In all cases where a reward is offered the name and address of some person responsible for the payment must be gtVen, and the exact conditions be clearly stated. 6. portraits of persons whose apprehension is so- xqht for serious offences, and engravings of stolen property will be prominently inserted, with detailed particulars, at a cost of 15s. per portrait, and of Is. 6d. per photograph or sketch of a stolen article, including the expense of engraving on wood. 6. Every announcement, if for the apprehension of a person, must ie guaranteed by the signature Of an officer of not less rank than Superintendent ; and. if the name of such person be required to be inserted, and no warrant is in force against him, the requisition must be signed by the chief officer of police, or his immcaiate deputy, of the county, city, or borough, as the case may be. 7. Announcements concerning stolen property must be guaranteed by an officer of not less rank than Inspector, or analogous thereto. TIONS. 8. Announcements of all persons to be apprehended or of stolen property bear a number, and are alphabetically arranged by counties. , 9. The force which causes particulars concerning delinquents or stolen property to be inserted in the POLICE GAZETTE, must, on their apprehension or recovery, at once transmit to the Editor notice of the fact, referring to the number of the announcement for insertion in the next issue. 10. In all cases, the officer signing the request for insertion of any announcement, will be wholly responsible for any proceedings which may result from such publication. 11. Announcements for the Friday issue should be forwarded so as to be received not later than noon on Wednesday, and for the Tuesday edition not later than Saturday morning. They must be clearly written on one side of the paper only, be in the usual form, and accompanied by a covering letter. , 12. All payments must be in advance, either at the office, Great Scotland lard, by cheque, crossed " Drummond $ Co.," Post Office Order payable at Charing Cross, Pottal Order, or wt Stamps. 13. " Scotland Yard, London," has been regis- tered at the General Post Office as the abbreviated address for telegrams for the Assistant Commissioner of Metropolitan Police, Criminal Investigation Department, Whitehall Place, London, S. W. NOTICE. EXTRADITION. A Declaration was signed in London on the Slat of April, 1887, between the British and Belgian Govern- ments, for amending Article I. of the Extradition Treaty of 20th May, 1876. The amended Article will henceforth read fts follows :— " It is agreed that Her Britannic Majesty and his Majesty the King of the Belgians shall, on requisition made in their name by their respective Diplomatic Agents, deliver up to each other, reciprocally, any persons who, being accused or convicted as principals or accessories of the crimes hereinafter specified, com- mitted within the territories of the requiring party shall be found within the territories of the other party." " In no case, nor under any consideration whatever, shall the High Contracting Parties be bound to surrender their own subjects whether by birth or naturalisation." The result of the modification in the Treaty is that either Government may deliver Hp its own subjects to the other Govern ent, but can not be considered ' bound to do so. APPREHENSIONS SOUGHT. METROPOLITAN POLICE DISTRICT- 1.— K Division — For stealing .£ 30— WALTER TOMBS, age 26, height 5 ft. 4 in., slight build, com- plexion florid, hair light brown, moustache sandy springy step when walking ; dress, long dark over- coat, dark tweed trousers, white collar, dark stripe tie, high hat. Warrant issued. 2.— R Division.— For stealing £ 50, as bailee — HERBERT ANDREW DIBBLIN, age 28, height 5 ft. 9 in., complexion fair, hair and small side whiskers and slight moustache light, eyes blue; dress, black diagonal coat and vest, dark mixture tweed trousers, brown Oxford hat. Belongs to the Army Reservej having served in tbe Duke of Cornwall's Light Infantry. Has friends at Hull and Wakefield, and is known at Bodmin, Cornwall. Absconded 15th March last. Warrant issued. 