POLICE GAZETTE. PUBLISHED BY AUTHORITY. NEW SERIES. FRIDAY, JUNE 20, 1890. VOL. VII., No. 676. REGULA 1. All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OP THE POLICE GAZETTE, GEEAT SCOTLAND YABD, LONDON, S. W. 2. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be takeniupon them by another force. 3. Particulars as to stolen property wiU be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified. 4. In all cases where a reward is offered the name and address of some person responsible for the payment must be gwen, and the exact conditions he clearly stated. 6. Portraits of persons whose apprehension is sojqht for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6i. per photograph or sketch or a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must he guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immeaiate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or < f stolen property bear a number, and art alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will 6* wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later thm noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by • covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Postal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GABETTE through Mr. James Willing, IX, Strand, London, the sole Agent, who will furnish the rates on application. 14. NOTICE. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the Slat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver Hp its own subjects to the other Govern ent, but can not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT. 1.— V Division— For the abduction of Ger- trude Fanny Bayfield, age 15, on 6th inst.— GEORGE LIGHT, age 24, height 5 ft. 9 or 10 in., complexion fair, hair brown, full lips, no beard or moustache. A traveller; a native of London. Warrant issued. 2.— X Division.— For stealing a quantity of plate ( recovered)— JOHN DOBSON, a butler, age 50, height 5 ft. 9 or 10 in., comolexion sallow, hair dark brown, large Roman nose, prominent teeth, stoops slightly; dress, black frock coat, light mixture trousers and vest, black felt hat, wears a leather chest protector lined with flannel, which can be seen above shirt collar. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. BERKSHIRE. 3.— CI ewer ( County).— For embezzlement — HENRY JOSEPH TAME, late Relieving Officer, Egham, age about 42, height 5 ft. 9 in., complexion fresh, hair dark brown, beard, whiskers, and moustache brown ( may have shaved), eyes grey, very broad across chest, stoops a little ; dress, pepper- and- salt mixture suit ( faded), lace boots and hard felt hat. Warrant issued. Information to Supt. Blake, Clewer. 4.— Wokingham ( County).— For embezzlement — GEORGE EDWARD PURCHASE, a brewer's traveller, age 26 ( looks younger), height 5 ft. in., slight build, complexion fair, hair brown, moustache ( very slight) and side whiskers light brown, eyes hazel, long thin nose ; dress, light tweed dust coat, dark coat and vest, black- and- grey striped trousers ( tight- fitting), lace boots, black hard felt hat. Is supposed to be in London, where he has relations residing. Warrant issued. » 5.— Wokingham ( County).— For stealing a brass cornet ( recovered) at Waltham, St. Lawrence, 29th ult.— CHARLES HOPKINS, a tramping shoemaker, age about 40, height 5 ft. 7 or 8 in., complexion sallow, hair ( turning grey) dark brown, side whiskers ( slight) dark ( may be clean shaved), full face ; dress, dark suit and black hard felt hat. He is well- known at Sunning- dale. Warrant issued. Information to Supt. Atkin, Wokingham. CUMBERLAND. 6.— Penrith ( County).— For embezzling J500 — STANLEY MARTIN, a bank cashier, age about 40, height 5 ft. 5 or 6 in., complexion Eallow, hair, beard, and moustache black, prominent eyes, small scar on one cheek, placid expression of face. Is an adept at disguising himself, having had some experience as an amateur theatrical performer. Will endeavour to leave the country. A native of Cumberland. Warrant issued. Information to Supt. Fowler, Penrith. DENBIGHSHIRE. 7.— Wrexham ( County).