All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OF THE POLICE GAZETTE, GBEAT SCOTLAND YAED, LONDON, S. W. V. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be takeniupon them by anotherforce. Z. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be given, and the exact conditions be clearly Hated. f° rtra" s of persons whose apprehension is so- iqht for serious . offences, and engravings of stolen property will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of is. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, mustie guaranteed by the signature of an officer of not less rank than Superintendent; and. if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immeaiate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. HONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. . 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. Ihey must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. AU payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or iM Stamps. 13. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 2lst of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiting party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall ihe High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver Hp its own subjects to the other Govern ent, bot can not be considered bound to do so. APPREHENSIONS SOUGHT, METROPOLITAN POLICE DISTRICT. 1.— E Division.— For forging and uttering a cheque on the London and Provincial Bank of Eng- land for £ 4,000— FRANK ARTHUR DUVAL, a bank clerk, age29, height 5 ft. 8 or 9 in., complexion swarthy, hair and moustache dark brown, eyes brown, large broad nose, thick lips, respectably dressed. Supposed native of Wisbech, Cambs. Warrant issued. 2.— V Division.— Woodcut portrait and descrip- tion of GEORGE LIGHT, whose apprehension is sought for the abduction, 6th inst., of Fanny Gertrude Maud Bayfield, age 15, height 5 ft., complexi. n fair, hair light, eyes hazel; dress, navy blue serge dress, trimmed blue braid, black short stockin- nette jacket trimmed black astrachan, long grey fur boa, blue sailor hat trimmed two bands of ribbon, one black the other white, high leg button boots, wore a gold Geneva watch, small round link albert chain, compass, gold cross, 5 and 10 cent pieces attached ; had with her a square japanned box, 14 in. by 8 in., containing oil paints, and a small black bag. Description of Light : Age 24, height 5 ft. 9 in., complexion fair, hair light, eyes hazel, very thick eyebrows; dress, short double- breasted jacket, silk facings, lavender colour stripe trousers, brown felt hat, brown shoes, carried a black stick, silver- plated knob, " George from Charley " engraved thereon. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BERKSHIRE. 3.— Clewer [ County)— For embezzlement — HENRY JOSEPH TAME, late Relieving Officer, Egham, age about 42, height 5 ft. 9 in., complexion fresh, hair dark brown, beard, whiskers, and moustache brown ( may have shaved), eyes grey, very broad across chest, stoops a little ; dress, pepper- and- salt mixture suit ( faded), lace boots and hard felt hat. Warrant issued. Information to Supt. Blake, Clewer. 4.— Wokingham ( County).— For embezzlement — GEORGE EDWARD PURCHASE, a brewer's traveller, age 26 ( looks younger), height 5 ft. in., slight build, complexion fair, hair brown, moustache ( very slight) and side whiskers light brown, eyes hazel, long thin nose ; dress, light tweed dust coat, dark coat and vest, black- and- grey striped trousers ( tight- fitting), lace boots, black hard felt hat. Is supposed to be in London, where he has relations residing. Warrant issued. 5.— Wokingham ( County).— For stealing a brass cornet ( recovered) at Waltham St. Lawrence, 29th ult.— CHARLES HOPKINS, a tramping shoemaker, age about 40, height 5 ft. 7 or 8 in., complexion sallow, hair ( turning grey) dark brown, side whiskers ( slight) dark ( may be clean shaved), full face ; dress, dark suit and black hard felt hat. He is well- known at Sunning dale. Warrant issued. Information to Supt. Atkin, Wokingham. CAMBRIDGESHIRE. 