REGULATIONS. 1. announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OP THE POLICE GAZETTE, GBEAT SCOTLAND YABD, LOUDON, S. W. 2. Particulars concerning persons whose apprehension is sought icill be inserted in one issue of the POLICE GAZETTS, if they are sufficient to enable action to be taken upon them by another force. J. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the mrtiele in question to be thereby identified. 4. In all casts where a reward is offered the name and address of some person responsible j of the payment must bs given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense ef engraving en wood. 6. Extry anneuneemtnt, if for the apprehension of a person, must be guaranteed by the signature qf a*• filter of not less rank than Superintendent; and, if the name of such person be required to ted, and no warrant Is in force against him, the requisition must be signed by the chief officer of polite, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " VrummondSf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTIS through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rales on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. R. Editor NOTICE. METROPOLITAN POLICE DISTRICT. 1. — Criminal Investigation Depart- ment.— For rape, at the London Hospital, on 18th inst — JAMES COHEN ROGERS, a medical student, of 93, Maryland- road, St. Peter's Park, Paddington, age about 20, height 5 ft. 6 or 7 in., complexion, hair ( curly) and small moustache dark, full face, usually wears glasses with gold frames; dress, dark suit, and light brown felt hat. May endeavour to go abroad. Warrant issued. 2.— G Division.— Woodcut portrait and de- scription of License Holder EDWARD ROGERS, gold miniature African agricultural implements; 1 old gold seal, crest, deer- hound ; 4 gold scarf- pins ( 1 crescent shape, set polished granite, 1 cairngorm, 1 set garnet, 1 pearl) ; 1 silver- gilt neck chain, 2 removable balls thereon, Indian make; 1 small canvas bag, " Doctor" painted thereon; 1 silver locket, Indian make; 1 Swiss metal watch — THOMAS WILLIAM GEORGE ROBERTSON, age 19, height 5 ft. 4 in., complexion pale, hair and slight moustache dark, scar right of forehead ; dress, black jacket suit, brown hard felt hat The property may be offered in pledge in the name of Robertson. 5.— G Division- — Woodcut portrait and de- scription of HENRY CORNELL, a clerk, late of A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do so. Office No. 39214, a commercial traveller, whose apprehension is sought for conspiracy and fraud— age 43, height 5 ft, 7 in., complexion fair, hair dark brown, eyes hazel, scar back of head, left side of forehead, and back of neck, several small indent scars left of forehead. Also concerned with above— HENRY CLARKE, a general dealer, late of 109. St. George's- street, Shadwell, age 45, height 5 ft. 9 in., stout build, complexion fresh, hair light brown, moustache and beard sandy, slit in nose. Warrant issued. 3.— H Division.— For embezzling £ 37 12s. 5d., on 4th inst.— ALBERT DANGERFIELD, ago 17, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes brown, flat nose, large scar on back of left hand; dress, olive green overcoat, black diagonal morning coat and vest, light check trousers, side- spring boots, and hard felt hat. A native of Bermondsey. Warrant issued. 4.— K Division.— For stealing, 19th inst., I tin cash- box containing 9 gold rings ( 2 single- stone diamond, 1 lapis lazuli signet, crest, deer- hound couchant, 1 white stone, 2 zodiac. 3 African make) ; 2 American pillar dollars, about 100 years old; 12 8, Camden- villas, Chelmsford- road, Leytonstone, whose apprehension is sought for larceny ( servant), and receiving— Age 30, height 5 ft. 6 in., complexion, hair, and moustache dark brown, rings in blue ink tattooed on second and third fingers left hand. Warrant issued. 6.— T Division.