— For stealing £ 22 10s., including two £ 5 notes, Nos. B- ll, 10940 and P- 27, 12450— THOMAS EDWARDS, private in the Royal Welsh Fusiliers, about 25, height 5 ft. 4 or 5 in* complexion fresh, hair light brown, moustache slight, eyes blue, scar middle of right arm ; dress, when last seen, tweed vest, black- and- brown plaid trousers, military shirt, socks and cap stamped " 1083," and light grey cap with peak. Is a stoker or labourer. Has a friend named " Guyer Yeoman" residing in Hammersmith, who formerly served in the Royal Welsh Fusiliers. Warrant issued. Information to Deputy Chief Constable Wilde, Wrexham. DERBYSHIRE. 8.— Derby ( Borough).— For failing to report- Supervisee CHARLES FOWKES, alias CHARLES WHEATLEY, Office No. 37705,: age 45, height 5 ft. 1 in., complexion fresh, hair brown, eyes blue, two small scars on forehead, and one right eyebrow, lost top teeth. Sentenced at Derby, 5th March, 1888, to 15 months' hard labour, and 3 years' police supervision for fraud. Information to the Chief Constable of Derby. DORSETSHSHIRE. 9.— Dorchester ( County).— For stealing, at Radipole, 12th inst., a pair of dark cord breeches ( recovered); a butcher's knife with three brass rivets in handle; a man's dark rusty brown coat, a boy's black overcoat, a grey cap, and a new milk cloth— JAMES EDWARDS, a deserter from the Royal Artil- lery, Regimental No. 70984, age 23, height 5 ft. 7 in., complexion fresh, hair and eyes brown, scar under left leg, mole left breast; dresa, ( supposed) stolen coat, blue military trousers with stripes taken out, and grey cap. A native of Whitechapel. Information to Supt. Gale, Dorchester. DURHAM. 10— Durham ( City).— For obtaining by false pretences, 17th ult.— A parcel of clothing ( recovered) from the Parcels' Office, Durham Station— JOHN TATLOCK ( supposed false), age 25 to 30, height 8 T H E POLICE GAZETTE. FRIDAY, JUNE 20, 1890. 5 ft. 5 or 6 in., stout build, hair dark brown, mous- tache ( slight) and eyes dark ; dress, dark cloth jacket and vest, black hard felt hat, appearance of a fitter. Gave the names of John Barnes and John J. Jones when pledging the clothing, and was accompanied by a woman, age 25 to 30, complexion and hair ( worn over forehead) dark ; wore a long dark cloth tight- fitting ulster. Warrant issued. Information to Chief Constable Smith, Durham. ESSEX. 11.— Chelmsford ( County).— For burglary at Battles Bridge Post Office, Rettendon, 31st ult., and stealing 15s. or 203. n pence and half- pence, and 4s. 6d. or 5s. in farthings— GEORGE KNOCK, age 50 to 55, height 5 ft. 7 in., hair dark, whiskers turning grey, and cut ck* e, eyes ( large) grey, long eyebrows, thin face, walks in a stooping position with his head down; ss, longish brown coat, fustian or twill trousers, light lace boots with round nails, old white soft billycock hat, band formed of a piece of dark cord, very narrow brim; often wears two pairs of trousers, and carries a second coat on his arm, and a parcel done up in a piece of print dress material. Is a notorious thief ; leads a vagrant life and when not in prison sleeps in barns, sheds, unions, etc. A native of Tolleshurst Major. Photograph will be forwarded on application. Information to Deputy Chief Constable Somerset, Chelmsford. 12.— Epping ( County).— For stealing a mare ( recovered) at Broadley Common, Roydon, 12th ult. — THOMAS HARDING, alias CAMBRIDGE, age 22, height 5 ft. 6 in., complexion fresh, hair dark brown, beard about a fortnight's growth, eyes grey, full face ; dress, old brown twill slop, corduroy trousers, lace boots, and dark peak cap, red handkerchief round neck. Is well known in Whitechapel amongst hay- carters. Warrant issued. Information to Supt. Lennon, Epping. GLOUCESTERSHIRE. 13.— Coleford ( County).— Woodcut portrait and description of SAMUEL DAMP, who escaped from custody at 11.30 a. m. 15th inst., charged with at- tempted murder and tobbery— age 35, height 5 ft 9 in., complexion pale, hair dark brown, eyes hazel, mous- tache ( heavy) dark, whiskers about three weeks' growth, long features, broad forehead, large mouth; dress, when he escaped, old brown cardigan woollen guernsey, old black tweed trousers, yellow socks, no shoes. A rag and bone collector; native of Gloucester- Information to Superintendent Ford, Coleford. HAMPSHIRE. 14.— Aldershot ( County).