r h e POLICE GAZETTE PUBLISHED BY AUTHORITY,, NEW SKRIES. FRIDAY, OCTOBER 31, 1890. VOL. VII., No. 714. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOB OF THE POLICE GAZETTE, GREAT SCOTLAND YABD, LONDON, S. W. , 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. _ 4. In all cases where a reward is offered the name and address of some person responsible jW the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed - particulars, at a cost of 15*. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 1. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and art alphabetically arranged by counties. _ 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by che _ crossed " Druinmond fy Co.," Post Office Order payable at Charing Cross, Postal Order, or in" Stamps. 13. Advertisements are accepted for ME POLICE GAZETTE through Mr. James Willing, 12A, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st t) f April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no ease, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their men subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do so. SPECIAL NOTICE. METROPOLITAN POLICE DISTRICT. 1. — Criminal Investigation Depart- ment.— Woodcut portrait and description of a man suspected of being concerned with others in committing ladder larcenies — JAMES SMITH, alias JAMES BAKER, JAMES JOHNSON, JAMES SCOTT, and ONE- ARMED JEMMY, age 37, height 5 ft. 7 in., complexion swarthy, slightly pockpitted, hair and eyes dark brown, well built, good- looking; generally wears black moustache, can grow whiskers and beard ; scar on bridge of nose, hair mole on left cheek, has lost left hand and wears a hook; dresses respectably, and frequents race meetings. Was sentenced 28th August, 1875, as James Baker, to two months hard labour, at Guild- hall, for larceny ; as James Baker, 19th November, 1877, at Central Criminal Court, to 18 months hard labour; and as James Smith, 10th January, 1881, to two years hard labour, at Central Criminal Court, for stealing from warehouses in the City ; at Mansion House, London, 13th March, 1883, as James Johnson, and sentenced to four terms of 3 months imprisonment each, to run consecutively ( making total of 12 months), for frequenting shops in City for the purpose of committing felony; as James Scott, at Windsor Petty Sessions, to 6 months hard labour for larceny ( person) at Ascot Races, 21st June, 1889. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 2.— M Division.— For being concerned with William Osborn ( in custody) for carrying on a system of Long Firm Frauds at 145, Bermondsey- street and 03, Borough- road, where they traded under the name of " Hanclley & Co."— GEORGE GRIFFIN, alias HOLE, age 50, height 5 ft. 10 in., complexion fresh, hair and full beard dark, turning grey ; dress, light overcoat, dark trousers, and brown hard felt hat. Is said to have undergone 15 months' imprisonment from Leicester, in company with another man named Hole or Griffin, for Long Firm Fraud. Warrant issued. 3.— V Division.— For deserting his wife and family — WILLIAM HALE, a farm labourer, age 49, height 5 ft., complexion fair, hair and whiskers light brown, eyes blue, scar over right eye, walks lame; dress, dirty dark clothes, lace boots, and black soft felt hat. Is well known at East and West Molesey. May be in the neighbourhood of Guildford. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. CITY OF LONDON. 4.— For embezzling £ 300 — FRANK A. LEO- NARD DEWING, late of 78, St. Paul's- road, Canonbury, London, age 24, height 5 ft. 6 in., slight build, hair ( bushy and inclined to curl) light, small moustache, eyes grey, walks with a swinging gait, of gentlemanly appearance; dress, dark blue over- coat with velvet collar, grey suit. Had with him two portmanteaus ( one light, one black) and fishing tackle. Absconded 20th inst. Warrant issued. 5— For larceny ( servant)— WALTER NEWMAN, age about 23, height 5 ft. 5 or 6 in., complexion sallow, hair and moustache dark ; dress, dark coat and vest, light trousers, and black hard felt hat. A coachman ; native of Redhill, Surrey. Warrant issued. £ 100 REWARD. 