5 ft. 5 in., complexion dark, hair black, moustache and side whiskers, lost one eye; may be wearing 2 THE POLICE GAZETTE. DURHAM. 9.— Durham ( City). — For stealing blankets from his lodgings, 16th inst. ( since found pledged in name of John Smith)— A MAN who gave the name of Thomas, age 30 to 35, height 5 ft. 5 or 6 in., round face, hair and slight moustacho dark, left hand injured, having been crushed in machine, and wears a yellow kid glove, has false teeth ; dress, dark jacket and vest, grey trousers, brown check cap with peak, shoes, red stockings, white front and collar, with large red stud in front ; carried a small bock with red cover. He took lodgings at the house, 13th inst., stating he was a sewing machine agent, and absconded 16th. Information to Chief Constable Smith, Durham. DUMFRIESSHIRE. 10.— Dumfries ( Burgh).— Woodcut - portrait and description of J OHN BLAIR, a seedsman's clerk whose apprehension is sought for forging and utter- ing a cheque for £ 46 on the Commercial Bank, age 30, height 6 ft., complexion fresh, hair ( inclined to curl) and moustache dark, eyes brown, no whiskers, long fall face, walks erect, smart respectable appear ance, good- looking ; dress, dark tweed jacket suit, and dark round felt hat; may have a drab- colour dust- coat. His father is said to reside in Rothesay. May endeavour to leave the country. A Scotchman. Warrant issued. Information to Supt. Malcolm, Dumfries. ESSEX. 11.— Chelmsford ( County).— For obtaining £ 2 by false pretences at Danbury, 6th inst.— HENDER- SON" BENNETT, alias BURRIDGE, age 23, height 5 ft. 11 in., complexion fresh, hair dark brown, eyes dark, has a peculiar look in his eyes and a slight impediment in his speech. Is fond of horses, riding, driving, Ac. Usually dresses in breeches, and gaiters or high boots, a covert coat and hard black hat. Has been for last 2 years residing at Woodham Walter, Essex. Photograph can be seen on application. Warrant issued. Information to Deputy Chief Constable, Somerset, Chelmsford. GLOUCESTERSHIRE. 12.— Fishponds ( County).— For stealing the sum of £ 70 — FRANCIS HENRY TUCKER COUCH, age about 34, height 5 ft. 5 or 6 in., stout build, complexion fresh, hair light brown, eyes grey, cut mark over one eye ( supposed right), slight im- pediment in speech; dress, dark overcoat, light tweed suit, brown bowler hat, and gloves. A native of Wingfield, Wiltshire. Not to be apprehended out of the United Kingdom. Warrant issued; Information to Supt. Matthews, Fishponds. HAMPSHIRE. 13.— Aldershot ( County).— For embezzlement — JOHN ROBINSON, a butcher, late of Fleet, age 27, height 5 ft. 5 in., complexion fresh, hnir light brown, eyes blue; dress, light suit, short light dust coat, rough cloth cap, brown lace boots. His father resides at Clewer Green, Windsor, where he was seen 6th inst. Warrant issued. 14.— Aldershot ( County). — For forging and uttering cheques— OLIVER STOLMAN, an out- fitter's manager, age about 50, height 5 ft. 9 or 10 in , complexion fair, hair ( turning grey) brown, long whiskers and moustache, turning grey, very high forehead, generally wears glasses ; dress, black frock coat, dark mixture trousers, and high silk or high felt hat. Late of No. 1, Napier- terracc, Napier- road, Leytonstone. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Supt. Brinsou, Aldershot. HEREFORDSHIRE. 15.— Bromyard ( County).— For buglary, 13th inst., at Norton, and stealing a lady's gold watch ( since found pledged); a silver chain; a brooch made of half- crown ; and about £ 2 8s. iu money— CHARLES FREDERICK TAYLOR, age 23, height 5 ft. 7 in., complexion pale, hair dark brown, moustache and small side- whiskers, eyes ( small) grey, sailor- boy, cross- flags tattooed, supposed left arm, spear mark through calf of right leg ; fond of singing in public- houses, his favourite song being " The Ship that never returned "; dress, light dust coat, dark jacket and vest, dark- blue trousers, black hat, strong boots. Has been a soldier. Native of Machynlleth, Montgomeryshire. Warrant issued. 10.— Bromyard ( County). — For unlawfully wounding, 20th inst., at Bishop Frome— HARRY PHELPS, alias BREWER, age 20, height 5 ft. 4 in., complexion pale, feminine features, hair ( rather long and curly) light, thin side- whiskers, eyes blue; dress, brown plaid jacket, dirty white slop, cord vest and trousers, strong lacs boots. May be found working at farm- houses or with hauliers. Native of Dymock. Warrant issued. Information to Supt. Ovens, Bromyard. 10s. REWARD. 17.— Ledbury ( County).