POLICE GAZETTE PUBLISHED BY AUTHORITY. NEW SERIES. FKIDAY, AUGUST 29, 1890. VOL. VII., No. 696. REGULATIONS. 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them should be addressed to THE EDITOR OF THE POLICE GAZETTE, GHEAT SCOTLAND YAED, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTB, if they are sufficient to enable action to be taken upon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. 5. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of 7s. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immediate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9- The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 12O, Strand, London, the sole Agent, who will furnish the rates on application. 14. Department. — For stealing, 21st inst., an automatic stamp- delivering apparatus— O. FROULEIN, age about 50, height 5 ft. 7 in., stout build, hair ( bald on top) turning grey, turned- up nose, slow gait, suffers from asthma ; dress, black frock coat, vest and trousers, high hat, broad toe lace shoes, wears imitation gold chaiu, square mother- of- pearl pin, and eye- glasses. A native of Aalem, Wurtemberg, Germany. Warrant issued. filled up a blank cheque, payable to Mrs. Sherval, on the Capital and Counties Bank, Limited, for the amount above stated, and asked the barmaid if she would cash ; t. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Governments, for amending Article I. of the Extra- dition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisi- tion made in their name by their respective Diplo- matic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, committed within the territories of the requiring party, shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Government, but cannot be considered bound to do so. 2,— G Division.— For rape— PATRICK LAMB, a costermonger, age 45, height 5 ft. 9 in., complexion, hair and moustache dark; dress, light tweed suit and cap. / 3.— G Division.— For embezzling £ 30— WIL- LIAM CLARKE, age 54, height 5 ft. 8 in., stout build, complexion fresh, hair and moustache grey; dress, dark grey suit, and high hat. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland Yard, S. W. BERKSHIRE. 4.— Wokingham ( County).— For stealing, at Binfield, 23rd inst., a sociable tricycle, painted black, old, and out of repair— A MAN, age 25, height 5 ft. 5 in., complexion fresh, hair and moustache light brown, eyes blue, scar back of head, lost a front upper tooth; dress, dark coat, dark mixture trousers, drab scarf, grey military shirt, cloth cap with peak. A native of Hull. Stated he was dis- charged from the North Camp Prison, Aldershot, at 7 a. m., 22nd inst., after undergoing 42 days' im- prisonment for an offence committed whilst serving in the West Surrey Regiment; that he served 2 years in the Army, and was going to London to try and get employment as driver or conductor of tram- cars. Was traced to Staines, riding the machine in the direction of London. Information to Supt. Atkin, Wokingham. 5.— Reading ( Borough).— For obtaining £ 2 5s. by false pretences— G. A. LYNE, age about 49, medium height, stout build, broad shoulders, com- plexion pale, hair, full beard and moustache black ; dress, black morning coat and trousers, black tie, black hard felt hat, square top. Turns his toes in when walking ; respectable appearance. This man stayed at a temperance hotel in Reading from 1st to 7th inst. with another man, who gave the name of John Edwards, age about 35, tall and thin, hair, moustache ( heavy), whiskers, and pointed beard sandy, eyelids very much inflamed ; dress, black morning coat, striped trousers, white collar and cuffs, blue tie, black hard felt hat; carried a black leather bag, containing sample cases of gold and silver witches, which both men were hawking. On 7th inst., before leaving the hotel, Lyne 6.