All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GEEAT SCOTLAND YAKD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will ie inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be takeniupon them by another force. 3. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all eases where a reward i, offered the name and address of some person responsible for ihe payment must be given, and the exact conditions ie clearly Mated. 6. Portraits of persons whose apprehension is so- tght for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a eost of 16 » . per portrait, and of Is. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, mustie guaranteed by the signature of an officer of not less rank than Superintendent ; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immeaiate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less ranlc than ' Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, < md art alphabetically arranged by counties. . ... 9. The force which causes particulars concerning delinquents or stolen property to be » " the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next i ssue. 10. In all cases, the officer signing the request for insertion of any announcement, will M wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later them noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. , , 12. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the Slat of April, 1887, between the British and Belgian Govern ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read u follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall ihe High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its own subjects to the other Govern ent, bat can not be considered bound to do so. the Avenue Theatre, whose apprehension is sought for larceny ( servant)— age 40, height 5 ft. in., com- plexion dark, hair and moustache ( heavy) dark brown, eyes dark, high forehead, prominent Jewish nose, pleasing countenance, very smart appearance; is fond of the society of women; well dressed. Warrant issued. 2— E Division.— For stealing £ 60— JAMES HENRY BATCHELOR, a clerk, age 32, height 5 ft. 10 in., stout build, complexion fresh, hair ( early) black, beard and moustache dark brown, eyes brown, lost top joint of right little finger; dress, black diagonal coat and vest, light trousers, high hat, smart appearance. W arrant issued. 3 — G Division.— For embezzling £ 8 Is. 2d., lst inst.— THOMAS JOHNSON, age 16, height 5 ft., complexion fair, hair light brown, front teeth project; dress, black diagonal jacket and vest, cord trousers, lace boots, and light cloth cap with peak. A native of St. Luke's, Middlesex. Warrant issued. 4.— P Division.— For stealing, 19th inst., a lady's silver Geneva watch, and for embezzlement— JOHN CARTER, age 14, height 5 ft. 2 in., thin build, com- plexion fair ; dress, dark speckled suit, brown cloth cap with peak. A native of Norwood. Was seen at Eastbourne, on 21st inst., in company of John Dearsley ( described in Case No. 5). 5.— P Division.— For larceny and embezzlement — JOHN DEARSLEY, age 17, height 5 ft. 1 in., hair dark brown, upper front teeth decayed and several missing, lost portion of one finger, slovenly gait, and turns his toes in; dress, dark brown jacket, dark trousers, cloth cap with peak, all old. Absconded 30th ult. Was seen at Eastbourne, 21st inst., with John Carter, { described in Case No. 4.) 6.— W Division.— For embezzling £ 251, 4th inst.— EDWARD ANDREWS, age 30, height 5 ft. 9j in., complexion sallow, hair, moustache, and side whiskers dark, splay- footed; dress, light grey coat and vest, dark tweed trousers, and brown billycock hat. A painter and grainer; native of Hoddesden, Herts. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 7.— For larceny { bailee)— REGINALD DOUGLAS WADE, late of 50, Threadneedle- street, and 14, Cen- tral- hill, Upper Norwood, age between 35 and 40, height 5 ft. 8 in., complexion fair, hair and mous- tache brown, eyes large and red as if from weakness, full face, broad shoulders; dress, dark mixture suit; gentlemanly appearance. Had with him a small port- manteau and leather hat box. A dealer in stocks. Absconded 13th ult. — EDWARD WINGFJELD SHAW, late of 50, Threadneedle- street, and 63, Upper Wood- street, Woolwich, age 30, height 5 ft. 6 in., hair [ curly) dark, rather large head, lisps slightly, rather lorsey but gentlemanly appearance and dress. May be found at seaside resorts. Warrant issued. 