THE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, NOVEMBER 7, 1890. VOL. VII., No. 716. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible f* t the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15.!. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 9. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do so. METROPOLITAN POLICE DISTRICT. 1. — Criminal Investigation Depart- ment.— Woodcut portrait and description of a man suspected of being concerned with others in committing ladder larcenies — JAMES SMITH, alias JAMES BAKER, JAMES JOHNSON, JAMES SCOTT, and ONE- ARMED JEMMY, age 37, height 5 ft. 7 in., complexion swarthy, slightly pockpitted, hair and eyes dark brown, well built, good- looking; generally wears black moustache, can grow whiskers and beard ; scar on bridge of nose, hair mole on left cheek, has lost left hand and wears a hook; dresses respectably, and frequents race meetings. Was sentenced 28th August, 1875, as James Baker, to two months hard labour, at Guild- hall, for larceny ; as James Baker, 19th November, 1877, at Central Criminal Court, to 18 months hard labour; and as James Smith, 10th January, 1881, to two years hard labour, at Central Criminal Court, for stealing from warehouses in the City ; at Mansion House, London, 13th March, 1883, as James Johnson, and sentenced to four terms of 3 months imprisonment each, to run consecutively ( making total of 12 months), for frequenting shops in City for the pnrpose of committing felony; as James Scott, at Windsor Petty Sessions, to 6 months hard labour for larceny ( person) at Ascot Races, 21st June, 1889. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 2.— M Division.— For fraud under the Bank- ruptcy Act, unlawfully failing to discover part of his estate to trustees appointed to administer same while in business as an ironmonger in the Borough, London — ROBERT SCARBER, age 45 to 48, height 5 ft. 9 in., complexion sallow, hair, beard and moustache ( turning grey) dark', one shoulder ( sup- posed left) slightly drooped. Is an inveterate smoker and mostly uses a pipe, dribbles down beard when smoking ; dress, grey tweed frock coat, vest and trousers, high silk hat. Native of London. Warrant issued. 3.— S Division.— For stealing £ 16 10s. on 25th ult.— EDWARD FISH, age 20, height 5 ft. 5 in., complexion fresh, hair ( curly) light, eyes blue; dress, dark coat and vest, dark blue trousers, and black hard felt hat. A barman. Native of Windsor. HENRY LEGG, age 20, height 5 ft. 5 in., com plexion very dark, hair and moustache ( slight) black; dress, black coat and vest, dark trousers, and black felt hat. May visit 1- 5, Douglas Street, Stirling. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. BERKSHIRE. 4.— Hungerford ( County).— For stealing, 22nd ult., a mare ( recovered)— ALFRED HARYEY ( a supervisee), age 23, height 5 ft. 5 in., complexion fresh, hair light brown, eyes blue, scab on nose; dress, light brown coat, cord trousers, soft brown billy- cock hat. GEORGE COX, age 23 or 24, height 5 ft. 7 or 8 in., complexion pale, hair black, eyes dark brown, slight cast in left eye; dress, dirty black jacket, brown tweed trousers, hard hat, blue tie with white spots. Native of Gloucester- lane, Bristol. Information to Inspector Winchcombe, Hunger- ford. CHESHIRE. 5.— Middlewich ( County).— For stealing £ 50, gold, at Goostrey— JOHN BKVAN, age 21, height 5 ft. 6 or 7 in., complexion fresh, face blotchy, hair light brown, eyes blue ; dress, tweed jacket and vest, dark brown tweed trousers, black hard felt hat, white cotton neckerchief. Warrant issued. Information to Supt. Plant, Middlewich. ESSEX. 6. — Brentwood ( County). — For obtaining £ 3 10s. by means of a fraudulent advance ship note for £ 10, on 27tli and 28th ult.