— IV! ai d e n h ead ( Borough).— Woodcut portriat and description of FRANCES GORTEN, a lady- housekeeper, whose apprehension is sought for falsify- ing accounts also larceny ( bailee) age 48, height 5 ft. 9^ in., complexion dark, hair ( cut short in front) grey, eyes ( large and full) supposed hazel, high cheek bones, rather long features, lisps slightly, of good address ; is generally fashionably dressed in black and grey dust cloak. A native of Lancashire, late of Colosseum House, Regent's Park. May be accom- panied by her daughter, age about 17. Not to be apprehended out of the United Kingdom. Warrant issued. Information to Supt. Taylor, Maidenhead. 7. — Windsor ( Borough). — For stealing a feather bedaud other articles— ARTHUR ERNEST ALDRIDGE, a grocer's porter, age 34, height 5 ft. 4 in., complexion, hair ( thin on top), whiskers ( shaved on chin), and eyes dark. Warrant issued. Information to Supt. Armour, Windsor. BRECONSHIRE. 8. — Crickhowell ( County). — For stealing pony, Ca; 5 No. 80, 22nd inst.— A MAN, age 38, 2 height 5 feet 6 or 7 in., whiskers ( coming to a point on chin) sandy; dress, brown coat ( rather loose), and snuff colour soft felt hat; appearance of an American. Was seen at 5.30 a. m., 11th ult., at Huntington, Radnorshire, going in the direction of New Church and Knighton with the pony in his possession. Information to Supt. Winterson, Crickhowell. BUCKINGHAMSHIRE. 9.— Aylesbury ( County).— For embezzlement — GEORGE EDWARD PORTER, a brewer's clerk, age 43, height 5 ft. 4 § in., complexion, whiskers and moustache dark, right arm shorter than left, the hand of which he carries in the trousers pocket; dress, dark gt'ey suit, and round black hard felt hat. Native of Aylesbury. Warrant issued. Information to Deputy Chief Constable Webb, Aylesbury. CARNARVONSHIRE. 10.— Bangor ( County).— For stealing, 13th inst., a Cripper tricycle, 32- inch back wheels, 28- inch front wheel, Albion pattern, No. 1, " Hillman, Herbert & Cooper, Coventry," on peclal, saddle by Brookes, " International," screw which adjusts the handle is broken in hole, 8 squares adjusting pillar screws, nearly worn round, and 3 holes drilled to pillar, lever spring working brake is deficient, and indiarubber ring is substituted, gear box on centre main axle is chipped all round where it is screwed, 4 ball bearings to main axle, one of the foot rests repaired by drilling through fork, no dress guard on chain— A YOUTH, age 17, height about 5 ft. 4 in., complexion fair; dress, blue serge coat and vest, lace boots, and light grey cap. Information to Inspector Roberts, Bangor. CHESHIRE. 11.— Altrincham ( County).— For stealing £ 2 Is. from his lodgings— GEORGE WILSON, age 25, height 5 ft. 3 or 4 in., complexion fresh, hair and eyes dark drown, clean shaven, slightly bow legged, throws his feet out when walking, swinging gait; dress, dark blue plaid coat and vest, and dark blue striped trousers. A groom. Stated he was employed last season in hunting stables at Leicester. Warrant issued. Information to Supt. Leighton, Altrincham. 12.— Macclesfield ( County).— For attempted murder and arson— FRANCIS WM. HOOLEY, age about 21, height 5 ft. 2 or 3 in., complexion fresh, hair dark brown, and moustache, eyes blue ; dress, dark mixture suit, lace boots, and hard felt hat. A dyer. Native of Higher Sutton, near Macclesfield. Warrant issued. Information to Supt. Downcs, County Police, Macclesfield. CUMBERLAND. 13.— Wigton ( County).— For housebreaking at Hayrigg, near Silloth, between 3rd and 5th inst.— A MAN, known as " SCOTTIE," age 24, height 5 ft. 7 in., complexion, hair and eyes dark, winks left eye when talking, simple- looking ; dress, dark- blue overcoat ( much worn, and torn under one arm), no jacket, two dark vests, dark check trousers ( too long, and turned up at bottoms), green plaid muffler, dark silk c* vp with peak, black stockings, and old shoes. A fireman. Supposed native of Annan, Dumfriesshire. Information to Supt. Brown, Wigton. DENBIGHSHIRE. 