All announcements for insertion in the POLICE GAZETTE, and all communications upon them, should be addressed to THE EDITOB OP THE POLICE GAZETTE, GBEAT SCOTLAND YABD, LONDON, S. W. 3. Particulars concerning persons whose apprehension is sought will be inserted in one issue of the POLICE GAZETTE, if they are sufficient to enable action to be takenwpon them by another force. 8. Particulars as to stolen property will be likewise inserted in one issue, if sufficient to enable the article in question to be thereby identified 4. In all cases where a reward is RFGUL ATIONS. the name and address of some person responsible for the payment must be given, and the exact conditions be clearlg stated. 6. Portraits of persons whose apprehension is sought for serious offences, and engravings of stolen property, will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch oj a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must be guaranteed by the signature of an officer of not less rank than Superintendent; and, if the name of such person be required to le inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immeaiate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. . 9. The force which causes particulars concerning delinquents or stolen property to be inserted m the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They mutt be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. 12. All payments must be in advance, either at the office, Great Scotland Yard, by cheque, crossed " Drummond # Co.," Post Office Order payable at Charing Cross, Pottal Order, or in Stamps. 13. Advertisements are accepted for the POLICE GAZETTE through Mr. James Willing, 126, Strand, London, the soU Agent, who will furnish the rates on application. 14. W. NOTICE. EXTRADITION. A Declaration was signed in London on the 21st of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read as follows:— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver Hp to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiiing party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own wibjecis whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver Hp its own subjects to the other Govern ent, bat oan not be considered bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT, 1.— C Division— For obtaining £ 600 by means of a forged agreement relating to Guinness' Stock— FREDERICK WILLIAM ALL WRIGHT, a doctor of medicine, age 30, height 5 ft. 9 in., complexion fair, hair and slight moustache brown, wears glasses ; of good address and appearance. Warrant issued. 2— J Division.— For stealing £ 105 2s. 6d — WALTER JAMES ROWLES DENNIS, age 22, height 5 ft. 10 in., complexion sallow, hair and slight mous- tache brown, high forehead ; dress, black serge jacket, black trousers with bkck braid down legs, high silk hat, lace boots. A bank clerk ; native of Silverton, near Collumpton, Devon. Not to be apprehended out of the United Kingdom 3.— K Division.— For failing to answer to his recognisances at the London County Sessions, to give evidence in a case of felony— JOHN FURNISS, age 42, height 5 ft. 8 in., complexion fresh, hair brown eyes dark, splay- footed; dress, dark coat and vest, dark stripe trousers, black hard felt hat, lace boots. A native of Glasgow. Warrant issued. 4.— N Division — For stealing, 30th ult.— 1 silver curb pattern albert chain; 1 short slate- coloured jacket and vest; 1 pair blue stripe mixture trousers ; 2 silk handkerchiefs ( 1 white flowered, 1 black)— HARRY WICKS, age 28, height 5 ft. 2 or 3 in., complexion fresh, hair brown, moustache and imperial sandy, flat nose, very upright, and struts when walking; dressed in the stolen clothes and black flat top hard hat. His wife resides in Summer- lane or New Town- road, Aston, where he may be found. Supposed native of Birmingham. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. DERBYSHIRE. 5.— Ashbourne ( County).— For stealing at Ash- bourne, 12th ult.— A bundle containing a black worsted jacket and vest, 1 pair light grey tweed trousers, 1 cotton shirt with pink stripes ; 2 pairs of home knit stockings ( 1 pair light the other dark); 1 grey necktie with reversible ends ; 1 cap with peak ; and 1 black billycock hat; the whole wrapped in blue- and- white handkerchief— TWO MEN- first, called " CHARLIE " by his companion, age about 26, height about 5 ft. 7 in., complexion and hair dark; dress, black jacket, lining of which shows below the cloth, light plaid double peak cap. Is a good whistler and step- dancer, and performs in public- house tap- rooms. — Second, age about 40, height about 5 ft. 6 in., com- plexion very fresb, hair, whiskers and moustache sandy ; dress, drab fustian jacket, fustian trousers, plaid scarf, dark grey cloth cap with peak. Stated he was a collier, and had been working at collieries in North Staffordshire, and was making for South Staffordshire ; also that he and his companion had tramped hundreds of miles together. Warrant issued. Information to Supt. Borrett, Ashbourne. 