— WILLIAM JAMES CHAPMAN, age 26 to 28, height 5 ft. 5 or 6 in, complexion swarthy, hair dark and rough, clean shaved, except slight moustache, eyes ( rather prominent) supposed grey and watery, indistinct anchor tattooed back of right wrist. Stated he was captain of the steamship " France" of the Inter- national Line, and was dressed as an officer on board 4 THE POLICE GAZETTE. TUESDAY, NOVEMBER 11, 1890. a steamship. Supposed native of London. Has heen previously convicted of a similar offence; place not known. Warraut issued. Information to Supt. Dobson, Brentwood. GLOUCESTERSHIRE. 7— Cheltenham ( County). — For stealing, 29th ult., 1 lady's silver geneva watch; 1 silve chain with silver tassel attached ; 1 18- carat gold dress ring, set 6 stones ( blue and white), blue stone in centre deficient; 1 gold keeper ring; 1 gold oval brooch, brown on fx- ont with Chinese figures thereon; 1 gold locket, " In memory of " on centre; 1 gold heart- shaped locket; 1 large oval- shaped brass shawl- pin, ornamented with a cluster of flowers ; and a brooch to match— GEORGE BEAU- MONT, alias JACKSONS, age about 21, medium height, complexion fresh, hair dark brown, eyes hazel, clean shaved, rather large nostrils, smart appearance ; dress, blue serge or ribbed suit, white shirt, light tie, and black bowler hat; was wearing a thick silver ring on finger of right hand. This man is travelling from town to town, where he takes lodgings, stating he is employed as a booking- clerk on the railway, and leaves next day after com- mitting a larceny. Warrant issued. Information to Supt. McRae, Cheltenham, or to Sergeant Lane, Tewkesbury. HUNTINGDONSHIRE. 8.— St. Neots ( County).— For stealing, 29th ult., 1 gold wedding ring ( has been repaired) ; 1 blue dress skirt ( old) ; 1 white flannel petticoat; 1 black silk waistband with steel buckle; 2 pairs of women's black silk gloves ; 1 pair corsets; and 1 long black jacket trimmed with broad military braid — A woman who gave the name of ANNIE STROBURN, age about 40, short and stout, complexion fair, hair inclined to be sandy; dressed in stolen clothes, white neck tie, side- spring boots ( heavily nailed), and black straw hat trimmed with black velvet ribbon and feather; appearance of a respect- able mechanic's wife, but she seems to travel the country living on prostitution. She came to St. Neots with a circus, on 13th ult., and knows Northampton, Hitchin, and Bury St. Edmunds, where she stated she was recently laid up with a broken ankle. She represents herself to be the widow of a sea captain, and that she is in receipt of a pension of £ 4 15s. per annum, which she draws ;; t the post office. Information to Supt. Copping, St. Neots. LANCASHIRE. 9.— Rochdale ( County). — For stealing, 31st ult., from the Post Office, one £ 5 Bank of England note, No. 23479, stamped on back with Smithbridge P. O. stamp, October 28th, 1890; £ 8 10s. in gold ; £ 2 15s. in silver; £ 1 15s. 7d. in penny and half- penny stamps; and 2 wash- leather bags— TWO MEN: 1st, age 25 to 30, height 5 ft. 6 in., stout build, complexion and moustache dark, round full face; dress, black rough tweed overcoat dark trousers, black hard felt hat, light shoes, carried a thick walking- stick with turned handle. 2nd, age 25 to 30, height 5 ft. 10 in., slender build, com- plexion dark, hair and moustache dark brown, long thin face ; dress, dark dust overcoat, dark trousers, black hard felt hat, light shoes. These men ordered dinner at a public house near the Post Office; one went to the Post Office, purchased a penny stamp, tendering lialf- a- crown in payment; the other shortly after committed the theft, and both left at once. 10.— Rochdale( County).