All announcements for insertion in the POLICE GAZETTE, and all communications upon them., should be addressed to THE EDITOR OF THE POLICE GAZETTE, GREAT SCOTLAND YAUD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enabU action to be takemupon them by another force. 3. Particulars as to stolen property will be likewise inserted in o, ie issue, if sufficient to enable the article in question to be thereby identified A. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly stated. f° rtrMt' ° J persons whose apprehension is so> iaht for serious . offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of is. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature " J an officer of not less rank than Superintendent ; and. if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immeaiate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering Utter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Prummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or ut Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE, " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiting party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver Hp its own subjects to the other Govern ent, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— V Division.— Woodcut portrait and descrip- tion of GEORGE LIGHT, whose apprehension is sought for the abduction, 6th ult., of Fanny Gertrude Maud Bajfield, age 15, height 5 ft., complexion fair, hair light, eyes hazel; dress, navy blue serge dress, trimmed blue braid, black short stockin- nette jacket trimmed black astrachan, long grey fur boa, blue sailor hat trimmed two bands of ribbon, one black the other white, high leg button boots, wore a gold Geneva watch, small round link albert chain, compass, gold cross, 5 and 10 cent pieces attached ; had with her a square japanned box, 14 in. by 8 in., containing oil paints, and a small black bag. Description of Light: Age 24, height 5 ft. 9 in., complexion fair, hair light, eyes hazel, very thick eyebrows; dress, short double- breasted jacket, silk facings, lavender colour stripe trousers, brown felt hat, brown shoes, carried a black stick, silver- plated knob, " George from Charley " engraved thereon. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. £ 10 EEWAED. 2.— HUGH DAYIES, Case No. 5, 8th February, 1889, not yet arrested. The above reward will be paid by Mr. Thomas, No. 1A, Fore- street, London, E. C., for such information as will lead to his arrest. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 3.— Clewar ( County).— For stealing a shepherd plaid shawl with fringe, and a double leather strap, at Clewer, 14th ult.— CONRAD BAVIN, a tailor, age about 30, height 5 ft. 8 in., hair light, eye3 hazel, clean shaved, haggard appearance, scar on right cheek, lost left forefinger; dress, light check suit. Has been in the army. Warrant issued. 4.— Clewer ( County).— For deserting his wife> leaving her chargeable to the Windsor Union, lst ult. — ALEXANDER ANDERSON, a tailor, age 51 ( looks older), height about 6 ft., complexion dark, hair ( cut close and bald on top) very grey ( one- half inch black back of neck), two or three powder marks on right temple ; dress, black frock coat, grey striped trousers, black 3atin tie, lace boots, and silk hat. Information to Supt. Blake, Clewer. DERBYSHIRE. 5.— Derby ( Borough).— For embezzlement— WALTER HARRIS, age about 33, height about 5 ft. 8 in., complexion ruddy, hair, whiskers, and moustache brown, round face. A native of Knowle, near Birming- ham. Was traveller and salesman to a firm of pro- vision merchants. Absconded on or about 27th May last. May seek similar employment. Warrant issued. Information to Lieut.- Col. Delacombe, Chief Con- stable, Town Hall, Derby. DURHAM. 6.