6.— Cambridgeshire ( County).- Yor filing to report— License Holder CHARLES TAYLOR, Office No. 38376, age 35, height 5 ft. 6 in., complexion fresh, hair brown, eyes light hazel, lost top of first right finger, crossed flags and crown, and crossed muskets and crown inside right forearm, tree and male figure inside, and crossed swords and crown outside left forearm, female figure and bracelet left wrist, star 2 T H E POLICE GAZETTE. ' ' 7,— Birkenhead ( County).— For stealing from his lodgings at New Brighton, 19th inst.— 1 lady's black cashmere dress trimmed with black crape ; 1 short black stufl dolman; 2 pairs of men's grey woollen drawers; and a man's grey woollen singlet— A MAN, age about 40, height about 5 ft. 8 in., hair, mous- tache, and imperial dark brown, face bloated as if from the effects of drink, large cut mark leading down- ward from left temple, which he stated was from the bite of a lion when employed at Cross's Menagerie, Liverpool; dress, blue cloth jacket and trousers, strong lace boots, and dark cloth cap with peak. Information to Chief Supt. Hindley, County Hall, Birkenhead. CUMBERLAND. 8.— Penrith ( County).— For embezzling £ 500— STANLEY MARTIN, a bank cashier, age about 40, height 5 ft. 5 or 6 in., complexion sallow, hair, beard, and moustache black, prominent eyes, small scar on one cheek, placid expression of face. Is an adept at disguising himself, having had some experience as an amateur theatrical performer. Will endeavour to leave the country. A native of Cumberland. Warrant issued. Information to Supt. Fowler, Penrith. DENBIGHSHIRE. 9.— Wrexham ( County).— For stealing ,£ 22 10s., including two £ 5 notes, Nos. B- ll, 10940 and P- 27, 12450— THOMAS EDWARDS, private in the Royal Welsh Fusiliers, age about 25, height 5 ft. 4 or 5 in., complexion fresh, hair light brown, moustache slight, eyes blue, scar middle of right arm ; dress, when last seen, tweed vest, black- and- brown plaid trousers, military shirt, socks and cap stamped " 1083," and light grey cap with peak. Is a stoker or labourer. Has a friend named " Guyer Yeoman" residing in Hammersmith, who formerly served in the Royal Welsh Fusiliers. Warrant issued. DORSETSHSH1RE. 10.— Dorchester ( County).— For stealing, at Radipole, 12th inst., a pair of dark cord breeches ( recovered); a butcher's knife with three bras3 rivets in handle; a man's dark rusty brown coat, a boy's black overcoat, a grey cap, and a new milk cloth— JAMES EDWARDS, a deserter from the Royal Artil- lery, Regimental No. 70984, age 23, height 5 ft. 7 in., complexion fresh, hair and eyes brown, scar under left leg, mole left breast ; dress, ( supposed) stolen coat, blue military trousers with stripes taken out, and grey cap. A native of Whitechapel. Information to Supt. Gale, Dorchester. DURHAM. 11.— Durham ( City).— For obtaining by false pretences, 17th ult.— A parcel of clothing ( recovered) from the Parcels' Office, Durham Station— JOHN TATLOCK ( supposed false), age 25 to 30, height 5 ft. 5 or 6 in., stout build, hair dark brown, mous- tache ( slight) and eyes dark ; dress, dark cloth jacket and vest, black hard felt hat, appearance of a fitter. Gave the names of John Barnes and John J. Jones when pledging the clothiDg, and was accompanied by a woman, age 25 to 30, complexion and hair ( worn over forehead) dark ; wore a long dark cloth tight- fitting ulster. Warrant issued. Information to Chief Constable Smith, Durham. ESSEX. 12.— Chelmsfcrd ( County).