— For stealing, 14tli inst., a lady's silver geneva watch, No. 5195; 2 silver salt spoons ; 1 gold brooch ( hair inside) ; 1 silver brooch ( half- moon shape) ; 1 pair gold earrings ( bell pattern) ; 1 drab cashmere skirt, 2 flounces at bottom ; 1 pair linen sheets; 1 blanket; and 6 white shirts, nearly new, some marked J. D. Bartlett, others Harry Bartlett— HENRY BEAUCHAMP, alias SOLDIER NED, and his WIFE— 1st, age about 55, height 5 ft. 7 in., complexion, hair, whiskers, and moustache ( turninggrey) fair; dress, black frock coat, dark tweed trousers, black hard felt hat. The woman is about 50, short and stout, complexion very dark ; dress, blue serge frock, black cap ( trimmed bug! es). May seek employment at bootmakers and laundries, and lodge at common lodging houses. 4 THE POLICE GAZETTE. TUESDAY, NOVEMBER 11, 1890. 7.— W Division. — Woodcut portrait and description of WILLIAM AYLWARD, a clerk, whose apprehension is sought for embezzling £ 23 17*. 9( 2., age 28, height 5 ft. 7 in., complexion fair, hair and moustache ( slight) dark, eyes grey, laughs and shows his teeth when talking; dress, dark clothes and billycock hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. 8.— Pembroke Dockyard.— Woodcut por- trait and description of HENRY JONES, Quarter- Master- Sergeant, 19th Battery Western Division Royal Artillery, whose apprehension is sought for stealing £ 91, 6th inst., agn 33 ( looks older), height 5 ft. 11£ in., complexion fresh, hair brown ( slightly grey), large light moustache, drooping ends, eyes grey, long neck, head small for body ; dressed in uniform, but will probably purchase plain clothes ; may endeavour to go abroad. Native of St. George's, Lambeth. Information to Chief Inspector Hobbins, Pem- broke Dockyard. CITY OF LONDON. 9— For stealing £ 159 10s. in gold— WILLIAM STANLEY, late of 43, Sandringham- building*, Charing Cross- road, age 40, height 5 ft. 11 ins., complexion fair, hair and moustache brown ( turning grey), small bald spot back of head, cut mark left cheek; dress, when last seen, in the uniform of a commissionaire, No. 90, wearing Egyptian star and medal. Has served in 2nd Dragoon Guards and 2nd Battn. Grenadier Guards. May be accompanied by ft woman, age about 28, well dressed. Absconded 31st ult. Warrant issued. Information to Supt. McWilliam, 26, Old Jewry, E. C. CAMBRIDGESHIRE. 10.— Isle of Ely ( County).— For stealing fur- niture ( recovered) at Doddington, 11th inst.— ELIZA WIGGS, a married woman, age 22, height 5 ft. 1 or 2 in., complexion sallow, hair dark, eyes brown; dress, grey tweed jacket, black stuff skirt, black straw hat, with scarlet and black trimming, and bunch of white flowers in front. Is supposed 4o be in the company of William Walker, a native of Vidian, Herts, age 28, height 5 ft. 8 in., hair brown, whiskers and moustache sandy ; very near- sighted ; dress, black pilot jacket, moleskin trousers and vest, and hard felt hat; who may be found on public works. Warrant issued for apprehension of Wiggs, whose photograph will be forwarded on application. Information to Deputy Chief Constable Burrows, March. CHESHIRE. 11— Altrincham ( County) — For obtainiBg money by false pretences— a man, who gave the lame of HENRY WALTON, age 38 to 40, height 5 ft. 9 or 10 in., slight build, complexion pale, whiskers and moustache dark, eyes blue; dress, brown mixture suit ( coat considerably worn), and black ! hard felt hat, respectable appearance. Seemed to have a knowledge of gardening and of the names of plants, & c. He calls upon nurserymen, & c, a id obtains commission upon fictitious orders, which he gives in the name of some person by whom he states he is employed as gardener. Warrant issued. Information to Supt. Leighton, Altrincham. DERBYSHIRE. 12.— Derby ( Borough).— For failing to report— Supervisee WILLIAM WHITE alias THOMAS JACKSON, Office No. 39714, age 36, height 5 ft. 8 in., complexion swarthy, hair brown, eyes brown, several large scars on forehead, 1 on nose, and several on breast and back. Sentenced, at Derby, 8th December, 1888, to 18 months hard labour and 18 months police supervision for larceny. Information to the Chief Constable, Derby. 13.