3.— V Division.— For stealing, 4th inst., from furnished lodgings, 18s. 6d. HADDOWS, a dressmaker, age 22, medium height, complexion pale, hair light; dress, black skirt, short rough black jacket, black straw hat trimmed dark ribbon and velvet. Stated that her father was a farmer at or near Reading. 4.— V Division.— For obtaining a security, value £ 25, by false pretences - BARTHOLOMEW" GUNSZT, age 30, height 5 ft. 6 in., complexion and hair dark ; dress, dark jacket suit, silk hat. A journalist. Walks very quickly, and frequently carries papers under his arm. Said to be employed on " Chambers's Journal," Edinburgh. A Hungarian. Warrant issued. 5.— V Division.— For stealing, 21st inst., from a hotel— 5 ladies' gold dress rings ( 2 half- hoop, 5 dia- monds in each; 1 old, Brazilian stones set in silver ; 2 very small, to form a semi double, set 1 pearl and diamond in each, 1 set sapphire and diamonds); 1 brooch, square red stone, surrounded with small diamonds, perforated gold back, and a small gold pencil running through; 1 gold bracelet, " Lulu " in rose diamonds thereon— A MAN, age 21, height 5 ft. 3 in., complexion very pale, hair dark brown; dress, black jacket, grey- and- black stripe trousers, black hard felt hat. Respectable appearance. 6.— X Division.— For obtaining a gold hunting watch, No. 105195, and forging and uttering a cheque for £ 20 on Messrs. Pease and Sons' Bank, Hull— H. TINCHEN, age 46, height 5 ft. 10 in., stout build, complexion fresh, blotched face, hair and moustache brown, stoops slightly when walking, tender feet; dress, dark clothes, black hard felt hat, respectable appearance. Represents himself as a diamond mer- chant, and stops at hotels in large towns, visits jewellers and pawnbrokers, and pledges watches, jewellery, etc. Warrant issued. Information to be forwarded to the Metropolitan Police Office, Great Scotland- yard, London, S. W. CITY OF LONDON. 7.— For forging and uttering orders for Colonial Stock to the value of £ 900- JOHN RHIND, a ship's chandler, late of No. 9, Crescent, Minories, age 38 to 40, height 5 ft. 8 in., complexion sallow, hair ( bald), whiskers ( short under chin), and moustache dark brown. Walks at times with a slight limp; dress, dark coat, grey trousers. Information to Inspector McWilliam, 26, Old Jewry, E. C. BERKSHIRE. 8.— Abingdon ( C& untl'f— For stealing tame rabbits- A TRAMPING RAG COLLECTOR, age 54, height 5 ft. 5 in., complexion fresh, hair ( curly) light brown, clean shaved, prominent nose, leans forward when walking; dress, light jacket ( torn left side), corduroy trousers, hard felt hat, bunch of large square nails in heel of boot ( supposed right); carries his bundle of rags before and behind. Information to Inspector Heath, Abingdon. 9.— Maidenhead ( Borough).— For embezzlement — GEORGE CHAMBERLAIN, age 20, height 5 ft. 4 in., complexion fresh, hair dark brown, eyes blue, rolls about very much when walking; dress, dark plaid suit, collar and tie, heavy lace boots, and hard felt hat. A labourer, native of Maidenhead. Warrant issued. Information to Supt. Taylor, Maidenhead. CAMBRIDGESHIRE. 10.— Cambridge ( County).— For housebreaking, at Histon, 2nd inst., and stealing a. lady's silver Geneva watch, No. 7938, main spring broken; and a man's dark mixture cloth jacket ( nearly new)— CHARLES WILSON, age 35, height 5 ft. 5 or 6 in., complexion dark, hair dark brown, side whiskers and moustache dark, eyes brown; dress, dark jacket and vest, black cord trousers ( wearing brown at knees), and hard felt hat. A native of Impington, Cambridgeshire.— A MAN, age 40, height 5 ft. 8 or 9 in., rough- looking ; dress, dark clothes and black billycock hat. Information to Supt. Whitchurch, Cambridge. 11.— Isle of Ely ( County).