— For burglary at Battles Bridge Post Office, Rettendon, 31st ult., and stealing 15s. or 20s. n pence and half- pence, and 4s. Sd. or 5s. in farthings— GEORGE KNOCK, age £ 0 to 55, height 5 ft. 7 in., hair dark, whiskers turning grey, and cut clone, eyes ( large) grey, long eyebrows, thin face, walks'in a stooping position with his head down; ss, longish brown coat, fustian or twill trousers, light lace boots with round nails, old white soft billycock hat, band formed of a piece of dark cord very narrow briin; often wears two pairs of trousers, and carries a second coat on his arm, and a parcel done up in a piece of print dress material. Is a notorious thief; leads a vagrant life and when not in prison sleeps in barns, sheds, unions, etc. A native of Tolleshurst Major. Photograph will be forwarded on application. Information to Deputy Chief Constable Somerset, Chelmsford. 13.— Epping ( County)•— For stealing a mare ( recovered) at Broadley Common, Roydon, 12th ult. — THOMAS HARDING, alias CAMBRIDGE, age 22, height 5 ft. 6 in., complexion fresh, hair dark brown, beard about a fortnight's growth, eyes grey, full face ; dress, old brown twill slop, corduroy trousers, lace boots, and dark peak cap, red handkerchief round neck. Is well known in Wfcitechapel amongst hay- carters. Warrant issued. Information to Supt. Lennon, Epping. HAMPSHIRE. 14.— Aidershot ( County).— For stealing 2 coats and 1 pair trousers— CHARLES FENTON, alias ALFRED MURPHY, ALFRED FORD, and MURREY KELLY, age 39, height 5 ft. 9j in., com- plexion fresh, hair brown, eyes hazel, scar on chin, mole right side of back and right upper arm, monkey tattooed left arm, varicose veins both legs. A dis- charged soldier from the Royal Artillery. Stated he was a native of Clerkenwell. Previously convicted, and may be wanted elsewhere. Warrant issued. Information to Supt. Brinson, Aldershot. 15 .— Basingstoke ( County).— For indecent as- sault— CHARLES HUGHES, age 30 to 35, height 5 ft. 9 in., complexion very dark, hair, side whiskers, and moustache dark brown, eyes dark, walks erect dress, white slop, brown cord trousers, and cloth cap. A native of Bramley, near Basingstoke. Has been in the Army. Warrant issued. Information to Superintendent Kinshott, Basing- stoke. HEREFORDSHIRE. 16.— Ross ( County).— For housebreaking, at St. Weonards, 14th inst., and stealing 2 white- handled razors; 3 plated table forks; 1 plated dessert spoon; 1 brown hair bracelet, cable pattern, with small gold locket, small plume and heart in centre; I pair of gilt scissors, with gilt chain and sheath ; 1 pair of round silver earrings, slightly larger than a sixpence, with bead in centre— A TRAMPING LABOURER called " BOB," age about 30, height 5 ft. 5 or 6 in., slight build, hair brown, moustache ( heavy) sandy, blind right eye ; dress, dark jacket, white moleskin trousers, grey woollen shirt with blue stripe, black and red handkerchief round neck, heavy boots, and black hard felt hat ( new). Was seen in Worcester on 17th inst. with the stolen property in his possession, and is believed to have gone to Birmingham. Information to Supt. Smith, Ross. HERTFORDSHIRE 17.— Hemel Hempstead ( County).— For steal- ing, 2lst. ult., at Great Berkhampsted, 10s. from a shop till— HENRY HAMILTON, age about 62, height about 5 ft. 3 or 4 in., complexion dark, hair ( turning grey) brown, eyes grey, crown tattooed left arm, left big toe has been broken, stutters when talking, and can scarcely be understood ; dress, dark clothes, hard felt hat. Usually stays at common lodging- houses. A painter ; nativei of Plymouth. Warrant issued. Information to Acting Supt. Tripp, Hemel Hemp- stead. 18.— Watford ( County).— For stealing a mare and a pony ( recovered)— RICHARD BAKER, age 40 to 45, height 6 ft., stout build, complexion hair and eyes dark, full face, very small nose; dress, long white dealer's coat, dark trousers patched at knees, black felt hat, fiat top,, appearance pf a dealer. Warrant issued. Information to Supt. Hummersione, Watford. KENT. 19.— Chatham ( County).