Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and. if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immeaiate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. T I O Nl 53. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. 9. The force which causes particulars concerning delinquents cr stolen property to be inserted^ in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond $ Co.," Fost Office Order payable at Charing Cross, Foital Order, or in Stamps. 13. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 2le4 of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read » s follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver up its awn subjects to the other Govern ent, bat can not be considered bound to. do sc. APPREHENSIONS SOUGHT. AYRSHIRF. 1.— Ayr ( Borough).— For stealing from an officer's tent at the camp of the 3rd Battalion Royal Scots Fusiliers, Ayr Race course, on 22nd ult.— 6 Shetland- grey worsted undershirts; 6 pairs Shetland- grey worsted drawers ; 4 light worsted undershirts ; 4 pairs light worsted drawers ; 6 white worsted undershirts; 6 pairs white worsted drawers; 4 white flannel under- shirts ; 4 pairs white flannel drawers ; 4 fine cotton undershirts; 4 pairs fine cotton drawers - small piece of cotton marked " Cwsills " i*-- » ; nk stitched to each article; 1 shepherd- tartan pattern jacket, vest, and trousers ( the jacket has outside shoulder- straps, one pocket inside breast, and large pocket inside and along bottom, three outside pockets); 1 brown- and- white small check jacket suit ( jacket and vest recovered, buttons on trousers marked " Manley and Sons "); 1 pair grey shepherd- tartan knickabockers ; 1 blue- and- white bed cover ; 2 pairs brown worsted socks ; 1 pair Shetland- grey worsted socks; 1 pair long brown worsted stockings ; 1 pair Shetland- grey stockings ; 1 1 pair black- and white spotted stockings— each sock and stocking has small piece of cotton stitched inside top or inside sole, marked " Cassillis" in ink— WILLIAM RANKINE, age 18, height 5 ft. 5 in, com- plexion dusky, hair and eye3 dark brown. A native of Glasgow.- THOMAS SMITH, alias DOOLAN, CAIRNEY, CAIRNS, DAVID LARVIN, and JOHN KELLY, age 25, height 5 ft. 8 in, complexion ruddy, hairJight brown, eyes grey, varicose veins right leg. A native of Liverpool. Travels with a sparring booth, and is well- known as an associate of pugilists at fairs, etc. These men were under militia training and dis- appeared at the time the larceny was committed, their uniform being cast away and since found near Ayr ; they may now be wearing part of the stolen clothing, or may enlist in some other militia corps. The brown check jacket and vest were pledged in Kilmarnock the following morning by a man, who gave the name of John Kelly, answering descrip- tion of No, 2. Warrant issued. Information to Supt. BERKSHIRE. 2.— Wokingham ( County).— For embezzlement — GEORGE EDWARD PURCHASE, a brewer's traveller, age 26 ( looks younger), height 5 ft. 8iin., slight build, complexion fair, hair brown, moustache ( very slight) and side whiskers light brown, eyes hazel, long thin nose ; dress, light tweed dust coat, dark coat and vest, black- and- grey striped trousers ( tight- fitting), lace boots, black hard felt hat. Is supposed to be in London, where he has le'ations residing. Warrant issued. Information to Supt. Atkin, Wokingham. CUMBERLAND. 3.— Penrith ( County).— For embezzling ^ 500- STANLEY MARTIN, a bank cashier, age about 40, height 5 ft. 5 or 6 in., complexion sallow, hair, beard, and moustache black, prominent eyes, small scar on one cheek, placid expression of face. Is an adept at disguising himself, having had some experience as an amateur theatrical perfoimer. Will endeavour to leave the country. A native of Cumberland. Warrant issued. Information to Supt. Fowler, Penrith. DENBIGHSHIRE. 4 — Wrexham ( County).— For stealing £ Z2 10s., including two £ 5 notes, Nos. B- ll, 10940 and P- 27, ] 2450— THOMAS EDWARDS, private in the Royal Welsh Fusiliers, age about 25, height 5 ft. 4 or 5 in., complexion fresh, hair light brown, moustache slight, eyes blue, scar middle of right arm ; dress, when last seen, tweed vest, black- and- brown plaid trousers, military shirt, socks and cap stamped '' 1083," and light grey cap with peak. Is a stoker or labourer. Has a friend named " Guyer Yeoman" residing in Hammersmith, who formerly served in the Royal Welsh Fusiliers. Warrant issued. Information to Deputy Chief Constable Wilde, Wrexham. ESSEX. 