— For stealing a pair of boy's lace boots ( nea - ly new), sprigs in soles and tips on heels— FREDERICK CARPENTER, age 23, height 5 ft. 4 in., complexion fresh, hair light brown, eyes light blue, small ear growing from the lower part of left ear; dress, light suit, and black felt hat. A labourer; native of Cambridge. Took train for Nottingham on 17th inst. Information to Supt. Wright, Ely. CHESHIRE. 12.— Northwich ( County).- For stealing £ 8 10s. gold at Ince, 13th inst.— THOMAS C. WRIGLEY, age about 23, height 5 ft. 8 in., complexion fair, hair light brown, round- shouldered; dress, black cloth monkey jacket ( sleeves and front much greased), with blue cotton slop under, black cloth vest, dirty white 2 T H E POLICE GAZETTE. FRIDAY, MAY 30, 1890 cord trousers, blue silk neckerchief with small white spots, lace boots, and light cloth cap with peak, tied on top with tape. Was employed at Frodsham Marsh for about 15 months, and previous to that drove a mortar mill at Stockport Viaduct. Was also employed as eDgine- cleaner by the London and North- Western Eailway Company, at Longsight Sheds, and as engine- driver on the Out Circular Railway from Manchester. He may be found in the company of a man named Joseph Toal, who is driving a crane at the TyneDock, North Shields. Was traced to Runcorn on 13th inst., and is supposed to have made his way to one of the above- named places. Warrant issued. Information to Supt. Walker, Northwich. DENBIGHSHIRE, 13.— Wrexham [ County).— For stealing £ 2 10s. in gold, and a silver lever watch, No. 1110786— JOHN HAYNES, alias JOHN BRADLEY, age 15, height about 5 ft., complexion dark, hair light, eyes blue; dress, light coat and vest, dark cord trousers, peak cap. A collier ; native of Bolton. Warrant issued. Information to Deputy Chief Constable Wilde, Wrexham. DERBYSHIRE. 14.— Ashbourne ( County).— For stealing at Ash- bourne, 12th inst.— A bundle containing a black worsted jacket and vest, 1 pair light grey tweed trousers, 1 cotton shirt with pink stripes ; 2 pairs of home knit stockings ( 1 pair light the other dark); 1 grey necktie with reversible ends ; 1 cap with peak ; and 1 black billycock hat; the whole wrapped in blue- and- white handkerchief— TWO MEN- first, called " CHARLIE " by his companion, age about 26, height about 5 ft. 7 in., complexion and hair dark; dress, black jacket, lining of which shows below the cloth, light plaid double peak cap. Is a good whistler and step- dancer, and performs in public- house tap- rooms. — Second, age about 40, height about 5 ft. 6 in., com plexion very fresb, hair, whiskers and moustache sandy; dress, drab fustian jacket, fustian trousers, plaid scarf, dark grey cloth cap with peak. Stated he was a collier, and had been working at collieries in North Staffordshire, and was making for South Staffordshire ; also that he and his companion had tramped hundreds of mu3s together. Warrant issued. Information to Supt. Borrett, Ashbourne. DURHAM. 15.— Bishop Auckland ( County).— For burglary at Newfield, llth inst., and stealing an old- fashioned silver lever watch, No. 643, in verge cases, steel albert attached, and a lady's gold keeper" ring with three stones ( centre one white, the others rubies) — A MAN, age about 35, height 5 ft. 5 or 6 in., complexion sallow, moustache brown; dress, dark tweed jacket and vest, light fustian trousers ( dirty at bottoms), old black- and- red scarf, and dark cap, appearance of a tramp. Can be identified. Information to Supt. Banks, Bishop Auckland. GLOUCESTERSHIRE. 16.— Fishponds ( County).— For embezzlement — JAMES COLE, age 28, ( looks much older), height about 5 ft. 3 in., complexion fresh, hair, whiskers, and moustache sandy ( may have shaved), eyes blue, full round face, ruptured ; dress, cloth coat, light cord sleeve waistcoat, light cord trousers, black- and- white plaid scarf, black bowler hat, hobnail boots- A baker's groom and assistant; native of Wilts. Has a wife residing at Fishponds. Warrant issued. Information to Supt. Matthews, Fishponds. HAMPSHIRE. 