— For embezzlement— GEORGE ROBERT BANNISTER, late Clerk to the Chatham Local Board of Health, age! 33, height 5 ft. 3 in., complexion fresh, hair, whiskers, and moustache, which is 5 or 6 in. long, brown, smart, good- looking appearance,. and very quiok light walker, fond of drink very talkative and cheerful, is a good organist and pianoforte player; dressed in dark clothes. May endeavour to emigrate. Warrant issued. Information to Supt. Coppinger, Chatham. 20.— Faversham ( County).— For stealing a watch ( recovered) at Sittingbourne, 28th ult.— ALBERT EDWARD KING, age about 23, height 5 ft. 5 or 6 in., stout build, complexion and hair dark, eyes brown, full face. A native of Newnham, near Faversham. Ig supposed to be tramping about the country singing. Information to Supt. Mayne, Sittingbourne. 21.— Canterbury ( City).— For carnally knowing a girl under the age of 16— WILLIAM SCAMP, age 22, height 5 ft. 10 in., complexion dark, hair dark brown, eyes grey, 5 blue dots right arm, bird right wrist, lost left hand, associates with low horse- dealers. Is well- known to most police officers in Kent. Warrant issued. Information to Chief Constable Peacock, Canterbury LANARKSHIRE. 22.— Glasgow ( City).— For stealing 106 pairs of ladies' jerseys— JOHN FERGUS, age 40, height 5 ft. 3 or 4 in., complexion florid, face slightly blotched, hair dark brown, slight brownish beard, whiskers, and moustache, prominent nose and very red, apparently through drink, uneasy twitching appearance when speaking; dress ( supposed), new tweed suit and brown felt hat, white shirt with turned down collar attached; wears a diamond ring on left hand; always well dressed. Absconded 13th ult., and may endeavour to leave the country. A native of Glasgow. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 23.— Chorley ( County).— For embezzlement, 8th April last— STEPHEN A. TILLOTSON, age about 31, height 6 ft. 1 in., complexion fresh, hair dark brown, artificial left eye, which he takes out when under the influence of drink, stoops slightly when walking; dress, light grey jacket, brown vert, light striped trousers, and light brown felt hat. Is well known in Burnley, Colne, Settle, Blackburn, and Accrington. Has two brothers residing at Blackburn, one at Berkhampsted, and a wife and two children at Burnley. He is fond of betting, and frequents football fields and race meetings. Warrant issued Information to Supt. Norris, Chorley. 24.— Leigh ( County).— For stealing a watch ( re- covered) 21st inst.— TWO MEN : 1st, JOHN LYNCH, a tramping barber, age about 40, height 5 ft. 7 in,, complexion dark, hair ( turning grey) dark brown, moustache dark ; dress, dark suit and hard felt hat — 2nd, name unknown, age about 30, height 5 ft. 5 in., complexion fresh, hair and moustache light brown; dress, light tweed suit ( much worn). Both tramp the country together, shaving and cutting hair in public- houses. Information to Supt. Weir, Leigh. 25.— Old Trafford ( County).— For stealing, 20th ult., at Longsight, 1 silver watch; 1 small sewing machine; 1 umbrella, and £ 6— CHARLES WOOD, age about 52, height 5 ft. 7 in., complexion fresh, short hair turning grey, parted down centre, heavy moustache, short- sighted ; dress, dark tweed suit, lace boots, respectable appearance. States he is an Army pensioner from a cavalry regiment, and that his brother who resides in London draws his pension. Warrant issued. Information to Supt. Bent, Old Trafford. 26.— Rochdale ( County).— For stealing ( as bailee) a gentleman's silver lever, No. 44856, white dial, gold hands, steel seconds hand, maker, " M. Cohen, Man- chester "— LUKE TOMLINSON, a factory operative, age about 39, height 5 ft. 7 or 8 in., complexion dark, hair ( cut short) dark brown, moustache ( thick) and eyes dark; dress, black cloth coat, brown- and- black plaid vest, dirty cord trousers, plaid billycock hat, white muffler with red border, blucher boots. Has friends at Bury, Rawtenstall, and Rochdale. Warrant issued. Information to Supt. Heywood, Rochdale. TUESDAY, JUNE 17, 1890. T H E POLICE GAZETTE. 