6.— Chesterfield ( Borough). — For perjury— WILLIAM SLATER, a collier, age 45, height 5 ft. 7 or 8 in, stout build, complexion sallow, broad features, hair and moustache ( turning grey) and eyes black; dress, black cloth coat and vest, dark cord trousers, strong lace boots, and black hard felt hat. Warrant issued. Information to Head Constable Emery, Chesterfield. DURHAM. 7.— Bishop Auckland ( County).— For burglary at Newfield, llth ult., and stealing an old- fashioned silver lever watch, No. 643, in verge cases, steel albert attached, and a lady's gold keeper ring with three stones ( centre one white, the others rubies) — A MAN, age about 35, height 5 ftf. 5 or 6 in., complexion sallow, moustache brown; dress, dark tweed jacket and vest, light fustian trousers ( dirty at bottoms), old black- and- red scarf, and dark cap, appearance of a tramp. Can be identified. Information to Supt. Banks, Bishop Auckland. 8.— Durham ( County).— For failing to report- Supervisee RICHARD RANNAGAN, Office No. 39328, age 56, height 5 ft. 9 in., complexion daik, hair grey, eyes dark grey, scars on forehead, inside left wrist, third left finger, right leg and thigh, and front of right leg. Sentenced at Durham Assizes, 12th July, 1882, to 10 years' penal servitude for rape. J 607. Information to the Superintendent, County Police Office, Durham. ESSEX. 9.— Chelmsford ( County).— For burglary at Battles Bridge Post Office, Rettendon, 31st ult., and stealing 15s. or 20s. in pence and half- pence, and 4s. 6d. or 5s. in farthings— GEORGE KNOCK, age 50 to 55, height 5 ft. 7 in., hair dark, whiskers turning grey, and cut close, eyes ( large) grey, long eyebrows, thin face, walks in a stooping position with his head down; dress, longish brown coat, fustian or twill trousers, light lace boots with round nails, old white soft billycock hat, band formed of a piece of dark cord, very narrow brim; often wears two pairs of trousers, and carries a second coat on his arm, and a parcel done up in a piece of print dress material. Is a notorious thief; leads a vagrant life and when not in prison sleeps in barns, sheds, unions, etc. A native of Tolleshurst Major. Photograph will be forwarded on application. Information to Deputy Chief Constable Somerset, Chelmsford. 10— Fpping ( County).— For stealing a mare ( recovered) at Broadley Common, Roydon, 12th ult. - THOMAS HARDING, alias CAMBRIDGE, age 22, height 5 ft. 6 in., complexion fresh, hair dark brown, beard about a fortnight's growth, eyes grey, full face ; dress, old brown twill slop, corduroy trousers, lace boots, and dark peak cap, red handkerchief round neck. Is well known in Whitechapel amongst hay- carters. Warrant issued. Information to Supt. Lennon, Epping. 2 T H E POLICE GAZETTE. TUESDAY, JUNE 17, 1890. GLOUCESTERSHIRE. 11,— Bristol ( City).— For failing to report— Super- visee WILLIAM RICHARD THOMAS, Office No. 39026, age 40, height 5 ft. 7 in., complexion fair, hair brown, eyes light blue, 2 pockmarks on right of fore- head, scars on right cheek, back of head, and bridge of nose. Sentenced at Bristol Sessions, 22nd October, 1888, to 15 months'imprisonment and 2 years' police supervision for felony.— License Holder SAMUEL BR1TTON, Office No. 38816, age 45, height 5 ft. 6 in., complexion dark, hair dark brown, eyes grey, lost sight of left eye, rather deaf, D on left ribs, star, anchor, and blue marks on back of left hand, ring on second left finger, cross and anchor on back of right hand. Sentenced at Bristol Sessions, 16th April, 1884, to 7 years' penal servitude and 2 years' police super- vision for felony— Supervisee JAMES McVICKER, alias VICAR, Office No. 39135, age 30, height 5 ft. 9 in., complexion dark, hair and eyes dark brown, scar over right eye. Sentenced at Bristol, 22nd" May, 1889, to 9 months' imprisonment and 1 year's police supervision for felony. Information to the Chief Constable, Bristol. HERTFORDSHIRE 12.— Watford ( County).