17.— Fareham ( County).— For obtaining the sum of £ 1 by false pretences, 12th inst.— A MAN, who gave the name of CROSSLAND, age 20 to 25, height 5 ft. 7 or 8 in., complexion, hair ( curly) and eyes dark, very slight moustache, pimples on face, speaks with a Scotch or Irish accent; dress, dark jacket and vest, satin ribbed, light trousers, white collar turned down in front, blue tie with white spots, boots with very wide soles, and black hard felc hat. Was carrying a parcel about 2 ft. long tied up in a brown holland wrapper with a new brown leather strap. Is supposed to belong to a long firm gang travelling the country with drapery goods. Warrant issued. Information to Supt. Stephenson, Fareham. HERTFORDSHIRE 18.— Hertford ( County).— For embezzlement at Hertford— ARTHUR GEORGE HILL, age 45, height 5 ft. 6 or 7 in., complexion fresh, hair and moustache dark brown, eyes brown, tuft of hair on bottom lip, is a great snufftaker, and talks thick, crack in bottom lip; dress, grey tweed suit, pockets on hips, and black hard felt hat; a native of Hertford. Warrant issued. Information to Supt. Parish, Hertford. KENT. 19.— Chatham ( County).— For embezzlement— GEORGE ROBERT BANNISTER, late Clerk to the Chatham Local Board of Health, age 33, height 5 ft. 3 in., complexion fresh, hair, whiskers, and moustache, which is 5 or 6 in. loug, brown, smart, good- looking appearance, and very quick light walker, fond of drink, very talkative and cheerful, is a good organist and pianoforte player; dressed in dark clothes. May endeavour to emigrate. Warrant issued. Information to Supt. Coppinger, Chatham. LANCASHIRE. 20.— Old Trafford ( County).— For assault— DAVID LEWIS, age between 30 and 40, height 5 ft. 8 in., complexion, hair, and heavy moustache dark; dress, black worsted coat, billycock hat, heavy lace boots. A joiner, and has been employed on the Ship Canal at Sticken's, Island Barton, and may try to obtain employment with builders, etc , on some other section of the Canal. Warrant issued. Information to Supt. Bent, Old Trafford. 21.— Liverpool ( City).— For failing to report- Supervisee MICHAEL SMITH, Office No. 39330, age 28, height 5 ft. 2f in., complexion dark, hair dark, eyes hazel, " Forget- me- Not" right wrist, " Ich Dien," rose, shamrock and thistle, crossed flags, and axe in- side arm. Sentenced at Liverpool County Sessions, 28th October, 1884, to 5 years' penal servitude and 3 years' police supervision for housebreaking. K 912. Information to the Chief Superintendent, Detective Department. 22.— Rochdale ( Borough).— For shopbreaking,. 1st inst., and stealing a quantity of silk pocket- hand- kerchiefs, viz., 5 or 6 dozen assorted qualities, all white flowered ; 6 or 7 dozen fancy patterns, various colours ; 6 or 7 dozen red with blue flowers ; 4 dozen black flowered ; 3 dozen twilled black ; lj dozen scar- let ; 3 dozen black- and- white small check ; also a few cream colour, and 8 or 9 coloured striped mufflers— A MAN, who is known as " JOE," age about 20, height 5 ft. 3 in., hair dark brown, moustache slight, small hole or abscess mark underneath right jaw; dress, mixture striped jacket, dark trousers, and brown billycock hat. Was wearing a blue- and- white spotted muffler, but may now be wearing one of the stolen articles. A tailor's presser; supposed native of Leeds or Bradford. States he worked for 4 years at one of the largest tailoring firms in Leeds, where he left his wife and child, also that he had rome time since served a month's imprisonment in Armley Gaol. He ex pressed an intention of going to Liverpool or Cheshire. 23.— Rochdale ( Borough).— For larceny, 18th March last— Mrs. CARRINGTON, alias CARR, a steam laundry hand, age about 40, height 5 ft. 4 or 5 in., rather stout, complexion sallow, hair black, eyes dark, good address. Is well known at the Paragon Steam Laundry, Bury, and New- road, Man- chester, also at steam laundries in Liverpool, New Brighton, Bradford, Leeds, and Sheffield. She worked several years since at the " British Oak," Hankinson- Btreet, Manchester. Information to Chief Constable Wilkinson, Rochdale. LEICESTERSHIRE. 