POLICE GAZETTE PUBLISHED BY AUTHORITY,, NEW SKKIES. FRIDAY, DECEMBER 19, 1890. VOL. VII., No. 728. IREGTTTXJ- A- TXOISTS- 1. All announcements for insertion in the POJ. ICE GAZETTE, and all communications upon them should be addressed to TUB EDITOE OF THE POLICE GAZETTE, NEW SCOTLAND YAKD, LOXDOX, S. W. 2. Particulars concerning persons whose apprehension is sought toill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all eases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Cd. per photograph or sketch of a stolen article, including the expense of engraving on wood. > 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature nf an officer of not less rank than Superintendent; and, if the name of such person be required to he inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not lest rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicn. may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one tide of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Drummond <|' Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories • of the other party." " In no case, nor under any consideration whatever, shall ' he High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. l- — ( Convict Supervision Depart - ment). — Wcodcut portrait and description of Supervisee HENRY FOSTER, alias CHARLES READ, Office No. 26510, whose apprehension is sought for larceny ( furnished apartments), age 35, height 5 ft. 9 in., complexion dark, hair dark brown, eyes hazel, scars on right cheek, upper lip, back of right hand ( indent) and on left thumb, slightly pockmarked. Sentenced at Middlesex Sessions, 19th May, 1879, to 7 years penal servitude and 5 years police supervision for larceny. Licensed 9th December, 1884. Information to the Assistant Commissioner, Con- vict Supervision Department, New Scotland Yard, S. W. 2.— E Division.— For obtaining cheques by fraud, and uttering same— WILLIAM WINSHIP, a clerk, age 21, height about 5 ft. 7 in., complexion rather sallow, hair, slight moustache, and eyes ( prominent) dark, slightly bowr- legged, and round- shouldered ; dress, double- breasted black jacket, black vest, black and white stripe trousers, dark brown felt hat, dark blue overcoat. Absconded 10th ult. See Case No. 95. Warrant issued. 3— N Division. — For stealing, by trick, through the Exchange and Mart, a lady's gold open- face geneva repeater watch ( repeats hours and quarters), No. 10492/ 7882— ARTHUR CECIL FENTON, age 40, height 5 ft. 7 in., slight build, complexion pale, hair dark brown, whiskers and moustache ginger, speaks with a quick Irish accent; dress, dark clothes, high hat, wears spats. An accountant; native of Belfast. Warrant issued. 4. — D Division.— Woodcut portrait and des- cription of HENRY CROSSLEY, whose apprehen- sion is sought for bigamy and fraud, age 49, height 6 ft., complexion fresh, hair dark brown, eyes ( full and large) blue, very red face and nose, lost top of little finger of one hand ; generally dresses in dark clothes and high silk hat, gentlemanly appearance and address. A native of Yorkshire. Warrant issued. 5.— V Division.— For deserting his wife and family— JAMES SINGLETON, alias SIMMONS, a carpenter, age 27, height 5 ft. 5 in., complexion, hair, and moustache dark, eyes hazel; dress, long grey overcoat, black coat and vest, grey stripe trousers, black hard felt hat. Native of Hampton Hill, Middlesex. A good pianist, and is supposed to be engaged at a music- hall in Birmingham. Warrant issued. 6.— V Division.— For deserting his wife and family — CHARLES SMITH, alias NAPPER SMITH, an ostler, age 37, height 5 ft. 6 in., com- plexion dark, hair and moustache dark brown, eyes grey, burn mark side of neck ; dress, dark serge coat and vest, cord trousers, broad hard felt hat, all old. Has been a soldier, and was lately seen at Aldershot, where he may be found. Native of Kingston- on- Thames. Warrant issued. 