All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE X'OLICE GAZETTE, GBEAT SCOTLAND YARD, LONDON, S. W. , Particulars concerning persons whose apprehension is sought ivill be inserted m one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. Particulars as to stolen property tcill be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible/..* the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. <>. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. REGULATIONS. 8. Announcements of all persons to he apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which, may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond Sf Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi- tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories • of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1— Convict Supervision Department. — Woodcut engraving and description of Expiree, JOHN W. COWLEY, Office No. 34060, whose appre- hension is sought for failing to report; age 37, height 5 ft. 11 in., complexion sallow, hair brown, eyes grey ; scars on right forearm and shin, knee- caps and back of left thigh. A gentleman's servant. Sentenced at Middlesex Sessions, 15th October, 1883, to 5 years' penal servitude for larceny. Information to the Assistant- Commissioner, Con- vict Supervision Department, Great Scotland Yard, S. W. 2.— R Division.— For obtaining £ 39, by fraud and forgery upon H. M. War Department— JESSE JONES, age 35, height 5 ft. 6 in., complexion fair, hair ( inclined to sandy and slightly curly) light, eyes bluisli- grey, scar right cheek, boil mark on chest; supposed dressed in brown suit. Has resided at 75, Regent- road, Liverpool, and 34, Cheine- street, Ipswich. Has served in the Army Service Corps, and is attached to the City of London Militia. Well known at Ipswich, of which place he is supposed to be a native. 3.— R Division. — For stealing at Woolwich, 19th inst., a brown gelding, aged, 14 hands, hog mane, in good condition; a set of brown leather harness, silver- plated; and a village cart painted blue, picked out white, new shafts ( not painted), no wing- boards.— A MAN, age 20, height 5 ft. 6| in., complexion and hair ( long and inclined to curl) dark; dress, blue double- breasted jacket, light trousers, white cuffs, black hard felt hat with narrow brim. Property supposed left at some public house or livery stable, or may have been sold. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. CITY OF LONDON. 4.— For stealing £ 51 10s., 19tli inst. — FRANK WORTHY, late of 9, Hawkstone- road, Rotherhithe, S. E., age 17, height 4 ft. 10 in. or 5 ft., complexion, very sallow, prominent nose, Jewish appearance, re- spectably dressed. A cashier. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E C. 5.— For stealing, 8tli inst., £ 13 gold and silver, and a silver watch and chain— JOHN MAY, age 30, height 5 ft. 7 in., complexion, hair and heavy moustache, dark ; turns his toes out; dress, dark mixture suit, grey dust- overcoat, brown hard felt hat, patent leather boots. His mother resides at New Town, Uckfield, and he has an aunt atvWi! low- cottages, West- street, Brighton, both of whom he may visit. May seek employment as a cellarman. Warrant issued. 6.— For falsifying accounts — SAMUEL BURN, late of 37, Hindman's- road, East Dulwich, age 48, height 5 ft. 8 in., complexion pale, hair, moustache, slight side whiskers, and billy- goat beard, fair, eyes pale blue, thin face, bad teeth, round- sliouldered, slovenly walk; dress, old dark clothes. A clerk. WILLIAM COX, late of 25, Dynevor- road, Stoke Newington, age 46, height 5 ft. 2 in., well- built, complexion fresh, clear skin, very fait- moustache ; dress, light tweed suit. A clerk. Warrant issued. 