6.— For embezzlement— JAMES CORLEY, age about 50, height 5 ft. 4 in., complexion fair, small whiskers and moustache light, bald head, with pimple on right side, rather bow- legged, very slight build, walks sharp and takes short steps, always appears to be looking straight before him ; dress, grey frock coat and trousers, square- toe boots, high silk hat with wide brim. Lately employed at No. 2 Cannon- street, E. C., and of Bellvue, near High Stone, Leytonstone. The above reward will be paid by Mr. A. Stedall, No. 2, Cannon- street, to any person giving such information as shall lead to the apprehension of Corley. Warrant issued. Information to Inspector McWilliam, 26 Old Jewry, E. C. 4 THE POLICE GAZETTE. TUESDAY, NOVEMBER 11, 1890. AYRSHIRE. 7.— Ayr ( Borough).— For failing to report and larceny— License holder JOHN M'DONALD, Office No. 39820, age 42, height 5 ft. 7 in., complexion dark, liair dark brown, eyes hazel, scar right eye- brow, mole on forehead and both cheeks, flag, stars, and stripes riglit forearm, gun below both nipples, T. M. and 4 blue marks centre of chest, flag and E. S. front, and E. S. back of left forearm, 2 blue dots between left thumb and forefinger. Is a musician, and had a clarionet in his possession. Associates with musicians and soldiers, and may seek employment at theatres and music halls, Ac. Sentenced at Edinburgh, 12th January, 1885, to 7 years penal servitude for larceny ; licensed 4tli July last. F L 1036. Information to Snpt. M Kay, Ayr. BEDFORDSHIRE. 8.— Bedford ( County).— For stealing 2 medals marked " G. Gardner, 31st Regt.,'' cross and " Afghanistan" on one, and 15s. cash at Goldington, 27th inst.— A MAN, age about 21, height 5 ft. 6 in., complexion hair and eyes dark, appearance of a groom ; dress, dark brown mixture coat and vest, very dark cloth trousers, low shoes, white necktie, tied in a knot, with ( supposed) horseshoe pin, check <; ap with peak, carries a knotted cane. He lodged in the house two nights, stating his master was going to send horses down for the hunting season. Information to Supt. Quenby, Bedford. inches, back wheel 30 inches, black enamelled, handle bar, break and centre- cog plated, break worn, foot rests, two placos for lamps ( one on front of steering rod, the other on left side of front wheel), no maker's name, plated bell— A MAN, who gave the name of " A. BROWN," age about 25, height 5 ft. 4 in., complexion, hair and moustache ( slight) J dark; dress, short dark pepper- and- salt mixture jacket, single peak blue cap ; carried a small black handbag containing a silver- plated cornet. Stated that he came from Canterbury 23rd inst. Information to Head Constable Fraser, Chopping Wycombe. BELFAST. 9.— Belfast ( City). — For obtaining £ 150 by fraud— FERNAND DEMANGE ( supposed false), age 40, height 5 ft. 8 in., slight build, complexion rather fair, eyes ( piercing) dark, aquiline nose, very bald, shaved, except moustache, sharp, shrewd features, gentlemanly, foreign appearance, speaks English well with foreign accent. Represents him- self as son of J. B. Demange, ship- broker of Nantes and La Rochelle. Warrant issued. Information to District Inspector, Detective De- partment, Belfast. BERKSHIRE. 10.— Reading ( Borough). — For stealing, 6th inst., a lion safety bicycle, No. 3, weldless steel tube frame and handle bar, hollow steel forks, 30- in. wheels, f- in. tyres, ball bearings to all parts except pedals, " No. 146 " on side of neck — A MAN, age 21, height 5 ft. 7 in., complexion dark, hair ( curly) black, moustache ( slight) dark; dress, black fine rib coat and vest, grey trousers, hard black felt hat. He hired the bicycle for half- a- day, and did not return. Information to Head Constable Tewsley, Reading. 11.— Wi n d SO r ( Borough).