5— Chelmsford ( County).— For burglary at Battles Bridge Post Office, Rettendon, 31st ult, and stealing 153. or 203. in pence and half- pence, and 4s. 6d. or 5s. in farthings— GEORGE KNOCK, age 50 to 55, height 5 ft. 7 in., hair dark, whiskers turning grey, and cut close, eyes ( largp) grey, long eyebrows, thin face, walks in a stooping position with his head down ; ss, longish brown coat, fustian or twill trousers, light lace boots with round nails, old white soft billycock hat, band formed of a piece of dark cord, very narrow brim; often wears two pairs of trousers, and carries a second coat on his arm, and a parcel done up in a piece of print dress material. Is a notorious thief ; leads a vagrant life and when not in prison sleeps in barns, sheds, unions, etc. A native of Tolleshurst Major. Photograph will be forwarded on application. Information to Deputy Chief Constable Somerset, Chelmsford. 6— Fpping ( County).— For stealing a mare ( recovered) at Broadley Common, Roydon, 12th ult. - THOMAS HARDING, alias CAMBRIDGE, age 22, height 5 ft. 6 in., complexion fresh, hair dark brown, beard about a fortnight's growth, eyes grey, full face ; dress, old brown twill slop, corduroy trousers, lace boots, and dark peak cap, red handkerchief round neck. FBIDAT, JDNE 13, 1890 16.— Manchester ( City).— For failing to report - License Holder WILLIAM BERRY, Office No. 39530, age 54, height 5 ft. 8 in., complexion fair, hair grey ( bald), eyes dark brown, prominent forehead, wart under left eyebrow, and under left eye. Sen- tenced at Liverpool Assizes, 19th May, 1886, to 5 years penal servitude for rape. Licensed 9th May, 1890.— License Holder GEORGE HALL, Office No. 39290, age 54, height 5 ft. 1$ in., complexion sallow, hair 1 ght brown, eyes hazel. Crown and anchor on right forearm, bracelet right wrist, shamrock, rose, thistle and 1850 left forearm, cross flags, bracelet, heart, and anchor back of left hand. Sentenced at Wake- field, 5th April, 1886, to 5 years penal servitude, and 5 years' police supervision for larcency. Licensed 29th March, 1890.— Licence Holder, WIL- LIAM HENRY NOBLE, Office No. 38,627, age 49, height 5 ft. 3 in., complexion sallow, hair dark brown, eyes hazel, scar left of forehead and right forearm, pockmarked. Sentenced at Liverpool Assizes, 11th November, 1885 to 5 years' penal servi- tude for bigamy, Licensed 9th November, 1889.— Supervisee GEORGE SIMONDS alias HUNT and SMITH, Office No. 39,561, age 26, height 5 ft. 3| in., complexion pale, hair brown, eyes blue, scars left cheek, forehead, nose, and right eyebrow, cross light forearm, T. Sentenced at Manchester Assizes 11th May, 1889 to 12 months' hard labour and 2 years' police supervision for larcency ( person).— Supervisee ANNIE HILTON, Office No. 37,944, age 42, height 5 ft. $ in., complexion sallow, hair grey, eyes hazel, blue scar left eyebrow and nose, small scar right eyebrow. Sentenced at Salford 9th July, 1888 to 12 months' hard labour and 3 years' police supervision for larcency. Information to Detective Superintendent Hicks, Manchester. 17.— Rochdale ( Borough).— For failing to report — License Holder CHARLES KENNY, alias JOHN BURKE and CHARLES SMITH, Office No. 31984, age 28, height 5 ft. 3 in., complexion dark, hair dark brown, eyes light grey, scars bridge of nose ( blue), front of head, on crown, and each side forehead, back of each hand, below right breast, and on left shoulder- blade. Sentenced at Salford, 8th January, 1883, to 5 years' penal servitude and 7 years' police supervision for larceny. Information to the Chief Constable of Rochdale. LINCOLNSHIRE. 18.— Spalding ( County).— For committing acts of gross indecency with a male person at Crowland, 19th ult.— JOHN WALLACE, age about 30, height 5 ft. 6 or 7 in., complexion pale, moustache dark, may have a few dark whiskers round his face, head bald on top; generally dressed in light grey clothes, of smart ap- pearance. A schoolmaster; native of Alnwick, Northumberland. Was employed for the last two years at Crowland, and formerly in schools at Whitely, near Dewsbury, and Northwood, also as pupil teacher at Alnwick, where his father resides. Absconded 23rd ult. His wife, Ellen Wallace, age about 35, height about 5 ft., complexion fair, round face, hair light brown, and her daughter, Mary Ellen, age about 14, hair ( in carls) light brown, may be with him. Photograph will be forwarded on application. Warrant issued. Information to Supt. Jarvis, Spalding. NORTHAMPTONSHIRE. 