— For assaulting police, 23rd ult., at Shaw— JOHN WARD, age 26 or 27, height 5 ft. 7 or 8 in., complexion pale, hair light brown, light sandy moustache, eyes ( supposed) grey, slightly knock- kneed; dress, when last seen, in dark coat, cord trousers, cloth cap, clogs. A piecer at cotton mills. Warrant issued. Information to Supt. Heywood, Rochdale. 11.— Salford ( Borough).— For stealing aquantity of Imperial cloth— ROBERT McGEE, ago about 3i, height 5 ft. 2 in., stout build, moustache dark, right knee turned in and stiff, right foot injured; dress, brown coat and black hat. ' Warrant issued. Information to the Chief Constable, Town Hall, Salford. 12. — Salford ( Borough,). — For stealing 2nd, inst., a lady's gold patent lever watch, No. 4536, shield on back, flowered ca? es> gold face and hands, engraved on dome, " Patent Levey," jewelled in 15 holes; a lady's long gold chain, round link pattern, small gun as appendage; also for larceny. 29th ult. — A MAN, age 29, height 5 ft. 5 or 6 in., com- plexion dark, long dark brown moustache, speaks with French accent ; dress, black coat and vest, brown stripe trousers, lace boots ( nearly new). Information to the Chief Constable, Borough Police, Salford. SHROPSHIRE. 13.— Church Stretton ( County).— For steal- ing 2 £ 5 Bank of England notes and £ 13 10s. in gold and silver— ADNEY HORTON, age 28, height 5 ft. 8 in., complexion, hair and moustache dark, broad shoulders, thick set, very large head, scar on back, shows his teeth, talks quickly and with a lisp, rolling gait, fond of betting ; has served in the 3rd Battalion Grenadier Guards, and is now in the Army Reserve, but has not much the appearance of a soldier; dress, dark jacket, light trousers, small blue cap. Native of Horley, Salop. Warrant issued. Information to Snpt. Caswell, Church Stretton. SOMERSETSHIRE. 14.— Somerton ( County).— For stealinga silver geneva watch, No. 69231, on 6th Sept. last— SIDNEY WESTLAKE, age 28 to 30, height 5 ft. 7£ in., com- plexion pale, hair dark brown, eyes ( small) hazel, pock- pitted; dress, dark brown overcoat, black diagonal jacket and vest, dark cord trousers, lace boots, and black hard felt hat. A leather cutter. Has been employed as checking clerk at London Doeks. Warrant issued. Information to Supt. Giles, Somerton. STAFFORDSHIRE. 15.— Burslem ( County).— For stealing clothing ( recovered)— ANN McNALLY, age 45 to 50, height 5 ft. 3 or 4 in., complexion fresh, hair ( turning grey) dark brown, eyes brown, squints; dress, blue skirt, black jacket bodice, brown plaid shawl, black bonnet; native of London. May be accompanied by her husband— JOHN McNALLY, a hawker, age 45, height 5 ft. 9 in., complexion sallow, hair and moustache ( turning grey) dark. He obtained a pedlar's certificate at Burslem, 27th ult. Information to Chief Supt. Hill, Burslem. 16.— Stafford ( County).— For stealing a horse, 23rd ult, ( recovered)— JOHN ROBERT HANKIN- SON, age 38, height 5 ft. 6f in., complexion fresh, hair brown, moustache sandy, eyes dark hazel, cut mark under left eye, on right wrist, and near end of left 2nd finger, long cut back of right forearm, boil mark left hip, long cut back of left upper arm ; dress, black cloth coat ( short and fits tight), dark cloth vest, and dirty moleskin trousers, black shiny cloth cap with peak. Native of Pendleton, Lancashire. Warrant issued. Information to Deputy Chief Constable Oswell, Stafford. SUSSEX ( EAST). 17. — HastingS ( Borough). — For stealing an Eureka tricycle, 3 bearings to axle, 40 in. driving wheels, 22 in. front wheel, usual parts plated, but well worn, single- stroke gong, papier mache chain- guard, no guard over front wheel, shamrock and No. 67 on hub of left hand driving- wheel— A MAN, age about 37, height 5 ft. 5 or 6 in., full face, hair and moustache light; dress, sandy- brown shooting coat, dark trousers, soft black felt hat ( clerical shape). Information to Chief Constable Glenister, Hastings. A jeweller's commercial traveller. Native of Bir mingham. WARWICKSHIRE. 