All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THB EDITOB OP THE POLICE GAZETTE, GBEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought tcill be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be taken upon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible f. r the payment must be given, and the exact conditions be clearly stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15 » . per portrait, and of 7s. Gd. per photograph or sketch of a stolen article, including the expense of engraving on wood. C. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to le inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday isiue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must _ be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond If Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE G VZETCE through Mr. James Willing, 125, Strand, London, the sole Agent, who will furnish the rates on application. 14. Announcements concerning property lost or persons missing can only be accepted as advertisements. It. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows :— " It is agreed that Her Britannic Majesty and his - Majesty the King of the Belgians shall, on requisi- tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, tiny persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories - of the other party." " / ii no case, nor under any consideration whatever, shall • the High Contracting Parties be bound to surrender their • u, on subjects whether by birth or naturalisation." The result of the modification in the Treaty is • ihti either Government may deliver up its own • subjects to the other Government, but cannot be • considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— G Division.— For indecent, assault on a girl — GERHARD HEINRICH ASCHHOFF, a German baker, age 40, height 5 ft. 4 in., complexion pale, hair ( curly) and moustache reddish; dress, dark clothes, side- spring boots, black felt hat. Warrant issued. 2— G Division. — For rape — PATRICK LAMB, a costermonger, age 45, height 5 ft. 9 in., complexion, hair, and moustache dark; dress, light tweed suit and cap. May seek employment as handy- man on buildings, 3.— M Division— For stealing f40— ARCHI- BALD BLUNTISH, age 22, height 5 ft. 9 in., slight build, complexion pale, hair fair, eyes brown, pleasant- looking, inclines his head to right when talking; dress, dark brown suit, stand- up collar, dark tie, hard felt hat, gold signet- ring right little finger, also wears a gold watch- chain. 4.— N Division.— For being concerned with two men in custody, for stealing horse, cart, and harness ( recovered), described in Case No. 59, 5th inst. — CHARLES DEAN, alias LIPSKI, age 27, height 5 ft. 5 in., complexion dark, hair brown, sharp features; dress, supposed, dark coat and vest, grey trousers, black hard felt hat. A butcher ; supposed native of Reading, where he was seen 10th inst. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. CITY OF LONDON. 5. — For stealing 16 oil paintings — CHAS. L. HOOPER, late of 81, Cornwallis- road, Holloway, age 50, height 5 ft. 9 in., stout build, hair and moustache grey, lost some front teeth, nose awry; dress, dark clothes, turn- down collar, black felt hat. A picture- dealer; supposed he has a brother, a picture- dealer, in Liverpool, where he is likely to go. Warrant issued. 6.— For stealing, 8th inst., £ 13 gold and silver, and a silver watch and chain— JOHN MAY", age 30, height 5 ft. 7 in., complexion, hair and heavy moustache, dark ; turns his toes out; dress, dark mixture suit, grey dust- overcoat, brown hard felt hat, patent leather boots. His mother resides at New Town, Uckfield, and he has an aunt at Willow- cottages, West- street, Brighton, both of whom he may visit. May seek employment as a ccllarman. Warrant issued. 7.