— For stealing a mare and a pony ( recovered;— RICHARD BAKER, age 40 to 45, height 6 ft., stout build, complexion hair and eyes dark, full face, very small nose ; dress, long white dealer's coat, dark trousers patched at knees, black felt hat, flat top, appeat ance of a dealer. Warrant issued. Information to Supt. Hummerstone, Watford. KENT. 13.— Chatham ( County).— For embezzlement— GEORGE ROBERT BANNISTER, late Clerk to the Chatham Local Board of Health, age 33, height 5 ft. 3 in., complexion fresh, hair, whiskers, and moustache, which is 5 or 6 in. long, brown, smart, good- looking appearance, and very quick light walker, fond of drink, very talkative and cheerful, is a good organist and pianoforte player; dressed in dark clothes. May endeavour to emigrate. Warrant issued. Information to Supt. Coppinger, Chatham, 14.— Dover ( Borough) — For deserting his wife and family- GEORGE SLY, age 46, height 5 ft. 10 in., complexion fair, hair light brown, eyes hazel, whiskers shaved, but wears a beard ; dress, grey coat, military trousers, and hard felt hat. Warrant issued. Information to Supt. Sanders, Dover. LANCASHIRE. 15.— Old Trafford ( County).— For assault— DAVID LEWIS, age between 30 and 40, height 5 ft. 8 in , complexion, hair, and heavy moustache dark; dress, black worsted coat, billycock hat, heavy lace boots. A joiner, and has been employed on the Ship Canal at Scicken's, Island Barton, and may try to obtain employment with builders, etc , on some other section of the Canal. Warrant issued. 16.— Old Trafford ( County).— For stealing, 20th ult., at Longsight, 1 silver watch ; 1 small sewing machine; 1 umbrella, and £ 6- CHARLES WOOD, age about 52, height 5 ft. 7 in., complexion fresh, short hair turning grey, parted down centre, heavy moustache, short- sighted; dress, dark tweed suit, lace boots, respectable appearance. States he is an Army pensioner from a cavalry regiment, and that his brother who resides in London draws his pension. Warrant issued. Information to Supt. Bent, Old Trafford. 17.— Liverpool ( City).— For failing to report— Supervisee GEORGE BEAZLEY, alias HEASLEY, HEALEY, etc., Office No. 31592, age 66, height 4 ft. ll£ in., hair grey, eyes hazel, blue scar over left eye, left big toe deformed. Sentenced at Liverpool County Sessions, 15th January, 1884, to 5 years' penal servi- tude and 5 years' police supervision for larceny. N X K 1060. LEICESTERSHIRE. 18.— BeJgrave ( County).— For stealing, at Bir- stall, 12th ult.— 1 gold stop watch, white dial, with gold albert attached; 1 gold lever watch, with gold albert and small gold lion attached ; 1 gold lever watch; 1 lady's gold verge, long gold chain with locket attached, " Pinnex " engraved thereon ; 1 gold watch, " Pinnex" engraved thereon, gold albert, and locket containing two photos of men, also a sovereign, half sovereign, small tassel, and seal attached; 1 silver lever watch; 1 gentleman's gold ring with dark stone; 1 gentleman's c'aw ring with red stone; I gold pin, horseshoe pattern, with diamonds on each nail ; 1 gentleman's gold pin, raised in centre ; 1 pair of gold earrings made from sovereigns of King George III.; 1 pair of earrings made of spade ace guinea ; 1 brooch made of two spade ace guineas; 1 pair of diamond earrings with oval brooch to match ; 1 gold necklace with oval locket attached; 1 gentleman's gold ring with bars ; 1 gentleman's mourning ring; 3 gold rings, snake pattern, with diamond in each ; 1 gold ring with three diamonds; 1 gold ring with small diamond; 1 gold ring with two rubies and one diamond; 1 gold ring, buckle pattern ; 1 silver brooch with Limehouse Church engraved thereon ; 1 Indian silver medal, with initials " L. W."; 1 pair of silver earrings ;• 1 pair of silver earrings with red stones; 1 silver necklace with oblong locket; 1 pair of silver bracelets, buckle pattern; and 2 bracelets ( one notched, the other chased); 1 brooch, made from 2 half sovereigns of King George III.— WILLIAM SMITH, a groom, age 45, height 5 ft. 6 in., complexion fair, hair light or sandy, moustache light, long thin face, high cheek- bones, rather Roman nose; dress, light short tweed coat, dark cord trousers, lace boots ( rivetted) with kid tops. Has been employed at livery and tramway stables. Warrant issued. Information to Supt. Ormiston, Belgrave. LINCOLNSHIRE. 19.— Spalding ( County).— For committing acts of gross indecency with a male person at Crowland, 19th ult.