— GIOSSOp ( Borough) For failing to report— Supervisee ELIZABETH HARRISON, alias MARGARET YOUNG, ELIZABETH SHARP, and ELLEN and LILLIE McCLEAN, Office No. 39835, age 20, height 5 ft. ^ in., complexion pale, hair auburn ( inclined to sandy, crisp), eyes bluish grey, scar below left ear, 2 moles on left jaw and bend of right arm. Sentenced at Preston, 1st January, 1890, to 6 months hard labour and 2 years police supervision for larceny. Information to the Chief Constable, Glossop. ESSEX. 14.— Epping ( County).-— For failing to report — Supervisee FREDERICK FOSTER, alias AYLEY, Office No. 34873, age 30, height 5 ft. 6 in, complexion dark, hair dark brown, eyes grey, cross outside right forearm, star and dagger between right thumb and forefinger, part ring third right finger, goblet left upper arm, female outside and heart, F. F, part bird, a figure and a square inside left fore- arm, brooch, anchor, bird, key, and indistinct marks back of left hand, ring each left finger. Sentenced at Chelmsford, 26th February, 1884, to 5 years penal servitude, and 5 years police supervision for larceny. Supposed now in the neighbourhood of Cheshunt or Enfield, where he formerly resided. Information to Supt. Lennon, Epping. HAMPSHIRE. 15.— Aldershot ( County).— For shopbreaking, 19th inst.— ARTHUR EDGAR PHILLIPS, age 27 ( looks younger), height 5 ft. 5 in, complexion fair, moustache ( slight) light, slightly bow- legged, anchor tattooed right forearm, mole back of neck; dress, black- and- white check coat, cardigan jacket, dark trousers, light tweed cap. A native of Marlborough- squarc, London. Has served in the army, but has the appearance of a groom or potman. May endeavour to leave the country. Warrant issued. Information to Supt. Br in son, Aldershot. HERTFORDSHIRE. 16.— Hertford ( County).— For burglary and shooting at police officers, with intent to murder, at Hatfield on 16th inst. ( concerned with Charles Stearman, alias John Shipley, Case No. 38)— TWO MEN : 1st, age 32, height 5 ft. 11 in., complexion dark and swarthy, hair and moustache dark brown, may grow heavy beard, eyes dark, square shonlders, muscular build; dress, black and brown plaid jacket suit, long grey overcoat, side spring boots, and hard felt hat; walks with a short step and leans his head slightly forward; speaks with a foreign accent. May be a discharged soldier or returned convict, from his tanned appearance ; known as " Duckey." 2nd, ago about 40, height about 5 ft. 3 in, com- plexion sallow, hair ( bald in front) black, full beard and moustache, shaved on chin, eyes dark, two or three stars tattooed back of right hand ; dress, brown mixture jacket suit, dark grey overcoat, side- spring boots, and black hard felt hat. Known as " Willie." Supposed a returned convict. Information to Supt. Parish, Hertford. LANARKSHIRE. 17.— Glasgow ( City).— For embezzling £ 200— JAMES REID, age 36, height 5 ft. 6 in, slender build, hair and slight moustache and imperial brown eyes blue, very near- sighted, upper front tooth missing, small feet; dress, generally dark cord coat suit, dark broad tie with red spots, round felt hat, lorne shoes. Native of Maybole. He acted as treasurer of the Heather Bell Lodge of the British Order of Free Gardeners. Warrant issued. Information to Chief Constable Boyd, Central Police Chambers, Glasgow. LEICESTERSHIRE. 18. Leicester ( Borough). — Eor stealing, between 13th and 16th inst, a gold locket ( recover- ed at Derby); 1 gold necklet, plain links; 4 silver table spoons, S. E. N, supposed engraved thereon: 1 silver George and Dragon crown piece ( supposed George III reign) ; A MAN, age about 22, height about 5 ft. 3 or 4 in, slender build, complexion dark, talks quickly; dress, black clothes, black felt hat, good appearance. He took lodgings at the house on the 13th inst., stating that he represented Messrs. Hodgson & Stead, weighing machine manufacturers, Egerton Works and Hope Foundry, Windsor- street, Salford, and left suddenly about noon, 16th inst. 19.