— For falsifying accounts — SAMUEL BURN, late of 37, Hindman's- road, East Dulwich, age 48, height " j ft. 8 in., complexion pnle, hair, moustache, slight side whiskers, and billy- goat beard, fair, eyes pale blue, thin face, bad teeth, round- shouldered, slovenly walk; dress, old dark clothes. A clerk. WILLIAM COX, late of 25, Dynevor- road, Stoke Newington, age 46, height 5 ft. 2 in., well- built, complexion fresh, clear skin, very fair moustache ; dress, light tweed suit. A clerk. Warrant issued. 8. — Engraving and description of PERCY • JUMP, whose apprehension is sought for forging and uttering a cheque for £ 10 12s. 0J., age 45, height 5 ft. 5 in., complexion fair, hair and moustache ( turning grey) fair, eyes grey; dress, grey overcoat, brown hard felt hat. Well known to the Police at Cambridge and Ely, was formerly Master of Ely Workhouse, and Porter at Godstone Workhouse. Surrey. May apply to Masters of Workhouses for assistance ; supposed native of Cambridge. Warrant issued. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 9— Wokingham { County).— Fcr stealing 23rd ult., a sociable tricycle ( recovered)— CHARLKS HOLMES, age 24, height 5 ft. 5 in., complexion fair, hair sandy, eyes blue, scar back of neck; dress, blue tweed coat, black trousers with very narrow white stripe, soft light blueish- grey peak cap, ammu- nition boots, regulation socks and shirt, white cotton neckerchief. Late of the 1st Battalion Royal West Surrey Regiment, and was discharged as incorrigible and worthless. Released 22nd ult. from the Military Prison, North Camp, Aldershot. Stated he was going to London to try and get employment as driver or conductor of a tram car. Native of Hull. Warrant issued. Information to Supt. Atkin, Wokingham. BRECONSHIRE. £ 3 REWARD. 10.— Brynmawr { County).— For obtaining by false pretences, 3rd insh., a black cob mare, 3 years, 12i hands, small white spot under saddle, tail cut 2 T H E POLICE GAZETTE. BRIAN, age about 35, height 5 ft. 8 or 9 in., complexion fair, full round face, hair ( thin in front), and moustache light brown ; tender feet; dress, light grey suit, brown hard bowler hat, light brown mackintosh and cape, with plaid linings, light lace boots. The appearance of a respectable horse- dealer. Warrant issued. The above reward will be paid by Mr. Walter Walters, farmer, Brynmawr, for the apprehension and conviction of Brian, and recovery of the mare. Information to Sergeant Williams, Brynmawr. CAMBRIDGESHIRE. 11.— Cambridge ( Borough). — For obtaining goods by false pretences— L. A. DE PARAYICINI, age 26, height 5 ft. 6 or 7 in., complexion very dark, hair dark brown, small moustache and side whiskers dark, good teeth ; dress, black double- breasted jacket, grey stripe trousers, high black silk hat, supposed patent leather boots, brown kid gloves. Had a brown walking- stick, ivory handle, with silver, band; very respectable appearance. Stated he was brother of a well- known cricketer of the same name. Warrant issued. Information to Chief Constable Innes, Cambridge. CHESHIRE. 12.— Altrincham ( County).-— For abandoning a child, 1 week old— A WOMAN", age about 30, tall, complexion pale, hair dark; dress, sealskin jacket, dark coloured dress, white sailor hat, white fall, carried an umbrella and a blue nnd red stripe mackintosh in a strap ; lady- like app irance. The child was left in a field at West Ti iperley, 13th inst. 13.— Altrincham ( County).)— For stealing a watch ( recovered)— A MAN, age 46, height 5 ft. 4 in.; complexion, hair, whiskers, and moustache dark, looks on the ground when walking; dress, brown hard felt hat, brown mixture jacket, red and white striped shirt, red and green scarf, side- spring boots. A travelling painter. Information to Supt. Leighton, Altrincham. 14.— Stockport ( Borough). — For obtaining goods by false pretences ( longfirm)— H. PERCIVAL, alias CRONSHAW. MORTON, GASKELL, GAS- COIGNE, AULT, MEREDITH, AUSTIN, and F. WALTON, age about 24, height 5 ft. 9 or 10 in., complexion fresh, hair and slight moustache dark, slender build; dress, blue cloth coat and vest, striped trousers, or light grey suit, lace boots, light brown felt hat. Native of Blackburn.