8— For larceny — HENRY WALLACE, alias WILKINS, late of No. 1, Globe- buildings, Globe- road, E., age 20, height 5 ft. 10 or 11 in., slight build, com- plexion and hair fair, thin face ; dress, dark coat and vest, light trousers, brown hard felt hat. May enlist ; seen at Aldershot 13th inst. Warrant issued. 9.— For fraud— ED WARD ARCHIBALD BROCK, late of 39 Chester- terrace, Regent's Park, age 35, height 5 ft. 8 in., rather stout build, complexion fresh, hair light, moustache sandy, wears gold eyeglasses, well dressed. RRECONSHIRE. .0.— Bullth ( County').— For obtaining £ 10 by false pretences— EVAN WILLIAMS, age 19, height 5 ft. 5 or 1 in., complexion fair, hair ( thin in places) light brown; dark brown check pattern coat and vest, dark dirty " rouaers, black- and- white check scarf, white soft hat, sdespring boots. FRIDAY, JULY 11, 1890. 11.— Cefncoed- y- Cymmer ( County).— For steal- ing 1 silver Geneva watch, No. 23854, glass broken, silver albert, jubilee shilling, and a fourpenny piece attached; 1 metal watch, No. 101118, " Railway Chronometer" on face; 1 double- breasted monkey jacket, striped lining in sleeves; 1 single- breasted vest; I silk handkerchief, red- white- and- blue— THOMAS RIGBY, a labourer, age 25, height 5 ft. 6 or 7 in., complexion swarthy, hair dark brown) small moustache, thick lips ; dress, worsted cloth coat, corduroy vest and trousers. Native of Cardiff. Supposed same man as described in Case No. 10, 23rd May last. Information to Sergt. Hands, Cefncoed- y- Cymmer. 12— Crickhowell ( County).— For stealing a martingale ( recovered)— THOMAS FIELD, alias " SLEN," age 25, height 5 ft. 8 or 9 in., complexion fair, hair and moustache ( slight) light, small scars on bridge of nose, lump on left shoulder, bruise right shin, walks with a slouching gait, is very much addicted to drink ; dress, grey tweed coat, cord trousers, grey velvet vest ( all much worn), light muffler, lace boots, and felt hat. A navvy; native of Hay. May be found working at farmhouses or in harvest fields. Warrant issued. Information to Supt. Winterson, Crickhowell. CAMBRIDGESHIRE. 13.— Cambridge ( Borough).— For stealing, 16th inst,, a lady's gold watch, open face, No. 12613, with guard chain attached— A MAN, who lodged at a coffee house one night, age 40, height 5 ft. 6 in., complexion fresh, hair and moustache brown, dress, dark clothes. Had with him a black bag with brown straps Information to Chief Constable Innes, Cambridge. CHESHIRE. 14.— Altrincham ( County).— For stealing, 14th inst., a bicycle ( recovered)— TWO MEN, 1st, age 21, height 5 ft. 6 in., well built, complexion, hair, side whiskers, and moustache dark ; dress, black rib serge jacket, double- breasted, silk facings, cap with badge in front; 2nd, age 19, height 5 ft. 4 or 5 in., round full face; dress, single breasted serge jacket, tweed trousers, black hard felt hat. Leighton, Altrincham. 15.— Stockport ( BoroughV— For embezzling £ 52 13s. 4d.— THOMAS WILLIAM GOULDEN, a tobacconist's traveller, lately residing at 11, Sturge- street, Birmingham, age about 40, height 5 ft. 8 in., stout build, complexion fresh, hair, whiskers, and moustache brown, eyes blue, scar right cheek, small piece of flesh stands up on nose, long body, short legs ; dress, light overcoat, dark grey coat and vest, striped trousers, lace boots, and black hard felt hat. Left Birmingham on 25th ult. with a barmaid named Vaughan, until recently at the " Windsor," Canon- street, Birmingham. Ashort time ago Goulden opened a tobacconist's shop at Stratford- on- Avon in name of Vaughan. Warrant issued. Information to Chief Constable Jones," Stockport. CUMBERLAND. 16.— Penrith ( County).