—- Leicester ( Borough). — For obtaining credit by false pretenses and absconding from his bail, 15th ult, ROBERT JON US, a boot manufac- turer, age 41, age 5 ft. 5 in, complexion fresh, hair light brown, eyes blue, pockmarked, respectably dressed. Warrant issued. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 20.— Bourne ( County).— For obtaining food aud lodgings, by false pretences, at Dyke, on 10th, 11th, and 12th inst.— A man who gave the name of JACQUES, age about 55, height 5 ft. 6 or 7 in, complexion dark, hair, whiskers, and moustache dark brown, turning grey, rather prominent teeth, which he shows when talking; dress, dark brown check coat, dark grey striped trousers and vest, lace boots, white collar, dark tie, and black hard felt hat, wore an old brass albert, and carried a thick cane with smooth knob. This man represents himself as a land surveyor, and takes lodgings for himself, stating his men will arrive in a fewr days. Aftor staying a few days, he decamps without paying for his food and lodgings. Warrant issued. Information to Supt. Brown, Bourne. MIDLOTHIAN. 21. — Edinburgh ( County). — For obtaining considerable quantities of oats, hay, straw, & c, by fraud, during the last few months— JOHN DALBY, a horse- dealer, age abont 25, height 5 ft. 8 or 9 in, slender build, complexion fresh, hair and moustache dark, prominent nose, thin face, English accent: dress, generally short dark green overcoat, stripe tweed trousers, black hard felt hat, light boots— JOHN SMITH, age about 35, height 5 ft. 6 in, stout build, complexion sallow, hair and moustache dark, oval face, English accent; dress, generally grey tweed jacket and vest, dark tweed trousers, tweed cap. Their modus operandi is to call upon grain merchants, farmers, & e, and represent that they are horse- dealers, contractors, or coal merchants, and pui- chase a quantity of oats, hay, or straw, which they promise to pay for on being delivered, giving the address of some unscrupulous horse- dealer; on the goods arriving, a plausible story is told, which induces the carter to unload, and an intimation is given that a cheque for the amount will be forwarded. Dalby is believed to have committed similar frauds in England. He has a wife and child residing at 22, Gifford I*! n- k, Edinburgh, where these men lived for about 6 months previous to the 2nd or 3rd inst., FRIDAY, NOVEMBER 28, 1890. THE POLICE GAZETTE. 5 when they suddenly disappeared. May be found together committing similar frauds. Not to be apprehended out of tho United Kingdom. Information to Col. Borthwick, Chief Constable, County Buildings, Edinburgh. NORFOLK. ' 22, - Norwich ( City).— For stealing a lady's gold watch, gold keeper and rings, and other articles of jewellery from a house where he lodged— WOOLFE LEYY, a Polish Jew, age 32, height 5 ft. 4 or 5 in., complexion very sallow, hair and eyes dark, very slight whiskers and moustache; dress, blue cloth overcoat and hard felt hat. Has been selling French nougat rock which he receives from N. Gold, manufacturer, London. " Warrant issued. 23.— Norwich ( City).— For larceny ( person), concerned with John Fisher, Case No. 40. — TWO MEN : lst, age 30, height 5 ft. 2 in., com- plexion fair; dress, light suit, dark overcoat, hard felt hat; 2nd, age 35, height 5 ft. 10 in., complexion dark, moustache black, otherwise clean- shaved, smart appearance; wears long light overcoat, and hard felt hat. Information to Chief Constable Hitchman, Nor- wich. NORTHUMBERLAND. 24.— Alnwick ( County).— Woodcut portrait and description of WILLIAM PERCY DARLING, alias HENRY WEBB, whose apprehension is sought for setting fire to a dwelling- house at Howick, 7th inst., and stealing therefrom £ 22 9s. 6d. ( including a £ 5 note); a long brown travelling great- coat, small check, large dark check lining, two pockets inside, and two outside, ticket pocket, " Wm. Purvis Allanton " supposed on tab— Age 32, height 5 ft. 9f in. without boots, complexion sallow, hair dark brown, strong dark moustache, heavy eyebrows, large mouth, long nose. Was seen in Newcastle- on- Tyne on 10th inst., and was then wearing a new light grey check suit, black hard felt hat, with black cloth band, and the stolen coat. Was formerly a butler, but has been little out of prison during the past 4 years. Has been twice convicted of felony, in Durham, and has recently undergone 18 months imprisonment in Northumberland, for sacrilege. A native of Howick. Warrant issued. Information to Captain Terry, Chief Corstable, Morpeth, or to Supt. Rutherford, Alnwick. OXFORDSHIRE. 