— ANNIE MIT- CHELL, or CURTIS, age 23, short and thin, dark brown hair with fringe, scar on forehead; dress, green dress, sealskin jacket, chocolate- colour felt hat ( man's shape), high boots, cashmere tops; carries a fancy purse- bag. Natives of Hanley, where they are both well known; also at 23, Bidder Street, and Seymour Street, Liverpool, at which place they were on 29th nit., and left for Preston. . Warrant issued. Information to Chief Constable Jones, Stockport. DENBIGHSHIRE. 15.— Denbigh ( County). — On suspicion for arson, at Llanrhaiadr, 11th inst.— A MAN, age about 40, height 5 ft. 5 in., hair, whiskers, and moustache sandy; dress, long brown ragged cloth coat. A tramp, and appears to be of weak intellect. Information to Supt. Yaughan, Denbigh. DERBYSHIRE. L6.— Chesterfield ( Borough). — For stealing, 17th inst., a cart ( recovered)— JAMES ATKINS, age 35 to 40, height 5 ft. 6 in., slight build, com- plexion sallow, hair and moustache brown; dress, old brown coat, one pocket hangs lower than the other, brown trousers, old brown felt hat, odd shoes, much worn, dirty appearance. A bookbinder. He lived, up to the 12th ult., at 5, Kingston- square, Sculcoates, Hull. Stated that his father resided in Hull, and was a large property- owner, and that he ( Atkins) had just come into an allowance of 18s. 4d. a- week. Has a sister in Hull, whose husband keeps a public- house, and a brother- in- law, an agent to a shipping company. His wife and two children also reside in Hull. He also stated that his father was a tailor, and lived at Meersbrook, Sheffield. Stops at common lodging- houses. Warrant issued. 17.— Chesterfield ( Borough).— For the abduc- tion; 1st inst., of Annie Henson, age 16, tall and stout, complexion very fresh, hair and eyes dark, sometimes wears her hair down her back, and some- times fastened at top of head; dress, brown dress, cream front, trimmed maroon down front of skirt, white hat trimmed cream color ribbon and feathers, shoes, wears gold earrings ( star pattern), carries an umbrella— THOMAS GRUNDY, age 22 or 23, height 5 ft. 3 or 4 in., rather stout build, complexion fresh, hair sandy, no whiskers or moustache, high cheek bones, discoloured lump on one cheek, slightly bow- legged; dress, black worsted jacket and vest, light and dark stripe trousers, black hard felt hat, collar with front; an ostler. Warrant issued. Information to Head Constable Emery, Chester- field. DEVONSHIRE. 18.— Barnstaple ( Borough). — For stealing a lady's gold geneva watch, No. 9207, and a silver chain— CAROLINE WORSDALE MARTIN, alias RANDALL, age 50, height medium, stout build, complexion sallow, hair white, eyes ( large) blue, one side of neck swollen, false teeth ; dress, black dress, long black cloak, black bonnet, white flower in front, wears a large white collar. Stated she is a trained nurse, has been for some years in America, that her husband was a barrister, and that she had a son in Australia; makes the acquaintance of charitably- disposed ladies, from whom she obtains goods. Warrant issued. Information to Head Constable Songhurst, Barn- staple. DORSETSHIRE. 19.— Wimbourne ( Comity).— For stealing, 31st ult., a single- case verge watch, mainspring broken, and several silver jubilee coins, and for fraud— ARTHUR HENRY EATON, alias LAWRENCE, DEYERE, LILLEY, WOOTTON, YOUNG, & c., age 27, height 5 ft. in., complexion fresh, hair ( parted in centre) black, clean shaved, eyes dark hazel, flower back of left hand, cut- marks back of first and third fingers right hand, between left thumb and forefinger, and front of right thigh, mole below right collarbone, dog- bite calf of right leg, 3 moles left of neck, 2 upper front teeth overlap; dress, brown small plaid suit, hard bowler hat, light tie with pin. His modus operandi is to take lodgings at a coffee house or private house, stating he is in the employ of the Government, in the telephone or telegraph department, that he has been sent down to remove the plant from its present place to the post office, that he has a number of men with him, and that his engagement will last several weeks. He agrees to pay 18s. a week and obtains food and lodgings. The next morning he professes to go to the railway station for his luggage ; fearing he will not have sufficient cash he borrows 5s. or 10s., and then decamps. Has been convicted at Stafford and elsewhere. Photo may be obtained on application. Warrant issued. Information to Supt. Marsh, Wimbourne. 