Allannouncementu for Insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, NEW SCOTLAND YABD, LONDON, S. W. ~ 2. Fart iculars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. ~ 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings whicfi mat) result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, New Scotland Yard, by cheque, crossed " Dmmmond t$ f Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE G AZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st • of April, 1887, between the British and Belgian Crovernmeuts, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requiai tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or corivicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories • of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver np its own subjects to the other Government, but cannot be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — D Division.— Woodcut portrait and des- of HENRY CROSSLEY, whose apprehen- sion is sought for bigamy and fraud, age 49, height 6 ft., complexion fresh, hair dark brown, eyes ( full and large) blue, very red face and nose, lost top of little finger of one hand ; generally dresses in dark clothes and high silk hat, gentlemanly appearance and address. A native of Yorkshire. Wax- rant issued. 2.— E Division.— For attempting to obtain £ 285 10s. by fraud— FRANCIS YOKES, age about 4- 5, height 5 ft. 11 in., complexion fresh, hair dark brown, whiskers and moustache ginger, leans his head forward when walking, swaggering gait; dress, brown tweed morning coat and vest, brown check trousers, black bowler hat. The appearance of a navigator. Warrant issued. 3.— E Division. — For obtaining cheques by fraud, and uttering same— WILLIAM WINSHIP, a clerk, age 21, height about 5 ft. 7 in., complexion rather sallow, hair, slight nioustashe, and eyes ( prominent) dark, slightly bow- legged, and round- shouldered ; dress, double- breasted black jacket, black vest, black and whits stripe trousers, dark brown felt hat, dark blue overcoat. Absconded 10th ult. Supposed native of Bournemouth. Warrant issued. 4.— E Division.— For obtaining books to the value of £ 32 by means of a forged order— H. HALL AX ( supposed ALB A HAM KAUFFMAN), a Polish Jew, age 17, height 5 ft. 7 in., complexion pale, hair and eyes dark; dress, dark clothes, and hard felt hat. Warrant issued. 5.— P Division.— For stealing 6th i- nst., a brown morocco surgical case, metal clasp, contain- ing a pair of scissors; a sharp and blunt pointed bistoury and a gum lancet in skeleton handles ; a scalpel and symes abscess lancet in tortoiseshell handle ( spring lock, back probes) ; 1 director corralinc caustic holder ; 2 packets of needles, some surtuese silk loose in case; 1 pair " Spencer & Wells " foreeps lancet in tortoiseshell handle ; hyper- domic case containing a syringe; a pest'. e and mortar ( hole in bottom) ; 12 balls of tablets and a small hyperdomic glass syringe — Supervisee HENRY FOSTER, alias CHARLES REED, and GOODWIN, Office No. 26510, age 44, height 5 ft. 9 in., complexion dark, hair dark brown, eyes hazel, slightly pockmarked, scars on right cheek and 1 aek of right hand ; dress, long black overcoat, white muffler, and black hard felt hat, carried a walking stick. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. CITY OF LONDON. 6.— For stealing £ 315 in bank notes, 15th uk.— JOHN VICTOR CLARK, a clerk, age about 18, height 5 ft. 11 in., very slight build, complexion fresh, hair brown, eyes blue, round face. Supposed accompanied by Ernest Huskinson, age 18, height 5 ft. 7 or 8 in,, complexion pale, very fair, thick curly hair. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. BRECONSHIRE. 7. — Brynmawr ( County). — For embezzling £ 2 7s.— JOHN E. CHAPMAN, a grocers assistant, age 25, height 5 ft. 1 or 2 in., complexion fresh, hair light, moustache light sandy, turn- up nose ; dress, green overcoat, with velvet collar, black stripe > uit, black bowler hat. Native of Shrewsbury. Absconded 13th ult. Warrant issued. Information to Supt. Wintorson, Crickhowell, or to Sergt. Williams, Brynmawr. BUCKINGHAMSHIRE. 