L All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GREAT SCOTLAND YARD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible f » t the payment must be given, and the exact conditions be clearly stated. fi. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph of sketch of a stolen article, including the expense ef engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to is izm ted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver np its awn subjects to the other Government, but cannot be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1. — Criminal Investigation Depart- ment.— For rape, at the London Hospital, on 18th ult. — JAMES COHEN ROGERS, a medical student, of 93, Maryland- road, St. Peter's Park, Paddington, age about 20, height 5 ft. 6 or 7 in., complexion, hair ( curly) and small moustache dark, full face, usually wears glasses with gold frames; dress, dark suit, and light brown felt hat. May endeavour to go abroad. " Warrant issued. 2.— G Division. — Woodcut portrait and de- scription of License Holder EDWARD ROGERS, Office No. 39214, a commercial traveller, whose apprehension is sought for conspiracy and fraud— age 43, height 5 ft. 7 in., complexion fair, hair dark brown, eyes hazel, scar back of head, left side of forehead, and back of neck, several small indent scars left of forehead. Also concerned with above— HENRY CLARKE, a general dealer, late of 109, St. George's- street, Shadwell, age 4- 5, height 5 ft. 9 in., stout build, complexion fresh, hair light brown, moustache and beard sandy, slit in nose. Warrant issued. 3.— M Division.— For violently assaulting a man by striking him on the head with an iron bar, 29th ult.— GEORGE , age 21, height 5 ft. 6 in., complexion and hair dark ; dress, dark jacket with raised seams, small buttons and velvet collar, dark cord trousers, tight at knees and bell bottoms, black felt hat. A gipsy. May be found travelling with steam roundabouts and swings at country fairs. 4.— M Division. — For stealing £ 21 8s.— FRANK AUSTIN, age 22, height 5 ft. 7 in., com- plexion sallow, hair light brown, thin features, scar on forehead, suffers from varicose veins, and wears an elastic stocking on one leg; dress, dark overcoat, dark cutaway coat and vest, striped tweed trousers, and black felt hat. A clerk; supposed native of Greenwich. Warrant issued. 5.— S Division.— For being concerned with a man in custody in killing and stealing a sheep from a field at Boreham Wood, on 22nd ult.—" DARK CHARLIE," age about 35, height 5 ft. 6 or 7 in., complexion very dark, hair, whiskers, and moustache dark, pockpitted, dirty appearance; dress, long shabby dark overcoat, brown or dark striped trousers, hard felt hat. May be found at oommon lodging- houses or casual wards. A labourer; sometimes acts at fairs as a, cattle- drover. Is of drunken habits and fond of tap- room company. A native of Luton, Bedfordshire. 6.— V. Division.— For deserting his wife and family. — GEORGE BRICKWOOD, alias FLATFOOT, age 38, height 5 ft. 8 in., complexion ruddy, hair dark brown ( clean shaven), scar from burn on side of face, wart near lobe of right eye. An excavator, native of Thames Ditton, Surrey. Warrant issued. 7.— V. Division.— For deserting his wife and family— HENRY JOHN KAY, age 40, height 5 ft. 6 or 7 in., complexion dark, hair, whiskers and moustache very dark, slight impediment in speech. An insurance agent. May be found at Salvation Army halls. Warrant issued. 8.— Y Division.— For embezzling £ 1 18s., the moneys of the Friern Park Dairy Company— EDMUND EDMONDS, age 24, height 5ft. 6 in., complexion sallow, hair and slight moustache very dark, eyes brown, scar back of head and left leg; dress, dark overcoat, light check trousers, and soft felt hat. May visit Foden Lodge, Twyford Avenue, Stanshaw, Portsmouth. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. CITY OF LONDON. 