— For stealing 2 coats and 1 pair trousers— CHARLES FENTON, alias ALFRED MURPHY, ALFRED FORD, and MURREY KELLY, age 39, height 5 ft. 9f in., com- plexion fresh, hair brown, eyes hazel, scar on chin, mole right side of back and right upper arm, monkey tattooed left arm, varicose veins both legs. A dis- charged soldier from the Royal Artillery. Stated he was a native of Clerkenwell. Previously convicted, and may be wanted elsewhere. Warrant issued. Information to SOQ| » Brinson, Aldershot. 15.— Basingstoke ( County).— For indecent as- sault— CHARLES HUGHES, age 30 to 35, height 5 ft. 9 in., complexion very dark, hair, side whiskers, and moustache dark brown, eyes dark, walks erect ; dress, white slop, brown cord trousers, and cloth cap. A native of Bramley, near Basingstoke. Has been in the Army. Warrant issued. Information to Superintendent Kinshott, Basing - stoke. HERTFORDSHIRE 16.— Hemel Hempstead [ County).— For steal, ing, 2lst. ult., at Great Berkhampsted, 10s. from a shop till— HENRY HAMILTON, age about 62, height about 5 ft. 3 or 4 in., complexion dark, hair ( turning grey) brown, eyes grey, crown tattooed left arm, left big toe has been broken, stutters when talking, and can scarcely be understood ; dress, dark clothes, hard felt hat. Usually stays at common lodging- houses. A painter; native of Plymouth. Warrant issued. Information to Acting Supt. Tripp, Hemel Hemp- stead. 17.— Watford ( County).— For stealing a mare and a pony ( recovered)— RICHARD BAKER, age 40 to 45, height 6 ft., stout build, complexion hair and eyes dark, full face, very small nose; dress, long white dealer's coat, dark trousers patched at knees, black felt hat, flat top, appearance of a dealer. Warrant issued. Information to Supt. Hummerstone, Watford. KENT. 18.— Chatham ( County).— For embezzlement— GEORGE ROBERT BANNISTER, late Clerk to the Chatham Local Board of Health, age 33, height 5 ft. 3 in., complexion fresh, hair, whiskers, and moustache, which is 5 or 6 in. long, brown, smart, good- looking appearance, and very quick light walker, fond of drink, very talkative and cheerful, is a good organist and pianoforte player; dressed in dark clothes. May endeavour to emigrate. Warrant issued. Information to Supt. Coppinger, Chatham. 19.— Canterbury ( City).— For carnally knowing a girl urder the age of 16— WILLIAM SCAMP, age 22, height 5 ft. 10 in., complexion dark, hair dark brown, eyes grey, 5 blue dots right arm, bird right wrist, lost left hand, associates with low horse- dealers. Is well- known to most police officers in Kent. Warrant issued. Information to Chief Constable Peacock, Canterbury LANARKSHIRE. 20.— Glasgow ( City).— For stealing 106 pairs of ladies' jerseys— JOHN FERGUS, age 40, height 5 ft. 3 or 4 in., complexion florid, face slightly blotched, hair dark brown, slight brownish beard, whiskers, and moustache, prominent nose and very red, apparently through drink, uneasy twitching appearance when speaking; dress ( supposed), new tweed suit and brown felt hat, white shirt with turned down collar attached ; wears a diamond ring on left hand; always well dressed. Absconded 13th ult., and may endeavour to leave the country. A native of Glasgow. Warrant issued. Information to Chief Constable Boyd, Glasgow. LANCASHIRE. 21.— Leigh ( County).— For failing to report— Supervisee THOMAS THOMASON, Office No. 38390, age 33, height 5 ft. 5 in., complexion fresh, hair and eyes brown, scar bridge of nose, over left eyebrow, left elbow, and outside left forearm, moles behind left ear, back of neck, and below chin, right thumb has been crushed. Sentenced at Salford 7th January, 1889, to 9 months' hard labour, and 2 years' police supervision for larceny. 9113. Information to Supt. Weir, Leigh. 22.— Old Trafford ( County).— For stealing, 20th ult., at Longsight, 1 silver watch; 1 small sewing machine; 1 umbrella, and £ 6— CHARLES WOOD, age about 52, height 5 ft. 7 in., complexion fresh, short hair turning grey, parted down centre, heavy moustache, short- sighted; dress, dark tweed suit, lace boots, respectable appearance. States he is an Army pensioner from a cavalry regiment, and that his brother who resides in London draws his pension. Warrant issued. Information to Supt. Bent, Old Trafford. 23.— Rochdale ( County).