— South Shields ( Borough)— For obtaining by a forged order a ship's chronometer ( recovered), 16th May last- JOSEPH FAIRLESS, a marine engineer, age 29, height 6 ft. li in., slight build, complexion fresh, hair and moustache ( slight) brown, large blue eyes. A native of Newcastle- upon- Tyne. Is addicted to drink, and well known to Newcastle police. Holds a Second Engineer's Certificate. May go to sea as fireman. He failed to appear to his recognisances on 27th ult. Warrant issued. Information to Chief Constable, Moorhouse, South Shields. T H E POLICE GAZETTE. TUCSDAY, JULY 344, 1890 GLOUCESTERSHIRE. 7.— Fishponds ( County).— For embezzlement— ALBERTiBNOOK, age 30, height 5 ft. 4 or 5 in,, com- plexion fresh and freckled, hair light brown, moustache sandy; dress, brown suit ( much worn), heavy lace boots, and black hard felt hat. A farm labourer ; native of Erchfont, Wiltshire. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 8.— Basingstoke ( County).— For indecent as- sault— CHARLES HUGHES, age 30 to 35, height 5 ft. 9 in., complexion very dark, hair, side whiskers, and moustache dark brown, eyes dark, walks erect; dress, white slop, brown cord trousers, and cloth cap. A native of Bramley, near Basingstoke. Has been in the Army. Warrant issued. Information to Superintendent Kinshott, Basing- stoke. HEREFORDSHIRE. 9.— Ross ( County).— For housebreaking, at St. Weonards, 14th ult., and stealing 2 white- handled razors; 3 plated table forks; 1 plated dessert spoon ; 1 brown hair bracelet, cable pattern, with small gold locket, small plume and heart in centre; I pair of gilt scissors, with gilt chain and sheath ; 1 pair of round silver earrings, slightly larger than a sixpence, with bead in centre— A TRAMPING LABOURER called " BOB," age about 30, height 5 ft. 5 or 6 in., slight build, hair brown, moustache ( heavy) sandy, blind right eye ; dress, dark jacket, white moleskin trousers, grey woollen shirt with blue stripe, black and red handkerchief round neck, heavy boots, and black hard felt hat ( new). Was seen in Worcester on 17th inst. with the stolen property in his possession, and is believed to have gone to Birmingham. Information to Supt. Smith, Ross. KENT. 10.— Cranbrook ( County).— For obtaining by false pretences, 14th ult.— 1 drab Derby tweed suit; 1 drab rather wide diagonal suit, soft material; 1 brown mixture tweed suit; 1 pair of men's plain lace boots ; and 1 pair of men's kid top lace boots, both size 7— FREDERICK RUMENS, age 30 to 35, height 5 ft. 7 or 8 in., complexion fair, hair light brown, very few, if any, whiskers; dressed supposed in one of the above suits and pair of boots, and brown snuff- colour hard felt hat. A stationer; native of Cranbrook. Was convicted within the Metropolitan police district in early part of 1886, in name of Frederick Saunders; and sentenced to 12 months' imprisonment. Warrant issued. Information to Supt. Bartlett, Cranbrook. 11.— Tunbridge Wells ( County).— For em- bezzlement— ALBERT LINDRIDGE, a timber merchant's clerk and traveller, age about 34, height 5 ft. 8 in., complexion pale, hair brown, eyes grey, mole right side of breast and back of shoulders, several small moles on right cheek, varicose veins both legs. Was sentenced at Middlesex Sessions, 3rd March, 1884, to 5 years' penal servitude and 3 years' police supervision for felony ; at Chelmsford, 17th October, 1882, to 12 menAs' imprisonment for horse stealing : and at Guildhall, in June, 1880, to 4 months' imprisonment for embezzlement. Warrant issued. Information to Head Constable Embery, Tunbridge Wells. LANCASHIRE. 12.— Liverpool ( City).— For failing to report and larceny from his late lodgings— License Holder THOMAS BARLOW, Office No. 38640, age 36, height 5 ft. 7 in., complexion fresh, hair dark brown, eyes hazel. Sentenced at Liverpool, 14th December, 1885, to 5 years' penal servitude for larceny ( lodgings). Licensed 19th November, 1889. L 675.