— For non- payment of bastardy arrears— MARTIN COLLINS, a farm ser- vant, age about 30, height 5 ft. 7 in., complexion dark, slightly bald, slight moustache, large forehead. Is of drunken habits. Residence at Oakbank, Wigton. Warrant issued. Information to Supt. Fowler, Penrith. DEVONSHIRE. 17— Exeter ( County).— For larceny and fraud— LUCY GILL, alias MAGGIE ANGEL and GLEE- SON, age 23, height 5 ft. 4 in., slight build, com- plexion dark, hair dark brown, eyes dark, teeth rather black; dress, ribbed cloth jacket ( rusty) bound with braid, black dress ( rather short), lace shoes, black straw turban hat trimmed with black ribbon and bound with black velvet. A native of Exeter. States she is a photographer and trained nurse ( false). She takes respectable lodgings and leaves without payiig her bill, stealing money and valuables. Warrant issued. Information to the Chief Constable of De^ on, Exeter. 18.— Exeter ( City).— For embezzlement — JOHN MELHUISH, a oasMer, age 50 to 55, height 5 f;. 8 or 9 in., rather slight build, red blotchy face, hair ( bald bn top), whiskers, and long beard ( all turning grey) dark brown, top lip clean shaved, eyes grey, bad on feet; generally dressed in black coat and vest, dark trousers, and high hat, sometimes wears a blue serge coat, brown striped trousers, white shirt, no tie, gold chain with spade guinea attached. Is rather addicted to drink. Absconded 18th ult. Warrant issued. Information to the Chief Constable, Court House, Exeter. DURHAM. 19.— South Shields ( Borough)— For obtaining by a forged order a ship's chronometer ( recovered), 16th May last— JOSEPH FAIRLESS, a marine engineer, age 29, height 6 ft. li in., slight build, complexion fresh, hair and moustache ( slight) brown, large blue eyes. A native of Newcastle- upon- Tyne. Is addicted to drink, and well known to Newcastle police. Holds a Second Engineer's Certificate. May go to sea as fireman. He failed to appear to his recognisances on 27th ult. Warrant issued. Information to Chief Constable, Moorhouse, South Shields. ESSEX. 20.— Brentwood ( County).— For stealing a watch and chain ( recovered) at Chadwell St. Mary, 16th inst.— BERTHA McGRATH, age 27, height 5 ft., complexion dark, hair ( cut short, sometimes frizzed and sometimes turned up at back) dark, lost front teeth in upper jaw, scar on chin ; dress, black jacket trimmed with braid down front, rather short blue dress, velvet plush hat ( supposed light blue), and low shoes. Supposed native of Chatham. Information to Supt. Dobson, Brentwood. 21.— Chelmsford ( County).— For deserting his wife and family— THOMAS KETLEY, age 40, height 5 ft. 9 or 10 in., complexion fair, hair and whiskers dark brown, no moustache, eyes blue, rather round- shouldered, and is bow- legged, carries his head forward when walking. A labourer; native of Great Leighs. Warrant issued. Information to Deputy Chief Constable Somerset, Chelmsford. 22.— Chelmsford ( County). — For stealing, at Chelmsford, 5th inst.— 1 dark tweed ulster ( nearly new), single- breasted, small square pattern with red- and- yellow stripes ( squares about one inch), flannel plaid lining, fawn- coloured ground, two hip pockets, ticket pocket right side, outside breast pocket, and small ticket pocket on left cuff, collar strap or throat piece of same material, opens at back with three buttons, and has buttons sewn on shoulders for cape to fasten to— WILLIAM ELLIOTT TYE, age 23, height 5 ft. 7 in., hair ( recently cut very short) very light, supposed clean shaved, but may have slight whiskers or moustache, supposed to stutter or have some impediment in his speech ; dress, dark coat, light trousers ( chafed at bottoms), or black or blue serge suit, the trousers ragged at bottoms, light boots worn down at heels, and black felt hat; carries an umbrella. A carpenter and painter; supposed native of Ipswich. Was released from Ipswich Prison 1st inst., after serving 6 months' imprisonment for obtaining money by false pretences. ( See Case No. 37, 20th December, 1889.) 23.— Chelmsford ( County).— For leaving his children chargeable to the Chelmsford Union— WILLIAM CLARKE, age 47, height 5 ft. 8 in., com- plexion fresh, hair brown, eyes blue. A hay binder ; native of Ingatestone. Warrant issued. Information to the Deputy Chief Constable, Chelms- ford. 24.