7. — X Division- — For embezzling £ 68 — WILLIAM SIMMONS, age 30, height 5 ft. 10 in., complexion very fresh, hair brown, moustache light, eyes grey, broad flat nose, tattooed both arms, " W. Simmons, 1860 " on left; dress, light check tweed suit and brown felt hat. A native of Bath- wick, Somersetshire. Belongs to the Army Reserve, 2nd Battn. Grenadier Guards. Absconded 18th nit. Warrant issued. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. 2 FRIDAY, DECEMBER 19, 1890. CITY OF LONDON. 8.— For embezzlement—{ ALFRED GURNEY JONES, late of 6, Cumberland- terrace, Wrightman* road, Harringay, London, N., age about 42, height 5 ft. 7 or 8 in., stont build, complexion, hair, and moustacbe ( heavy) dark, eves grey; dress, black suit and liigh silk hat, with deep mourning band. A clerk. Warrant issued. 9.— For stealing £ 84- 5 in bank notes, 15tli ulfc.— JOHN VICTOR CLARK, a clerk, age about 18, height 5 ft. 11 in., very slight build, complexion fresh, hair brown, eyes blue, round face. Supposed accompanied by Ernest Huskinson, age 18, height 5 ft. 7 or 8 in , complexioa pale, very fair, thick curly hair. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BEDFORDSHIRE. 10.— Lelghton Buzzard ( County).— Woodcut portrait and description of RUPERT FINN, whcse DURHAM. 14— West Hartlepool ( County).- Forobtain- ing money by false pretences— WILLIAM BELL- WOOD, age 28, height 5 ft. 5 in., complexion pale, hair ( cut short) dark, moustache brown, rather large nose ; dress, black melton coat and vest, black worsted trousers, new brown top coat, hard black felt hat. He represents to tradesmen, & c., that he has land and building sites for sale, and by the 1 production of forged deeds and agreements obtains a deposit from intending purchasers. Was sentenced about 6 years ago, at Hull, to 6 months imprison- ment. Was convicted about 3 years ago, at Leeds; also at Grimsby for fraud. A native of Hull. Warrant issued. Information to Supt. Parkinson, West Hartlepool. GLOUCESTERSHIRE. 15.— FiSh ponds ( County).— For stealing money — SAMUEL BRITTON, a shoemaker, age 18, height 5 ft. 6 or 7 in., complexion fair, hair and moustacbe light, eyes hazel, mole right arm ; dress, black diagonal coat and vest, black cord trouser?, black bowler hat, supposed spring- side boots. Native of Ilanliam, near Bristol. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 16. — Romsey ( County). — For embezzling £ 16 3s. 1( M.— JOHN CURTIS, age about 30, height ' 5 ft. 7 or 8 in., complexion, hair, whiskers, arid j moustache dark ( probably since shaved), downcast look, and puts his right hand to his chin frequently when talking, walks with short quick step ; dress, dark tweed jacket and trousers, black hard felt hat. May seek employment of dairymen, farmers, dealers, & c. Warrant issued. Information to Inspector Russell, Romsey. HEREFORDSHIRE. stealing apprehension is sought for embezzling £ 54— Age 22, height 5 ft. 10 in., complexion fresh, hair brown, no whiskers or moustache, but may wear false whiskers and moustache, well built, carries his head forward; dress, dark rough pilot overcoat, with velvet collar, dark grey coat and vest, grey check trousers, and black hard felt hat. A native of Canterbury. Has friends at Gravesend. Was employed as manager of a shoe shop. Warrant issued. Information to Deputy Chief Constable Shepherd, Leighton Buzzard, BRECONSHIRE. 11. — Brynmawr ( County). — For embezzling £ 2 7s.— JOHN E. CHAPMAN, a grocer's assistant, age 25, height 5 ft. 1 or 2 in., complexion fresh, hair light, moustache light sandy, turn- up nose; dress, green overcoat, with velvet collar, black stripe suit, black bowler hat. Native of Shrewsbury. Absconded 13th ult. Warrant issued. Information to Supt. Winterson, Crickhowell, or to Sergt. Williams, Brynmawr. 17. — Leominster ( County). — For £ 3 3s. 4sd.