14.— Denbigh ( County). — For stealing, 15th inst., wearing apparel and £ 9 gold— MARTHA ELLEN EVANS, age 23, height 5 ft. 5 in., com- plexion sallow, hair dark brown, eyes blue, rather long features ; dress, blue dress, short black jacket, black bonnet ( trimmed with brown silk). A native of Rhyl. Her father, a plumber and glazier, at present resides at Llanrwst. She has two sisters residing at Hoylake. Warrant issued. Information to Supt. Vaughan, Denbigh. DORSETSHIRE. 15.— Dorchester ( County). — For obtaining £ 1 10s. by false ptetences— TOM DALE, alias TOM PEARSON, age 33 to 35, height 5 ft. 8 in., complexion fresh, hair brown, slight stubby mou- stache, eyes blue, fresh scar bridge of nose, military appearance ; dress, dark coat and vest, brown stripe trousers, black bowler hat ( new), new cotton shirt with blue spots, black satin necktie, lace boots, carries a blackthorn stick. His modus operandi is to take lodgings, stating that he is just discharged from Netley Hospital, and is expecting his deferred pay. By these statements he obtains money, and decamps. Warrant issued. Information to Supt. Gale, Dorchester. DURHAM. 16.— Sunderland ( Borough).— For embezzle- ment— EDWARD WILLIAM WATHEN, a< re 42, height 5 ft. 8 in., stout build, weight about 14 stones, complexion fresh, hair, whiskers, and moustache ( cut short) dark brown, piece off top of left ear; dress, dark mixture coat and vest, light grey trousers, and brown felt hat. A native of Bristol. Has relatives at Newport, Mon. Warrant issued. Information to Chief Constable Huntley, Sunder- land. ESSEX. 17.— Brentwood ( County). — For stealing at Romford, 20th inst., a dark brown mare pony, 11 hands, black legs, short tail, small head; a set of old harness, small saddle, old collar with black hames; a box cart, painted black, " J. Frostick, Chimney Sweep, Romford," on side boards, and " E. Bell " in red paint on off side; 1 plain black cloth suit; 1 brown plaid jacket and trousers; 1 black cloth overcoat; 1 blue striped jacket and vest; and 1 small American clock, with alarm— HENRY WOOD, age about 30, height 5 ft. 6 or 7 in.; complexion, hair ( cut short) and moustache ( slight) dark. A chimney sweep. Supposed native of London. Information to Supt. Dobson, Brentwood. GLAMORGANSHIRE. 18.— Cardiff ( Borough).— For stealing, since 8th inst., £ 63— CARLO FIORER, alias JOHN PUNTA- DEC1MA, an Italian, age 16, height 5 ft., com- plexion dark, hair and eyes black; dress, dark- brown suit ( new), lace boots, and black soft felt hat. He is an ordinary seaman, and deserted from the Italian barque " Le Alta," on 25th ult. Left Cardiff, sup- posed for a north country port, and may endeavour to reach an Italian port. May be found at an Italia, n or Greek boarding- house. Warrant issued. 19.— Cardiff ( Borough).-— For obtaining by false pretences— 1 travelling rug, fawn colour ground, red stripes; 1 shawl, brown ground, fawn mixture ; 1 plain black jersey, 26 inches round waist; 1 black umbrella, engraved silver- mounted handle; and I pair black silk gloves — ADA MORSE, alias MOSS, a general servant, age 33, height 5 ft. 5 in., complexion florid, red nose, dissipated appearance, hair ( very frizzy) dark ; dress, greenish dress, and straw hat with forget- me- nots. May be wearing some of the above articles. Warrant issued. Information to Head Constable McKenzie, Cardiff. GLOUCESTERSHIRE. 20.— Cheltenham ( County).— For stealing a hand- truck— — DALEY, age about 55, height 5 ft. 7 or 8 in., complexion swarthy, hair dark ; dress, black jacket, white slop, moleskin trousers, and brown bowler hat. Supposed native of Bath. Warrant issued. Information to Supt. McRae, Cheltenham. 21.