— For deserting his wife and family— WILLIAM SCRIYENS, age 40, height 5 ft. 4in., complexion fresh, hair and whiskers dark, scar on nose and left cheek, white lock of hair top of head; dress, dark coat and vest, white cord trousers, and brown hard felt hat. A farm labourer. Native of Eldersfield, Worcestershire. Warrant issued. The above reward will be paid by the Ledbury Board of Guardians for the apprehension of Scrivens. Information to Supt. Cope, Ledbury. 18.— RoSS ( County).— For stealing a gold medal ( recovered)— JAMES EDWARDS, a labourer, age 27, height 5 ft. 6 or 7 in., complexion fresh, hair, small side whiskers and moustache brown, eyes ( full) hazel, sharp nose; dress, dark clothes, old brown overcoat, black hard hat; the appearance of a groom. Native of Kempley, Gloucester. Warrant issued. Information to Supt. Smith, Ross. 19.— Weobley ( County).— For embezzling, 9th inst., £ 10 Is. 9d.— WILLIAM WEAVER, age 28 to 30, height 5 ft. 8 or 9 in. complexion fresh, hair, small side whiskers, and moustache and eyes brown, walks erect, rather fond of drink; dress, dark jacket, vest, and trousers, or may be wearing cord trousers, fur cap, and strong lace boots. Supposed gone to South Waifs, and may try to get employment in a coal mine. Native of Lettan, Herefordshire. Warrant issued. Information to Supt. Ovens, Weobley. KENT. 20.— Chatham ( County). — For stealing, 26th inst.— A pair of maltese round gold ear- rings, with red stone ; a maltese gold brooch, long, with black figured stone; a gold mourning ring, with hair; and a small morocco leather watch box, " Benson, London " inside— A man who lodged in the house and gave the name of W. EDMONDS, age about 25, height 5 ft. 10 in., complexion, hair, small mous- tache, and eyes dark, eyelids droop; dress, short blue cloth overcoat, with velvet collar, grey under- coat, dark brown trousers, blue and red stripe silk scarf, black hard felt hat. Stated he was business agent in advance for Mr. Edward Graham Falcon's Dramatic Company. He has a number of gold- edge cards in his possession, bearing that company's name, which he produces when applying for private; lodgings. ( See Case No. 4). Information to Supt. Coppinger, Chatham. £ 2 REWARD. 21.— Mailing ( County).— For leaving his wife chargeable to tho Mailing Union — FRANK SKINNER, age 21, height 5 ft. 8 in., complexion fair, hair light brown, smart and respectable appear- ance. A bricklayer. Native of West Mailing. Was working at Sidcup in September last, and lodged in Halfway- st' eet; also sang in the church choir there. Warrant issued. The above reward will be paid by the Guardians, of the Mailing Union, for the apprehension of Skinner. 22.— Mailing ( County).— For bastardy arrears. — WILLIAM ATKIXS, late of Kingston- on- Thames, age 30, height 5 ft. 8 or 9 in., complexion fair, hair light brown, smart appearance; dress, grey tweed suit, and brown hard felt hat. A stableman. Warrant issued. Information to Supt. Hulse, West Mailing. 23.— Sevenoaks ( County).— For burglary, at Sevenoaks, 14th inst., and stealing 4 gravy spoons; 6 table spoons ; 10 soup spoons ; 15 dessert spoonS ; 24 tea spoons; 10 large forks; 17 small forks; 2 sauce bowls ; 12 fish knives and forks ; 12 dessert knives and forks ; 1 sugar sifter, all electro- plated ( the plate is very old- fashioned, rat- tail pattern, the forks have only three prongs, with crest— a griffin with six stars holding a feather) ; 1 gold enamelled bonbonier box; 1 silk carriage rug; 1 heavy Inverness cape; 2 light Inverness capes ; 1 covert coat; 1 heavy brown overcoat and other coats; 1 brown felt hat; and 1 silk umbrella, with " F. T." in silver on top— TWO MEN, 1st, age 35 to 40, height 5 ft. 10 or 11 in., complexion, hair, and whiskers dark; dressed in stolen overcoat, and black hard , felt hat. 2nd, age about 30, height 5 ft. 6 or 7 in., complexion pale, sickly- looking; dressed in stolen overcoat and. hat. They left Sevenoaks for Ton- bridge, by first down train, where they re- booked for London Bridge. 24.— Sevenoaks ( County). — For burglary at Scvenoaks, 14th inst.— License Holder JOHN HENRY FREMANTLE WILLIAMS, alias JOHN HY. WILLIAMS, Office No. 40687, age 32, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, freckled, scars on eyebrows, under right eye and on bridge of nose, 3 blue dots ( faint) between left thumb and forefinger. Sentenced at Leeds, 10th January, 1887, to 5 years penal servitude for larceny. Licensed 26th ult.— Supervisee GEORGE STEELE, Office No. 40570, age 36, height 5 ft. 10 in., complexion dark, hair dark brown, eyes brown, 2 men holding flag on breast, woman on each forearm, J. T. on right arm. Sentenced at Middlesex Sessions, 10th August, 1885, to five years penal servitude and 2 years police supervision for larceny, and at Thirsk, 21st Octobcr, 1889, to fr weeks hard labour, and his license revoked as a rogue and vagabond. Liberated 2nd ult. Information to Supt. Waghorn, Sevenoaks. LANCASHIRE. 