— MARY JAMES, alias GRIFFIN, age about 40, height 5 ft. 4 in., complexion fresh, hair dark brown; dress, black jacket, trimmed with black fur, black skirt, trimmed with velvet, aud black crape bonnet. For aiding and abetting Mary James— WM. GRIFFIN, a clock cleaner, age 35, height 5 ft. 7 or 8 in., complexion dark, hair dark brown; dress, black coat with pockets behind, black vest, military trousers with stripe taken out, strong boots, and black hard felt hat. Usually carries a frail with a cord through. Warrant issued. Information to Supt. Strangward, Leominster. MACARRIE, a tramping watchmaker, ag » 50, height about 5 ft. 2 in., complexion dark, Lair and moustache black, pale full eyes, bald spot on top of head ; dress, long black overcoat and black hard felt hat. Carries his tools in a black leather bag strapped across his shoulders, and generally works at low public- houses and lodging houses. I3 said to be well known at Dover, Deal, and Canter- bury. Description of watches stolen :— A silver geneva watch, " J. M." engraved on back of outer case, and bird engraved inside of outer case ; a silver open- face geneva watch, " Aldons, Liverpool St., City, No. 63286," on face, " 6041 " in private figures and small letter " R " inside case ; a double- case silver geneva watch, outer case worn smooth; a small silver double- c. iso watch, French make; a silver double- case English lever watch; a large old- fashioned silver verge watch, piece of dial broken off near figure 6 ; a silver geneva watch, No. 2309 ; and a round brass clock, lever balance, about- 42 inches in diameter, ring top and bottom. Taylor, Town Hall, Folke- stone. 22 - Margate ( Borough).— For stealing yards blue serge ; a long blue Whitney overcoat, dark twill lining, velvet collar, bone buttons, breast, ticket,, and two hip pockets with flaps; a double- breasted blue Vicuna cloth reefer jacket ( new), silk facings, blue cloth- covered buttons, ir. side and outside- breast pocket, ticket and two hip pockets— ALFRED SMITH, a tailor, age 36, height 5 ft. 2. or 3 in.,, sUght build, complexion fair, hair brown, moustache light, small side whiskers; dress, brown tweed jacket, striped trousers, lace boots, brown hard felt hat; may be wearing the stolen overcoat; carried an umbrella. Supposed native of Notting- ham, but has worked in Oxford Street, London, for- several years. Warrant issued. Information to Chief Constable Buck, Margate. CHESHIRE. 12.— Birkenhead ( County). — For obtaining money by false pretences— RICHARD BUTTERS, age 36, height 5 ft. 8 or 9 in., complexion sallow, hair black, full beard sandy, turns his knees out when walking; dress, light drab overcoat, and probably a long dark ulster. Respectable appearance and good address. A teetotaller and non- smoker. A com- mercial traveller ( confectionery), late of Liverpool. May endeavour to emigrate, as he has in his posses- sion a large sum of money. Warrant issued. Information to Chief Supt. Hindley, County Hall, Birkenhead. 13.-— Middlewich ( County).— For robbery and assault on police— AARON DICKINSON, afte 41, height 5 ft. 11 in., complexion fresh, hair brown, eyes blue, pockmarked ; dress, dark mixture suit ( short round jacket). Native of Over. Warrant issued. . ' Information to Supt. John Plant, Middlewich. HERTFORDSHIRE. 18.— Hemel Hempsted ( Comity). — For carnally knowing a girl under the age of 13— JOSIAH WELCH, ago 40 to 45, height 5 ft. or 9 in., stout build, complexion ruddy, hair and side whiskers brown, eyes grey, very talkative and fond of tap- room company ; dress, mixture suit. A game- keeper, but was formerly a constable iu the Bucking- hamshire Constabulary. Has a presentatioa watch he is very fond of shewing. Native of Bucks. Warrant issued. 19— Hemel Hempstead ( County).— For de- serting and leaviug his five children chargeable to the Hemel Hempstead Union— ALFRED CUTLER, age 38, height about 5 ft. 5 in., complexion fresh, hair browu, weak eyes, pockmarked, of drunken and dissipated habits; dress, light coat, cord trousers, and hard felt hat. A bricklayer; native of Hemel Hempstead. Is supposed to be in the neighbourhood of Kilburn, Middlesex. Warrant issued. Information to Deputy Chief Constable Pearson, Hemel Hempstead. LANARKSHIRE. 