— Northleach ( County).- - For leaving his wife chargeable to the Northleach Union— JOHN CARPENTER, age 35, height 5 ft. 4 in., com- plexion fresh, hair light brown, moustache ( slight) light, eyes light. A shoemaker; native of Hazleton, Cheltenham, and late sub- postmaster at Hazleton. Warrant issued. Information to Supt. Basson, Northleach. HAMPSHIRE. 22.— Bitterne ( County).— For stealing, 19th inst., a small canvas bag, marked " South Metropo- litan Gas Company," containing 9 sovereigns, 1 jubilee half- sovereign, 1 jubilee four- shilling piece, and a pale- green voucher on the Eastern Telegraph Company— A man, who gave the name of LAW, SON or McPHERSON, age about 30, height 5 ft. 7 or 8 in., slight build, complexion fresh, speaks loudly with a Scottish accent ; dress, black diagonal coat and vest, grey- striped trousers, and dark- brown hard felt hat; wore a steel chain ( large links) across vest, and carries an umbrella. Information to Supt. Adams, Bitterne. HEREFORDSHIRE. 23.— Hereford ( County).— For stealing— 1 dark grey monkey jacket; 1 double backed white siop ; 1 blue slop; 1 black handled razor ; 1 white handled shaving brush— A MAN, age 45 to 50, height 5 ft. 7 or 8 in., complexion fair, broad features, liair brown, moustache fair ; dress, long grey coat, blue jersey, dark brown trousers, black soft felt iiat, light button boots. Stated he was an engine fitter from Cardiff. Information to Deputy Chief Constable Cope, Hereford. KENT. 24.— Margate ( Borough).— For stealing, 24th inst., a dark bay mare pony, 7 years, 12 hands, black points, good looking, in good condition ; a set. of black harness, brass mounted, and a varnished village cart, with odd wheel caps, and a dark stick whip— A MAN, age about 25, height about 5 ft. 7 in., rather slight build, no whiskers, may have a slight moustache. Supposed to have passed through Gravesend at 10 a. m., 25th inst., on road to London. Information to Chief Constable Buck, Margate. LANARKSHIRE. 25.— GOVSLtn( Burgh).— Forembezzling £ 19 2s. Id., and stealing a leather Gladstone bag — JOHN MARTIN, age 33, height 5 ft. 9 or 10 in., hair and moustache sandy, scar bridge of nose, stiff gait when walking; dress, when he absconded on 22nd ult., black cord shooting coat and vest, light grey trousers, and black felt hat. A rivetter; native of Dumbarton. Speaks with Scotch accent. Warrant issued. Information to Supt. Hamilton, Govan. LANCASHIRE. 26.— Blackburn ( County).— For embezzling, 5th ult., £ 40 18s.— JOHN PARKINSON, age 47, height 5 ft. ( J or 7 in., complexion and liait- dark, whiskers and moustache; dress, dark tweed suit, black billycock hat. Fond of frequenting public houses. May seek employment as bookkeeper or cloth- looker at some mill. Native of Lonfrido- e. O O Warrant issued. Information to Supt. Myers, Blackburn. LEICESTERSHIRE. 27.— Belgrave( CWwty).— For stealing 2 watches ( recovered) at South Wigston, 3rd ult,— ARTHUR DAY, age 30, height 5 ft. 4 or 5 in., complexion fair, hair light brown, broad set, walks quickly, abscess mark right side of neck, with hole about the size of a shilling, plays the violin at workmen's clubs, and is fond of horse- racing ; dress, black coat and vest, dark blue trousers, turn down collar, black billycock hat. A clicker. Native of Kirkdale- terrace, South Wigston. May seek employment at Messrs. Dixon & Sons, Boot Manufacturers, New- castle- on- Tyne. Warrant issued. Information to Supt. Ormiston, Belgrave. 28.— East Norton ( County).— For stealing at Hallaton 10th inst.— a brown ribbed overcoat, bound with silk braid, covered buttons, usual pockets; 1 bluo and white check cotton shirt, 1 blue cotton handkerchief with white spots, and a pair of kersey leggings, pearl buttons ( one has been repaired with buckskin)— JOHN ST. CLEAR ( supposed false), a tramping tailor, age 26, height 5 ft. 4 or 5 in., thin pale face, hair black, moustache ( slight) dark; dress, pepper and salt mixture jacket and vest, dark stripe trousers, and old button boots. Supposed native of Yorkshire. Information to Chief Constable Holmes, Leices- ter ; or to Inspector Granger, East Norton. LINCOLNSHIRE. 