19.— Peterborough fLiberty of).— For stealing a double- barrel breech- loading gun, No. 12 bore, with top lever, " Vergette, Peterborough," on gun locks, in oak case lined with green baize; a pair of black field- glasses, nickel fittings, in black leather case, lined scarlet; a detective camera, very small, nickel silver frame- FREDERICK GLYNDE, alias PHILLIPSON and WALKER, age 26 to 28, height 5 ft. 8 in., com- plexion sallow, hair, moustache, and eyes dark ; dress, black morning coat and vett, grey tweed trousers, black hard felt hat. He obtained the above articles through an advertisement in the " Exchange and Mart," by offering a bicycle in exchange, but which he failed to send. Warrant issued. Information to Inspector Blackman, Thorpe- road, Peterborough. OXFORDSHIRE. morning coat and vest, light plaid trousers, hard black felt hat, white collar, thin side- spring shoes. He hired the machine for two hours, and gave his name and address as George Ward, 1, Barton- street, Bath. The tricycle has been found sold at Wantage, where he gave the name of William Clark, of 14, Bath- street Exeter. Left Wantage- road Station for Dauntsey Wilts, by the 5.57 p. m. train 31st ult. Was formerly employed as groom at Shuttlewick Park, near Bith. His wife and children reside at Bithford, near Bath. ( See Case No. 29 ) Warrant issued. Information to Chief Constable Head, Oxford. SHROPSHIRE. 21.— Bridgnorth ( County). — For stealing, at Madeley, 17th ult.— 1 metal keyless Geneva watch, altered to wind with key, No. 141098, six nicks scratched in case near keyhole ; brass- coloured chain, with threepenny piece and watch key, with , lJ. Osborne, Jeweller and Watch Maker, Bridgnorth," thereon— WILLIAM WALKNES, alias WILLIAMS, age about 35, height about 5 ft. 6 in., complexion dark, hair brown, moustache sandy, small cut on nose, full face; dress, old dark plaid suit ( patch of dark cloth sewn with white thread on right knee), black and white plaid scarf, lace boots, nailed round toes to form plate, and black hard felt hat. Supposed native of Dudley or Gornal. His practice is to take lodgings in some colliery dis- trict, and obtain the names of persons from other places, whom he visits, stating that their friends, with whom he worked at such and such a place, asked him to call upon them. He obtains lodgings for a few nights, and makes a pretence of looking for work, but decamps, stealing anything he can lay hold of. Has been identified from a photograph as man de- scribed in Case No. 28, 3rd January last. Warrant issued. Information to Supt. Walters, Bridgnorth. 22.— Wellington ( County).— For failing to sur- render to his recognisances, on a charge of indecent assault— EDWARD KIRK, age 33, height 5 ft. 3 in., complexion fresh, hair light brown, eyes grey, blue scar over right eyebrow, cut mark back of right arm, burn mark right breast, mole centre of chest and under left shoulder- blade, boil- mark between shoulder- blades. A moulder; native of Lincoln. Information to Chief Supt. Galliers, Wellington. STAFFORDSHIRE. 23.— Tettenhall ( County).— For rape at Weston- under- Lizard, 20th ult.— WILLIAM SHAW, age 18 ( looks older), height about 5 ft. 8 in., complexion fresh, hair ( parted in centre) and moustache ( slight) light, eyes blue, face slightly freckled, walks erect; dress, light grey jacket, broad corduroy trousers and vest, with leggings to match, strong lace boots, and brown billycock hat. A native of Ship Brook, near North- wich, Cheshire. Up to the time he absconded he resided with his father at Woodlands Farm, Weston under- Lizard. Warrant issued. 24.— Tettenhall ( County).— For embezzlement at Bushbury 3rd inst.— JOHN EDWARD DANCE, age 27, height 5 ft. 7 in., complexion, hair and moustache ( slight) dark, eyes ( weak) brown, abscess mark back of hand, and mark from dog bite between thumb and first finger ( supposed left hand); dress, black cord coat and vest, mixture cloth trousers, white collar, strong lace boots, and blue cap with peak. A harness maker, native of Goscote, Walsall. May endeavour to enlist. Warrant issued. Information to Supt. Cook, Tettenhall, Wolverhamp- ton. 25.— Newcastle- under- Lyme ( Borough).