25.— Bolton ( County).— For stealing at Farn- worth, 23rd inst., a gentleman's silver lever watch, No. 4637, cream- colour dial, gold hands and hingos, plain cases— A MAN who lodged in the house one night, age about 40, height 5 ft. 7 or 8 in., slight build, complexion dark, hair dark brown; dress, dark tweed suit, collar and tie, white muffler, laco boots. Stated he travelled from Skip! on to Black, burn by train, and then walked to Farn worth, where ho had got work at the gasworks as a painter ( false). Information to Supt. Eatcugli, Bolton. 26.— Garstang ( County).— For failing to report — Supervisee THOMAS SMITH, Office No. 39678, age 31, height 5 ft., complexion fresh, hair brown, eyes brown, pockpitted, scar right eyebrow, wart top of right shoulder. Sentenced at Precton, 27th Dec., 1889, to 6 months hard labour, and 2 years police supervision, for larceny. Information to Supt. Bourkc, Garstang. 27. — Ormskirk ( County). — For stealing a shirt and a pair of boots— A YOUTH, age 15, height 4 ft. 7 in., complexion fresh, hair brown, eyes blue, TUESDAY, JANUARY 13, 1891. THE POLICE GAZETTE. 3 lost third and fourth fingers right hand, six blue dots left arm. His mother resides at 19, Mill- street, Kirkham. He has been convicted for stealing timber, sleeping out, and stealing a watch and chain, on 16th February, 1887, and sent from Preston Sessions to Reformatory at Birkdale, from which place lie absconded on 17th inst. ; dressed in the uniform of that institution. Said to be making his way to Bolton. Information to Supt. Jervis, Ormskirk. 28.— Manchester ( City).— For embezzlement — JAMES THOMAS MILLER, age 32, height 5ft. 7 or 8 in., slight build, complexion fresh, hair dark brown ( inclined sandy), whiskers and moustache sandy, eyes blue; dress, rough dark blue pilot overcoat, and black flat top felt hat. Warrant issued. Not to be apprehended out of the United Kingdom. Information to Deputy Chief Constable Smith, Town Hall, Manchester. 29.— Burnley ( Borough).— For stealing, 23rd inst., £ 5 15s., from his lodgings — THOMAS HEYWOOD, alias THOS. EVANS, a collier, age 20, height 5 ft. 2 in, complexion dark, hair black, large cut or burn mark right of head, sore eyes; dress, black jacket and vest, brown and black striped trousers, black billycock hat, lace boots. Supposed native of Shropshire. Was discharged about 3 years ago from Blackley Reformatory School. Information to Chief Constable Harrop, Burnley. LEICESTERSHIRE. 30.— Leicester ( Borough).— For stealing, 10th inst, from the Turkish baths, a gold English lever stop- watch, No. 39378, 18- carat, white face, long gold albert, 9- carat, links of various sizes, with seal appen- dage ; also a levant leather purse, fastens with button, • containing about £ 3 in gold and silver— JAMES TURNER, alias THORNTON, GILBERT and WRIGHT, age 32, height 5 ft. 5£ in., complexion dark, hair brown, whiskers and moustache dark, • eyes grey, double chin, 2 large pockmarks corner left eye, 3 small scars forehead; wears dark over- coat and opera hat; respectable appearance. Fre- quents baths, reading- rooms, clubs, & c. Supposed sentenced at Manchester in June, 1886, to 12 months imprisonment for stealing overcoats from the Royal Exchange. Information to Chief Constable Dans, Leicester. LINCOLNSHIRE. 31.— Boston ( County). — For stealing ( bailee) a brass cornet, silver mouth- piece, dent near bell, maker, De Lacey, London, in black case— JAMES GARDENER, alias W. J. GARDENER, Age about 48, height 5 ft. 10 or 11 in., hair and moustache dark brown, military appearance; dress, dark cloth suit and hard hat. A house painter. He stated he had been employed at StratK, fieldsaye, as pony- boy; at Quorn, Billesdon, and other places in Leicestershire, Coventry, Northamp- tonshire, Atherstone Kennels, in racing stables at Newmarket, also in " The Earl FitzWilliam's," Wentworth, Yorkshire. He also stated that he has a brother who had been a second whip to huntsman, and having been injured is allowed a pension of 18s. per week, but did not say where. He talks a great deal of having run in foot races, and is fond of singing, whea in public- houses and about his work, two favourite songs, " Out in the cold world," and " I'm an old one, but cannot stand that." Also stated that his father was a horsebreaker, and that he had a brother in America. It is strongly suspected that he has committed similar offences elsewhere. Warrant issued. The thief pasted a piece of brown paper on a pane of glass over the catch, and a tin containing paste was left in the room. The above reward will be paid by the Rev. C. T.
