All announcement* for insertion in the POLICB GAZBTTB, and all communications upon them should be addressed to THB EDITOR OB THB POLICB GAIBTTE, GBBAT SCOTLAND YABD, LOUDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZBTTB, if they are sufficient to enable action to be taken upon them by another force. 3. Particulare as to stolen property will be likewise inserted in one issue, if sujjicient to enable the article in question to be thereby identified. 4. In all casts where a reward is offered the name and address of some person responsible fw the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15*. per portrait, and of 7s. 6d. per photograph of sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcemente of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one tide of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond <$• Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the eole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons misting can only be accepted at advertisements. R. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi tion made in their name by their respective Diplo- matic Agents, deliver np to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their oxon subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver np its own subjects to the other Government, hut cannot be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— E Division.— For stealing £ 20— CHARLES F. WAKE, age 45, height 5 ft. 10 in., slender build, complexion and hair ( turning grey) dark, whiskers and moustache dark brown, eyes hazel, a heavy drinker; dress, generally dark clothes, black hard felt hat; native of London. " Warrant issued. 2.— G Division.— For bigamy— JOHN CLIF- FORD ARNOLD, a commercial traveller, age 47, height 5 ft. 7 in., complexion fresh, hair, beard, and moustache ( long) and eyes dark brown. Speaks with a foreign accent, respectably dressed, supposed a Belgian. 3.— M Division.— For fraud under the Bank- ruptcy Act, unlawfully failing to discover part of his estate to trustees appointed to administer same while in business as an ironmonger in the Borough, London — ROBERT SCARBER, age 45 to 48, height 5 ft. 9 in., complexion sallow, hair, beard and moustache ( turning grey) dark, one shoulder ( sup- posed left) slightly drooped. Is an inveterate smoker and mostly uses a pipe, dribbles down beard when smoking ; dress, grey tweed frock coat, vest and trousers, high silk hat. Native of London. Warrant issued. 4.— M Division. — For stealing £ 97 0s. 9| d., in his capacity as steward of West Southwark Liberal and Radical Club, Blackfriars — BENJAMIN G. BROWN, age 34, height 5 ft 5 in., complexion sallow, hair and whiskers ( full) and moustache dark; dress, black cutaway coat and vest, light trousers, and round black felt hat. A tin- plate worker ; native of London. Warrant issued. 5.— N Division. — For embezzling £ 6 7s. lid. — CHAS. TUPPEN, age 24, height 5 ft. 6 in., com- plexion florid, hair light, eyes blue; dress, dark suit, black hard felt hat. Has friends at Brighton and Patcham, Sussex, whom he may visit. A milk carrier ; native of Patcham. Warrant issued. 6.— V Division.— For fraud under the Bank- ruptcy Act— WILLIAM ALDERSON, late of The Grange, Surbiton Hill, Surrey, age 46, height 5 ft. 10 in., hair turning grey, whiskers and moustache very fine, one eye lost or closed up; wears dark spectacles, usually wears a hard felt hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. 7.— Pembroke Dockyard.— Woodcut por- trait and description of HENRY JONES, Quarter- Master- Sergeant, 19th Battery Western Division Royal Artillery, whose apprehension is sought for stealing £ 91, 6th inst., ag" 33 ( looks older), height 5 ft." ll£ in., complexion fresh, hair brown ( slightly grey), large light moustache, drooping ends, eyes grey, long neck, head small for body ; dressed in uniform, hut will probably purchase plain clothes ; may endeavour to go abroad. Native of St. George's, Lambeth. Information to Chief Inspector Hobbins, Pem- broke Dockyard. CITY OF LONDON. 