18.— Birmingham ( City).— Woodcut portrait and description of JOHN DENT, whose apprehen- sion is sought for forgery and embezzlement to the amount of £ 500— age 33, height 5 ft. 6 or 7 in., slight build, complexion, hair, moustache and eyes ( full) dark, walks with a swaggering gait, and has a peculiar habit of shrugging his shoulders, slightly spray- footed, generally carries a walking- stick; dress, light Melton overcoat, or dust coat, dark tweed trousers, lace boots, and hard billycock hat. Warrant issued. Information to Chief Constable Farndale, Bir- mingham. YORKSHIRE ( EAST RIDING). 19.— Hull ( Borough).— For shooting his wife with intent to murder her, 31st ult,— DAVID CRAKER, a plumber, age 21, height 5 ft. 4 in., complexion sallow, hair and moustache light brown, small side whiskers, lump about the size of half of a filbert nut each side of forehead, hangs his head and walks with a swinging gait; dress, when last seen, long mouse- colour overcoat, white and brown mixture tweed suit, large shepherd plaid trousers ( much worn at bottoms), lace boots, and black hard felt hat ( all shabby). He is a fairly good musician, and plays the violin in public- houses. May seek employ- ment at his trade, or frequent public- houses and concert rooms, or tramp to some seaport town, as he was without means, and endeavour to bejr his 7 o passage or " stow away " to some other country to avoid arrest. 20.— Hull ( Borough).— For fraud— A. ADAMS ( supposed false), age 26 to 30, height 5 ft. 7 in., complexion, hair, and moustache ( slight) dark; dress, long dark mixture overcoat, dark serge suit, and narrow- brimmed billycock hat; of gentlemanly appearance. His modus operandi is to make himself acquainted with the names of commercial travellers, for whom they are travelling, and their customers in the different towns. He then calls upon them, saying that the usual traveller has gone on a fresh round, and that he has taken his place. He draws the account owing, signs the receipt " A. Adams," wishes for a continuance of their favour, and departs. Warrant issued. Information to Captain Gurney, Chief Constable, Hull. PERSONS IN CUSTODY. BRECONSHIRE. 21. — Crickhowell ( County.) — Remanded to Hay Petty Sessions till 6th inst., for stealing 3 cows ( recovered) and housebreaking— A man, who gives the name of CHARLES HENRY PHILLIPS, alias WILLIAMS, age 57 ( looks much younger), height about 5 ft. 5 in., complexion fair, hair ( bald on top and turning grey) sandy, full sandy whiskers and mous- tache turning grey, eyes grey, mole under angle of left eye ; appearance of a small farmer. States he is a retired builder from Liverpool. Supposed previously convicted at Knutsford, Shrewsbury and Warwick, and to be wanted at King's Heath, Lichfield and Tamworth. Found in his possession :— 1 folding tele- scope, in case; 1 verge watch, without cases, No. 507, maker, " D. Moore, Coventry " ; 1 silver verge watch, No. 902, maker, " William Marsdon, Salop "; 1 old German silver verge watch, No. 8315, maker, " Maston, London"; 1 silver verge watch, silver dial, No. 2774, maker, " Dunscrn, London " ; 1 nickel silver keyless lever watch; 1 diamond for cutting glass ; small file and bunch of keys. THE POLICE GAZETTE. 