— For embezzlement— FREDERICK CHARLES DENHAM, alias FRED HAliDING, late of the 3rd Buffs and Leicestershire Regiment, age about 33, height about 5 ft. 9 in., hair and eyes dark, small moustache ; dress, dark cloth jacket, cord trousers, and black hard felt hat. A carman. Warrant issued. Information to Supt. Armour, Windsor. BRECONSHIRE. 12.— C r i C k h O we 11 ( County).— For stealing 3 cows from a field near Hay, on 10th inst., which he sold same day at Hay fair— A MAN, who gave the name of " WILLIAMS," age about 50, height 5 ft. 5 or 6 in., complexion fair, face freckled, hair ( bald on crown) light brown, whiskers ( cut close and slightly tinged with grey) light brown, appearance of a respectable farmer; dress, black worsted suit, turn- down collar, black tie, white cuffs, and black hard felt hat; wore a ring with plain stone on little finger, and a gold- coloured watch chain with pistol append- age, a double eye- glass, which he uses when reading, was suspended on breast. Is in the habit of attend- ing fairs and markets, and will no doubt commit similar offences. After selling the cattle he pro- ceeded to Hereford, and is supposed to have booked from there to Worcester. Supposed same as de- scribed in Case No. 36, 17th inst. Information to Supt. Winterson, Crickhowell. BUCKINGHAMSHIRE. 13.— Chepping Wycombe ( Borough).— For stealing 24th'inst., a safety bicycle, front wheel 32 CAMBRIDGESHIRE. 14.— Newmarket ( County). — For obtaining, 17th inst., £ 29, at Messrs. Hammond's Branch Bank, Soham, by means of a fictitious cheque— A man who gave the name of THOMAS FULLER, age about 30 to 35, height 5 ft. 9 in., slight build, rather sharp features, no beard ; dressed as a countryman, and had the appearance of a groom or working farmer. The cheque was on Foster's Bank, Cambridge, and purported to be drawn by F. A. Johnson, of Soham, in favour of Thomas Fuller, Soham. With the cheque was presented a note purporting to be written by Mr. Johnson's son, and was to the effect that Mr. Johnson, sen., had poisoned his hand, and the son had, therefore, made out the cheque for him. On 5th ult., a man of similar description as above, obtained a book of blank cheques at Foster's Branch Bank, Ely. He gave the name of EDWARDS, and stated that his master, Mr. F. A. Johnson, of Soham, had sent him for the book. The cheque cashed at Soham, on 17th irst., was the second from that book, and it is probable that he will endeavour to commit similar frauds on banks. Information to Deputy Chief Constable Long, Newmarket. 15.— Cambridge ( Borough). — For stealing 10th inst., a universal rover safety bicycle, No. 9144, maker " J. K. Starley & Co., Coventry," 30- inch front wheel; 28- inch back wheel, enamelled plain black, balls to all parts except pedals, handle bar, cranks and seat stem plated, had a new pair of plain Starley pedals on, also a new tool bag containing oil can, 1 large spanner and 2 small ones wrapped in brown paper, lamp on head known as the " Leader " lamp, glass in front cracked and the name " Liddiard" scratched at bottom— A MAN, who gave the name of H. Honey, age about 20, height 5 ft. 7 or 8 in., dark, slight moustache and whiskers, broken tooth in front; dress, black coat and vest, slate colour trousers, red socks with large hole in leg part of one ( pulled socks over bottom of trousers when riding) and round hard felt hat. Information to Chief Constable Innes, Cambridge. CHESHIRE. 16.— Birkenhead ( County). — For failing to report — Supervisee GRIFFITHS EDWARDS, Office No. 36672, age 46, height 5 ft. 1\ in., com- plexion fresh, hair turning grey, eyes blue, heavy sandy moustache, high cheek bones, face freckled, lost one upper front tooth, several small scars lower part of back, mole on belly. This man tramps the country, and is well known throughout North Wales ; he is said to be a notorious thief. Sentenced at Liverpool, 7th June, 1887, to 18 months hard labour aud 5 years police supervision for larceny. 17.— Birkenhead ( County).