8.— For stealing £ 159 10s. in gold— WILLIAM STANLEY, late of 43, Sandringliam- buildings, Charing Cross- road, age 40, height 5 ft. 11 ins., complexion fair, hair and moustache brown ( turning grey), small bald spot back of head, cut mark left cheek; dress, when last seen, in the uniform of a commissionaire, No. 90, wearing Egyptian star and medal. Has served in 2nd Dragoon Guards and 2nd Battn. Grenadier Guards. May he accompanied by a woman, age about 28, well dressed. Absconded 31st ult. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. CHESHIRE. 9. — Altrincham ( County)— For obtaining money by false pretences— a man, who gave the name of HENRY WALTON, age 38 to 40, height 5 ft. 9 or 10 in., slight build, complexion pale, whiskers and moustache dark, eyes blue; dress, brown mixture suit ( coat considerably worn), and black hard felt hat, respectable appearance. Seemed to have a knowledge of gardening and of the names of plants, & c. He calls upon nurserymen, & c., a id obtains commission upon fictitious orders, which he gives in the name of some person by whom he states he is employed as gardener. Warrant issued. Information to Supt. Leighton, Altrincham. 4 10.— Macclesfield ( County) — For stealing, 8tli inst., at North Rode, 1 gold geneva watch, silk guard attached : 1 black tweed coat, and vest lined • with light material, lialt' moon pattern? Swansbiok and Stonoly on coat- tab ; 1 pair pepper- and- salt coloured trousers,. black stripe— A MAN, age about, 22, height 5 ft; 5 in., complexion fresh, liair light brown, moustache light, walked rattles lame on right leg, supposed through boot being worn clown on inside ; dress, light brown overcoat, with Inverness cape, light and brown trousers, hard felt hat. Information to Supt. Downes, County Police, Macclesfield. 11.— M iddlewich ( County).— For stealing £ 50, gold, at Goostrey— JOHN" 13 EVAN, ago 21, height 5- ft. 6 or 7 in., complexion fresh, face blotchy, hair light brown, eyes blue ; dress, tweed jacket and vest, dark brown tweed trousers, black hard felt hat, white cotton neckerchief. Warrant issued. Information to Supt. Plant, Middlewich. CLACKMANNANSHIRE. 12.— Alloa ( Borough).— Wood- cut portrait and description of JAMES MILLER, whose apprehen- sion is sought for stealing £ 43, the property of the Alloa Coal Company— Age 33, height 5 ft. 9^ or 10 in., ha'ir, moustache, and short side whiskers brown, long neck, large forehead, prominent nose, projecting eyes, long thin face, thick lips ( keeps them apart), mark of old cut on under lip, walks erect, with quick short steps; dress, black diagonal corded coat and vest, dark grey striped trousers, white shirt, Shetland grey worsted semmit and drawers, lace boots, with toe- caps, and black hard felt hat, respectable appearance. Had in his pos- session a f- plate gold lever watch, No. 11204, com- pensation balance, jewelled in 8 holes, which he may dispose of at watchmakers or pawn. He absconded in a similar manner about 5 years since, and then pledged his watch either in London or Liverpool. He is capable of holding a good position as clerk, and may seek employment as such at colliery offices, public works, < fcc., or may endeavour to leave the country. Absconded 12th ult. Warrant issued. Information to Supt. Nicol, Alloa. ESSEX. 13.— Brentwood ( County). — For obtaining £ 3 10s. by means of a fraudulent advance ship note for £ 10, on 27th and 28th ult.— WILLIAM JAMES CHAPMAN, age 26 to 28, height 5 ft. 5 or G in., complexion swarthy, hair dark and rough, clean shaved, except slight moustache, eyes ( rather prominent) supposed grey and. watery, indistinct anchor tattooed back of right wrist. Stated he was captain of the steamship " France" of the Inter- national Line, and was dressed as an officer on board a steamship. Supposed native of London. Has been previously convicted of a similar offence; place not known. Warrant issued. 14.— Brentwood ( County).