20.— Weymouth ( Borough). — For stealing, 25th ult., a shaa- pshooter bicycle, No. 2 make; makers Centaur Cycle Company, Coventry, No. 15891 — A MAN, age about 22, height 5 ft. 6 in., com- plexion fair, small light moustache; dress, navy blue bicycle suit, blue ribbed stockings, straw hat, bue ribbon with white edge, shoes. Information to Head Constable, Vickery, Wey- mouth. GLOUCESTERSHIRE. 21.— Northleach ( County). — For larceny— GEORGE GLOVER, age 22, height 5 ft. 6 in., complexion fresh, hair light brown, small side whiskers, eyes grey, cut mark left thumb, carbuncle scar right side of neck; dress, black rough cloth jacket and vest, dark cloth trousers, black bowler hat, old boots, with toe- caps, or may be wearing black tweed jacket and vest, dark plaid trousers, Oxford shoes, and cap. Native of Chedworth, Gloucestershire. Warrant issued. Information to Supt. Basson, Northleach. HERTFORDSHIRE. 22.— Bishop's Stortford ( County). — For stealing £ 70— CHARLES JACKSON, a brewer's cashier, age about 26, height 5 ft. 6 in., complexion fair, hair and moustache ginger, eyes reddish colour. Has 4 suits of clothes with him, low crown hat and dark blue overcoat, gentlemanly appearance. Has a large brown leather portmanteau. Native of Canter- bury. Warrant issued. Information to Supt. Penn, Bishop's Stortford. 23.— Hitchin ( County). — For embezzling £ 13 10s.— HENRY SCOTT, a brewer's traveller, age 33, height 5 ft. 7 or 8 in., complexion fair, hair, side whiskers, and moustache light brown, eyes blue, Roman nose ; dress, black serge coat and vest, dark check trousers, brown hard felt hat. Late of King's Walden, Herts. Warrant issued. 24.— Hitchin ( County).— For stealing oats— FREDERICK HAGGER, a labourer, age 24, height 5 ft. 8 in., complexion pale, hair and eyes dark brown, small moustache and side whiskers dark, speaks thick and indistinct; dress, light drabbet jacket, cord trousers, dark waistcoat, soft black billycock hat, heavy nailed shoes. A native of Royston, Cambs. Warrant issued. Information to Supt. Reynolds, Hitchin. KENT. 25.— As hf O rd ( County).— For stealing £ 7 ( bailee) — GEORGE BELL, age about 30, height 5 ft, 9 in., complexion fresh, hair light brown, heavy light moustache, eyes blue, good address, somewhat simple in conversation ; dressed as a labourer. Has been in the 6th Inniskillen Dragoons and in the Lincoln Regiment. Invalided in September, 1889. May be working on some railway. Warrant issued. 26.— Ashford ( County). — On committment warrant for non payment of fine and costs —* WILLIAM COLLINS, age about 35, height 5 ft. 9 or 10 in., complexion sallow, hair ( cut close) and side whiskers dark, eyes blue, long face, rather thick upper lip ; dress, cord trousers ( fitting tight), dark coat, hard felt hat, blucher boots. A low horse- dealer, travels with a green- painted van, verandah round top, " Jemima Collins, Marden, Kent," thereon; attends fairs, & c. May say his name is James Collins. Information to Supt. Wenham, Ashford. LANARKSHIRE. 27.— GovariCBurgh).— For embezzling £ 47 18s. lid — JAMES BROWN M'KENDRICK, baker's traveller, age about 23, height 5 ft. 9 in., slender build, complexion sallow, hair ( parted in centre and inclined to curl), slight moustache and side whiskers, and eyes dark; speaks thick and excited and with a Glasgow accent; dress blue broad twilljacket suit, black felt hat, lorne shoes. Absconded 14th ult. Warrant issued. Information to Supt. Hamilton, Burgh Police Office, Go van. LANCASHIRE. 28.— Bolton ( County).