— Supervisee JOSEPH ROBINSON, cdias CHATFIELD, HEY- WOOD, FELLOWS, DENIS HOGAN, and SAM DAVIES, Office No. 39483, age 67, height 5 ft. 3J in., complexion fresh, hair white, eyes grey, nose crooked and inclined to right, deaf. Sentenced at Preston, 17th October, 1888, to 18 months' imprisonment and 7 years' police supervision for larceny ( person). Dis- charged 16th April last. Information to Chief Superintendent, Detective De- partment, Liverpool. LEICESTERSHIRE. 13.— Leicester ( Borough).— For housebreaking, 1st inst., and stealing 1 gentleman's silver English lever watch, white dial, black figures, gold hands, sunk seconds, engine- turned oases ; 1 gold albert, long links, connected by small ones, with gold seal, blue stone one side and white the other; 1 gentleman's 18 carat gold ring, snake pattern, small diamonds for eyes ( one deficient) ; 1 pair of gold cuff studs, fancy flowering with bird on top ; 1 coral scarf pin, set in gold ; 1 set of false teeth, gold setting ; 1 dark blue striped jacket, trousers and vest; 1 blue serge jacket and vest; 1 pair of dark striped trousers ; 1 pair of black ribbed trousers and vest, and a white waistcoat— JOHN PEGG, alias PEARSON, age 23, height 5 ft. 4 or 5 in., complexion fair, hair very light, moustache ( slight) light, eyes grey, tattoo marks left forearm ; dress, light covert coat, blue or black rough serge jacket and vest, light striped trousers, and hard felt hat. Information to Chief Constable Duns, Leicester. LINCOLNSHIRE. 14.— Lincoln ( City).— For failing to surrender to his recognisances, at Quarter Sessions, for uttering counterfeit coin— ALFRED BOOTB, alias JOHN CALLOWAY, and JOHN NEAVE, a commission agent or bookmaker, age about 40, height 5 ft. 10 in., slight build, complexion fresh, hair dark, eyes dark grey, mole right side of neck, between shoulder- blades, and above left hip, several small moles left side of neck. Last residence Harpurhey, Manchester. He was sentenced at Surrey Sessions, in September, 1868, to 7 years' penal servitude for housebreaking ; at Central Criminal Court in July, 1875, to 7 years' penal servi- tude for having a coining mould in his possession; and at the same Court in January, 1883, to 6 years' penal servitude, in name of John Calloway, for utter- ing counterfeit coin. Warrant issued. Information to Chief Constable Mansell, Lincoln. SOMERSETSHIRE. 15.—- Dulverton ( County).— For obtaining 2s. 6d. by false pretences, 24th ult. OVERTON, alias ALFRED REESE and GEORGE SHEPPARD, age about 30, height 5 ft. 5 in., complexion sunburnt or sallow, small side whiskers, otherwise clean shaved, sharp features, Roman nose, round mark on right side of face ; dress, dark coat and vest, grey trousers, and black hard felt hat. Calls at hunt kennels or stables and pretends to know local people, using the names of huntsmen of the locality he visits. Warrant issued. Information to Supt. Ross, Wiveliscombe, or to Sergeant Start, Dulverton. £ 5 BEWARD. 16— Temple Cloud ( County).— Woodcut por- trait and description of CHARLES SMITH OXLEY, whose apprehension is sought for embezzlement— age 40 to 45, height 5 ft. 8 or 9 in., square build, rather stout, hair ( bald), whiskers and moustache ( thin and cut short) light, eyes grey, bad upper front teeth, speaks indistinctly and disjointedly, always looking on the ground when walking, and has a habit of biting his finger nails; dress, dark suit, hard black bowler hat; of gentlemanly appearance. A colliery manager. Native of Yorkshire. The above reward will be paid by Mr. W. Rees Mogg, Solicitor, of Cholwell, Temple Cloud, for the apprehension of Oxley. Warrant issued. Information to Supt. Rutherford, Temple Cloud. SUFFOLK. 17.— Ipswich fBorough).— For embezzlement— HENRY PERCY FARRELL, a butcher, age 18 or 19, height 5 ft. 9 or 10 in., slight build, weight 9 or 10 stones, complexion fresh, hair dark brown, inclined to be bow- legged. A native of Harleston, Norfolk, has a sister residing at Diss, Norfolk. Was seen, 11th inst., in a railway carriage in company of a man named Cor dingly, of Bungay, going to Colchester. Has since been traced to the Rising Sun, Carters'- lane, E C., and is said to have left there for this district. Will probably seek employment at his trade. Warrant issued. Information to Lieut.