— Colchester ( County).— For obtaining 30s. by false pretences— A MAN, who gave the name of THOMAS BYRNE, age about 40, height 5 ft. 8 in., complexion ruddy, hair dark sandy, moustache ( cropped close) sandy, lame right leg from bullet wound, has two silver plates in his head where wounded, and wound left breast; dress, shabby check suit, old lace boots, and hard felt hat. Is believed to be an army pensioner. Warrant issued. Information to Supt. Ackers, Colchester. GLOUCESTERSHIRE. 25.— Fishponds ( County).— For embezzlement— ALBERT SNOOK, age 30, height 5 ft. 4 or 5 in., com- plexion fresh and freckled, hair light brown, moustache sindy; dress, brown suit ( much worn), heavy lace boots, and black hard felt hat. A farm labourer • native of Erchfont, Wiltshire. Warrant issued. Information to Supt. Matthews, Fishponds, 26.— Cheltenham ( County).— For obtaining money by false pretences— FRANK J. PRATT, age 35 height 5 ft. 7 in., stout build, complexion fresh, hair brown, eyes blue, rather large face, clean shaved • generally dresses in grey suit, brown lace boots, and black bowler hat. A native of Alcester, Worcester. Is a brother- in- law of the late " Fred Archer." Attends most of the race meetings, and has relations at Bir- mingham, Newmarket, Alcester, Evesham, and Strat- ford- on- Avon. Warrant issued. Information to Supt. McRae, Cheltenham. HAMPSHIRE. 27.— Petersfield ( County). — For arson- CHARLES COSTER, age 55 to 60, height about 5 ft. 4 in., complexion fair, hair sandy; dress, brown patched coat, dark trousers, and old straw hat with black band and elastic band under chin. Has been working in the turnip fields, and is well known in the neighbourhood of Chichester. Was seen at West Marden on 10th inst. Information to Supt. Ransom, Petersfield. HEREFORDSHIRE. 28.— Bromyard ( County).— For larceny, 14th inst.— ELLEN BLUNT, age 30, height 5 ft., stout build, complexion pale, hair dark, fringe on forehead ; dress, dark plaid dress, black jacket trimmed with braid, black straw hat, old high top lace boots. May be found in low public- houses or common lodging- houses. Warrant issued. Information to Supt. Ovens, Bromyard. HERTFORDSHIRE 29.— Ware ( County).— For larceny ( bailee)— ALFRED PHILLIPS, age 20, height 5 ft. 6 or 7 in., complexion sallow, hair dark brown, eyes blue, scar on back of head; dress, brown jacket, mixture trousers and vest, low shoes, and white felt hat. A native of High Cross, Herts. Warrant issued. Information to Captain Wymer, Superintendent, Ware. KENT. 30.— Cranbrook ( County).— For obtaining by false pretences, 14th ult.— 1 drab Derby tweed suit; 1 drab rather wide diagonal suit, soft material ; 1 brown mixture tweed suit; 1 pair of men's plain lace boots ; and 1 pair of men's kid top lace boots, both size 7— FREDERICK RUMENS, age 30 to 35, height 5 ft. 7 or 8 in., complexion fair, hair light brown, very few, if any, whiskers; dressed supposed in one of the above suits and pair of boots, and brown snuff- colour hard felt hat. A stationer; native of Cranbrook. Was convicted within the Metropolitan police district in early part of 1886, in name of Frederick Saunders, and sentenced to 12 months' imprisonment. Warrant issued. Information to Supt. Bartlett, Cranbrook. 31.— Tunbridge Wells ( County).— For em- bezzlement— ALBERT LINDRIDGE, a timber merchant's clerk and traveller, age about 34, height 5 ft. 8 in., complexion pale, hair brown, eyes grey, mole right side of breast and back of shoulders, several small moles on right cheek, varicose veins both legs. Was sentenced at Middlesex Sessions, 3rd March, 1884, to 5 years' penal servitude and 3 years' police supervision for felony ; at Chelmsford, 17th October, 1882, to 12 months' imprisonment for horse stealing ; and at Guildhall, in June, 1880, to 4 months' imprisonment for embezzlement. Warrant issued. Information to Head Constable Embery, Tunbridge Wells. 32.— Canterbury ( City).