— For failing to report— License Holder DANIEL FITZPATRICK, Office No. 39600, age 27, height 5 ft. 10 in., complexion dark, hair dark brown, eyes dark blue, 3 scars top of head, 1 over right eyebrow, and 3 outside right shin, fingers splayed. Sentenced at Preston, 7tli April, 1886, to 5 years' penal servitude and 7 years' police supervision for larceny. G. M. 46. Information to Supt. Eatough, Bolton. 29.— Hurst ( County).— For failing to report- Supervisee MARY BESWICK, alias WEST, JONES, and ALICE BRADLEY, Office No. 36908, age 58, height 4 ft. 7 in., complexion sallow, hair grey, eyes grey, scar on left cheek, mole left of nose, lost all upper teeth. Sentenced at Salford, 9th January, 1888, to 12 months' hard labour, and 7 years' police supervision for larceny. 2507. Information to the County Police Office, Hurst, near Ashton- under- Lyne. 30.— Ormskirk ( County).—¥ or obtaining by fraud, 11th inst., at Ormskirk Horse Fair, a dark brown mare, 4 years, about 14| hands, white star on forehead, white hind fetlocks, tail cut; a dark bay mare, 4 years, about 14 hands, small star on forehead, white hind fetlocks, long tail— TWO MEN, 1st, age about 33, height 5 ft. 9 in., complexion dark, haii dark, slight fair moustache ; dress, black coat and vest, black and white stripe trousers, billycock hat; FRIDAY, SEPTEMBER 19, 1890. Both have the appearance of horse dealers. Information to Supt. Jervis, Ormskirk. 31.— Liverpool { City).— For failing to report— Supervisees JOHN" HENRY, Office No. 28701, age 27, height 5 ft. 3 in., complexion sallow, hair dark brown, eyes brewn, scar centre of forehead and left elbow ( burn) ; sentenced at Liverpool Sessions, 3rd March, 1884, to 18 months' hard labour and 7 years' police supervision for larceny ( from children). SAMUEL DEEMING, Office No. 32786, age 25, height 5 ft. 1 in., complexion fair, hair sandy, eyes brown, S. D. back of right wrist and hand. Sentenced at Birkenhead Sessions, 14th October, 1886, to 6 months' hard labour and 5 years' police super- vision for shopbreaking. JAMES THOMPSON, alias COWELL, Office No. 35586, age 24, height 5 ft. 6j in., complexion pale, hair and eyes brown, ears prominent. Sentenced at Preston Sessions, 6th April, 1887, to 15 months' hard labour and 7 years' police supervision for uttering counterfeit coin. Information to the Chief Supt, Detective Depart- ment, Liverpool. 32.— Salford ( Borough).— For larceny— Super- visee RICHARD VAUGHAN, Office No. 37905, age 30, height 5 ft. 8 in., complexion fair, hair light brown, eyes blue, sear back of left jaw, blue dot back of left forearm. Sentenced at Manchester, 7th August, 1885, to 5 years' penal servitude and 3 years' police supervision for larceny ( servant). Information to Supt. Hallam, Salford. LINCOLNSHIRE. 33.— Bourne { County). — For cruelty to a pony, 5th inst., at Market Deeping — ROBERT CHAPPELL, age about 25, height 5 ft. 7 in., com- plexion hair ( short) and eyes dark, clean shaved; dress, dark grey check cloth jacket and vest, dark stripe trousers, black hard hat, blue and white neckerchief; fond of drink. Has done groom's work at inns. A gasfitter, of Spalding. HENRY LANGLEY, age about 25 ( looks 20), height 5 ft. 3 or 4 in., slight build, complexion pale, hair light, clean shaved, lost all upper front teeth; dress, brown mixture cloth suit, brown cloth cap, white collar, light tie. A billiard marker. Native of Norwich or Dereham. They left Spalding on 9tli inst., stating they were going harvesting or with thrashing machines. Warrant issued. Information to Supt. Brown, Bourne. 34.— Grimsby { County).— Foi obtaining, 31st alt., £ 2 by false pretences— CHARLES STANLEY, age 27, height 5 ft. 8 or 9 in., rather slender build, complexion fresh, hair light brown, moustache ( slight) light, very slight side whiskers, large Roman nose, lisps; dress, dark blue serge or tweed suit, hard hat, blue necktie, light lace boots, brown gloves, carried a Malacca cane with German silver knob, has several cards in his possession, " Charles Stanley, R.