— For failing to report- Supervisee JOSEPH SYKES, Office No. 29264, age 34, height 5 ft. 9 in., complexion dark, hair turning grey, eyes brown, right hand crippled. Sentenced at Man- chester, 23rd May, 1881, to 5 years' penal servitude and 7 years' police supervision for stealing tools. H 551. 24.— Rochdale ( County).— For stealing ( us bailee) a gentleman's silver lever, No. 44855, white dial, gold hands, steel seconds hand, maker, " M. Cohen, Man- chester "— LUKE TOMLINSON, a factory operative, age about 39, height 5 ft. 7 or 8 in., complexion dark, hair ( cut short) dark brown, moustache ( thick) and eyes dark; dress, black cloth coat, brown- and- black plaid vest, dirty cord trousers, plaid billycock hat, white muffler with red border, blucher boots. Has friends at Bury, Rawtenstall, and Rochdale. Warrant issued. Information to Supt. Heywood, Rochdale. 25.— Salford ( Borough).— For failing to report- Supervisee HENRY HARVEY, alias HAMMOND and WALKER, Office No. 39569, age 69, height 5 ft. 3 in., complexion fresh, hair grey, eyes blue, bald top of head, scars back of neck and front of left shin, lump top of head. Sentenced at Manchester, llth May, 1889, to 12 months' hard labour and 2 years' police supervision for larceny.— License Holder ARTHUR SLATER NASH, Office No. 38399, age 25, height 5 ft. 9 in,, complexion fresh, hair dark brown, eyes grey, scars back of head, palm of right hand, 3 left elbow1, and 2 back of third left finger ( blue). Sentenced at Stafford, 5th May, 1884, to 7 years' penal servitude for placing wood upon the London and North- Western Railway with intent to obstruct, etc.— License Holder SIDNEY SMITH, alias GEORGE SMITH, Office No. 39604, age 32, height 5 ft. 7 in., complexion sallow, hair brown, eyes hazel, scars right side forehead, left side head, and back of right calf, scaly or rough skin. Sentenced at Middlesex Sessions, 26th August, 1878, to 7 years' penal servitude and 5 years' police super- vision for larceny, and 15th December, 1884, to 5 years' penal servitude for warehousebreaking. Information to the Chief Constable of Salford. JB5 REWARD. 26.— St. Helens ( Borough).— For embezzlement, in April last— WILLIAM CHARLES KIDD, age about 38, height 5 ft. 8 or 9 in., complexion pale, hair ( bald on top) and moustache ( slight) light, upper teeth prominent and discoloured, unpleasant- looking lower lip ; dress, black cutaway coat and vest, bluish colour trousers, boots with cloth tops, and full crowned black felt hat. A clerk; native of Farnworth, near Widnes, and recently in the employ of Messrs. Crone and Taylor, Sutton Oak, St. Helens. Warrant issued. The above reward will be paid by Messrs. Crone and Taylor, Chemical Manure Manufacturers, Sutton Oak, St. Helens, for the apprehension and conviction of Kidd. Information to Chief Constable Wood, St. Helens. NORTHAMPTONSHIRE. 27.— Peterborough ( Liberty of).— For stealing a double- barrel breech- loading gun, No. 12 bore, with top lever, " Vergette, Peterborough," on gun locks, in oak case lined with green baize; a pair of black field- glasses, nickel fittings, in black leather case, lined scarlet; a detective camera, very small, nickel silver frame— FREDERICK GLYNDE, alias PHILLIPSON and WALKER, age 26 to 28, height 5 ft. 8 in., com- plexion sallow, hair, moustache, and eyes dark ; dress, black morning coat and vest, grey tweed trousers, black hard felt hat. He obtained the above articles through an advertisement in the " Exchange and Mart," by offering a bicycle in exchange, but which he failed to send. Warrant issued. Information to Inspector Blackman, Thorpe- road, Peterborough. SHROPSHIRE. 28.— Wellington ( County).— For failing to sur- render to his recognisances, on a charge of indecent assault— EDWARD KIRK, age 33, height 5 ft. 3 in., complexion fresh, hair light brown, eyes grey, blue scar over right eyebrow, cut mark back of right arm, burn mark right breast, mole centre of chest and under left shoulder- blade, boil- mark between shoulder- blades. A moulder; native of Lincoln. Information to Chief Supt. Galliers, Wellington. TUESDAY, JUNE 17, 1890. T H E POLICE GAZETTE. 313 STAFFORDSHIRE. 29.— Brierley Hill ( County). — For embezzling £\ i6s.