25.— Oxford ( City).— For obtaining, 18th inst., by false pretences— A silver open- face watch, gold filigree hands, flowers entwined round water barrels engraved on back, " Cylinder, 8 rubies " inside case, supposed German or Swiss make; and a lady's double silver chain, with tassel, fastens with bow or spring, instead of bar— VICTOR PALMER, age about 20, height 5 ft. 9 or 10 in., slender build, complexion pale, long features, hair light brown; dress, dark brown overcoat, with velvet collar, new black diagonal coat and vest, pepper- and- salt narrow stx- ipe trousers, browrn hard felt hat, brown and red stripe muffler. May give the name of Colcutt. Had in his possession several pawn tickets, for clothcs pawned at Manchester. Warrant issued. Information to Chief Constable Head, City Police, Oxford. SOMERSETSHIRE. 26.— Bath ( City).— For stealing from an hotel, 24th inst.— I lady's silver geneva watch, open face, monogram " E. H. S." on outside case; 1 lady's plain gold engagement ring, with small diamonds in centre; L lady's silver geneva watch, open face, engraved back; 1 lady's silver chain, with tassels and trinkets attached, viz., small pair of gold spectacles and small gold locket; 1 pair of round gold ear- rings ; 1 pair of silver brilliant ear- rings ; 1 silver cigarette case, with the name of " Ray " upon it; 1 plain silver match- box; 1 gold dress ring, with two blue stones and six pearls ( one pearl deficient) ; 1 gold coin brooch, made of three foreign gold coins ; 1 silver buckle bracelet, with chain and five onyx stones; 1 gold bar brooch, with small knobs at ends, and two small rings in centre— A MAN, age 30 to 35, height about 5 ft. 6 or 7 in., thick set, complexion dark, slight moustache ; dress, dark pilot pea- coat, blue serge trousers, military boots, and blue cloth cap with peak as worn by seamen. Appearance of a sailor. He obtained admittance to the hotel by representing that he had come to repair the roof. 27.— Bath ( City).— For obtaining £ 19, by false pretences, 14th inst.— A man who gave the name of H. P. SHARPE, a pianoforte tuner, age about 28, height 5 ft. 6 in., stout build, slight side whiskers, moustache dark, broad shoulders; occasionally wears double eyeglasses, and mackintosh or ulster with cape. May endeavour to leave the country for Australia. Warrant issued. Information to Lieut.- Colonel Gwyn, Chief Con- stable, Bath. STAFFORDSHIRE. 28.— Stafford ( County).— For failing to report — License Holder JOHN SWINBOURNE, Office No. 39518, age 19, height 5 ft. 51 in., complexion fair, hair light brown, eyes brown, scars on left side forehead, side of first left finger and back of right thigh. Sentenced at Walsall, 5th May, 1886, to 5 years penal servitude for larceny ( person). Licensed 24tli April, 1890. Information to the Deputy Chief Constable, Stafford. SUFFOLK. 29.— Ipswich ( Borough).— For highway robbery and stealing a lady's gold watch, carried on wrist, No. 30782 stamped on cover of case and dome, engraved with flowers on cover of case, with shield in centre, fancy engraved gilt dial, with black figures, 305 M. B. G. scratched inside outer cover of case— A MAN, age 20, height oft. 6 in., complexion pale, hair ( cut short) very light yellow, no whiskers or moustache, eyes grey, appeared very thin and dirty, weight about 8 stone; dress, shabby all- round jacket, made of blue stuff, similar to material worn by butchers, old brown trousers, black cap, with broken peak, red neckerchief, with white spots. The above description is given by the young ladies, one of whom he robbed, who only saw him for a few minutes, but it is believed to be sub- stantially correct. Information to Lieut.- Col.