— JOHN WALLACE, age about 30, height 5 ft. 6 or 7 in., complexion pale, a few dark whiskers and moustache, head bald on top ; generally dressed in light grey clothes, of gentlemanly appearance. A schoolmaster ; native of Alnwick, Northumberland. Was formerly employed in schools at Grantham, Whitley, near Dewsbury, and Norwood, also as pupil teacher in the national school at Alnwick, where his father resides. His wife has a daughter about fourteen years of age, who may be along with them. They left Crowland on 23rd inst. Warrant issued. Information to Supt. Jarvis, Spalding. MONTGOMERYSHIRE. £ 2 REWARD. 20.— Newtown ( County).— For deserting his family— JOHN MORGAN, age 45, height 5 ft. 7j in., complexion dark, hair dark brown, eyes grey, knock- kneed, of drunken habits. A native of Newtown. Warrant issued. The above reward will be paid by the Guardians of Newtown and Llanidloes Union for his apprehension. £ 5 REWARD. 21.— Newtown ( County).— For deserting his family three years since— BENJAMIN JAMES, age 40, height 5 ft. 6 in., complexion pale, hair ( slightly bald) brown, eyes grey, sullen appearance; may be wearing full brown whiskers and moustache. A tailor; native of Newtown. Warrant issued. The above reward will be paid by the Guardians of Newtown and Llanidloes Union for his apprehension. Information to the Chief Constable, Newtown. 22.— Welshpool ( County).— For deserting his family— URIAH MORALLE, age 40, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue, high cheek bones, upper front teeth projecting. A native of Llan- saintffraid. Warrant issued, Information to Deputy Chief Constable Crowden, Welshpool. NORFOLK. 23.— Attleborough ( County).— For stealing a sow ( recovered) at Attleborough— WILLIAM GILES, age 24, height 5 ft. 4 or 5 in., complexion, hair, small moustache, and eyes dark; dress, dark check or velvet coat, drabhet trousers, and brown hard felt hat. A native of Attleborough. May seek employment with horse- dealers. Warrant issued. Information to Supt. Starke, East Harling, or to • Sergeant Harvey, Attleborough. OXFORDSHIRE. 24.— Oxford ( City).— For stealing, 31st ult., a tricycle ( recovered)— GEORGE BAKER, of Colerne, Wilts, age 25, height 5 ft. 7 in., slight build, hair dark brown, clean shaved, thin face; dress, black diagonal morning coat and vest, light plaid trousers, hard black felt hat, white collar, thin side- spring shoes. He hired the machine for two hours, and gave his name and address as George Ward, 1, Barton- street, Bath. The tricycle has been found sold at Wantage, where he gave the name of William Clark, of 14, Bath- street, Exeter. Left Wantage- road Station for Dauntsey, Wilts, by the 5.57 p. m. train 31st ult. Was formerly employed as groom at Shuttlewick Park, near Bath. His wife and children reside at Bathford, near Bath. ( See Case No. 32.) Warrant issued. Information to Chief Constable Head, Oxford. . jpLi' jg.''] SHROPSHIRE. 2o.— Bridgnorth ( County). — For stealing, at Madeley, 17th ult.— 1 metal keyless Geneva watch, altered to wind with key, No. 141098, six nicks scratched in case near keyhole ; brass- coloured chain, with threepenny piece and watch key, with " j't Osborne, Jeweller and Watch Maker, Bridgnorth,'' thereon— WILLIAM WALKNES, alias WILLIAMS, age about 35, height about 5 ft. 6 in., complexion dark, hair brown, moustache sandy, small cut on nose full face; dress, old dark plaid suit ( patch of dark cloth sewn with white thread on right knee), black and white plaid scarf, lace boots, nailed round toes to form plate, and black hard felt hat. Supposed native of Dudley or Gornal. His practice is to take lodgings in some colliery dis- trict, and obtain the names of persons from other places, whom he visits, stating that their friends, with whom he worked at such and such a place, asked him to call upon them. He obtains lodgings for a few nights, and makes a pretence of looking for work, but decamps, stealing anything he can lay hold of. Has been identified from a photograph as man de- scribed in Case No. 28, 3rd January last. Warrant issued. 26.— Wellington ( County).— For failing to sur- render to his recognisances, on a charge of indecent assault— EDWARD KIRK, age 33, height 5 ft. 3 in., complexion fresh, hair light brown, eyes grey, blue scar over right eyebrow, cut mark back of right arm, burn mark right breast, mole centre of chest and under left shoulder- blade, boil- mark between shoulder- blades. A moulder; native of Lincoln. Information to Chief Supt. Galliers, Wellington. STAFFORDSHIRE. 27.— Tettenhall ( County)— For rape at Weston- under- Lizard, 20th ult.