— HOWARD JONES BRETTLE, age 22 ( looks much older), height 5 ft. 3 or or 4 in., complexion fresh, hair ( thin) and slight moustache light, eyes blue, very red nose, blotched face, has the appearance of a drunkard ; dress, light plaid coat and vest, dark stripe trousers, hard blue felt hat. Frequents music- halls. May seek employment as a piano player at some public- house. Supposed gone to Bristol or Cardiff. Native of Halesowen, Worcestershire. Warrant issued. 30.— Brierley Hill ( County).— For perjury in a case of drunkenness against his father, who is com- mitted for trial for perjury- CHARLES HENRY BATE, age about 28, height 5 ft. 6 or 7 in., complexion fresh, hair light brown, side whiskers and moustache sandy, eyes grey; dress, light tweed coat, trousers and vest, white collar and tie, lace boots, and black billycock hat, of respectable appearance. A native of Dudley, Worcestershire. He was remanded on bail in the sum of £ 50 to appear 16th inst. but has absconded, and may endeavour to leave the country. Warrant issued. Information to Supt. Woollaston, Brierley Hill. 31.— Tettenhall ( County).— For embezzlement at Bushbury 3rd inst.— JOHN EDWARD DANCE, age 27, height 5 ft. 7 in., complexion, hair and moustache ( slight) dark, eyes ( weak) brown, abscess mark back of hand, and mark from dog bite between thumb and first finger ( supposed left hand); dress, black cord coat and vest, mixture cloth trousers, white collar, strong lace boots, and blue cap with peak. A harness maker, native of Goscote, Walsall. May endeavour to enlist Warrant issued. Information to Supt. Cook, Tettenhall, Wolverhamp- ton. 32.— West Bromwich ( County).— For stealing a lady's gold - watch No. 8640, a black - worsted cloth suit, a set of glass studs, a pair of cuff links, and a gold and silk albert chain— EDWARD SMITH, age 27, height 5 ft. 6J in., complexion fresh, hair light brown, moustache light, eyes blue, W. tattooed left forearm, bracelets on right arm and other parts of body ; dress, black worsted cloth suit, white linen shirt, and black billycock hat, A native of Birmingham. Belongs to the Army Reserve, North Staffordshire Regiment. Warrant issued. Information to Supt. Whitehurst, West Bromwich, or to Inspector Walters, Smethwick. 33.— N ewcast le- under- Lyme ( Borough).— For bigamy— JAMES KIRKH AM, age 30, height 5 ft. 9 in., complexion fair, hair brown, eyes grey, lost nearly all upper front teeth. A native of Tunstall. Warrant issued. Information to Head Constable Dutton, Newcastle- under- Lyme. SURREY. 34.— Chertsey ( County).— For breaking into the post- office at Stoke d'Abernon— A MAN, age 40 to 50, height 5 ft. 8 in., slight black - whiskers and mous- tache, shaved on chin; dress, black clothes, round felt hat, respectable appearance. Information to Supt. Bryant, Chertsey. SUSSEX ( WEST). 35— Midhurst ( County).— For attempting to set fire to the furze and heath in Coldharbour Wood, Rogate- FRANK CARPENTER, a labourer and well- digger, age 30, height 5 ft. 4 or 5 in., complexion fair, hair light, eyes weak, cut under one eye; dress, white slop, with white metal buttons, white cord trousers, heavy nailed boots. The box containing bank books, deposit forms, and overcoat has been found concealed under a haystack. An entrance was effected by boring hole through the back kitchen window sash and driving back the catch. The burglary is similar to those committed at Whit- church, 11th and 30th ult., Holmes Chapel, Ellesmere: and Nantwich, and the manner in which the entrance was effected tends to show that it is the work of the same person. SHROPSHIRE. 99.— Oswestry ( County).— During the last month the following burglaries were committed : — Whit- church, 12th May; Holmes Chapel, near Crewe, 18th May; Bridgnorth, 26th May ; Shrewsbury, 29th May ; Ellesmere, 30th May, when a new olive- green over- coat was stolen; Whitchurch, 31st May; Nantwich, 1st June. In each case entrance was effected by boring a hole with small gimlet or awl through frame of window- sash near the catch, and pulling the catch back with twine or wire. There is no doubt but that they have all been committed by the same man, who invariably breaks into houses ( generally small shops) in suburbs of towns, stealing money and provisions. He most likely sleeps in woods and outbuildings during the day and travels at night.