9.— For stealing £ 845 in bank notes, 15th ult.— JOHN VICTOR CLARK, a clerk, age about 18, height 5 ft. 11 in., very slight build, complexion fresh, hair brown, eyes blue, round face. Supposed accompanied by Ernest Huskinson, age 18, height 5 ft. 7 or 8 in., complexion pale, very fair, thick curly hair. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. CHA PMAN, a grocers assistant, age 25, height 5 ft. 1 or 2 in., complexion fresh, hair light, moustache light sant'y, turn- up nose ; dress, green overcoat, with velvet collar, black stripe suit, black bowler hat. Native of Shrewsbury. Absconded 13th ult. Warrant issued. Information to Supt. Winterson, Crickhowell, or to Sergt. Williams, Brynmawr. BUCKINGHAMSHIRE. U— Chepping Wycombe ( Borough).— For stealing between 14th and 17th ult., from an inn— A lady's silver geneva watch, open face, plain dial, seconds hand, gold- plated dome, and about 30s. gold and silver.—- A MAN, age about 28, height 5 ft. 9 in., complexion and hair dark, slight light moustache; dress, light overcoat, dark vest and trousers, lace boots with broad toes, soft dark felt hat sunk in crown, shabby appearance. Is of good address. Stated he had been employed as a salesman at Messrs. Crisp's, of Holloway- road, London, and was then making his way to Birmingham, also that he had a friend at Beaconsfield, Bucks. Information to Head Constable Fraser, Chepping Wycombe. CHESHIRE. 12.— Middlewich ( County).— For robbery and assault on police— AARON DICKINSON, age 41, height 5 ft. 11 in., complexion fresh, hair brown, eyes blue, pockmarked; dress, dark mixture suit ( short round jacket). Native of Over. Warrant issued. Information to Supt. John Plant, Middlewich. HAMPSHIRE. 13.— Aldershot ( County).-— For shopbreaking 19th ult.— ARTHUR EDGAR PHILLIPS, age 27 ( looks younger), height 5 ft. 5 in., complexion fair moustache ( slight) light, slightly bow- legged, anchor tattooed right forearm, mole back of neck; dress, black- and- white check coat, cardigan jacket, dark trousers, light tweed cap. A native of Marlborough square, London. Has served in the army, but has the appearance of a groom or potman. May endeavour to leave the country. Warrant issued. Information to Supt. Brinson, Aldershot. 14. — Romsey ( County). — For embezzling £ 16 3s. 10( 2.— JOHN CURTIS, age about 30, height 5 ft. 7 or 8 in., complexion, hair, whiskers, and moustache dark ( probably since shaved), downcast look, and puts his right hand to his chin frequently when talking, walks with short quick step ; dress, dark tweed jacket and trousers, black hard felt hat. May seek employment of dairymen, farmers, dealers, & c. Warrant issued. Information to Inspector Russell, Romsey. HERTFORDSHIRE. 15.— Hertford ( County).— For burglary and shooting at police officers, with intent to murder, at Hatfield on 16; h nit. ( concerned with Charles Stear- man, alias John Shipley, Case No. 38), 28th ult.,— TWO MEN: 1st, age 32, height 5 ft. 11 in., complexion dark and swarthy, hair and moustache dark brown, may grow heavy beard, eyes dark, square shoulders, muscular build ; dress, black and brown plaid jacket suit, long grey overcoat, side spring boots, and hard felt hat; walks with a short step and leans his head slightly forward ; speaks with a foreign accent, may be a discharged soldier or returned convict, from his tanned appearance; known as " Duckey." 2nd, age about 40, height about 5 ft. 3 in., com- plexion sallow, hair ( bald in front) black, full beard and moustache, shaved on chin, eyes dark, two or three stars tattooed back of right hand ; dress, brown mixture jacket suit, dark grey overcoat, side- spring boots, and black hard felt hat. Known as " Willie." Supposed a returned convict. Information to Supt. Parish, Hertford. 16. — Leominster ( County).— For stealing £ 3 3s. 4< i.