8— Chepping Wycombe ( Borough). — For stealing between 14tli and 17th ult., from an inn— A lady's silver geneva watch, open face, plain dial, seconds hand, gold- plated dome, and about 30s. gold and silver.— A MAN, age about 28, height 5 ft. 9 in., complexion and hair dark, slight light moustache; dress, light overcoat, dark vest and trousers, lace boots wit Li broad toes, soft dark felt l ut sunk in crown, shabby appearance. CHESHIRE. 9-— Birkenhead ( County). — For obtaining money by false pretences— RICHARD BUTTERS, age 36, height 5 ft. 8 or 9 in., complexion sallow, hair black, full beard sandy, turns his knees out when walking; dress, light drab overcoat, and probably a long dark ulster. Respectable appearance and good address. A teetotaller and non- smoker. A com- mercial traveller ( confectionery), late of Liverpool. May endeavour to emigrate, as he has in his posses- sion a large sum of money. Warrant issued. Information to Chief Supt. Hindley, County Hal], Birkenhead. 10.— Middlewich ( County).— For robbery and assault on police— AARON DICKINSON, age 41, height 5 ft. 11 in., complexion fresh, hair brown, eyes blue, pockmarked ; dress, dark mixture suit ( short round jacket). Native of Over. Warrant issued. Information to Supt. John Plant, Middlewich. DURHAM. 11.— West Hartlepool ( County).— For obtain- ing money by false pretences— WILLIAM BELL- WOOD, age 28, height 5 ft. 5 in., complexion pale, hair ( cut short) dark, moustache brown, rather large nose ; dress, black melton coat and vest, black worsted trousers, new brown top coat, hard black felt hat. He represents to tradesmen, & c., that he has land and building sites for sale, and by the production of forged deeds and agreements obtains a deposit from intending purchasers. Was sentenced about 6 years ago, at Hull, to 6 months imprison- ment. Was convicted about 3 years ago, at Leeds ; also at Grimsby for fraud. A native of Hull. Warrant issued. Information to Supt. Parkinson, West Hartlepool. 12.— Durham ( City). — For stealing a time- piece ( recovered), 3rd ult.— THOMAS WILLIAMS HEAVTSIDE, a cabinetmaker, age 21, height 5 ft. 8 in., complexion swarthy, hair brown, eyes ( weak) hazel, wears glasses indoors, smart appearance; dress, dark jacket and vest, light striped trousers, whito collar, blue tie, fastened in sailor's knot, and black felt hat. He invariably states he is a photo- grapher, and that his mother resides in Queen- street, Durham. Has been several times previously con- victed for obtaining food and lodgings by false pretences, and stealing from his lodgings. Is also wanted at several places in the North. Warrant issued. Information to Chief Constable Smith, Durham. GLOUCESTERSHIRE. 13.— Gloucester ( County). — For embezzle- ment— WILLIAM PACKER, a commercial travel- ler, age about 40, height 5 ft. 9 in., stout build, complexion fresh, hair, small side whiskers and moustache dark, broad shoulders, round full face, red mark on right temple about the size of a shilling; dress, brown tweed suit, brown bowler hat. Native of Bristol. Warrant issued. Information to Deputy Chief Constable Cliipp, Gloucester. HAMPSHIRE. 14. — Romsey ( County). — For embezzling £ 16 3s. lOd.— JOHN CURTIS, age about 30, height 5 ft. 7 or 8 in., complexion, hair, whiskers, and moustache dark ( probably since shaved), downcast look, and puts his right hand to his chin frequently when talking, walks with short quick step ; dress, dark tweed jacket and trousers, black hard felt hat. May seek employment of dairymen, farmers, dealers, & c. Warrant issued. Information to Inspector Russell, Romsey. HERTFORDSHIRE. 15.— Hertford ( County).