- Colonel Russell, Chief Con- stable, Ipswich. SUSSEX ( WEST). 18.— Horsham ( County).— For stealing 10 lamb skins, 13th ult.— ROBERT SMITH, age 27 or 28, height 5 ft. 8 or 9 in., complexion, hair, and small side whiskers dark; dress, dark coat, dark cord trousers ( tight- fitting), and black hard felt hat. Attends fairs, club feasts, etc., with cocoa- nuts and balls. May be found with gipsies. Warrant issued. Information to Supt. Denman, Horsham. YORKSHIRE ( NORTH RIDING). 19.— Heworth ( County).— For carnally knowing a girl under the age of 16, at Clifton, 18th ult.— MATTHEW BURNS, age about 35, height about 5 ft. 4 or 5 in., stout build, complexion fresh, hair dark brown, large dark moustache curled at ends, and small imperial, cut mark near right eye, scar back of left hand ; dress, light brown coat, black or dark cloth vest and trousers, navy blue neckerchief with white spots, light lace boots, and dark cap with grey knob at top. Supposed native of Birkenhead. Travels the country hawking boot- laces and pins. Has a pedlar's certificate granted at Hull, and one granted at Jarrow near New- castle. Frequents common lodging- houses. Warrant issued. Information to Supt. Wright, Heworth. YORKSHIRE ( WEST RIDING). 20.— Wakefield ( Borough).— Woodcut portrait and description of ROBERT HIPPS, Office No. 35795, who escaped from H. M.' s Prison, Wakefield, 29th ult. — age 25, height 5 ft. 6 in., complexion fresh, hair dark brown, eyes brown, " W.," 3 dots, and " 18 " in red on left forearm, 4 blue dots between left thumb and fore- finger ; a stonemason or shoemaker ; dress, at time of escape, prison clothing. Mother resides at 22, Farrar- street, Leeds. Information to the ChieE Warder in Charge, H. M.' s Prison, Wakefield. See Latest Information. ARSONS RN CUSTODY, METROPOLITAN POLICE DISTRICT. 21.— P Division.— Committed for trial at Maid- stone Assizes, commencing 12th inst, for burglary and horse stealing— HENRY SCOTT, alias JOHN COOMBS, Expiree, Office No. 27688, age 39, height 5 ft. 5 in., complexion fair, hair light brown, eyes grey, sometimes wears a full light beard and moustache at other times clean shaved, appearance of a dealer.— HENRY SMITH, alias WILLIAM POTTS and GEORGE WILLIAMS, License Holder, Office No. 38412, age 51, height 5 ft. 6 in., complexion fresh, hair grey, moustache ( slight) light, eyes hazel, respectable appearance. — HENRY CLARK, alias NOAH CULLEY, age 26 ( looks older), height 5 ft. 8 in., com- plexion sallow, sometimes wears very long full dark bushy whiskers and moustache, at other times clean shaved, large hairy mole just below left temple, appearance of a horse dealer. Scott and Clark are doubtless identical with men wanted for stealing horse and cart at Slough, and which they sold at Bungay. ( See Case No. 53, 12th April, and Case No. 7, 26th April, 1889). About this time they are alleged to have committed burglaries and horse- stealing in various parts of the country, and to have fired at police in one of the eastern counties, and at Bradford, Yorkshire. A lady's imitation sealskin jacket, trimmed beavar with pocket each side and five buttons, value about £ 2, pledged 28th February last, said to have been TUESDAY, JUNE 17, 1890. T H E POLICE GAZETTE. 4 stolen about 12 months since at or near Gravesend ; also 3 silver coins ( one Queen Anne crown, one Queen Anne shilling, and one Swiss two- franc piece), found in possession of Scott, said to have been stolen from a J. P.' s house in the provinces prior to 20th April last. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BERKSHIRE. 22.