7. — Engraving and description of PERCY JUMP, whose apprehension is sought for forging and uttering a chcque for £ 10 12s. 0d., age 45 height 5 ft. 5 in., complexion fair, hair and moustache ( turning grey) fair, eyes groy; dress, grey overcoat, brown hard felt hat. Well known to the" Police at Cnmbridge and Ely, was formerly Master of Ely 2 T H E POLICE GAZETTE. FRIDAY, SEPTEMBER 26, 1890. Workhouse, and Porter at Godstone Workhouse. Surrey. May apply to Masters of Workhouses for assistance ; supposed native of Cambridge. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BRECONSHIRE. £ 3 REWARD. 8.— Brynmawr ( County).— For obtaining by false pretences, 3rd inst., a black cob mare, 3 years, 12- L hands, small white spot under saddle, tail cut short; value £ 23— A man, giving the name of A. BRIAN, age about 35, height 5 ft. 8 or 9 in., complexion fair, full round face, hair ( thin in front), and moustache light brown ; tender feet; dress, light grey suit, brown hard bowler hat, light brown mackintosh and cape, with plaid linings, light lace boots. The appearance of a respectable horse- dealer. Warrant issued. The above reward will be paid by Mr. Walter Walters, farmer, Brynmawr, for the apprehension and conviction of Brian, and recovery of the mare. Information to Sergeant Williams, Brynmawr. CAMBRIDGESHIRE. 9. — Isle Of Ely ( County). — For stealing £ l 18s.— A man who gave the name of G. OLIVER, age about 26, height 5 ft. 4 or 5 in., slight build, complexion sunburnt, thin face, hair and small monstache brown: dress, brown plaid suit, high black hat; respectable appparauce. Had a stamp with him, which marks the name of " G. Oliver," and when open will form a penknife and pencil. Stated he was a foreman over some men who were engaged in fixing telegraph wires in the neighbour- hood, and thus obtained lodgings, absconding next morning. He left behind a book, entitled " Red Gauntlet," a tale of the 18th century. Information to Supt. Wright, Ely. 10.— Cambridge ( Borough). — For obtaining goods by false pretences— L. A. DE PAR AVICI XI, age 26, height 5 ft. 6 or 7 in., complexion very dark, hair dark brown, small moustache and side whiskers dark, good teeth; dress, black double- breasted jacket, grey stripe trousers, high black silk hat, supposed patent leather boots, brown kid gloves. Had a brown walking- stick, ivory handle, with silver,, band; very respectable appearance. Stated he was brother of a well- known cricketer of the same name. Warrant issued. Information to Chief Constable Innes, Cambridge. CHESHIRE. 11.— Altrincham ( County).— For abandoning a child, 1 week old— A WOMAN, age about 30, tall, complexion pale, hair dark; dress, sealskin jacket, dark coloured dress, white sailor hat, white fall, carried an umbrella and a blue and red stripe mackintosh in a strap ; lady- like appearance. The child was left in a field at West Timperley, 13th inst. Information to Chief Constable Jones, Stockport. DERBYSHIRE. 12.— Chesterfield ( Borough). — For stealing, 17th inst., a cart ( recovered)— JAMES ATKINS, age 35 to 40, height 5 ft. 6 in., slight build, com- plexion sallow, hair and moustache brown; dress, old brown coat, one pocket hangs lower than the other, brown trousers, old brown felt hat, odd shoes, much worn, dirty appearance. A bookbinder. He lived, up to the 12th ult., at 5, Kingston- square, Senlcoates, Hull. Stated that his father resided in Hull, and was a large property- owner, and that he ( Atkins) had just comointo an allowance of 18s. 4d. a- week. Has a sister in Hull, whose husband keeps a public- house, and a brother- in- law, an agent to a shipping company. His wife and two children also reside in Hull. He also stated that his father was a tailor, and lived at Meersbrook, Sheffield. Stops at common lodging- houses. Warrant issued. 13.— Chesterfield ( Borough).