-— For stealing£ 4in gold ; an open- face silver geneva watch ; and a gold dress ring, set blue and white stones— A man who gave the name of WILLIAMS, age about 30, height 5 ft. 8 or 9 in., stout build, complexion fresh, hair dark, moustache ( slight) dark, has false teeth; dress, dark plaid suit, blue and white tie, lace boots, THE POLICE GAZETTE. and light cloth cap, wore a sfcaefcalbert, and a ring on little finger left hand. Hd took lodgings for the night, stating he was an agent of the Singer Sewing Machino Company, and abseon- ledearly the following morning. 15.— Brentwood ( Co?*)}/ 1?/)— For rccsivingsto'en goods— THOMAS BOWLES; age 32, height 5 ft. 2 in., complexion; fresh, hair, whiskers, and moustache light brown, eyes blue. A dealer; native of Raleigh, Essex. Warrant issued. Information to Supt. Dobson, Brentwood. GLAMORGANSHIRE. 16.— Cardiff ( Borough)— For embezzlement— EDWARD C. CHURCH, age 35 to 40, height 5 ft. 7 in., rather stout, complexion florid, full face, blotched through dissipation, whiskers and mous- tache ( cut short) dark brown, slight limp, and appears to drag his left leg, has a habit of opening his eyes very wide when talking; dress, new blue serge suit, single- breasted lounge jacket, turn- down collar, blue necktie, with white spots, hard felt hat, lace boots. Served his time as a draper's assistant, but has lately been employed as a book- keeper, and resided for some time at North Shields. Is sup- posed to have from £ 50 to £ 60 in his possession. Warrant issued. Information to the Head Constable, Cardiff. GLOUCESTERSHIRE. 17.— Cheltenham ( County).— For stealing, 29bh ult., 1 lady's silver geneva watch; 1 silver chain with silver tassel attached; 1 18- carat gold dress ring, set 6 stones ( blue and white), blue stono in centre deficient; 1 gold keeper ring; 1 gold oval brooch, brown on front with Chinese figures thereon; 1 gold locket, " In memory of " on centre; 1 gold heart- shaped locket; 1 large oval- shaped brass shawl- pin, ornamented with a cluster of flowers ; and a brooch to match— GEORGE BEAU- MONT, alias JACKSONS, age about 21, medium height, complexion fresh, hair dark brown, eyes hazel, clean shaved, rather large nostrils, smart appearance ; dress, blue serge or ribbed suit, white shirt, light tie, and black bowler hat; was wearing a thick silver ring on finger of right hand. This man is travelling from town to town, where he takes lodgings, stating he is employed as a booking- clerk on the railway, and leaves next day after com- mitting a larceny. Warrant issued. Information to Supt. McRae, Cheltenham, or to Sergeant Lane, Tewkesbury. HUNTINGDONSHIRE. 18.— St. Neots ( County).— For stealing, 29th ult., 1 gold wedding ring ( has been repaired) ; 1 blue dress skirt ( old) ; 1 white flannel petticoat; 1 black silk waistband with steel buckle; 2 pairs of women's black silk gloves ; 1 pair corsets ; and 1 long black jacket trimmed with broad military braid — A woman who gave the name of ANNIE STROBURN, ageabout40, shortandstout, complexion fair, hair inclined to be sandy; dressed in stolen clothes, white neck tie, side- spring boots ( heavily nailed), and black straw hat trimmed with black velvet ribbon and feather ; appearance o: a respect- able mechanic's wife, but she seems to travel the country living on prostitution. She came to St. Neots with a circus, on 13th ult., and knows Northampton, Hitchin, and Bury St. Edmunds, where she stated she was recently laid up with a broken ankle. She represents herself to be the widow of a sea captain, and that she is in receipt of a pension of £ 4 155. per annum, which she draws r„ t the post office. Information to Supt. Copping, St. Neots. KENT. 19.