— MARY JAMES, alias GRIFFIN, age about 40, height 5 ft. 4 in., complexion fresh, hair dark brown; dress, black jacket, trimmed with black fur, black skirt, trimmed with velvet, and black tripe bonnet. Fcr aiding and abetting Mary James— WM. GRIFFIN, a clock cleaner, age 35, height 5 ft. 7 or 8 in., complexion dark, hair dark brown; dress, black coat with pockets behind, black vest, military trousers with stripe taken out, strong boots, and b'ack hard felt hat. Usually carries a frail with a cord through. Warrant issued. Information to Supt. Strangward, Leominster. LANARKSHIRE. 17.— Glasgow ( City).— For embezzling £ 200— JAMES RE ID, age 36, height 5 ft. 6 in., slender build, hair and slight moustache and imperial brown, eyes blue, very near- sighted, upper front tooth missing, small feet; dress, generally dark cord coat suit, dark broad tie with red spots, round felt hat, lorne shoes. Native of Maybole. He acted as treasurer of the Heather Bell Lodge of the British Order of Free Gardeners. Warrant issued. Information to Chief Constable Boyd, Central Police Chambers, Glasgow. LANCASHIRE. 18.— Blackburn ( County).— For stealing from a temperancc hotel at Darwen, 25th ult. — A gentle- mans' gold geneva watch, No. 14, white dial, gold hands, sunk seconds, flowered at back, but worn smooth, with long thin neck- guard attached— EDWARD FIELDING, age 37, height 5 ft. 6 in. slight build, complexion pale, hair brown, eyes grey ; dress, black ribbed coat and vest, brown mixture tweed trowsers, red and black silk tie, and black felt hat. Information to Supt. Myers, County Police Office, Blackburn. LEICESTERSHIRE. 19. — Leicester ( Borough). — Eor stealing, between 13th and 16th ult., a gold locket ( recover- ed at Derby); 1 gold necklet, plain links ; 4 silver table spoons, S. E. N, supposed engraved thereon; 1 silver George and Dragon crown piece ( supposed George III reign) ; A MAN, age about 22, height about 5 ft. 3 or 4 in., slender build, complexion dark, talks quickly; dress, black clothes, black felt hat, good appearance. He took lodgings at the house on the 13th inst., stating that he represented Messrs. Hodgson & Stead, weighing machine manufacturers, Egerton Works and Hope Foundry Windsor- street, Salford, and left suddenly about noon, 16th inst. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 20.— Bourne ( County).— For obtaining food and lodgings, by false pretences, at Dyke, on 10th, 11th, and 12th ult.— A man who gave the name of JACQUES, age about 55, height 5 ft. 6 or 7 in., complexion dark, hair, whiskers, and moustache dark brown, turning grey, rather prominent teeth, which he shows when talking; dress, dark brown check coat, dark grey striped trousers and vest, lace boots, white collar, dark tie, and black hard felt hat, wore an old brass albert, and carried a thick cane with smooth knob. This man represents himself as a land surveyor, and takes lodgings for himself, stating his men will arrive in a few days. After staying a few days, he decamps without paying for his food and lodgings. Warrant issued. Information to Supt. Brown, Bourne. MIDLOTHIAN. 21. — Edinburgh ( County). — For obtaining considerable quantities of oats, hay, straw, < fcc., by fraud, during the last few months— JOHN DALBY, a horse- dealer, age about 25, height 5 ft. 8 or 9 in., slender build, complexion fresh, hair and moustache dark, prominent nose, thin face, English accent, dross, generally short dark green overcoat, stripe tweed trousers, black hard felt hat, light boots— JOHN SMITH, age about 35, height 5 ft. 6 in. stout build, complexion sallow, hair and moustache dark, oval face, English accent; dress, generally grey tweed jacket and vest, dark tweed trousers, tweed cap. Their modus operandi is to call upon grain merchants, farmers, & c., and represent that they are horse- dealers, contractors, or coal