— For stealing, 27th inst., from a schooner anchored in " Sloyne " of New Ferry— 1 black diagonal Chesterfield overcoat; 1 blue reefer jacket, vest and trousers; 1 blue jean cloth jacket; 1 dark oilskin jacket and sou'wester hat ; 1 pair of sea boots, newly soled and heeled, with tips on heels; 1 pair of grey woollen stockings; 1 pair of opera glasses in black leather case ; £ 5 gold ; a boat 16 ft. long, painted black outside and blue on the top inside, " Psyche of Swansea" cut in a board and fastened on stern, and an ashen oar—- A MAN, age 35 to 40, height about 5 ft. 4 in., slight build, complexion fair, hair ( bald on top) turning grey, moustache, otherwise clean - shaved, rather thin features ; may be wearing the stolen clothing. Information to Chief Supt. Hindley, County Hall, Birkenhead. 18.— Oakmere ( County). — For assault with intent to ravish a girl, age 9, at Thornton- le- Moore, 19th inst— GEORGE POPE, age 27 or 28, height 5 ft. 5 or 6 in., complexion fresh, hair brown,, moustache ( slight) light, rather large mouth; dress dark coat and vest, dark striped trousers, black hard felt hat. Warrant issued. 19.— Oakmere ( County).— For stealing, 24th inst., at Tarporley, 1 stripe tweed suit ( trousers and vest found pawned at Crewe) ; 1 black cloth coat • 2 light cloth vests; 1 pair light trousers; 1 g0]( j ring with blue stone, shape of heart— WILLIAM THOMPSON, alias REUBEN JOHNSON, age 41, height 5 ft. 8 in., complexion dark, hair ( turning grey) dark brown, eyes dark hazel, mole over left eye, bushy eyebrows, hairy mole right of collar- bone, mole right of back right side, and bend of left arm ; dress, supposed dark blue overcoat, light trousers. Is a returned convict, having served 3 terms of penal servitude, and was liberated 23rd ult. Native of Liverpool, lately residing at Tarporley. Warrant issued. Information to Supt. Walker, Oakmere, near North wich. CLACKMANNANSHIRE. 20.— Alloa ( Burgh). — Woodcut- portrait and description of JAMES MILLER, a clerk, whose apprehension is sought for stealing £ 43— Age 33, height 5 ft. 9^ or 10 in., hair dark brown, moustache and side whiskers brown, long neck, large forehead, prominent nose, large projecting eyes, long, thin face, thick lips, which he keeps apart, mark of old cut on under lip, walks erect with quick short steps, is addicted to drink ; dress, black corded coat and vest, dark grey striped trousers, lace boots, black hard felt hat. A native of Alloa. May endeavour to go abroad, or seek employment at colliery offices, & c. Absconded 12th inst. Not to be apprehended beyond the United Kingdom. Warrant issued. Information to Supt. Nicol, Burgh Chambers, Alloa. CUMBERLAND. 21.— Penrith ( County).— For embezzling £ 500 — STANLEY MARTIN, a bank cashier, age about 40, height 5 ft. 5 or 6 in., complexion sallow, hair, beard, and moustache black, prominent eyes, small scar on one cheek, placid expression. A native of Cumberland. Warrant issued. 22.— Penrith ( County). — For stealing, 16th inst., a man's light grey overcoat, grey lining, much worn on top of shoulders, four outside pockets, one button off; 1 pair brown sheepskin gloves; 1 blue and white kyrtle, with narrow red stripes, white cotton lining, black bone buttons, two pockets out- side and one inside ; about 1 lb. of black and chest- nut horse hair ( combings) ; a man's black ribbed worsted overcoat, black buttons, four pockets out- side, black lining, stitching of lining of sleeves given way ; I blue and white check dinner bag; 1 tin bottle with handle ; and 3 lb. of horse hair ( comb- ings), various colours— A MAN, age about 55, height 5 ft. 6 in., stout build, complexion dark, hair and beard ( turning grey) dark, no moustache ; dress, black coat and vest, grey tweed trousers, black hard felt hat, and supposed sidespring boots. Information to Supt. Fowler, Penrith. DERBYSHIRE. 23.— Bel per ( County).— For failing to report- Supervisee JOSEPH WALKER, qlm - THOMAS FRIDAY, NOVEMBER 31, 1890. THE POLICE GAZETTE. 5 WALKER, Office No. 39997, age 20, height 5 ft. 2TJ in., complexion sallow, hair dark, eyes brown, slim build, long face. Sentenced at Nottingham, 31st January, 1890, to 6 months' hard labour and 2 years' police supervision. Information to Supt. McDonald, Belper. DEVONSHIRE. 