— For obtaining 3s. 6d. by false pretences- JOHN WILLIAM DAVIES, age 23, height 5 ft. 5| in., complexion pale, hair light brown, eyes blue, small scar centre of forehead, birthmark front of left thigh, abscess mark left groin, varicose veins both legs, ruptured, impediment in speech. His modus operandi is to call upon tradesmen and represent himself to be in the employ of Davies and TUESDAY, JJLY 15, 1890. THE POLICE GAZETTE. 25 Co., of 189, Whitecross- street, E. C., and that they ( Davies and Co.) have been employed by Messrs. Kelly and Co., 51 and 52, Great Queen- street, Lincoln's- inn, W. C., to produce the next issue of Kelly's Directory of Canterbury ( false). He had in his possession the last issue of Kelly's Directory, and chiefly calls upon tradesmen who have advertisements inserted therein, asks for them to be inserted in the next issue, and draws the money. Was convicted for similar offences at Montgomery- shire Quarter Sessions, 11th April, 1889, and sentenced to 3 months' imprisonment; and at Stafford Assizes, 25th July, 1889, and sentenced to 3 months' imprison- ment. Warrant issued. Information to Chief Constable Peacock, Canter- bury. £ 2 REWARD. 33.— Margate ( Borough).— For stealing, 1st inst., a Cripper tricycle, 40 in. driving wheels, 28 in. front wheel, name plate out of main tube leading from axle, leaving tube hollow, " Warmer and Co., Coventry," on front fork, hubs of wheels and handle bars nickel- plated, all other parts black— A MAN, who gave his name as HENRY ALFRED ARCHER, age 20 to 25, height 5 ft. 8 or 9 in., complexion fresh, slight light moustache; dress, light large plaid suit, black hard felt hat. The above reward will be paid by Mr. Duncombe, 9, Arthur- road, Margate, for information leading to the recovery of the tricycle and apprehension of the thief. LANCASHIRE. 34.— Chorley ( County).— For stealing, 16th inst.' — An English lever watch, No. 909, and Thomas Yates, Preston, on dial BUCKLEY, age about 40, height 5 ft. 8 or 9 in., complexion fresh, hair light sandy; dress, black coat with laps, moleskin trousers, black billycock hat, heavy water- tight boots. He was working on the pipe track at Wheelton, and absconded immediately after the larceny. Information to Supt. Norris, Chorley. 35.-— Church ( County).— For stealing brass fittings, etc., from a mill at Altham— JEREMIAH REEDY, alias " SOLDER JERRY," age 30 to 36, height 5 ft. 4 or 5 in., complexion sallow, hair and moustache dark brown, eyes grey, oval face, high cheekbones; dress, shabby black worsted cloth jacket, dirty cord trousers and vest, and old shoes. An Irish- man. Is supposed to have been a sailor, and well known in Haslingden and district. Frequents common lodging- houses. 36.— Church ( County).— For stealing, 8th inst.— A spirit level ( recovered) — JOHN THOMAS STEVENSON, age 17, height 5 ft. 6 in., stout build, complexion fresh, full round face, hair light brown, eyes grey, slightly bow- legged; dress, corduroy suit, much worn, cap, and clogs. Has an uncle residing in Duke- street, Preston, where he may have gone. A mason's labourer; native of Church. Information to Supt. Campbell, Church. 37.— Burnley ( Borough). — For embezzling .£ 49 15s. Id., 14th inst.— JAMES TURNER, a tailor, age about 30, height 5 ft. 10 in., complexion fair, hair light brown, light moustache, smart appearance; dress, black coat and vest, mixture trousers, black felt hat, lace boots. Warrant issued. Information to Chief Constable Harrop, Burnley. YORKSHIRE ( EAST RIDING). 101.— Hull ( Borough).— Upon the arrival of the mail train from King's Cross, London, at 5 a. m., 28th ult., an ordinary wood bos ( No. 2 Hudson Dry Soap), 15 in. long, 8 in. wide, and 6 in. deep, wrapped in brown paper and addressed '' Mrs. Leeson, passenger, York' ( the word " York " written in lead pencil), was found underneath the seat of a third- class compartment, carriage No. 315, the Leeds part of the train, which left that town at 2.18 a. m. On examination it was found to contain the dead body of a male child, apparently 2 days old, which is believed to have been dead about 48 hours. The body is fully developed, and was wrapped in a piece of old calico, and covered with 2 parts of an old pillow cover— all much darned and mended.