— For bigamy— JAMES KIRKHAM, age 30, height 5 ft. 9 in., complexion fair, hair brown, eyes grey, lost nearly all upper front teeth. A native of Tunstall. Warrant issued. Information to Head Constable Dutton, Newcastle- under- Lyme. SURREY. 26.— Chertsey ( County).— For breaking into the post- office at Stoke d'Abernon— A MAN, age 40 to 50, height 5 ft. 8 ii*., slight black whiskers and mous- tache, shaved on chin; dress, black clothes, round felt hat, respectable appearance. Information to Supt. Bryant, Chertsey. HERTFORDSHIRE. 7.— Hemel Hempstead { County).— For steal- ing, 2lst. ult., at Great Berkhampsted, 10s. from a shop till— HENRY HAMILTON, age about 62, height about 5 ft. 3 or 4 in., complexion dark, hair ( turning grey) brown, eyes grey, crown tattooed left arm, left big toe has been broken, stutters when talking, and can scarcely be understood ; dress, dark clothes, hard felt hat. Usually stays at common lodging- houses. A painter ; native of Plymouth. Warrant issued. Information to Acting Supt. Tripp, Hemel Hemp- tead. 8 — Watford ( County).— For stealing a mare and a pony ( recovered;— RICHARD BAKER, age 40 to 45, height 6 ft., stout build, complexion hair and eyes dark, full face, very small nose ; dress, long white dealer's coat, dark trousers patched at knees, black felt hat, flat top, appearance of a dealer. Warrant issued. Information to Supt. Hummerstone, Watford. KENT. 9.— Chatham ( County).— For embezzlement— GEORGE ROBERT BANNISTER, late Clerk to the Chatham Local Board of Health, age 33, height 5 ft. 3 in., complexion fresh, hair, whiskers, and moustache, which is 5 or 6 in. long, brown, smart, good- looking appearance, and very quick light walker, fend of drink, very talkative and cheerful, is a good organist and pianoforte player; dressed in dark clothes. May eadeavour to emigrate. Warrant issued. Information to Supt. Coppinger, Chatham. 10.— Canterbury ( City).— For carnally knowing a girl under the age of 16— WILLIAM SCAMP, age 22, height 5 ft. 10 in., complexion dark, hair dark brown, eyes grey, 5 blue dots right arm, bird right wrist, lost left hand, associates with low horse- dealers. Is well- known to most police officers in Kent. Warrant issued. Information to Chief Constable Peacock, Canterbury LANCASHIRE. 11.— Bootle ( County).— For failing to report— Supervisee FREDERICK RATCLIFFE, alias FOX and RADCLIFFE, Office No. 38668, age 30, height 5 ft. 7| in., complexion fresh, hair dark brown, eyes brown, scars right cheek and left eyebrow, 2 outside right forearm, and 1 inside left forearm, mole bend of left arm and left of belly. Sentenced at Salford, 18th February, 1889, to 9 months' hard labour and 3 years' police supervision for larceny. Information to Supt. Walsh, Bootle. 12.— Old Trafford ( County).— For assault— DAYID LEWIS, age between 30 and 40, height 5 ft. 8 in., complexion, hair, and heavy moustache dark; dress, black worsted coat, billycock hat, heavy lace boots. A joiner, and has been employed on the Ship Canal at Sticken's, Island Barton, and may try to obtain employment with builders, etc , on some other section of the Canal. Warrant issued. 13.— Old Trafford ( County).— For stealing, 20th ult., at Longsight, 1 silver watch ; 1 small sewing machine; 1 umbrella, and £ 6— CHARLES WOOD, age about 52, height 5 ft. 7 in., complexion fresh, short hair turning grey, parted down centre, heavy moustache, short- sighted ; dress, dark tweed suit, lace boots, respectable appearance. States he is an Army pensioner from a cavalry regiment, and that his brother who resides in London draws his pension. Warrant issued. Information to Supt. Bent, Old Trafford. 14.— Liverpool ( City).— For failing to report- License Holder ELIZABETH PRICE, alias ELLIOTT, Office No. 36648, age 64, height 4 ft. 10 in., complexion pale, hair grey, eyes brown, nose broken, scars on fore- head, corner of right eye and left forearm. Sentenced at Liverpool Sessions, 21st July, 1885, to 5 years' penal servitude for larceny. L 48.— Supervisee MARY ANN SULLIVAN, alias GALLOWAY, Office No. 34946, age 66, height 4 ft. 9 in., complexion fresh, hair and eyes grey, broad face, scars on nose and forehead. Sentenced at Preston County Sessions, 15th October, 1884, to 5 years' penal servitude and 7 years' police supervision for larceny. K 80. Information to the Chief Superintendent, Detective Department, Liverpool. 15 .— Manchester ( City).