23.— Glasgow ( City).— For forging, between 9th September and 9th December, the name of an umbrella manufacturer, to three bills of exchange,, amounting to £ 215 16s. 3( 1., which ho discounted iu a bank in this city, JOHN II. PATERSON, ago 35 to 40, height 5 ft. 7 in., complexion pale, hair, whiskers, and moustacho dark brown, sunken peculiar eyes, speaks with a Scotch accent; dress* when last seen, dark clothes and black felt hat. Is married and resided at Muirhead, Chryston, Lanark- shire. Absconded 15th inst., and may endeavour to leave the country. Warrant issued. Information to Chief Constable Boyd, Glasgow. KENT. 20. — Dover ( Borough). — For rape, JOHN EAKL MATT 1 SON, age 30, height 6 It., complexion fresh, hair brown, eyes hazel, well built and of military appearance; dress ( supposed) dark mixture suit and hard felt hat. Belongs to the Army Reserve. May endeavour to go to Canada. Warrant issued. Information to Supt. Sanders, Dover. 21.— Folkestone ( Borough).— For stealing, 5th inst., watches entrusted to him to be repaired— LANCASHIRE. 24.— Ormskirk ( County).— For failing to report. — Supervisee PATRICK CAUGHLIN, . alias COCKLING and KELLY, Office No. 36885, age 60, height 5 ft. G^ in., complexion fresh, hair grey, eyes brown, scars on cach eyebrow and left elbow joint, piecc out of lobe of right ear, prominent nose, right hand contracted. Sentenced at Preston, 4th July, 1888, to 6 months hard labour, and 2 years police supervision, for larceny. 1164. Tramps the country, and is generally employed at farm work. Information to Supt. Jervis, Ormskirk. 25.— Widnes ( County).— For stealing a gold albert ( recovered), and £ 90— THOMAS STEVENS* ago 33, height 5 ft, 6 in., complexion pale, hair and whi. skers black, eyes dark, lost left foot up to heel, and toes aud part of right foot, from frost bite, springs from his heels when walking; dress, blue pilot overcoat, light brown check tweed trousers, and vest, dark plaid cap with peak, and lace boots. A joiner, but may be found with betting men, 01 may endeavour to leave the country as he has pre- viously been to America. Information to Supt, Noblett, Widnes. £ 10 REWARD. 26.— Manchester ( City).- For stealing, 19th Sept. last, from a girl age 7, in Stretford- road, Hulme, a female child, age 5 weeks, very small for age, dark hair; dressed in long white clothing, white shawl, skin discoloured over nose and left eye, malformation of left ear— A WOMAN, middle age, wearing spectacles ; dressed in dark plaid shawl, maroon dress, beaded slippers, who said she would hold the baby whilst the girl went on a message for her. Norris, Platford Hotel, Stretford- voad, Manchester, giving such information as shall lead to the recovery of the child and conviction of the thief. It is requested that enquiry be made at lodging- houses and tramp wards, and any information obtained communicated to Chief Constable Wood, Town Hall, Manchester. 27.— Manchester ( City).— Woodcut portrait and description of BENJN. THOMAS CUN- < CLIFFE, whose apprehension is sought for larceny and embezzlement, age 25, height 5 ft. 11 in., com- plexion fair, hair black ; dress, blue pilot overcoat, black velvet collar, black inverness mackintosh. Warrant issued. Information to Deputy Chief Constable Smith, Manchester. 28.— Salford ( Borough,).— For failing to report — License holder ALICE WHITE, Officc No. 40017, ago 27, height 5 ft., complexion fresh, hair light brown, eyes blue, scars on left, cheek, forehead and right leg. Sentenced at Manchester, 2nd December, 1886, to five years penal servitude and 3 years police supervision for larceny ( person). Supervisee JOHN REYNOLDS, alias WILLIAM MANCHESTER, Office No. 38660, age 32, height 5 ft. in., complexion sallow, liair dark, eyes grey, lost right thumb, scars on crown, left eyebrow, left • cheek, and right wrist. Sentenced at Manchester, I4th October, 1885, to five years penal servitude and : i years police supervision for housebreaking. Supervisee