merchants, and purchase a quantity of oats, hay, or straw, which they promise to pay for on being delivered, giving the address of some unscrupulous horse- dealer; on the goods arriving, a plausible story is told, which induces the carter to unload, and an intimation is given that a cheque for the amount will be forwarded Dalby is believed to have committed similar frauds in England. He has a wife and child residing as 22, Gifford Park, Edinburgh, where these men lived for about 6 months previous to the 2nd or 3rd ult. when they suddenly disappeared. May be found together committing similar frauds. Not to be apprehended out of the United Kingdom. Information to Col. Borthwick, Chief Constable County Buildings, Edinburgh. NORFOLK. 22 — Norwich ( City).— For stealing a lady's gold watch, gold keeper and rings, and other articles of jewellery from a house where he lodged WOOLFE LEVY, a Polish Jew, age 32, height 5 ft. 4 or 5 in., complexion very sallow, hair and eyes dark, very slight whiskers and moustache; dress, blue cloth overcoat and hard felt hat. Has been selling French nougat rock which he receives from N. Gold, manufacturer, London. Warrant issued. 23.— Norwich ( City).— For larceny ( person), concerned with John Fisher, Case No. 40., 28th ult.— TWO MEN : 1st, age 30, height 5 ft. 2 in., com- plexion fair; dress, light suit, clai- k overcoat, hard felt hat; 2nd, age 35, height 5 ft. 10 in., complexion dark, moustache black, otherwise clean- shaved, smart appearance; wears long light overcoat, and hard felt hat. Information to Chief Constable Hitchman, Nor- wich. 24.— Swaffham ( County).— For deserting his family, leaving them chargeable to the South Greenhoe Union— ROBERT DIXON YOUNG, late innkeeper, age about 58, height 5 ft. 9 in., stout build, hair inclined to be grey, light side- whiskers and moustache, chin shaved, warts as large as small pease on different parts of face; usnally dressed iu light clothes. Has been in Africa, and is now sup- posed to be in London. Is fond of betting. Warrant issued. Information to Supt. Mumford, Swaffham. NORTHUMBERLAND. 25.— Alnwick ( County).— Woodcut portrait and description of WILLIAM PERCY DARLING, alias HENRY WEBB, whose apprehension is sought for setting fire to a dwelling- house at Howick, 7th ult., and stealing therefrom £ 22 9s. 6d. ( including a- £ 5 note); a long brown travelling great- coat, small check, large dark check lining, two pockets inside, and two outside, ticket pocket, " Wm. Purvis Allanton " supposed on tab— Age 32, height 5 ft. 9| in. without boots, complexion sallow, hair dark brown, strong dark moustache, heavy eyebrows, large mouth, long nose. Was seen in Newcastle- on- Tyne on 10th inst., and was then wearing a new- light grey check suit, black hard felt hat, with black cloth band, and the stolen coat. Was formerly a butler, but has been little out of prison during the past 4 years. Has been twice convicted of felony, in Durham, and has recently undergone 18 months imprisonment in Northumberland, for sacrilege. A native of Howick. Warrant issued. Information to Captain Terry, Chief Constable, Morpeth, or to Supt. Rutherford, Alnwick. FRIDAY, NOVEMBER 645, 1890. THE POLICE GAZETTE. 5 OXFORDSHIRE. 26— Oxford ( City).— For obtaining, 18th ult., by false pretences— A silver open- face watch, gold filigree hands, flowers entwined round water barrels • engraved on back, " Cylinder, 8 rabies " inside case, supposed German or Swiss make; and a lady's double silver chain, with tassel, fastens with bow or spring, instead of bar— VICTOR PALMER, age about 20, height 5 ft. 9 or 10 in., slender build, complexion pale, long features, hair light brown; dress, dark brown overcoat, with velvet collar, new black diagonal coat and vest, pepper- and- salt narrow stripe trousers, brown hard felt hat, brown and red stripe muffler. May give