— For the abduc- tion, 1st inst., of Annie Henson, age 16, tall and stout, complexion very fresh, hair and eyes dark, sometimes wears her hair down her back, and some- times fastened at top of head; dress, brown dress, cream front, trimmed maroon down front of skirt, white hat trimmed cream color ribbon and feathers, shoes, wears gold earrings ( star pattern), carries an umbrella— THOMAS GRUNDY, age 22 or 23, height 5 ft. 3 or 4 in., rather stout build, complexion fresh, hair sandy, no whiskers or moustache, high cheek bones, discoloured lump on one cheek, slightly bow- legged; dress, black worsted jacket and vest, light and dark stripe trousers, black hard felt hat, collar with front; an ostler. Warrant issued. Information to Head Constable Emery, Chester- field. DEVONSHIRE. 14.— Barnstaple ( Borough). — For stealing a lady's gold geneva watch, No. 9207, and a silver chain— CAROLINE WORSDALE MARTIN, alias RANDALL, age 50, height medium, stout build, complexion sallow, hair white, eyes ( large) blue, one side of neck swollen, false teeth; dress, black dress, long black cloak, black bonnet, white flower in front, wears a large white collar. Stated she is a trained nurse, has been for some years in America, that her husband was a barrister, and that she had a son in Australia; makes the acquaintance of charitably- disposed ladies, from whom she obtains goods. Warrant issued. Information to Head Constable Songliurst, Barn- staple. DORSETSHIRE. 15.— Wimbourne ( County).— For stealing, 31st ult., a single- case verge watch, mainspring broken, and several silver jubilee coins, and for fraud— ARTHUR HENRY EATON, alias LAWRENCE, DEVERE, LILLEY, WOOTTON, YOUNG, & c., age 27, height 5 ft. in., complexion fresh, hair ( parted in centre) black, clean shaved, eyes dark hazel, flower back of left hand, cut- marks back of first and third fingers right hand, between left thumb and forefinger, and front of right thigh, mole below right collarbone, dog- bite calf of right leg, 3 moles left of neck, 2 upper front teeth overlap; dress, brown small plaid suit, hard bowler hat, light tie with pin. His modus operandi is to take lodgings at a coffee house or private house, stating he is in the employ of the Government, in the telephone or telegraph department, that he lias Jieeii sent down to remove the plant from its present place to the post office, that he has a number of men with him, and that his engagement will last several weeks. Ho agrees to pay 18s. a week and obtains food and lodgings. The next morning he professes to go to the railway station for his luggage ; fearing he will not have sufficient cash he borrows 5s. or 10s., and then decamps. Has been convicted at Stafford and elsewhere. Photo may be obtained on application. Warrant issued. Information to Supt. Marsh, Wimbourne. GLAMORGANSHIRE. 16. — Cardiff ( Borough). — For obtaining a bicycle by false pretences— ANDREW PRUSCOE, a Greek, age about 37 or 38, height 5 ft. 8| in., complexion, hair, whiskers, and moustache dark, lost 2nd finger left band, slightly lame right leg and carries a stick, lump left of neck and under collar- bone; dresses generally in dark suit, and black bowler hat. May be found in Greek and gambling - houses. Photo may be obtained on application. 17.— Cardiff ( Borough). — For stealing, 16th inst., £ 12 — THOMAS MOORE, age about 45, height 5 ft. 10 or 11 in., rather stout build, heavy moustache, brown, tender feet, red face, caused through drink; dress, black coat ( much worn), white vest, dark stripe trousers, stand- up collar, rather large blue bow necktie, black bowler hat. Has been employed, in Cardiff, as a clerk and cashier, supposed to have left 17th inst. Generally in the company of theatricals. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 18.— North I each ( County). — For larceny— GEORGE GLOVER, age 22, height 5 ft. 6 in., complexion fresh, hair light brown, small side whiskers, eyes grey, cut mark left thumb, carbuncle scar right side of neck; dress, black rough cloth jacket and vest, dark cloth trousers, black bowler hat, old boots, with toe- caps, or may be wearing black tweed jacket and vest, dark plaid trousers. Oxford shoes, and cap. Native of Chedworth, Gloucestershire. Warrant issued. Information to Supt. Basson, Northleach. HAMPSHIRE. 