— For burglary and shooting at police officers, with intent to murder, at Hatfield on 16th ult. ( concerned with Charles Stear- man, alias John Shipley, Case No. 38), 28th ult.,— TWO MEN: 1st, age 32, height 5 ft. 11 in., complexion dark and swarthy, hair and moustache dark brown, may grow heavy beard, eyes dark, square shoulders, muscular build ; dress, black and brown plaid jacket suit, long grey overcoat, side spring boots, and hard felt hat; walks with a short step and leans his head slightly forward; speaks with a foreign accent, may be a discharged soldier or returned convict, from his tanned appearance; known as " Duckey." 2nd, age about 40, height about 5 ft. 3 in., com- plexion sallow, hair ( bald in front) black, full beard and moustache, shaved on chin, eyes dark, two or three stars tattooed back of right hand ; dress, brown mixture jacket suit, dark grey overcoat, side- spring boots, and black hard felt hat. Known as " Willie." Supposed a returned convict. Information to Supt. Parish, Hertford. 16. — Leominster ( County). — For stealing £ 3 3s. 4( 7.— MARY JAMES, alias GRIFFIN, age about 40, height 5 ft. 4 in., complexion fresh, hair dark brown; dress, black jacket, trimmed with black fur, black skirt, trimmed with velvet, aud black crape bonnet. For aiding and abetting Mary James— WM. GRIFFIN, a clock cleaner, age 35, height 5 ft. 7 or 8 in., complexion dark, hair dark brown ; dress, black coat with pockets behind, black vest, military trousers with stripe taken out, strong boots, and black hard felt hat. Usually carries a frail with a cord through. Warrant issued. Information to Supt. Strangward, Leominster. LANCASHIRE. 17.— Blackburn ( County).— For stealing from a temperance hotel atDarwen, 25th ult. — A gentle- mans' gold geneva watch, No. 14, white dial, gold hands, sunk seconds, flowered at back, but worn smooth, with long thin neck- guard attached— EDWARD FIELDING, age 37, height 5 ft. 6 in. slight build, complexion pale, hair brown, eyes grey ; dress, black ribbed coat and vest, brown mixture tweed trowsers, red and black silk tie, and black felt hat. Information to Supt. Myers, County Police Office, Blackburn. 18.— Widnes ( County).— For stealing a gold albert ( recovered), and £ 90— THOMAS STEVENS, age 33, height 5 ft. 6 in., complexion pale, hair and whiskers black, eyes dark, lost left foot up to heel, and toes and part of right foot, from frost bite, springs from his heels when walking; dress, blue pilot overcoat, light brown check tweed trousers, and vest, dark plaid cap with peak, and lace boots. A joiner, but may be found with betting men, or may endeavour to leave the country as he has pre- viously been to America Information to Supt. Noblett, Widnes. 19.— Wigan ( County).— For failing to report— Supervisee JAMES DICKINSON, alias LOWE and GREGORY, Office No. 40266, age 44, height 5 ft. 6 in., complexion sallow, hair light brown, eyes light blue, scars on left side head, right breast ( burn), right thigh ( brown), on left elbow, thumb and palm of left hand, mole over left eye and right upper arm. Sentenced at Kirkdale Sessions, 30th October, 1883, to 7 years penal servitude and 5 years police supervision for counting- house breaking. D. J. 108. Information to Supt. Brassington, Wigan. LEICESTERSHIRE. 20. — Leicester ( Borough). — For stealing, between 13th and 16th ult., a gold locket ( recover- ed at Derby); 1 gold necklet, plain links ; 4 silver table spoons, S. E. N, supposed engraved thereon; 1 silver George and Dragon crown piece ( supposed George III reign) ; A MAN, age about 22, height about 5 ft. 3 or 4 in., slender build, complexion dark, talks quickly; dress, black clothes, black felt hat, good appearance. He took lodgings at the house on the 13th inst., stating that he represented Messrs. Hodgson & Stead, weighing machine manufacturers, Egerton Works and Hope Foundry Windsor- street, Salford, and left suddenly about noon, 16th inst. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 21. — Bourne ( County). — For embezzling £ 11 12s. 6d. on 9th inst., while acting as County Court bailiff— FRANK HYDE, alias TANNER, age 27, height 5 ft. 7 in., complexion fresh, hair dark brown, clean shaved, pimply face, thick lips, dissi- pated appearance; dress, black worsted coat and vest dark trousers with brown and light stripe, whito linen collar, dirty green and blue tie, strong shootinn- boots ( worn down at heels) with square toes, black hard felt hat with rather wide brim. May be found at low beer- houses, and amongst prostitutes, or seek employment at hotels as ostler, & c. Information to Supt. Brown, Bourne. NORTHUMBERLAND. 22.— Alnwick ( County).— Woodcut portrait and description of WILLTAM PERCY DARLING, alias HENRY WEBB, whose apprehension is sought for setting fire to a dwelling- house at Howick, 7th ult.,. and stealing therefrom £ 22 9s. 6d. ( including a- £ 5 note); a long brown travelling great- coat, small check, large dark check lining, two pockets inside,, and two outside, ticket pocket, " Wm. Purvis Allanton " supposed on tab— Age 32, height 5 ft. in. without boots, complexion sallow, hair dark brown, strong dark moustache, heavy eyebrows, large mouth, long nose. Was seen in Newcastle- on- Tyne on 10th inst., and was then wearing a new light grey check suit, black hard felt hat, with black cloth band, and the stolen coat. Was formerly a butler, but has been little out of prison during the past 4 years. Has been twice convicted of felony,, in Durham, and has recently undergone 18 months- imprisonment in Northumberland, for sacrilege. A native of Howick. Warrant issued. Information to Captain Terry, Chief Constable, Morpeth, or to Supt. Rutherford, Alnwick. STAFFORDSHIRE. 23.— Burslem ( County).— For stealing a geneva watch, No. 60916, " Kendal & Dent," makers— RALPH COOPER, age 26, height 5 ft. 9 or 10 in,,, complexion fresh, hair brown, no whiskers, large nose, military appearance; dress, dark round coat, and vest, dirty moleskin trousers, dark peak cap, lace boots. A labourer ; native of Burslem. Warrant issued. 24.— Burslem ( County).— For stealing a bluo cloth overcoat, and a black worsted cord jacket ( nearly new), usual pockets— THOMAS JONES, age about 20, height 5 ft. 4i in., slender build, com- plexion fresh, hair light, sharp features, cut right wrist; dress, brown plaid jacket, railway porter s. vest, corduroy trousers, two- peak cap, lace boots. Has been employed by a coal dealer in Salford. Native of Manchester. Warrant issued. Information to Supt. Hill, Burslem. SURREY. 25.— Godstone ( County). — For embezzling, 2nd inst., at Howe, £ 18— ARTHUR PENFOLD, alias ARTHUR BRIGHT, a grocer's van- man, ago 28 or 30, height 5 ft. 8 or 9 in., complexion very dark, hair, heavy beard, black, eyes ( quick and shift- ing) hazel, military walk; dress, black and white- mixture coat and vest ( not matching), brown corduroy trousers, dark overcoat, black hard felt- liat, blucher boots. Has served in the Militia as Arthur Bright; the last term being thiti year, at- Eastbourne. Native of Hartfield, Sussex. Warrant issued. Information to Supt. Redford, Godstone. A tramp. Information to Supt. Diplock, Uckfield. WILTSHIRE. 27.— Devizes ( County).— JAMES WEEKS, Case No. 44, 29th August last, and ALEXANDER " TRAYLEN, Case No. 33, 28th ult. not yet appre- hended. Information to Deputy Chief Constable Baldwin, Devizes. 28.— Trowbridge ( County).— For non- payment of a fine and costs— GILROY SMITH ( a gipsy), age 60, height 5 ft. 8 or 9 in., complexion dark, hair . grey, no whiskers, nose knocked on one side; dress, probably old light clothes, and soft billycock hat. Travels with his wife and several sons with a pony - and old spring trap ; camps by roadsides, making and hawking clothes- pegs. Warrant issued. Information to Supt. White, Trowbridge. YORKSHIRE ( WEST RIDING). 29— Sheffield ( Borough).— For stealing, 28th ult.