24.— Belgrave ( County).— For stealing, at Bir- stall, 12th inst.— 1 gold stop watch, white dial, with gold albert attached ; 1 gold lever watch, with gold albert and small gold lion attached ; 1 gold lever watch; 1 lady's gold verge, long gold chain with locket attached, " Pinnex '' engraved thereon ; 1 gold watch, " Pinnex " engraved thereon, gold albert, and locket containing two photos of men, also a sovereign, half sovereign, small tassel, and seal attached ; 1 silver lever watch ; 1 gentleman's gold ring with dark stone; 1 gentleman's claw ring with red stone; 1 gold pin, horseshoe pattern, with diamonds on each nail ; 1 gentleman's gold pin, raised in centre ; 1 pair of gold earrings made from sovereigns of King George III. ; 1 pair of earrings made of spade ace guinea ; 1 brooch made of two spade ace guineas; 1 pair of diamond earrings with oval brooch to match ; 1 gold necklace with oval locket attached; 1 gentleman's gold ring with bars ; 1 gentleman's mourning ring ; 3 gold rings, snake pattern, with diamond in each ; 1 gold ring with three diamonds ; 1 gold ring with small diamond ; 1 gold ring, with two rubies and one diamond; 1 gold ring, buckle pattern ; 1 silver brooch with Limehouse Church engraved thereon ; 1 Indian silver medal with initials " L. W."; 1 pair of silver earrings; i pa; r of silver earrings with red stones; 1 silver necklace with oblong locket; 1 pair of silver bracelets, buckle pattern; and 2 bracelets ( one notched, the other chased); 1 brooch, made from 2 half sovereigns of King George III.- WILLIAM SMITH, a groom, age 45, height 5 ft. 6 in., complexion fair, hair light or sandy, moustache light, long thin face, high cheek- bones, rather Roman nose; dress, light short tweed coat, dark cord trousers, lace boots ( rivetted) with kid tops. Has been employed at livery and tramway stables. Warrant issued. Information to Supt. Ormiston, Belgrave. 25. Loughborough ( County).- For stealing, 21st inst.— A lady's gold Geneva watch, No. 327s' white dial, part of hour hand broken off, seconds hand broken, flowered back, 21/ 7/ 85 scratched inside dome ; 1 long gold chain, small links; 1 gold locket and chain, nearly coffin- shape, hair inside ; 1 gold chased locket, oval shape, " Regards" engraved thereon; 1 small brooch, gold rim, hair in centre; 1 gold ring, green stone in centre, with pearls round ; 1 gold- faced sleeve link, oval shape; 1 silver locket and chain— THOMAS PAVIR ADEY, alias WILLIAMS and BROWN, age about 28, height 5 ft. 8 or 9 in., com- plexion dark, hair ( parted in centre and brushed down on forehead) dark brown; aress, rather long black coat, pockets in laps behind, dark vest, dark grey stripe trousers, black hard hat, side- spring boots, brown gloves. Has the appearance of having been in the Army. Information to Supt. Smith, Loughborough. 26.— Leicester ( Borough).— For embezzlement— WALTER WILLIAM WOODCOCK, age 28, height 5 ft. 7 or 8 in., slight build, complexion florid, hair, small moustache, and slight side whiskers black, bad varicose vein one leg, badly ruptured, tongue- tied, and pronounces the letter " r" as " w"; of gentlemanly appearance; usually dressed in dark check jacket suit. May endeavour to go to America. Warrant issued. Information to Chief Constable Dunp, Leicester. LINCOLNSHIRE. 27.— Spalding ( County).— For committing acts of gross indecency with a male person at Crowland, 19th inst.