19 — Ringwood ( County).— For stealing 1 smaL tin box, 1 square whit e deal box, and 1 pair knee boots ( recovered), £ 77 in gold, silver, and copper, a number of fourpenny pieces marked with the letter W, 1 old 5s. piece, several 4s., 5s., and 3d. pieces; 1 Waterbury watch ( out of repair), 1 lady's verv small silver Geneva watch, second hand deficient; 1 small silver- plated Geneva watch, plain cases; 1 single- case plated Geneva watch, gilt face and embossed back; 1 single- case silver English lever watch, plain cases; 1 pair dark cord trousers and vest, nearly new, watch- pocket in trousers, flap fronts — ARTHUR WHITE, age 19, height 5 ft. 3 in., complexion fair, hair light brown, eyes grey, scar forehead and right eyebrow, cross, anchor, star and dot left arm, cross and dot back left hand, dot back of each finger left hand and back of first, second and fourth fingers right hand, small cross back of right wrist; dress, supposed dark brown trousers and vest, bx- own cap, two peaks, coloured neckerchief; a native of Boscombe, near Bourne- mouth. — HARRY YOUNG, age 18, height 5 ft. 2f in., complexion fair, hair brown, slight stubby moustache, eyes brown ; dress, blue jacket or slop, light trousers, torn at knee, peak cap. May be wearing the stolen trousers and vest. Native of Springbourne, near Bournemouth. Information to Inspector Foster, Ringwood. HERTFORDSHIRE. 20.— Bishop's Stortford ( County). — For stealing £ 70— CHARLES JACKSON, a brewer's cashier, age about 26, height 5 ft. 6 in., complexion fair, hair and moustache ginger, eyes reddish colour. Has 4 suits of clothes with him, low crown hat and dark blue overcoat, gentlemanly appearance. Has a large brown leather portmanteau. Native of Canter- bury. Warrant issued. Information to Supt. Penn, Bishop's Stortford. 21.— Hitchin ( County). — For embezzling £ 13 10s.— HENRY SCOTT, a brewer's traveller, age 33, height 5 ft. 7 or 8 in., complexion fair, hair, side whiskers, and moustache light brown, eyes blue, Roman nose ; dress, black serge coat and vest, dark check trousers, brown hard felt hat. Late of King's Walden, Herts. Warrant issued. 22.— Hitchin ( County).— For stealing oats— FREDERICK HAGGER, a labourer, age 24, height 5 ft. 8 in., complexion pale, hair and eyes dark brown, small moustache and side whiskers dark, speaks thick and indistinct; dress, light drabbet jacket, cord trousers, dark waistcoat, soft black billycock hat, heavy nailed shoes. A native of Royston, Cambs. Warrant issued. Information to Supt. Reynolds, Hitchin. ISLE OF WIGHT. 23.— Ryde ( Borough).— For embezzlement — BERNARD HOOPER, age 35 or 36, height 5ft. 8 in., complexion sallow, hair and moustache ( slight) dark ; dress, dark grey suit, may be wearing a black melton overcoat, and black bowler hat. Warrant issued. Information to Head Constable Hinks, Ryde. KENT. 24.— Ashford ( Count])).— For stealing£ 7( bailee) — GEORGE BELL, age about 30, height 5 ft. 9 in., complexion fresh, hair light brown, heavy lighfc- moustache, eyes blue, good address, somewhat simple in conversation ; dressed as a labourer. Has been in the 6th Inniskillen Dragoons and in the Lincoln Regiment. Invalided in September, 1889. May be working on some railway. Warrant issued. Information to Supt. Wenham, Ashford. LANCASHIRE. 25.— Old Trafford ( County).— For stealing. 13th inst., at Openshaw, 1 pair trousers, l'vest, and 1 pair boots— TWO MEN, 1st, age 22 or 23, height 5 ft. 8 or 9 in., slender bnild, complexion fresh. T H E POLICE GAZETTE. 525 hair and slight moustache dark, may be wearing a pair of new military boots ; 2nd, age 27 or 28, height 5 ft. 5 or 6 in., stout build, complexion fresh, rather heavy red moustache, curled at ends. 26.— Old Trafford ( County).