24.— Devon port ( Borough).— For obtaining the sum of 13s. and a wooden pipe, by false pretences, 16th inst.— A man who gave the name of THOMAS SMITH and HARRY EDWARDS, age 35 to 40, height 5 ft. 7 or 8 in., rather sunburnt, hair tinged at sides with grey, rather bald on top and parted in centre dark, moustache dark, large roman nose; dress, dark coat with pockets at sides, dark trousers with light pin stripe running through, black hard felt hat; carried a black walking stick evenly knotted, with white bone handle representing a man's hand holding a red ball in centre. This man called on a person who has a son in Australia, stating that the son had sent home a parcel containing some valuables and a grey parrot, and that he wanted money to buy a cage to put the parrot into. Information to Chief Constable Evans, Devonport. ESSEX. 25.— C helm sfO rd ( County) .-— Woodcut portrait ( taken in 1885) and description of JAMES GARROD or GARRARD, alias WOODS and SMITH, whose apprehension is sought for stealing 7s. and a purse from the person, 13th February last, and who escaped from custody on the following day, age about 24, height, about 5 ft. 4 or 5 in., complexion fresh, hair ( inclined to sandy) dark, moustache sandy, eyes blue, tattooed on arms, supposed to have cut his feet and legs by jumping a fence at the time he escaped, is a very swift runner. A brick- layer's labourer, native of Ipswich, may apply to builders and contractors for employment, and be in the company of a woman named Page, of Ipswich, age about 26, height 5 ft., coarse features, big mouth, short upper lip, shows her teeth, hair ( cut short all round and combed down flat over forehead to eyebrows) sandy, tattooed on arms with several letters, H. O., P. O., & c. Warrant issued. Information to Deputy Chief Constable, Somerset, Chelmsford. 26.— Colchester ( Borough).— For forging and uttering a cheque for £ 37 10s.— H. H. TOUT, an architect's clerk, age 29, height 5 ft. 2 ins., stout build, complexion sallow, hair and eyes dark, thin nose, generally walks fast and leans forward a little each step, carries one hand in his pocket; dress, blue serge suit, brown boots, and brown felt hat. Warrant issued. Information to Chief Constable Coombs, Col- chester. FLINTSHIRE.. 27.— Holywell ( County).— For deserting his wife and family, leaving them chargeable to the Holywell Union— JOHN JONES, alias WREXHAM JACK, ELIAS BAILEY, and WILLIAM JONES, age about 55, height about 5 ft. 5 in,., complexion fresh, hair light, eyes ( large) grey, large cut mark under chin, slightly pockmarked. A native of Wrexham. He cohabits with a short woman who has one or two young children, and travels the counties of Cardigan, Brecon, Glamorgan, and Hereford, with a donkey and cart, gathering rags and bones, and chair- mending. Warrant issued. Information to Supt. Hughes, Holywell. GLAMORGANSHIRE. 28.— Pontypridd ( County). — For stealing a cash- box containing £ 45 in gold except two 5s. pieces — FRED PEARCE, a collier's boy, age 16 or 17, height 5 ft. 2 in., slender build, complexion pale, hair light sandy, sore eyes ; dress, dark coat and vest, darker shade trousers, light plaid cap with neck and ear fold - tied with strings at top. Absconded from Dinas, 27th inst. Is wanted in several places in Monmouthshire. Seeks employ- ment with colliers as " collier's boy." Native of Eastfield, Bristol. Warrant issued. Information to Deputy Chief Constable Matthews, Pontypridd. GLOUCESTERSHIRE. 29.— Cheltenham ( County).— For failing to re- port and larceny— Supervisee WALTER ARTHUR HOVEY, Office No. 33679, age 40, height 5 ft. 9 in., complexion fresh, hair brown ( inclined to curl), eyes dark grey, scars on head, back of neck, two right elbow, and one on left elbow, left middle- finger damaged. Sentenced at Birmingham, 1st July, 1881, to 8 years penal servitude, and 5 years police supervision for receiving. Information to Snpt. McRae, Cheltenham. HAMPSHIRE. 30.— Basingstoke ( County). — For stealing a silver watch.