— JOHN WALLACE, age about 30, height 5 ft. 6 or 7 in., complexion pale, a few dark whiskers and moustache, head bald on top ; generally dressed in light grey clothes, of gentlemanly appearance. A schoolmaster ; native of Alnwick, Northumberland. Was formerly employed in schools at Grantham, Whitley, near Dewsbury, and Norwood, also as pupil teacher in the national school at Alnwick, where his father resides. His wife has a daughter about fourteen years of age, who may be along with them. They left Crowland on 23rd inst. Warrant issued. Information to Supt. Jarvis, Spalding. MONTGOMERYSHIRE. £ 2 REWARD. 28.— Newtown ( County).— For deserting his family— JOHN MORGAN, age 45, height 5 ft. 7i in., complexion dark, hair dark brown, eyes grey, knock- kneed, of drunken habits. A native of Ne ^ vtown. Warrant issued. The above reward will be paid by the Guardians of Newtown and Llanidloes Union for his apprehension. £ 5 REWARD. 29.— Newtown ( County).— For deserting his family three years since— BENJAMIN JAMES, age 40, height 5 ft. 6 in., complexion pale, hair ( slightly bald) brown, eyes grey, sullen appearance; may be wearing full brown whiskers and moustache. A tailor; native of Newtown. Warrant issued. The above reward will be paid by the Guardians of Newtown and Llanidloes Union for his apprehension. Information to the Chief Constable, Newtown. 30.— Welshpool ( County).— For deserting his family— URIAH MORALLE, age 40, height 5 ft. 7 in., complexion fresh, hair brown, eyes blue, high cheek bones, upper front teeth projecting. A native of Llan- saintffraid. Warrant issued. Information to Deputy Chief Constable CrowdeD, Welshpool. SHROPSHIRE. 31.— Bridgnorth ( County). — For stealing, at Madoley, 17th inst.— 1 metal keyless Geneva watch, altered to wind with key, No. 141098, six nicks scratched in case near keyhole ; brass- coloured chain, with threepenny piece and watch key, with " J. TUESDAY, JUNE 17, 1890. T H E POLICE GAZETTE. 30 Osborne, Jeweller and Watch Maker, Bridgnorth," thereon— WILLIAM WALKNES, alias WILLIAMS, age about 35, height about 5 fo. 6 in., complexion dark, hair brown, moustache sandy, small cut on nose, full face; dress, old dark plaid suit ( patch of dark cloth sewn with white thread on right knee), black and white plaid scarf, lace boots, nailed round toes to form plate, and black hard felt hat. Supposed native of Dudley or Gornal. His practice is to take lodgings in some colliery dis- trict, and obtain the names of persons from other places, whom he visits, stating that their friends, with whom he worked at such and such a place, asked him to call upon them. Ward, passenger to Cambridge," con- taining the body of a well- developed male child, 5 or 6 weeks old, death caused by strangulation by ribbon strings of a small white woollen cap tied tightly round the chin, the bow of the ribbon string placed over the mouth; dressed in white woollen jacket and cap, with brown ribbed ribbon strings to match, a white cash- mere cloak, a white night gown, trimmed with embroidery, and letter ( apparently " W.") in blue silk thread; a white calico napkin, with " L " in corner; a calico napkin, a diaper, a shirt, 2 bandages for the waist ( one made of flannel the other of cotton twill), a white pocket handkerchief, part of a " Daily Chronicle," dated 25th April, 1890, and a quantity of brown paper. The hamper is supposed to have come off the 8.22 p. m. train from Liverpool- street Station. It was forwarded on 6th inst. to the Lost Property Office at Liverpool- street, and on being opened there on 17th inst. was found to contain the dead body of the child, and was at once handed over to the City of London Police. MR. MELANCTHON MOORE, miss- ing from Hastings, as described in " Police Gazette" of Friday, llth of April last, page 7, has not yet been found. He has been heard of at Blackpool and at Manchester, which city he left about 9th inst. He appears to have been hawking Owen, Ellis, and Co.' s packet tea from town to town, and may be still engaged in that vocation. He is about 28 years of age, 5 ft. in., pale com- plexion, dark brown hair and moustache, dark blue eyes ; dressed in black or brown frock coat and vest, drab striped trousers, and black felt hat.