— For stealing, 9th inst., Heaton Norris, a lady's silver geneva watch, figured case, white dial, had attached a lady's silver albert, double length; 1 silver brooch, engraved; 1 holland apron; 2 pairs ladies' shoes ( 1 pair button, and 1 pair lace) ';' and 15s. in money — MARY ANDERSON", a domestic servant, age 18, height 4 ft. 10 in., complexion pale, hair ( cut rather short) dark; dress, black serge dress, black stockingette jacket, side- spring boots, white straw hat, trimmed navy blue. Information to Supt. Bent, Old Trafford. 27 — Ormskirk ( County).— For obtaining by fraud, 11th inst., at Ormskirk Horse Fair, a dark brown mare, 4 years, about 14f hands, white star on forehead, white hind fetlocks, tail cut; a dark bay mare, 4 years, about 14 hands, small star on forehead, white hind fetlocks, long tail— TWO MEN", 1st, age about 33, height 5 ft. 9 in., complexion dark, hair • dark, slight fair moustache ; dress, black coat and vest, black and white stripe trousers, billycock hat; 2nd, age about 36, height 5 ft. 5 in., complexion dark, hair turning grey; dress, blue coat ( worn), dark cloth vest, dark tweed trousers. Both have the appearance of horse dealers. Information to Supt. Jervis, Ormskirk. 28.— Rochdale ( Borough.)— For stealing £ 3 9s. from a dwelling house— a man who gave the name of ALFRED or ALBERT TAYLOR, age about 18 or 19, height 5 ft. 2 or 3 in., hair brown, thin features, rather long neck, small head ; dress, black jacket and vest, brown mixture trousers, blue and white check shirt, light grey stockings or socks, low shoes, and black billycock hat. He stated he was a cornet player from Bradford, where his father was a minister, and that he had been engaged to play at the theatre, also that his luggage and instru- ment were at the railway station. On these representations he obtained lodgings, but almost immediately went out, when it was discovered that . he had committed the larceny. Information to Chief Constable Wilkinson, Roch- dale. 29.— St. Helen's ( Borough).— For embezzle- ment, 29th April last— JAMES T. HALLAND, a clothier's salesman, age about 40, height 5 ft. 8 or 9 in., complexion ruddy, hair ( turning grey) moustache and short side whiskers brown, walks very erect, smart appearance. Warrant issued. 30.— St. Helen's ( Borough).— For embezzle- ment, 19th ult.- JOSEPH HUGHES, a tailor, age • 32, height 5 ft. 8 in., hair, side whiskers and slight moustache dark brown, small eyes, prominent nose, • generally wears a grey overcoat. Warrant issued. Information to Chief Constable Wood, St. Helen's. inst., stating they were going harvesting or with thrashing machines. Warrant issued. Information to Supt. Brown, Bourne. MERIONETHSHIRE. 33.— Towyn ( County).— For obtaining money by false pretences, loth inst.— Mrs. RICHARDSON, alias Mrs. HUNTER, age 45, height 5 ft. 3 in., complexion florid, hair dark, deeply pockmarked, speaks with a Scotch accent; dress, drab ulster, sidespring boots, and dark hat. Is accompanied by a girl age about 12. Her modus operandi is to make herself acquainted with the address of Scotch gardeners and bailiffs, afterwards calling upon them and relating some tale of a lost brother having resided in the neighbourhood. Warrant issued. Information to Supt. Hughes, Dolgelly, or to Sergt. Hughes, Towyn. LEICESTERSHIRE. 31.— Leicester ( Borough).— For stealing, 13th inst., £ 1— GEORGE FOSTER, age about 17, height 5ft. 3 or 4 in., complexion pale, hair light; dress, brown light stripe tweed jacket and vest, black diagonal trousers ( too large), black hard hat. Has worked as a collier at Claycross, near Chesterfield, and latterly has been in the employ of a currier. He has assumed the name of George Peach, and may seek employment at currier's. Also wanted at Northampton for stealing money. Sup- posed native of Derbyshire. Information to Chief Constable Duns, Leicester. NORFOLK. 34.— Norwich " ( City).— For stealing £ 200— WALTER LEE, age 14, height 4 ft. 10 in., com- plexion fresh, hair ( parted in centre and brushed down forehead) black; eyes dark brown, cut scar on left forefinger; dress, light suit.