— Margate ( Borough)— For obtaining by false pretences, 4th inst., a child's new maroon coloured dress, plain made, gathered at wrist, band round waist; also on same day, 1 pair lady's kid lace boots, round stamp in centre of heel and sole, " healthy and handsome," lion, " solid sole," and " C. C. & M." on stamp, white lining with red twill top, band stamped " J. Jones & Son, 6 and 7, Queen Street," in gilt letters; also 1 pair woman's plain leather rivetted boots, may be marked " J. T. & S." both pairs size 6— A WOMAN, age about 35, height TUESDAY, NOVEMBER 11, 1890. about 5 ft. 6 in., complexion dark; dross, dark clothes, black bonnet, respectablo appearance. Warrant issued. Information to Chief Constable Buck, Margate. LANCASHIRE. 20.— Rochdale ( County).— For stealing, 31st ult., from the Post Office, one £ 5 Bank of England note, No. 23479, stamped on back with Smitlibridoe P. O. stamp, October 28th, 1890; £ 3 10s. in gold; £ 2 15s. in silver; £ 1 15s. 7d. in penny and half- penny stamps; and 2 wash- leather bags— TWO MEN: 1st, age 25 to 30, height 5 ft. 6 in., stone build, complexion and moustache dark, round " all face; dress, black rough tweed overcoat dark trousers, black hard felt hat, light shoes, carried a thick walking- stick with turned handle. 2nd, age 25 to 30, height 5 ft. 10 in., slender build, com- plexion dark, hair and moustache dark brown, long thin face ; dress, dark dust overcoat, dark trousers, black hard felt liat, light shoe3. These men ordered dinner at a public houso near the Post Office; one went to the Post Office, purchased a penny stamp, tendering half- a- erown in payment; the other shortly after committed the theft, and both loft at once. 21.— R O ch d a I e ( County).-— For assaulting police, 23rd ult., at Shaw— JOHN WARD, age 26 or 27, height 5 ft. 7 or 8 in., complexion pale, hair light brown, light sandy moustache, eyes ( supposed) grey, slightly knock- kneed; dress, when last seen, in dark coat, cord trousers, cloth cap, clogs. A piecer at cotton mills. Warrant issued. Information to Supt. Haywood, Rochdale. 22.— Rochdale ( Borough) — For stealing 19s. 6d. and a cap from his lodgings, 3rd inst.— JOHN THOMAS WILLIAMS, ago 16, height 5 ft! 2 or 3 in., complexion sallow, hair ( curly in front) dark brown, lost second finger left hand frcm first joint, and third finger left hand from second joint; dress, pilot cloth jacket ( patched at elbows and under- arms), black tweed vest, brown and white mixture trousers, new clogs, white silk neckerchief, stained with blackberries, white and blue plaid cotton shirt, and the stolen cap, with " A present from Black- pool " worked in front with yellow silk. A native of Eccles, near Manchester, where his father ( de- ceased) worked as a shoemaker. Was lately em- ployed as a drawer in a coal- pit at Dewsbury. Information to Chief Constable Wilkinson, Roch- dale. 23.— Salford ( Borough).— For stealing aquantih- of Imperial cloth— ROBERT McGEE, age about 32, height 5 ft. 2 in., stout build, moustache dark, right knee turned in and stiff, right foot injured; dress, brown coat and black hat. Warrant issned. 24.— Salford ( Borough). — For stealing, 8th inst., a sable fur cape, lined brown satin, fastens with hooks and eyes, purse pocket inside; a lady's black cashmere dress, trimmed with watered silk down sides, silk vest, and silk cuffs ; a pair of ladyV patent leather slippers, size 5, elastic, black silk tassel in front ( new) ; a white silk handkerchief; and a silk square, gold with cardinal spots— ANNIE HARTLEY, age about 20, height 5 ft. 2 in., stout- build, complexion sallow, hair black, eyes brown; drers, brown cashmere dress, dark grey woollen shawl, black straw duchess hat, trimmed dark greei! ribbon and black lace, button boots, may be wearing some of the stolen property. A domestic servant, speaks with a Yorkshire accent. Warrant issued. Information to the Chief Constable, Town Hall, Salford. 25. — Salford ( Borough).— For stealing, 2nd inst., a lady's gold patent lever watch, No. 4536, shield on back, flowered cases, gold face and hands, engraved on dome, " Patent Lever," jewelled in 15 holes; a lady's long gold chain, round link pattern, small gun as appendage ; also for larceny, 29th ult — A MAN, age 29, height 5 ft. 5 or 6 in., com- plexion dark, long dark brown moustache, speaks with French accent; dress, black coat and vest, brown stripe trousers, laco boots ( nearly new). Information to the Chief Constable, Borough Police, Salford. SHROPSHIRE. 