— Maidenhead ( Borough). — Sentenced to 7 ! days' imprisonment for drunkenness — RICHARD CUNNINGHAM, age 50, height 5 ft. 10 in., com- plexion dark, hair and side whiskers dark brown, moustache light brown, eyes hazel, mark of ring on left forefinger, one leg has been injured ; dress, dark grey jacket, drab brown trousers and vest, rough calico shirt, marked " S. C. A. M., No. 1," vest " S. C. M., No. 3," grey- and- white stockings, blucher boots, marked " R. Cunningham" inside, drab brown cap with red- and- white stripes. Is supposed to have escaped from some lunatic asylum. Will be discharged from Reading Prison 7th inst. Information to Supt. Taylor, Maidenhead. BUCKINGHAMSHIRE. 23.— Beaconsfield ( County).— Sentenced to 6 weeks' imprisonment, 25th ult., for vagrancy— GEORGE CHILDS, age 40, height 5 ft. 7 in., hair turning grey, eyes hazel, of rough dirty appearance. Is a notorious poacher, and supposed to be wanted in Hertfordshire. A native of Stanmore. Information to Inspector Sapwell, Beaconsfield. 24.— Slough ( County).— Remanded for stealing a gentleman's dressing- bag ( recovered) from a hotel at Eton— WILLIAM CARLSEN, alias AUGUSTA STALSIN, age 64, height 5 ft. 5 in., complexion sallow, hair dyed auburn, whiskers and beard turning grey, eyes blue ; dress, black frock coat, black vest and trousers, high silk hat. Of gentlemanly appearance. A native of Vienna. Had in his possession 2 pawnbrokers' special con- tract notes for the following, supposed proceeds of larcenies :— 1 gold bangle, 5 sets blue stones, pearls in centres ; 1 gold seal, red stone, figure holding wreath, and letters A. K.; 1 gold signet ring, crest with crown on top, 2 figures each side holding spears ; 3 diamond mourning rings ; 1 antique signet ring, stone missing ; 1 antique turquoise and diamond ring, " Paris, 1819," inside; 1 plain gold ring, " A. B. M. G., 21 January, 1768," inside; 1 old gold wedding- ring ; 1 plain gold ring ; 1 gold ring with blue enamelled band round out- side ; 1 antique old 18- carat ring, chased; 1 gold 18- carat mourning ring, with black enamelled gold lines ; bunch of 5 seals, locket and key, viz. : I gold seal, amethyst stone, coronet with F. K. thereon ; 1 do. amethyst stone, a lyre engraved thereon ; 1 do. green stone, a head engraved thereon; 1 small do. pink stone ; 1 small do. yellow stone ; 1 gold locket, enamelled with opals and emeralds, containing a piece of dark hair; 1 gold key with seal, green stone ; bunch of 4 gold seals I ( 1 with coronet, cinnamon- coloured stone, with mono- gram M. K,; 1 with coronet, J thereon ; 1 with white stone and coronet, M. J. thereon ; 1 with coronet and M. K/ thereon); 1 diamond mourning ring, " Hugh Gordon of Manar; Obt. July 11, 1834," inside. Information to Supt. Sutton, Slough. 25.— Chopping Wycombe ( Borough). — Sen- tenced to 3 months' imprisonment, 21st ult., for larceny— JOHN LEWES, age 28 ( looks older), height 5 ft. 2j in., complexion fresh, hair brown, eyes blue, " True love," mermaid, ship in sail, bracelet, sailor, and an indistinct head and bust of woman tattooed right forearm, anchor back of right hand, anchor, star, and an indistinct rose, thistle, and a man's head left forearm, anchor between thumb and forefinger left hand ; dress, brown cardigan jacket, dark trousers, black tie, low shoes, and soft felt hat, all old. A rag and bone collector; native of Manor- street, Chelsea. — DENIS CALLAGE AN, alias EDWARD IKEN, age about 26, height 5 ft. 10 in., complexion fresh, hair light brown, eyes hazel, scar on right eyebrow and right cheek, three fishes, heart pierced with arrows, and cross tattooed right forearm, ring on little finger right hand; ballet girl, anchor, E., cross flags, and crown left forearm, ring on third and fourth fingers left hand ; dress, dark morning coat, blue guernsey, white duck trousers, black tie, military boots, and black hard felt hat, sometimes wore a blue- and- black striped cap. A blacksmith ; native of Balsall Heath, Worcester, or Birmingham.