— For embezzlement— STEWART HOLMES, age 26, height 5 ft. 5 or 6 in., complexion fair, moustaohe sandy; dressed respectably. Warrant issued. 20.— Oxford ( City).— For stealing, 31st ult., a tricycle ( recovered)— GEORGE BAKER, of Colerne, Wilts, age 25, height 5 ft. 7 in., slight build, hair dark brown, clean shaved, thin face; dress, black diagonal SUSSEX ( WEST). 27— Midhurst ( County).— For attempting to set fire to the furze and heath in Coldharbour Wood, FRIOAY, JCJNE 13, 1890. Rogate- FRANK CARPENTER, a labourer and well- digger, age 30, height 5 ft. 4 or 5 in , complexion fair, hair light, eyes weak, cut under one eye; dress, white slop, with white metal buttons, white cord trousers, heavy nailed boots. Was last seen going in the direction of London with a man named John Wallace, who has a brother a foreman for Messrs Lawrence and Sons, builders, Pitfield Wharf, Commercial- road, S. E,, where they stated their intention of endeavouring to obtain work. Warrant issued. Information to Supt. Kennett, Midhurst. WARWICKSHIRE. 28.— Birmingham ( City). — For embezzling several large sums of money— HENRY JONES, alias PAXTON, age 21 ( looks younger), height 6 ft. 2 or 3 in., complexion fresh, hair ( worn on forehead) dark, Roman nose slightly inclined to one side, near- sighted, slightly bow- legged, of gentlemanly appearance, fre- quents theatres and music- halls, and is fond of the company of professionals ; dress, light check jacket suit and black billycock hat, had also with him a dark cloth Inverness coat, wore a silver watch with gut chain and oval locket; usually carries a heavy walk- ing stick, and wears a single stone diamond ring on left hand. Plant, Middlewich. 50.— Nantwich [ County^.— Between 31st ult. and 1st inst, by burglary from a dwelling- house and pro- vision dealer's shop in the outskirts of Nantwich— 3 children's wooden money- boxes ( one painted yellow, one black, and the other blue), containing about £ 1 7s 6d., mostly in silver, and some coppers ; also 5s. in copper from a till in the shop. Entrance effected by boring a hole in the sash of the back kitchen window and pulling back the catch, probably with a piece of wire, the drawers in the kitchen and shop being ransacked. This is similar to burglaries committed on 18th, 29th, and 30th ult. at Holmes Chapel, Cheshire, and Ellsmere and Whit- church, Shropshire, and by the manner entrance was effected tends to show that it is the work of the same person. SHROPSHIRE. 64 — W h i t C h U rc h ( County).— Between 30th and 31st ult., by burglary— 1 black square wood box, 12 in. long and 7 in. wide, containing 2 Post Office Savings Bank books, bearing the names of Frederick William Tucker, St. Mary's- street, and Jesse Moreton Tucker, Talbot Villas, Whitchurch ; I Whitchurch Savings Bank book in the name of Mary Ann Tucker; 6 Post Office Savings Bank deposit forms filled in with sixpenny postage stamps ; 1 Scotch tweed overcoat; 1 violet velvet folding tobacco- pouch, embroidered with yellow silk. Tne box eontaining bank books, deposit forms, and overcoat has been found concealed under a haystack. An entrance was effected by boring a hole through the back kitchen window sash and driving back the catch. The burglary is similar to those committed at Whit- church, 11th and 30th ult., Holme Chapel, Ellesmere, and Nantwich, and the manner in which the entrance was effected tends to show that it is the work of the same person, ( fee Case No. 74 ) Information to Supt. SHROPSHIRE. 73.- Oswestry ( County).— Daring the last month the following burglaries were committed : — Whit- church, 12th May; Holmes Chapel, near Crewe, 18th May ; Bridgnorth, 26th May ; Shrewsbury, 29th May ; Ellesmere, 30th May, when a new olive- green over- coat was stolen; Whitchurch, 31st May ; Nantwich, lst June. In each case entrance was effected by boring a hole with small gimlet or awl through • frame of window- sash near the catch, and pulling the catch back with twine or wire. There is no doubt but that they have all been committed by the same man, who invariably breaks into houses { generally small shops) in suburbs of towns, stealing money and provinons. He most likely sleeps in woods and outbuildings during the day and travels at night. He is described as an elderly man, height 5 ft. 8 or 9 in., grey whiskers; dress, dark clothes, good boots ( right cut on forepart), and brown hard felt hat. Supposed wearing the stolen overcoat.