— 1 gentleman's gold lever stop- watch, centre • seconds, gold albert guard, curb pattern, 9 carat stamped on each link, attached ; 2 lady's long gold guards, one has some links broken and tied with cotton or silk; 2 pairs gold earrings, one pair round, the other oval; 1 gold- leaf brooch, with carbuncle pendant; 1 silver necklet and locket, inlaid with gold links, nearly one inch square, chased with gold; 1 pair silver earrings; 1 bunch trinkets, containing 2 gold lockets, " T. W." on one, the other has 4 photo- graphs in, 2 seals, 2 gold keys, 1 gold pencil- case 12 silver bracelets, one inlaid with gold; some old • coins; 1 gold pin, set with pearls; 1 gold signet ring, with bloodstone; 1 garnet ring; 1 set of gold - studs with large garnet in each— A man, who lodged in the house one night, and gave the name of NORMAN M. BROWN, age about 26, height about 5 ft. 5 or 6 in., complexion swarthy, hair and moustache ( cut short) dark; dress, short black coat, black hard hat ( London make), and lace boots. Information to Chief Constable Jackson, Sheffield. PERSONS IN CUSTODY. METROPOLITAN POLICE DISTRICT. 30.— K Division.— Committed for trial at the Central Criminal Court, 15th inst., upon two charges of housebreaking- EDWARD DAWSON WOOL- LEY, alias EDWARD FLETCHER and THOMAS ANDREWS, age 27, height 5 ft. 6 in , complexion pale, hair ( thin) black, eyes blue, small scar right elbow; dress, light dust overcoat, black coat and - vest, striped trousers, white shirt and collar, side- spring boots, and black hard felt hat; genteel appearance. Is an expert housebreaker. A native of Bow, Middlesex. 31.— S Division.— Remanded to 15th inst., for uttering a forged certificate of character with intent to procure an appointment as curate— Rev. C. W. TYLER, alias W. TYLER, WM. GREGORY TYLER, and Rev. MEYHEW, age 30, height 5 ft. 8 in., complexion dark, hair ( slightly bald on top) and moustache dark, eyes hazel, left eye weak, wears glasses and sometimes a shade; dresses occasionally in a black cloth clerical suit, dark blue beaver overcoat, high silk hat. Has stayed at the Temperance Hotel, Bow Street, and No. 2, Seymour Street, Euston Road, and had letters left for him at 63, Great Portland Street, and 28, Grays- Inn- Road. Supposed to have lived at Bradford, Leeds, Ripon, and Alton, Hants. Information to be forwarded to the Metropolitan Police Office, New Scotland Yard, S. W. BUCKINGHAMSHIRE. 32.— Aylesbury ( County).— Committed for trial at next Quarter Sessions, 5th prox., for obtaining board and lodgings and money by false pretences— THOMAS WILSON, age 52, height 5 ft. 3 in., slender build, complexion fresh, hair grey, moustache brown, eyes blue; dress, dark cloth coat, cardigan jacket under, dark cloth vest, fustian trousers, black and white plaid woollen scarf, black hard felt hat, strong lace boots. The appearance of a respectable labourer. He represents himself as a foreman in the employ of a Telephone Company, who, he states, is about to put down telephone posts, & c., in the neighbour- hood. Sometimes he represents himself as a govern- ment inspector. Information to Supt. Webb, Aylesbury. Had with him a black leather bag, initials " A. B. W." on brass plate. States he belongs to London, and that be is a betting man. He also carries cheap jewellery, and calls at hotels and enquires about billiard tables, saying he represents the firm of " Wright & Co."; he also shows a card " Arthur Bryan, purchases every description of clothing and general office waste." Since October last he has been at Clifton, near Bristol, Dublin, Birmingham, Sheffield, and Stock- ton- on- Tees. Had in his possession a small pair of opera- glasses, in leather case ; a patent metal- cased watch, No. in case 51847, with silver open curb chain and silver whistle attached; a gold heart- shaped locket for 6 photos.; a silver geneva watch, No. 18405, gold hands, and white enamel dial; an English patent silver lever watch, No. 2116, silver dial; a bright gold albert, 9 carat; gold shield- shaped locket with bloodstone ; and a silver brooch, made from a quarter dollar.