— WILLIAM SHAW, age 18 ( looks older), height about 5 ft. 8 in., complexion fresh, hair ( parted in centre) and moustache ( slight) light, eyes blue, face slightly freckled, walks erect; dress, light grey jacket, broad corduroy trousers and vest, with leggings to match, strong lace boots, and brown billycock hat. A native of Ship Brook, near North- wich, Cheshire. Up to the time he absconded he resided with his father at Woodlands Farm, Weston- under- Lizard. Warrant issued. Information to Supt. Cook, Tettenhall, Wolverhamp- ton. 28.— N ewcast 1 e- u n d e r- Ly m e ( Borough).— For bigamy— JAMES KIRKHAM, age 30, height 5 ft. 9 in,, complexion fair, hair brown, eyes grey, lost nearly all upper front teeth. A native of Tunstall. Warrant issued. Information to Head Constable Dutton, Newcastle- under- Lyme. SURREY. 29.— Chertsey ( County).— For breaking into the post- office at Stoke d'Abernon— A MAN, age 40 to 50, height 5 ft. 8 in., slight black whiskers and mous- tache, shaved on chin; dress, black clothes, round felt hat, respectable appearance. Information to Supt. Bryant, Chertsey. WARWICKSHIRE. 30.— Birmingham ( City). — For embezzling several large sums of money— HENRY JONES, alias PAXTON, age 21 ( looks younger), height 5 ft. 2 or 3 in., complexion fresh, hair ( worn on forehead) dark, Roman nose slightly inclined to one side, near- sighted, slightly bow- legged, of gentlemanly appearance, fre- quents theatres and music- halls, and is fond of the company of professionals; dress, light check jacket suit and black billycock hat, had also with him a dark cloth Inverness coat, wore a silver watch with gilt chain and oval locket; usually carries a heavy walk- ing stick, and wears a single stone diamond ring on left hand. A native of Birmingham. Warrant issued. Information to Chief Constable Farndale, Birming- ham. WILTSHIRE. 31.— Malmesbury ( County).— For assaulting police at Charlton, near Malmesbury, 27th ult.— WILLIAM WILKINS, age 29, height 5 ft. 6 or 7 in., complexion dark, hair dark brown, moustache ( rather heavy) dark, beard and whiskers supposed shaved off, eyes hazel; dress, black coat, light trousers, and black hard felt hat. A native of Malmesbury. Has been FRIOAY, JCJNE 281, 1890. T H E POLICE GAZETTE. convicted several times, and when wanted for offences has generally gone into Wales and worked for Mr. James Exton, market gardener, Newport, Monmouth- shire. He is also well known to Mr. Henry Price, a small farmer at or near Liswerry, Newport. Warrant issued. Information to Supt. Collett, Malmesbury. 32.— Trowbridge ( County).— For stealing a tricycle— GEORGE BAKER, a^ groom, age about 36, height 5 ft. 5 or 6 in., complexion fresh, f> hair brown, scar side of head; dress ( supposed), black coat and vest, striped trousers, shoes. A native of Golerne, Wilts, at Warrant issued. • Information to Supt. White, Trowbridge. Found on body : a silver lever watch, maker, " John Tegg, Manchester," No. 1351, " Henry Sevill" engraved on inside of outer case, steel chain, £ 7 10s. in gold, 7s. 3d. in silver, and 2 penny pieces, a. 2- foot rule, pencil, and a carpenter's mouse used for fixing sash lines, 2 watch keys and a small key on split ring, a small quantity of whisky in a half- pint glass bottle. WORCESTERSHIRE. 67.— King's Heath ( County).— About 4 p. m., 3rd inst., in the River Rea, near Cannon Hill Park, the body of a newly- born fully- developed female child, wrapped in a piece of black velveteen about 36 in. long and 15 in. wide, false hem of black cashmere a little over an inch wide at bottom, which appears to be a portion of the trimmings of a dress skirt, and tied with a mohair boot lace. Appeared to be in the water from 12 to 24 hours. A coroner's inquest was held on the body, and a verdict of wilful murder returned against some person or persons unknown. Information to Supt. SHROPSHIRE. 69.— Oswestry ( County).— During the last month the following burglaries were committed : — Whit- church, 12th May; Holmes Chapel, near Crewe, 18th May ; Bridgnorth, 26th May ; Shrewsbury, 29th May ; Ellesmere, 30th May, when a new olive- green over- coat was stolen; Whitchurch, 31st May; Nantwich, 1st June. In each case entrance was effected by boring a hole with small gimlet or awl through frame of window- sash near the catch, and pulling the catch back with twine or wire. There is no doubt but that they have all been committed by the same man, who invariably breaks into houses ( generally small shops) in suburbs of towns, stealing money and provisions. He most likely sleeps in woods and outbuildings during the day and travels at night.