27 £ 5 REWARD. 27.— St. Helens ( Borough).— For embezzlement, in April last— WILLIAM CHARLES KIDD, age about 38, height 5 ft. 8 or 9 in., complexion pale, hair ( bald on top) and moustache ( slight) light, upper teeth prominent and discoloured, unpleasant- looking lower lip ; dress, black cutaway coat and vest, bluish colour trousers, boots with cloth tops, and full crowned black felt hat. A clerk ; native of Farnworth, near Widnes, and recently in the employ of Messrs. Crone and Taylor, Sutton Oak, St. Helens. Warrant issued. The above reward will be paid by Messrs. Crone and Taylor, Chemical Manure Manufacturers, Sutton Oak, St. Helens, for the apprehension and conviction of Kidd. Information to Chief Constable Wood, St. Helens. NORTHAMPTONSHIRE. 28.— Peterborough fLiberty of).— For stealing a double- barrel breech- loading gun, No. 12 bore, with top lever, " Vergette, Peterborough," on gun locks, in oak case lined with green baize; a pair of black field? glasses, nickel fittings, in black leather case, lined scarlet; a detective camera, very Bmall, nickel silver frame— FREDERICK GLYNDE, alias PHILLIPSON and WALKER, age 26 to 28, height 5 ft. 8 in., com- plexion sallow, hair, moustache, and eyes dark ; dress, black morning coat and ve& t, grey tweed trousers, black hard felt hat. He obtained the above articles through an advertisement in the " Exchange and Mart," by offering a bicycle in exchange, but which he failed to send. Warrant issued. Information to Inspector Blackman, Thorpe- road, Peterborough. SHROPSHIRE. 29.— Wellington ( County).— For failing to sur- render to his recognisances, on a charge of indecent assault— EDWARD KIRK, age 33, height 5 ft. 3 in., complexion fresh, hair light brown, eyes grey, blue scar over right eyebrow, cut mark back of right arm, burn mark right breast, mole centre of chest and under left shoulder- blade, boil- mark between shoulder- blades. A moulder ; native of Lincoln. Information to Chief Supt. Galliers, Wellington, bowler hat; of gentlemanly appearance. A colliery manager. Native of Yorkshire. The above reward will be paid by Mr. W- Rees Mogg, Solicitor, of Cholwell, Temple Cloud, for the apprehension and conviction of Oxley. Warrant issued. Information to Supt. Rutherford, Temple Cloud. SOMERSETSHIRE. 30— Oxbridge ( County).— For failing to report — License Holder DANIEL HENRY McKENSEY, Office No. 39703, age 60, height 5 ft. 5 in., complexion fair, hair grey ( bald), eyes blue, wart on each shoulder blade and mole on left, 4 scars top of right shoulder, 1 inside thick of left arm, 1 back of fourth right finger, and 1 large scar small of right leg. Sentenced at Hereford, 28th June, 1886, to 5 years' penal servitude and 5 years' police supervision for housebreaking. M 280. Information to Supt. Gillbanks, Oxbridge. £ 5 REWARD. 81.— Temple Cloud ( County).— Woodcut por- trait and description of CHARLES SMITH OXLEY, whose apprehension is sought for embezzlement— age 40 to 45, height 5 ft. 8 or 9 in., square build, rather stout, hair ( bald), whiskers and moustache ( thin and cut short) light, eyes grey, bad upper front teeth, speaks indistinctly and disjointedly, always looking on the ground when walking, and has a habit of biting his finger nails; dress, dark suit, hard black SURREY. 39.— Chertsey ( County).— For breaking into the post- office at Stoke d'Abernon—- A MAN, age 40 to 50, height 5 ft. > 8 in., slight black whiskers and mous- tache, shaved on chin; dress, black clothes, round felt hat, respectable appearance. Information to Supt. Bryant, Chertsey. STAFFORDSHIRE. 32.— Brlerley Hill ( County). — For embezzling £ 1 16s.— HOWARD JONES BRETTLE, age 22 ( looks much older), height 5 ft. 3 or or 4 in., complexion fresh, hair ( thin) and slight moustache light, eyes blue, very red nose, blotched face, has the appearance of a drunkard ; dress, light plaid coat and vest, dark stripe trousers, hard blue felt hat.