29.— Spilsby ( County).— For housebreaking at Thorpe, 4th inst., and stealing £ 5, gold. A man, age 22 to 24, height 5 ft. 7 or 8 ins., hair dark, thin long face which was very red, especially on right TUESDAY, AUGUST 20, 1890. T H E POLICE GAZETTE. 5 cheek ( appeared to be suffering from a skin disease) ; dress, black coat and vest, grey striped trousers, black hard felt hat. Appeared to be making his way towards Yorkshire. Information to Supt. Sowden, Spilsby. M I DLOTH I AN. £ 100 REWARD. 30.— Ed i n b U rgh ( City) .— Woodcut portrait and description of PETER COUPE R, an accountant, curl), moustache, and eyebrows very light, eyes light blue, rocks his shoulders when walking; dress, mixture coat ( with large buttons), grey check vest, moleskin trousers ( patched), heavy lace boots ( very old), and black felt hat. A labourer; native of Burton Latimer. Warrant issued. Information to Supt. Hensher, Kettering. 10J- stones, complexion fresh, hair brown, eyes grey, scar middle of forehead. A native of Peasenhall, Suffolk. Belongs to the Army Reserve. Warrant issued. Information to Lieut.- Col. Russell, Chief Con- stable, Ipswich. RADNORSHIRE. 33.— Rhayader ( County). — For obtaining 5s. by false pretences— THOMAS LLOYD ( supposed false), age 3- 5 to 40, height 5 ft. 6 in., complexion, hair, and eyes ( very keen and prominent) dark; dress, old dark suit, much worn. He represented that ho belonged to the Welshpool Militia, and had been robbed by colliers of his money and railway ticket. Information to Sergt. Jones, Rhayader. whose apprehension is sought for having embezzled a large amount— age about 46 ( looks older), height about 5 ft. or 7 in., medium build, well- propor- tioned square shoulders, complexion fresh, pleasant looking, bright eyes, iron grey hair, turning white, side whiskers and moustache, shaved on chin, speaks with a Scotch accent; generally dresses well in dark suit, and black felt hat, smart gentle- manly appearance, usually walks quickly with very slight halt. It is believed that he may endeavour to leave the country, or may have already gone abroad. It is requested that special inquiry may be made at hotels, boarding- houses, railway stations, outgoing vessels, and other likely places, and if found within the United Kingdom to arrest. If discovered in any of the British Colonies, a telegram to be sent to the Chief Constable, City Police, Edinburgh. The above reward and all expenses will be paid by G. Somerville, Esq., Procurator Fiscal, City of Edinburgh, to anyone who will give such informa- tion as will lead to the apprehension of Couper. Warrant issued. 31.— Edinburgh ( City). — For stealing passengers' luggage from a railway station, 28th ult.— JAMES, alias GEORGE SMITH, JAMES THOMPSON, ANDERSON, and McFETTRICK, age 33, height 5 ft. 8 in., complexion dark, hair dark brown, eyes hazel, oval face, 2 scars back of head ; right side, scar side of nose, between thumb and finger, on thigh, and blue mark inside forearm ; left side, blue marks between thumb and finger, scar below armpit, on groin, knee, and forehead, wore a dark moustache, curled at ends; dressed in black • corded coat and vest, light tweed trousers, and black felt hat. Passed himself off as an engineer, and had the appearance of such. Spoke with a mixed English and Irish accent. A native of Jarrow. He took lodgings in one of the outskirts of the City, evidently with the intention of providing himself with a place to which he could remove pro- ceeds of larccnies. Here part of the stolen property was recovered.