the name of Colcutt. Had in his possession several pawn tickets, for clothes pawned at Manchester. Warrant issued. Information to Chief Constable Plead, City Police, Oxford. stamped on each link, attached ; 2 lady's long gold guards, ono has some links broken and tied with cotton or silk; 2 pairs gold earrings, one pair round, the other oval; 1 gold- leaf brooch, with carbuncle pendant; 1 silver necklet and locket, inlaid with gold links, nearly one inch square, chased with gold; 1 pair silver earrings; 1 bunch trinkets, containing 2 gold lockets, " T. W." on one, the other has 4 photo- graphs in, 2 seals, 2 gold keys, 1 gold pencil- case ; 2 silver bracelets, one inlaid with gold ; some old coins; 1 gold pin, set with pearls; 1 gold signet ring, with bloodstone; 1 garnet ring; 1 set of gold studs with large garnet in each— A man, who lodged in the house one night, and gave the name of NORMAN M. BROWN, age about 26, height about 5 ft. 5 or 6 in., complexion swarthy, hair and moustache ( cut short) dark; dress, short black coat, black hard hat ( London make), and lace boots. Information to Chief Constable Jackson, Sheffield. SOMERSETSHIRE. 27.— Bath ( City).— For stealing from an hotel, 24th ult. — 1 lady's silver geneva watch, open face, monogram " E. H. S." on outside case; 1 lady's plain gold engagement ring, with small diamonds in centre; 1 lady's silver geneva watch, open face, engraved back; 1 lady's silver chain, with tassels and trinkets attached, viz., small pair of gold spectacles and small gold locket; 1 pair of round gold ear- rings ; 1 pair of silver brilliant ear- rings ; 1 silver cigarette case, with the name of " Ray " upon it; 1 plain silver match- box; 1 gold dress ring, with two blue stones and six pearls ( one pearl deficient) ; 1 gold coin brooch, made of three foreign gold coins ; 1 silver buckle bracelet, with chain and five onyx stones; 1 gold bar brooch, with small knobs at ends, and two small rings in centre— A MAN, age 30 to 35, height about 5 ffc. 6 or 7 in., thick set, complexion dark, slight moustache ; dress, dark pilot pea- coat, blue serge trousers, military boots, and blue cloth cap with peak as worn by seamen. Appearance of a sailor. He obtained admittance to the hotel by representing that lie had come to repair the roof. 28.— Bath ( City).— For obtaining £ 19, by false pretences, 14th ult.— A man who gave the name of H. P. SHARPE, a pianoforte tuner, age about 28, height 5 ft. 6 in., stout build, slight side whiskers, moustache dark, broad shoulders; occasionally wears double eyeglasses, and mackintosh or ulster with cape. May endeavour to leave the country for Australia. Warrant issued. Information to Lieut.- Colonel Gwjn, Chief Con- stable, Bath. SURREY. 29.— Dorking ( County). — For stealing, 19tli i. lt., 1 dark blue cloth overcoat; 1 black cloth suit of livery; 1 dark tweed suit of livery; 1 gold memoriam ring, " In Memory of Capt. Carr" engraved thereon; 1 registered letter, containing eight £ 5 Bank of England notes, 1 recovered, the others numbered 51476 ,70573 to 70578, all dated 11th June, 1890— FRANK R. B. KEMP, a valet, age 20 to 25, height 5 ft. 5 or 6 in., complexion dark, hair and side whiskers black, moustache about a fort- night's growth ; dress, dark tweed suit, grey diagonal overcoat, and black hard felt hat; was traced to Waterloo. Warrant issued. Information to Supt. Lambert, Dorking. PERSONS IN CUSTODY. BUCKINGHAMSHIRE. 32.— Aylesbury ( County).— Committed for trial at next Quarter Sessions, 5th prox., for obtaining board and lodgings and money by false pretences— THOMAS WILSON, age 52, height 5 ft. 3 in., slender build, complexion fresh, hair grey, moustache brown, eyes blue ; dress, dark cloth coat, cardigan jacket under, dark cloth vest, fustian trousers, black and white plaid woollen scarf, black hard felt hat, strong lacc boots.