5 chains ( 1 long links, 1 small round links) ; 1 gold keeper ring; 1 wedding ring; 1 gold dress ring, small white stones ; 1 gold brooch, knot pattern ; 1 pair gold earrings, ( 1 broken) ; 1 gold pin, horse- shoe pattern ; 1 silver brooch ( lion sixpence set in silver rim) ; 1 silver necklace, f- inch deep, flowered; 1 pair silver earrings, made with fourpenny pieces ; 1 dark- grey covert coat; 1 black diagonal single- breasted vest, partly lined with brown and white plaid ; 1 pair trousers— ISABELLA REEVES, age 25, height 5 ft. 2 in., complexion fresh, hair light, eyes grey ; dress, black dress, black boa, light cloth jacket, black hat trimmed with lace and light flowers, high button boots; native of Credicon, Devonshire.-— WILLIAM REEVES, aliasWILLIAM BENJAMIN REEVES, and WM. FREDERICK REEVES, husband of the above, age 28 ( looks older), height 5 ft. 7 in., complexion fresh, full face, hair light brown, moustache, eyes blue, oval shape, birthmark right side, slightly ruptured left side; dress, dark plaid cloth suit, black bowler hat, white neckerchief, light lace boots ; native of Aston Park, Birmingham. Their modus operandi is to obtain lodgings, and after staying a short time, the man departs, leaving his wife, who, during the temporary absence of the occupiers, plunders the house, and forwards the proceeds to her husband. Supposed travelling thieves. Information to Supt. Matthews, Fishponds. OXFORDSHIRE. 23.— Oxford ( City).— Committed for trial at Assizes, 14th inst., for stealing an infirmary sub- scription box from a public- house — CHARLES THOMPSON ( supposed false), age about 37, height 5 ft. 5 in., complexion fresh, hair light brown, eyes grey, cicatrix from ulcer left knee and right shin. Stated he had been employed as vanman in Liver- pool. Native of Oswestry. Had in his possession the remains of a tradesman's memorandum book containing some addresses in Bootle, also a business card, " J. Hartley, Bath Chair Proprietor, Sunny- side, Llewelyn- street, Llandudno," also in pencil, " 16, Clifton- road, Jones." Enlisted at Manchester, 23rd ult., into the Oxfordshire Regiment. Sup- posed previously convicted. THOMAS JOHN McGRATH, age 23, height 5 ft. 7- J? in., complexion fair, hair brown, eyes hazel; a painter. Native of Welshpool. Enlisted at Manchester, 21st ult., into the Oxfordshire Regiment. Information to Head Constable Head, Oxford. SHROPSHIRE. 24.— S h reWS b U ry ( Couniy). — Sentenced to 3 weeks imprisonment for larceny — JOHN WALKER ( supposed false), age 38, height 5 ft. 4 in., complexion fresh, full face, hair ( nearly bald on top) and moustache sandy, eyes hazel; dress, brown mixture cloth coat and vest, moleskin trousers, black linen cap, clogs. States he is a machine grinder, and native of Water Lane, Rad- cliffe, near Bury, Lancashire.— GEORGE WASH- INGTON ( supposed false), gives age as 51 ( looks 38), height 5 ft. 8- g- in., complexion sallow, hair and moustache dark, eyes hazel; fish, anchor, woman, and bracelet tattoed right arm and wrist; crucifix, heart and arrow, cross, ship, rose, and anchor left arm and hand; indistinct ring right third finger; ship on breast; dress, ragged brown cloth coat, grey cloth vest, brown mixture stripe trousers, brown hard hat. States he is a sailor and was born in America. Both appear to have been tramping the country • some time, and to have been previously convicted. Information to Supt. Edwards, Shrewsbury. SUFFOLK. 25.— Boxford [( County).— Remanded till 14th inst. for larceny — JAMES LOVERIDGE, alias JAMES ALLEN, age 22, height 5 ft. 9 in., com- plexion swarthy, hair dark brown, eyes grey, arms, chest and legs tattooed; dress, black diagonal suit, light cloth leggings, and light cloth peak cap. Native of Colchester. Information to Supt. Chapman, Boxford, or to Sergt. Watling, Lavenham. 26.— Long Melford ( County).— Remanded till 14th inst for larceny— JAMES LOVERIDGE, age 21, height 5 ft. 9 in., complexion swarthy, hair and eyes dark brown, tattooed arms, legs and chest, smart appearance ; dress, dark tweed suit, short light cloth leggings, light peak cap.