26.— Church Stretton ( County).- For steal- ing 2 £ 5 Bank of England notes and £ 13 10s. m FRIDAY, NOVEMBER 14, 1890. 3 gold and silver— ADNEY HORTON, age 28, height 5 ft. 8 in., complexion, hair and moustache dark, broad shoulders, thick set, very lai'ge bead, scar on back, shows his teeth, talks quickly and with a lisp, l- olling gait, fond of betting ; has served in the 3rd Battalion Grenadier Guards, and is now in the Army Reserve, but has not much the appearance of a soldier; dress, dark jacket, light trousers, small blue cap. Native of Horley, Salop. Warrant issued. Information to- Supt. Gaswell, Church Stretton. SOMERSETSHIRE. 27.— Somerton ( County).— For stealing a silver geneva watch, No. 69231, on 6th Sept. last— SIDNEY WESTLAKE, age 28 to 30, height 5 ft. in., com- plexion pale, hair dark brown, eyes ( small) hazel, pock- pitted; dress, dark brown overcoat, black diagonal jacket and vest, dark cord trousers, lace boots, and black hard felt hat. A leather cutter. Has been employed as checking clerk at London Docks. Warrant issued. Information to Supt. Giles, Somertcn. STAFFORDSHIRE. 28.— Burton- On- Trent { County)— For failing to report— Supervisee ISABELLA MATTHEWS, Office No. 25145, age 46, height 5 ft. 1 in., com- plexion dark, hair brown, eyes grey, sears on right wrist and elbow, and several on forehead. Sentenced at Worcester, 13th October, 1879, to 7 years' penal servitude, and 7 years' police supervision, for larceny. F 106. Information to Supt. Gilbride, Burton- on- Trent. SUFFOLK. 29. — Ipswich ( Borough). — For embezzling £ 4 14s. 2d.— HENRY ST. CLAIR LAGDEN, age 28, height 5 ft. 9 or 10 in., weight about 12 or 13 stones, complexion fresh, hair light brown, whiskers down to ear, cut short, smalll ight moustache, smart appear- ance ; dress, short overcoat, light brown suit, light brown hat. Travels in tea and sweets, and carries a light- brown, bag. His father resides at 10, Chapel- street, Bedford- row, London, W. C.; and a sister at 272, Liverpool- road, London, N. He also calls at a Mr. Simmons, High- street, Southend. The last letter received by his master from him was posted on 8th inst., at Great Eastern Hotel, Liverpool- street, London. Warrant issued. 30.— Ipswich ( Borough). — For embezzling £ 8 19s. 3d.— ALFRED MINNS BURROWS, of Plevna House, Ipswich, age 40 to 45, height 5 ft. 6 in., stout build, complexion fresh, hair ( very thin) and moustache brown; walks with a short quick step, neat appearance, is fond of pulling his watch chain about; generally drosses in black. Supposed native of Norwich. Is well known in the Eastern Counties. 1 Warrant issued. Information to Lieut.- Colonel Russell, Chief Constable, Ipswich. WARWICKSHIRE. 31.— Birmingham ( City).— Woodcut portrait and description of JOHN DENT, whose apprehen- sion is sought for forgery- and embezzlement to the amount of £ 500— age 33, height 5 ft. C or 7 in., slight build, complexion, hair, moustache and eyes ( full) dark, walks with a swaggering gait, and has a peculiar habit of shrugging his shoulders, slightly spray- footed, generally carries a walking- stick; dress, light Melton overcoat, or dust coat, dark tweed trousers, lace boots, and hard billycock hat. A jeweller's commercial traveller. Native of Bir- mingham. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. YORKSHIRE ( WEST RIDING). 32.— Keighley ( County).— For embezzlement— JOSEPH SUNDERLAND, age 34, height 5 ft/ 6 in., slender build, complexion fresh, hair light brown, slight moustache, eyes ( supposed) blue, scar over right eye; dress, black slack- back jacket, bound with broad braid, light mixture trousers ( bell bottoms), navy blue cap, with cloth peak, usually wears a red scarf. Has been a sailor, but for some months past has been employed as a fitter of electric light in various parts of the country, by a firm at Newcastle- on- Tyne.