WILLIAM JOHN MAC KLIN, alias JOHN WM. MACKLIN, Office No. 39149, age 23, height 5 ft. 3 in., complexion fresh, hair brown, eyes hazel, cross, anchor and MACLIN on right arm, naked male figure, E. C., two busts of sailors drink- ing, G. U. P., two crossed flags, heart and E. T. M. { faint) on left arm, JOHN MACKLIN in bracelet outside left wrist, star, tree, cross, heart and anchor back of left hand, ring on each left finger, star and blue marks back of right hand. Sentenced at Preston, 30tli February, 1889, to 12 months hard labour and two years police supervision for larceny ( person). Information to the Chief Constable, Salford. LEICESTERSHIRE. 29.— Leicester ( Borough).-— For uttering a forged bill - of exchange for £ 73 — JAMES TAYLOR, oil refiner, late of Siddals Road Mills and Little Eaton, Derby, age 38, height 5 ft. 8 or 9 in., stout build, fresh complexion, round full face, hair brown, slight side whiskers, heavy moustache ; dresses well, of gentle manly appearance. He left Derby 12th inst,, taking his luggage; he had in his possession several hundred pounds in gold. Stays at first class hotels, and is well known amongst curriers and leather merchants, as he did a large trade with them, travelling the districts himself. May endeavour to leave the country. Warrant issued. 30. — Leicester ( Borough). — For stealing, between 13th and 16th alt., a gold locket ( recover- ed at Derby); 1 gold necklet, plain links; 4 silver table spoons, S. E. N, supposed engraved thereon; 1 silver . George and Dragon crown piece ( supposed George III reign) ; A MAN, age about 22, height about 5 ft. 3 or 4 in., slender build, complexion dark, talks quickly ; dress, black clothes, black felt hat, good appearance. He took lodgings at the house on the 13th inst., stating that he represented Messrs. Hodgson & Stead, weighing machine manufacturers, Egerton Works and Hope Foundry Windsor- street, Salford, and left suddenly about noon, 16th inst. Information to Chief Constable Duns, Leicesier. imprisonment in Northumberland, for sacrilege. A native of Ho wick. LINCOLNSHIRE. 31.— Bourne ( County). — For embezzling! £ 11 12s. 6d. on 9th inst., while acting as County! Court bailiff— FRANK HYDE, alias TANNER, • age 27, height 5 ft. 7 in., complexion fresh, hair dark brown, clean shaved, pimply face, thick lips, dissi- j pated appearance; dress, black worsted coat and vest, j dark trousers with brown and light stripe, white j linen collar, dirty green and blue tie, strong shooting j boots ( woru down at heels) with square toes, black hard felt hat with rather wide brim. May be found at low beer- houses, and amongst prostitutes, or seek employment at hotels as ostler, & c. Information to Supt. Brown, Bourne. 32. — Spalding ( County). — For fraud at Spalding on 18th October last— a woman, who gave the name of BROWNING, age about 40, very short, hair light brown, pale face, shoulder and back deformed; dress, long tight dust cloak, light print dress, old button boots, and black hat with b rd on top. Accompanied by a man, age about 5% height 5 ft. 4 in., complexion fair, liair, whiskers and moustache turning grey; dress, light * rey sr. it, dust overcoat, old lace boots and round fait hat. They took lodgings at Bourne on 15th October, and left on 20th, ordering goods from tradesmen on approbation, and giving the name of a good house. On receiving the goods, they immediately absconded. Warrant issued against the woman. Information to Supt. Jarvis, Spalding. NORFOLK. 33.— Swaffham ( County).— For deserting his family, leaving them chargeable to tlio South Greenhoe Union - ROBERT DIXON YOUNG, late innkeeper, age about 58, height 5 ft. 9 in., stout build, hair inclined to be grey, light side- whiskers and moustache, chin shaved, warts as largo as small peas on different parts of face; usually dressed in light clothes. Has been in Africa, and is now sup- posed to be in London. Is fond of betting. Warrant issued. Information to Supt. Mumford, Swaffham.
